YEAH, VIRTUAL PD,

THE GARLAND PARKS

[Parks and Recreation Board Meeting on May 5, 2021]

AND RECREATION BOARD.

I CALLED THE MEETING TO ORDER IT IS SIX 30.

FIRST ORDER OF BUSINESS IS APPROVAL OF THE MINUTES TO APPROVE MINUTES AS PRESENTED TO MOLLY.

SECOND BY MARGARET SECOND BY MARGARET.

IS THERE ANY DISCUSSION? ALL IN FAVOR, SAY AYE.

AYE.

AYE.

OKAY.

ANYBODY OPPOSED? THE MOTION CARRIES THE NEXT ITEM SOME DEAR TO OUR HEART, THE BLOODY LEGS.

SO LET'S, UH, WHO'S GOT THE LEAD ON THIS DELETE.

SURE.

I WILL INTRODUCE HEATHER MILLER IS THE, UM, PRESIDENT OF THE BUDDY LEAGUE AND SHE HAS, UM, JUST SHE'S AVAILABLE TONIGHT TO ANSWER ANY QUESTIONS.

SHE'S GOING TO GIVE YOU ALL SOME INFORMATION ABOUT, UM, THE LEAGUE AND SHE DOES A LOT OF AMAZING THINGS, SERVES A LOT OF KIDDOS AND I, HEATHER, DO YOU WANT KEITH TO GO AHEAD AND PLAY THAT VIDEO FIRST? OH, YOU'RE ON MUTE.

SURE.

WE CAN DO THAT FIRST.

OKAY.

SO SHE HAS A VIDEO PREPARED.

UM, AND SO KEITH IS GOING TO SHOW THAT AND THEN WE WILL ALLOW HER TO DO HER PRESENTATION.

IT'S NOT SHOWING ON THE VIDEO.

IT'S NOT SHOWING NO, SIR.

OKAY.

LET ME SEE YOUR SCREEN NOW.

UNLESS THERE'S A DELAY, IT'S STILL NOT SHOWING THE VIDEO.

IT'S TRYING.

YOU GOT A LITTLE BIT OF DELAY.

OKAY.

HANG ON.

OKAY.

YOU SEE THE SCREEN? YES.

YES.

THERE WE GO.

WHAT ARE YOU GOING TO DO NOW? HI.

SO I GIVE YOU HEATHER MILLER.

HELLO, EVERYONE.

I THINK I'VE MET MANY OF YOU.

UM, I'M HEATHER MILLER AND, UH, MY HUSBAND KURT AND I STARTED THE BUDDY LEAGUE IN 2002.

WE STARTED WITH 10 PLAYERS AND THE LAST SEASON THAT WE WERE ABLE TO PLAY, WE HAD 165 PLAYERS.

UM, I ALWAYS TELL 'EM THE KIDS.

WE, WE LOST SIX PLAYERS.

NOW WE LOST ANOTHER PLAYER AT CHRISTMAS.

UM, AND WE WILL, UM, TRADE HIM TO THE ANGELS WHEN WE GET TO START OVER, UM, IN THE FALL, IN THE FALL.

UM, WE DO THAT EVERY TIME WE LOSE A PLAYER AND THEY WILL BE ADDED TO OUR, OUR BANNER.

UM, BUT I TELL OUR VOLUNTEERS EVERY SATURDAY THAT IT'S NOT JUST ABOUT BASEBALL, IT'S ABOUT GIVING THESE KIDS THE TIME OF THEIR LIFE, BECAUSE FOR MANY OF THEM, THEY'RE NOT GUARANTEED, UM, A REGULAR, UH, UM, STANDARD, UM, AMOUNT OF TIME IN THIS WORLD.

SO, UM, THAT'S WHAT WE TRY TO MAKE EVERY SATURDAY.

EVERY SATURDAY IS VERY IMPORTANT IN THE SCHEME OF THESE KIDS' LIVES.

UM, THEY COME FROM ALL OVER.

UH, THERE'S NOT A LOT OF THINGS FOR KIDS TO DO THAT HAVE SPECIAL

[00:05:01]

NEEDS.

AND WE'RE SO THANKFUL THAT, UM, THE CITY OF GARLAND AND THE GARLAND PARKS DEPARTMENT HAS EMBRACED US LIKE THEY HAVE, AND WE HAVE A FIELD THAT, UM, IS, HAS BEEN MODIFIED SO THAT OUR KIDS CAN PLAY THERE AND BE SUCCESSFUL.

AND, AND, UM, DO THE THINGS THAT, UH, THE OTHER KIDS GET TO DO.

UM, LIKE I SAID, BUDDY LEAGUE IS NOT JUST ABOUT BASEBALL.

