FIRST ITEM ON

[00:00:01]

THE AGENDA IS THE APPROVAL OF

[Library Board on January 14, 2021.]

MINUTES FROM THE, UH, THERE, EXCUSE ME.

I CAN'T EVEN TALK THE APPROVAL OF MINUTES FROM NOVEMBER THE NINTH, 2020.

DOES ANYBODY HAVE ANY CORRECTIONS OR ADDITIONS? I WOULD LIKE TO PUT IN THE MINUTES.

IF NOT, DO I HEAR THAT? WE ACCEPT THE MINUTES AS PRESENTED.

I MAKE A MOTION.

WE ACCEPT THE MINUTES FAR.

OKAY.

HERE YOU, CAN YOU TALK LOUDER? I MAKE A MOTION THAT WE APPROVE THE MINUTES AS THEY ARE.

DO I HEAR A SECOND? I'LL SECOND IT OKAY.

ALL IN FAVOR.

SAY AYE.

AYE.

AYE.

OPPOSED LIKE SIGN.

OKAY.

NOW WE'LL GO INTO ITEMS FOR INDIVIDUAL CONSIDERATION.

AND THE FIRST ITEM ON THAT IS LIBRARY MISSION STATEMENT.

KAREN, GOOD NAME.

I'M GOING TO SHARE MY SCREEN AND JUST THE SECOND.

SO TO SAVE US ALL A VERY LONG STORY, I DON'T HAVE MARKED ANYWHERE THAT YOU FORMALLY ADOPTED THE NEW MISSION STATEMENT.

AND WE WENT THROUGH A PROCESS OF UPDATING THE MISSION STATEMENT OF A YEAR OR 18 MONTHS AGO.

AND I JUST WANT TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE WITH THE MISSION STATEMENT.

REMEMBER WHEN, UH, WE HAD ONE OF THOSE WORK SESSIONS WITH THE CONSULTANTS THAT CAME IN AND UM, SO I'M GOING TO SHARE MY SCREEN.

YOU SHOULD SEE A SLIDE THAT SAYS OUR MISSION AND OUR VISION.

YEAH.

YES.

OKAY.

UM, OUR MISSION WILL BE THE LIBRARY BUILDS COMMUNITY BY PERSONALLY ASSISTING CUSTOMERS IN DISCOVERING INFORMATION SERVICES AND PROGRAMS THAT ENRICH THEIR QUALITY OF LIFE.

THE LIBRARY PROVIDES ACCESS TO THE TECHNOLOGY THAT CONTRIBUTES TO ECONOMIC GROWTH BY SUPPORTING EARLY LITERACY WORKFORCE DEVELOPMENT, SMALL BUSINESSES AND COMMUNITY DEVELOPMENT.

NOW, THIS IS WHAT IS IN OUR MASTER PLAN.

THIS IS WHAT WE'VE GONE FORWARD WITH.

I JUST DON'T HAVE IT ANYWHERE, UM, THAT THIS WAS FORMALLY APPROVED BY THE BOARD.

HMM.

OKAY.

WOULD YOU LIKE TO GET THAT APPROVAL TONIGHT? OKAY.

IF, IF POSSIBLE, THAT WOULD BE GREAT TO BE ABLE TO DO IF NOT, IT CAN TABLE UNTIL NEXT MONTH.

I MEAN, THAT'S THAT'S OKAY.

TOO.

WOULD SOMEONE LIKE TO MAKE A MOTION THAT WE APPROVE IT? YEAH.

I MOVE THAT.

WE APPROVE THE MISSION STATEMENT.

IS THERE A SECOND? I SECOND THAT I SECOND IT, OKAY.

SO THE MOTION IS BEFORE US AND, UH, UH, SECONDED THAT WE APPROVE THE MISSION LIBRARY MISSION STATEMENT THAT WE HAVE HAD BEFORE US BEFORE AND ALL IN FAVOR, SAY AYE.

AYE.

OKAY.

IT IS APPROVED.

OKAY.

THANK YOU.

AND NOZZLEY HAS JOINED US AS WELL.

SHE, OKAY.

OKAY.

NOW, AS WE WERE GOING THROUGH THE ITEMS FOR UNDER INDIVIDUAL CONSIDERATION, WE JUST HAD THE FIRST ONE, THE LIBRARY MISSION STATEMENT.

KAREN DID NOT HAVE A RECORD THAT WE HAD FORMALLY APPROVED IT.

SO THAT'S WHAT WE DID.

THE SECOND ITEM ON THERE IS GIS D COMMUNITY PARTNER PROGRAM.

UM, I THINK I'VE MENTIONED IN NOVEMBER ABOUT DIFFERENT PARTNERSHIPS THAT WE WERE WORKING ON.

MAYBE ONE OF THEM IS WITH GIS D SO, UH, NATALIE GOT US PLUGGED IN AND NATALIE IS OUR, UM, LITERACY AND OUTREACH COORDINATOR.

SHE GOT US CONNECTED WITH A GROUP, UM, WITH GIS D THAT IS THE FAMILY AND COMMUNITY ENGAGEMENT CONNECT.

YOUR TEAM, UM, HAD HAD FOUR OR FIVE MEETINGS NOW WITH THEM OVER THE COURSE OF THE FALL AND WINTER.

UM, AND I'M GOING TO TURN THIS OVER TO CATHOLIC.

THERE'S REALLY EXCITING THINGS IN STORE WITH THIS PARTNERSHIP.

