NATIONAL SAFE PLACE WEEK THE YOUTH OF GARLAND, TEXAS WILL DETERMINE THE FUTURE STRENGTH OF OUR COUNTRY AND ARE THE BEARERS OF OUR DEMOCRACY.

YOUTH NEED A SAFE HAVEN FROM VARIOUS NEGATIVE INFLUENCES SUCH AS CHILD ABUSE, SUBSTANCE ABUSE, DEPRESSION AND CRIME, ALONG WITH READILY AVAILABLE RESOURCES TO ASSIST THEM WHEN FACED WITH CIRCUMSTANCES THAT COMPROMISE THEIR SAFETY.

WHEREAS THE SAFE PLACE PROGRAM IS COMMITTED TO PROTECTING THE YOUTH OF GARLAND TEXAS BY OFFERING ACCESS TO IMMEDIATE HELP AND SAFETY FOR YOUNG PEOPLE SEEKING ASSISTANCE AND GUIDANCE.

WHEREAS THERE ARE DESIGNATED LOCATIONS WHERE YOUTH CAN GET INFORMATION, IMMEDIATE HELP SAFE PLACE LOCATIONS CAN BE FOUND AT BUSINESSES SUCH AS QUIKTRIP, CONVENIENCE STORES AND AT DART PUBLIC TRANSPORTATION STOPS, WHEREAS THE SUCCESS OF SAFE PLACES BASED ON PUBLIC PRIVATE COLLABORATIONS BETWEEN BUSINESSES, SCHOOL SYSTEMS, FIRE DEPARTMENTS, LAW ENFORCEMENT AND A NETWORK OF VOLUNTEERS, GARLAND NEEDS INCREASED NUMBERS OF COMMUNITY VOLUNTEERS SERVING AS MENTORS AND POSITIVE INFLUENCES ON YOUNG PEOPLE.

WHEREAS THE SAFE PLACE PROGRAM MUST MEET PERFORMANCE STANDARDS RELATIVE TO OUTREACH AND COMMUNITY RELATIONS TO RECEIVE DIRECT FEDERAL ASSISTANCE AS SET FORTH IN THE RUNAWAY AND HOMELESS YOUTH ACT.

IN WHEREAS MORE THAN 1,500 COMMUNITIES IN 38 STATES ADMINISTER THE SAFE PLACE PROGRAM AT MORE THAN 22,000 LOCATIONS IN MORE THAN 359,000, YOUTH HAVE BEEN HELPED AS SAFE PLACE LOCATIONS OR RECEIVED COUNSELING BY PHONE AS A RESULT OF SAFE PLACE INFORMATION RECEIVED AT SCHOOL.

WHEREAS SINCE PROGRAM INCEPTION IN 1983, MORE THAN 15 MILLION YOUTH HAD BEEN EDUCATED THROUGH NATIONAL SAFE PLACE NETWORKS, SAFE PLACE OUTREACH EFFORTS, FAMILIARIZING THEM WITH SAFE PLACE SIGNS AND PROVIDING THEM WITH INFORMATION ABOUT HOW TO SEEK HELP IN ORDER TO STAY SAFE.

WHEREAS INCREASED AWARENESS WILL ENCOURAGE MORE COMMUNITIES TO ESTABLISH SAFE PLACE LOCATIONS WHERE YOUTH CAN READILY ACCEPT ACCESS TO HELP THAT THEY NEED.

NOW, THEREFORE, I.

SCOTT LAMAY, MAYOR OF THE CITY OF GARLAND, TEXAS, DO HEREBY PROCLAIM MARCH 21- MARCH 27 2021 AS NATIONAL SAFE PLACE WEEK IN GARLAND, TEXAS.

AND I CALL UPON THE CITIZENS OF GARLAND AND INTERESTED GROUPS TO PROMOTE AWARENESS AND VOLUNTEER INVOLVEMENT IN THE SAFE PLACE PROGRAMS AND OBSERVE THIS WEEK WITH APPROPRIATE CEREMONIES AND ACTIVITIES.

FOR OVER 29 YEARS AND 19 OF WHICH HAVE BEEN ON OUR 29 ACRE CAMPUS ON THE CORNER OF GARLAND AND GREENBELT.

AND WE WOULD NOT HAVE BEEN ABLE TO CARE FOR THE OVER 6,000 CHILDREN THAT HAVE FOUND REFUGE AND SAFETY AND SUPPORT THROUGH ONE OF OUR MANY RESIDENTIAL PROGRAMS, WHETHER THAT'S OUR EMERGENCY SHELTER OR SEX TRAFFICKING SHELTER OR OUR FOSTER CARE AND ADOPTION PROGRAMS. SO WE CAN'T THANK THE CITY OF GARLAND ENOUGH FOR YOUR SUPPORT AND ESPECIALLY WITH OUR SAFE PLACE PROGRAM, EVERY WEEK WE RECEIVE A CALL FROM A CHILD THAT NEEDS HELP AND WE GO OUT TO THAT CHILD 24 HOURS A DAY, 365 DAYS A YEAR, AND BRING THEM BACK TO OUR

CAMPUS TO ENSURE THAT THEY'RE OFF THE STREET AND THAT THEY ARE SAFE.