IT'S ABOUT SO MANY THINGS.

IT'S ABOUT THOSE KIDS GETTING TO BE INSIDE THE FENCE INSTEAD OF WATCHING FROM THE OUTSIDE.

AND EVERY TIME THEY HIT THE BALL, IT'S LIKE THEY'VE WON THE OLYMPICS.

SO, UM, WE HAVE VOLUNTEERS THAT COME FROM EVERYWHERE EVERY WEEK.

WE HAVE ABOUT A HUNDRED VOLUNTEERS.

UM, AND WE USE KIDS BECAUSE I THINK IT'S VERY IMPORTANT THAT KIDS BECOME NATURAL SUPPORTS.

UM, AND IT GOES A LONG, A LONG WAY FOR ACCEPTANCE AND TREATING KIDS WITH SPECIAL NEEDS.

UM, NOT AS, UH, SOMEONE TO BE AFRAID OF.

AND A LOT OF, UH, A LOT OF KIDS ARE AFRAID OF KIDS WITH SPECIAL NEEDS JUST BECAUSE THEY'RE DIFFERENT, BUT THEY KIND OF SEE THAT THERE ARE THERE, THE KIDS ARE MORE ALIKE AND MORE LIKE THEM THAN THEY ARE DIFFERENT.

SO I THINK IT GOES A LONG WAY WITH THAT.

WE GIVE SCHOLARSHIPS EVERY YEAR.

UM, WE TYPICALLY GIVE ABOUT A HUNDRED, UH, ABOUT A THOUSAND DOLLARS, UM, EVERY, EVERY SPRING SEASON TO A VOLUNTEER.

SO OVER THE LAST 20 YEARS, WE'VE, WE'VE GIVEN UP ABOUT $20,000 IN SCHOLARSHIPS.

A LOT OF OUR KIDS ARE THERAPISTS.

NOW WE'VE GOT THREE THAT ARE SPEECH THERAPISTS THAT HAVE GONE ON JUST TO GET THEIR MASTERS.

WE'VE GOT, UM, WE'VE GOT SOME THAT ARE AT AUSTIN COLLEGE.

THEY'RE GOING TO BE CA BECOME BEHAVIOR DOCTORS.

I MEAN, IT'S JUST, UM, LIKE I SAID, IT'S MORE THAN JUST BASEBALL.

UM, AND IF WITHOUT THE CITY OF GARLAND, THERE WOULD BE NOBODY LIKE, DOES ANYBODY HAVE ANY QUESTIONS FOR ME? OR SO YOU SAY YOU'RE STARTING BACK UP IN THE FALL.

WE ARE.

I MEAN, LIKE, UM, THESE KIDS ARE ALL HEALTH IMPAIRED, MY OWN, MY OWN SON INCLUDED.

UM, MANY OF THEM ARE HEALTH IMPAIRED.

WE'VE HAD TWO IN THE HOSPITAL IN INTENSIVE CARE WITH COVID.

UM, THERE, MANY OF THEM ARE UNDER 16.

UM, THEIR PARENTS ARE KEEPING THEM OUT OF SCHOOL.

UM, IT'S JUST, IT'S NOT WORTH THE RISK FOR THEM.

UM, BUT I JUST KNOW THAT BY JULY, WE'RE GOING TO HAVE HERD IMMUNITY AND WE WILL BE BACK.

I'M GOING TO SET UP A REGISTRATION FOR JU IN JULY AND WE WILL BE PLAYING IN THE FALL.

THANKS.

WELL, I LOOK FORWARD TO GETTING OUT THERE AND SEEING IT.

WE'LL HAVE YOU THROW A LOT OF BALL WHEN YOU COME SURE.

ABOUT THAT.

YOU WANT TO KEEP THEM SAFE? YEAH.

I HAVE A QUESTION, MR. CHAIRMAN, GO AHEAD, MR. CARTER.

YES, SIR.

UH, HEATHER, WHERE'S THIS FIELD LOCATED THAT YOU GUYS PLAY AND DO YOU HAVE MULTIPLE GAMES DURING THE DAY? UM, KIND OF GIVE ME A KIND OF, GIVE ME A RUNDOWN OF WHAT, WHERE YOU ARE AND WHAT A PERSON WOULD EXPECT TO SEE AND TO COME OUT AND, AND, UH, WATCH WHAT YOU'RE DOING.

OKAY.

WE PLAY AT BRADFIELD FIELD NUMBER THREE.

UM, WE PLAY ON SATURDAYS.

UM, THERE ARE FIVE GAMES THERE EACH AND HOUR A PIECE.

WE, WE SEPARATE THE KIDS BY AGE.

