BUT FIRST OF ALL, BEFORE

[00:00:01]

WE GO ANY FURTHER,

[Cultural Arts Commission on January 19, 2021.]

I WANT TO INTRODUCE YOU TO, YOU KNOW, THIS IS DEBBIE'S LAST MEETING, DEBBIE SITTING BACK THERE WITH A MASK ON AND OUR NEW, THE NEW DEBBIE, OUR NEW PERSON IS MICHELLE, MICHELLE NORRIS.

MICHELLE, YOU WANT TO PULL YOUR MESS DOWN A BIT SO THEY CAN JUST KIND OF SEE YOU.

THERE'S MICHELLE.

DEBBIE HAS BEEN TRAINING MICHELLE THE LAST TWO WEEKS, MICHELLE, WHICH ONE'S MICHELLE, IS THIS, I COULDN'T SEE THAT.

THERE'S DEBBIE.

UH, I CAN ONLY SEE YOU, CRAIG.

I CAN SEE MICHELLE.

YOU JUST GET TO SEE DEBBIE TOO.

HOW DO I, HOW DO I SEE EVERYBODY? IF YOU GO UP TO THE RIGHT CORNER WHERE IT SAYS VIEW AND THEN HIT THE GALLERY VIEW OR FULL SCREEN OR WHATEVER, THEN IT'LL BE LIKE, UH, I'M WORKING ON AN IPAD.

OH, WELL, OH CRAP.

I JUST, WAIT, I JUST LOST EVERYBODY NOW.

YOU'RE HERE.

WELL, NO, I GO BACK IN, I GUESS HERE I AM EVERYBODY OUT AND IT JUST ALL LOST EVERYTHING.

OKAY.

JOCELYN, WHY? WHILE WE'RE WAITING, WHY DON'T YOU TELL HIM A LITTLE BIT ABOUT YOURSELF? THIS IS OUR NEW COMMISSIONER.

YEAH.

UM, WELL, FIRST OF ALL, THANK YOU SO MUCH FOR, UH, JUST ACCEPTING ME INTO THIS GROUP.

UH, IT MEANS A LOT TO ME ACTUALLY.

UM, I'VE BEEN WORKING, UH, SO I, YOU KNOW, MY NINE TO FIVE JOB IS WORKING AT THE CEDARS UNION, UH, WHICH IS AN ARTIST COHORT, UM, UH, SLASH ARTIST, UH, SHARED WORKSPACE.

UM, SO I'M REALLY FAMILIAR WITH WHAT THOSE KINDS OF SPACES ARE EITHER EDUCATIONALLY OR, UM, OR ORGANIZATIONALLY, UM, AND THE AMOUNT OF WORK THAT IT ACTUALLY TAKES TO MAKE THAT THOSE KINDS OF BUSINESSES, IF YOU WILL, UH, FUNCTION.

UM, SO I'M, I'M REALLY EXCITED TO BE WITH YOU GUYS.

UM, AND, UH, I'M AN ARTIST MYSELF.

SO, UH, I HAVE BEEN WORKING HERE LATELY AT JOHN NEELY, BRYAN ELEMENTARY, SETTING UP, UH, SOME SCHOOL GARDEN, UH, SLASH MURAL ART SPACE.

UM, SO WE WE'VE ACTUALLY JUST BEEN WORKING WITH ALL VOLUNTEERS.

UM, EVERY SINGLE PERSON THAT IS THERE IS, UM, A CIVILIAN, UM, NO ONE'S GETTING MONEY OTHER THAN LIKE MAYBE THE OCCASIONAL GRANT OF LIKE $1,500, IF THAT, UM, SOMETIMES $200, SOMETIMES NOTHING.

UH, I MYSELF WAS SENT $300 ON SPRAY PAINT ALONE, JUST DOING THIS PROJECT.

UM, SO I, I DEFINITELY SEE THE WORTH AND VALUE OF COMMUNITY COMING TOGETHER AND, UM, STARVING FOR A BETTER WORLD, NOT JUST FOR THEMSELVES, BUT FOR OTHER PEOPLE.

SO I'M JUST VERY GRATEFUL.

I'M EXCITED.

I WANT EVERYBODY TO KNOW, UH, JOCELYN, THE YEAR YOU, SHE WAS A GARLAND HIGH SCHOOL STUDENT AND SHE WENT THROUGH OUR ART EXHIBIT THAT WE DO IN GIS D AND SHE WAS ONE OF THE WINNERS.

SHE WENT, UH, AN AWARD AND SO IT'S COME FULL CIRCLE.

AND NOW HERE SHE IS ON THE ARTS COMMISSION.

SO IT'S A VERY EXCITING TIME FOR US THAT IT'S ALL COME ABOUT.

AND SHE IS A PROFESSIONAL ARTIST AND COMING OUT OF THE GIS D SYSTEMS. SO THIS IS WHAT WE ALL STRIVE TO SEE HAPPENING WITH BRINGING ALONG SO MANY OF THE YOUTH.

AND NOW HERE YOU ARE SO WELCOME ABOARD.

YES, FOR SURE.

AND WE WELCOME MICHELLE.

WE INTRODUCED MICHELLE, MICHELLE, YOU, I TELL THEM A LITTLE BIT ABOUT YOURSELF.

LET'S SEE.

SURE.