AND THEN, YOU KNOW, ONCE WE GET OUR FEET WET AND GROUNDED WITH IT, TO BE ABLE TO EXPAND THIS TO OTHER EDUCATIONAL INSTITUTIONS AND OTHER PLACES AS WELL.

SO I WILL HAND IT TO KATHLEEN.

GOOD EVENING, EVERYONE.

UM, WE JUST RECENTLY MET WITH THE GIS D TEAM.

UH, WE REGULARLY MEET WITH, WITH THREE PEOPLE.

UM, AND WHAT WE'VE BEEN TALKING ABOUT IS WHAT WE CAN, HOW WE CAN OFFER

[00:05:02]

INFORMATION ABOUT THE LIBRARY THAT WILL THEN BE DISTRIBUTED TO THE TEACHERS AND THEN THE, UH, THAT THE KIDS CAN SEE IT.

AND THEN IT CAN EVEN BE POSTED ON THEIR WEBSITE OR A LINK CAN BE POSTED SO THAT THEY, THE FAMILIES CAN LEARN ABOUT THE LIBRARY.

AND ONE OF THE FIRST THINGS THAT WE TALKED ABOUT AND CAME TO GATHER ON IS TO HAVE VIDEOS, BRIEF VIDEOS THAT CAN BE RUN ON A ROTATION DURING LUNCH, THAT THEY CAN JUST WHOEVER THE TEACHER IS, THE LUNCH ROOM PERSON CAN TURN IT ON AND JUST HAVE IT RUNNING.

KIDS CAN COME IN AND OUT AND THEY CAN SEE BOOK TRAILERS.

UH, THEY CAN FIND OUT WE CALL THEM ADS THE, FROM THE LIBRARY.

SO EACH LIBRARY HAS DONE INFORMATION ABOUT THEIR LOCATION.

SO THE STAFF IS WHAT THE, WHAT THE, UM, SOME OF THE COLLECTIONS I HAVE AND SO THAT THEY CAN FEEL COMFORTABLE IF THEY GO TO THAT LOCATION, HOW TO GET A LIBRARY CARD, ALL OF THEM, I DON'T THINK IT'S NECESSARY FOR, OR HELPFUL FOR YOU OR A CHILD OR A PARENT TO KNOW, TO GET, TO USE THE LIBRARY.

SO ONCE WE DECIDED TO THAT, WE WOULD DO THAT.

ALL OF THE LIBRARIANS ARE PROGRAMMING.

LIBRARIANS HAVE STARTED RECORDING THESE DIFFERENT VIDEOS, DIFFERENT, DIFFERENT LAKES.

AND NOW, UH, AND THE NEXT THING WAS, UH, JANET GLASS PUT THESE TWO TOGETHER.

SHE EDITED THEM ALL TOGETHER.

THEY HAVE, UH, SUBTITLES.

SO THEY DID WORK ON THAT TOO.

AND THE VIDEO IS ABOUT TWO HOURS LONG.

THAT'S THE LOOP THAT THEY ASK FOR THAT LENGTH OF TIME SO THAT THEY COULD JUST SET IT AND IT COULD GO THROUGH SEVERAL LUNCH PERIODS.

IT'S ALSO, JENNA IS GOING TO GO BACK IN AND PUT THE START AND END TIMES FOR EACH SECTION SO THAT IF AN INSTRUCTOR WANTED TO USE IT IN HIS OR HER CLASSROOM, AND IT WAS ON A TOPIC SAY BOOK, TITLE THAT THEY WERE DISCUSSING.

AND WE HAPPEN TO HAVE THAT THEY COULD GO TO THAT FOLDER WHERE THE VIDEO IS AND FIND IT AND JUST GO RIGHT TO THAT AND THEN HAVE IT FOR THAT TOO.

THIS BENEFITS THE LIBRARY IN A COUPLE OF WAYS, ONE, OBVIOUSLY WE ARE DOING OUTREACH FOR GETTING TO KNOW, UH, AND, AND PARTNER WITH COMMUNITY ORGANIZATIONS, UH, TO, WE ARE GETTING OUR INFORMATION OUT TO THOSE, THE STUDENTS AND THE FAMILIES, AND EVEN THE INSTRUCTORS OR THE, THE GIS D STAFF.

AND FINALLY, NOT ONLY ARE WE GIVING THE INFORMATION TO THEM, THE RECORDINGS, BUT WE CAN USE THEM IN SOME OF OUR, OUR MARKETING TOO.

SO WE GET LIKE DOUBLE DUTY OUT OF THE VIDEOS.

THE MOST, THE THING WE TALKED ABOUT ON WEDNESDAY WAS THE NEXT TWO STEPS.

THE FIRST ONE IS TO DO VIDEOS FOR OUR NEXT, THE NEXT BATCH OF VIDEOS.

AND THAT WILL INCLUDE, UH, THE SUMMER READING ALONG WITH SOME OF THE SAME TYPES OF THINGS THAT WE, WE DID FOR THE FIRST ONE WITH BOTOX, ET CETERA.

BUT WE ALSO ARE GOING TO DEVELOP A TEACHER TRAINING THAT WE CAN, YOU KNOW, TO TALK, LET THE TEACHERS KNOW ABOUT US, AND WE WILL DO THE VIDEOS FOR THAT.

AND THEN THEY WILL TAKE IT AND PUT IT INTO A FORMAT WHERE IT HAS THE QUESTIONS AND, AND MAKES IT A ACTUAL IN-SERVICE TRAINING, UH, VEHICLE FOR THEM.

