WELCOME TO ANOTHER CITY COUNCIL DISTRICT UPDATE.

TODAY WE'RE JOINED BY DISTRICT FIVE, COUNCILMAN RICH, ALBAN, AND YOU'VE GOT A WHOLE LOT.

YOU WANT TO TALK ABOUT, BUT YOU WANT TO START WITH A LITTLE BIT OF REMINDER OF THE HOLIDAYS.

WE ARE RECORDING THIS DURING THE HOLIDAYS.

SO THERE'S A FEW LITTLE REMINDERS I KNOW THAT YOU WANT TO MENTION.

THANK YOU, DOROTHY.

UM, WELL I JUST WANT TO, YOU KNOW WHAT, I REALLY WANT TO TALK.

IT'S BEEN A LONG YEAR.

IT'S BEEN A LONG YEAR FOR EVERYONE, FOR STAFF, FOR EVERYONE.

WHO'S WATCHING THIS AT HOME OR WHEREVER YOU ARE.

AND, UM, YOU KNOW, WE'RE GETTING THROUGH IT AND HOPEFULLY THINGS WILL GET BETTER, BUT I'M NOT ON MINDFUL OF, UH, THE SACRIFICES THAT PEOPLE HAVE MADE THIS YEAR.

AND I'M VERY APPRECIATIVE OF THOSE.

AND I'M NOT A MINDFUL OF THE LOSS.

WE'VE REACHED A MILESTONE DURING THE PANDEMIC AND, UM, AND THAT AFFECTS FAMILIES.

A LOT OF FAMILIES, A LOT OF FOLKS WHO'VE BEEN AFFECTED IN THE CITY ALMOST 12,000 HAD BEEN INFECTED WITH COVID, UM, IN A LOT OF OUR STAFF MEMBERS AS WELL.

AND SO I REALLY JUST WANT TO EXPRESS MY CONDOLENCES AND MY THOUGHTS TO ALL OF YOU WHO SACRIFICED SO MUCH DURING THIS TIME.

AND WE HAVE A LITTLE MORE TO GO AS WE DO GET READY FOR THE HOLIDAYS.

I KNOW IT'S REALLY HARD, WHAT YOU REALLY WANT TO DO TO BRING YOUR FAMILY CLOSE, BUT, BUT REMIND PEOPLE TO, TO, TO BE SAFE AS WE GET SO CLOSE TO THE OPPORTUNITY TO HAVE VACCINES AND TO RECOVER FROM THIS PANDEMIC, IT, IT HAS HAD A REAL EFFECT ON US IN OUR CITY OPERATIONS, BUT WE CONTINUE TO MAKE PROGRESS.

AND I WANT TO TALK TODAY ABOUT HOW WE MOVE FORWARD AND THINGS ARE GOING ON AND THE GOOD THINGS THAT ARE COMING TO US.

EXCELLENT.

AND YOU KNOW, ONE OF THE BEST THINGS TO START WITH IS IMPROVEMENTS WE HAVE IN OUR TRANSPORTATION INFRASTRUCTURE.

YEAH, ABSOLUTELY.

WE HAVE SOME VERY MAJOR PROJECTS THAT ARE IMPACTING DISTRICT FIVE PRIMARILY, AND THAT, THAT MAKES THINGS A LITTLE BIT TOUGH.

I THINK ANYBODY WHO'S BEEN USING GARLAND ROAD OR SHILOH RECENTLY, UH, UH, HAS BEEN FEELING THE PAIN A BIT, BUT IT THEY'RE GOING TO BE SOME GREAT IMPROVEMENTS.

SIX 35 IS REALLY GETTING UNDERWAY.

IT'S A $1.8 BILLION PROJECT.

FORTUNATELY THAT'S, THAT'S FUNDED BY A LOT OF STATE AND FEDERAL DOLLARS AND IT'S REALLY GOING TO CHANGE MOBILITY FOR THE AREA.