I JUST, UM, LEFT A JOB WITH RSP CHILDREN'S THEATER IN LONGVIEW, TEXAS.

AND IT WAS AS THE EXECUTIVE DIRECTOR AND ARTISTIC DIRECTOR THERE.

I HAVE TWO BOYS ONE'S 19 ONE 16, AND, UM, I HELPED BUILD THE ARTS DISTRICT, UH, THE TCA ARTS DISTRICT FOR THE CITY OF LONGVIEW.

SO GREAT TO HAVE YOU WITH US.

OKAY.

WELL, I JUST WANT TO SAY, YOU KNOW, TO DEBBIE, SHE HAS HELD OUR HANDS FOR EVER, AND WE ARE GOING TO MISS HER SO VERY MUCH THAT WE LOOK FORWARD TO WORKING WITH YOU, MICHELLE, BUT YOU'VE GOT BIG SHOES TO FILL BECAUSE SHE'S BEEN WONDERFUL.

AND WE ALL, I MEAN, I W I KNOW HARLAN AND THOSE OF US THAT HAVE BEEN ON THERE FOR A VERY LONG TIME DEFINITELY HAVE REALLY DEPENDED ON DEBBIE.

AND, UM, THANK YOU, DEBBIE.

WE'RE GOING TO MISS YOU MISS Y'ALL, TOO.

THANK YOU.

IT'S BEEN THE GLUE HOLDING US TOGETHER FOR 20, 29

[00:05:01]

YEARS.

SHE'S BEEN SO LONG , BUT ENJOY YOUR RETIREMENT AS WELL WORTH IT.

I'M LOOKING FORWARD TO IT.

YEAH, FOR SURE.

BUT GLAD TO HAVE YOU ONBOARD TOO, MICHELLE.

THANK YOU.

AND I'M LOOKING FORWARD TO IT.

THANKS.

SO WE CALL THE MEETING TO ORDER.

I'D LIKE TO CALL THE MEETING OF THE CULTURAL ARTS COMMISSION.

TODAY'S JANUARY 19TH.

AND AT THIS TIME WE'D LIKE TO, UM, LOOK AT THE, UH, THIS MEETING IS BEING RECORDED.

OKAY.

UM, CALL THE MEETING TO ORDER.

AND AT THIS TIME WE'LL LOOK AT THE MINUTES AND, UM, FROM OUR LAST MEETING.

AND, UM, IF I HEAR, UH, AN APPROVAL FOR THE MINUTES AS READ, DO I HEAR A MOTION TO APPROVE THEM AS WRITTEN OR READ THEM SO I CAN, CAN'T MAKE A MOTION.

I WAS ABOUT TO SAY THE SAME THING REAL FAST.

UH, OKAY.

WELL, LET'S JUST MAKE A MOTION TO APPROVE THE MINUTES I TRUST YOU GUYS.

I'LL MAKE A MOTION.

I'LL MAKE A MOTION TO APPROVE THE MINUTES.

OKAY.

ALL RIGHT.

UH, ALL THOSE IN FAVOR, SAY AYE.

AYE, AYE.

PPOS AND OPPOSED MOTION CARRIES.

THANK YOU.

ALL RIGHT.

AT THIS TIME, WE'RE GOING TO LET SCOTT BALLINGER TALK TO US ABOUT WHAT'S GOING ON WITH THE CITY IN THE NEIGHBORHOOD.

VITALITY.

HOW ARE YOU? CAN YOU HEAR ME? YES, I CAN HEAR YOU.

UH, IS IT POSSIBLE FOR ME TO SHARE MY SCREEN? YES, MICHELLE.

OKAY.

IF YOU'LL SCROLL TO THE BOTTOM.

OKAY.

OH MY GOODNESS.

ALL RIGHT.

THANKS FOR THIS OPPORTUNITY.

THIS IS PRETTY BRIEF, BUT, UH, IT GOES OVER SOME OF THE THINGS THAT WE'VE BEEN WORKING ON, UM, OVER IN, UH, THE NORTH, WE'RE CALLING THE NORTH GARLAND CORRIDOR.

UM, THIS IS AS YOU GO NORTH ON GARLAND AVENUE, JUST BEFORE THE BUDDHIST TEMPLE, UH, AT APOLLO, UH, WE JUST FINISHED, UM, A BRIDGE THERE.

YOU USE THE DESIGNS FROM DAVID DUNKIN THAT WE USED AT THE TOWN NORTH SCREENING WALL TO CREATE SORT OF AN ORNAMENTAL PATTERN.

AND SO THAT IS NOW COMPLETE.

UM, THE, THIS PICTURE DOESN'T SHOW IT, THE, UH, PEDESTRIAN LIGHTING IS IN PLACE NOW.

SO IT IS LIT AT NIGHT ALSO.

UM, IT HASN'T, IF THERE'S ONE THING MISSING ON THE FINAL INSPECTION, BUT IT'LL BE, THERE'LL BE FINALED OUT PRETTY SOON.

SO WE'RE HAPPY TO GET THAT DONE OVER IN RAINBOW STATES.

UH, THIS IS IF YOU, UM, FOLLOW AVENUE, UM, AVENUE D EAST AT PARKER ROAD, UM, THERE'S A, THERE'S AN ENTRY THERE TO RAINBOW ESTATES.

UM, VERY OLD NEIGHBORHOOD IN GARLAND.

