AND WELCOME TO THE, A SPECIAL MEETING OF THE GARLAND CITY COUNCIL ON TUESDAY, MAY THE 11TH, 2021.

UM, OUR AGENDA THIS EVENING,

[1A. Consider an ordinance canvassing the results of a General Election for the purpose of electing a Mayor and Council Members to Districts 3, 6, 7, 8 and a Special Election to fill the vacancy in District 1 of the City of Garland, Texas; declaring the results of that election; and providing an effective date.]

UH, IS TO CANVAS THE RESULTS OF THE MAY 1ST ELECTION.

I, IT IS THE ONLY ITEM ON OUR AGENDA THIS EVENING.

AND WITH THAT, WE WILL GO AHEAD AND GET STARTED INTO OUR AGENDA ITEM ONE ITEMS FOR INDIVIDUAL CONSIDERATION ITEM ONE, A CONSIDER AN ORDINANCE, CANVASSING THE RESULTS OF A GENERAL ELECTION FOR THE PURPOSE OF ELECTING A MAYOR AND COUNCIL MEMBERS TO DISTRICTS THREE, SIX, SEVEN, EIGHT, AND A SPECIAL ELECTION TO BUILD A VACANCY IN DISTRICT.

ONE OF THE GUARD OF THE CITY OF GARLAND, TEXAS DECLARING THE RESULTS OF THAT ELECTION AND PROVIDING AN EFFECTIVE DAY.

AND I BELIEVE MEMBER MCNEIL, YOU WERE GOING TO DO THE HONORS THIS EVENING.

YES, SIR.

MR. MAYOR, I MOVE THAT.

WE APPROVE THE ELECTION RESULTS FROM THE MAY 1ST MUNICIPAL ELECTION FOR MAYOR COUNCIL MEMBERS FOR DISTRICT THREE SIX SEVEN, EIGHT, AND THE SPECIAL ELECTION FOR A COUNCIL MEMBER FOR DISTRICT ONE.

EXCUSE ME, WE HAVE A MOTION BY COUNCIL MEMBER MCNEIL AND A SECOND, I BELIEVE BY COUNCIL MEMBER SMITH, UH, TO ACCEPT THE, UH, CANVAS OF THE ELECTION RESULTS.

AND, UH, MR. NEIGHBOR, I JUST WANT TO BE CLEAR, UH, ON THE DISTRICT THREE RESULTS THAT THAT RACE DID GO INTO A RUNOFF.

IT'S CORRECT.

SO WHAT WE'RE DOING TONIGHT, WE ARE JUST PUSHING THAT ON THAT IT WILL GO TO THE RUNOFF ELECTION, CORRECT? CORRECT.

I DON'T KNOW THE CANVAS THING DIED ON THAT, BUT IT'LL BE, UH, UH, I, WAIT, I BELIEVE IT'S JUNE 14TH, SOMETHING LIKE THAT, THE FINAL DAY TO CANVAS.

UM, AND I DON'T BELIEVE I'M LOOKING THROUGH, I DON'T BELIEVE, UH, COUNCILMAN VIERRA HAS BEEN ABLE TO JOIN US THIS EVENING.

FOR MANY YEARS NOW, UH, TO, UH, PURSUE THIS PUBLIC OFFICE AND, UH, YOU KNOW, THEIR, THEIR SUPPORT AND THEIR ENCOURAGEMENT IS, IS REALLY WHAT KEEPS YOU GOING, UH, AS, AS THE, AS THE DAYS OF A CAMPAIGN WHERE ON, UH, YOU KNOW, THAT THAT REALLY STEPS IN AND MAKES THE DIFFERENCE.

UH, AND I WOULD ALSO LIKE TO THANK THE CANDIDATES, UH, THIS YEAR WE HAD BETWEEN THE CITY AND THE SCHOOL DISTRICT.

WE HAD 14 CANDIDATES, UH, IN FIVE RACES.

UM, AND I HAD A CHANCE TO SPEND SOME TIME WITH THOSE CANDIDATES, UH, IN THE PARKING LOTS OF THE VOTING CENTERS, WAITING FOR VOTERS TO COME IN.

AND I HAVE TO SAY, UH, FROM WHAT WE HAVE SEEN IN PAST HISTORY OF ELECTIONS IN THIS COUNTRY, UH, CANDIDATES CAN NOT GET ALONG WELL.

