IT IS

[Parks and Recreation Board Meeting on March 3, 2021]

MARCH THE THIRD, AND THIS IS THE MEETING OF THE GARLAND PARKS AND RECREATION BOARD.

AND I CALLED THE MEETING TO ORDER.

SO FIRST THING I'D LIKE TO JUST MENTION, AND I THINK, YOU KNOW, ALL THE BOARD MEMBERS CAN, IT PROBABLY CONCUR THAT, YOU KNOW, I APPRECIATE THE HARD WORK THAT, UH, THE PEOPLE IN THE PARKS DEPARTMENT AND PARKS AND RECREATION DID TO GET US THROUGH THE STORM IN FEBRUARY.

AND, UM, YOU KNOW, IT, YOU KNOW, EVERYBODY SUFFERED A LITTLE BIT AND SOME SUFFERED A LOT MORE THAN CERTAINLY WE DID.

AND, UH, YOU KNOW, WE REALLY APPRECIATE THE WAY GARLAND IN GENERAL AND THE PARKS AND RECREATION FOLKS STOOD UP.

SO THANK YOU VERY MUCH.

OKAY.

THE FIRST ITEM ON THE AGENDA IS APPROVAL OF THE MINUTES.

DO WE HAVE A MOTION TO APPROVE THE MINUTES AS A MOTION BY MARGARET LUCK? DO WE HAVE A SECOND, A SECOND BY DAVID MOREHEAD? UM, IS THERE ANY DISCUSSION ALL IN FAVOR, SAY AYE.

AYE, AYE.

ANYBODY OPPOSED? OKAY.

THE MOTION CARRIES.

UH, THE FIRST ITEM FOR INDIVIDUAL CONSIDERATION IS A SOUTH GARLAND SPORTS ASSOCIATION.

AND I PRESUME THAT'S A USUALLY, AND I SAY, STEVEN'S ON, I SEE MY STAFF, BUT I'M NOT SURE IF GEORGE IS ON YET.

LET'S SEE SAM OR STEVEN.

I DON'T SEE THEM ON HERE.

HE CONFIRMED, UM, ON MONDAY WHEN I EMAILED HIM AND THEN I JUST TEXTED ON, BUT HAVEN'T GOTTEN A RESPONSE.

SO, UM, I WILL GIVE HIM A CALL RIGHT NOW AND SEE IF I CAN'T GET THEM ON.

WOW.

YEAH, THAT'D BE CARDBOARD.

HE'S VERY, VERY FAMILIAR WITH, UM, DON, WOULD YOU LIKE TO DO THAT OR? YEAH, I DON'T MIND I'LL DO IT UNTIL HE GETS HERE.

HE'LL HATE TILL I TALKED TO HIM TODAY.

HE SAID HE WAS GOING TO DO IT, BUT OKAY.

WHAT DO YOU WANT TO KNOW A LITTLE BIT? ALL RIGHT.

WE ARE, UH, THE OLDEST YOUTH BASEBALL LEAGUE IN GARLAND, UH, LITERALLY LEAGUE IN GARLAND 63 YEARS THIS YEAR AT CENTRAL PARK.

UM, WE'RE JUST WRAPPING UP OUR, UH, SPRING REGISTRATION AND WE HAVE CLOSE TO 300 KIDS.

WE'RE SHORT, A FEW TEAMS. I THINK THE COVID, UH, HESITATION IS PROBABLY WHY WE'RE SHORT A FEW TEAMS, BUT, UM, WE ARE GONNA BE PLAYING WITH GARNER TO HELP THEM OUT AS WELL.

SO, UM, THAT'LL PICK UP SLACK AND THEN OUR OLDER KIDS, 14 AND ABOVE WILL BE PLAYING WITH NORTH GARLAND AND STAXY.

UM, SO WE'LL HAVE A LARGER GROUP.

UM, WE CHARGED $10 WITH NO FUNDRAISER.

HEY, DON.

GEORGE IS ON.

OKAY.

WOULD YOU LIKE FOR HIM TO TAKE OVER? SO GEORGE IS THE PRESIDENT OF THE SOUTH GARLAND LITTLE LEAGUE.

SO GEORGE, IF YOU WANT TO TAKE IT AWAY AND GIVE THE PARK A RUN DOWN ON REGISTRATION NUMBERS, DON ALWAYS HAS TO BE DIFFICULT.

WELL, I THINK HE'S STILL CONNECTING.

OKAY.

OKAY.

SORRY GUYS.

I GOT THIS THING FIGURED OUT NOW.

OKAY.

SO GEORGE DON, DORNEY GIVEN A LITTLE BIT OF INFORMATION IN REGARDS JUST TO THE HISTORY OF SOUTH GARLAND AND SOME OF YOUR CURRENT REGISTRATION NUMBERS.

SO YOU CAN TAKE IT FROM THERE.

HE RUNS OUR ZOOM MEETINGS.

CAN YOU HEAR ME NOW? HE CAN.

OKAY.

WELL, YES, MA'AM.

UM, THANK YOU FOR THAT.

AND THANK YOU, DON.

SO WE PRETTY

[00:05:01]

MUCH OFFER, UH, YOU KNOW, BASEBALL ALL THE WAY FROM FOUR YEAR OLDS TO 16 YEAR OLDS.

UH, WHEN THEY GET READY TO PLAY FOR HIGH SCHOOL, UM, WE HAVE SEVERAL DIVISIONS DIVIDED UP AGAINST THE AGES.

UH, WE PRIMARILY SERVE, YOU KNOW, SHOUTING IN WEST GARLAND.

UM, THERE'S, UH, WHAT THEY CALL THE, THE DISTRICT BLESS YOU, UH, THE DISTRICT MAP ONLINE ON OUR WEBSITE AS WELL.

I CAN EMAIL YOU GUYS THAT, SO YOU DON'T HAVE TO GO LOOKING FOR IT.

I SHOULD'VE DONE THAT.

LET'S SEE HERE.

UM, YES.

AND I ALSO, UNLIKE, UH, YOU AAA SAY OR SELECT LEAGUES THAT ALLOW, UH, YOU KNOW, PLAYERS FROM ANYWHERE WE'VE PRIMARILY FOCUSED ON GARLAND FAMILIES.

I THINK THAT'S ONE OF THE POSITIVES AND STUFF THAT WE, WE HAVE THERE.

UM, I THINK WE'LL PROBABLY REGISTRATION WILL PROBABLY BE AROUND 250 KIDS, OR SO WHEN IT'S ALL SAID AND DONE AND, UH, YOU KNOW, LIKE SKILLSET LEVEL AND OUR LEAGUE IS PRETTY MUCH BEGINNER TO HIGH SCHOOL PLAYERS.

UM, AND, AND LITERALLY EVERY, EVERY SINGLE CHILD GETS TO PARTICIPATE.

EVERY SINGLE CHILD GETS PLAYING TIME.

UM, IT'S NOT JUST, YOU KNOW, WHO'S THE BEST, YOU KNOW, WE, WE DON'T REALLY TRY TO FOCUS MUCH ON THAT.

WE, WE WANNA FOCUS MORE ON THE DEVELOPMENT OF THE KIDS AND BEING A POSITIVE, YOU KNOW, MENTOR ROLE MODELS TO THE, TO THE FUTURE LEADERS OF THE COMMUNITY.

UM, LET'S SEE HERE.

UM, YEAH, SO I MEAN, PRETTY MUCH EVERY, EVERY SINGLE CHILD WILL PLAY IN BAT AND EVERYTHING, ALL OF THAT.

UM, SO AS FAR AS DOCKER GAMES ARE CONCERNED, WE TYPICALLY GET A 12 GAME SCHEDULE.

UH, AND LITTLE LEAGUE ALSO HAS, UH, AN END, AN END OF SEASON TOURNAMENT FOR SEVERAL AGE GROUPS, UM, TO SEE WHO WILL BE ON ESPN AT LITERALLY WORLD SERIES IN WILLIAMSPORT.

AND, UH, YOU KNOW, WE WOULD DEFINITELY BE INTERESTED IN TRYING TO GET AHOLD OF, UH, BEING ABLE TO HOST, UH, TOURNAMENTS THAT LEAD TO THIS, UM, LIKE WE'VE HAD DONE IN THE PAST.

WE ACTUALLY DID THAT, UH, LAST FALL.

UM, AS FAR AS THE, YOU KNOW, LIKE THE FEES THAT WE CHARGE, UM, THIS SEASON, WE ONLY CHARGED $10 FOR FAMILIES TO BE ABLE TO PLAY BASEBALL.

UM, AND THAT INCLUDES, YOU KNOW, LIKE FULL UNIFORM, WE'RE TALKING HAT, SHIRT, PANTS, SOCKS, UM, YOU KNOW, FREE DRINKS AFTER THE GAIN INSURANCE, YOU KNOW, ALL THAT GOOD STUFF THAT GOES IN HAND WITH, UH, THAT GOES IN HAND WITH RUNNING LEAGUE FOR $10, MAINLY DUE TO A LOT OF SPONSORS AND PEOPLE IN THE COMMUNITY WHO HAVE GIVEN BACK TO US.

UM, AND THEN, YOU KNOW, THIS IS GOING TO BE OUR 63 63RD YEAR AS A LITTLE LEAGUE AT CENTRAL PARK AS WELL.

OKAY.

I MEAN, IS THERE ANYTHING ELSE THAT YOU GUYS MIGHT HAVE QUESTIONS ABOUT? HOW ARE YOU ALL, UH, ENJOYING THE FIELD? I THINK IT'S FIELD ONE, ISN'T IT? I BELIEVE WITH THE NEW LIGHTING ON IT.

IS THAT MAKING IT MORE USABLE FOR Y'ALL? YES, SIR.

YES, SIR.

COACH, UH, RAY, YOU KNOW, JUAN USUALLY TYPICALLY ON THOSE FIELDS, MAN, THEY ABSOLUTELY LOVE IT, YOU KNOW, AND THEY, UH, AND THEY TAKE CARE OF THOSE FIELDS AND MANICURE THEM AS MUCH AS THEY CAN TO, YOU KNOW, AND THEY THEY'RE REALLY APPRECIATIVE OF, UH, OF THE FIELDS, YOU KNOW, SO THEY'RE GOOD.

THEY'RE REALLY GOOD.

MARGARET.

UM, WELL, I WAS WONDERING WHAT YOUR FEES ARE, UM, PREVIOUSLY AND HOW, LIKE, IF, IF YOU GOT EXTRA FUNDING THIS YEAR, WHAT KIND OF AVENUES DO PEOPLE GO THROUGH TO GET LIKE SCHOLARSHIPS AND WHATNOT? LIKE HOW, HOW COULD MAY BE OTHER GROUPS SUPPORT YOU IN RAISING THAT MONEY? WELL, TYPICALLY A SEASON, LIKE IN THE PAST HAD COSTS, I BELIEVE IT WAS LIKE $60, UM, YOU KNOW, AND IT SOLD, BUT BASICALLY WE, YOU KNOW, WE TRIED TO GET SPONSORS, YOU KNOW, LIKE MY COMPANY WILL SPONSOR FROM YEAR TO YEAR.

