UH, THIS COMING APRIL, UH, FIRST STARTED OFF WITH, UH, BUILDING INSPECTIONS HERE IN THE CITY OF GARLAND. AND IN 2013, THE CITY COUNCIL, UH, MADE A DECISION THAT THE COMMERCIAL PROPERTIES, UH, NEEDED SOME SPECIAL ATTENTION. SO THEY DECIDED TO, UH, UH, BRING OVER SOME OF THE STAFF FROM BUILDING INSPECTIONS OVER AT CODE COMPLIANCE AND SET UP THE COMMERCIAL STANDARDS DIVISION TO ADDRESS, UH, SOME OF THE ISSUES THAT WERE BEGINNING TO TAKE PLACE AS FAR AS THE VIOLATIONS OF PROPERTY MAINTENANCE AND, AND ALSO ZONING, UM, REQUIREMENT. SO IF YOU, UH, CAN BEGIN URIAL AND, AND BEGIN WITH THE PRESENTATION. CAN YOU GO TO THE NEXT SLIDE PLEASE? OKAY. UM, THE DIVISION IS MADE UP OF TWO PROPERTY MANAGEMENT, MAINTENANCE INSPECTORS, UH, DIVIDED INTO DISTRICTS, NORTH AND SOUTH, UH, ZONING INSPECTOR, A HOMELESS TASK FORCE INSPECTOR, AND I CODE COMMUNITY SUPPORT [00:05:01] WORKER I'LL ADDRESS THESE FOUR AREAS, UH, THAT WE DO, UH, PROACTIVE INSPECTIONS IN THE EXTERIOR COMMERCIAL MAINTENANCE, UH, ZONING REGULATIONS, THE DARK RAIL GRAFFITI INSPECTION AND THE HOMELESS ENCAMPMENT. AND BATEMAN'S, UM, WE HOLD TO A MINIMUM PROPERTY STANDARDS, UM, REGULATIONS. SO, UM, MOST OF THESE VIOLATIONS FALL UNDER THOSE GUIDELINES, SO PROCEED. ALL RIGHT. UM, WE DO HAVE A LOT OF OUR VIOLATIONS COME IN THROUGH COMPLAINT BASIS. UM, THERE'LL BE EITHER PHONED IN OR THROUGH THE, UM, ARLENE E ASSIST APP. OUR LADIES UP FRONT WILL RECEIVE VIOLATION AND, UH, LOGGING INTO OUR COMPUTER SYSTEM AND ASSIGN IT TO THE AREA INSPECTOR AREA. AND AN AREA INSPECTOR WILL GO OUT AND INVESTIGATE THE ALLEGED VIOLATION. IF HE FINDS THAT THE VIOLATION DOES EXIST, WE'LL SEND OUT A NOTICE. AND, UH, WHEN THE COMPLIANCE DATE IS UP, HE'LL GO OUT REINSPECT IT. IF THE PROPERTY'S STILL NOT IN COMPLIANCE, WE'LL PROCEED WITH EITHER A WORK ORDER OR CITATION OR A FOLLOW UP ON A FINAL NOTICE. NEXT SLIDE NOTIFICATION PROCESS, UM, FOR LIFE AND SAFETY ISSUES FOR, UH, THIS IS IN REGARDS TO GRAFFITI. WE ALLOW ONLY A THREE DAY TURNAROUND ON GRAFFITI. UM, THIS IS DONE THROUGH MAIL, UH, WE'LL NOTIFY THE PROPERTY OWNER, UH, HELD THREE DAYS TO BAKE THE VIOLATION AND THAT THE VIOLATION CAN'T BE ABATED AND WE'LL TAKE ENFORCEMENT ACTIONS, UH, IRRIGATION ISSUES, UH, WE'LL HAVE, UH, IRRIGATION LINES MAYBE BREAK OR OUR MALFUNCTION. THIS IS A ONE TO THREE DAY NOTICE. OUR NINE DAY NOTICES ARE TYPICALLY HIGH GRASS TRASH AND THAT TYPE OF VIOLATION 30, 60 DAY NOTICES OR