ALL PARTICIPANTS WILL BE MUTED UNTIL IT'S THEIR TURN TO SPEAK.

I AM VERY PLEASED TONIGHT TO OFFICIALLY PRESENT THE FOUR HUNDRED AND TWENTY SEVEN MILLION DOLLAR 2021 PROPOSED CAPITAL IMPROVEMENT PROGRAM.

2021 CIP IS THE LARGEST CAPITAL PLAN IN GARLAND'S HISTORY.

LET ME REPEAT THAT.

THE 2021 CIP IS THE LARGEST CAPITAL PLAN IN GARLAND'S HISTORY AND CONTINUES THE IMPLEMENTATION OF THE 2019 BOND PROGRAM AND FURTHER THE COMPLETION OF THE 2004 BOND PROGRAM CHANGES WITHIN THE CITY'S ORGANIZATION AND PROCESSES RESULTING IN THE TIMELY

DELIVERY OF BOND PROGRAMS AND IS EVIDENT IN THIS YEAR'S CIP, WHICH INCLUDES ONE HUNDRED AND EIGHTEEN MILLION FOR BOND PROJECTS IN DESIGN OR UNDER CONSTRUCTION.

OF THE SIXTY THREE PROJECTS AND PROGRAMS FUNDED FROM THE 2019 BOND PROGRAM FORTY NINE OR SEVENTY EIGHT PERCENT OF THOSE ARE CURRENTLY UNDERWAY.

THE CITY IS DIVIDED INTO TWO MAIN CATEGORIES TAX SUPPORTED PROJECTS AND UTILITY PROJECTS.

THE TAX SUPPORTED PORTION OF THE CITY TOTALS ONE HUNDRED AND SEVENTY ONE MILLION AND IS HEAVILY WEIGHTED TOWARD STREETS AND TRANSPORTATION AND INCLUDES SHILOH ROAD, FIFTH STREET, HOLFORD ROAD, THAT ALSO INCLUDES FUNDING FOR THE NORTH-SOUTH BIKEWAY, BOTTLENECK IMPROVEMENTS AND PAVING OF UNPAVED ALLEYS.

OVER 13 MILLION IS INCLUDED FOR DRAINAGE PROJECTS, INCLUDING THE LOCAL FLOODING PROGRAM, BRIDGE AND DRAINAGE INFRASTRUCTURE AND SATURN SPRINGS ESTATES.

THE PARKS PROGRAM, WHICH INCLUDES A VARIETY OF PROJECTS SUCH AS THE CONSTRUCTION OF THE MUCH ANTICIPATED SKATE PARK AT RICK ODEN, ALONG WITH THE RENOVATION OF THE GRANGER, AUBIN AND GALE FIELDS RECREATION CENTERS, PLAYGROUND IMPROVEMENTS THROUGHOUT THE CITY, AND A HOST OF OTHER IMPROVEMENTS DESIGNED TO INCREASE THE QUALITY OF LIFE FOR GARLAND CITIZENS.

THE PROPOSED CIP ALSO INCLUDES LIBRARY FUNDING FOR DESIGN AND A OF A NEW AND RELOCATED WALNUT CREEK BRANCH MODERNIZATION AND UPGRADES OF THE CENTRAL LIBRARY AND THE INSTALLATION OF LIBRARY KIOSKS IN KEY LOCATIONS.

I'M PROUD TO ANNOUNCE 2021 CIP INCLUDES FUNDING FOR THE CONSTRUCTION OF THE LONG AWAITED ANIMAL SHELTER AND ADOPTION FACILITY AND THE CRITICALLY IMPORTANT POLICE EVIDENCE AND PROPERTY FACILITY.

THE CITY UTILITIES PORTION OF THE 2021 PROPOSED CIP TOTALS TWO HUNDRED AND FIFTY FIVE MILLION AND INCLUDES EQUIPMENT FOR SOLID WASTE COLLECTION AND INFRASTRUCTURE NEEDS AND WATER, WASTEWATER AND ELECTRIC.

THE TOTAL FOUR HUNDRED AND TWENTY SEVEN MILLION CIP WILL REQUIRE THE ISSUANCE OF ONE HUNDRED AND THREE MILLION IN TAX SUPPORTED DEBT AND ONE HUNDRED AND TWENTY ONE MILLION IN REVENUE OR UTILITY SUPPORTED DEBT.

THE CIP WILL NOT REQUIRE AN INCREASE IN THE PROPERTY TAX RATE FOR 2020 EXCUSE ME FOR 21-22 NOR TRIGGER A RATE INCREASE IN ANY OF THE CITY'S UTILITIES.