UM, AND, UH, I'M SORRY, WHAT, WHAT WAS THE PART OF YOUR QUESTION? WELL, I WAS WONDERING IF YOU OFFERED LIKE A SCHOLARSHIP PROGRAM TO KIDS THAT COULDN'T AFFORD IT.

UM, OBVIOUSLY YOU GET A LOT OF MONEY FROM DONORS, BUT, UM, IS THERE AN ONGOING SCHOLARSHIP THING OR KIND OF ENDOWMENT THAT YOU HAVE? WELL, IT'S ALWAYS, YOU KNOW, WE DON'T NECESSARILY ADVERTISE THIS, BUT WE DO HAVE FACULTIES LIKE THAT, YOU KNOW, THAT MIGHT, MAY HAVE ISSUES AND IF WE DON'T HAVE IT, THEN WE JUST COVER IT.

UM, YOU KNOW, WE HAVE MONEY SAVED UP A LITTLE BIT OF MONEY SAVED UP AND THE LEAGUE NEVERMIND, UH, PAYING

[00:10:01]

FOR A CHILD TO PLAY OR A FAMILY FOR THAT MATTER AS I'VE SEEN IN THE PAST.

THAT'S SO GREAT.

OKAY.

THANK YOU.

OKAY, DON.

YEAH.

UH, THIS YEAR WE ALSO GOT A GRANT FROM A DICK'S SPORTING GOODS THAT HELPS US.

WE'VE BEEN TRYING TO GET THAT FOR A COUPLE OF YEARS.

AND WE FINALLY GOT THAT.

SO THAT, THAT ALSO WAS A BIG HELP, UM, AND NOT PLAYING LAST YEAR.

UM, YOU KNOW, EVERYBODY REGISTERED, THEY GOT THEIR UNIFORMS, THEY DID THEIR FUNDRAISER, BUT WE NEVER GOT TO PLAY.

SO WE HAD A, UH, QUITE A BIT OF SURPLUS, YOU KNOW, NOT HAVING TO PAY UMPIRES AND, UM, NOT BUYING TROPHIES.

SO WE WERE ABLE TO USE THAT MONEY TO ALSO LOWER THE PRICE TO $10.

OKAY.

GUESS THAT'S GREAT.

I WOULD LIKE A COUPLE OF THINGS.

I MEAN, YOU KNOW, JUST, YOU KNOW, AT SOME POINT, SEND US YOUR WEBSITE, YOU KNOW, YOU KNOW, WITH YOUR SCHEDULE, BECAUSE I, YOU KNOW, I PERSONALLY LIKE TO GO OUT AND FEED THE KIDS PLAYED FROM TIME TO TIME.

I'LL JUST SNEAK IN AND SIT ON THE BLEACHERS AND ENJOY A GAME.

AND, UM, THE, UH, YOU KNOW, AND IF YOU EVER NEED SOMEONE TO, UH, YOU KNOW, LIKE THROW OUT THE FIRST PITCH OR ANYTHING LIKE THAT, YOU KNOW, WE'RE ALL CONNECTED TO THE CITY COUNCIL.

AND I KNOW DON'S DONE THIS FROM TIME TO TIME AND THE MAYOR, AND YEAH, WE'LL BE GLAD TO WORK WITH, UH, YOU KNOW, LEE AND STEVEN AND, UH, YOU KNOW, GET, UH, YOU KNOW, MAKE A BIG DEAL OUT OF IT.

AND, UH, YOU KNOW, HOPEFULLY YEAH.

MOTIVATE KIDS A LITTLE BIT TO DO GOOD IN THE COMMUNITY.

YES, SIR.

MOST DEFINITELY.

WE WILL, WE WILL DEFINITELY HAVE SCHEDULES POSTED ON OUR WEBSITE AND I'LL SEND YOU GUYS TO LEAN.

UM, YES.

IS THERE, I MEAN, ANYTHING? I ACTUALLY, I, I, I HAVE A QUESTION IF THAT'S OKAY, PLEASE.

UM, SO, YOU KNOW, OVER HERE WE'VE BEEN, YOU KNOW, LIKE WE'RE, WE'RE ALL VOLUNTEERS OVER HERE, YOU KNOW, THE, THE ONLY PEOPLE THAT GET PAID ARE OUR UMPIRES AND, UM, WELL, YOU KNOW, OVER THE YEARS WE'VE ACTUALLY BEEN ABLE TO SAVE SOME MONEY THAT WE HAVE NOW IN A, IN A SAVINGS ACCOUNT.

AND, UM, YOU KNOW, SO WE WERE WONDERING WHAT WERE THE, WHAT WOULD WE HAVE TO DO? OR WHAT'S THE POSSIBILITIES OF TRYING TO GET SOME BATTING CAGES INSTALLED OVER HERE FOR THESE, FOR THESE YOUNG BOYS AND GIRLS? I WILL DIVERT TO THE PARK STAFF ON THAT ONE.

YEAH.

WE'VE WE HAVE TALKED ABOUT THAT.

WE, WE KIND OF WALKED AROUND AND LOOKED AT SOME SPACE FOR IT.

I KNOW IT'S A IT'S, UH, ON THE WISHLIST, IT'S KIND OF A QUESTION OF FUNDING.

SO IF WE WANT TO START KIND OF TALKING THROUGH, IF YOU'VE GOT SOME FUNDS YOU WANT TO ALLOCATE TO IT, LET'S KIND OF LOOK THROUGH SOME DESIGN OPTIONS, YOU KNOW, WHAT'S THE SAFEST AND MOST DURABLE, UM, WHAT'S THE MOST USEFUL TO YOU.

WE WE'D BE HAPPY TO ENTERTAIN THAT.

OKAY, COOL.

APPRECIATE THAT.

YEAH, I KNOW.

YEAH.

I REMEMBER SPEAKING ABOUT IT.

I JUST, I NEVER FOLLOWED BACK UP WITH IT.

YOU KNOW, I JUST, WE WERE TRYING TO GET THE SEASONING AND EVERYTHING STARTED.

WE ACTUALLY OPENED UP OUR REGISTRATION TOWARDS THE END OF NOVEMBER.

UM, YOU KNOW, SO WE HAVE BEEN GOING ON ALL CYLINDERS HERE, LOOK AT IT.

YEAH.

SOUNDS LIKE A GREAT OPPORTUNITY FOR A SPONSORSHIP AND, YOU KNOW, FOR DICK'S SPORTING GOODS OR SOMEBODY TO GET THEIR NAME ON THAT TOO, WE'LL ACTUALLY BE PUTTING UP BANNERS ON THE FENCE, UM, ON OUR VEHICLE.

SO WITH ALL THE SPONSORS AND EVERYTHING, WE GOT A GOOD AMOUNT.

EXCELLENT.

UH, MR. CARTER, UH, A COUPLE OF QUESTIONS.

FIRST ONE, YOU'RE TALKING ABOUT THE POSTSEASON GAMES.

UH, HOW MANY, UH, WHAT DIFFERENT AGES DO YOU HAVE THE POST-SEASON TOURNAMENT? I MEAN, ANY DIFFERENT BREAKDOWNS, REDS, EVERY POSSIBILITY OR EXTRA OUT PAST THE SEASON GAMES? UM, YES, THERE ARE BASICALLY FOUR DIVISIONS FROM EIGHT ALL THE WAY TO 14, WHICH WOULD, WOULD BE CONSIDERED PRETTY MUCH THE NATIONALS DIVISION, THE MAJORS DIVISION AND THE, UM, AND THE JUNIOR DIVISION.

AND THEN I'M SORRY.

AND THE SENIORS, WHAT ABOUT THE AMERICAN DON? DO THEY HAVE THEIR OWN, WELL, NO, WE USED TO DO WHAT WE CALL THE CLASSIC WITH ALL THE OTHER LITTLE LEAGUES IN GARLAND.

UH, IT WASN'T ANYTHING SPONSORED BY LILLY, SO, BUT SINCE YOU HAVE A LITTLE LEAGUE DROPPED OUT, YEAH.

WE TOOK WHAT WE TOOK AWAY A COUPLE OF THEIR FIELDS, BUT I DIDN'T HAVE ANY TEAMS THERE, I DON'T GUESS.

BUT ANYWAY, UH, NEXT, NEXT QUESTION.

UM, WHEN YOU HAVE ONE OF THESE POSTSEASON, UH, TOURNAMENTS, UH, YOU, YOU BROUGHT UP

[00:15:01]

ONE THING THAT YOU TYPICALLY WOULD WANT TO SAY, AND THAT'D BE BATTING CAGES AND PITCHER WARMUP, WARMUP AREAS, BUT WHAT, WHAT WOULD THE CITY OF GARLAND NEED TO DO IF IN THE FUTURE WE WANTED TO, UM, REALLY SEEK OUT SOME OF THESE, UH, SOME MORE OF THESE, UH, GAMES.

I KNOW THERE'S SO MANY NICE FACILITIES AROUND NOW.

UM, WHAT, WHAT ARE YOU SHORT OF BESIDES THE, THE BATTING CAGES MAYBE PITCHING WARM UP PERIODS? WELL, UM, I THINK IT'S THAT, I MEAN, JUST MAYBE SOME MORE COVERING SOME MORE, YOU KNOW, THOSE, UH, SHADE FOR THE PARENTS, UH, YOU KNOW, LIKE THE, I GUESS YOU CAN CALL THEM THE AWNING COVERS.

I'M ACTUALLY HERE AT THE FIELDS RIGHT NOW.

UM, YOU KNOW, I MEAN, I'M ALWAYS, YOU KNOW, WE WILL PROBABLY NEED LIKE A STORAGE.

I KNOW WE'RE GOING TO GET A NEW BUILDING OR WE'RE.

SO WE WERE, IT WAS TOXIC, WAS GETTING A, ANOTHER CONCESSION STAND, YOU KNOW, AND, UH, STORAGE WOULD HAVE BEEN AN ISSUE, BUT AS, BECAUSE WE KNOW WE HAVE LIKE A COUPLE OF LANDLORDS THAT WE USE TO MAINTAIN OUR PORTION OF THE FIELDS, UM, YOU KNOW, UH, WHENEVER WE CAN GET OUT HERE AND FIX THEM UP, YOU KNOW, DRAG THEM.

UM, I THINK THAT THAT WAS A CONCERN THAT WE HAVE FROM A COUPLE OF BOARD MEMBERS ON OUR BOARD.

UM, I MEAN, EVERY, YOU KNOW, WE ACTUALLY, WE ACTUALLY HOSTED OUR VERY OWN FIRST LITTLE GET TOGETHER BETWEEN THE TOWNS OF SAXY, UM, WHO ELSE WAS HERE IN NORTH GARLAND.

AND, UH, WE HAD A LITTLE, YOU KNOW, A LITTLE SANDLOT TOURNAMENT, I GUESS YOU COULD CALL IT HERE AND ALL OF THOSE FAMILIES FOR COMPLIMENTING THE PARK AND HOW BEAUTIFUL IT WAS, YOU KNOW, UNDERSTANDS AND, YOU KNOW, UM, AND I THINK THAT, YOU KNOW, MAYBE ADDING SOMETHING LIKE BATTING CAGES BECAUSE, UH, YOU KNOW, IN THE PAST, LIKE IN THOSE TOURNAMENTS, THOSE OTHER TEAMS HAVE COME HERE AND THEY'D BE LIKE, HEY, DO YOU GUYS HAVE LIKE A WARM-UP AREA? UM, YOU KNOW, THEY GET HERE A LITTLE BIT EARLIER BEFORE THEIR GAMES.