UH, IT'S GOING TO BE A GREAT PROJECT FOR US, BUT, UM, IT'S GOING TO BE A BIT OF A TRIAL GETTING AROUND FOR THE NEXT FEW YEARS AND SIMILARLY, AND I'VE GOT IT RIGHT HERE IN THE BACKGROUND.

UH, IT, SIMILARLY HERE CAN ALSO SEE THERE'S THERE'S SHILOH AND SHILOH'S IS BEING WIDENED TO SIX LANES AND HAVING A LOT OF IMPROVEMENTS.

AND WHEN IT GETS UP TO KINGSLEY, WE'RE THEN GOING TO EXTEND IT ALL THE WAY UP TO MILLER AND OUT OF THE DISTRICT.

AND IT'S GOING TO BE GREAT.

IT'S GOING TO CRY GREAT PATHWAY TO THE NEW VA HOSPITAL AND GREAT MOBILITY FOR THE AREA.

BUT THESE ARE THINGS.

THESE ARE BIG PROJECTS.

THAT'S A, YEAH, THAT'S A $25 MILLION PROJECT THAT'S GOING ON, THAT'S GOING ON.

AND SO THERE'S REAL MAJOR INFRASTRUCTURE INVESTMENT GOING ON IN THE CITY.

I THINK THAT'S A GREAT THING, VERY HAPPY ABOUT IT.

IT IS.

IT'S AN INVESTMENT IN OUR FUTURE AND WE'VE ALSO BEEN INVESTING IN THE FUTURE OF THINGS A LITTLE CLOSER TO THE HOME FRONT.

ABSOLUTELY.

WE'VE IMPLEMENTED SEVERAL PROGRAMS THAT, THAT I THINK WILL REALLY IMPACT YOU AT HOME ON YOUR STREET, IN YOUR NEIGHBORHOODS.

UM, THE FIRST ONE OF THOSE I WANT TO TALK ABOUT IS WE'VE MADE SOME CHANGES TO THE SIDEWALK PROGRAM VOTERS APPROVED ABOUT $9 MILLION IN BOND MONEY, UH, FOR SIDEWALKS.

AND SO SOME OF THAT WILL GO TO NEW SIDEWALKS, BUT WE'VE ALSO REVAMPED THE SIDEWALK PARTICIPATION PROGRAM.

IT USED TO BE THAT IT WAS 50.

YOU HAD TO PAY FOR HALF AND THE CITY WOULD PAY FOR HALF.

WELL, NOW WE HAVE SOME ADDITIONAL FEATURES TO THAT, THAT, THAT IF YOU'RE A, IF YOU OWN YOUR HOME, UH, OR IF YOU'RE A SENIOR, IF YOU'RE DISABLED, IF YOU LIVE IN CERTAIN AREAS OF THE CITY THAT ARE CONSIDERED DISADVANTAGED, WELL, THE CITY WILL PAY A HIGHER PERCENTAGE UP TO 90% OF THAT COST.

AND SO YOU DON'T HAVE TO DO ANYTHING TO ASK FOR THAT.

YOU JUST HAVE TO, UH, GET INVOLVED WITH THE SIDEWALK PARTICIPATION PROGRAM.

YOU FIND THAT ONLINE ON OUR WEBSITE, GARLAND, TX.GOV, AND YOU CAN GO THERE IN THE CITY WE'LL PROCESS THAT ALL OF THAT FOR YOU.

SO YOU DON'T HAVE TO ASK FOR THE HIGHER PARTICIPATION RATE.

THE OTHER THING WE HAVE, WHICH WAS EXTREMELY SUCCESSFUL THIS YEAR WAS THE ROLL OUT OF THE HOME IMPROVEMENT PROGRAM, WHERE THE CITY WILL PAY HALF OF AN IMPROVEMENT TO YOUR HOME AND THERE SOME LIMITATIONS AND WHATNOT.

UM, BUT, UH, THAT PROGRAM WAS A HUGE SUCCESS OVER THE SUMMER.

AND THE COUNCIL, UH, DUG AROUND IN THE COUCH CUSHIONS AND FOUND SOME MORE MONEY TO REAUTHORIZE THAT.