I HAVE TWO YEAR OLDS THAT PLAY, UH, IN MY FIRST GAME ALL THE WAY TO WHAT, 67 YEAR OLD, THAT PLAYS IN MY LAST NAME.

SHE WAS IN A STATE SCHOOL FOR 43 YEARS.

AND HER SISTER CAME OUT TO THE GAME, ONE OF THE GAMES TO WATCH HER ON ANOTHER FIELD TO WATCH HER GRANDSON PLAY.

AND SHE SAID, I WISH THEY HAD HAD SOME STUFF LIKE THIS FOR MY SISTER, WHEN WAS YOUNG, UH, SHE LOVES BASEBALL.

AND I SAID, WELL, HOW OLD IS SHE? AND SHE SAID, WELL, SHE'S 63.

AND I SAID, WELL, IS SHE HEALTHY? AND SHE SAID, YES.

AND I SAID, THERE'S NO REASON THAT SHE CAN'T PLAY.

AND SHE, WE SIGNED HER UP AND SHE HAS BEEN PLAYING FOR THE LAST FOUR YEARS.

AND SHE IS AMAZING.

SO WE DON'T, WE DON'T TURN ANYBODY AWAY EVER.

AND YOU START WHAT TIME OF DAY? OUR FIRST GAME IS AT NINE AND OUR, THE LAST GAME ENDS ABOUT TWO 30.

GOOD.

VERY GOOD.

EXCELLENT.

OKAY.

AND WHERE DO YOU HAVE A MAILING LIST? I'M SORRY.

YOU HAVE A MAILING LIST OR A MAILCHIMP OR REGULAR NEWSLETTER OR SOMETHING TO LE I DON'T, UM, TO, TO LET YOU KNOW WHEN THE GAMES ARE, IS THAT WHAT YOU'RE ASKING? YES.

OKAY.

I CAN DO THAT.

I SURE WILL.

I WILL ADD YOU ON MY, ON MY MAILING LIST, SEND A NOTICE TO THE BOARD BEFORE THEY START SO THAT WE CAN ALL COME OUT OF THE LEAK AND GET IT TO ALL OF US.

ANY

[00:10:01]

OF THESE GUYS.

YEAH.

I WOULD LOVE THAT.

YES, MR. YEAH, THERE, I JUST WANT TO CONGRATULATE YOU ON YOUR SERVANT HEART FOR THESE KIDS AND ALSO THAT THE VOLUNTEERS YOU'RE GETTING OR KIDS ALSO THAT SEE THE NEED AND HAVE GONE ON AND MY, OR CHANGED THEIR LIVES AND WHAT THEY WANT TO PURSUE IN THEIR CAREERS.

SO CONGRATULATIONS, YOU HAVE REACHED MANY, MANY PEOPLE THROUGH THE BUDDY LEAGUE.

WELL, THANK YOU SO MUCH.

THANK YOU SO MUCH.

THAT, THAT WAS WHAT, THAT WAS MY INTENTION AS A MOM OF A SPECIAL NEEDS KID.

AND THAT WAS, THAT WAS ONE OF THE THINGS I SET FORTH WHEN I STARTED WRITING DOWN WHAT I WANTED TO DO WHEN I, WE WERE TOLD THAT BEN WAS NOT GOING TO BE ALLOWED TO PLAY REGULAR BASEBALL ANYMORE.

AND, UM, I STARTED TO THINK ABOUT THE THINGS THAT BOTHERED ME ABOUT, ABOUT HIS LIFE AND WHAT I WANTED FOR HIM.

AND I REALIZED THAT IT WASN'T, I PROBABLY WASN'T THE ONLY MOTHER THAT FELT LIKE THAT.

AND SO I, I WAS VERY APPREHENSIVE THE FIRST SEASON THAT WE WERE NOT GOING TO HAVE ANY PLAYERS AND, AND EVERY YEAR, SINCE THEN, IT JUST HAS GOTTEN BIGGER AND BIGGER.

AND WE'RE VERY LUCKY.

OKAY.

IS THERE ANYTHING YOU NEED FROM US ON THE PARKS BOARD OR AT PARKS? IS THERE ANYTHING THAT'S ON YOUR WISHLIST? OH, WELL, THERE'S ALWAYS, THERE'S ALWAYS THINGS ON THE WISHLIST.

ONE OF OUR BIGGEST THINGS THAT WE NEED EVERY WEEK IS WATER.

UM, BECAUSE WE GIVE ALL OF THE VOLUNTEERS WATERS AND THE PLAYERS GET WATERS.

AND, UH, I MEAN, WE CAN ALWAYS USE WATER, UM, SHADE.