UM, I'M HERE TO TELL YOU THAT IN THE CITY OF GARLAND CANDIDATES DO GET ALONG, UH, IT WAS REALLY VERY, UH, REFRESHING TO EVERYONE TOGETHER AND JUST, YES, THEY HAD DIFFERENT OPINIONS, BUT JUST REPRESENTING THEMSELVES, UH, YOU KNOW, AND I AM ELECTED TO REPRESENT THIS CITY.

AND, YOU KNOW, WHEN YOU SPEND TIME OUT IN THE CITY, TALKING TO PEOPLE, YOU REALIZE, OR I REALIZE THAT YES, WHILE I'M ELECTED TO REPRESENT THE CITY, THE CITY REALLY REPRESENTS ME.

UH, IT, IT IS SO GREAT TO GET OUT AND SEE AND TALK TO PEOPLE AND REALIZE THAT, YOU KNOW, WE SHARE A LOT OF THINGS, OUR WORK ETHIC, OUR KINDNESS, UH, ALL OF THOSE THINGS, UH, WHICH, WHICH ARE REFLECTION BACK TO ME OF THE CITY THAT WE ARE.

AND I HAVE A GREAT APPRECIATION FOR THAT.

AS FAR AS THE FUTURE, UH, WE ARE AS A COUNCIL, WE ARE VERY COMMITTED TO THE 2019 BOND PACKAGE.

IT IS MOVING FORWARD AT GREAT PACE AND HOPEFULLY WE'LL CONTINUE TO DO SO.

UH, IN THE, IN THE FUTURE OF, OBVIOUSLY WE DON'T KNOW WHAT'S AROUND THE CORNER, WE WILL ALWAYS FACE CHALLENGES, UH, JUST LIKE WE HAVE OVER THE LAST YEAR.

UH, BUT WE WILL STAND TOGETHER AND WE WILL FACE THOSE CHALLENGES.

BUT AT THE SAME TIME, WE WILL CELEBRATE OUR VICTORIES, UH, THAT WE ARE ASSURED TO HAVE OVER THE NEXT TWO YEARS.

SO ANYWAY, I WOULD LIKE TO SAY, THANK YOU AND GOODNIGHT, GOOD AFTERNOON, CITIZENS OF GARLAND.

FIRST OF ALL, WANT TO SAY, THANK YOU, THANK YOU TO ALL THE CITIZENS OF GARLAND, UH, FOR JUST ENTRUSTING THIS AWESOME, AWESOME RESPONSIBILITY TO ME.

I WANT TO SAY THANK YOU TO COUNCILMAN THE HONORABLE DAVID GIBBONS FOR HIS SERVICE AT DISTRICT ONE AND ALL OF OUR RESIDENTS THERE, BUT MORE IMPORTANT TO THE CITY CONSEQUENT, THANK YOU FOR LEAVING THE CITY AND DISTRICT ONE IN GREAT HANDS TO THE MAYOR AND TO THE COUNCIL.

THANK EACH ONE OF YOU FOR ALL OF YOUR SUPPORT, BUT MORE IMPORTANTLY, THE COLLABORATION THAT EXISTED ON COUNCIL.

THANK YOU FOR SHOWING PROFESSIONALISM FOR SHOWING EXCELLENCE OR IMPORTANT, BUT MORE IMPORTANTLY, A, A DESIRE TO SERVE EACH AND EVERY RESIDENT OF THE CITY OF GARLAND.

IT'S BEEN AN AWESOME EXPERIENCE.

AS WE THINK ABOUT THE LAST FIVE MONTHS, WE'VE HAD SOME GREAT OPPORTUNITIES, BUT MORE IMPORTANTLY, WE ALSO HAD A COUPLE OF CHALLENGES, THE CHALLENGES THAT WE HAD, OBVIOUSLY IN FEBRUARY, UH, WITH OUR W WITH PETS, NOBODY GETTING AS SUMMER CALLED IT.

WE WANT TO SAY THANK YOU TO ALL OF OUR EMERGENCY STAFF, ALL OF OUR FRONTLINE WORKERS TO POLICE PUT FIRE, BUT ALL ALSO ALL OF THOSE BEHIND THE SCENES, ALL OF THOSE AT GP AND L I CITY STAFF, I CITY WORKERS, YOU GUYS DID AN AWESOME JOB.

THAT WAS A HEAVY LIFT, BUT WE WANT TO SAY, THANK YOU.

WE KNOW THAT WE CAN'T SAY THANK YOU ENOUGH.

ALSO ALL OF OUR EMS RESPONDERS, YOU GUYS DID AWESOME, YOU KNOW, ANSWERING THE PHONE, ROUTING PHONES AND RUNNING CALLS TO THE RIGHT DEPARTMENTS AND JUST GETTING EVERYONE ENGAGED.

