WE OBVIOUSLY ARE CONTINUING TO MEET IN A VIRTUAL FORMAT AND THE LINK IS POSTED IN ALL OF OUR AGENDAS.

ALL MEETING PARTICIPANTS WILL BE AUTOMATICALLY MUTED UNTIL IT IS THEIR TURN TO SPEAK.

IF YOU NEED TO BE RECOGNIZED, YOU CAN EASILY RAISE YOUR HAND FOR STAR NINE FEATURE IN THE ZOOM PLATFORM.

FATHER WATCH OVER ALL THOSE WHO WORK TO SERVE, AND PROTECT US AS THEY PERFORM THEIR JOBS IN SOMETIMES DIFFICULT SITUATIONS.

AND FATHER PROVIDE COMFORT AND CARE TO THOSE WHO HAVE LOST LOVED ONES AND FRIENDS THIS PAST YEAR, DURING THESE DIFFICULT TIMES.

BRING LOVE AND STRENGTH TO THEIR HEARTS AS THEY GO FORWARD IN THEIR LIVES.

TONIGHT I'D LIKE TO GIVE A SPECIAL THANKS FATHER, FOR ALL THE OPPORTUNITIES YOU HAVE GIVEN ME OVER THE PAST FOUR YEARS, TO SERVE THE CITIZENS OF GARLAND, THE OPPORTUNITY TO WORK IN SERVICE WITH EACH OF THESE COUNCIL MEMBERS FOR THE BETTERMENT OF OUR CITY, AND THE OPPORTUNITY TO WORK WITH THE LEADERSHIP AND STAFF WITH THIS CITY WHO HAVE A HEART FOR SERVICE.

YOU HAVE GIVEN ME A GREAT GIFT, FATHER, A HUMBLING OPPORTUNITY TO SERVE, AND A WHISPERED REMINDER TO DO OUR BEST, ALWAYS AND LIVE EACH DAY IN SERVICE TO OTHERS.

I KNOW THAT I'VE MADE THIS PRESENTATION BEFORE, AND I KNOW THAT IT HAS BEEN MADE 18 TIMES BEFORE TONIGHT BECAUSE WE ARE VERY HONORED AND EXCITED TO REPORT THAT GARLAND LIBRARIES, HAVE BEEN AWARDED THE TEMLDA, AND THAT IS THE TEXAS MUNICIPAL LIBRARY DIRECTORS ASSOCIATION AWARD FOR EXCELLENCE, FOR THE 19TH CONSECUTIVE YEAR.

JUST A LITTLE BIT ABOUT THE AWARD.

THE ACHIEVEMENT OF EXCELLENCE IN LIBRARIES AWARD IS CONFERRED ANNUALLY TO LIBRARIES THAT DEMONSTRATE CONSISTENT EXCELLENCE AND OUTSTANDING CONTRIBUTION TO PUBLIC LIBRARY SERVICES WITHIN THEIR COMMUNITIES.

THIS IS NOT JUST ONE OF THOSE EVERYBODY-GETS-IT KING OF AWARDS.

IN 2020, OF THE 568 PUBLIC LIBRARIES IN TEXAS, ONLY 56 RECEIVED THE AWARD.

SO THAT MAKES OUR LIBRARY THE TOP 10 PERCENT OF TEXAS LIBRARIES THAT HAVE ACHIEVED THIS DISTINCTION.

A LITTLE BIT ABOUT THE CRITERIA, THERE'S 10 SERVICE LEVELS, ONE IS WORKFORCE DEVELOPMENT THROUGH SERVICES OFFERED TO THE UNEMPLOYED OR UNDEREMPLOYED.

TWO DIGITAL INCLUSION THROUGH ONLINE SERVICES THAT TEACH COMPUTER SKILLS, AND OFFER OTHER ONLINE ACCESS AND PROVIDE, PROMOTE LEARNING, TO OFFER SERVICES TO UNDER-SERVED AND SPECIAL POPULATIONS TO ASSURE THAT THESE SEGMENTS OF THE COMMUNITY ARE NOT LEFT BEHIND.

NUMBER FOUR, INTRODUCED NEW SERVICES OR ENHANCE EXISTING SERVICES WITHIN A YEAR.

FIVE, PROVIDE PROGRAMS THAT OFFER CULTURAL, TOPICAL AND EDUCATIONAL OPPORTUNITIES.

SIX, OFFER LITERACY SUPPORT SERVICES.

SEVEN, OFFER SUMMER READING PROGRAMS. EIGHT, ENGAGE IN COLLABORATIVE PARTNERSHIPS.

NINE, USE INNOVATIVE MARKETING TO MAKE THE COMMUNITY AWARE OF LIBRARY SERVICES, AND TEN, AND CERTAINLY LAST BUT NOT LEAST, PROVIDES STAFF TRAINING TO KEEP STAFF SKILLS SHARP, AND STAY ABREAST OF LIBRARY SERVICE TRENDS AND CHANGES.

ALL OF THOSE FOR 19 YEARS IN A ROW, OUR LIBRARY HAS BEEN ACHIEVING THOSE STANDARDS, AND I FEEL VERY CONFIDENT THAT NEXT YEAR, NUMBER 20.

KAREN, WOULD YOU LIKE TO SHARE ANYTHING WITH US ABOUT THE AWARD?

>> WE'RE EXTREMELY EXCITED TO RECEIVE THE AWARD FOR THE 19TH STRAIGHT YEAR AND LOOK FORWARD TO BEING ABLE TO SAY THIS TIME NEXT YEAR THAT WILL BE AWARDED FOR 20 STRAIGHT YEARS.