I THINK I'VE REPORTED BEFORE WE PUT, PUT IN A MOSAIC ENTRYWAY FEATURE THERE THAT WAS ALREADY COMPLETED, UH, FRED, DYLAN ALEVA AND JOE RATLIFF WITH ASH STUDIO IN DALLAS, THEY WERE WORKING ON A SCULPTURE FOR THAT AREA.

THE, THIS WAS THE SORT OF THE MOCK-UP FOR IT.

THE CONCRETE PAD HAS ALREADY BEEN INSTALLED.

AND, UH, HE'S ACTUALLY USING THE BILL PRIEST, UM, CAMPUS TO DO THE FABRICATION, BUT THEY CLOSED DOWN LAST WEEK DUE TO COVID.

SO THEY'RE EXPECTED TO RESUME, I BELIEVE TOMORROW ON THE, ON THE WAREHOUSE SIDE.

SO THEY'RE EXPECTING A MID FEBRUARY INSTALLATION ON THAT.

NOW ALSO COMPLETE OUR WORK WITH RAINBOW STATES.

UH, WE'VE BEEN DOING A LOT OF STUFF AT AVALON PARK.

UM, OUR, WHERE THE HEART IS NEIGHBORHOOD WAS THIS, THIS NEIGHBORHOOD HERE, WE, IT WAS CALLED THE OAKS.

UM, AVALON PARK IS RIGHT DOWN HERE DOING A LOT OF WORK DOWN THERE.

UM, INCLUDES A PAVILION PAINTING, SOME INTERACTIVE STENCILING, A PARKING LOT, STENCIL, A VOLUNTEER TRASH CLEANUP, BUNCH OF NEW STUFF, UM, AMENITIES FOR THE PARK AND THAT EVENTUAL REPLACEMENT OF THE PIER AT BLOND PARK.

AVALON PARK IS HERE'S 30.

OKAY.

SO YOU'RE SOUTH OF 30 SOUTH, JUST SOUTH OF GUTHRIE.

HERE'S TODDLER.

GOT IT, GOT IT.

OKAY.

ONE.

OKAY.

BIG, BIG, NICE POND THERE.

REGIONAL ATTRACTION.

I KNOW JUST, WE SPEND A LOT OF TIME AND ALLEN PARK OVER THE PAST YEAR.

SO WE KNOW IT ATTRACTS

[00:10:01]

A LOT OF VISITORS, INCLUDING VISITORS FROM OUTSIDE OF GARLAND, BUT WE DO KNOW THAT THIS NEIGHBORHOOD REALLY ENJOYS THAT PART.

OKAY.

SO THOSE ARE SOME OF THE THINGS THAT WE WERE WORKING ON.

UH, I THINK, UH, THE LAST MEETING, OR MAYBE THE ONE BEFORE, UM, SINCE YOU, UH, KIND OF A SKETCH OF WHAT THE PAVILION PAIN WOULD LOOK LIKE THAT HAS BEEN INSTALLED, UH, THE CALL LASTED THERE, DID THAT ONE.

UM, SO THAT IS, UH, AND THEN WE ALSO DID SOME, UH, SORT OF STENCILING WITH, I MEAN, IT WAS OPEN TO ANYONE.

SO YOU SEE ALL AGES HERE.

UH, WE DID SOME PRACTICE, SOME PRACTICE STENCILING, AND THEN THE ARTIST, UM, SORT OF GUIDED THEM ON WHERE TO PLACE THOSE.

SO THESE, THESE, UH, THIS DESIGN, WHICH IS IN THE DESIGN OF A FINISH, BUT IT'S USING, UH, OAK LEADS AS THE COMPOSITE.

SO IT'S KIND OF COMBINING THE PEER AT THE FISHING AND AVALON PARK WITH THE OAKS NEIGHBORHOOD.

UM, THAT'S, THOSE WERE STENCILED ALL THROUGHOUT THE PARK.

THEY SORT OF CIRCLE AROUND HERE AT THE PAVILION AND THEN THEY COME OUT OR COME IN, DEPENDING ON THE DESIGN, UM, OF HOW THE FLOW OF THE PARK.

SO WE DID THAT, UM, THIS LAST SUMMER, COLIN, I WOULDN'T G TO MAKE SURE OR CALLING SCOTT THAT YOU TOLD HIM ABOUT COLIN IS THE ARTIST THAT DID YOUR MURAL, THAT WAS DOWN IN, UH, ON OATS.

BUT THEN HE'S ALSO THE ONE THAT DID THE COMMUNITY MURAL DOWNTOWN, RIGHT BY THE SQUARE AT FIVE OH SIX ART.

SO, UM, EVERYBODY I'M SURE MET HIM, HE'S A DELIGHTFUL PERSON AND WORKED SO GREAT WITH THE COMMUNITY ON THAT PROJECT.

SO IT'S WONDERFUL THAT HE'S BEEN INVOLVED IN SO MANY, I THINK.

YEAH, THAT'S HIM HERE AND YOU'RE RIGHT.

HE WORKS, HE WORKS REALLY WELL TO COMMUNITY.

UM, THAT'S, UM, THAT'S BEEN CLEAR IN PAST PROJECTS, BUT IT WAS REINFORCED WITH THIS ONE.