ASSIGNED TO THE MORE MAJOR, UM, UM, ISSUES SUCH AS PAINTING, UH, UM, PARKING LOT LANDSCAPING. UM, SO THESE ISSUES TAKE LONGER TO CORRECT. SO WE ALLOW LONGER TIMES TO A BAKE THAT ELATION OUR NOTICES ARE SENT TO THE OWNER ON RECORD FOR, UM, WITH THE DALLAS CENTRAL APPRAISAL DISTRICT. HOWEVER, IN AN INCIDENT LIKE OUR, OUR, UH, BOX STORES, LIKE I MENTIONED, IT'S JUST AN EXAMPLE, UH, BIG, LOTS, BIG LOTS HAD THEIR BOXES SCATTERED THROUGHOUT THE BACK SERVICE ALLEY, UH, WILL NOT ONLY, NOT ONLY, NOT ONLY NOTIFY THE OWNER OF THE PROPERTY, BUT WE'LL KNOW THE FIVE BIG LOTS TO A BAKED VIOLATION AND CORRECTED, UH, EXTENSIONS ARE BASED ON THE DISCRETION OF THE INSPECTOR. IF THE INSPECTOR FEELS LIKE THE PERSON OR COMPANY WILL RESOLVE AN ISSUE A LITTLE FURTHER, MORE THAN SAY, NINE DAYS, IT MAY TAKE ANOTHER FIVE DAYS WILL EXTEND A FINAL NOTICE TO ADDRESS THE FIVE DAYS EXTENSION. NEXT SLIDE. MOST OF THE SLIDES YOU'RE GOING TO SEE TONIGHT ARE CASES THAT I HAVE WORKED PERSONALLY, UM, WITH ONE EXCEPTION THAT I'LL NOTE IT ON THIS PRESENTATION, BUT OKAY. OKAY. I THOUGHT SOMEONE CAME IN, UM, MOST, ALL THESE SLIDES THAT I HAVE ON HIS PRESENTATION OR WHAT I AM CURRENTLY WORKING ON OR HAVE WORKED ON. SO I WILL ADDRESS IT ON FIRST BASIS HERE. THIS IS A HIGH GRASS VIOLATION. UM, THERE ARE THREE VIOLATIONS THAT OUR DEPARTMENT WILL ISSUE WORK ORDERS ON. I GRASSES ONE OF THEM, IF YOU SEE A, A STAKE OF THIS NATURE ON A PROPERTY IS BECAUSE ONE OF OUR INSPECTORS, UM, WORK ORDERED, UH, THIS PARTICULAR VIOLATION, PROPER NOTIFICATION WAS GIVEN TO THE OWNER TO ADDRESS THE HIGH GRASS VIOLATION. WHEN THE TIMEFRAME WAS EXHAUSTED, THE INSPECTOR WORK ORDERED THE PROPERTY. WE, UH, THE CITY HAS BEEN GIVEN MONEY TO HIRE A VENDOR, UH, LANDSCAPE VENDOR TO GO OUT AND TO, UH, UH, CORRECT THE VIOLATIONS ON THE PARTICULAR WORK X SLOT, UH, TRASH AND GRAFFITI. WE WILL ALSO ISSUE [00:10:01] WORK ORDERS ON THIS PARTICULAR CASE ON THE LEFT, UH, IS A ONE TO THREE DAY NOTICE. UM, I HAPPENED TO HAVE A WORKING RELATION SHIP WITH THE PROPERTY MANAGEMENT COMPANY OF THIS SHOPPING CENTER IS CAME IN AS A HIGH LEVEL COMPLAINT. UM, THE INDIVIDUALS, UH, BASICALLY ABANDONED THIS VEHICLE ON THE PROPERTY AND, UH, HOMELESS GOT INTO THIS PARTICULAR VEHICLE AND JUST SCATTERED TRASH ALL OVER THE SHOPPING CENTER. SO THE PROPERTY MANAGEMENT COMPANY OF THIS SHOPPING CENTER, IT WAS LOCATED IN CALIFORNIA. SO I HAD TO WAIT FOR SOME TIME TO CONTACT THEM, BUT