AND WE'RE HAVING A LOT OF FUN.

THEY ARE APPRECIATIVE.

WE'RE REALLY ENJOYING GETTING TO WORK WITH THEM.

THEY'RE HAPPY, WE'RE HAPPY.

IT'S A GREAT THING.

OKAY, GOOD.

IT REALLY IS A GREAT THING.

AND I CAN'T REMEMBER, IF DID YOU MENTION ABOUT THE IN-SERVICE DAY? I KNOW YOU'VE MENTIONED ABOUT, OKAY, I HEARD YOU SAY THAT ABOUT

[00:10:01]

A SUMMER READING.

SO THIS IS A REALLY GREAT FIRST STEP AND FIRST, UM, PARTNERSHIP FIRST STEP, BIG ENDEAVOR WITH GIS D TO HELP START BRINGING SOME OF THOSE LIBRARY, UH, SERVICES TO THEM.

UM, WE FORMALLY SIGNED, UH, PAPERWORK TO BECOME A COMMUNITY PARTNER WITH GIS D, WHICH MEANS THEY CAN ADD US TO ALL OF THEIR MARKETING AND, UH, WEBSITE IS WE'RE WORKING WITH THEM.

SO THAT WAS REALLY EXCITING FOR US TOO.

I KNOW JISD IS WELL AS MANY SCHOOLS RIGHT NOW ARE, UM, HAVE A LOT OF HURDLES TO BE ABLE TO NAVIGATE WITH DOING BOTH VIRTUAL AND IN-PERSON CLASSES.

AND, UM, I THINK SOME OF THEIR STAFF IS ALSO PULLING DOUBLE DUTY WITH SUBSTITUTE IN, UM, ON A REGULAR BASIS IN SOME CLASSES THAT FROM THE SHORTAGE OF SUBSTITUTE TEACHERS, BUT EVERYBODY, A PART OF THEIR TEAM AND OUR TEAM AS WELL ARE REALLY SUPER EXCITED ABOUT THIS PARTNERSHIP AND ABOUT THE WORK THAT'S BEING DONE.

UM, WE HAD TO CHANGE OUR MEETING DATE, OUR REGULAR MEETING DATE, BECAUSE ALL THREE OF THE ADMINISTRATORS THAT WE'RE WORKING WITH ARE DOING A SUBSTITUTE.

THEY'RE WORKING WITH SUBSTITUTE TEACHERS ON MONDAY, WEDNESDAY, AND FRIDAY.

SO WE HAD TO SWITCH IT TO A TUESDAY BECAUSE THEY'RE ALL BEING USED IN OTHER, IN OTHER WAYS.

SO ANYBODY GOT ANY COMMENT OR QUESTIONS ON THAT? SURE.

WONDERFUL.

YES, I THINK SO TOO.

I'D LIKE TO SEE THOSE TEACHERS GET VACCINATED.

SO WOULD THAT, YEAH, I THINK THEY SHOULD BE OKAY.

LET'S GO TO C, WHICH IS CRP PROGRAM UPDATE.

OKAY.

I AM GOING TO SHARE MY SCREEN AGAIN AND GIVE YOU ALL A PREVIEW OF TUESDAY EVENING.

CAN YOU SEE PICTURE, YOU'RE LOOKING AT THE RIGHT SCREEN THAT SAYS, UH, 20, 21 PROPOSED CAPITAL PROGRAM.

FANTASTIC.

SO TUESDAY NIGHT, UM, IS THE, UH, BEGINS THE PROCESS WITH CFP THIS PAST WEEK.

UM, COUNCIL GOT A PREVIEW MONDAY EVENING ABOUT WHAT'S INCLUDED IN THE CIP FOR 2021.

AND BRIAN FORMALLY PRESENTED IT TO COUNCIL.

UM, UH, TUESDAY EVENING, GOSH, I THOUGHT IT WAS WEDNESDAY IT'S TUESDAY OR THURSDAY.

UM, NEXT OR BEGINNING NEXT TUESDAY EVENING, UH, DEPARTMENTS WILL GO AND MAKE PRESENTATIONS TO COUNCIL ON, UH, WHAT IS A PART OF THEIR PROGRAM.

THEY'RE DOING IT ON TWO DIFFERENT NIGHTS.

SO WE ARE ON JANUARY 19TH THAT WE'LL BE PRESENTING.

THERE ARE, I DON'T KNOW, I'VE GOT TO FIND MY DATES REAL QUICK.

THERE ARE OTHER DATES, UM, WITH PUBLIC HEARINGS.

SO JANUARY 19TH IS THE SPECIAL 2021 PROPOSED CIP WORK SESSION FOR TAX SUPPORTED PROGRAMS. THERE'LL BE ANOTHER ONE ON JANUARY 26, AND THOSE ARE FOR REVENUE SUPPORTED PROGRAMS, LIBRARIES, A PART OF TAX OR SUPPORTED WITH THE TAX FUNDS.

UM, AND THERE'LL BE TWO PUBLIC HEARINGS, ONE ON FEBRUARY 2ND AND ONE ON FEBRUARY 16TH, UM, WITH THE FORMAL ADOPTION SCHEDULED RIGHT NOW TO TAKE PLACE ON FEBRUARY 16TH.

AND WE'LL FOLLOW UP WITH, UM, THOSE DATES IN AN EMAIL TO EVERYONE.