I MEAN, YOU HAD, YOU HAD A LOT OF PEOPLE, YOU KNOW, THIS LADY WAS REALLY NERVOUS ABOUT, ABOUT, YOU KNOW, SPRAY PAINT ON THE, ON THE GROUND.

NOW, WHAT IF I MESS IT UP? YOU KNOW, THINGS LIKE THAT.

AND HE, HE REALLY TALKED THROUGH THE GROUP AND, AND, UM, AND THEY, THEY HAD A LOT OF FUN.

A LOT OF THESE WERE HONORS STUDENTS THAT WERE GETTING IN VOLUNTEER HOURS.

THAT'S ALSO THE CASE WITH THE VOLUNTEER TRASH CLEANUP, UM, UH, THAT WAS OVER SPRING BREAK, BUT, UM, YEAH, THEY WERE, THEY WERE A LOT OF FUN TO WORK WITH.

UM, THEY GOT EXPOSURE TO THE PARK AND EXPOSURE TO THE ARTS AND YOU'RE RIGHT.

THANK YOU FOR BRINGING UP PELL.

AND HE'S, HE'S REALLY GREAT TO WORK WITH.

WE'VE DONE MOST OF EVERYTHING AT THAT PART.

WE STILL HAVE THE PEER REPLACEMENT THAT WE HOPE HAPPENS IN 2021 AND THEN THE PARKING LOT STINTS.

SO THAT'S NOT A, THAT'S NOT AN, A COMMUNITY THING.

THAT'S SOMETHING THAT COLIN'S GOING TO DO SORT OF HIMSELF THAT WE HOPE TO HAVE DONE AT THE OUTLAW AND PARKING LOT.

UM, UH, SOMETIME THIS QUARTER, UM, IF YOU REMEMBER, THIS IS A COUPLE OF YEARS OLD, BUT, UH, CONTINUING THAT DESIGN ON OAKS ON OATS ROAD, UM, THAT, THAT MURAL AT THE RETAINING WALL THERE, WE ALSO DID A SIGNAL BOX WRAP.

I BRING THAT UP BECAUSE THE DOWNTOWN TIF FUNDED SOME ADDITIONAL SIGNAL BOX WRAPS, UH, OVER IN WEST GARLAND.

UM, THEY DID A, THEY HELD A COMPETITION TO, UH, UM, TO SELECT THOSE DESIGNS.

THREE OF THE FOUR HAD BEEN INSTALLED.

THIS IS THE ONE AT FOREST JUPITER, EXCUSE ME, THAT'S THE ONE AT FOREST JUPITER.

THIS IS THE ONE AT FOREST AND BARNS BY, UM, MR. VANDER WAY.

UM, HE'S A, HE'S A PROFESSIONAL ARTIST THAT JUST MOVED TO GARLAND.

HE'S, HE'S SPLASHING THIS ALL OVER HIS PERSONAL SOCIAL MEDIA.

UM, I LOVE THE DOOR ON THE SIDE HERE.

GIVE ME A DETAIL THAT HE GOT.

UM, AND THEN, UH, THIS IS ALSO A DESIGN.

IF IT IS FOREST IN THE INTERNATIONAL, YOU GOT SOMETHING LIKE, UM, I WANT TO SAY IT WAS 30 PLUS SUBMISSIONS, UM, OR FOR THE COMPETITION.

AND THEN WE DID SORT OF A BLIND JUDGING WHERE WE DIDN'T ATTACH NAMES ANY OF THE DESIGNS AND, UH, DID A COMPOSITE SCORING TO SELECT WHICH ONES, UM, WHICH ONES WOULD WIN.

UH, THERE'S ONE THAT HAS NOT BEEN INSTALLED YET.

UM, IT'S BY, AS YOU MAY KNOW, MR. DAVID SANDERS, UH, FROM THE GIS D HE DESIGNED THIS ONE, UM, WE'RE STILL WORKING ON GETTING THE CAT FILE FROM HIM, BUT THIS WILL BE DESIGNED.

THIS WILL BE, THIS IS THE DESIGN FOR THE DART EXIT ALSO IN WEST PARK.

HM.

WE, AS YOU MAY KNOW, WE DO THIS THING CALLED TACTICAL PROJECTS.

THIS IS VERY QUICK DELIVERY TYPE THING THAT HAVE LOADED LOW TO MAINTENANCE.

UM, OUR GENERAL GUIDELINE IS THAT IT CAN BE DONE BY FOUR PEOPLE IN FOUR HOURS FOR UNDER $400.

AND SOME EXAMPLES OF SOME OF THE THINGS WE'VE DONE,

[00:15:01]

UH, THE BRIDGE CAPS.

UM, THIS IS THAT, UM, SATURN AND BRIAR CLIFF, I THINK, OR MAYBE OVERLOOK, UH, BUT AS LONG AS SATURN ROAD LEADERSHIP GARLAND ALSO DID ONE OF THESE ALONG THE SIDE OF THE ROAD.

NO, THIS IS GLENBROOK, I'M SORRY, LENBROOK AND BRIAR CLIFF, THE OTHER ONES ON SATURN ROAD, ANOTHER EXAMPLE, WE'VE DONE CROSSWALK PAINTINGS AND THE DOP MURAL DOWNTOWN.

UM, SO WE HAVE A FEW MORE OF THOSE PLAN.

I JUST DON'T HAVE ANY DATES FOR YOU YET.