UM, YOU KNOW, WE HAD SEEN IT BEFORE IN THE PAST AND THEIR LITTLE LEAKS.

UM, BUT I MEAN, REALLY, I THINK THAT THOSE ARE THE TWO REALLY PRESSING THINGS, YOU KNOW, UM, THE ATMOSPHERE HERE IS GREAT.

THE PARENTS HERE ARE GREAT.

THEY DON'T REALLY COMPLAIN ABOUT ANYTHING.

YOU GUYS DO A GREAT JOB OF MAINTAINING AND KEEPING UP WITH THE PROPERTY, YOU KNOW, AND, AND US AS BOARD MEMBERS, WE DO OUR PART AT EVERY PARTICIPATION BY PICKING UP TRASH, UM, YOU KNOW, UH, DOING THINGS OF THAT NATURE.

UM, BUT I MEAN, I THINK THOSE ARE PRETTY MUCH NUMBER ONE THING ON OUR WISHLIST WOULD BE THE BATTING CAGES.

YOU KNOW, I WOULD LOVE TO DEVELOP, UH, THESE, THESE KIDS AND, AND BATTING.

I KNOW THE COACHES WOULD APPRECIATE THAT AS WELL, BUT YOU HAVE, YOU HAVE TWO FIELDS THAT YOU CAN USE FOR THIS THEY'RE TOGETHER, OR DO YOU JUST USE THE ONE MAIN FIELD? UM, WELL, IT WOULDN'T BE ALL OF THE FIELDS IN HERE.

LET ME, UH, LET ME SEE IF I CAN JUST STOP IT RIGHT THERE IN CENTRAL PARK.

YEAH.

THERE'S ONE, TWO, THREE THERE'S THERE'S LIKE TWO FIELDS RIGHT HERE NEXT TO EACH OTHER.

AND, UM, YOU KNOW, W WE'LL USE THEM ALL, ALL THIS WHOLE AREA RIGHT HERE WHERE THE CONCESSION STAND IT'S WHEN IT'S GAME DAYS, YOU KNOW, YOU'LL SEE A NICE INFLUX OF PEOPLE IN AND OUT OF HERE.

I'M GONNA MAKE THIS MY LAST ONE.

OKAY.

THAT I ASKED YOU ME.

UM, DOES THAT CONCESSION STAND WORK WELL FOR YOU, CHARLIE DAHLSTROM WHO WAS THE FIRST PRESIDENT OF SOUTH JORDAN LITTLE LEAGUE BACK IN LIKE 1957 OR YAY.

I GOT THAT, THAT BILL.

AND IS IT STILL, DOES IT STILL FUNCTION WELL, OR YOU CAUSE THEY'VE TURNED DOWN THE OTHERS THAT WERE IN EAST GARLAND, WEST GARDEN, LITTLE LEISURE GARNER, LITTLE LEAGUES OVERALL, RIGHT? NO.

WELL, I MEAN, OVER THE YEARS, ACTUALLY, MARY AND DON, YOU KNOW, WHERE THEY WERE RUNNING IT AND WHENEVER THEY NEEDED SOMETHING DONE, WE GOT IT DONE.

YOU KNOW, WE'VE MAINTAINED IT ENOUGH UPKEEP, YOU KNOW, UH, TRY TO, YOU KNOW, DO EVERYTHING FROM KEEPING ROAD INSIDE OF THERE TO, YOU KNOW, FORTIFYING IT FROM GETTING THESE PEOPLE TO, YOU KNOW, TO STEAL FROM THERE, FROM, FROM THE CONCESSION PEOPLE, YOU KNOW, LEAVE IT'S, I MEAN, IT'S IN PRETTY DECENT SHAPE, YOU KNOW, HONESTY FOR HIS AGE.

HE'S JUST REALLY OLD, I GUESS I DON'T CALL IT SOMETHING BUILT IN THE FIFTIES, ALTHOUGH TO ME.

OKAY.

THERE'S A FEW OF US HERE.

THANK YOU.

THANK YOU, GEORGE.

I WOULD JUST SAY THE STAFF, THE ENLIST KEEP A RUNNING LIST OF THESE KINDS OF NEEDS SO THAT, YOU KNOW, AS FUTURE BUDGET CYCLES COME THROUGH, WE, UM, YOU KNOW, WE HAVE THEM ON THE LIST.

ANYBODY ELSE HAVE A QUESTION, GEORGE? THANK YOU VERY MUCH.

WE REALLY APPRECIATE IT.

YES, SIR.

YES, SIR.

THANK YOU GUYS.

APPRECIATE YOUR TIME.

YOU GUYS DO ALL RIGHT.

THANKS.

THANK YOU.

OKAY.

THE NEXT ITEM ON THE LIST IS THE, UH, CONCERN OR RECOMMENDATION TO CITY COUNCIL FOR NAMING CERTAIN CITY OF GARLAND PARK FACILITIES.

AND I WILL, UH, WE TALKED ABOUT JUST, UH, IN A MEETING BEFORE AND, UM, THE

[00:20:02]

STAFF'S GOING TO GIVE US A LITTLE BACKGROUND AND THEN WE'RE GOING TO TURN IT OVER TO THE POLICY AND PROCEDURES COMMITTEE TO GET US A MOTION.

YES, SIR.

UM, SO RECAP OF WHERE WE ARE AND HOW THIS WAS BROUGHT TO THE PARK BOARD, UM, POLICY, UH, UH, SUBCOMMITTEE HEARD THIS BACKGROUND ALREADY AT THE SIX O'CLOCK MEETING.

SO ESSENTIALLY THROUGHOUT THE, UH, CIP BUDGET PROCESS, UH, COUNCILMAN ALBAN, UH, WOULD LIKE TO REFER TO GOING FORWARD AND CONSIDER THE NAMING OF THE TENNIS FACILITY IN TUCKERBIL PARK WOULD BE NAMED THE, UH, BOB DAY TENNIS CENTER.

UM, AND THEN THAT THE, UH, BASEBALL FIELD AT RECODE AND WOULD BE NAMED THE MARION, THE WILLIAMS, THE FOURTH BASEBALL FIELD.

THE BACKGROUND ON THAT IS AS ORIGINALLY WHEN TUCKERBIL PARK WAS ACQUIRED, UM, THE PARK WAS, UH, SLATED TO BE MORE OF A BASEBALL FIELD, UH, TYPE FACILITY.

AS THE MASTER PLAN THAT RECENTLY WAS ADOPTED, CAME, CAME TO FRUITION.

WE FOUND THAT WE HAVE A, UH, AN ADEQUATE AMOUNT OF DIAMOND FIELDS AND A SHORTAGE OF OTHER AMENITIES.

SO, UM, LONG STORY SHORT HERE WE ARE WITH THE FACILITY MOVING FORWARD TO TUCKERBIL BEING A TENNIS CENTER, UM, INSTEAD OF, UM, THE BASEBALL FIELD.

SO THAT CREATED THE SITUATION WHERE IN 1999 PARK BOARD TOOK ACTION TO NAME THE BASEBALL COMPLEX WITHIN TUCKERBIL AFTER MARY AND DEE WILLIAMS FORCE THAT WILLIAM'S FAMILY GOES BACK IN GARLAND HISTORY SIGNIFICANTLY ABOUT 1876, AND KEITH FORWARDED EVERYONE A SNAPSHOT DOCUMENT OF THE HISTORY.

SO I WON'T GO THROUGH ALL OF IT.

UH, BUT THEY ARRIVED HERE IN 1876 AND STARTED A BUSINESS WITHIN DUCK CREEK.

UM, AND IT WAS BASICALLY A DRY GOODS STORE, UH, FURNITURE AND COFFINS.

AND SO THEN IT BECAME, UH, THE FUNERAL HOME FOR THE COMMUNITY FOR MANY YEARS.

AND NOW WE'RE INTO THE FOURTH GENERATION OF THE FAMILY, RUNNING THE BUSINESS AND DOING OTHER THINGS.

MARY D. WILLIAMS, THE FOURTH WAS, UM, WAS ON A SCHOOL BOARD AT ONE TIME.

HE WAS INSTRUMENTAL IN, UM, IN INVOLVED IN MANY OF THE SPORTS IN GARLAND.

UH, SO WHAT COUNCIL WOULD LIKE THE PARK BOARD TO CONSIDER AS A FORMAL RECOMMENDATION BACK TO THEM TO NAME THE FACILITIES IN THAT WAY? SO I'LL, UH, NOW BOB DAY, SOME OF YOU MAY NOT RECALL OR MAY NOT KNOW WHO HE IS.

MANY OF YOU DO INTIMATELY, BUT HE WAS A FORMER COUNCIL MEMBER AND A FORMER MAYOR IS AN OPTOMETRIST HERE IN TOWN, UH, DURING THE CIP PROCESS, AS A RESULT OF THE BOND PROGRAM, BUDGET BEING APPROVED, HE WAS INSTRUMENTAL IN BRINGING TO PARK BOARD AND COUNSEL'S ATTENTION THE NEED FOR ADDITIONAL TENNIS FACILITIES.

UM, SO OUT OF THAT CAME THE NOTION OF, WE WOULD FIND SOME FUNDS TO ALLOCATE TO TUCKERBIL AND BUILD AS MANY COURTS AS WE COULD.

SO COUNCIL FELT THAT HIS CONTRIBUTION IN THAT REGARD WAS, WAS WELL WARRANTED.

UM, SO WITH THAT, I'LL TURN THAT BACK OVER TO THE SUBCOMMITTEE.

AND, UH, MR. FERGUSON IS THE CHAIR.

OKAY.

SO I HAVE A NOTE TO JERRY CARTERS EMOTION.

THERE YOU GO, JERRY, THERE YOU'RE MUTED.

HE'S TRYING, I DON'T KNOW IF HE HEARS THIS.

I DON'T THINK HE DOES.

OH, OKAY.

HE FELL OFF A LADDER AGAIN.

YEAH.

THERE YOU GO.

CAN YOU HEAR ME NOW? YES.

CAN YOU HEAR ME NOW? SHUT UP.

OKAY.

I'M NOT THE BEST ONE TO DO THIS.

MEMBER'S CHAIRMAN AS SOMEONE ELSE.

ANDY, ANDY FRAMED A, THE POINT POINTS THERE VERY WELL, AND I'VE GOT OFF AND WATERED ON ANOTHER DIRECTION SINCE THEN.

SO PLEASE HAVE SOMEONE ELSE MAKE THAT.

OH, SOMEONE ELSE, DAVID MOREHEAD.

DO YOU, DO YOU MIND DOING IT OR I FORGOT MY, UH, BOUGHT SOME OF THE NAMES, BUT I'LL TRY IT AGAIN.

THAT'S ALL RIGHT.

WE'LL GET THE GIST.