I SENT THEM NOTICE. I ALSO SENT THEM A, A, A EMAIL WITH THE PICTURE OF THE VEHICLE AND, UM, WAS ABLE TO HAVE THIS PARTICULAR INCIDENT RESOLVED WITHIN, UH, SIX OR SEVEN HOURS. SO THIS WAS DONE QUICKLY, HAD IT NOT BEEN WHERE THEY ISSUE TO WORK ORDER. UM, THE PICTURE ON THE RIGHT IS GRAFFITI. WE DO HERE IN THE CITY, HAD A FREE GRAFFITI REMOVAL PROGRAM, UH, WHICH, UH, ALLOWS FOR THE PROPERTY ON THERE TO, UH, HAVE THEIR GRAFFITI REMOVED FOR FREE. UH, HOWEVER, THEY'LL HAVE TO COME TO OUR OFFICE OR CONTACT THE INSPECTOR TO SIGN A GRAFFITI WAIVER IS ALLOWS FOR OUR VENDOR TO GO OUT ON THE PROPERTY AND TO, UH, TAKE CARE OF THE GRAFFITI. SO, UH, THIS IS SOMETHING THAT WE OFFER TO OUR BUSINESS COMMUNITY. NEXT SLIDE, PLEASE SCREENING WALLS, AS YOU KNOW, UM, MOST OF OUR SHOPPING CENTERS, UH, WE'RE SEEING A LOT OF, UM, THE LAP OF STATION, UH, STRUCTURAL DEFECTS IN THE SCREENING WALLS THAT, UH, BACK UP TO THE SHOPPING CENTERS. UM, SO IT'S SOMETHING THAT OUR PROPERTY MAINTENANCE INSPECTORS ROLE ADDRESSED THIS PARTICULAR INCIDENT WAS A VEHICLE, UH, CRASHED INTO THIS SCREENING WALL. SO, UM, IT'S SOMETHING THAT OUR INSPECTORS WILL CERTAINLY ADDRESS, UH, THIS HAPPENED IN FRONT OF FRONTIER. AND SO THEY WERE, UH, TOOK A LITTLE EXTRA TIME TO, UH, MAKE CORRECTIONS ON, BUT IT'S, UH, IT'S BACK TO BACK UP AND IN GOOD CONDITION. NEXT SLIDE PLEASE. OH, WE ALSO ADDRESSED STAIR YOU'RE PAINTING, UM, AAMC AMERICAN MOVIE COMPANY, WHICH HAS BEEN OPERATING IN OUR CITY FOR A NUMBER OF YEARS. UH, THIS PARTICULAR BUILDING HAD A LOT OF, UH, FEELING OF PAINT, UM, HAD SOME WATER DAMAGE ON THE BACK OF THE BUILDING. UH, THIS IS A STUCCO BASE, UH, EXTERIOR. SO IT, IT, IT WAS BEING, UH, IT JUST WAS AGED AND IT LOOKED WORN, UH, FROM THE VIEW OF ONE 90. IT WAS JUST, IT JUST DID NOT MEET OUR STANDARDS. SO I DRESSED THIS ISSUE WITH AMERICAN MOVIE COMPANY, UM, AND THEY, THEY, UH, I STARTED THIS, UM, OPEN CASE BACK IN 2019, UH, LATTER PART OF 2019. THEY APPROVED THE BUDGET AND IT, AND IT WAS ALREADY IN BUDGET AND THEN COVID-19 HIT. SO THEY WERE ABLE TO GET ON THE PROPERTY AND GET THIS, UH, CORRECTED. AND, UH, WE DO APPRECIATE, IT REALLY MAKES THIS PARTICULAR PROJECT STAND OUT, UH, ON THE, UH, ON, IN THE FIREWALL MALL. ALL RIGHT, NEXT SLIDE, URINAL CLOTHING. DROPBOX'S UH, THIS IS JUST BECOME A, UM, VERY TREMENDOUS NUISANCE IN OUR CITY. UM, THESE BOXES SHOW UP, THE CUT WILL GO IN CYCLES. WE'LL GET RID OF THEM COUPLE OF