WE HAVEN'T, HAVEN'T GOTTEN THOSE NAILED DOWN.

UH, WE WANT TO DO A DRY DUCK CREEK TRAIL PROJECT THAT INCLUDES BENCH, BENCH PAINTING, AND SOME ARTISTIC MILE MARKERS OR WAYFINDING SIGNAGE, ALL KINDS OF POSSIBILITIES.

THERE.

WE ALSO HAVE SOME DOWNTOWN PROJECTS THAT WE HAD PLANNED ON DOING, BUT THIS IS BEFORE COVID, WE WEREN'T REALLY SURE.

I NEED TO WORK MORE WITH THE DOWNTOWN OFFICE ON WHAT THOSE ARE GOING TO BE IF WE'RE STILL DOING THOSE.

SO I DON'T HAVE ANY DATES FOR YOU OR ARE DESIGNED YET, BUT YOU HAVE SOME TACTICAL WE HAVE PLANNED IN THE FUTURE.

SO THAT'S US.

UM, PUBLIC ART IS REALLY IMPORTANT.

I THINK FOR US IN, IN, IN PLACE ATTACHMENT AND INCLUSION, NEIGHBORHOOD REVITALIZATION, THAT'S WHY WE INCLUDE THOSE IN OUR PROJECTS.

UM, WHEREAS IT'S NOT THE ONLY THING WE DO, BUT WE ALWAYS LOOK FOR OPPORTUNITIES TO INCLUDE THESE TYPES OF PROJECTS THAT ARE IN OUR NEIGHBORHOOD WORK.

AND SO FAR THE RESIDENTS HAVE REACTED VERY POSITIVELY BACK THERE, USUALLY THEIR FAVORITE THINGS ABOUT OUR ART PROJECT.

SO WE'RE HAPPY TO CONTINUE THAT WORK AND BE PART OF THE CULTURAL ARTS MASTER PLAN AND ALL THAT GOOD STUFF.

SO THAT'S MY PRESENTATION.

I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

AND SCOTT, I KNOW WHAT YOU'RE DOING IS WHAT PART OF THE MASTER PLAN OF BRINGING ART INTO THE NEIGHBORHOODS TOO.

SO THAT IS A VERY VITAL PIECE OF WHAT'S WHAT'S HAPPENING WITH THE CULTURAL ARTS MASTER PLAN.

SO THANK YOU SO MUCH.

YEAH, IT LOOKS REALLY GOOD JUST BY CHANCE.

WHAT HAPPENED TO THE DUCK CREEK, THE DUCK OR THE, WHATEVER I MEANT TO HAVE THAT YET.

I'M SORRY.

YEAH, ACTUALLY ANDY MAY KNOW, KNOW MORE ABOUT IT THAN ME AT THIS POINT.

UH, I KNOW THAT THEY HAVE STAKED OUT THE LOCATION, UH, FOR IT, WHERE EXACTLY IT'S GOING TO GO IN, IN, UM, UH, IN CORRELATION WITH THE PLAYGROUND THAT'S BEING INSTALLED THERE.

SO, UM, UH, THE ALIGNMENT, ORIENTATION, EXACT LOCATION OF THAT, THE SCULPTURE ITSELF IS FINISHED.

THEY'RE JUST, UM, GETTING ALL THOSE DETAILS AND GETTING THE INSTALLATION DETAILS NAILED DOWN.

UM, I MEAN, IT IT'S PROBABLY GOING TO HAPPEN.

I MEAN, IT'S DEFINITELY GONNA HAPPEN IN THE FIRST QUARTER, BUT I DON'T, I DON'T HAVE A DATE YET.

SO IS THAT STILL LIKE A COLONEL AND, AND, UH, THE FIRST STREET OR DUCK CREEK AND COLONEL.

OKAY.

ALL RIGHT, COOL.

WE CAN, WE CAN GET YOU AN UPDATE.

THAT'S MORE SPECIFIC.

WE'VE GOT THE PARKS DIRECTOR KIND OF COORDINATE WITH THE ARTIST TO MAKE SURE THAT WE'VE GOT ALL THE DETAILS WORKED OUT ON THE SITE, BUT THEY'VE VISITED WITH IT.

I THINK IT'S PRETTY EMINENT THAT IT SHOULD BE STARTED PRETTY SOON.

OKAY.

SO I THINK THAT WAS THE ONLY OTHER ONE THAT YOU HAD BROUGHT UP OR, YOU KNOW, EARLY ON THAT, BUT I REALLY DO LIKE THE, UH, THE COVERS, THOSE SLIPS ON THE, UM, WHAT DO YOU CALL THEM? I'M SORRY, I CAN'T EVEN GET LOGICAL BOXES, ELECTRICAL BOXES, ELECTRICAL BOX THINGS.

I REALLY DO LIKE THOSE, AND I HOPE YOU'LL CONTINUE DOING THOSE AROUND THE CITY.

I MEAN, UM, I MEAN, IF YOU, IF YOU, IF YOU REALLY FEEL THAT WAY, I MEAN, FEEL FREE TO ADVOCATE FOR THEM.

UM, I KNOW, YOU KNOW, THERE'S ALWAYS THE WORRY ABOUT MAINTENANCE.

THESE THINGS ARE NOT, YOU KNOW, PERMANENT INSTALLATIONS.