I AM MAKING A MOTION THAT, UH, THE BASEBALL FIELD AFRICA AND PART SHALL BE GIVEN THE HONORIFIC NAME OF MR. WILLIAMS, THE NEW TENNIS FACILITY AT A TACO BELL SHALL BE NAMED AFTER A FORMER MAYOR DAY WITH THE CENTER COURT PERTAINING THE GARLAND TENNIS LEGACY NAME OF MR. COLEMAN.

THAT WAS EXCELLENT.

I MIGHT AS WELL PUT SECOND THAT I'LL SECOND IT OKAY.

TWO SECONDS.

IS THERE ANY DISCUSSION OR QUESTIONS? OH, SORRY.

[00:25:01]

OKAY.

ALL IN FAVOR.

SAY AYE.

AYE.

ANY OPPOSED? THE MOTION CARRIES? I HAVE A QUESTION.

YES.

I GUESS THIS MIGHT BE FOR ANDY.

UM, SO THE 2004 BONDS WHERE THE VOTERS VOTED FOR BASEBALL, SOCCER AND FOOTBALL FIELDS.

ARE THOSE STILL IN THE PLANS OR IS THE TENNIS COURT TAKING UP MOST OF THE SPACE AND THE TENNIS AND PICKLEBALL WILL TAKE UP MOST OF THE SPACE.

TYPICALLY WHEN THE BOND LANGUAGE, I THINK WE RESEARCHED IT.

I JUST CAN'T REMEMBER IT OFF THE TOP OF MY HEAD.

UM, THEY WILL MAKE IT BROAD ENOUGH TO BE, UM, FLEXIBLE FOR FUTURE, UM, THAT IT WOULD BE DEVELOPED AS A SPORTS FACILITY.

I DON'T KNOW THAT THE BOND LANGUAGE SPECIFICALLY NAMED BASEBALL, BUT I KNOW WE RESEARCHED IT.

I KNOW EVERYBODY TOOK A LOOK AT IT, BUT, UM, NOW THAT WEST SIDE IS STILL TO BE DETERMINED.

UM, I KNOW AGAIN, SINCE OUR BASEBALL FIELDS NEEDS ARE MET, THAT SIDE IS LIKELY TO PROBABLY BE BEST USED AS A SOCCER OR MULTI-USE FOOTBALL LACROSSE, THAT KIND OF THING.

UM, AND WHO KNOWS HOW THINGS MAY TAKE OFF WITH TENNIS AND PICKLEBALL? UH, IT COULD BE THAT THERE'S MORE ROOM TO EXPAND TO THE ULTIMATE OF 20 TENNIS COURTS ON THE EAST SIDE.

HOWEVER, UM, WE'RE NOT REAL SURE, UM, WHERE THE PICKLEBALL WILL NEED TO GO.

THAT'S SOMETHING WE'LL RESEARCH DURING THE DESIGN PROCESS WHEN, UM, JERRY, YOU WERE ON THE LAST BOND PROJECT, RIGHT? MOLLY? YES.

YES.

WHAT WAS THE TOPIC? GET THAT TIME? BEST OF MY RECOLLECTION.

UM, IT APPEARED THAT THAT THAT AREA WAS GOING TO GO INTO TRANSITION AND WE ONLY HAD $1.2 BILLION FOR OTHER THINGS TO CONSIDER.

SO I CAN'T TELL YOU EXACTLY WHAT ALL, WHAT ALL AROUND UP THERE, BUT IT WAS, IT SEEMED TO ME IT WAS GOING TO A TRANSITION STAGE AND IT WAS NOT DETERMINED EXACTLY AT THAT TIME.

NOW I MAY BE WRONG.

YEAH.

THE TENNIS CENTER WAS NOT PART OF THE DISCUSSION TO MY RECOLLECTION, UM, AT RICK.

AND I FELT THAT THAT'S WHAT YOUR QUESTION, YOUR QUESTION IS WHETHER WE TALKED ABOUT THE TENNIS CENTER OR TENNIS FUNDS IN THE, IN THE LAST BOND COMMITTEE.

AND THE ANSWER TO THAT, TO MY RECOLLECTION IS NOW I THINK IN THE PLANS THOUGH, THEY KIND OF ALLOCATED SOME FUNDS TO UPGRADE THE PRO SHOP AND THEN, AND THEN THEY FOUND THAT DOING THAT THEY'RE STILL IN A FLOOD PLAIN.

SO THEY DECIDED TO KIND OF GO THE ROUTE OF MOVING THE ENTIRE TENNIS.

THAT'S CORRECT.

THIS MY LAST QUESTION.

SO WHAT WILL THEY, WHAT WILL BECOME OF THE TENNIS COURTS? SO I THINK RIGHT NOW, THE WHAT MAKES SENSE THAT, AND AGAIN, THERE'S BEEN NO FORMAL ACTION BECAUSE THERE'S NO FUNDING OR PLANS TO PUT ANYTHING IN ITS PLACE.

SO IT'S FLEXIBLE.

SO IT SEEMS REASONABLE TO ME THAT IT COULD BE CONTINUED TO BE USED, UM, UNTIL THE, THE MAINTENANCE AND UPKEEP OF IT IS, UH, MORE EXPENSIVE THAN ITS USE OR THERE'S ANOTHER IDENTIFIED PURPOSE WITH FUNDING.

SO IT, IN A SHORT TO MEDIUM TERM, I THINK IT'S VERY FEASIBLE, UH, TO, TO SEE THAT THE NEW TENNIS CENTER OPERATING IN ITS FIRST PHASE AT 10 COURTS, UH, AND THE OTHER COURT STAYS IN NAMED AT THE TIME COULD STAY JACK COLEMAN UNTIL IT'S REPLACED.

UM, AND USE THOSE 13 COURTS TO SUPPLEMENT THE 10.

NOW YOU'VE GOT 23 AVAILABLE FOR TOURNAMENTS.

UM, SO, SO IT'S ACTUALLY, I THINK A WIN-WIN FOR THE MEDIUM TO MEDIUM TERM.

ALRIGHT, THANK YOU.

I HAD A QUESTION, MR. CHAIR.

YES.

GOT IT.

KIND OF OFF OF WHAT DON WAS SAYING.

SO IS THERE, HAS THERE BEEN TALKS ALREADY OF, OF ADDING PICKLEBALL WITH THAT SAME COMPLEX OR WOULD THEY BE TWO SEPARATE ENTITIES AT TUCKERBIL? SO THE MASTER PLAN THAT WAS, WELL, IT'S NOT REALLY A MASTER PLAN.

IT'S KIND OF A CONCEPT PLAN.

WE LOOKED AT SEVERAL OPTIONS THAT WERE REALLY BUDGET DRIVEN AND WE KNOW THAT PICKLEBALL IS, IS A THING.

UM, IT IS NOT LIKELY TO PICKLEBALL WE'LL, WE'LL BE, UH, IN THE BUDGET AND PHASE ONE.

WE'RE GOING TO BE, IT'S GOING TO BE VERY TIGHT JUST TO GET 10 NICE COURTS OUT THERE, UH, TO, TO HIGH QUALITY STANDARDS, AS WELL AS, UH, A USEFUL PRO SHOP.

WE'RE GOING TO BUILD EVERYTHING TO BE EXPANDABLE.

FOR EXAMPLE, IF WE HAVE SOME FUNDING IT'S $250,000 AVAILABLE IN A CIP THAT MIGHT BE ENOUGH TO ADD A COUPLE OF COURTS.

SO WE ADD THEM, WE WILL DESIGN AS FAR AS WE CAN WITHIN THE BUDGET TO MAKE ROOM FOR EVERYTHING.

IF WE HAVE TO PIECEMEAL IT OVER TIME, WE CAN, UH, YOU KNOW, GET, GET THE UTILITIES

[00:30:01]

READY TO EXPAND AND LOCATED IN THE BEST PLACE.

UH, THE DRAINAGE WILL BE BUILT FOR ULTIMATE BUILD OUT.

SO THE ONE THING WE HEARD FROM INITIAL DISCUSSIONS FROM THE TENNIS FOLKS, THE ISSUE WITH PUTTING PICKLEBALL RIGHT NEXT TO TENNIS, IT'S LIKE PUTTING SKIERS AND SNOWBOARDERS ON THE SAME SLOPE IN THE, IN THE LATE EIGHTIES.

UH, DOESN'T GO SO GOOD.

SO THE TENNIS FOLKS ARE, ARE NOT WILD ABOUT THAT.

TICK TACK SOUND BETWEEN THE PLASTIC BALL AND THE WOODEN PADDLES.

SO WE, WE MAY FIND THAT MOVING THE PICKLE BALL, CAUSE IT ULTIMATELY COULD HAVE THE POTENTIAL TO BE A MASSIVE DRAW.

JUSTIN PUT THE BALL ALONE, IT'D BE 40, 50, 60 COURTS.

AND SO WE MIGHT WANT TO DESIGN THAT ON THE OTHER SIDE OF THE CREEK, UH, AT TUCKERBIL SO THAT IT HAS ITS FULL POTENTIAL.

SO WE HAVE ROOM TO DO SUCH IF WE WANTED TO, IT'S QUITE A BIT, THERE'S THE MAJORITY, THERE'S ALMOST HALF OR TWO THIRDS OF THE PROPERTY, UNDEVELOPED AND WEST ONCE WE'RE DONE WITH TENNIS.

OKAY, GOOD.

UM, SO IT HAS, AND YOU COULD STILL RUN PICKLEBALL AT, AT BOTH JACK COLEMAN AND THE NEW FACILITY JUST TEMPORARILY STRIPE IT.

IF YOU'RE WANTING TO DO A TOURNAMENT, IT'S EASY TO RESTRIPE.

THAT'S TRUE.

THAT'S TRUE.

YOU SAID SOMETHING ABOUT THE TENNIS GROUP.

ARE THEY GOING TO BE IN THE CAPACITY TO BE ABLE TO RUN BOTH COMPLEXES AT ONCE? SO THAT'LL BE A WHOLE NOTHER DISCUSSION.

UM, ONCE THAT'S DONE, WE WILL NEED TO FOLLOW THE BID LAWS AND PUT TOGETHER AN RFP AND KIND OF TALK THROUGH THAT.

SO AT SOME POINT I WOULD FORESEE THAT STAFF WILL BE NEEDING TO BRING THE PARK BOARD AND COUNCIL SOME KIND OF AN OPERATIONS PLAN.

UM, IT COULD BE, I, I FORESEE THAT IT'S POSSIBLE THAT IT COULD BE A HYBRID SITUATION WHERE THERE MAY BE SOME STAFFING BY THE CITY AND SOME CONTRACTOR OPERATIONS WE JUST DON'T KNOW YET.

UM, BUT I WOULD, I WOULD IMAGINE YOU WOULD PROBABLY SEE THAT I'M HOPING THIS YEAR.

OKAY.

THANK YOU.

SO ANDY, THIS DAVID, DO, DO WE SEE A NEED FOR A, LIKE A MASTER PLAN AT TUCK HARVILLE OR DO WE THINK WE CAN GO WITH THE CONCEPT PLAN? WELL, I THINK THEY ARE PROBABLY AT THIS POINT GOING TO BE INTERCHANGEABLE.

