OBVIOUSLY, WE ARE STILL CONTINUING TO MEET IN A VIRTUAL FORMAT.

THE LINKS TO PARTICIPATE ARE INCLUDED IN ALL OF OUR AGENDAS.

IT IS THE CUSTOM AND TRADITION OF THIS CITY COUNCIL TO HAVE AN INVOCATION AND RECITAL PLEDGE ALLEGIANCE PRIOR TO THE BEGINNING OF OUR MEETINGS, FROM ONE OF OUR COUNCIL MEMBERS.

ITEM 4, CONSIDER A RESOLUTION OF THE CITY COUNCIL AND THE CITY OF GARLAND, TEXAS REQUESTING AN INCREASE IN THE ALLOCATION OF COVID-19 VACCINE DOSES FOR DISTRIBUTION, BY THE GARLAND ITEM 5, CONSIDERED BY MINUTE ACTION, THE APPROVAL OF THE NAAMAN SCHOOL ROAD RIGHT OF WAY IN LAND ACQUISITIONS.

[8. Consider an ordinance adopting the 2021 Capital Improvement Program]

CONSIDER AN ORDINANCE ADOPTING THE 2021 CAPITAL IMPROVEMENT PROGRAM.

WE'VE HAD NUMEROUS DISCUSSIONS ON THIS UP UNTIL LAST NIGHT.

COUNCIL, I BELIEVE WE ALL HEARD THE VARIOUS AMENDMENTS THAT HAVE BEEN PROPOSED.

I HAVE NOT SEEN OR HEARD OF ANY SENSE.

I BELIEVE AT THIS POINT, THE PROPOSED CIP STANDS WITH THE AMENDMENTS THAT HAVE BEEN OFFERED.

>> THANK YOU. IN THIS CASE, I WOULD LIKE TO OFFER TWO AMENDMENTS TO THE CIP DOCUMENT, THE FIRST OF WHICH IS IN THOSE PLACES WERE IN THE STATES BASEBALL FIELDS RECORDING THAT, THAT BE REPLACED WITH THE TEXT MARION DEE WILLIAMS THE FOURTH ERVIN FILM.

THE AMENDMENTS TO THE 2021 PROPOSED CIP INCLUDES INCREASING THE ELECTRIC UTILITY PROPOSED PROJECT COST BY 4,277 THOUSAND, BRINGING THE FINAL 2021 CIP FOR ELECTRIC UTILITY FUND TO 144,850 THOUSAND THIS WOULD BRING THE TOTAL CAPITAL IMPROVEMENT PLAN FOR 2021 TO BE 431,350 THOUSAND.

OUR SECOND ADJUSTMENT TO THE 2021 CIP IS TO INCREASE THE ELECTRIC UTILITY PROPOSED DEBT ISSUANCE BY 4,277 THOUSAND AND THE TOTAL 2021 CIP DEBT ISSUANCE WOULD BE A 125,631 THOUSAND.

CHANGES FOR FUTURE YEARS OR SUBSEQUENT CHANGES WOULD BE INCREASING PROJECT COSTS FOR AGARWAL PARK TO THE PLAYGROUND REPLACEMENT PROGRAM IN 2022 BY 250 THOUSAND.

THAT WOULD BE A CHANGE FOR NEXT YEAR.

THEN DIRECTION FROM THE CITY COUNCIL TO DESIGN TUCKER BELL PARK DEVELOPMENT TENNIS COMPLEX FOR OPTION 3, BUT TO PHASE CONSTRUCTION BASED ON THE AVAILABLE FUNDING. THAT IS ALL.

[9. Consider resolutions of Support for Low Income Housing 9% Tax Credit Projects]

9 PERCENT TAX CREDIT PROJECTS.

AS WE HAVE ALREADY HAD THE PRESENTATIONS ON THESE ITEMS AT PREVIOUS WORK SESSION LAST NIGHT, WE WERE SCHEDULED TO HAVE DELIBERATIONS AND DISCUSSIONS ON THESE PROJECTS.

DUE TO TIME, WE MOVED THAT TO TONIGHT.

I KNOW WE HAVE SEVERAL OF THE APPLICANTS IN ATTENDANCE WITH US.

I THINK COUNSEL, I'M GUESSING AT THIS POINT.

I'M NOT SURE WHAT DISCUSSIONS ARE TO BE HEARD ON THEM, BUT I WILL OPEN IT UP FOR DISCUSSION.

AND THEN AT THE END OF THE DISCUSSION, I WANT TO JUST BASICALLY GO THROUGH THEM PROJECT BY PROJECT AS THEY WERE LISTED.