WE NEED OUR, OUR, OUR DUGOUT COVERS ARE, ARE THEY'RE ON THEIR LAST LEGS.

THAT WOULD BE GREAT.

UM, A LOT OF THE KIDS CAN'T THE HEAT IN, AND ESPECIALLY, YOU KNOW, IN THE LAST GAME OF THE SEASON, UH, WE HAVE, WE HAVE WATER GUNS, UH, THAT PEOPLE HAVE ON THE BASIS.

AND AS THE KIDS GO AROUND, AS SHE GET SHOT WITH WATER FENCE, IT'S, UH, IT'S VERY FUN.

IT'S VERY FUN.

YOU'LL HAVE TO COME.

THEN WE USUALLY HAVE A PICNIC TO THAT FIRST BAPTIST CHURCH BRINGS OUT AND THEY PROVIDE, UM, HOT DOGS AND EVERYTHING FOR THE KIDS AND THE FAMILIES.

AND WHOEVER'S THERE, THAT'S A FUN DAY.

EVERYBODY GETS A TROPHY.

A LOT OF THE KIDS HAVE NEVER HAD TROPHIES BEFORE.

AND THEN THERE ARE SOME KIDS THAT HAVE GOTTEN SO MANY TROPHIES FROM US THAT THEY'RE LIKE, WE ALREADY HAD THIS ONE BEFORE.

ALL RIGHT.

SO, SO, UH, MARGARET, YES, HEATHER.

UM, THE LAST TIME YOU VISITED THE BOARD, UH, YOU GUYS WERE HAVING DRAINAGE ISSUES ON YOUR FIELD WHERE THOSE HAVE THOSE BEEN TAKEN CARE OF.

YES, MA'AM PERFECT.

THANK YOU MUCH, MUCH BETTER.

NO MORE, NO MORE, UM, SCOOPING WATER WITH A BUCKET, BUT YOU KNOW, THE MAINTENANCE GUYS, THE MAINTENANCE GUYS ON THE FIELD.

I MEAN, THEY'VE BEEN THERE AND COME OUT AND HELP ME SCOOP THE WATER OFF THE FIELD WITH BUCKETS.

I MEAN, GARLAND IS A GREAT, GREAT CITY AND I I'M FROM GARLAND.

I'VE LIVED IN GARLAND FOR 55 YEARS.

UM, AND I RAISED, I WENT TO SCHOOL HERE.

I RAISED ALL FOUR OF MY KIDS HERE.

AND, UM, THERE'S, I MEAN, BUDDY LEAGUE IS FROM GARLAND.

AND, UM, I DON'T KNOW IF THE LAST TIME I, I SAW YOU GUYS BUDDY LEAGUE IS NOW IN CANADA.

SO THERE'S NOW A BUDDY LEAGUE IN CANADA.

YEAH.

YES.

OKAY.

WELL, I KNOW WE CAN BUILD IMPROVEMENTS ON OUR BOND FILM IMPROVEMENTS PLANNED FOR THESE GUYS, LEAVE THIS GUY'S FIELD DANDY.

YEP, YEP, YES, SIR.

I WAS GOING TO FILL YOU IN ON THAT.

SO THE GOOD NEWS IS, IS, UM, YOU KNOW, GOSH, ALMOST, UH, OVER A YEAR AGO, WE MET WITH BETH, HEATHER AT, UH, ADDED HER HOME AS A MATTER OF FACT, AND, AND HEARD KIND OF WHAT THEIR NEEDS WERE.

AND I THINK THAT THE STAFF HAS, IS, UH, UH, READILY RESPONDED TO THOSE DAILY NEEDS.

BUT AT THE SAME TIME WE HEARD KIND OF THE BIG PICTURE NEEDS IN THE BOND PROGRAM.

THERE'S PROVISIONS FOR SHADE, UM, AND THEN MANY OF THE FIELDS.

AND SO THERE WILL BE SHADE IN THE 2022 BUDGET FOR THE BLEACHER SECTION, HOWEVER, OVER THE DUGOUTS IN THAT AREA.

UM, ONCE I HAD HEARD THAT IN THE PAST THAT THE BUDDY LEAGUE HAD COVERED THE COST OF THOSE FOR THEMSELVES, I FELT THAT THAT WAS, UM, SHALL WE SAY, OUT OF BOUNDS.

UM, AND SO, UH, THE PARKS DEPARTMENT GOING FORWARD AS COMMITTED TO MAKING SURE THAT THOSE ARE IN GOOD SHAPE, YOU KNOW, THAT THOSE FABRIC COVERS ARE TH THEY DO HAVE A SHORT LIFE SPAN.