THE 2021 CIP IS A SIGNIFICANT STEP TOWARDS COMPLETION OF THE 2019 BOND PROGRAM AND MOVES US TOWARDS THE PROGRESSIVE PROGRESSIVE VISION SET BY THIS CITY COUNCIL FOR THE GARLAND COMMUNITY. COPIES OF THE DOCUMENT WILL BE PLACED IN THE CITY'S PUBLIC LIBRARIES AND CITY SECRETARY'S OFFICE FOR PUBLIC INSPECTION TOMORROW MORNING, AND A COPY WILL ALSO BE AVAILABLE ON THE CITY'S WEBSITE.

TWO PUBLIC HEARINGS ARE SCHEDULED FOR THE CITY.

THE FIRST ONE IS SCHEDULED FOR TUESDAY, FEBRUARY THE 2ND AT SEVEN P.M.

AND THE SECOND ONE IS SCHEDULED FOR TUESDAY, FEBRUARY THE SIXTEENTH.

ALSO AT SEVEN PM, ADOPTION OF THE 2021 CIP IS SCHEDULED FOR THE FEBRUARY 16TH REGULAR COUNCIL MEETING. WITH THAT MAYOR, I LOOK FORWARD TO DISCUSSING THE PROPOSED CIP WITH YOU OVER THE NEXT COUPLE OF WEEKS.

VERY GOOD, MR. BRADFORD AND COUNCIL NOTEBOOKS HAVE BEEN PREPARED FOR ALL OF YOU.

I'M NOT SURE HOW ALL OF YOU ARE GETTING YOUR MAIL DURING ALL OF THIS TIME, BUT I CAN TELL YOU JUST OUTSIDE THIS ROOM, THERE ARE MAIL SLOTS WITH EIGHT VERY LARGE BINDERS IN THEM THAT THEY CONTAIN ALL OF THIS INFORMATION.

[7. Consider a resolution of the City of Garland, Texas, authorizing the City Manager to enter into a Project Agreement with the State of Texas, acting through the Texas Parks and Wildlife Department ("Department"); and providing an effective date.]

AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROJECT AGREEMENT WITH THE STATE OF TEXAS, ACTING THROUGH THE TEXAS PARKS AND WILDLIFE DEPARTMENT AND PROVIDING AN EFFECTIVE DATE.

AND THIS IS AS WE HAD BEEN PRESENTED BEFORE.

THIS WOULD BE FOR JOHN PAUL JONES PARK.

FIRST, I WOULD JUST LIKE TO SAY THAT I THINK THIS PROJECT IN THE MONEYS THAT HAVE BEEN HAD BEEN PUT TOGETHER TO MOVE FORWARD HERE ARE REALLY DUE TO THE HARD WORK OF OUR PARK STAFF AND REACHING OUT AND LOOKING FOR THOSE NEW SOURCES OF FUNDS TO SUPPORT OUR OUR GROWING NEEDS IN THE PARK.

AND THE JOHN PAUL JONES PARK HAS AN OPPORTUNITY TO BECOME A REALLY GREAT ASSET TO THE CITY AS WE MOVE FORWARD WITH THESE IMPROVEMENTS AND TO HELP ALL OF THE LAKE FRONTAGE AND SOUTH GARLAND PROPERTIES AS WE BEGIN TO REALLY, I THINK, MAXIMIZE THAT THE OPPORTUNITIES WE HAVE ALONG THOSE LAKE FRONTAGE.

SO I'M VERY HAPPY AND PROUD TO THE MOTION THAT WE APPROVED THIS RESOLUTION AS WRITTEN.

AND I THINK THIS IS A GREAT DAY FOR US.

THE THE THE ZONING CASE DID GET ENOUGH VOTES TO MOVE IT FORWARD FOR THE CREATION OF THE ORDINANCE. BUT NOW TONIGHT, WE ARE HERE TO SIMPLY VOTE ON THE ORDINANCE ITSELF.

AND AGAIN, THAT WITH THE 20 PERCENT RULE IN EFFECT FOR AND FOR THIS ITEM TO BE APPROVED OR DENIED SUCCESSFULLY, IT WILL TAKE SEVEN VOTES.

WHAT SHE DOES FOR THIS COMMUNITY IS WE HAVE PEOPLE THAT ARE UNEMPLOYED, WHO HAVE NO SOURCE OF FUNDS RIGHT NOW WHO CAN COME TO HER FACILITY, TURN IN OLD CARS, OLD DISHWASHERS, OLD WASHING MACHINES AND JUNK, AND THEY WALK AWAY WITH CASH AND WALK AWAY WITH CASH TO BUY GROCERIES FOR THEIR FAMILIES.

A HUGE PERCENTAGE OF HER WHAT WE CALL PEDDLERS ARE HISPANIC, AND A LOT OF THEM DO NOT HAVE JOBS RIGHT NOW.

SO SHE IS ACTUALLY PROVIDING A HUGE SERVICE TO THIS COMMUNITY THAT YOU MAY NOT EVEN BE AWARE OF. AND I AM, BECAUSE I'VE DEALT WITH MS.