UM, I'VE GOT, I THINK, UM, I DON'T REALLY KNOW THE ANSWER TO THAT BECAUSE THERE'S NOT FUNDING TO DO A PROPER FULL-BLOWN PARK MASTER PLAN ON IT.

WE'VE KIND OF ALREADY HAD THAT DICTATED TO US, BUT IT DOESN'T MEAN THAT THAT WEST SIDE, UM, SHOULD FUNDING BE AVAILABLE, WHETHER IT BE ANOTHER BOND PROGRAM OR ANY OTHER MEANS IT'LL, IT'LL TAKE SOME, SOME HOMEWORK AND SOME CONSULTING WORK.

OKAY.

THANK YOU.

ANY OTHER QUESTIONS ON THIS TOPIC? JUST ONE CHAIRMAN, RANDY.

OKAY.

JERRY, I LIKED YOU FIRST OFF YOUR ANALYSIS OF THE JACK COLEMAN TENNIS CENTER DOWN IN RECODE AND BARK IS VERY ACCURATE.

THERE WERE SO MANY THINGS UP IN THE AIR ABOUT THAT.

THE POTENTIAL OF IT BEING IN THE FLOOD PLAIN IS REALLY WASN'T REALLY WEREN'T ANY DECISIONS SORT OF ANY CONSEQUENT MADE OTHER THAN TO BEGIN TO MOVE FORWARD TO TRYING TO FIND WHERE IT MIGHT GO.

AND SECONDLY, UM, THE THING WE'RE GETTING SO MUCH, UH, ACTIVITY ON THIS POTENTIAL OF DOING THE PICKLEBALL COURSE, I REALLY LIKED WHAT YOU SAID ABOUT HAVING, UH, THE POTENTIAL OF HAVING A NUMBER OF PICKLEBALL COURTS.

UH, AND I'M HOPING, AND I'M BETTING THAT YOU'RE GOING TO BE LAYING OUT THE DESIGN SO THAT THAT INFRASTRUCTURE THAT'S DONE FOR THE TENNIS COURTS, UH, BUILDINGS SUCH AS THAT, THAT YOU WOULD USE THERE SO THAT YOU COULD POSSIBLY GET TO THAT POINT OF HAVING PICKLE BALL TOURNAMENTS.

AND THIS WEEKEND HAS BEEN AN INTERESTING THING.

THEY PROBABLY HAVE.

I'M JUST NOT AWARE, BUT SO THAT YOU COULD USE THAT INFRASTRUCTURE WITHOUT HAVING TO BUILD FURTHER BUILDINGS AND THINGS TO SUPPORT THE PICKLEBALL.

IS THAT, IS THAT A POTENTIAL, IT'S A POSSIBILITY WE'D LIKE TO LOOK AT THE PRO SHOP IN TERMS OF, YOU KNOW, BUILD WHAT WE CAN AFFORD NOW WITH THE POSSIBILITY OF LOOKING AT THE STRUCTURE IS EXPANDABLE, UM, ON THE OTHER SIDE, UM, IT, BUT IT DEPENDS CAUSE THAT THAT CREEK CHANNEL PROVIDES A LITTLE BIT OF CHALLENGE.

UM, AND I CAN TELL YOU, WE'VE ALREADY FORESEEN, THERE'S GOING TO BE SOME DRAINAGE ISSUES THAT WE'RE GOING TO HAVE TO SPEND SOME MONEY ON, ON DETENTION.

UM, SO THAT MAY DICTATE A LITTLE BIT OF WHETHER OR NOT WE CAN EXPAND THAT BUILDING TO SERVE PICKLE BALL OR DOES IT END UP BEING TOO FAR? YEAH.

BUT YES, WE HAVE, OF COURSE THE DETENTION POND, MEXICAN PLACE, PRODUCTION GEESE FOR THE PEOPLE OUT THERE.

WOW.

WERE YOU PARKED FACILITY HERE WAY TO GO, ANDY? ABSOLUTELY.

HE'S ALWAYS AHEAD.

ALL RIGHT.

ANYTHING ELSE? OKAY.

THE NEXT ITEM CONSIDER RECOMMENDATION FOR NAMING TRAILS WITHIN SPRING CREEK FOREST PRESERVE.

AND WE TALKED ABOUT THAT QUITE A BIT.

LAST TIME, DAVID, DO WE HAVE TO PROVE THAT FIRST ARE THOSE TWO DIFFERENT THINGS? THERE'S ONE THAT I WAS JUST GOING TO ASK THAT

[00:35:01]

ALSO AND JONATHAN, YEAH.

ON THE, UH, MOTION FOR THE, UH, NAMING OF THE FACILITIES.

YES.

CAUSE I THINK THOSE ARE TWO DIFFERENT ITEMS, RIGHT.

OKAY.

IS DAVID MOTION FROM DAVID MOREHEAD? I WAS GOING TO SECOND IT.

OKAY.

IS EVERYBODY IN FAVOR? ANYBODY? ALL IN FAVOR, SAY AYE.

AYE.

ALL OPPOSED.

THE MOTION CARRIES.

THANKS DAVID.

ALL RIGHT.

NOW WE'RE MOVING ON TO SPRING CREEK FOREST.

DO WE NEED ANYTHING THERE? UH, I THINK THEN THIS CASE, THIS WOULD BE, UM, WHAT YOU PRESENTED AS, AS A REPRESENTATIVE OF THE SPRING CREEK FOREST PRESERVE OR, UH, SOCIETY.

UM, WHAT'S IN THE PACKET.

I THINK THAT LOOKS LIKE THE SUBCOMMITTEE REVIEWED AND DISCUSSED, UH, NO MA NO MAJOR CHANGES.

UM, AND I THINK IT WAS MOVING FORWARD, UH, ALSO WITH STAFF SUPPORT AS PRESENTED.

OKAY.

SO, SO WE NEED A MOTION ON THAT, RIGHT? WHERE YOU'RE DISCUSSING THREE IN THE PACKET THAT YOU RECEIVED.

THANK YOU, CHAIRMAN.

I WILL, UH, MOVE THAT.

WE ACCEPT THE RECOMMENDATION.

OKAY.

SO THE MOTION BY JERRY CARTER IS SECOND BY JONATHAN FERGUSON.

ANY DISCUSSION ALL IN FAVOR, SAY AYE.

AYE.

ALL OPPOSED.

OKAY.

THE MOTION CARRIES.

THANK YOU VERY MUCH.

WELL, MOVING FORWARD I, MR. CHAIRMAN, CAN WE GET A SUNDAY TO ADDRESS TO THE REST OF THE PARK BOARD? UH, ONE OF THE THINGS WE RECOMMENDED WAS IS THERE A PROCEDURE FOR, UH, ESTABLISHED FOR NAMING OF ENTITIES WITHIN THE CITY AND HAVING, JUST GIVE US A LITTLE BIT OF THAT INFORMATION, CAUSE WE'RE, WE'RE DOING THESE THINGS AND WE'RE KIND OF DOING THEM ON THE FLY RIGHT HERE.

FEELS LIKE W W WE ARE, BUT WE ARE ALSO WITHIN THE POLICY.

THERE IS A, AND WE'RE GOING TO HAVE TO DO A LITTLE RESEARCH, BUT THE KEITH CAN FORWARD IT, UM, TO EVERYONE, BUT THERE IS A, UH, POLICY AND I BELIEVE IT WAS ADOPTED IN KEITH WHAT'S AT THE TOP OF THAT DOCUMENT.

OH SEVEN.

I THINK IT WAS LAST REVIEWED BY THE BOARD AND, YEAH.

OKAY.

SO THE ONE THING THAT WE DO NEED TO RESEARCH, SO LET ME BACK UP.

SO THERE IS A POLICY, UM, AND WE ARE WITHIN IT RIGHT NOW, UM, IN BOTH OF THESE CASES, NOW THAT THE TRAIL NAMING IS ONE OF THOSE THAT IS PROBABLY DOWN A LEVEL, WE'RE NOT NAMING AN ENTIRE NEW FACILITY.

THEY'RE JUST BASICALLY NAMES OF, OF INFORMAL TRAILS NOW BECOMING FORMALLY NAMED.

UM, AND IN TERMS OF, YOU KNOW, NAVIGATE, HELPING PEOPLE NAVIGATE THE PROPERTY.

UM, BUT THERE IS A POLICY WE ARE WITHIN IT.

THE ONE THING THAT WE NEED TO RESEARCH IS THERE ARE THINGS THAT I'VE SEEN THAT ARE PARKS AND REC POLICIES AND COUNCIL POLICIES IN ORDER FOR IT TO BE A TRUE POLICY.

IT HAS TO BE ADOPTED BY THE CITY COUNCIL.

THEY HAVE THAT AUTHORITY, IT CAN BE RECOMMENDED THE PARK BOARD.

UM, BUT THERE ARE NO SUCH THINGS NECESSARILY AS A PARK BOARD POLICY, UNLESS IT GOES THROUGH AND IS ADOPTED BY CITY COUNCIL.

SO WE HAVE A HANDFUL OF PAST POLICIES THAT WE ARE DOUBLE-CHECKING THAT IF THEY EVER BECAME FORMAL OR NOT, AND THIS'LL BE ONE THAT RE REVIEW.

UM, BUT AS IT STANDS, THE POLICY SEEMS TO BE JUST FINE.

IT'S JUST WHETHER IT'S FORMALLY IN PLACE OR NOT.

I WOULD A FUTURE AGENDA ITEM BE TO JUST GIVE US A BRIEFING ON POLICIES.

THAT'S A TALL ORDER AND WE COULD, UM, WE, WE, WE SURE COULD, UM, SOMETIME AGO BEFORE MY TIME THERE WAS, UH, A PROCESS STARTED, YOU PROBABLY RECALL CALLED CAPRA IT'S THE ACCREDITATION, UH, PROCESS THROUGH THE NATIONAL PARKS RECREATION ASSOCIATION.

AND IT'S, IT'S AN ENORMOUS UNDERTAKING, BUT THERE'S SOME VALUE TO IT, WHETHER YOU GET TO THE FINISH LINE AND GET THE ACTUAL ACCREDITATION OR NOT, IT'S KIND OF INDEPENDENT FOR EVERY CITY TO DECIDE.

UM, BUT THERE ARE THINGS IN THERE THAT KIND OF FORCE YOU TO GO THROUGH THESE POLICY REVIEWS AND MAKE SURE THAT THEY ARE, UH, FOLLOWING ALL THE WAY FROM THE CHARTER IN THE ORDINANCES AND ALL THAT KIND OF THING.

SO THERE IS SOME VALUE TO THAT.

AND KEITH HAS STARTED THAT PROCESS AND I BELIEVE HE DOES HAVE KIND OF A LIST OF, OF THINGS THAT WE NEED TO LOOK AT.

AND WE'D BE HAPPY TO PUT THAT ON A FUTURE

[00:40:01]

AGENDA, BUT WE MIGHT NEED A LITTLE BIT OF TIME TO PUT IT TOGETHER AND BRING IT PROPERLY.