WE BASICALLY HAVE THREE OPTIONS.

SUPPORT OR NO OPPOSITION.

I HAVE A HARD TIME SUPPORTING ANY ADDITIONAL MULTIFAMILY IN THE CITY.

WE HAVE SO MUCH THAT IS, HAS ALREADY BEEN BUILT, THAT IS IN THE PROCESS OF BEING BUILT AND THAT IS UNDER DEVELOPMENT.

IN ALL OF THESE, I THINK WOULD REQUIRE ZONING CHANGE.

I THINK I'M AT A POINT THAT, I KNOW WE'VE HAD DISCUSSIONS ABOUT THIS BEFORE THAT WE HAVE ENOUGH MULTIFAMILY IN THIS CITY.

I THINK THAT'S, PARTICULARLY, YOU LOOKING IN LIGHT OF THE EVENTS OF LAST WEEK, WE'VE HAD A LOT OF MULTIFAMILY ISSUES.

I KNOW THERE HAVE BEEN SOME STATEMENTS THAT I'VE HEARD THAT'S LIKE, WE NEED NEWER MULTIFAMILY AND ALTHOUGH I DON'T DISAGREE WITH THAT A FEW YEARS AGO, THE COUNCIL PUT TOGETHER WHEN WE WERE TALKING ABOUT THIS POINT SYSTEM.

THE WHOLE REASON WHY WE ESTABLISHED THE POINT SYSTEM THE WAY WE DID IS BECAUSE WHAT WE REALLY WANTED TO SEE WAS REFURBISHMENT OR REPLACEMENT OF EXISTING MULTIFAMILY.

THE THINGS THAT I THINK WE'RE GOING TO SEE IS, AS WE ADD MORE MULTIFAMILY, IF WE CONTINUE TO ADD AND ADD MULTIFAMILY, IT JUST PUSHES THE RENTS AND OTHER THINGS IN DIFFERENT DIRECTIONS AND SO WE HAVE PEOPLE WHO DO OWNERSHIP DO LESS MAINTENANCE AND THEY'RE DOING ALREADY.

AS WE KNOW, MAINTENANCE ON SOME OF OUR PROPERTIES HAS BEEN A PARTICULAR TROUBLE IN THE LAST WEEK.

WITH RESPECT TO THE SENIOR HOUSING, I'M A LITTLE MORE IN FAVOR OF THAT.

I'LL TELL YOU AND I THINK I COULD PROBABLY SUPPORT THE SENIOR HOUSING IF ONLY BECAUSE WE DEFINITELY HAVE A SHORTAGE OF SENIOR HOUSING AND WE HAVE A LOT OF FOLKS IN THE CITY.

WE'VE TALKED NUMBERS BEFORE, THE HIGH PERCENTAGE OF FOLKS WHO ARE GOING TO BE LOOKING FOR THAT KIND OF HOUSING AND THEY WANT TO LIVE NEAR HOME.

I THINK I'M ALL RIGHT WITH THAT BUT I DON'T INTEND TO VOTE IN FAVOR OF ANY MULTIFAMILY PROJECT TODAY AND I WOULD BE OPPOSED TO THE ZONING CHANGES NECESSARY DOWN THE ROAD WHERE THEY SHOULD BE APPROVED. THANK YOU, MAYOR.

>> THANK YOU, MAYOR. I'M OPPOSED ALSO ON PUTTING A MULTI-STATE FAMILY ON A TAIL.

I'M NOT IN FAVOR OF THAT AND I'M ALSO NOT IN FAVOR OF MANY CHANGING ON COMMERCIAL OR INDUSTRIAL AREA FOR MULTIFAMILY.

THAT'S IT. THANK YOU, MAYOR.

>> THANK YOU, MAYOR. I'M IN AN UNUSUAL POSITION IN THIS BUT I DID NOT EXPECT TO BE IN THAT BOTH THE SENIOR PROJECT AND THE FAMILY PROJECT IN DISTRICT TWO THAT ARE BOTH IN THE SAME AREA OVER THERE OFF DAIRY ROAD, HAVE EXTREMELY STRONG COMMUNITY SUPPORT.

WE HAVEN'T HAD ANYTHING NEW BUILT IT, ANY NEW DEVELOPMENT BUILT THERE IN DECADES.

WE NEED MORE HOUSING FOR FAMILIES, WE NEED MORE HOUSING FOR SENIORS.

BOTH OF THESE PROJECTS, THE PALLADIUM PROJECT EMBER EAST SIDE IS A RE-DEVELOPMENT OF A LOT.

