WELL, GOOD EVENING AND WELCOME TO THE MONDAY, AUGUST 19TH, 2024 WORK SESSION FOR THE GARLAND CITY COUNCIL, FIRST ITEM I ACTUALLY I'LL MAKE A QUICK POINT, COUNCIL MEMBER WILLIAMS WILL NOT BE ABLE TO JOIN US THIS EVENING, SO WE ARE GOING TO PUSH ITEM EIGHTHT TO A FUTURE WORK SESSION, HE HAD REQUESTED AN UPDATE ON THE GATEWOOD DRAINAGE PROJECT IN HIS DISTRICT. SO WE

[ PUBLIC COMMENTS ON WORK SESSION ITEMS Members of the audience may address the City Council on any Work Session item at the beginning of the meeting. Speakers are allowed three minutes each, grouped by agenda item and called in the order of the agenda. Anyone wishing to speak must fill out a speaker card (located at the entrance to the Council Chambers and on the visitor's side of the Work Session Room) and give it to the City Secretary before the Mayor calls the meeting to order. Speakers are limited to addressing items on the Work Session agenda only. Items on a Regular Meeting agenda should be addressed at the respective Regular Meeting. GARLAND, TEXAS, I WANTED TO SPEAK TO A COUPLE OF ITEMS ON YOUR AGENDA. ONE IS THE DOWNTOWN MARKING ANALYSIS. THE SUBJECT YOU ALL ARE GOING TO BE DISCUSSING TONIGHT, IN MY YEARS OF BANKING, A COUPLE OF TIMES, THERE'S BEEN SPECIALTY GROUPS THAT I HAVE HELPED SET UP A LENDING PROGRAM FOR. AND GOING THROUGH THAT MATERIAL, I SEE A LOT. WE HAVE A LOT OF SMALL BUSINESS PEOPLE, AND I JUST WANTED TO PLANT THAT SEED IN YOUR MIND THAT THAT MIGHT BE SOMETHING THAT WE COULD LOOK AT AS A CITY IN THE FUTURE TO ALLOW SOME OF OUR SMALL BUSINESS PEOPLE MOVING IN OR, OR HERE THAT NEED A LITTLE BIT OF HELP, IT TAKES A BANK TO SOMEBODY THAT THAT'S IN THE LENDING BUSINESS.

ION'T KNOW THAT WE HAVE ANYBODY CURRENTLY INVOLVED. IN THE CITY THAT DOES THAT, BUT A LOT OF TIMES YOU CAN MAKE IT AND OF COURSE, IT WOULD TAKE CITY FUNDS TO, TO BACK A PROGRAM LIKE THAT. YOU COULD BUY A CD OR PUT IN AN ACCOUNT TO, TO, TO SECURE THOSE LOANS, BUT IT WOULD MAKE IT SO MUCH SIMPLER FOR A LOT OF THESE SMALL BUSINESSES THAT I'VE SEEN IN THE PAST. I'VE, I'VE MADE LOANS TO A LOT OF BUSINESSES LIKE THAT IN THE PAST TO HELP THEM, BUT IT'S KIND OF HARD TO JUSTIFY THEM SOMETIMES. NUMBER TWO IS ON YOUR PROPOSED BUDGET, SOMETHING I'VE FOR YEARS I'VE BEEN TRYING TO GET A HANDLE AROUND. IS THE SRO PROGRAM. AND IN THE BUDGET, I THINK THERE'S THE TERM SRO IS ONLY USED TWO TIMES. I WOULD LIKE TO HEAR SOME DISCUSSION TO HELP ME AND THE PUBLIC IN GENERAL, SINCE IT'S OUR TAX DOLLARS THAT HELP SUPPORT THAT PROGRAM, IS WHAT DO WE WHAT DOES IT COST US TO BE INVOLVED IN THAT PROGRAM? WHAT KIND OF REIMBURSEMENT DO WE GET FROM THE DISTRICT, AND WHAT IS THE BOTTOM LINE COST TO THE CITY OR THE TAXPAYERS FOR THAT PROGRAM? WITH THE NEW PROGRAM THAT THEY'VE GOT NOW WITH, I THINK SOME 45 SCHOOLS HAVE A I FORGET WHAT THE TERM THEY USE, BUT IT'S NOT A POLICE OFFICER, BUT IT'S A LICENSED OFFICER WHO CARRIES IN OUR GRADE SCHOOLS OR MOST OF OUR GRADE SCHOOLS. AND THIRD, AND LASTLY IS, LOOKING AT LOOKING AT OUR, SALES TAX INCOME THAT GOES TO THE DART SYSTEM, THAT 1%. I WOULD ENCOURAGE YOU TO THINK ABOUT, I KNOW WE'VE GOT A COUPLE OTHER CITIES THAT ARE LOOKING AT, LOWERING THAT RATE, LOOKING AT WHAT WE'VE PAID LAST YEAR, SOME 45, $6,000, A FOURTH OF THAT 12,000. I MEAN, $12 MILLION, TEN YEARS. THAT'S $125 MILLION. THAT WOULD MAKE A LOT OF DIFFERENCE IN THE PROCESS.