WEEKS, COUPLE OF MONTHS MAY GO BY AND THEN WE'RE BACK OUT ADDRESSING THEM. UM, THEY HAD TYPICALLY SHOW UP IN SHOPPING CENTERS. THEY'RE NOT ZONED. THE CITY DOES NOT ALLOW THEM TO BE PLACED IN RETAIL, UH, BUSINESS, UH, ZONING DISTRICTS, ONLY AREA WHERE THESE TYPES OF DROPBOXES ARE PERMITTED IS AN INDUSTRIAL DISTRICT. OTHER THAN THAT, THEY'RE NOT PERMITTED. SO IF YOU SEE A DROP BOX, UM, IT'S NOT ALLOWED THE OWNERS OF THE PROPERTIES. UM, I KIND OF FEEL FOR THEM, BUT AT THE END OF THE DAY, THEY'RE RESPONSIBLE FOR THE PROPERTY TO KEEP IN COMPLIANCE WITH CITY REGULATIONS. AND SO THEY ARE THE RESPONSIBLE PARTY AND THEY'RE RESPONSIBLE TO HAVE THESE BOXES REMOVED [00:15:01] AND WE'LL WORK WITH THEM THE BEST WE CAN, BUT THEY DO NEED TO BE REMOVED AS QUICK AS POSSIBLE BASED ON THE NOTIFICATION THAT WE SEND OUT. NEXT SLIDE, PLEASE. OUR PROPERTY MAINTENANCE INSPECTORS WILL, UH, ALSO ADDRESS PARKING LOT AND STRIPING. UH, THIS PARTICULAR PARKING LOT WAS PRETTY BEAT UP A LOT OF POTHOLES NOW. AND IN CERTAIN INSTANCES, THERE MAY BE A PARKING LOT THAT MAY NOT NEED AN ENTIRE A REDO. IT MAY JUST NEED LIKE 40% OF THE PARKING LOT. WE'LL WE'LL ADDRESS THAT, BUT THIS ONE NEEDED THE ENTIRE PARKING LOT. IT WAS, IT WAS WELL OVERDUE FOR REPLACEMENT AND THE OWNER, UM, SAW TO IT THAT THE PARKING LOT CAME INTO COMPLIANCE. UH, WE ALSO ADDRESS PARKING LOT LIGHTING ONCE A YEAR. UH, OUR INSPECTORS WILL GO OUT AT NIGHT, TRAVEL THE CITY INTO HIGH VISIBILITY FOR THE GENERAL PUBLIC LOCATIONS WHERE GENERAL PUBLIC WILL CONGREGATE, UM, SHOPPING MALLS, RETAIL, DOWNTOWN, WHEREVER, UH, THE GENERAL PUBLIC WILL BE SHOPPING. WE'LL BE COMMUTING TO, UM, WE'LL NOTIFY THE OWNER OF THE PROPERTY. HEY, YOU HAVE A LIGHT POLE OUT OR SEVERAL LIGHT POLES OR OUT. UH, THIS IS PART OF THE LIGHTING ORDINANCE HERE IN THE CITY OF GARLAND. SO, UM, THAT'S SOMETHING ELSE THAT WE ALSO ADDRESS SLIDE AND MAINTENANCE, UH, DILAPIDATED DAMAGE SIGNS, UH, WE'LL ADDRESS THIS PARTICULAR ONE HAD A BANNER OVER THE SIGN CAN OPENING EXPOSED THE FLUORESCENT LIGHTING THAT WAS INSIDE THE CAN BOX. I ADDRESSED IT WITH THE OWNER OWNER PLACED, UM, PLEXIGLASS, UH, WHITE PLEXIGLASS PANEL OVER IT. HE ALSO PAINTED THE POST, UH, REMOVED THE TOWING SIGN CAUSE THE BUSINESS THAT WAS THERE WAS NO LONGER ON THE PROPERTY. SO HE REALLY MADE THIS SIGN, UH, UH, BRING IT INTO COMPLIANCE AS SOMETHING THAT REALLY MADE THIS WHOLE AREA DIFFERENT. HE ALSO DID A LOT OF OTHER THINGS