AND SO THAT'S WHERE EXTERNAL IMPROVEMENTS TO YOUR HOME, UH, WHICH REALLY BENEFIT EVERYBODY WHEN YOUR HOUSE LOOKS BETTER.

WHEN YOU'VE, MAYBE YOU'VE CONCRETED YOUR DRIVE, WHERE YOU'VE CHANGED YOUR WINDOWS, YOU'VE DONE SOME THINGS, GREAT THINGS.

AND SO GARLAND NEIGHBORHOODS.ORG DOT, CORRECT GARLAND

I ENCOURAGE YOU, UH, PARTICULARLY IF YOU'RE WATCHING THIS, UH, SOON AFTER RECORDED IN DECEMBER OF 2020 TO GO AHEAD AND APPLY NOW, BECAUSE I DO EXPECT THAT FUNDS WILL RUN OUT PRETTY QUICKLY.

UH, AND HOPEFULLY WE KEEP THAT PROGRAM GOING.

AND THEN THE FINAL THING IS PARKING ENFORCEMENT.

UH, THAT WAS A BIG CHANGE LAST YEAR.

UH, THE PROGRAM WAS FANTASTIC.

WENT OVER, I THINK VERY WELL, BUT WE ALMOST NEVER REALLY, WE ONLY BARELY STARTING TO GET IT UNDERWAY.

UH, AND WE WERE IMPACT BECAUSE WE'RE IMPACTED BY COVID.

WE HAVE A LOT OF PEOPLE WHO ARE HOME MORE AND, UH, AND WE ALSO HAD A LOT OF OUR MARSHALS WORKING, DOING OTHER THINGS TO TRY AND MAKE OUR PROCESS AT THE PORT.

A LITTLE MORE SMOOTH THINGS LIKE THAT.

MY HOPE IS THAT AS WE GET INTO THIS NEXT YEAR, THAT THAT PROGRAM WILL, WILL REALLY TAKE ON FULL FORCE.

AND I ENCOURAGE YOU IF THERE ARE PARKING ISSUES IN YOUR NEIGHBORHOOD, UM, TO REACH OUT USING THE ESS TO APP, WHICH YOU CAN DOWNLOAD FROM ANY APP STORE, BUT YOU CAN ALSO ACCESS IT ONLINE, UM, THAT YOU USE ESS ASSIST TO PUT IN YOUR, YOUR COMPLAINTS OR YOUR ISSUES AND THE MARSHALS WHO GET OUT THERE AND THEY'LL TAKE CARE OF IT, REALLY LOOKING FORWARD TO IT.

SO, YES.

THAT'S ONE OF THE GREAT THINGS THAT WE HAVE IN THIS CITY AND A LOT OF STUFF THAT I GET, YOU KNOW, PEOPLE WILL REACH OUT TO ME AND SAY, OH, MY TRASH, DIDN'T GET PICKED UP.

AND I TELL THEM, YOU KNOW, CAUSE ALL I'M GOING TO DO IS MAKE THE SAME CALL THAT THEY COULD DO WITH A EUSTACE.

IT'S A QUICKEST WAY TO GET HELP, TO REPORT A CODE COMPLIANCE ISSUE TOO.

IF YOU NEED YOUR, YOUR STREET NEEDS SWEEPING, UH, YOU HAVE ANY OTHER KINDS OF ISSUES.

AND SO I REALLY ENCOURAGE PEOPLE TO USE THE ASSIST.

PEOPLE NEED TO UNDERSTAND IS ESS WILL GET THE CO THE ISSUE TO THE CORRECT DEPARTMENT QUICKER THAN EMAILING EITHER YOU OR I, OR CIT POSTING SOMETHING ON FACEBOOK ABOUT IT, BECAUSE IT GOES DIRECTLY TO THE DEPARTMENT THAT CAN HANDLE IT AS OPPOSED TO US HAVING TO CAPTURE THAT AT OUR TIMING AND FORWARD THAT AND SO ON.

