[Special City Council on December 4, 2020.]

CALLED THIS SPECIAL MEETING TO CONSIDER APPOINTING ON AN INTERIM BASIS A PERSON TO FILL THE VACANCY ON THE CITY COUNCIL FOR DISTRICT ONE.

AUTHORIZING THE GIVING OF THE OATH OF OFFICE TO THE PERSON SO APPOINTED AND AUTHORIZING THE CITY ATTORNEY TO TAKE SUCH OTHER AND FURTHER ACTION AS MAY BE REQUIRED BY LAW TO LAWFULLY SEAT THE PERSON SO APPOINTED AS THE INTERIM REPRESENTATIVE FOR DISTRICT ONE OF THE CITY COUNCIL. ALL SUCH ACTIONS BEING CONTINGENT ON THE FULFILLMENT OF THE CONDITIONS PRECEDENT REQUIRED BY THE CITY CHARTER FOR MAKING FOR THE MAKING OF SUCH AN INTERIM APPOINTMENT. SO WHAT THAT SO ALL THOSE WORDS.

WE ARE HERE TO WE ARE HERE TO NOT TO SEEK NOMINATIONS AT OUR AT OUR WORK SESSION ON MONDAY NIGHT, WE INTERVIEWED 11 CANDIDATES.

AND SO WE ARE HERE THIS EVENING.

AND JUST REAL QUICKLY, IF I COULD ASK MR. NEIGHBOR TO GIVE US ANY UPDATES THAT HE HAS FOR US ON THIS SUBJECT.

SHE WAS GOING TO CHECK ON THAT AND LET ME KNOW AS SOON AS SHE COULD.

BUT I JUST CHECKED ALL OF MY DEVICES HERE AND WE'VE RECEIVED NO WORD.

OK, SO WE HAVE THREE NOMINATIONS FOR MR. MCNEAL AND COUNCIL, JUST LIKE JUST A REMINDER THAT IT WILL TAKE SIX TO CONFIRM . IF AT THE END OF THE FIRST ROUND WE DO NOT HAVE SOMEONE WHO GETS SIX.

WE WILL TAKE THE TOP TWO AND MOVE TO A SECOND ROUND.

ALL RIGHT. SO FIRST UP WAS THE NOMINATION OF DOROTHY BROOKS BY COUNCIL LADY MORRIS.

ARE WE GOING TO HAVE DISCUSSION, I WOULD JUST LIKE TO QUICKLY SHARE MY THOUGHTS BEHIND THAT NOMINATION, IF THAT'S THE WAY YOU'D LIKE TO DO IT.

WE CAN ANSWER.

OK, WE HAD A NUMBER OF EXCELLENT APPLICANTS AND I THINK WE'VE ALL ACKNOWLEDGED THAT.

AND GIVEN THE QUALITY OF APPLICANTS WE HAD, I AM PERSONALLY HOPING TO SEE SOME OF THESE PEOPLE ACTUALLY RUNNING FOR THE FULL OFFICE IN COMING YEARS.

SO THAT BEING SAID, BECAUSE I'M AN ENGINEER'S DAUGHTER AND WIFE, I WENT THROUGH THIS KIND OF ANALYTICALLY FROM THE TIME THAT WE WERE TAKING NOTES.

AND I BOIL THIS DOWN IN MY MIND TO THREE PRIORITIES, THREE TOP PRIORITIES FOR ME.

AND ONE WAS ENGAGEMENT WITH DISTRICT ONE AND FAMILIARITY WITH DISTRICT ONE PLANS AND ISSUES. AND A FAIR NUMBER OF OUR APPLICANTS DIDN'T SHOW ANY PARTICULAR FAMILIARITY WITH CURRENT ONGOING PLANS FOR THE DISTRICT.

BUT I DID NOTICE THAT THERE WERE THREE OF OUR APPLICANTS THAT SHOWED SOME FAMILIARITY.

AND ONE, OF COURSE, WAS FORMER COUNCIL MEMBER TIM CAMPBELL.

ANOTHER WAS JAMES VANDYKE, AND THE THIRD WAS DOROTHY BROOKS.