DOES ANYONE NEED ME TO REPEAT THOSE DATES? THE COUNCIL IS STILL MEETING THROUGH ZOOM OR BY ZOOM TOO.

ALL RIGHT.

SO EXCITING.

REALLY GOOD NEWS.

UM, OKAY.

OUR FIRST PROJECT IS THE WALNUT CREEK BRANCH LIBRARY, WHICH YOU KNOW, IS A PART OF THE 2019 BOND PROJECT.

UM, JUST TO GIVE YOU A STATUS UPDATE ON IT.

AND JUST A SECOND, I'LL SHOW YOU SOME MORE PHOTOS, BUT AT THE SITE HAS BEEN SELECTED

[00:15:01]

FOR HOLLABAUGH PARK.

UM, THE ARCHITECT HAS BEEN FORMALLY, UM, APPROVED BY COUNCIL THAT WAS THIS PAST TUESDAY NIGHT AS WELL.

AND IT'S, UH, V LK.

AND IT'S V AS IN VICTOR LK, UH, AS THE MAIN ARCHITECT WITH HBM AS THE, UM, INTERIOR DESIGNER FOR THE SPACE, THEY DO BEAUTIFUL WORK AND YOU'RE GOING TO HAVE A CHANCE TO, UM, MEET WITH THEM IN THE NEAR FUTURE AS WE GO THROUGH THE PROCESS.

SO WHILE IT IS SUPER EXCITING TO BE THIS FAR, ALONG WITH THE PROCESS, WE WON'T SEE ANY WORK ACTUALLY HAPPENING AT THE SITE, PROBABLY THIS CALENDAR YEAR, WE'RE GOING TO BE GOING THROUGH A PROCESS WITH PROGRAMMING, UM, DESIGN AND PUBLIC ENGAGEMENT.

SO ONE OF THE BIG COMPONENTS OF THIS PROJECT IS GETTING FEEDBACK FROM THE PUBLIC, BOTH IN WEST GARLAND, UM, THE WHOLE CITY, BUT REALLY, REALLY FOCUSING ON WEST GARLAND STAKEHOLDERS, COMMUNITY GROUPS, AND THE PUBLIC IN GENERAL, TO FIND OUT WHAT EXACTLY IT IS THAT THEY'RE LOOKING FOR.

THEY WANT.

AND, UM, THE DESIGN PROCESS NEXT, WE HAVE THE MODERNIZATIONS AND UPGRADES PROJECT, A PART OF THE BOND, UM, AND WE'RE TAKING THIS WHOLE LIBRARY WITHOUT WALLS FORWARD.

AND IF YOU REMEMBER FROM LAST YEAR, WE HAD, UH, PROPOSED PUTTING A LIBRARY KIOSK, UM, IN ONE PLACE, BUT WE NEEDED TO FOCUS IN ON ANOTHER SECTION OF TOWN.

SO WE'VE SELECTED.

WE WENT THROUGH WITH, UM, COUNCILMAN ALBAN AND THE ENGINEERING DEPARTMENT PARKS DEPARTMENT ON LOCATING A GOOD SITE FOR THE FIRST LIBRARY MATERIALS KIOSK.

AND THE PROPOSED SITE IS LAWN WIND PARK.

UM, IN DISTRICT FIVE, I DON'T KNOW IF YOU'RE FAMILIAR WITH THE PARK ITSELF.

IT HAS HAD, UM, I THINK A SWIMMING POOL THERE FOR THE PUBLIC TO USE.

UM, BUT IT'S GOING TO BE UNDERGOING A LOT OF, UH, RENOVATIONS IN THIS NEXT YEAR.

AND PART OF THAT, YOU KNOW, THE PARKS DEPARTMENT IS REALLY EXCITED ABOUT BEING ABLE TO ADD A LIBRARY KIOSK THERE, UM, AS A PART OF THAT WHOLE RENOVATION PROCESS THAT THE PARK IS GOING TO GO THROUGH.

AND I THINK THEY'RE HAVING A SPLASH SPLASH PAD ADDED TO THAT SITE IN, UM, IN LIEU OF THE SWIMMING POOL.

THIS SITE WAS REALLY ATTRACTIVE TO ME FOR A COUPLE OF REASONS.

ONE OF THEM BEING THE REALLY LARGE GREEN SPACE THAT IT HAS WITH SOME REALLY BIG TREES, SHADE TREES.

THIS SITE IS PERFECT FOR US TO BE ABLE TO OFFER NOT ONLY THE MATERIALS KIOSK, BUT WE'RE ALSO ABLE TO OFFER SOME IN-PERSON PROGRAMMING AT THAT SITE AS WELL TO SUPPLEMENT THE MATERIAL.

SO IT'S REALLY GOING OUTSIDE OF OUR FOUR WALLS AND ABLE TO TAKE THE LIBRARY SERVICES TO THE PEOPLE.

NOW WE COME TO CENTRAL AND CENTRAL IS A LITTLE BIT COMPLICATED AS CENTRAL OFTEN IS.

SO THE NEXT THREE PROJECTS WE'RE PUTTING ALL TOGETHER, THESE WERE ALL PROJECTS THAT WERE ALREADY A PART OF THE CIP OR THE BOND, BUT IT JUST MAKES SENSE TO PUT ALL OF THESE PROJECTS TOGETHER.