WE HAVE AN AMAZING, TALENTED STAFF WHO WORKED TIRELESSLY TO BE ABLE TO PROVIDE ALL THE SERVICES AND PROGRAMS THAT WE PROVIDE AT THE LIBRARY, AND A HUGE THANK YOU TO OUR LIBRARY BOARD WHO IS ALSO EXTREMELY SUPPORTIVE, AND VERY ENGAGED IN WHAT WE DO ON A REGULAR BASIS, SO THANK YOU TO THOSE TWO GROUPS.

IT EXPLAINS IN THE CITY MANAGER MAY HAVE A BETTER KIND OF EXPLANATION OF HOW BAD IT IS FOR THE CITY, BUT I CAN TELL YOU THAT MR. NEIGHBOR WAS TELLING ME EARLIER THAT THIS CONTRACT WAS SO BAD THAT HE TORE IT INTO PIECES WHEN HE GOT A COPY OF IT IN 1988 AND RETAINED THOSE PIECES FOR 33 YEARS.

AGAIN, I DON'T THINK GET TO LOOK VERY FAR TO SEE AN EXAMPLE OF SOME ISSUES PORTRAYAL CROSSING SYSTEMS AND ALSO USERS LIKE THE KATY TRAIL.

WE DO KNOW THAT OUR DALLAS COUNTY PARTNERS HAVE SUPPORTED INTERESTS, SUPPORTED US AND RECOMMENDED FUNDING FOR DEVELOPMENT OF THIS TRAIL THROUGH THAT CORRIDOR AND SO WE WILL BE WORKING WITH THEM IN THE COMING MONTHS TO FIND A WAY TO GET OUR AGREEMENTS IN PLACE SO THAT WHEN WE GO TO DESIGN THIS PROJECT, IT'LL BE ONE THAT DALLAS COUNTY CAN SUPPORT, IT'LL BE ONE THAT NORBA GROUP CAN SUPPORT AND ANY OTHER CITIZENS THAT DEAL RIGHT THOSE TRAILS.

WE FEEL LIKE THERE'S A GREAT OPPORTUNITY TO BRING, NOT JUST TRAIL HIKERS AND NON BIKERS AND PEOPLE WHO USE THE OFF-ROAD TRAILS TO THE GREEN BELT AND PROVIDE FOR NON MOTORIZED TRANSPORTATION, MULTI-MODAL TRANSPORTATION OPTIONS FOR PEOPLE TO COVER GREATER AREA IN OUR CITIES.

WE'LL DEFINITELY BE WORKING CLOSELY WITH MR. SPARKS AND MR. LUSITO PROCESS SO THAT WE CAN CERTAINLY ADDRESS THEIR CONCERNS.

THE 2021 CIP IS THE LARGEST CAPITAL PLAN IN GARLAND'S HISTORY. LET ME REPEAT THAT.

IT CONTINUES TO IMPLEMENT THE 2019 BOMB PROGRAM IN THE 2004 BOMB PROGRAM.

TODAY I WANTED TO TALK TO YOU GUYS ABOUT DRAINAGE ISSUES IN MY STREET ON MAYFLOWER DRIVE.

FOR EXAMPLE, WHEN YOU PP OR WHEN YOU PEED, IS PART OF THE DRAINAGE ISSUE.

HERE'S WHY THERE IS A BEGINNING, MIDDLE, AND END OF MAYFLOWER DRIVE.

THE BEGINNING OF MAYFLOWER DRIVE ON MY LEFT IS FACING TOWARDS THE LINE IN 78.

IN THE MIDDLE OF MAYFLOWER DRIVE IS FACING A CONVENIENCE STORE IN THE FRONT OF ITS CLASSICAL CENTER OF RENDERING MIDDLE SCHOOL, WHICH IS WHERE I LIVE IN FRONT OF THE SCHOOL.

AND AT THE END OF MAYFLOWER DRIVE IS FACING TO MY RIGHT TOWARDS GATEWOOD DRIVE.

THE DRAINAGE ISSUE IS BECOMING A PROBLEM. HERE'S WHY.

WHEN I WORKED IN THE CITY OF GARLAND INTERNSHIP PROGRAM IN THE ENGINEERING DEPARTMENT.

AND WHEN I WAS WORKING IN THE ENGINEERING DEPARTMENT, ME AND MR. HE'S A CERTIFIED BY ENGINEERING TECHNICIAN.

WE GOT THIS PATCH TO MAYFLOWER DRIVE AND MR. TILLY TOOK ME AND SHOW ME THAT AT THE END OF THE MAYFLOWER DRIVE TOWARDS GATEWOOD, THERE WAS A FLOODED AREA AND BECAME A LOT OF MOSQUITOES PROBLEM.

IT WAS BECOMING TOWARDS THE BEGINNING OF MAYFLOWER DRIVE.

THAT WAS MY CONCERN.

I SAW IN SALEM DRIVE THERE WAS A CIP PROJECTS THAT WAS COMPLETED, WHICH WAS GREAT.

BUT WHAT I WOULD LIKE TO SEE A MAYFLOWER DRIVE IMPROVEMENTS IS LIKE SIDEWALKS, THERE IS A LOT OF FRAGS WHENEVER YOU ARE.

THE WHOLE STREET IS ACTUALLY PRACTICE WELL TOWARDS A ALSO I WOULD LIKE TO SEE DRAINAGE REPAIRS.

REMEMBER, WHEN YOU PEE, PLEASE FLUSH DOWN THE TOILET.

ESPECIALLY TO THE CITIZENS, SO THAT DRAINAGE CAN GO VERY SMOOTH IN THE DRAINAGE WILL NOT IMPACTS.