IF YOU CAN GET A FEW YEARS OUT OF THEM IS WHAT IT IS.

THEY GET WIND WHIPPED AND THE NEW VISA.

AND SO ANYTIME THOSE GET KIND OF RAGGEDY AND UNTENABLE, THEN THEY JUST LET THE PARK OPS FOLKS

[00:15:01]

KNOW, AND WE'LL, WE'LL FIND A WAY TO MAKE SURE THAT GETS DONE.

THE NEXT GREAT THING THAT'S HAPPENING OUT AT BRADFIELD IS THAT THE RESTROOM AND CONCESSION IS BEING REPLACED, UM, BOTH TOGETHER.

AND WE'RE WORKING ON THAT PROJECT NOW.

AND SO, UH, WITH HER FEEDBACK, WORKING THROUGH SAM AND THE ATHLETIC SIDE, UM, THE CONCESSION AREA WILL BE SPLIT IN TWO THIRDS AND ONE THIRD.

SO THERE WILL BE THE BUDDY LEAGUE WILL HAVE KIND OF THEIR OWN SECTION THAT SUITS THEIR NEEDS FOR THE TYPE OF FOOD SERVICE THAT THEY'VE BEEN DOING IN THE PAST.

AND THEN THE OTHER SIDE WILL BE FOR THE OTHER BASEBALL FIELD ASSOCIATION OR ASSOCIATION ON THOSE OTHER FIELDS.

SO THAT WAY THEY'RE NOT COMPETING IN THE SAME SPACE.

YOU DON'T HAVE TO WORRY ABOUT SECURITY.

YOU DON'T HAVE TO WORRY ABOUT SHARING PLUGS AND ALL THAT KIND OF STUFF.

SO THEY WILL HAVE THEIR OWN SPACE.

ONCE THAT FACILITY IS BUILT, IT WILL BE BRAND NEW RESTROOMS WILL BE FANTASTIC, UH, BECAUSE THEY WILL ALSO HAVE, UM, A NOT JUST A MALE AND A FEMALE SIDE, THEY WILL HAVE A FAMILY, A COUPLE OF FAMILY, UM, RESTROOMS THAT WILL HAVE, UH, CHANGING STATIONS, NOT CHILD CHANGING STATIONS, ADULT CHANGING STATION.

SO YOU COULD HANDLE THE FULL GAMUT OF FOLKS THAT MIGHT NEED VERY SPECIFIC CARE THROUGHOUT THE TIME.

SO, UM, TH THOSE ARE THE NEEDS THAT WE HEARD AND THE BOND PROGRAM IS ABLE TO PROVIDE FOR IT WITH A FEW TWEAKS.

UM, WE'RE, WE'RE EXCITED TO BE A PARTNER WITH THEM AT ANY LEVEL.

ALL THEY HAVE TO DO IS ASK THANK YOU SO MUCH.

AND I FEEL THAT, I FEEL THAT I, I, I APPRECIATE YOU GUYS MORE THAN YOU WILL EVER KNOW.

AND LIKE I SAID, THE BUDDY LEAGUE IS FROM GARLAND AND THAT'S WHERE IT'S GONNA BE.

OKAY.

SURE.

OKAY.

SO WITH REGARDS TO WATER, YOU MIGHT TALK TO, OF COURSE, WE'LL BE GLAD TO BRING WATER.

YOU KNOW, I WOULD, THE GOOD SAMS WHEN THEY WERE, THEY'VE BEEN COLLECTED A LOT OF FOOD LATELY BECAUSE OF THE PANDEMIC.

AND I THINK THEY'VE BEEN GETTING A PLETHORA OF WATER.

SHE MIGHT TOUCH BASE WITH PAM OVER AT A GOOD, GOOD SAM'S.

OKAY.

THANK YOU.

ALL RIGHT.

ANY MORE QUESTIONS FOR HEATHER? I KNOW SHE HAS A SPECIAL NEEDS CHILD.

SHE'S GOT THINGS TO DO TONIGHT.

HE'S A SPECIAL NEEDS.

30 YEAR OLD NOW.

OH YEAH.

ALL RIGHT.

I CAN IMAGINE.

ALL RIGHT.

ANYTHING ELSE? OKAY.

ARE WE READY TO MOVE ON TO THE NEXT ITEM? THANK YOU, HEATHER.

HEATHER.

YES, SIR.

I GOT THE PARKS FOUNDATION UPDATE.

IS THAT YOU MARGARET? RIGHT? WELL, I HAD SOME PREPARED, BUT I DID NOT HAVE TIME TO EMAIL THEM.