SO WE'RE PUTTING THE MODERNIZATIONS AND UPGRADES PROJECT FOR CENTRAL AS PART OF THE 2019 BOND PROGRAM, UH, IN WITH SCOPE B OF THE CENTRAL LIBRARY LIFE AND SAFETY PROJECT.

AND THEN INCLUDING A FEW MINOR THINGS FROM THIS FACILITIES UPGRADES PROJECT.

AND I'M SURE YOU ALL REMEMBER THE SCOPE B OF THE PROJECT IS ALL OF THE WORK THAT'S GOING TO BE DONE IN THE CEILING OF THIS BUILDING.

WE JUST GOT FINISHED WITH SCOPE A AND SCOPE B IS ALL THE LIGHTING INSTALLATION OF THE SPRINKLER SYSTEMS, THE CEILING GRID, ALL THE DUCT WORK, UH, ALL OF THOSE FUN THINGS.

SO ORIGINALLY THIS PROJECT WAS NOT SLATED TO, UH, TO TAKE HOLD UNTIL 2023, 2024, BUT WE WERE ABLE TO TAKE ADVANTAGE OF SOME GRANT FUNDS TO HELP ADDRESS ONE OF THE CRITICAL ISSUES OF THIS BUILDING, WHICH IS, UH, A REAL NEED FOR SOME ELECTRICAL IMPROVEMENTS.

SO CURRENTLY IT CENTRAL WE'RE OVER LOADING THE ELECTRICAL CAPACITY.

THERE'S NOT ENOUGH ELECTRICAL FOR THIS BUILDING TO BE ABLE TO SATISFY THE NEEDS OF THE PUBLIC OR STAFF.

AND WE CERTAINLY CAN'T PROVIDE ENOUGH SOCIALLY DISTANCE WORKSTATIONS OR, UM, PLACES AROUND THE BUILDING FOR THE PUBLIC TO, TO BE LET ALONE STAFF, UM, THE WAY WE'RE CURRENTLY CONFIGURED AND THE WAY THE ELECTRICAL SYSTEM IS NOW.

SO THANKS TO BECKY.

UM, WE HAVE BEEN AWARDED $782,000 IN GRANT FUNDS TO BE ABLE TO UPDATE THE ELECTRICAL SYSTEM AT CENTRAL.

AND YOU WOULD THINK $782,000 WOULD GET YOU MORE

[00:20:01]

THAN JUST AN ELECTRICAL SYSTEM, BUT I'M LEARNING FAST THAT THIS IS A REALLY EXPENSIVE THING TO UPGRADE AND REPLACE FOR AN ENTIRE BUILDING.

SO IN ORDER FOR US TO MEET THE, UM, THE REQUIREMENTS OF THE GRANT, WE NEEDED TO MOVE THIS ENTIRE PROJECT UP AND FORWARD.

SO THIS WILL REALLY ALLOW US TO BE ABLE TO MAXIMIZE ALL THREE OF THESE BUDGETS AND GET AS MUCH BANG FOR OUR BUCK.

IT DOES REQUIRE US THOUGH, TO PROBABLY LOOK FOR A TEMPORARY LIBRARY LOCATION WHILE SOME OF THIS WORK IS BEING DONE.

UM, SO JUST TO GIVE YOU A COUPLE HIGHLIGHTS, THE MODERNIZATION AND UPGRADE PROJECT IS PART OF THE BOND PROGRAM AND IT ADDRESSES CRITICAL INFRASTRUCTURE AND LAYOUT ISSUES OF THE BRANCH.

UM, WE'RE LOOKING AT COMPLETELY REALIGNING, UM, THE PUBLIC FLOOR AND TRYING TO REALLY MAXIMIZE THE SPACE AND RECONFIGURE THINGS TO WHERE, UH, IT FLOWS BETTER.

WE CAN HAVE BOTH, UH, QUIET AREAS AND NOISIER AREAS, AND THAT WE'RE ABLE TO PROVIDE MORE STEADY ROOMS, MORE ACCESS TO TECHNOLOGY, UM, AND MORE PLACES FOR THE PUBLIC TO BE ABLE TO, TO USE, UM, SAYING THAT WE ALSO WERE PRETTY TIED DOWN THE WAY WE'RE CURRENTLY CONFIGURED OF HAVING TO STAY IN OUR CURRENT CONFIGURATION WITH THE DESKS AND WITH SOME OF THE PIECES OF FURNITURE THAT WE HAVE.

AND IF WE COULD READJUST AND PROVIDE NOT JUST DESKS, BUT SHELVING AND, UM, EVEN ENTIRE ROOMS THAT YOU CAN REMOVE THE WALLS AND REALLY USE THE SPACE, UH, FOR AS MANY DIFFERENT FUNCTIONS AS POSSIBLE.

UH, THAT WOULD BE IDEAL.

AND I'M SURE YOU'VE ALL BEEN TO THIS BUILDING AND LOOKED AT THE FACADE OF THIS BUILDING.

WE NEED AN EXTERIOR UPGRADE FOR THIS BUILDING.

THERE'S NOTHING SPECIAL ABOUT IT, THAT REALLY SCREENS LIBRARY.

THERE'S NOTHING SPECIAL ABOUT IT TO MAKE YOU WANT TO COME VISIT IT, UM, INSIDE IT'S, YOU KNOW, IT NEEDS TO SHOW THE SAME LIFE THAT WE HAVE INSIDE, OUTSIDE TO INVITE YOU IN.

SO WE WANT TO BE ABLE TO UPGRADE THE EXTERIOR FACADE RIGHT NOW.