TO HIS BUILDING, BUT THIS IS SOMETHING THAT THE PROPERTY MAINS AND ISN'T VECTORS. NEXT SLIDE, IRRIGATION LAKES WILL ADDRESS THOSE, UH, OBVIOUS PROBABLY REASONS WASTING OF A GOOD CLEAN WATER. AND ALSO IT'S ALSO A SAFETY. THIS IS ALSO FALLS UNDER THE ONE TO THREE DAY. THIS PARTICULAR CASE CAME TO ME OF A TENANT THAT WAS CONSIDERING, UH, RENTING THIS UNIT. I ENTERED THE, ENTER THE BUILDING AND SAW NUMEROUS VIOLATIONS. UH, OBVIOUSLY WE HAVE, UH, AIR, UH, EXHAUST BEING, UH, KIND OF BACKED UP WITH THAT GARAGE DOOR. WE HAVE SOCKETS NOT PROPERLY GROUNDED. UH, WE HAVE, THIS IS BOTH A HEAT AND COOLING UNIT. SO THE EXHAUST AIR IS DEFINITELY, UM, DEFINITELY A VIOLATION ON THAT, UH, THIS BEING A NON LOAD BEARING WALL. UM, BUT IT ALSO HAD TO THE RIGHT OF THAT DOOR, ANOTHER GARAGE, AND, UM, BY COACH STANDARDS, THERE NEEDS TO BE A DEMISING WALL. THERE NEEDS TO BE SOME TYPE OF FIRE WALL THAT SEPARATES THE OFFICE FROM THE GARAGE. SO I NOTIFIED BUILDING INSPECTIONS. UM, THERE'LL BE OTHER INSTANCES WHERE WE MAY NEED TO NOTIFY GARLAND POWER LIGHT, OR WE MAY NEED TO NOTIFY ENGINEERING OR TRANSPORTATION. SO AN INCIDENT MAY COME TO US. WE'LL, WE'LL PUT IT ON OUR NOTICE THAT THAT INSPECTOR NOTIFIED GARLAND POWER LIGHT, OR WE'RE NOTIFIED BUILDING INSPECTIONS, WAIVED THE COMPLAINT AND CALLS BACK AND SAY WHAT HAPPENED? UH, WHEN I CALLED OUT THERE, DID THE INSPECTOR GO OUT THERE? WELL, IT'LL BE NOTED THAT HE DID, AND THESE ARE THE VIOLATIONS AND THAT THIS PARTICULAR [00:20:01] DEPARTMENT WITHIN THE CITY WAS ANOTHER, THIS IS SOMETHING REAL AND I'M ZONING THIS. WASN'T WHAT I DO HERE WITH ZONING INSPECTOR. AND THIS PARTICULAR MAP YOU CAN FIND ON THE CITY WEB WEBSITE. AND IT'S A GREAT TOOL. ETHNICALLY TELLS ME THAT THERE ARE CERTAIN AREAS WITHIN THE CITY THAT ARE RESTRICTED FOR USE COLOR AREA. USE THAT SPECIFIC AREA, FOR INSTANCE, PURPLE AREA, NOSTRIL, YELLOW AREA. IT'S TYPICALLY SINGLE FAMILY. THAT'S WHAT SF STANDS FOR, RIGHT AREAS, RETAIL, COMMERCIAL, RETAIL, NEIGHBORHOOD RETAIL, UM, GREEN IS AGRICULTURAL ROUND. IT'S MULTIFAMILY TYPICALLY, OH, IT GIVES ME A BROAD PERSPECTIVE OR VIEW. AND WHEN I'M IN A CERTAIN AREA, I HAVE A VIOLATION. I CAN GO TO THIS MAP. YOU CAN HELP ME WHETHER THIS ZONING DISTRICT LAUSD PROPERTY WELL, NOT EVERYBODY KNOWS WHAT THE ZONING IS ABOUT. WHAT I DID TONIGHT WAS BASIC UNDERSTANDING OF WHAT ZONING AND LAND USE AS IT PERTAINS TO THE CITY APARTMENTS. AND I CONSULTED WITH SOME