YOU GUYS ARE GOING THROUGH NOW. AND FOR THE CITIZENS, PERHAPS EVEN IN FUTURE TAX INCREASES, IN OUR SRO PROGRAM, PERHAPS COULD, COULD, COULD GENERATE REVENUE SAVINGS IF YOU SAW THAT TO BE NEEDED. SO THOSE ARE TWO THINGS I WANTED TO MENTION TO YOU AND ASK YOU TO THINK ABOUT IN YOUR CONSIDERATIONS OF THE BUDGET, IF NOT THIS YEAR, IT'S SOMETHING TO, TO, TO PUT IN, TO PUT IN THE BUCKET OF POSSIBLE WAYS TO SAVE MONEY BECAUSE I THINK ALL THE EVERYBODY'S CITY SCHOOLS, ANY GOVERNMENT ENTITY, WE'RE ALL LOOKING AT HOW DO WE SURVIVE THIS? AND WE'VE USED THE TERM, I BELIEVE I'VE HEARD THE TERM THAT WE DON'T KW WHAT'S COMING DOWN THE ROAD. SO WE NEED TO PREPARE.

City of Garland Mission and Vision Statement Staff and Dillion Morgan Consulting (DMC), have synthesized Council feedback from the June 29, 2024 City Council Workshop to propose refreshed mission and vision statements for the City of Garland. This briefing presents each proposal for Council consideration. Pending direction from Council, both guiding principles will be presented to Council for formal consideration at the September 3, 2024 Regular Meeting.]

THEN ITEM SIX, CITY OF GARLAND. MISSION AND VISION STATEMENT. AND I THINK WE HAVE A PRESENTATIONR INFORMATION READY FOR THAT. CONTROL THEM. OH I'M SORRY. GO AHEAD, MAYOR AND COUNCIL. SO WE IF YOU RECALL, BACK IN JUNE, WE STARTED WORKING ON REVISED MISSION AND VISION STATEMENTS FOR THE CITY OF GARLAND. AND AT THE JUNE WORKSHOP, WE WENT THROUGH SEVERAL DIFFERENT VERSIONS OF EACH AND GOT SOME DIRECTION FROM CITY COUNCIL ON THOSE. AND SO I WANT TO REVIEW THAT AND THEN WE DID SEND OUT REVISED STATEMENTS BASED ON THE FEEDBACK FROM COUNCIL AND SO THIS IS JUST ANOTHER OPPORTUNITY TO DOUBLE CHECK AND REAFFIRM WHAT'S IN THERE AND TAKE ANY ADDITIONAL FEEDBACK BEFORE WE BRING IT BACK FOR FORMAL APPROVAL. SO STARTING WITH THE MISSION STATEMENT, THIS IS THE THIS IS WHAT WAS PRESENTED AT THE JUNE 29TH WORKSHOP. THREE DIFFERENT OPTIONS WITH COUNCIL FEEDBACK BEING FOCUSED ON OPTION THREE WITH THE ADDITION OF ADDING SOME KIND OF PHRASE ABOUT PUBLIC TRUST INTO THAT, INTO THAT MISSION STATEMENT. AND SO WHAT WE GENERATED AFTER THAT WAS WE SERVED TO MAINTAIN PUBLIC TRUST AND GROW A THRIVING GARLAND COMMUNITY TODAY AND FOR THE FUTURE, ON THE VISION STATEMENT SIDE, AND I'LL HAVE A SLIDE FOR A SLIDE OF THESE, BOTH AT THE END THAT WE CAN THAT WE CAN TALK THROUGH AND TAKE ANY, ANY ADDITIONAL FEEDBACK ON AS FAR AS THE VISION STATEMENT GOES. AGAIN, THREE DIFFERENT OPTIONS, ONE AND THREE WERE FAVORED. AND REALLY WANTED I THINK COUNCIL DIRECTION WAS TO CONSOLIDATE THE TWO AND COME UP WITH SOMETHING A LITTLE SHORTER.

SO WHAT WE CAME UP WITH ON THE VISION SIDE WAS GARLAND WILL BE A MODEL OF AN ENGAGED AND VIBRANT COMMUNITY, THAT PRESIDENT THAT NOT PRESIDENTS, PRESIDENTS PROUDLY CALL HOME, SO, PUTTING THOSE UP THERE JUST WANTED TO ACCEPT ANY OTHER FEEDBACK THAT THE COUNCIL MAY HAVE. THE PLAN MOVING FORWARD WOULD BE TO INCORPORATE THE FEEDBACK AND THEN BRING THESE BACK IN SEPTEMBER FOR FORMAL ADOPTION. ALL RIGHT. AND COUNCIL MEMBER HEDRICK. THANK YOU.