WE ARE WORKING WITH, UH, AN ARCHITECT THAT'S ON OUR SHORT LIST TO BE ABLE TO START THE PREDESIGN AND PROGRAMMING PHASE TO START IMPLEMENTING SOME OF THESE CHANGES, THE DESIGN WORK FOR THE CENTRAL LIBRARY, LIFE AND SAFETY UPGRADES, SCOPE B PROJECT.

I THINK THAT HAD ALL BEEN COMPLETED, UM, SOMETIME AGO, BUT WE WILL, UH, MOVE THIS PROJECT UP, UH, TO 2022 TO COINCIDE WITH THE WORK THAT'S BEING DONE WITH THE ELECTRICAL UPGRADE AND WITH THE MODERNIZATION UPGRADE AGAIN, TRYING TO GET AS MUCH BANG FOR OUR BUCK, AND WHILE WE'RE DOING THE WORK, GETTING AS MUCH WORK DONE AS POSSIBLE.

AND THIS IS TO LIMIT THE DISRUPTION FOR BOTH STAFF AND THE PUBLIC.

THEN LASTLY, FACILITY UPGRADES.

THIS IS A, AN ONGOING PROJECT THAT WE HAVE THAT, UM, WE HAVE SOME MONEY FOR A COUPLE OF DIFFERENT THINGS, INCLUDING UPGRADING OUR MEETING ROOM PROJECTOR AND SCREEN FOR PUBLIC USE AND FOR THE LIBRARY TO USE REPLACING SOME OF OUR SHELVING, REPLACING THE CARPET AT CENTRAL AND REPLACING SOME, UH, FURNITURE FOR BACK OF HOUSE.

SO JUST TO GIVE YOU A BASIC TIMELINE OF HOW THINGS ARE SUPPOSED TO TAKE PLACE, UM, SO YOU CAN SEE THINGS ARE REALLY WEIGHTED HEAVILY FOR 2021 AND 2022.

UM, THERE'S A LOT OF WORK THAT WE'RE GOING TO BE DOING THIS YEAR TO BE ABLE TO UPGRADE LIBRARY FACILITIES AND BUILD NEW LIBRARY FACILITIES.

BUT I THINK IT'S EXTREMELY EXCITING TO BE ABLE TO HAVE THE OPPORTUNITY TO DO THAT.

AND WHILE I HAVE, WHILE WE'RE TALKING ABOUT WALNUT CREEK, I WANT TO SEE IF I CAN FIND IT, MAKE SURE EVERYBODY HAS AN OPPORTUNITY.

THIS IS WHAT TRANSPIRED ON WEDNESDAY.

SO ON WEDNESDAY, GARLAND HAD ITS FIRST EVER BUILD GARLAND DAY WHERE THEY TOOK A CITY ADMINISTRATION AND COUNCIL AROUND TO FIVE DIFFERENT VENUES OR LOCATIONS IN GARLAND THAT HAVE ALL ARE EITHER STARTING CONSTRUCTION OR GETTING READY TO START CONSTRUCTION.

BUT THESE ARE ALL THINGS THAT WERE APPROVED IN THE 2019 BOND WALNUT CREEK WAS NUMBER THREE ON THERE THEY'RE STOPPED, WHICH WAS PERFECT BECAUSE IT WAS FREEZING COLD WEDNESDAY MORNING.

SO THE SUN WAS UP AND IT WAS A LITTLE BIT WARMER BY 1130 IN THE MORNING, BUT I JUST WANTED

[00:25:01]

TO SHARE THIS PART OF THE VIDEO WHEN WE HAD A SIGN RAISING AT HALLIBURTON PARK.

COOL.

SO THEY WILL YANK THAT SOUND DOWN.

MM, GREAT, GREAT.

SO WE TOOK TONS OF PHOTOS AND, UM, WE'LL START POSTING THOSE ON THE WEBSITE IN FORTUNATELY DUE TO COVID, WE COULDN'T, WE COULDN'T INVITE LIBRARY BOARD FRIENDS TO THE LIBRARY, OR EVEN LIBRARY STAFF TO TAKE PART IN IT BECAUSE WE JUST WANTED TO LIMIT THE AMOUNT OF EXPOSURE.

UM, WALNUT CREEK STAFF DID GO OUT AND PROPERLY DISTANCE THAN ALL, BUT WEARING MASS WENT OUT TO THE SITE, UH, WEDNESDAY AFTERNOON AND TOOK SOME PHOTOS.

AND I HOPE IN THE NEAR FUTURE THAT WE'LL BE ABLE TO GO AS A BOARD OUT TO THE SITE AND TAKE SOME PHOTOS AND REALLY CELEBRATE THAT, YOU KNOW, THIS IS, UH, AN AMAZING AND A WONDERFUL THING THAT'S HAPPENING FOR WEST GARLAND FOR ALL OF GARLANDS, BUT ESPECIALLY WEST ORLAN.

YEAH.

SO THANK YOU FOR SHOWING THAT.

YEAH, OF COURSE.

I'M HAPPY TO ANSWER ANY QUESTIONS THAT ANYONE MAY HAVE ABOUT THE CIP OR ANY OF THE BOND PROJECTS, ANY QUESTIONS, ANYBODY, ANY COMMENTS? OKAY.

YOU READY TO MOVE ON TO DE CHARON MASTER PLAN UPDATE? YES.

OKAY.

SO THE NEXT REALLY COOL THING IS MONDAY EVENING.