THE OVERLAND PROJECT, WHICH IS THE SENIOR PROJECT IS A VERY SMALL PROJECT THAT USES A TRACT, THIS CRISS-CROSSED WITH CREEKS, WITH OVERHEAD WIRES, WITH A LOT OF THINGS THAT MAKE IT VERY DIFFICULT TO DEVELOP.

I HAVE EXTENSIVELY REACHED OUT IN MY DISTRICT IN THOSE AREAS.

FORMER COUNCILWOMAN AMY DIXON IS STRONGLY IN FAVOR OF THE PALLADIUM PROJECT EMBER EAST SIDE.

THE BUSINESSES ALL ALONG THE AREA ARE STRONGLY IN SUPPORT OF THAT SO I SUPPORT BOTH OF THESE.

BOTH WILL NOT BE BUILT AND MR. JOHNSON WITH OVERLAND HAS ALREADY SAID THAT IF WE OFFER SUPPORT TO PALLADIUM, THAT THEY WILL WITHDRAW BECAUSE THAT WILL BASICALLY KNOCKED THEM OUT.

BOTH CAN'T BE BUILT BUT I DO STRONGLY SUPPORT NEW DEVELOPMENT IN THAT AREA.

THE COMMUNITY NEEDS IT, THEY WANT IT.

I WILL BE ASKING FOR SUPPORT FOR BOTH OF THESE, UNDERSTANDING THAT ONLY ONE UP POSSIBLY AT THE STATE LEVEL BEING APPROVED.

I'LL GIVE THE MIC TO WHOEVER'S NEXT.

BOTH ARE CURRENTLY IN THE SAME CENSUS TRACT.

IT'S AN ODDLY DRAWN TRACK TO BE CERTAIN.

I'LL BE SUPPORTING THE TRACT AT 1102 NORTH SHORE.

THERE ARE A LOT OF GOOD ARGUMENTS TO BE MADE RIGHT NOW ABOUT THE STATE OF MULTIFAMILY IN THE CITY BUT HERE'S WHAT IT COMES DOWN TO FOR ME.

WE NEED MODERN QUALITY NOT 1960S AND 1970S MULTIFAMILY.

THE MOST RECENT BUILD IN THE AREA AROUND THE 1102 NORTH SHORE PROJECT WAS BUILT IN THE LATE '70S.

FROM A STRATEGIC PERSPECTIVE WHICH COUNCILMAN RIVERA BROUGHT UP.

I'M VERY OPEN TO THAT ARGUMENT BUT I ALSO LOOK AT WHAT WE'RE DOING WITH THE MEDICAL DISTRICT AND THAT IS, WE'RE TRYING TO MAKE SURE THAT ALL OF THE ELEMENTS ARE THERE IN THAT SPECIFIC AREA TO MAKE THAT A SUCCESS.

I FEEL LIKE THIS IS CERTAINLY A PART OF THAT.

WE'RE PUTTING PEOPLE IN WALKING DISTANCE OF THIS NEW VA HOSPITAL.

WE'RE SETTING A LOT OF ELEMENTS UP TO MAKE SURE THAT THAT SUCCEEDS BECAUSE IT'S FAILED IN THE PAST AND SO WE'RE TRYING TO LEARN FROM OUR MISTAKES.

ONE OF THE CONVERSATIONS I'VE HAD IS THAT NEW MULTIFAMILY PRODUCT WILL NOT APPLY THE SAME MARKET PRESSURE TO OLD MULTIFAMILY PRODUCT THAT IT MIGHT IN SOMEPLACE OTHER THAN NORTH TEXAS AND THAT IS A VERY WELL-REASONED ARGUMENT TOO BECAUSE WE HAVE AN ENORMOUS AMOUNT OF DEMAND IN THIS AREA.

FOR THAT MARKET PRESSURE THING TO WORK, YOU NEED DEMAND TO FALL OFF A BIT.

I HAVE SEEN HOMELESSNESS ALWAYS IN NORWAY'S HIGHWAY WHERE RACETRACK IS AND WE NORMALLY GO THAT THAT GAS STATION, BUT WE DON'T ANYMORE BECAUSE NOW HOMELESS ARGUING THAT ARE GOING INSIDE TO THE GAS STATION, JUST TOWARDS THAT DIRECTION.

IT'S BEEN A PROBLEM AND ALSO ON THE STATUS OF THE VACANT DAY LABOR CENTER.

THERE IS SOMEBODY THERE, EVERY THURSDAY THEY'RE GIVEN FOOD.