SO, UM, WE'RE BASICALLY WORKING ON OUR PRODUCT PORTFOLIO RIGHT NOW AND WE AREN'T SURE, LIKE ONE OF THE THINGS WE WANT TO OFFER IS A BENCH IN A PARK.

SO IT DON'T LIKE A DONOR WOULD BE ABLE TO PURCHASE A BENCH, I GUESS, FROM US THAT WE WOULD PUT IN THE PARK.

BUT WE DON'T KNOW IF THERE ARE SPECIFIC STANDARDS THAT WE NEED TO ABIDE BY HOW, WHO IS GOING TO PUT THAT STUFF IN AND WHETHER OR NOT WE NEED APPROVAL FROM PARKS DEPARTMENT OR CITY COUNCIL, OR KIND OF WHERE, WHERE DO THESE PRODUCT CATALOG ITEMS FIT INTO PUTTING THEM INTO THE PARKS? I CAN ANSWER THAT WHEN YOU'RE READY.

YES, I'M READY.

SO, UM, IT'S AN EASY FIX.

UM, SOMETHING THAT WE CAN DO IS, AND WE'VE TALKED ABOUT, WE JUST HAVEN'T BEEN ABLE TO DO IT JUST YET, BUT WE WOULD HAVE A, UM, A GIFT AND DONATION CATALOG THAT'S AVAILABLE FOR ANYBODY IN THE PUBLIC THAT WANTS TO DONATE SOMETHING, UH, TO THE PARK SYSTEM.

AND THE BENEFIT TO THAT IS, IS THAT IT FITS WITHIN THE STANDARDS THAT WHETHER IT'S, UH, TRASH CANS, UH, DRINKING FOUNTAINS, PARK, BENCHES, UH, TREE VARIETIES, ANYTHING THAT WE WANT TO PUT IN THE PARK WOULD ALREADY AUTOMATICALLY BE IN THE CATALOG.

THAT'S ACCEPTABLE TO THE PARK SYSTEM, UM, AND REC RECREATION FOR THAT MATTER TO A LOT OF WHAT I'VE DONE IN THE PAST WITH A DONATION CATALOG IS IT WOULD INCLUDE, UM, RECREATION SUPPLIES.

IT MIGHT BE FOR SUMMER CAMPS, UH, ADVENTURE CAMPS, OUTDOOR PROGRAMS. IT'S A WHOLE GAMUT OF THINGS THAT IF SOMEBODY FELT THE NEED TO DONATE AND IT FITS THEIR PERSONAL INTERESTS, THERE'S A ROOM FOR THAT.

SO WE COULD ABSOLUTELY PUT SOMETHING TOGETHER LIKE THAT THAT WOULD HELP STREAMLINE THAT PROCESS FOR ANYBODY.

OKAY.

WELL, I GUESS WE NEED TO START THINKING ABOUT THAT BECAUSE WE'D LIKE TO, YOU KNOW, GET SOMETHING LIKE THAT ON OUR WEBSITE AND, UM, WHICH IS STILL UNDER CONSTRUCTION, BUT, UM,

[00:20:01]

BUT BASICALLY WE NEED TO GET IT DOWN TO LIKE COST AND ALL OF THAT SO THAT WE CAN, YOU KNOW, WHATEVER SOMEONE WANTS, WE MAKE SURE THAT THEY GET EXACTLY WHAT THEY WANTED.

AND THEN IF THEY DON'T WANT SOMETHING FROM THE PRODUCT CATALOG, THEY CAN DONATE TO LIKE OUR, OUR, OUR CURRENT PROJECT, WHICH, YOU KNOW, IS THE TENNIS CENTER RIGHT NOW.

SO, UM, SO THAT'S KIND OF, WE JUST NEED A LITTLE MORE INFORMATION ON LIKE, YOU KNOW, WHAT PICTURE OF A BENCH DO WE PUT IN THE PRODUCT CATALOG? WHAT, WHAT IS IT THAT WE'RE OFFERING TO THEM? AND ALL OF THOSE THINGS THAT YOU MENTIONED WERE THINGS THAT WE WANTED IN OUR PRODUCT CATALOG.

SO I'M SO HAPPY, BUT WE CAN ABSOLUTELY DO IT.

IT'LL HAVE A MANUFACTURER AND MODEL NUMBER COST.

UM, IF THERE'S INSTALLATION, LET'S SAY, FOR EXAMPLE, YOU DON'T WANT TO DO JUST THE BENCH.

YOU ALSO HAVE TO DO THE CONCRETE PAD.

SO WE WOULD SPECIFY THAT AS WELL.

SO THAT WAY IT'S A TURNKEY SOLUTION.

RIGHT.