UM, WELL, I'LL TAKE A STEP BACK.

IS EVERYONE REMEMBER APRIL 6TH OF LAST YEAR WHEN WE WENT BEFORE COUNCIL AND BRAD, THE CONSULTANTS PRESENTED THE MASTER PLAN DRAFT, IT WAS NOT WELL RECEIVED.

THERE WAS A LOT OF INFORMATION THAT COUNCIL HAD QUESTIONS ON AND, UM, IT, IT WAS A DIFFICULT PROCESS TO SAY THE LEAST.

UM, WE HAVE WORKED SINCE THEN ON RE DOING THE PLAN, NOT EMITTING A LOT OF THE DATA AND THE RESEARCH THAT WAS DONE BY THEM ON THE FRONT END, BUT WE, WITH OUR PROCESS TO REDO THE PLAN AND WE PRESENTED THE, UM, TO Y'ALL I THINK IN OCTOBER, OR MAY HAVE BEEN NOVEMBER THE GOALS AND STRATEGIC OBJECTIVES THAT WE HAD WITH BOTH THE STRATEGIC PLAN, UM, STAFFING PLAN, TECHNOLOGY PLAN, AND FACILITIES PLAN.

WE HAD THE OPPORTUNITY MONDAY EVENING TO GO BACK TO COUNCIL AND UPDATE THEM ON WHERE WE ARE WITH THE PLAN.

AND I'M REALLY HAPPY TO SAY THAT IT WAS VERY WARMLY RECEIVED.

UM, HAD SOME REALLY GREAT COMMENTS ABOUT IT.

AND COUNCIL, MOST OF COUNCIL SEEMS REALLY EXCITED ABOUT WHERE WE'RE HEADED AS A LIBRARY SYSTEM.

SO THE, UM, TRYING TO GET ON THE AGENDA FOR FEBRUARY 2ND FOR THE COUNCIL TO FORMALLY ADOPT THE PLAN ONCE IT'S ADOPTED, UM, WE'LL PROVIDE EACH OF YOU A HARD COPY OF THE PLAN.

IF YOU'D LIKE TO HAVE A HARD COPY.

IT'S 266 PAGES OF REALLY, I THINK IT'S REALLY AT LEAST A LITERATURE ON LIBRARIES AND WHERE WE'RE HEADED, BUT IT DOES HIT ALL OF THOSE POINTS THAT WE TALKED ABOUT AND REALLY HITS THAT WE'RE HERE FOR PEOPLE, PEOPLE, PEOPLE, PEOPLE.

SO, UH, BOTH THE MAYOR AND, UM, MR. BRADFORD WERE, YOU KNOW, GAVE Y'ALL A LOT OF CREDIT AND, UH, REALLY THANKED THE LIBRARY BOARD FOR THEIR SERVICE AND THEIR VISION AND GUIDANCE THROUGH THE PROCESS AS WELL.

AND I WAS HAPPY MISS BETTY COULD BE THERE AND JOIN US FOR THE, UM, PRESENTATION MONDAY EVENING.

BUT AS A PART OF THE PRESENTATION, I WANT TO SHOW Y'ALL ONE MORE THING.

AND THEN I SHOW AND TELL IT WILL BE OVER FOR THE EVENING.

UM, NICK GIBSON, WHO WORKS OVER AT THE, UM, PUBLIC AND MEDIA RELATIONS DEPARTMENT FOR THE CITY PUT TOGETHER THIS REALLY FANTASTIC.

I THINK IT'S FANTASTIC VIDEO ABOUT HOW WE'RE TRYING TO SHAKE THINGS UP FOR THE SYSTEM.

AND I JUST WANT TO SHOW THAT TO Y'ALL REAL QUICK, FIND A BOOK, YOU CHECK OUT A BOOK AND YOU RETURN THE BOOK.

THIS IS THE LIBRARY OF YOUR PARENTS.

WE'VE UPPED OUR GAME, NEW TECHNOLOGIES, VIRTUAL PROGRAMMING, AND ENTERTAINMENT FOR ALL AGES,

[00:30:02]

THE LIBRARY, AS YOU KNOW, IT'S MORE EVER-CHANGING WORLD OF RESOURCES AND WE BELIEVE LEARNING SHOULD BE ON YOUR OWN TERMS AND NOT CONFINED TO WALLS THAT ARE RULE BOOKS.

WE STILL GOT YOUR BOOKS, HARDBACK, PAPERBACK, TABLET, DIGITAL.

HOW ABOUT A PODCAST TALKING ABOUT WHERE YOU GOT IT ALL OH YEAH, WE HAVE AN AMAZING FOUR LANGUAGE PROGRAM AS WELL.

OH, THANK YOU.

SO, NO MATTER WHAT YOUR NEEDS OR INTERESTS WITH OUR FRIENDLY AND KNOWLEDGEABLE STAFF HERE TO HELP THEM SUCCEED AND ABOVE ALL AT YOUR GARLAND PUBLIC LIBRARY, IT JUST MAKES ME SO EXCITED.

IT'S BEAUTIFUL WALLETS CREEK.

THEY HAVE A VERY, HAD A VERY GOOD, UH, FOREIGN LANGUAGE AREA IN THE BACK OF IT.