SO THAT WAS ONE OF MY FIRST CUTTING POINTS.

SECOND OF THE PRIORITIES THAT I FORMED IS A BACKGROUND IN WORKING WITH AND ANALYZING LARGE BUDGET SINCE WE'RE COMING UP ON CIP AND NORMALLY NEWLY ELECTED OFFICIALS GET A NUMBER OF MONTHS TO COME UP ON THIS AND THEY GET A LOT OF STAFF TIME AND WHOEVER WE SEAT, IF WE SEAT SOMEONE, IS NOT GOING TO HAVE THAT ADVANTAGE OF ALL THOSE MONTHS.

SO LOOKING AT THE APPLICANTS WHO HAD SOME BACKGROUND OR A LARGE BACKGROUND AND WORKING WITH AND ANALYZING BUDGETS, AGAIN, FORMER COUNCIL MEMBER TIM CAMPBELL, HAVING DONE THIS BEFORE, HAS THAT.

JAMES DOBBINS APPEARED TO AT LEAST HAVE SOME OF THAT.

AND DOROTHY BROOKS, AGAIN, HAS AN EXTENSIVE BACKGROUND IN ANALYZING BUDGETS.

SHE APPARENTLY HAS DONE THIS FOR YEARS.

AND MY THIRD POINT WAS A WILLINGNESS TO FINISH OUT DAVID GIBBONS TERM AND HONOR HIS DIRECTION AND GOALS RATHER THAN PUSHING FOR SOME NEW OR DIFFERENT AGENDA.

AND HERE'S MY THOUGHT.

DAVID GIBBONS JUST RECEIVED ALMOST 12000 VOTES IN DISTRICT ONE AFTER HIS RESIGNATION.

IN A VERY WELL-INFORMED DISTRICT, ALMOST 12000 DISTRICT ONE CONSTITUENTS EXPRESSED THEIR AFFIRMATION AND APPRECIATION OF HIS LEADERSHIP AND THE WAY HE'S DONE THIS.

AND THAT BEING THE CASE, LISTENING AGAIN TO ALL OF OUR APPLICANTS AND THEIR AGENDAS AND THOUGHTS, A QUITE A FEW OF THEM HAD THEIR OWN IDEAS AND AGENDAS, WHICH, AGAIN, WOULD BE VERY APPROPRIATE FOR AN ELECTED OFFICIAL.

BUT I FEEL IT'S IMPORTANT SINCE WE ARE WE DON'T HAVE THE ADVANTAGE OF HAVING THE VOTERS' VOICE ON THIS, THAT WE ACKNOWLEDGE THAT THE VOTERS OF DISTRICT ONE LIKED WHAT DAVID GIBBONS DID AND THAT WE SHOULD TRY TO ADHERE TO THAT.

SO, AGAIN, LOOKING AT THE APPLICANTS, JAMES VANDYKE STATED THAT THIS IS A TEMPORARY POSITION, NOT MY AGENDA.

I WOULD WANT TO FOLLOW DAVID GIBBONS LEAD.

RICKY MCNEAL SAID THERE'S A GREAT TRAJECTORY TO CONTINUE IN ADDITION TO ADDING SOME THINGS HE WANTED TO ADDRESS.

AND DOROTHY BROOKS SAID, I'D LIKE TO CONTINUE THE WORK OF DAVID GIBBONS AND PREPARE THE WAY FOR THE NEXT ELECTED OFFICIAL.

SO THE ONLY THE ONLY APPLICANT THAT SHOWED UP IN ALL THREE OF MY QUESTIONS WAS DOROTHY

YES, THANK YOU, MAYOR. I WOULD LIKE TO HEAR ALL THE COMMENTARY FROM THE VARIOUS COUNCIL MEMBERS BEFORE WE GET TO ANY SORT OF VOTING.

I THINK THAT'S. SO I'D VERY MUCH LIKE TO HEAR WHAT COUNCILMAN HEADRICK HAS TO SAY ABOUT HIS NOMINEE. I THINK THAT IS A VERY GOOD POINT, SIR.