THEY'RE GOING TO FADE IN PEEL, YOU KNOW, IN TO THE FIVE YEARS' TIME.

SO THEY'RE GOING TO NEED TO BE TAKEN DOWN AT SOME POINT, BUT, UM, YOU KNOW, JUST, JUST PEOPLE GET NERVOUS ABOUT MAINTAINING THEM AND THINGS LIKE THAT.

I THINK THAT, UM, LIKE I SAID, THE, THE TIF BOARD FUNDED THESE THREE THAT I'VE HEARD, THE FOUR THAT I PRESENTED TONIGHT ARE THREE OF THE FOUR AT LEAST.

UM, SO THAT WE JUST HELPED WITH THE INSTALLATION BECAUSE WE HAD DONE ONE BEFORE.

WELL, YOU KNOW, THE CULTURAL ARTS COMMISSION MIGHT BE INTERESTED IN FUNDING SOME TIME, BUT ANOTHER THING WE HAD TALKED ABOUT WAS MAYBE WE HAVE THIS, UH, ANNUAL ART COMPETITION WITH THE STUDENTS, UH, FROM GIS D.

AND THAT MAY BE SOME OF THE WINNERS OR THE TOP WINNER.

THE BEST OF SHOW COULD BE PLACED ON ONE OF THESE BOXES OR A BANNER OR SOMETHING IN THE FUTURE.

AND I KNOW WE TALKED ABOUT THAT TOO, AND, AND IT WOULD BE GREAT IF THAT WOULD BE ANOTHER INCENTIVE FOR THEM THAT THEY CAN HAVE THEIR WORK SHOWN PROFESSIONALLY SOMEHOW.

RIGHT.

RIGHT.

WELL, THAT'S WHAT I WAS THINKING.

WE OUGHT TO WORK WITH JISD ON THIS TO DO SOME OF THE ARTWORK FOR THEM.

HOW MUCH IS EACH ONE? HOW MUCH IS EACH ONE OF THE COVERS? UH, PRINTING AND INSTALLATION

[00:20:01]

IS ABOUT 400, $500.

THE ONLY THING I WOULD ADD TO THAT IS, EXCUSE ME.

UM, IF, I MEAN, IF YOU HAVE, ESPECIALLY IF YOU HAVE SPECIFIC LOCATIONS IN MIND, UM, OF COURSE THESE, THESE BOXES, DO YOU GET IT REPLACED FROM TIME TO TIME? SO YOU WANT TO MAKE SURE THAT IF YOU HAVE A SPECIFIC LOCATION IN MIND THAT IT'S NOT A BOX IT'S GOING TO BE REPLACED, BUT ALSO, UM, I THINK IT'D BE GREAT IF WE COULD PUT OUR HEADS TOGETHER AND WE DON'T WANT TO GET TOO RESTRICTIVE OBVIOUSLY, BUT COME UP WITH SOME KIND OF NATURAL OR LOGICAL THEMING WITH THEM.

SO NOW A DOWNTOWN ONE MAY HAVE OF A DIFFERENT THEME, THE ONE OUT BY THE CREEK OR ONE OR ONE UP NORTH.

AND, UM, LIKE I SAID, YOU DON'T WANT TO GET TOO RESTRICTIVE ON THAT, BUT, UM, I THINK, I THINK SOME KIND OF THEMING WOULD BE, WOULD BE REALLY NEAT.

I AGREE.

I AGREE.

DO YOU EVER HAVE NEIGHBORHOODS COME TO YOU AND WANT SOME OF THESE DONE OR SOMETHING LIKE THAT DONE ON, ON PROPERTIES OR WALLS OR I GUESS, OR DO YOU JUST GO OUT IN THE COMMUNITY AND ARE LOOKING FOR THINGS THAT NEED TO BE DONE? THE FIRST ONE, IT WAS SORT OF OUR IDEA THAT THE NEIGHBORHOOD AGREED TO, BUT NOW THAT, YOU KNOW, THAT'S PART OF OUR PRESENTATION NOW, NOT THAT WE DO, NOT THAT WE ARE SUGGESTING THEY SHOULDN'T WALK ONE OF THESE, IT'S JUST, WE'RE TRYING TO SHOW THEM EXAMPLES OF THINGS THAT WE COULD DO.

THEY'RE ALMOST ALWAYS ATTACHED TO THAT AND SAY, I WANT ONE OF THOSE.

UM, SO YEAH, I THINK THERE'S, THERE'S PLENTY OF SUPPORT FOR THEM.

UM, BUT WE HAVEN'T ACTED ON ANY OF THAT YET.

WE'RE, WE'RE SORT OF WAITING TO SEE HOW ALL OF THIS GOES.

DO YOU HAVE ANY OTHER, I KNOW I DON'T DRIVE TOTALLY JUST AROUND GARLAND, LOOKING AT ELECTRICAL BOXES OR WHATEVER.

DO YOU HAVE SOME THAT YOU WOULD LIKE TO DO, OR THOSE ARE YOUR NEXT ONES YOU WANT TO DO IF YOU HAVE A CHANCE OR DO YOU HAVE SOME SCOPED OUT? WE DO.

OKAY.

THAT'S GOOD TO KNOW THEN EVERY WEEKEND I'LL GET TOGETHER AND WORK ON SOME OF THESE.

YEAH.