SO IT'S REALLY THE MOST EFFICIENT TOOL FOR REACHING OUR DEPARTMENTS WHENEVER YOU HAPPEN TO SEE SOMETHING.

YOU WERE TALKING EARLIER ABOUT RE-INVESTING WITH OUR INFRASTRUCTURE, UM, WITH OUR 2019 BOND PROGRAM.

WOW.

THE LEVEL OF REINVESTMENT BACK IN OUR COMMUNITY IS JUST FABULOUS AND I'M SO EXCITED TO SEE WHAT'S GOING ON.

I HAPPEN TO BE A RESIDENT OF DISTRICT FIVE.

SO I GOT A LITTLE LESS THAN INTEREST IN SOME OF THE PROJECTS YOU'RE ABOUT TO TALK ABOUT.

YEAH, IT'S, IT'S REALLY EXCITING.

I MEAN, YOU KNOW, WE'RE A LITTLE OVER A YEAR IN, IN, AND WE HAVE $423 MILLION WORTH OF THINGS THAT THE VOTERS SUPPORTING, WHICH ARE, WHICH IS SO EXCITING BECAUSE THEN WE KNOW THEN THAT THE VISION, THE VISION OF THE VOTERS AND THE COUNCIL AND STAFF IS ALL MATCHED UP TOGETHER TO REALLY IMPROVE THE CITY.

AND A LOT OF THOSE ARE GOING TO BECOMING TO DISTRICT FIVE.

UM, YOU KNOW, AS WE'RE, WE'RE, WE'RE TEEING UP SO MANY OF THESE DIFFERENT PROJECTS RIGHT NOW, UM, SOME OF THE DISTRICT FIVE ONES, THE DRAINAGE PROJECTS, WHICH ARE IMPORTANT, YOU KNOW, IF YOU LIVE IN AN AREA THAT THAT DOES NOT GET GOOD DRAINAGE, WE HAVE A FEW OF THOSE AROUND THE CITY WHERE DEFECTION ENTIRE NEIGHBORHOOD THAT REALLY IMPACTS YOUR, AND SO WE HAD, YOU KNOW, WE COMPLETED THE PARK MONITORING IS PROJECT ABOUT A YEAR AND A HALF, TWO YEARS AGO, AND NOW WE'RE MOVING ON THE SATURDAY, SPRING AND DRAINAGE PROJECT IS GOING TO TAKE CARE OF THE REST OF THAT AREA.

IT'S VERY BIG PROJECT AND THAT'S UNDER DESIGN.

THESE THINGS ARE GOING TO TAKE FOUR OR FIVE OR SIX YEARS BECAUSE THEY'RE MAJOR, YOU'RE TALKING ABOUT BASICALLY REDESIGNING ENTIRE NEIGHBORHOODS, REGRADING STREETS, AND CHANGING HOW THEY FLOW AND EVERYTHING.

AND THEN WE'RE HAVING ANOTHER ONE DOWN IN MONTCLAIR ESTATES DOWN IN THE NEW WORLD AREAS, ALSO GOING TO HAVE A DRAINAGE PROGRAM THERE.

AND SO I'M VERY EXCITED ABOUT THOSE THINGS.

I KNOW IT'S A LITTLE ODD THAT, YOU KNOW, OH, I'M REAL EXCITED ABOUT DRAINAGE, BUT THESE ARE THE KINDS OF THINGS.

THESE INCREMENTAL IMPROVEMENTS ARE REALLY MAKE PEOPLE'S LIVES BETTER.

AND SO I'M VERY EXCITED FOR THESE PROGRAMS. AND THEN WE GO FROM THERE, I THINK PROBABLY THIS YEAR, WE'RE GOING TO HAVE THE RETURN OF LIBRARY SERVICES TO DISTRICT FIVE.

AND, UM, YOU KNOW, EVER SINCE THE RIDGEWOOD LIBRARY CLOSED, WHICH WAS A DECISION THAT HAD TO BE MADE, YOU KNOW, WE'VE NOT HAD THOSE LIBRARY SERVICES AVAILABLE IN DISTRICT FIVE.