SO WHAT ABOUT MEMORIALIZING? ANY IT'S LIKE PUTTING A PLAQUE ON THERE OR, UH, MAYBE COVERS OR SOMETHING WITH SOMEONE'S NAME ON IT? YEAH.

AND THAT'S SOMETHING WE CAN DO.

UM, WE NEED TO LOOK AT SOME OPTIONS ARE A LITTLE BIT DIFFERENT DEPENDING ON THE AMENITY.

UH, SOME YOU CAN MOUNT THE PLAQUE TO THE BENCH.

SOME IT MIGHT HAVE TO BE EMBEDDED IN THE CONCRETE.

UM, IT MAY JUST BE ON A CASE BY CASE BASIS AND WE WOULD HAVE A STANDARD PLAQUE COMPANY THAT WOULD HAVE A STANDARD TEMPLATE FOR INFORMATION.

IT'S, IT'S VERY DOABLE.

PERFECT.

OKAY.

SO I GUESS I WILL CONTACT YOU OUTSIDE OF THIS, THEN WE CAN SCHEDULE A MEETING TO, UH, GET THAT DONE.

ABSOLUTELY.

THAT SOUNDS GREAT.

THANK YOU, ANDY.

I APPRECIATE IT.

UM, AND MOLLY OR KENYA, DO YOU ALL HAVE ANYTHING TO ADD? OKAY.

THANK YOU.

THANK YOU.

YEAH, THANK YOU VERY MUCH.

AND IT'S EXCITING TO SEE THIS MOVING FORWARD.

NEXT STEP, UH, RIBBON CUTTING FOR WINTERS PARKS, SPRING CREEK GREEN BELT TRAIL.

I WANT TO BE THERE.

HEY, ANDY.

I BELIEVE THAT'S THE ADS, BUT I DON'T THINK THE AD IS ON THE ZOOM IS.

AND SO, ALL RIGHT.

SO I WILL TELL YOU WHAT I DO KNOW.

UM, I DON'T HAVE ALL OF THE PARTICULARS, BUT WE ARE, I DON'T KNOW IF THERE'S A DATE IN THIS MEMO, KEITH.

UM, SO YOU WILL SEE, UH, SOME INFORMATION COMING FROM ZIAD ABOUT, UM, PUTTING TOGETHER, UM, THE RIBBON CUTTING FOR THE TRAIL SYSTEM THAT, THAT, UH, I BELIEVE THIS IS THE ONE THAT GOES FROM WINTERS, UH, THE BRIDGE THAT GOES THROUGH WINNERS AND THEN TURNS DOWN INTO SPRING CREEK.

IS THAT CORRECT? RIGHT.

SO THAT ONE'S GOT SEVERAL PLAYERS IN IT IN TERMS OF THE FUNDING.

UH, YOU'VE GOT TEXTILE IN THE COUNTY AND A VARIETY OF OTHER FOLKS.

SO TH THIS WAS, UH, A BIG PROJECT, UH, YOU KNOW, WHAT, A LOT OF TRAIL MILEAGE, BUT IT WAS A SUBSTANTIAL MONETARY INVESTMENT IN THE TRAIL SYSTEM, IN A FLOODPLAIN, THE BRIDGES THE WHOLE BIT.

UM, SO WE WANT TO MAKE SURE THAT EVERYBODY GETS ADEQUATE RECOGNITION FOR THOSE TYPES OF THINGS AND CONTINUES TO BRING, UH, RECOGNITION AND, AND, UH, FOR FOLKS TO KNOW WHAT THE TRAIL SYSTEM IS AND WHERE IT IS, HOW IT'S GROWING, WHAT THE PLANS ARE IN THE FUTURE.

CAUSE IT'S, IT'S BUSTING AT THE SEAMS IN THE VERY NEAR FUTURE.

SO WE WANT TO MAKE SURE THAT EVERYBODY'S AVAILABLE WHEN THE INVITATION COMES OUT.

AND IF HE HASN'T SELECTED DATES YET, UH, YOU'LL SEE THAT SHORTLY.

OKAY.

AND AGAIN, JUST START AND DOES IT, I MEAN, IT BASICALLY STARTS AT HOW FAR IT GOES ALL THE WAY AROUND.

WELL, THERE'S, WELL, THERE'S TWO SECTIONS.

SO WE HAD, WE HAD SECTION A AND B AND THEY ARE SEPARATED AT THIS TIME BY THE CREEK.

UM, SO THE, THE ONE SECTION THAT GOES THROUGH WINTERS PARK TIES UP INTO THE NEIGHBORHOOD AND THEN YOU GO AROUND AND THEN IT PICKS UP AGAIN AT HALF PARKED BEHIND THE BASEBALL FIELD FOR THE SCHOOL.