WHEN I STOOD HERE TWO YEARS AGO, I COULDN'T IMAGINE WHAT THE FUTURE HAD IN STORE FOR US TO DO WITH ON CITY.

COUNCIL IS HARD TO IMAGINE.

WE HAD TO HANDLE THE OCTOBER, 2019 TORNADOES FOLLOWED BY A GLOBAL PANDEMIC AND EARLY 2020, AND THEN COLD TEMPERATURES, SNOWFALL, AND A POWER OUTAGE EARLIER THIS YEAR.

THOSE ARE ALL THOSE AREN'T IN THE USER MANUAL.

THEY GIVE YOU WHEN YOU FIRST JOINED COUNCIL YET, I'M VERY PROUD HOW GARLAND

HAS DEALT WITH ALL THESE ISSUES WE HAVE FACED, AND WE FACE THEM TOGETHER.

NO MATTER THE HARDSHIP GARLAND HAS ALWAYS COME TOGETHER AS A UNITED COMMUNITY THAT LOOKS OUT FOR NEIGHBORS IN NEED IS WITH THAT SPIRIT THAT I SERVE TODAY DURING MY SECOND TERM, I HOPE TO BUILD A BETTER GARLAND THROUGH THE CONTINUED SUCCESSFUL IMPLEMENTATION OF THE BOND PROGRAMS THAT CONTINUED SUPPORT FOR POLICE FIREFIGHTERS AND FIRST RESPONDERS AND CONTINUED ECONOMIC GROWTH AND THE CONTINUED IMPROVEMENTS TO THE QUALITY OF LIFE OF ALL OF OUR RESIDENTS.

WE HAVE COME A LONG WAY IN TWO YEARS, BUT THERE'S STILL MUCH MORE WORK TO BE DONE.

I'D LIKE TO THANK MY WIFE, KATIE, WITHOUT HER SUPPORT.

I COULD NEVER DO THE LATE NIGHT MEETINGS AND ATTENDED THAT WE HAVE, AND I WORK LATE NIGHT WORK SESSIONS.

AND MY TWO DAUGHTERS WHO REMIND ME THAT IT IS THEIR FUTURE, THAT I'M HELPING TO BUILD GARLAND AND WORKING SO HARD TO IMPROVE.

GARLAND, TWO YEARS AGO, I CAME TO YOU WITH A LONG LIST OF CHALLENGES, BUT WITH A MESSAGE OF HOPE I TOLD YOU THAT GARLAND'S BEST DAYS WERE STILL AHEAD OF IT.

AND DESPITE THE EVENTS OF THE PAST TWO YEARS, A TORNADO, CIVIL UNREST, A PANDEMIC, AND MOST RECENTLY A STATEWIDE BLACKOUT, I'VE WATCHED GARLAND STEP UP TO THESE CHALLENGES IN A WAY THAT OTHER COMMUNITY LEADERS CAN ONLY DREAM OF OR REPEAT TO YOU TONIGHT.

GARLAND'S BEST DAYS ARE AHEAD OF IT.

IN THE PAST TWO YEARS, WE'VE HAD AN INCREDIBLY STRONG START TO OUR BOND PROGRAM.

WE'RE BUILDING A NEW ANIMAL SHELTER REPLACING MORE THAN 20 PLAYGROUNDS OVER THE NEXT TWO YEARS AND REPAIRS ARE COMPLETED ON MOST OF OUR MAJOR ROADS.

OUR COST OF WATER WILL DROP THIS YEAR AND IT'LL CONTINUE TO DO SO FOR THE NEXT DECADE.

IN NEARLY YEARS LATER THIS YEAR, WE'LL ALSO BROWN GRAY BREAK GROUND ON NAME AND SCHOOL ROAD.

AND MOST IMPORTANTLY, I THINK IS THE PURCHASE AND THE ACTIVATION OF THE NEW VA HOSPITAL WITH PLANS TO ATTRACT A HOSPITAL FOR PUBLIC USE IN THAT SAME AREA.

IT'S BEEN AN HONOR, AND IT'S BEEN A PRIVILEGE TO BE YOUR VOICE HERE AT CITY HALL FOR THE PAST FOUR YEARS.

AND IT'S HARD FOR ME TO BELIEVE THAT RIGHT NOW, I'M BEGINNING MY LAST TERM.

I CAN'T THINK OF A BETTER GROUP OF CITIZENS TO SERVE.