OTHER, UH, NEIGHBORHOOD ASSOCIATIONS IN DISTRICT SIX AND SORT OF COMPILED THEM. NUMBER ONE COMPLAINT WAS, UH, NOISE COMPLAINTS AFTER HOURS. UM, A LOT OF QUESTIONS OF WHOSE, WHOSE JOB OF ENFORCING, WHOSE, WHOSE JOB IS IT TO ENFORCE THESE THINGS. IT SEEMS LIKE IT'S NOT SERIOUS ENOUGH FOR THE POLICE TO GET INVOLVED, BUT YET THE POLICE ARE THE ONES WHO ARE OFTEN GETTING THAT CALL WHEN, UM, YOU KNOW, THINGS GET TOO LOUD SPECIFICALLY AFTER A CERTAIN TIME AT NIGHT. SO I THINK CLARITY ON, ON, UH, ORDINANCES ABOUT THAT. ANOTHER ONE REAL BIG IN DISTRICT SIX IS STREET PARKING. UM, BASICALLY THE OVERCROWDING OF THE NEIGHBORHOODS, A LOT OF THESE NEIGHBORHOODS, YOU KNOW, WHEN THEY WERE BUILT BACK IN THE SIXTIES, NO ONE ANTICIPATED THAT PEOPLE WERE GOING TO HAVE THREE, FOUR CARS TO A FAMILY. AND, UH, THE NUMBER OF CARS ON THE STREETS CREATES I THINK, A BIG PROBLEM. SO TRYING TO BRAINSTORM WHAT KINDS OF SOLUTIONS WE CAN HAVE FOR OVERCROWDING ON THE STREETS IS A BIG ONE FOR SIX. ANOTHER ONE THAT WE ALREADY SORT OF TOUCHED ON IS LITTER. [01:25:01] UH, I THINK ADOPTIVE SPOT COULD BE A GREAT SOLUTION, ESPECIALLY IF THE CITY CAN GET BEHIND IT AND PROMOTE IT AND GET, MAKE, UH, JUST BRINGING THE AWARENESS TO GET PEOPLE INVOLVED. UM, FOUR IS ANOTHER ONE THAT WOULD BE, UH, WE COULD USE SOME CLARITY ON IT. SHE'S JUST OVERGROWN YARDS. UM, AND MY SPECIFIC NEIGHBORHOOD YOU'VE GOT ABOUT HALF THE PEOPLE ARE THE ORIGINAL HOMEOWNERS FROM THE SEVENTIES. THEY TAKE GREAT PRIDE IN WHAT THEY DO ABOUT THE OTHER HALF, UM, OUR RENTAL HOMES. UH, AND SO YOU'VE GOT THE OPPOSITE PROBLEM YARDS THAT ARE OVERGROWN LANDSCAPING, NOT TAKEN CARE OF. UM, SO JUST CLARITY ON WHAT ARE THE ORDINANCES THERE, HOW ARE THEY ENFORCED? UM, AND THEN ANOTHER ONE THAT ACTUALLY WE HAVE GOING ON IN MY NEIGHBORHOOD RIGHT NOW, WHICH IS, UH, PEOPLE OPERATING A BUSINESS OUT OF A HOME. UM, WE, WE HAVE A GUY IN MY NEIGHBORHOOD WHO'S ACTUALLY BEEN SELLING CARS. UH, AND I THINK FLEET WAS ACTUALLY BEEN CONTACTED ABOUT THAT BECAUSE HE'S HAD FLATBEDS DROPPING CARS OFF ON OUR STREET AND HE'S BEEN SELLING THEM. UM, SO I WASN'T SURE HOW MANY OTHER PEOPLE WERE DEALING WITH, UH, ISSUES OF JUST BUSINESSES OPERATING IN NEIGHBORHOODS AS OPPOSED TO AN AREA THAT THEY'RE ZONED FOR. SO WITH THAT, I GUESS WE'LL JUST, UH, I'LL TURN IT OVER TO YOU GUYS TO SEE WHAT ARE SORT OF SOME BULLET POINT LISTS ISSUES IN YOUR DISTRICT THAT WE NEED TO TALK ABOUT AND BRAINSTORM