COUNCIL MEMBER HEDRICK. THANK YOU, MR. MAYOR, LIKE COUNCIL LADY MORRIS I, TOO, HAD SEVERAL CRITERIA THAT I'D LIKE TO SEE IN ALL THE CANDIDATES AND THE THREE CRITERIA THAT SHE MENTIONED VERY NEARLY FOLLOWS WHAT I HAD.

AND IT ALSO DESCRIBES MY CANDIDATE, JAMES VANDYKE.

HE'S BEEN APPOINTED BY COUNCILMAN GIBBONS BEFORE FOR THE BOARD OF ADJUSTMENTS.

HE CERTAINLY HAS A FINANCIAL BACKGROUND.

HE HAS AN MBA FROM SMU.

SO HE'S CERTAINLY FAMILIAR WITH THE FINANCIAL REPORTING PORTION OF IT.

AND LIKE SHE SAID, SHE QUOTED HIM DIRECTLY THAT HE WON'T BE COMING IN WITH HIS OWN AGENDA AND HIS JOB WILL BE TO LISTEN TO RESIDENTS AND SUPPORT WHAT IS BEING DONE BY THE COUNCIL ALREADY. AND I REALLY APPRECIATED ALL THAT.

AND WHAT MADE HIM STAND OUT ADDITIONALLY IS THAT HE SAT THROUGH ALL THE ANSWERS AND THE END OF THE NIGHT AND STILL HAD VERY THOUGHTFUL AND CONSIDERATE AND THOUGHTFUL, CONSIDERED ANSWERS THAT WERE REALLY SET HIM DIFFERENT APART FROM THE OTHERS, I BELIEVE, EVEN AT THE END OF THE LONG NIGHT.

HE I REALLY LIKE THE FACT THAT HE HAD BEEN ON A BOARD PREVIOUSLY, SO HE HAS AT LEAST SOME SIGNIFICANT FAMILIARITY WITH THE CITY AND THE BOARDS AND COMMISSIONS PROCESS.

I LIKE THE FACT THAT HE HAS CHILDREN IN GARLAND AND HE MOVED TO GARLAND JUST BECAUSE OF THE QUALITY OF THE SCHOOLS, THE QUALITY, THE CITY, AND THAT HE WAS VERY EXCITED ABOUT THE GROWTH IN THE CITY. SO FOR ME, HE WAS MY TOP CANDIDATE.

I'LL JUST JUMP IN THEN WITH RESPECT TO MR. MCNEAL AND ACTUALLY, CANDIDLY COUNCIL, WE REALLY IT WAS WONDERFUL TO SEE A GREAT GROUP OF APPLICANTS. WE HAD QUITE A FEW WHO I THEY WERE ALL WELL QUALIFIED.

I FELT THEY ALL BROUGHT DIFFERENT THINGS TO THE TABLE.

I HOPE REGARDLESS OF WHO THE OF THE CURRENT NOMINATIONS, I DON'T THINK YOU COULD MAKE A WRONG CHOICE. I BUT I ECHO COUNCIL MEMBER MORRIS IN SAYING THAT I HOPE EVERYONE GETS INVOLVED AND FINDS THAT OPPORTUNITY TO FIND WAYS TO BE INVOLVED OR TO RUN FOR THE FULL SEAT OR WHATEVER IT IS THAT THEY CHOOSE TO DO.

IN PARTICULAR, I FELT THAT MR. MCNEAL PRESENTED A LOT OF THE QUALITIES THAT I THAT I LOOK FOR IN AN INTERIM POSITION.

THE MOST IMPORTANT BEING THAT THE FAMILIARITY WITH THE CITY AND WHAT WE'RE DOING AND HOW THINGS WORK, I DON'T KNOW THAT THAT YOU KNOW THAT THERE ARE MANY MORE PEOPLE IN THE CITY WHO ARE MORE INVOLVED THAN MR. MCNEAL, WHO'S FAMILIAR.

WE'VE ALL TALKED TO HIM.

HE'S INVOLVED WITH THE WITH HIS INVOLVEMENT, OF COURSE, WITH THE NAACP AND LEADING THE NAACP, WORKING WITH A LARGE GROUP OF FOLKS.