AND, OF COURSE, THE EXISTING CHASE BANK BUILDING THAT HAS AN EXISTING ENTRANCE FACING TO THE NORTH TOWARDS THAT PARKING AREA AND EVENTUALLY UP TOWARDS WILSON.

THAT'S NOT PROPOSING TO CHANGE AT THIS TIME.

PARKING THE PD 14-23 ESTABLISHED A PARKING RATIO OF 1.3 PARKING SPACES PER DWELLING UNIT.

THE APPLICANT HAS CONDUCTED A PARKING STUDY.

THEY HAD A TRAFFIC ENGINEER DO A PARKING STUDY WHICH SHOWED THE RATIO OF 1.1 PARKING SPACES PER DWELLING UNIT BEING SUFFICIENT.

THE PROPOSAL COMPLIES WITH THE PARKING REQUIREMENTS AND ALSO COMPLIES WITH THE LANDSCAPING REQUIREMENTS, GDC LANDSCAPE REQUIREMENTS.

THIS IS THE LANDSCAPE PLAN AND THE BUILDING ELEVATION SORRY IT'S A LITTLE HARD TO SEE, BUT THESE COMPLY WITH THE GDC BUILDING DESIGN REQUIREMENTS.

THEY WOULD KEEP THE EXISTING SEVENTY FIVE FOOT HEIGHT, BUT THEY WOULD BE, OF COURSE, ADDING SOME SIGNAGE SINCE THERE ARE ESSENTIALLY MULTIPLE TENANTS HERE.

BUT WITH A MORE REVISED SIGN PLAN AND BREAKING OUT THE CALCULATION OF THE SIGNAGE, IT'S 602 AND SO APOLOGIZE FOR THAT.

THIS IS A BEFORE AND AFTER OF THE PYLON SIGN ON SITE.

THIS IS THE EXISTING.

THEY WOULD BE INCREASING THE HEIGHT AND SQUARE FOOTAGE, A BIT I'VE GOT A DEVIATION CHART HERE TO OUTLINE THAT.

BUT ON THE RIGHT HAND SIDE IS PROPOSED PYLON SIGN TO BE LOCATED IN THE SAME GENERAL AREA.

IT WOULD BE ADDING MASONRY TO THE POLES AND SIDE OF THE SIGN.

BUT AGAIN, THEY'RE ADDING SOME TENANT SPACES IN ADDITION TO JUST EXXON SONIC AND ADDING FOR THE FUEL PRICING AS WELL.

HERE'S THE DEVIATION SUMMARY.

IT IS FOCUSED REALLY JUST ON THE SIGNS, WHICH ARE THE GDC DEVIATION, WHICH AGAIN, IS WHAT REALLY TRIGGERED THIS PUBLIC HEARING REQUEST.

THE POLE SIGN AGAIN THERE THE APPLICANT IS PROPOSING TO KEEP THE EXISTING SEVENTY FIVE FOOT HEIGHT, BUT THE SURFACE AREA, ONCE ACCOUNTING FOR THE ADDITIONAL TENANTS, ADDING THOSE ADDITIONAL SIGNS, IT WOULD BE GOING FROM ONE HUNDRED FORTY TO SIX HUNDRED TWO SQUARE FEET.

THE SET BACK WOULD REMAIN AT FIFTY FOUR FEET.

THE APPLICANT CONTENDS THE DEVIATION IS NECESSARY FOR ADVERTISEMENT, AND THE PROPOSED SIGN WOULD ALLOW GREATER VISIBILITY FROM THE SH 190, AND EAST I30 CORRIDOR, THE INTERCHANGE IS JUST TO THE EAST.

SO PART OF THE INTENT, I BELIEVE, IS TO ADVERTISE TOWARDS THAT INTERCHANGE AS VEHICLES COME AND GO OFF THAT SH 190 AND I30 INTERCHANGE AND OF COURSE, ZION ROAD GETS ELEVATED AND CROSSES I30 OVER I30.

REGARDING THE PYLON SIGN, THE HEIGHT WOULD BE INCREASING FROM SEVENTEEN AND A HALF FEET TO TWENTY SEVEN FEET AND THE SURFACE AREA WOULD BE INCREASING FROM FORTY SIX SQUARE FEET TO ONE HUNDRED THIRTY SIX SQUARE FEET.

AND I THINK THAT'S REALLY THE, I MEAN TO ME KIND OF ALIGNS WITH THE HEIGHTS NEEDED TO BE ABLE TO BE SEEN SAFELY FROM THOSE ELEVATED HIGHWAYS.