UM, THAT SOUNDS GOOD TO ME.

AND ANY COMMENTS ON THAT? OKAY.

I WOULD SAY THAT'S, THAT'S A GREAT FOR THEM TO BECOME ACCREDITED ANY THAT WOULD BE PHENOMENAL AS A CEO GETTING CREDITED, JUST SAYING OTHER CITIES, GET IT.

I KNOW IT'S A TOUGH THING, BUT IT IS QUITE AN ACCOMPLISHMENT AS YOU KNOW, SO IT, IT IS, IT'S, IT'S VERY BENEFICIAL.

UM, BUT IT'S, IT'S A PRETTY BIG UNDERTAKING.

AND SO AGAIN, THEY STARTED IT A FEW YEARS AGO.

UM, IT GOT KIND OF SIDETRACKED WITH SOME OTHER THINGS GOING ON, BUT, UM, WE ARE KIND OF QUIETLY LOOKING AT IT AGAIN.

THAT'S GREAT.

THANK YOU.

SO NEXT ON THE AGENDA IS MOVING TO THE BRIEFING ITEMS AND TH THE FIRST ITEM WE HAVE IS TO HEAR AN UPDATE FROM THE GARLAND PARKS FOUNDATION.

SO, UM, MARGARET OR MOLLY, DO YOU WANT TO, WELL, WE'RE BASICALLY WHERE WE WERE IN THE LAST MEETING WHEN WE TALK, UM, WE WILL, UH, REQUESTED THE EIN SO WE CAN START RECEIVING DONATIONS, UM, IN, IN, IN, EXCUSE ME, AND GIVING THE ADULT THE NON-PROFIT.

WHAT WAS THE NAME? I'M SORRY.

I'M A LITTLE LATE NOW.

SO WE'RE WAITING FOR THE IRS TO SEND US THAT DOCUMENT WHERE WE WILL BE OFFICIALLY A NON-PROFIT ASSOCIATION AND RIGHT.

YES.

I PERSONALLY MADE A MISTAKE WHEN I SEND THAT FORM OR DIGITALLY.

SO, UM, THAT'S WHAT NEEDS BELATED A LITTLE BIT, BUT, UM, BESIDES THAT WE, WE ALREADY HAVE A BANK ACCOUNT, AS I MENTIONED IN THE PRIOR MEETING.

AND, UM, UH, MARGARET HAS BEEN WORKING REALLY HARD ON THE WEBSITE.

UH, WE HAVE, UH, FACEBOOK TO FACEBOOK, SO WE'RE GOING TO START SHARING ALL OF THAT WITH YOU GUYS, BUT, UM, WE'VE HAD A LITTLE, A LITTLE REVERSE THING ON THE IRS SIDE, BUT WE'RE GETTING THERE.

ALSO, OUR ASIDE MENTIONED BEFORE THE BY LAWS HAVE BEEN APPROVED BY A LAWYER.

SO WE'RE GETTING THERE AS IT'S TAKING A WHILE, BUT WE ARE, YOU APPRECIATE YOUR WORK.

ANY QUESTIONS FOR ME? YOU WANT TO MENTION SOMETHING ABOUT THE BLENDS OR NOT YET WE CAN WAIT TO THE NEXT MEETING.

UH, WE'RE LOOKING IN.

SO WE ARE LOOKING INTO HAVING OUR FIRST PROJECT AS LIKE A FUNDRAISER FOR THE NEW GARLAND TENNIS CENTER.

THEY NEED A HUNDRED THOUSAND DOLLARS AND WE DON'T QUITE KNOW WHAT THEY WANT TO DO WITH THAT MONEY, OR WHAT'S GOING ON WITH IT YET THAT IT'S STILL IN THE VERY EARLY STAGES, BUT WE ARE, UM, WE ARE CONSIDERING THAT TO BE OUR FIRST PROJECT.

SO THAT'S KIND OF THE DIRECTION WE'RE MOVING.

OKAY.

RIGHT.

TO THE FOLKS AT THE GENDER CENTER.

AND WE HAVEN'T YET, BUT THEY OKAY.

EVERYONE'S AWARE THAT EVERYONE'S ON BOARD.

I THINK THAT SINCE THERE'S NO, THERE ISN'T REALLY A MASTER PLAN FOR THAT FACILITY YET.

I DON'T THINK THEY EVEN KNOW WHAT THEY WANT THERE YET, OR HAVE IT LIKE SOLID PLANS.

SO I GUESS ONCE THAT'S KIND OF FIGURED OUT THAT'S WHERE THAT MONEY WILL GO.

RIGHT.

GREAT.

ANY QUESTIONS FOR THESE GUYS? DOES ANYONE ANYONE WANT TO JOIN THE, UH, GIRL AND PARKS FOUNDATION? ANYBODY GOT FREE TIME? THAT'S MY PROBLEM.

I LOVE THE IDEA AND I'LL SUPPORT YOU.

ALL RIGHT.

WELL, I'LL HOLD YOU TO THAT MONITOR.

OH, MONEY.

OH, WAIT A MINUTE.

THE FISCAL YEAR 20 2122 ANNUAL OPERATING BUDGET IS THAT YOU KEEP PROBABLY I'M GOING TO PUNT THAT TO KEITH.

HE IS THE BUDGET ROUTE, BUT WE ARE IN THE PROCESS OF STARTING OUR, UH, OUR, OUR, UH, GENERAL OPERATING FUND PROCESS.

SO THIS IS JUST A, A INFORMATIONAL COP BRIEFING, JUST LIKE, YOU KNOW, WE HAVE STARTED OUR 20, 21, 22 BUDGET.

AND THE FIRST PROCESS IS BASICALLY, UM,

[00:45:02]

OTHER DEPARTMENTS REVIEWS THAT WE SUBMIT TO EITHER FACILITIES, UH, HR, OR IT, UH, WE WILL FOLLOW THAT UP WITH OUR REVENUE PROJECTIONS, AND THEN WE WILL SUBMIT OUR OPERATING BUDGET.

UH, UH, TYPICALLY THE CITY MANAGER WILL PRESENT HIS, UH, PROPOSED BUDGET AT THE AUGUST 3RD MEETING.

AND I WILL HAVE A BUDGET FOR Y'ALL AT THE AUGUST 4TH MEETING.

UM, AND THEN, UH, RIGHT NOW THE TENTATIVE DATE FOR THEM APPROVING THE BUDGET IS SEPTEMBER 7TH.

AND YOU SHOULD HAVE A COPY OF THE PRELIMINARY CALENDAR, JUST SO Y'ALL CAN KIND OF ALL RIGHT.

YEAH.

OKAY.

ANY QUESTIONS? SO I PRESENT, WE'RE GOING TO START MAKING THE CASE THAT, UH, YOU KNOW, WE'RE SPENDING A LOT OF MONEY ON FACILITIES AND WE NEED THE PEOPLE AND THE RESOURCES TO KEEP THEM IN GOOD SHAPE.

SO AS NEW FACILITIES AND, UH, COME ON BOARD, WE WILL BE REQUESTING, UH, ADDITIONAL, UM, STAFFING OR FUNDING TO HELP SUPPORT IT DURING THE PROCESS.

YES, DAVID FREEZE.

I DUNNO HOW, HERE WE GO.

OKAY.

NO, I WILL SAY TO KIND OF MANAGE EXPECTATIONS A LITTLE BIT ON THE BUDGET.

WE DON'T KNOW, AT LEAST WE AT MY LEVEL AND, AND OTHERWISE BELOW DO NOT QUITE KNOW WHAT THE COVID IMPACT WILL HAVE ON OUR BUDGET.

SO WE'RE JUST KIND OF BEING PREPARED TO BE TEAM PLAYERS IN THAT PROCESS TO MAKE SURE WE KEEP EVERYTHING MOVING AS WE SHOULD.

SO, UM, WE JUST HAVE TO BEAR THAT IN MIND AND, AND BE READY TO RESPOND.

SO YES, THE KEYS POINT WE GOING FORWARD EVERY TIME WE BRING NEW FACILITIES ONLINE, UM, WE, WE PUT TOGETHER OUR REQUEST, UH, TO HELP SUPPORT THAT.

AND I THINK COUNCIL, AND MANAGEMENT'S VERY, VERY WELL AWARE OF THAT IMPACT.

UM, AND WE'LL LOOK CREATIVELY TO FIND WAYS TO MAKE THAT HAPPEN.

AND I'M SORRY, I HAD A QUESTION.

I HAVE A QUESTION.

UM, I HEARD THAT THE GOVERNOR IS GIVING THE 100% UP, UH, PERMISSION TO OPEN BUSINESSES IN, IN TEXAS.

I WONDER HOW THE PARK AND THE PARKS AND RECREATION DEPARTMENT IS GONNA WORK WITH THAT.

OUR PARKS ARE GOING TO BE OPEN THE RECREATION CENTERS TOO, OR WHAT TYPE OF, UM, RECEIPT PROCEEDED WE'RE GOING TO FOLLOW AFTER THEIR ORDER? UH, THE SHORT ANSWER IS, IS, UH, WE DON'T KNOW YET SINCE IT JUST ROLLED OUT WHAT, HOW COUNCIL WILL WANT TO MOVE FORWARD TOWARDS BEING A HUNDRED PERCENT OPEN.

I KNOW THAT, UM, STARTING MARCH 15TH, THE CITY MANAGER HAS WITHIN HIS AUTHORITY, THAT COUNCIL HAS GIVEN HIM, UH, LET US MOVE FORWARD WITH OPENING CERTAIN FACILITIES, UH, ALL, ALL FACILITIES BACK OPEN TO THE PUBLIC AT A CAPACITY OF 50%.

AND THEN WHATEVER STAFFING IS NECESSARY TO, TO BRING THAT BACK ONLINE, THERE WILL BE SOME INDIVIDUAL DISCUSSION, PROBABLY I SUSPECT RELATED TO REC CENTERS, SENIOR CENTERS AND ART CENTERS, UH, JUST BECAUSE THEY'RE A TAD BIT UNIQUE, UM, IN THAT REGARD.

SO WE JUST DON'T KNOW RIGHT NOW, BUT WE WERE NOT NECESSARILY ANTICIPATING THAT COUNCIL WILL JUST OPEN THE FLOOD GATES THERE.

THEY'RE GOING TO WANT TO CONSIDER THIS VERY CAREFULLY AS THEY HAVE ALL ALONG AND DO THE RIGHT THINGS FOR, FOR GARLAND, UM, UM, YOU KNOW, SEPARATELY FROM THE GOVERNOR'S DIRECTION.

I HAVE A QUESTION AND YOU MADE A GOOD POINT ABOUT SOME, ABOUT THE COVID IMPACT IS THAT HAVE TO DO SOMEWHAT WITH, WITH PROBABLY REVENUES.

IS THERE ANY POSITIONS THAT ARE TIED FULLY TO REVENUES AT ALL AT GARLAND? I'M NOT SURE OF THAT OR NOT.

NO.

UH, YEAH.

KEITH, GO AHEAD.

YEP.

CURRENTLY WE DON'T HAVE ANY POSITION IN OUR PERFORMANCE FUND THAT IS TIED DIRECTLY TO REVENUE.