SOLUTIONS. WELL, A LOT OF THOSE THAT YOU MENTIONED ARE ALSO EVIDENT IN THE DISTRICT TOO, AND THAT IS BOOMERS PEOPLE WHO BOOM THEIR BASIS AND NOISE, ESPECIALLY I THINK, UH, THIS MORNING I WAS AWAKENED BY BOOMERS, JUST, YOU KNOW, THAT IS REALLY, IT'S ALWAYS BEEN A PROBLEM ABOUT PEOPLE, JUST BOOM BOXING, THEY'RE, UH, THEY'RE MEGABASES OR WHATEVER THEY ARE. AND I THINK THAT THE GUNFIRE HAS BEEN, UH, I THINK PRIMARILY DUE TO, UH, UH, COUNCIL DISTRICT, UH, MORRIS HAS REALLY STOPPED. UH, THERE IS STILL SOME THAT I HEAR, UH, PEOPLE BLOWING OFF GUNS AND I, I EXPECT THAT COMING UP NEW YEAR'S CHRISTMAS TIME, IF THERE'S GOING TO BE SOME MORE OF THIS, UH, CELEBRATORY GUNFIRE OF WHICH I THINK IS IT'S SCARY TO HEAR PEOPLE RATTLING OFF, UH, WHATEVER THEY GOT TO SHOOT UP, SHOOT HIM THE SKY. BUT, UH, LITTER IS ALSO A PROBLEM IN DISTRICT TWO, LIKE I'VE ALREADY MENTIONED, AND IT'S JUST A DISTRICT. 10 IS AN OLD DISTRICT. IT ENCOMPASSES PART OF DOWNTOWN. AND I REALLY WOULD LIKE TO, TO SEE THAT PEOPLE TAKE PRIDE IN, UH, IN NOT LITTERING THEIR OWN NEIGHBORHOOD. SO DENNIS CAN BETTY, UH, I'LL SPEAK FOR MINE. UM, THE ONES THAT YOU MENTIONED ARE EXACTLY THE ONES THAT ARE AN ISSUE IN MY NEIGHBORHOOD, UNFORTUNATELY, I'M ON THE BOARD WITH MY NEIGHBORHOOD ASSOCIATION. SO I KNOCK ON PROBABLY ABOUT 60 DOORS A YEAR FOR ALL THOSE THINGS. AND I'M YEAH, I'M THAT GUY. YOU CARE A LOT MORE ABOUT YOUR PROPERTY IF YOU OWN IT. AND SO, UM, THE WEEDS AND OVERGROWN THAT'S A, THAT'S A HOA ISSUE. AND THE CODE COMPLIANCE ISSUE, UM, THE BUSINESSES OPERATING OUT OF HOME IS A LITTLE CATCHY BECAUSE SOME OF THAT DOESN'T REQUIRE THE TYPE OF PERMIT, THE COMMERCIAL PERMITS, LIKE IF SOMEBODY'S SELLING SENSI OR CBD OIL OR SOMETHING LIKE THAT OUT OF THEIR HOME, THAT'S A WHOLE LOT DIFFERENT THAN SHUCKING THE CARS OUT OF THERE, OUT OF THEIR DRIVEWAY. THAT'S A WHOLE BIG, BUT I WOULD LIKE TO GET SOMEBODY LIKE YOU, A CALEB, SOMEBODY TO COME AND SPEAK TO US ABOUT RESIDENTIAL CODE COMPLIANCE. NOW THEY HAVE THREE AND FOUR CARS AND THEY DON'T FIT IN THE DRIVEWAY ANYMORE. THEY DON'T FIT OUT FRONT. AND SO THEY OVER PARK, THE NEIGHBORS, THEY PARK IN THEIR YARD, THEY WILL PARK ACROSS THE SIDEWALK. THEY WILL PARK ACROSS YOUR DRIVEWAY SO THAT YOU CAN'T GET OUT. SO OVER PARKING IN THESE SMALLER NEIGHBORHOODS IS, UM, IS, IS SERIOUS. MY NEIGHBORHOOD. CAUSE IT'S JUST NOT VERY BIG. THE HOUSES ONE ISSUE TOO. I KNOW ROBERT MENTIONED, UH, LAST MEETING.