AND THE OTHER WORK THAT HE'S DONE, EVEN JUST SITTING EVEN JUST SITTING THROUGH ALL OF THE COUNCIL FORMS, YOU CAN CERTAINLY HEAR ALL OF THE ISSUES THAT GO ON THE VARIOUS CANDIDATE FORMS. AND SO I THINK AND THEN LISTENING TO HIS ANSWERS AND IN HIS UNDERSTANDING OF WHAT THE COUNCIL POSITION IS AND WHAT IT WILL REQUIRE OVER THE NEXT FEW MONTHS, I THINK THAT MR. MCNEAL WOULD BE AN EXCELLENT CHOICE.

SO I REALLY THINK ANY OF THEM WOULD WOULD BE WOULD DO A GOOD JOB HERE, THOSE THREE.

BUT I DID JUST FOCUS ON MR. VANDYKE FOR REALLY VERY MUCH THE SAME REASONS THAT COUNCIL MEMBER HEDRICK MENTIONED.

AND I DON'T WANT TO REPEAT THEM.

BUT IN ADDITION, I THINK HE ALSO HAD MENTIONED HE HAD SET ON A ROCKWALL ISD BOND COMMITTEE AT ONE TIME.

SO I THINK ALONG WITH HIS FINANCIAL BACKGROUND, HE HAS SOME EXPERIENCE WORKING WITH BOND PROGRAMS AS WELL.

AND SO REALLY WITH ALL OF THAT, I JUST I REALLY LIKED HOW HE CARRIED HIMSELF AND HIS EXCITEMENT ABOUT IT AND HAS MENTIONED HAVING HIS FAMILY AND HIS CHILDREN MOVING HERE.

AND I THINK IT'S.

IT CAME ACROSS TO ME AS SOMEONE VERY POSITIVE AND WILLING TO WILLING TO JUMP IN AND TAKE THE REINS THAT COUNCILMAN GIBBONS SO APTLY HELD AND CONTINUE DOWN THAT PATH THAT HAS BEEN SUCCESSFUL OVER THERE FOR DISTRICT ONE.

AND SO WITH ALL OF THAT, THAT'S THE REASON I ENDED UP RANKING MR. VANDYKE NUMBER ONE FOR ME.

I WISH THOSE ARE NOT THE RULES, I WISH YOU COULD SOMETIMES HAVE HAD TWO NOMINEES, BUT THOSE ARE NOT RULES THAT YOU SET OUT.

WHAT HAS BEEN SAID, I BELIEVE THAT DISTRICT ONE, WHOMEVER IS THE SELECTEE TONIGHT, IS A VERY GOOD SHAPE. I WAS VERY IMPRESSED WITH THE ENTIRE POOL OF CANDIDATES, THE INTEREST, THE COMMITMENT, AND I WOULD BE PLEASED TO SERVE WITH ANY OF THESE FOLKS GOING FORWARD.

I JUST THINK THAT TO HAVE THIS MANY PEOPLE TO STEP UP AND SAY, CONSIDER ME FOR THIS, I THINK IT'S A REAL PLUS WITH IT.

WITH THAT SAID, OF COURSE, MY MR. MCNEAL WAS MY TOP CANDIDATE, YOU KNOW, CERTAINLY I MCNEAL, MS. BROOKS, MR. VANDYKE. AND THERE WAS ANOTHER NAME THAT HAS NOT BEEN PLACED IN NOMINATION THAT I HAD IN MY TOP FOUR. BUT IF WE GET TO A SECOND ROUND, MR. MAYOR, I WILL OFFER THAT NAME.

BUT THE PRIMARY REASON THAT ONE OF THE THINGS THAT THAT LEAPS OUT AT ME WITH RICKY MCNEAL IS HIS PROBLEM SOLVING AND THAT'S KIND OF WHAT WE DO.

AND I WITNESSED THAT IN A NUMBER OF FORUMS, BOTH WITH CITY SCHOOL DISTRICT AND OTHER FORUMS UNDER PRESSURE.

SO THAT'S A KEY. BUT AGAIN, ANY OF THOSE TOP THREE CANDIDATES, I THINK, WILL BE WELL SERVED FOR OUR CITY.