I MEAN, YEAH, THAT CAN BE, YOU KNOW, SOMETHING, CAUSE WE DO HAVE SOME MONEY FOR PROJECTS AND STUFF, BUT THEN THAT COULD JUST BE ON OUR LIST OF ONE OF THE THINGS WE MIGHT BE ABLE TO DO.

SO WE JUST MAKE THE, THAT'S WHY I WAS WANTING TO KNOW KIND OF PRICE AND YOU KNOW, WHAT IT WOULD BE, WHAT IT WOULD TAKE TO DO THAT.

SO.

OKAY.

COOL.

ALL RIGHT.

ANYTHING ELSE, SCOTT? NO, FOR ME, NO.

ANYBODY ELSE? ANY OTHER QUESTIONS OR COMMENTS? WELL, THANK YOU SO MUCH FOR UPDATING US.

WE APPRECIATE IT.

ANYTIME YOU CAN LET US KNOW.

YES MA'AM.

THANK YOU.

THANK YOU.

ALL RIGHT.

THEN MAYBE ON, I GUESS IT WOULD BE OUR MONTHLY REPORTS, PATTY.

WELL, WE HAVEN'T HAD MUCH ACTIVITY.

THE ACTIVITY IS VERY LIMITED, AS YOU CAN SEE BY LOOKING AT THEIR REPORTS AND THE ATRIUM IN PARTICULAR, NORMALLY NOVEMBER AND DECEMBER HAS A LOT OF PARTIES AND ALMOST ALL OF THOSE WERE CANCELED.

WE ARE STARTING TO, UH, TO BOOK THINGS.

WE'VE HAD ALMOST EVERYTHING IN JANUARY IS CANCELED EXCEPT THE SYMPHONY, UH, GARLAND CIVIC THEATER IS POSTPONE.

SO WE'RE NOT GOING TO HAVE MUCH INCOME FOR A WHILE.

I DON'T THINK UNTIL WE GET INTO, UH, MID TO LATE SPRING.

AND THEN IT LOOKS LIKE THINGS MAY BE STARTING TO COME BACK AGAIN.

THE QUESTION IS, WILL THE AUDIENCE COME BACK? I KNOW THE SYMPHONY IS NOT HAD VERY MANY, MAYBE 70 FOR UNDER A HUNDRED PEOPLE COMING TO THEIR CONCERTS.

HOW HAS THEIR ONLINE STREAMING GONE? WE DON'T KNOW DEBBIE.

THEY HAVEN'T TOLD YOU ABOUT THAT.

HAVE YOU? I HAVEN'T HEARD ANY REPORTS.

DO YOU? WHAT? I HAVEN'T HEARD ANY REPORTS.

OKAY.

OKAY.

I'LL ASK CHEYENNE.

OKAY.

I WAS JUST CURIOUS, CAUSE I KNOW, YOU KNOW, THAT PEOPLE CAN COME TO THAT OR THAT THEY CAN STREAM IT IF THEY WANTED TO.

SO THAT'S WHY I WAS WONDERING IF, AND AS YOU CAN SEE ON OUR REPORTS, WE HAVE HAD SOME INCOME.

I MEAN, THERE HAS BEEN SOMETHING COMING THERE'S A LOT GOING BACK OUT.

WE'VE REFUNDED.

DEBBIE SAID THIS YEAR IS ABOUT DONE HER IN WITH REFUNDS.

I MEAN, IT'S JUST BEEN THOUSANDS AND THOUSANDS OF DOLLARS THAT WE'VE HAD TO REFUND.

RIGHT.

BUT, UM, THAT'S JUST THE NATURE OF WHAT WE'VE ALL BEEN DEALING WITH FOR THE LAST YEAR.

RIGHT? HOPEFULLY IT WILL BE A BETTER 20, 21.

UM, I HEAR DR.

FOWCHEE SAYING THAT HE DOESN'T THINK THAT THE BROADWAY OR ANYTHING WE'LL COME BACK ALL AUDIENCES TILL, UM, THE FALL.

AND UM, I THINK OF COURSE WE CAN STILL PERFORM AND HAVE EVENTS GOING ON, BUT I DON'T THINK BROADWAY OR I DON'T THINK THE TOURISTS WILL COME BACK UNTIL THEY CAN HAVE FULL HOUSES BECAUSE THEY CAN'T AFFORD IT.

BUT WE WILL GO AHEAD AND WORK THROUGH WITH OUR LIMITED SEATING,

[00:25:01]

WHICH I THINK WE'RE GOING TO PLAN ON HAVING PROBABLY THROUGH AT LEAST AUGUST, UH, WITH THE EVERY OTHER ROW AND THE TWO SEATS IN BETWEEN.

I HAVE A QUESTION, UM, FOR THINGS LIKE THAT HAVE Y'ALL THOUGHT ABOUT DOING LIKE A DRIVE-THROUGH CONCERT, UM, THING WHERE PEOPLE STAY IN THEIR CARS VERSUS HAVING TO GO INSIDE OF A BUILDING.

I DON'T KNOW THAT.

OF COURSE THESE ARE ALL INDIVIDUAL ARTS GROUPS THAT DO THESE THINGS AND UM, LIKE GARLAND CIVIC THEATER HAS DONE SHOWS THAT THEY, YOU KNOW, THEY'VE HAD AUDIENCES HAVE COME TO EVERYTHING THAT'S BEEN GOING ON AND IT'S JUST, AND THEY CAN'T COME IN THE NUMBERS BECAUSE WE'RE RESTRICTED ON HOW MANY PEOPLE CAN COME IN.