NOW IT'S GOING TO BE IN THE FORM OF A KIOSK

KIND OF SIMILAR THING, LIKE A VERY LARGE RED BOX, BUT FULL OF BOOKS.

AND THAT YOU CAN GO TO AT ANY TIME YOU CAN TAKE OUT A BOOK, YOU CAN RETURN A BOOK, WE'LL HAVE OTHER DIGITAL TYPE STUFF IT'S GOING TO BE GREAT.

UM, I'M GOING TO WAIT ON, I HAVE A PRETTY GOOD IDEA OF WHERE IT'S GOING TO GO, AND I THINK THAT'S GOING TO BE A FABULOUS LOCATION, BUT WE'RE GOING TO WAIT UNTIL THAT'S BEEN CONFIRMED BY COUNCIL.

BUT I DO EXPECT THAT WE'LL WE'LL HAVE THAT IN THE NEXT YEAR.

NOW, ALONG WITH THAT, OR AFTER THAT, WE'RE ALSO, UH, PLAYGROUNDS RECOVERY DAY STAFF HAS BEEN WORKING TIRELESSLY IN THE PARKS DEPARTMENT TO DESIGN PLAYGROUNDS AND GET PLAYGROUND NEW PLAYGROUNDS INTO A BUNCH OF OUR PARKS.

AND I'M VERY EXCITED ABOUT THAT.

UH, I, THERE'S A VERY LONG LIST.

I THINK THE SEVEN OR EIGHT PARTS IN THE DISTRICT THAT ARE GETTING NEW PLAYGROUND, SOME OF THEM THE FIRST NEW PLAYGROUNDS IN PROBABLY 50 YEARS.

UM, AND, AND SO IT'S GOING TO BE GREAT.

I THINK IT'S IMPORTANT THAT WE SUPPORT OUR FAMILIES LIKE THAT.

AND WE, WE HAVE GOOD AMENITIES.

I KNOW PEOPLE LOOKING FORWARD TO THAT AND IN THAT SAME VEIN, WE ARE BRINGING SPLASH PADS.

AND I'M VERY EXCITED ABOUT THAT.

I HAVE FOUR YOUNG GIRLS AND SO SPLASH PADS ARE THE THING, UH, AT A MUCH LOWER OPERATING COSTS THAN POOLS.

AND SO THE COUNCIL WOULD THE AQUATIC MASTER PRINT PLAN AS APPROVE USING BOND MONEY FOR SPLASH PADS AT LAWN WIND PARK.

AND AT RICK ODIN PARK, RECODING IS GOING TO BE MUCH BIGGER.

ONE THAT'S A COUPLE OF YEARS AWAY.

WE'LL TALK ABOUT ODIN IN A MINUTE.

AND LAWN WIND IS PROBABLY COMING NEXT YEAR OR THE YEAR AFTER.

UM, AND THAT'S GOING TO ENTAIL SOME REAL CHANGES IN LAWN WHEN WIN-WINS GETTING A PLAYGROUND AND LONDON IS GETTING A SPLASH PAD, THE POOL IS PROBABLY GOING TO GO AWAY.

NOW, ANY OF YOU USE THAT POOL OVER THE LAST FEW YEARS? NO MANY OF THOSE YEARS IT'S BEEN CLOSED.

THAT POOL WAS ABOUT 60 YEARS OLD.

IT'S REACHED ITS END OF ITS LIFE.

SO IT'S GOING TO GET A BEAUTIFUL SPLASH PAD.

THAT'LL BE GREAT FOR THAT WHOLE AREA.

AND THEN IT'S ALSO GETTING TRAILS.

THERE'S GOING TO BE A BIKE TRAIL THAT COMES DOWN ALONG GLENBROOK THROUGH LAWN WIND OVER THE OTHER SIDE OF THE LAWN.

WHEN MOST PEOPLE DON'T EVEN KNOW THERE'S ANOTHER SIGN ALONG WHEN, ON, ON THE DUCK CREEK SIDE AND THEN GO UNDER CENTERVILLE TO CONNECT UP TO THE BIKE TRAIL TRAILS AND WALKING TRAILS ON DUCK CREEK.

