AND, UM, ACTUALLY I AM JUST BLOCKS AWAY FROM LAWN WIND PARK, WHICH I NOTICED THERE'S LOTS OF CONSTRUCTION GOING ON.

AND THERE SEEMS THAT THERE'S TWO SIDES TO THE PARK.

THE ONE PARK THAT HAS A SWIM ONE SIDE THAT HAS A SWIMMING POOL, WHICH I UNDERSTAND WILL BE TAKEN OUT.

A SPLASH PAD WILL BE PUT IN THE OTHER SIDE.

MY SIDE, THERE HAS NEVER BEEN ANYTHING THERE EXCEPT FOR CONCRETE WALK AND LOTS OF FORESTRY.

AND I DON'T KNOW WHAT IS GOING ON THERE, BUT I'D LIKE TO FIND OUT, BUT THAT'S THE REASON FOR MY CALL IS WE NEED PICKLEBALL IN GARLAND.

I AM A SENIOR CITIZEN, BUT THIS IS THE FASTEST GROWING SPORT IN AMERICA, NOT JUST FOR SENIOR CITIZENS FOR ALL LEVELS.

AND GARLAND HAS NOTHING.

WE HAVE TO GO TO DALLAS RICHARDSON, RAUL AT ROCKWALL, THERE IS NOTHING GOING ON HERE.

NO OUTSIDE COURTS, THE TWO SMALL, TINY LITTLE PROGRAMS WITHIN REC CENTERS WERE TAKEN OUT WHEN THE PANDEMIC CAME AND I AM CALLING TO ASK THE PARKS DEPARTMENT TO START DOING SOMETHING.

THERE IS SO MUCH CONSTRUCTION GOING ON IN OUR PARKS.

WE HAVE CENTRAL PARK THAT HAS TENNIS COURTS NOT BEING USED BECAUSE THE FENCE HAS BEEN DESTROYED.

IT COULD BE MADE INTO PICKLEBALL COURTS AND TENNIS COURTS.

AS FAR AS I CAN SAY, THE LAWN WIND PARK, IT SERVES NO PURPOSE.

IT COULD EASILY HAVE SOME PICKLEBALL COURTS.

I DON'T KNOW WHAT THAT CONSTRUCTION IS, BUT IT SHOULD BE FOR PICKLEBALL.

AND, UM, I JUST, AND I ALSO, I HEARD THAT YOU'RE GOING TO BE DOING A LOT OF CONSTRUCTION AT THE PARK ADJACENT TO THE, UM, TO THE COLEMAN, UH, TENNIS CENTER.

SO THE TENNIS CENTER, THEY COULD ACTUALLY CONVERT A COUPLE OF COURTS TO PICKLEBALL, OR THEY COULD ADD A FEW COURTS OR YOU COULD PUT IT IN THE PARK ADJACENT TO THEM.

I GO AND PLAY AT SAMUEL GRAN.

YOU KNOW, I HAVE TO DRIVE 25 MINUTES TO GET THERE AND I PAY $3 FOR AN HOUR AND A HALF WORTH OF PLAY.

AND THEY HAVE TAKEN THEIR JUNIOR COURTS OUT AND MAKE THEM INTO PICKLE BALL COURTS.

GARLAND NEEDS TO DO SOMETHING PLEASE.

AND THAT'S ALL I HAVE TO SAY.

IF EVERYTHING GOES AS PLANNED, WE HAVE SOME MEETINGS PLANNED WITH COACHES IN FEBRUARY, UH, TEAMS THAT HAVE AT LEAST FIVE PLAYERS REGISTERED.

THEY'RE GOING TO WANT TO PRACTICE ON THE FIELDS.

AND WE'RE GOING TO LET THEM KNOW AT THE MANAGER'S MEETING FEBRUARY 8TH, WHEN THEY CAN START THAT DID Y'ALL HAVE QUESTIONS FOR ME.

WE OFFER AN EARLY BIRD DISCOUNT IF THEY REGISTER IN JANUARY.

SO WE'VE GOT THAT OPEN AND WE'RE HOPING TO GET A MAJORITY, MAYBE MAJORITY OF OUR RETURNING PLAYERS REGISTERED WITHIN JANUARY.

UM, WE HAD, UH, TWO BLAST BALL TEAMS, UH, TWO PEOPLE TEAMS, THREE EIGHT AND UNDER FIVE 10 AND UNDER, AND THEN FOUR, 12 AND THREE EIGHT, 14 MENDER LAST YEAR.