WELL, THAT'S GOOD.

OKAY.

SO WE DO HAVE LIKE SOME GRANT POSITION OVER IN LIKE OUR DOWNTOWN THAT'S TIED TO TIF, BUT, UH, BUT IN THE PARKS RECREATION NOW WOULD BE THAT OKAY, BECAUSE OBVIOUSLY THERE WAS PROBABLY SOME REVENUE LOSS I IMAGINE.

I DIDN'T KNOW THAT THAT WOULD IMPACT YOU IN THAT FACT TIME.

AND WE'VE ALREADY MADE THOSE

[00:50:01]

ADJUSTMENTS FOR LAST YEAR, GOING FORWARD.

WE'LL DO THE SAME THING AS BEST WE CAN.

AND IF IT OPENS BACK UP, WE CAN GET BACK ON TOP OF REVENUE.

WE'RE CERTAINLY GOING TO MOVE FORWARD WITH THOSE PLANS TO EXPAND OUR OFFERINGS TO THE PUBLIC THAT WE WOULD HAVE ALREADY ROLLED OUT, HAD IT NOT BEEN FOR COVID, BUT, UM, YEAH, THERE'LL BE SOME IMPACT, BUT SO FAR, SO FAR, IT'S NOT TIED TO JOBS.

THAT'S GOOD.

GOOD.

GLAD TO HEAR THAT.

OKAY.

ANYWAY, ANY OTHER QUESTIONS ON THAT? THANK YOU.

UH, MONTHLY REPORTS, ANY, UM, DOES EVERYBODY HAVE A CHANCE TO TAKE A LOOK AT THEM? SO WE GOT A CAPITAL IMPROVEMENT PROJECTS AND Z I DON'T BELIEVE IS WITH US TONIGHT.

HE'S GOT CLASS.

SURE.

IF THERE'S ANY QUESTIONS RELATED TO THAT, I'LL DO MY BEST.

OKAY.

I KNOW ON THE WHOLE FOOD RECREATION CENTER WE HAD HEARD FROM DYLAN HENDRICK AND OUR ED NEIGHBORHOOD MEETING LAST WEEK.

AND, UM, HE WAS, UH, YOU KNOW, PUSHING TO HAVE A, SOME KIND OF A PUBLIC HEARING OR A PUBLIC MEETING ON THE DESIGN PROCESS, I THINK.

AND, UH, I CERTAINLY LOOK FORWARD TO THAT, YOU KNOW, IN THIS PART OF TOWN.

YES, SIR.

AND I APPRECIATE YOU BRINGING THAT UP.

SO YES, WE'VE NOW GOT THE DESIGNER ON, IN CONTRACT, UNDER CONTRACT.

UM, WE HAD OUR INITIAL KICKOFF MEETING.

THERE'LL BE ANOTHER MEETING FRIDAY TO START TALKING ABOUT SITE LAYOUT.

UH, WE TALKED A LITTLE BIT ABOUT AQUATICS PROGRAMMING.

WE'LL HAVE ANOTHER MEETING REGARDING, UM, IDEAS FOR RECREATION CENTER PROGRAMMING AND AT THE APPROPRIATE TIME WE WANT TO, AND I CAN'T REMEMBER THE EXACT MONTH WE WERE TARGETING OR A COUPLE OF MONTHS TO LEAVE MY RECALL.

WE WOULD LIKE TO BRING TO PARK BOARD THOSE CONCEPTS.

AND THAT WOULD BE OUR OPPORTUNITY FOR PUBLIC INPUT.

AND I THINK WE WERE LOOKING AT LATE SPRING, EARLY SUMMER, THESE MEETINGS GO WITH THE PROGRAMMING WITH ARCHITECTS.

OKAY, GREAT.

THANK YOU.

SO LET'S, LET'S PUT THAT ON OUR LIST OF FUTURE AGENDA ITEMS, IF WE COULD, WE'RE GOING TO WANT TO PLAN WELL IN ADVANCE OF THAT AND MAKE SURE WE CAN NOTIFY, IS THERE AN HOA DAVID? THE NEIGHBORHOOD ASSOCIATION.

OH, OKAY.

GREAT.

YEAH.

AND I THINK, I THINK THERE'S A COUPLE AROUND HERE, THE NEIGHBORHOOD VITALITY GUYS, YOU KNOW, ALL OF THEM.

OKAY, EXCELLENT.

YES, YES, SIR.

A QUESTION FOR ANDY, MAYBE, UM, ANDY, AND IN REVIEWING THIS, UH, WITHOUT GETTING INTO SPECIFICS, I DON'T THINK SO MUCH.

UM, HOW IS THE CAPITOL AND BROOM IS PROJECT GOING ACCORDING TO, UH, STAYING ON SCHEDULE AND THAT YOU ORIGINALLY SET AND HOW IS IT GOING, COMPARED TO WHAT YOU WOULD LIKE TO SEE? WELL, LET'S SAY THE TERM ORIGINALLY MIGHT BE, UH, A TOUGH CONCEPT TO DEFINE RIGHT NOW.

THERE'S A LOT OF ORIGINAL SCHEDULES.

UM, BUT SO FAR I THINK ARE ON SCHEDULE FROM WHAT, YOU KNOW, PROBABLY EVERYONE HAS SEEN THIS AND COUNCIL HAS KIND OF BLESSED GOING FORWARD.

WE HAVE A LITTLE BIT OF A DELAY IN AUDUBON, UM, DUE TO SOME LONG LEAD ITEMS ON THE PANELS FOR THE EXTERIOR SHEETING CHEATING.

UM, BUT IT'S, IT'S THAT THING, THOSE KINDS OF THINGS HAPPEN.

SO IT'S, WE CAN ABSORB IT AND PUSHES US BACK TWO OR THREE MONTHS, MAYBE FROM OUR OPENING THAT WE ORIGINALLY THOUGHT.

UH, BUT FOR THE MOST PART, THE PROGRAM CITY-WIDE IS, IS ON SCHEDULE.

UM, WHICH IS INTERESTING.

CAUSE I'M, AS I'M THINKING ABOUT IT, WE REALLY HAVEN'T HIT THE PEAK YET.

WE'RE, WE'RE ON AN UPHILL TOWARDS THE PEAK, BUT WE REALLY HAVEN'T HIT OUR STRIDE YET.

SO WE'VE GOT TWO OR THREE YEARS AHEAD OF US.

THAT'LL REALLY BE A HEAVY WORKLOAD, BUT SO FAR WHERE WE SEEM TO BE ON TRACK, AS FAR AS YOUR PART B OF YOUR QUESTION, THAT'S NOT FAIR, THAT'S A CHEATING KIND OF QUESTION BECAUSE IT'S NEVER FAST ENOUGH, UH, FOR ANYONE COUNCIL OR STAFF OR THE CONSULTANTS, BUT I FEEL LIKE, UM, THE AMOUNT OF COORDINATION THAT TAKES PLACE FROM ALL THE DIFFERENT DEPARTMENTS AND WITH A E-COM, UM, I THINK WE'RE DOING JUST FINE.

THAT WOULD BE FAIR TO SAY THAT YOU'RE GENERALLY PLEASED WITH THE PROGRESS BEING MADE.

WE ARE GENERALLY PLEASED WITH THE PROGRESS AND HAVING FUN ALONG THE WAY.

THANK YOU.

YEAH.

THE QUESTIONS ON THE CAPITAL IMPROVEMENT PROJECTS.

OKAY.

[00:55:02]

I HAVE A QUESTION ON THE SIGNAGE, UM, MOSTLY FROM THE SPRING CREEK PERSPECTIVE, ONCE WE GET OUR MAPPING IN PLACE.

AND, UM, YOU KNOW, NOW THAT WE HAVE NAMES, THE, UH, YOU KNOW, W YOU KNOW, SOME POINT WE'RE GOING TO BE WANTING TO THINK ABOUT IT A LITTLE BIT ABOUT SIGNS AND STUFF.

SO, UH, YOU KNOW, WE WANT TO WORK THROUGH THAT PROGRAM AND THEN, YOU KNOW, SEE WHAT KIND OF, MAYBE THE PARKS FOUNDATION CAN FIND US SOME MONEY TO PUT IN SOME SIGNAGE.

THE, UM, SO, UM, AND WE WE'LL BRING THAT BACK WHEN WE'RE, UH, YOU KNOW, AS WE MOVE ALONG, I WOULD LOVE TO SEE THAT THE PRESERVE HAVE, UM, SIGNAGE, IMPROVED SIGNAGE THAT MEETS THE NEW PLAN THAT EVERYBODY'S SEEN AND ADOPTED.

UM, SO THAT, THAT'S DEFINITELY ON MY PERSONAL RADAR WHEN I GO OUT THERE.

THAT'S THE FIRST THING I THINK OF IS THOSE, THOSE SIGNS WOULD JUST FIT SO PERFECTLY IN THERE.

NOW THAT WE'VE GOT OFFICIAL NAMES ON THE TRAILS, WE WOULD LOVE TO GET THAT DONE, PERHAPS TO KIND OF IDENTIFY SOME FUNDING FOR IT, CAUSE THE SIGNS AREN'T CHEAP, BUT THE TRAIL SIGNS TEND TO BE A LITTLE MORE AFFORDABLE THAN YOU'RE TALKING FULL SIZED PARK, MONUMENT, YOU KNOW, HIGH D TYPE SIGNS, BUT WE WOULD LOVE TO SEE THAT HAPPEN.

SO IT MIGHT BE THAT WE COULD HELP FACILITATE MAYBE SOME FUNDRAISERS ON SITE, WHETHER IT BE, OR, OR, YOU KNOW, EVEN SMALL, SMALL THINGS TO TRY TO BUILD SOME FUNDING TOWARDS THAT.

UM, IF WE CAN'T COVER IT ALL AND IN GENERAL FUND.

SO, SO WE HAD TALKED TO, YOU KNOW, A COUPLE OF OUR MEMBERS HAD TALKED TO REI BEFORE THE PANDEMIC RIGHT ON THAT.

UM, THERE MAY BE SOME, UH, SOME KIND OF A GRANT THERE.

AND OF COURSE ONCE THE PANDEMIC HIT ALL THEIR GRANT MONEY WENT TO, YOU KNOW, KEEP A NATURE CENTER.

RIGHT.

AND, UM, SO ANYWAY, SO THAT THAT'S A POSSIBILITY.

UM, OKAY.

VERY GOOD.

ANYTHING ELSE ON THAT? OKAY.

UH, ANYTHING ON SPECIAL EVENTS OR THE RECREATION, UH, UPDATE OR THE PARKS OPERATIONS? I, I, I REALLY APPRECIATE ALL THIS BEING IN HERE AND, UM, YOU KNOW, KNOWING WHAT'S GOING ON HERE, WE WISH WE HAD MORE SPECIAL EVENTS IN THERE TO LET EVERYBODY KNOW ABOUT.

BUT, UM, AND I KNOW IT'S NOT PART OF THIS PURVIEW, BUT I CAN TELL YOU THE CVB, UH, DEPARTMENT HAS BEEN MAKING MAJOR STRIDES IN, UM, PUTTING TOGETHER THINGS THAT HELP BRING VISITORS TO GARLAND IN A VERY CONNECTED GLOBAL WAY.