SO YOU DON'T HAVE TO WORRY ABOUT CROSSING AND DEALING WITH THE TRAFFIC ON CENTERVILLE THAT'S PROJECTS UNDERWAY HAS STARTED NOW, AND THAT'S VERY EXCITING.

AND SO WE HAVE MORE TRAILS COMING INTO LONG IS GOING TO GET SOME GREAT UPGRADES AND THINKING OF UPGRADES, RICK ODIN PARK, OH MY GOD, RECODE AND PARK IS GETTING TRAILS, RECODE, AND PARK GETTING THE SPLASH PAD.

IT'S GETTING A LOT OF, IT'S GOING TO BE A MAJOR REDO AND RETHINK OF THAT PARK ABOUT $18 MILLION IS GOING TO GO INTO THAT PARK OVER SEVERAL YEARS.

THE FIRST PHASE OF THAT COUNCIL HAS APPROVED $2.2 MILLION.

IN ADDITION TO THE $2 MILLION ALREADY APPROVED FOR THE SKATE PARK.

SO THE SKATE PARK, THE DESIGN IS SUPPOSED TO BE COMPLETE.

IT'S PROBABLY DONE TODAY.

UH, AND, AND THEN WE'RE GOING TO MOVE FORWARD WITH THE SKATE PARK STARTING IN JANUARY.

AND SO THAT FIRST HALF THE NORTH THIRD, THE PARK IS GOING TO BE UNDER CONSTRUCTION FOR A NEW 40,000 SQUARE FOOT SKATE PARK.

THAT IS GOING TO TOTALLY REVITALIZE THAT AREA.

IT'S GOING TO BRING PEOPLE IN FROM ALL OVER.

IT'S GOING TO BE FAT AND IT'S GOING TO BE ONE OF THE BIGGEST ONES IN NORTH TEXAS.

IT'S GOING TO BE BIGGER THAN ANYTHING DALLAS HAS AND IT'S GOING TO BE SPECTACULAR.

AND THEN WE'RE GOING TO INCLUDE THERE.

SO WE'RE INCLUDING PARK RIGHT NOW INCLUDES PARKING RESTROOMS AND MULTI-USE FIELDS AND A FOOD TRUCK COURT.

SO IT'S GOING TO BE REALLY TERRIFIC.

AND THEN FUTURE FUTURE DEVELOPMENT IS GOING TO COME DOWN SOUTH.

FROM THERE, WE'RE GOING TO GET NEW A BRAND NEW BASEBALL FIELD OF A SIZE THAT WE DON'T HAVE IN THE CITY.

WE'RE GOING TO GET ALL KINDS OF GREAT THINGS.

SO I'M VERY EXCITED THAT THAT IS GETTING STARTED THIS YEAR.

I'M LOOKING FORWARD TO CUTTING A LOT OF RIBBONS THIS YEAR.

AND SO I HOPE YOU FOLLOW US AS WE DO THAT, WHERE I THINK WE'RE GETTING, WE'RE DOING A BIG MAJOR RIBBON CUTTING IN JANUARY.

WE'RE GOING TO GO, WE'RE GOING TO SPEND A DAY AND CUT LIKE FIVE IN A DAY OR SOMETHING.

SO, SO PROGRESS PROGRESS IS COMING.

THIS IS BECAUSE THIS IS WHAT THE VOTE IS, IS WHAT YOU ASKED FOR AND WE'RE GOING TO DELIVER ON IT.

AND IT'S THE WHOLE CITY IS EXCITED.

STAFF IS ABSOLUTELY THRILLED TO HAVE THE BACKING, THE OPPORTUNITY TO, TO REALLY RETHINK WHAT, WHAT GARLAND LOOKS LIKE.

YOU KNOW, WE'VE DONE SO MANY MASTER PLANS IN THIS LAST COUPLE OF YEARS TO TRY TO SET THE STAGE FOR THESE, THESE THINGS TO COME IN THE FUTURE.