MAYOR. I HAVE ONE COMMENT ON THE VISION STATEMENT WHERE IT SAYS GARDEN GARLAND WILL BE A MODEL OF AN ENGAGED AND VIBRANT COMMUNITY. I WOULD SIMPLY TAKE OUT BE A MODEL AND SAY GARLAND WILL BE AN ENGAGED AND VIBRANT COMMUNITY. A MODEL IS JUST A COPY OF SOMETHING THAT'S USUALLY AN IMITATION OF THE REAL THING. WE WANT TO BE ENGAGED IN VIBRANT COMMUNITY, SO JUST REMOVING THAT LITTLE PORTION MAKES IT A LITTLE SHORTER, LIKE WE WERE TRYING TO DO. AND I THINK IT'S CLOSER TO ACHIEVING OUR PURPOSE. OKAY ANYTHING ADDITIONAL ON. NO I'M OKAY. I THIS IF YOU SAY YOU'RE OKAY, WELL, I'M GONNA BELIEVE YOU. THE ONLY OTHER THING THEN SINCE YOU'RE ASKING, YOU KNOW, ON THE ON THE MISSION STATEMENT, WE COULD SAY WE GROW PUBLIC TRUST AND A THRIVING GARLAND PUT THOSE TOGETHER. WE'RE GROWING TRUST. Staff will present findings from the Downtown Market Analysis to Council and share a timeline update on the redevelopment of several city-owned properties in the Downtown Historic Sub-district. This project was originally introduced to Council at the April 15, 2024 Worksession.]

I DON'T HAVE THIS RIGHT. GOOD EVENING, MAYOR AND COUNCIL. TONIGHT, LETICIA AND I HAVE BEEN ASKED TO UPDATE YOU ON THE FOUNDING ON THE FINDINGS OF THE DOWNTOWN MARKET ANALYSIS. IN ADDITION TO THE FINDINGS, WE'LL PROVIDE SOME NEXT STEPS THAT THE DOWNTOWN DEVELOPMENT OFFICE WILL UTILIZE AND ALSO HOW IT FITS INTO THE INITIATIVE OF THE REDEVELOPMENT OF THE CITY OWNED PROPERTIES IN THE DISTRICT. I'M GOING TO ASK LETICIA TO START US OFF WITH, WHY IT WAS SO IMPORTANT TO DO THIS ANALYSIS AND WHY THE TIMING MADE SENSE FOR RIGHT NOW. THANK YOU. SO AS DANA MENTIONED, I THINK A BIG QUESTION TO ANSWER HERE IS WHY? WHY DID WE WANT TO DO THIS, I THINK THE BEST WAY TO SUMMARIZE OUR APPROACH IS THAT WE WANTED TO MOVE FORWARD WITH SOME SENSE OF VERY VERIFICATION OF WHAT WE ALL BELIEVE TO BE TRUE IN, IN DOWNTOWN AND REALLY BE ABLE TO LEGITIMIZE THE POTENTIAL THAT THE DISTRICT HAS, AND IN PARTICULAR, TO OUR METHOD. WE WORKED WITH DOWNTOWN PROFESSIONALS NETWORK, AND THE FACT THAT THEY TAKE AN APPROACH OF CONSIDERING HARD DATA AND SOFT DATA. SO THEY START OUT WITH A MARKET SNAPSHOT TO REALLY

GET THOSE STATISTICS THAT CAN REALLY COMMUNICATE THE MARKET POWER OF THE DISTRICT, THE MARKET, RETAIL POWER, AND THEN THEY COMPLEMENT THAT WITH A QUALITATIVE SURVEY THAT'S BUILT OFF OF THAT MARKET DATA, AND THEN GO OUT TO THE COMMUNITY AND WALK AWAY WITH STRATEGIES TO SUPPORT THE EXISTING BUSINESSES THAT ARE IN THE DISTRICT AND THEN TO MAKE REALLY STRATEGIC DECISIONS IN RECRUITING ADDITIONAL BUSINESS BUSINESSES INTO THAT MIX, JUST TO KIND OF GIVE YOU A QUICK REFERENCE ON THE DATA SOUES THAT THEY USE. SO ESRI, THAT'S THE ENTITY THAT POWERS GIS AND GIVES YOU ALL THAT GREAT, GEOGRAPHICAL DATA AND THE NUMBERS ASSOCIATED WITH THAT. AND THEN CLARITAS IS AN ENTITY THAT LOOKS AT GIVING YOU A STRONG MARKET UNDERSTANDING OF WHERE YOU SIT CURRENTLY. YOU KNOW, LOOKING INTO LEAKS AND SURPLUS OF DIFFERENT TYPES OF BUSINESSES WITHIN A CERTAIN AREA. AND THEN WE USE THE SURVEY RESULTS AS WELL. SO WE WANTED TO DIG IN JUST A BIT TO A MARKET SNAPSHOT. SO WHAT DOES IT LOOK LIKE IN DOWNTOWN GARLAND TODAY.

AND TO THE POINT THAT DANA MENTIONED EARLIER, WE FEEL LIKE WE WERE TALKING ABOUT THIS STUDY FOR QUITE A WHILE AND JUST DIDN'T, WEREN'T, WERE TRYING TO ENSURE THAT WE APPROACHED THIS, THIS STUDY AT THE RIGHT TIME.