IS THAT GOING TO STILL BE THERE IN WALNUT CREEK? WE ARE WORKING THROUGH A PROCESS AND WE'LL WORK THROUGH A PROCESS, UM, CLOSER TO WHEN THE BUILDINGS UNDER CONSTRUCTION TO CULTIVATE THE COLLECTION, BUT MORE THAN LIKELY IT WILL HAVE, UH, SOME PART OF A FOREIGN LANGUAGE COLLECTION THAT IS REPRESENTATIVE OF THE NEIGHBORHOODS AND THE PEOPLE THAT LIVE CLOSE TO THAT LOCATION.

GOOD.

BECAUSE I DO USE THAT IN THE OLD BRIBERY.

YEAH.

YES, YES, MA'AM THANK YOU.

UH, I, AS KAREN SAID, I WAS ABLE TO, UH, BE A PART OF THE MEETING.

I DIDN'T SPEAK, I WAS ABLE TO BE GOING IN AND ZOOM AND SEE IT.

AND, UH, I WANT TO TELL Y'ALL MR. BRADFORD WAS SO COMPLIMENTARY OF THE LIBRARY BOARD.

HE JUST, JUST PRAISED US.

AND I JUST THOUGHT THAT WAS SO SWEET OF HIM.

SO NICE OF HIM TO DO THAT.

AND BECAUSE YOU DO WHERE YOU DO PUT IN A LOT OF TIME AND THOUGHT AND EFFORT TO THINGS, AND, UH, I DID SEND HIM A EMAIL ON OUR BEHALF AND THANKED HIM FOR THE KIND REMARKS.

IT WAS AWESOME.

I THINK IT HAS TAKEN A LONG TIME TO GET THE PLAN WHERE IT NEEDS TO BE.

AND I'M REALLY, REALLY EXCITED ABOUT IT FOR ANYONE WHO WANTS TO SEE WHAT IT LOOKS LIKE IN WRITTEN FORM.

AGAIN, WE WORKED WITH THE PUBLIC MEDIA AND MEDIA RELATIONS DEPARTMENT, AND IT REALLY PUT TOGETHER A BEAUTIFUL BINDER THAT IT'S, YOU TWO CAN A PRINTED COPY OF YOUR OWN.

AND KAREN DID A GREAT, GREAT JOB PRESENTING IT.

I'LL TELL YOU ALL, YOU WOULD'VE BEEN VERY PROUD OF IF YOU WERE THERE.

THANK YOU.

OUR NEXT STEPS.

ONCE IT'S FORMALLY APPROVED BY COUNCIL, WE ARE GOING TO GO ON TOUR OVER THE NEXT LITTLE WHILE AND UPDATE THOSE KEY STAKEHOLDER GROUPS THAT SPEND A LOT OF TIME WITH US AND PROVIDING FEEDBACK AND WORKING WITH US ON WHERE WE'RE AT WITH THE PLAN AND HOW WE ARRANGE THE PLAN OR DEVELOP THE PLAN TO BE ABLE TO SERVE DIFFERENT THINGS THAT THEY MENTIONED IN DIFFERENT.

UM, YEAH, THAT'S SEPARATE.

I'M LOOKING FOR AREAS THAT WE NEED TO IMPROVE ON.

UM, AND LIKEWISE, THERE WILL BE A STAFF EDUCATION COMPONENT TOO.

SO WE WILL SET SOME MEETINGS UP WITH STAFF OVER A COUPLE OF WEEKS PERIOD, TO UPDATE EVERYONE ON WHERE WE'RE AT, WHAT THE PLAN ACTUALLY IS AND WHAT WE'RE GOING TO BE DOING MOVING FORWARD.

AND I'M REALLY EXCITED, THE IMPLEMENTATION, UM, PORTIONS TO THE PLAN.

AND I STARTED GOING THROUGH AND HIGHLIGHTING TO SEE WHERE WE'RE AT, YOU KNOW, WHAT HAVE WE COMPLETED? WHAT ARE WE IN THE PROCESS OF COMPLETING? WHAT ARE WE, YOU KNOW, MAYBE A FAR AWAY DREAM.

AND I'M JUST TRYING TO GET THAT TOGETHER.

AND THERE ARE SO MANY DIFFERENT THINGS ON THAT LIST THAT WE HAVE EITHER COMPLETED OR NEAR COMPLETION, OR WE'RE TAKING STEPS TO START IMPLEMENTING NOW.

AND ALL OF IT ARE THINGS THAT YOU ALL HAD A GREAT INPUT ON AND, YOU KNOW, REALLY HELPED TO DEVELOP, INCLUDING, YOU KNOW, REACHING OUT AND PROVIDING, UM, DIFFERENT TYPES OF PROGRAMS TO CHILDREN, TEENS, ADULTS, WORKING WITH OUR COLLECTION AND PROVIDING SOME OF THOSE CRITICAL SERVICES TO OUR COMMUNITY.

SO THANK YOU FOR THAT.

ANY OTHER COMMENTS ON THAT? IT LOOKS LIKE WE'VE GONE THROUGH THE AGENDA VERY WELL.

DOES ANYONE HAVE A FEW HEAVY, ANY FUTURE AGENDA ITEMS YOU WANT TO BE PUT ONLY, UH, MEETING NEXT TIME?

[00:35:03]

WELL, IF THERE IS NO FURTHER BUSINESS, I WILL ADJOURN THE MEETING.

THANK YOU VERY MUCH FOR BEING HERE.

THANK YOU NIGHT.

THANK YOU EVERYONE.

BYE.

MICHAEL GETS BETTER LOOKING ALL THE TIME.

DOESN'T HE.