BUT OUR BIGGEST GROUP WAS ACTUALLY 11 HIGH SCHOOL TEAMS. AND I THINK THAT'S BECAUSE THEY WERE SHUT DOWN FOR THEIR SCHOOL BALL AND AS CONSTELLATION, A LOT OF THEM CHOSE TO PARTICIPATE IN OUR HIGH SCHOOL LEAGUE.

I'M GLAD WE COULD PROVIDE THAT SERVICE.

SO A LOT OF TIMES IT WORKS OUT VERY WELL FOR THEM, THAT TOURNAMENT TEAM TO COME, IF YOU HAVE ANY TECH TEAM THAT A LOT OF THE, A LOT OF TIMES, IT'S JUST PEOPLE WHO HAVE SIGNED UP AND THEY'RE JUST ASSIGNED TO A TEAM THAT HAS THE LEAST NUMBER OF PLAYERS.

AND THEN, YOU KNOW, SO WE CONSIDER THE RECREATIONAL LADY.

I THINK EVERY SCHOOL DISTRICT AND FOR A VARIETY OF LEGAL AND POLITICAL REASONS, IT GETS VERY DIFFICULT FOR THEM TO PICK AND CHOOSE WHO THEY CAN AND CANNOT LET INTO THE SCHOOL ACCESS FLYER PROGRAM.

SO WE WOULD LIKE TO TAKE THAT MONEY AND LEVERAGE IT AS MATCH WITH A TEXAS PARKS AND WILDLIFE VOTING ACCESS GRANT SO MUCH LIKE WE'VE DONE WITH WATSON, WE'RE GOING TO USE MONEY THAT WE ALREADY HAVE IS MATCHED TO GET MORE MONEY.

UM, AND SO THE KEY WITH JOHN PAUL JONES IS, IS WE HAD ROUGHLY ONE POINT MILLION ALREADY ALLOCATED FOR SOME VERY BASIC IMPROVEMENTS.

THE PARKS, WILDLIFE, BOATING ACCESS GRANT PROVIDES ANOTHER, OH, I BELIEVE IT'S 1.7, 5 MILLION NOW 250,000 OF THAT FOR DESIGN IN ONE AND A HALF MILLION FOR CONSTRUCTION.

SO WE'RE GOING TO COMBINE THAT WITH OUR 1.1 MILLION AND LOOK AT THE IMPROVEMENTS FOR THE BOAT RAMP ITSELF.

THERE'S ABOUT 350 FEET OF SHEET PILING THAT NEEDS TO HAPPEN IF YOU GO DOWN THE ROAD AND YOU TURN LEFT INTO THE PARKING LOT, THE LAKE IS ABOUT TWO YEARS FROM GETTING INTO THE ROAD PAVING ITSELF FROM EROSION.

SO WE'RE GOING TO PUT SOME BULKHEAD THERE, RECLAIM WHAT WE'RE LOSING, RE REDO THE ENTIRE PARKING LOT, REDO THE BOAT RAMP.

UM, HOPEFULLY REDO ALL THE FISHING PIERS AT A KAYAK LAUNCHED IN ANY OTHER IMPROVEMENTS WE CAN DO.

SO, UM, THAT COMBINES VERY NICELY WITH SOME OTHER TRAIL INITIATIVES, AS WELL AS THE TECHSTOP, UH, IMPROVEMENTS, WHICH WILL PUT BASS PRO AND ZION BELOW GRADE BELOW THE HIGHWAY.

AND SO WE WILL LITERALLY HAVE A TRAIL FROM ALL OF THE DEVELOPMENT AND HARBOR POINT FROM BASS PRO INTO THE BOAT RAMP INTO JOHN PAUL JONES AND THEN CONNECT THERE'S, UH, YOU'VE PROBABLY HEARD OF THE HIGH END RV RESORT THAT'S HAPPENING THERE AT THE SOUTH END OF, UH, RIGHT BEFORE YOU GET TO JUMP OR UP THE END OF JOHN PAUL JONES, RIGHT BEFORE THE GEORGE BUSH OVERPASS, YOU'LL SEE THIS NICE RV PARK BEING CONSTRUCTED.

SO THAT ENTIRE DISTRICT, THE TIMING COULDN'T BE BETTER FROM AN ECONOMIC DEVELOPMENT STANDPOINT FOR ACCESS TO THE WATER.

AND WE, AGAIN ARE ONE OF THE FEW CITIES ON THE LAKE THAT HAVE ANY REMAINING POTENTIAL AND OPPORTUNITY, UM, ON THE, ON THE LAKE FRONT.

UM, SO THIS GIVES US AN OPPORTUNITY TO REALLY USE OTHER PEOPLE'S MONEY TO BRING THIS PARK UP TO WHAT IT SHOULD BE.

AND THE DEADLINE FOR APPLICATION IS FEBRUARY 1ST.