MEANING WE'RE WORKING ON A MARKETING CAMPAIGN RIGHT NOW.

WE JUST KICKED KIND OF THE DISCUSSION OFF THE OTHER DAY ABOUT MARKETING TRAILS FOR, FOR BOTH GARLAND RESIDENTS AND DAYTRIPPERS AND PEOPLE STAYING IN HOTELS, UM, LOOKING AT WAYS TO DO THAT.

THEY PUT TOGETHER A SPORTS, UM, CATALOG FOR ALL OF OUR FIELDS.

UM, THAT KIND OF HELP US USE THAT FOR RECRUITING.

WHEN WE GO TO LOOK AT CONFERENCES OR TOURNAMENTS OR ANYTHING LIKE THAT.

SO WE, WHILE EVERYBODY ELSE HAS BEEN KIND OF PUT ON THE SHELF, WE'VE BEEN VIGOROUSLY TALKING AND TRYING TO RECRUIT PEOPLE TO COME TO GARLAND WHEN, WHEN THESE COVID RESTRICTIONS LIFT.

SO THAT WAY WE'RE WE'RE FRONT AND CENTER WHEN THEY'RE READY TO COME BACK.

MR. CHAIRMAN, YES, JERRY, UM, IN, IN, IN LINE WITH THAT AS TO SOMETHING HE KNOWS, WE'RE BEGINNING TO LOOK AT, UH, MORE WORK NOW AROUND LAKE RAY HUBBARD, JOHN PAUL JONES CAR, HOPEFULLY SOMETIME IN OUR LIFETIME WIND SURF PARK, BUT THIS IS WHAT, THIS IS LITTLE ELM.

THIS IS WHAT LITTLE ELM SENDING OUT THAT PEOPLE HERE IN GARLAND CAN, CAN SEE THIS.

OKAY.

IT WAS IN THE NEWSPAPER, RIGHT? YEAH.

IT'S LIKE 20 PAGES ABOUT THE LIFESTYLE AROUND THE LAKE AND LITTLE LOUNGE AND THE AMENITIES THAT ARE THERE.

AND I'M HOPING THAT WE, WHEN WE'RE DOING OUR PIECES, WE USE THAT, OH, WHAT IS THAT TERM? I USED TO, YOU KNOW, THE CONNECTIVITY, UH, WE'RE WHERE WE'RE ADVERTISING ONE THING AND SHOWING ANOTHER POSSIBILITY.

BUT THIS AND THIS, I GET THIS, YOU KNOW, I'VE GOTTEN THESE TWO OR THREE TIMES NOW, BUT THIS IS A PRETTY AMAZING PIECE.

THEY PUT OUT THERE THAT, THAT FAILS LITTLE LOWN WHO WOULD HAVE THOUGHT I HAVEN'T SEEN THAT.

IS THAT AVAILABLE DIGITALLY? BECAUSE THEY HAVE AN ONLINE, UH, I HAVE A COPY FROM THE PAPER THE OTHER DAY, JUST LIKE JARED HAS, UH, IT HAS AN, UM, A WEBSITE LIKE FRONT LITTLE ELM.COM.

GREAT.

THANK YOU.

YEAH, THERE, THERE, THERE, THERE'S A, UH, LIKE A FULL PAGE ON A, UH, A NEW PARK ALONG THE LAKE.

AND WHEN I SAW THAT, I THOUGHT IT WIND SURF BAY UNTIL I SAW THAT IT WAS 160 ACRES.

I THOUGHT IT MIGHT BE.

[01:00:05]

THANK YOU, JERRY.

ALL RIGHT.

OKAY.

ANYTHING FOR DELANEY OR FROM THAT FORMAT? I HADN'T GOTTEN HOLLY.

ANY QUESTIONS TONIGHT? I WAS JUST GOING TO SAY TO MATT, I'M GLAD TO SEE THEY GOT THAT NEW FIELD SUPERVISOR FILLED.

I THINK HE'LL BE TRYING TO GET THAT SPOT FILLED FOR A BIT.

HAVEN'T YOU MET? YES, SIR.

THAT'S BEEN ONE THAT'S BEEN OPEN FOR AWHILE, SO HE STARTED MONDAY AND HE'S FITTING RIGHT IN.

GREAT MAN.

THAT'S GREAT TO HEAR.

GOOD.

I KNOW THERE WAS A NEED THERE FOR SURE.

SO I'VE BEEN OVER CHICKEN AT THE PICKLEBALL COURTS HOLFORD.

SO I SEE YOU'VE CUT A COUPLE OF HOLES FOR THE POST.

SO I'M LOOKING FORWARD TO THAT.

YES, SIR.

THOSE SHOULD BE GETTING SET LATER THIS WEEK, FIRST, THE NEXT WEEK.

SO WE'LL BE READY TO GO.

YEAH.

IT ALSO MADE US ALL, I'M DOING SOME WORK OVER THERE.

IT LOOKED LIKE SOME SOD WORK OVER AT THE DOG PARK THERE.

SO I'M ASSUMING THAT PROBABLY WAS, WAS THAT SOME OF DOING WITH THE DRAINAGE FIX THERE? OH YEAH.

AND IT WAS IN THE IT'S IN YOUR PACKET AS WELL, BUT WE EXTENDED THE CONCRETE ENTRYWAY ON PADDOCK TO THERE, THERE WAS SOME REALLY BAD DRAINAGE ISSUES THERE AND IT WOULD STAY WET AND IT WOULD JUST GET REALLY, REALLY MUDDY.

SO WE LOOKED AT A LOT OF DIFFERENT OPTIONS AND JUST EXTENDING THAT CONCRETE PAD WAS GOING TO BE THE BEST OPTION FOR ALLEVIATING THAT.

AND SO I THINK THAT'LL TAKE CARE OF OUR PROBLEMS THERE AND MAKE THAT A, A WAY MORE USER-FRIENDLY PADDOCK MOUNT VESTA.

THAT'S GREAT.

WHAT A DIDN'T FOR THAT.

THANK YOU.

OKAY.

ANY, ANY QUESTIONS ON THAT? ON, ON ANY OF THE, UH, THE DIVISION REPORTS? UM, OKAY.

UH, JUST DID ITEMS FOR FUTURE CONSIDERATION.

UH, THE NAMING POLICY.

I GOT, UH, THE WHOLE FOR DESIGN, UH, MEETING, UM, AND, UH, THE, UH, AND SPRING CREEK, UH, FOR SIGNAGE AT SOME POINT WHEN WE'RE READY.

UH, ANYBODY ELSE HAVE ANOTHER ITEM FOR A FUTURE AGENDAS? MR. CHAIRMAN.

DAVE.

YEAH.

YES, SIR.

I HAVE A QUESTION FOR ANDY.

OKAY.

AND RICK ODIN PARK, WE'RE DOING A LOT OF, UH, SHIFTING AROUND ADDING NEW THINGS, TAKING THINGS OUT.

I'M HOPING THAT, UH, AN AREA HAS BEEN IDENTIFIED AS A POTENTIAL, PROBABLY ON A BOND ISSUE TO BUILD A REC CENTER FOR THAT AREA OF GARLAND.

IT WOULD NOT BE WITHIN RECODE AND BECAUSE THERE'S SO MUCH FLOODPLAIN IN FLOODWAY THERE.

UM, AND I DON'T KNOW THAT ONE WAS IDENTIFIED IN THE MASTER PLAN DOESN'T MEAN THAT THERE'S NOT A NEED FOR IT, BUT I DON'T, I DON'T DELETE, MAY BE ABLE TO SPEAK TO IT, BUT I DON'T THINK THAT WAS IDENTIFIED IN THE MASTER PLAN PROCESS.

THERE, THERE WAS MENTION OF ONE ON THE SOUTHERN PART OF TOWN.

UH, WELL, NOT REALLY SOUTHERN, NOT FAR SOUTHERN, OBVIOUSLY, BUT SOMEWHERE IN BETWEEN OR MAYBE CENTRAL DELETE.

DOES THAT RING A BELL WITH YOU? UM, I WOULD HAVE TO GO BACK AND CHECK, BUT I DEFINITELY DO NOT RECALL ACTUALLY ANY ADDITIONAL REC CENTERS BEING TALKED ABOUT, BUT I CAN CHECK THAT WE'LL DOUBLE CHECK AND GET BACK WITH YOU.

THAT'S MY RECOLLECTION AS WELL.

I THINK RECODE WOULD BE PROBLEMATIC JUST BECAUSE THERE'S SO MUCH FLOODPLAIN.

THERE'S NOWHERE TO PUT IT.

YEAH.

AND, YOU KNOW, COMPARED TO OTHER CITIES, OUR SIZE WE'RE POOR, WE HAVE A PRETTY GOOD NUMBER OF A REC CENTERS.

IT SEEMS TO ME.

AND I WOULD ALSO SAY THAT RECODE IS GOING TO BE PRETTY WELL PROGRAMMED TO IT WHEN IT'S ALL SAID AND DONE.

AND THERE'S A LOT TO DO THAT ALREADY.

I, I T YEAH.

SO I THINK WE'RE, WE'RE AT A PRETTY GOOD MIX RIGHT NOW.

YOU KNOW, I THINK THAT THERE WAS, YOU KNOW, THERE WAS SOME DISCUSSION ABOUT MUCH LARGER PLAYGROUNDS BUDGET PERMITTING, UH, YOU KNOW, REGIONAL SPLASH PAD.

THOSE ARE ALL THINGS THAT BEACON CAN BE CONSIDERED AS A REPLACEMENT FOR THE TENNIS CENTER AREA, KNOWING THAT THERE'LL BE THERE IN THE FLOOD PLAIN.

UM, BUT I, I THINK WE'VE GOT A LOT HAPPENING IN THAT PARK AT THIS POINT, BUT THE FLOODPLAIN IS REALLY THE ISSUE.

THERE'S NO ROOM TO PUT A BUILDING OF ANY KIND IN THERE FOR THAT PURPOSE.

UM, SO I WAS DOWN TALKING TO BETTY ROBERTS AT THE, UH, OF THE KEEP GARLAND, BEAUTIFUL RETURN, RETURNING SOME, UH, TRASH PICKERS AND SOME EQUIPMENT AND STUFF, YOU KNOW, AND CAUSE SHE LIVES RIGHT THERE.

SHE, YOU KNOW, THEY, THEY SH SHE SAID, THEY'RE ALL KIND OF LAMENTING THE LOSS OF THEIR SLEEPY LITTLE PARK, YOU KNOW, THEY KIND OF BELONG TO THEM.

SO THAT, THAT WAS AN INTERESTING PERSPECTIVE.

OKAY.

ANYTHING ELSE FOR FUTURE AGENDAS? OKAY.

ANY LAST

[01:05:01]

MINUTE THINGS OKAY.

WITH THAT, I GOT A SEVEN 35 AND THE MEETING IS ADJOURNED.

THANKS EVERYONE.

HAVE A GREAT WEEKEND.

THANKS, MATT.

THANKS FOR ALL THE WORK YOUR STAFF DID.

YES