I WANTED TO JUST SAY A BRIEF WORD ABOUT SOME OF THE PUBLIC ACCUSATIONS AND DISCUSSION THAT HAS BEEN OCCURRING RECENTLY CONCERNING DEPUTY MAYOR PRO TEM DEBORAH MORRIS AND SPECIFICALLY ONE OF THEM BEING THAT SHE HAS NOT BEEN ENGAGED IN THE COMMUNITY AND NOT BEEN INVOLVED IN CARING FOR THE COMMUNITY.

AND, YOU KNOW, I CAN'T SPEAK FOR ANYONE ELSE.

I CAN ONLY REPRESENT MY PERSONAL EXPERIENCE.

BUT IT HAS BEEN MY EXPERIENCE AS PASTOR OF LAVON DRIVE BAPTIST CHURCH THAT WE HAVE WORKED TOGETHER NOW FOR NUMEROUS YEARS ON MANY DIFFERENT PROJECTS TO HELP BETTER OUR CITY.

AND I WOULD LIKE TO JUST MAYBE GIVE SOME CONTEXT TO SOME OF THE DIFFERENT THINGS THAT WE HAVE BEEN INVOLVED WITH AS A CHURCH AND HER SPEARHEADING, HELPING BRING THINGS TO OUR ATTENTION THAT WE CAN BE INVOLVED WITH AND BEING A BLESSING TO OUR COMMUNITY, BECAUSE I KNOW THAT'S WHAT WE'RE ALL HERE FOR, IS TO BLESS OUR CITY.

THE TORNADO RELIEF IN OCTOBER OF 2019.

I WAS OVER IN THE NEIGHBORHOOD LITERALLY JUST MOMENTS AFTER THE TORNADO HIT AND DEBORAH WAS ON THE PHONE WITH ME THAT EVENING.

WE WERE COORDINATING A WAY TO WHAT ULTIMATELY WOULD BE FEED THOUSANDS OF PEOPLE, THOUSANDS OF MEALS FOR HUNDREDS OF PEOPLE OVER MANY DAYS, BOTH AT PARKS AND ELEMENTARY SCHOOLS AND OTHER PLACES THERE IN THE COMMUNITY.

WE WERE HAPPY TO PROVIDE THE FOOD AND THE MANPOWER TO COOK IT.

BUT IF IT HAD NOT BEEN FOR HER HELP AS CITY COUNCIL AND HELPING SET UP SOME OF THESE THINGS, WE WOULD HAVE NOT BEEN ABLE TO KNOW WHERE TO GO AND WHERE TO HELP.

AND THEN FAST FORWARD TO THE MASK PROJECT OF 2020.

WHEN COVID HIT THIS TIME OF YEAR AGO, SHE SAW THE NEED OF SHORTAGE OF MASK AND

LITERALLY OUR CHURCH MADE THOUSANDS OF MASKS BY VOLUNTEERS IN OUR CHURCH.

AND I JUST THINK IT NEEDS TO BE SPOKEN THAT DEBORAH IS THE ONE THAT PERSONALLY DELIVERED EVERY ONE OF THOSE TO THE HOSPITALS AND THE DOCTORS OFFICES AND THE OTHERS THAT WERE IN NEED.

OUR DEATH RATE FOR OVER AGE SIXTY FIVE IS SOMETHING LIKE NINETY FIVE PERCENT IN TEXAS, BUT IN GARLAND IT WAS AROUND SEVENTY NINE PERCENT.

I THINK THIS WAS A HUGE THING.

THE WATER DELIVERY THAT SHE HELPED COORDINATE BACK IN JUST A FEW WEEKS AGO WHEN WE HAD THE STORM, OUR CHURCH WAS THE ONE HELPING WITH THAT.

I COULD TALK ABOUT GLOWS, I COULD TALK ABOUT NUMBERS OF THINGS.

BUT LET ME JUST WRAP UP IN SAYING TO SAY THAT SHE IS NOT COMMITTED TO OUR COMMUNITY, I THINK IS AN UNFAIR STATEMENT.

AS A RESIDENT OF DISTRICT FOUR, I TAKE PERSONALLY THE EVENTS OF THAT NIGHT, ALONG WITH THE ONGOING ISSUE SINCE.

I WILL NOT REHASH THE EVENTS OF THAT EVENING, AS I AM SURE EVERYONE WELL REMEMBERS WHAT HAPPENED.

MY CONCERN IS THAT THE DEPUTY MAYOR PRO TEM USED HER GOVERNMENT EMAIL TO MALIGN TWO PRIVATE CITIZENS, AS WELL AS CALL INTO QUESTION THE ACTIONS OF FELLOW COUNCIL PEOPLE AND YOU, MAYOR LEMAY WHO WERE ALL ACTUALLY ON SITE THAT NIGHT HELPING OUR ELDERLY.

ONLY AFTER HER EMAILS AND TEXTS WERE RELEASED TO THE PUBLIC, SHE WROTE AN APOLOGY THAT WAS ANYTHING BUT.

NOT A SINGLE PUBLIC SERVANT HAS THE RIGHT TO USE THEIR POSITION AS A BULLY PULPIT