BUT I DON'T THINK ANYONE HAS TALKED ABOUT DOING AN OUTDOOR CONCERT HERE.

ONE OF THE THINGS IS WE'VE BEEN KIND OF LIMITED.

THEY DIDN'T WANT THINGS OUTSIDE.

THERE WAS A LIMIT OF HOW MANY PEOPLE, UM, YOU COULD DO THE STATE DID THAT OVER JULY 4TH, NOT WANTING PEOPLE TO CONGREGATE OUTSIDE.

SO THAT SORT OF PUT THE, YOU KNOW, A MARK ON NOT DOING THAT.

I KNOW, UH, THE MAN THAT HAS THE MOVIE THEATER UP THERE, THE STRIKING REEL HAD TALKED ABOUT DOING A DRIVE IN, BUT THEN I THINK THE MOVIE COMPANY THAT HE'S TIED IN WITH DID NOT WANT TO DO THAT.

SO, UH, YOU KNOW, A LOT OF PEOPLE HAVE TALKED ABOUT DOING THINGS, BUT, UM, THERE'S JUST BEEN SOME LIMITATIONS OF NOT BEING ABLE TO BE CHOSEN THE LUXURY OPTION, RIGHT.

OR THEY, THE SYMPHONY IS DOING LUXURY.

THEY ARE IN ADDITION TO THEIR CONCERT, THEY'RE DOING LIVE STREAM.

WE JUST DON'T KNOW HOW MANY PEOPLE ARE PAYING TO WATCH IT.

BUT FOR IT, PATTY, PARDON ME, I SIGNED UP FOR IT AND ENJOYED IT TO WATCH IT ON OUR COMPUTER SCREEN.

I GUESS THERE'S NO WAY TO TELL HOW MANY PEOPLE ARE WATCHING ON A SCREEN.

LIKE WE KNOW HOW MANY PARTICIPANTS ARE HERE, BUT THAT MIGHT BE INTERESTING JUST TO KNOW FROM THE SYMPHONY, YOU KNOW, HOW THAT'S GOING FOR THEM, CHECK WITH THEM AND SAY, I KNOW GARLAND'S, EVERY THEATER HAS TALKED ABOUT DOING IT, BUT IT'S NOT.

I KNOW DONNA HAS DONE SOME OF IT WITH CORE AND I'M NOT SURE WHAT THE SALES HAVE BEEN, BUT WE'LL NEED TO CHECK WITH BECAUSE WE CAN'T HANDLE THEM AND THEY HAVE TO GO THROUGH A DIFFERENT, WE KNOW THE SALES OF COURSE, GOING THROUGH OUR BOX OFFICE, BUT ANYTHING DONE ON THE STREAMING IS ALL DONE THROUGH A SEPARATE SERVICE.

THAT'S JUST THE WAY IT IS THE, UH, SO THE, THE, THE PURCHASE OF THE LIVE STREAM OF THE EVENT IS, IS SEPARATE.

YES.

A SEPARATE TICKET.

OKAY.

HOW MUCH IS THAT TICKET? UH, ACTUALLY HOW MUCH DID YOU END UP PAYING $55 FOR FOUR PERFORMANCES? UH, OH FOUR.

OKAY.

YEAH.

THAT'S A DEAL.

YEAH.

I WAS HAPPY ENOUGH WITH IT AND IT SOUNDED GOOD.

YES.

GOOD.

WELL, THAT'S GOOD NEWS.

GOOD TO HEAR.

AND WE CAN PASS THE WORD.

WE'LL FIND OUT HOW MANY ARE WATCHING? WHAT WERE YOU GOING TO SAY? HARLAN? I SAID, I ENJOYED IT AT LEAST AS MUCH AS BEING THERE.

UH, I, I HAVE NOT ENJOYED THE PERFORMANCES LIVE AS MUCH AS IN THE PAST WITH THE ORCHESTRA SMALLER, UH, FOR ONE THING, UH, IT JUST, IT DIDN'T SEEM LIKE COMPLETE SYMPHONY WAS AVAILABLE AND, UH, AT LEAST NOW ONLINE LIVE STREAM, THERE'S LOTS OF CAMERA VIEWS, UH, FOCUS IN ON SOME OF THE INDIVIDUAL MUSICIANS THAT WE CAN'T SEE FROM THE AUDIENCE.

SO IT ONCE WAS BETTER THAN ONES.

UH, NOT SO GOOD.

HUH? OH, WELL, THANKS FOR I'D HAVE IT.

UH, COVID ALL DONE.

AND WE'D HAVE THE FULL ORCHESTRA BACK.

THAT WOULD BE THE BEST.

YEAH, ABSOLUTELY.

ABSOLUTELY.

ALL RIGHT.

ANYTHING ELSE? WE NEED TO TALK ABOUT THIS.

OTHERWISE WE WILL ADJOURN.

AND SO DO I HEAR A MOTION TO ADJOURN AND SECOND, SECOND.

OKAY.

ALTHOUGH SOME PAPERS SAY, AYE, OPPOSED MOTION CARRIES.

SO NOW WE WILL CALL THE CULTURAL ARTS COMMISSION.