AND IT GOES ALL THE WAY DOWN TO GARLAND AVENUE.

RIGHT.

AND THEY'RE CONNECTING THAT SIDEWALK.

RIGHT.

AND THEN YOU HAVE TO PLAY FROGGER TO GO ACROSS GARLAND AVENUE TO PICK UP THE REST OF THE SPRING CREEK TRAIL TO GET TO THE PARK.

SO, UM, WALK, YOU CAN HIKE UNDER THE BRIDGE IF THE, IF THERE AREN'T ALMOST PEOPLE UNDER THERE.

RIGHT, RIGHT.

SO THAT ALL OF THOSE ISSUES ARE BEING ADDRESSED.

AS A MATTER OF FACT, THERE'S ANOTHER PROJECT THAT WE'RE TRYING TO FUND THAT ACTUALLY CONNECTS THE TRAILS UNDERNEATH GARLAND AVENUE.

UM, WHICH I THINK IS A SIGNIFICANT CONNECTION FOR THAT TRAIL SYSTEM.

OKAY.

WELL, WE LOOK FORWARD TO IT.

ANY QUESTIONS ON THAT? OKAY.

PARK MAINTENANCE CLASSIFICATION UPDATE.

OKAY.

SO THIS IS, THIS IS A BIG TOPIC.

SO PUT YOUR SEATBELTS ON, UM, THIS IS A TOPIC THAT I WILL GET ON A SOAP BOX IN A HEARTBEAT.

AND, AND AFTER 25 YEARS

[00:25:01]

OF DOING THIS BUSINESS, WE'VE FOUND A PROCESS AND A FORMULA THAT TENDS TO HELP BRING AGREEMENT.

WELL, MAYBE NOT AGREEMENT, BUT CONSENSUS THAT, YOU KNOW, PARK MAINTENANCE NEEDS SOME DEFINITION ON EACH PARCEL OR PARK OR GREENBELT OR MEDIAN RIGHT AWAY ON HOW IT WILL BE MAINTAINED VERSUS OTHERS.

SO AS YOU CAN IMAGINE, THERE'S, I'M GOING TO JUST GUESS A NUMBER EVENTUALLY WE'LL DO A STUDY ON IT.

THERE'S PROBABLY SEVERAL THOUSAND HOMES THAT ARE ADJACENT TO A PIECE OF PARKLAND GREENBELT, A NATURAL OPEN SPACE.

AND EVERY ONE OF THOSE HOMEOWNERS WANTS IT MAINTAINED THE DIFFERENT WAY BEHIND THEM.

UM, SO ONE OF THE WAYS TO ADDRESS THAT AS WELL AS LIMITED RESOURCES, NOBODY HAS AN UNLIMITED BUDGET IS THAT WE PUT EACH PARK PARCEL IN A MAINTENANCE CLASSIFICATION.

UM, AND SO WHAT YOU HAVE TO REVIEW TONIGHT IS JUST AN INTRODUCTION TO THE CONCEPT.

AND THEN LATER WE WOULD, WE WOULD ASK THAT EVERYONE REVIEW THE MAPS THAT ARE PROVIDED IN YOUR BOX ACCOUNT AND THE CLASSIFICATION DESCRIPTIONS, PARTICULARLY IN YOUR DISTRICT THAT ARE OF MOST INTEREST, BUT FEEL FREE TO COMMENT ON ALL THE PARKS THAT ARE OF INTEREST TO YOU.

UM, BUT WHAT I'LL DO IS GO VERY BRIEFLY.

AND MATT, I'M GOING TO KIND OF ASK HIM TO PROVIDE, UM, THE VISUALS ON THIS.

IF WE COULD PULL UP THE MAINTENANCE CLASSIFICATION, UH, DESCRIPTION, I BELIEVE EVERYBODY'S PROVIDED THAT IN THEIR PACKET.

UM, SO WHAT YOU'LL SEE IS, IS THAT, AND THIS IS THE BEGINNING OF WHAT WE WILL CALL THE PARK OPERATIONS, UM, PLAN THAT WILL GIVE THE STAFF GUIDANCE ON HOW THE EACH PARCEL IS TO BE MAINTAINED.

AND IT WILL ALSO PROVIDE A FRAMEWORK THAT COUNCIL AND CITY MANAGEMENT CAN LOOK TOWARDS IN TERMS OF HOW WE ASK FOR RESOURCES.

UM, SO WHAT YOU SEE, AND I'LL GO VERY BRIEFLY.

I WON'T GO THROUGH ALL THIS IN EXTREME DETAIL, BUT YOU'VE GOT, UM, ANYWHERE FROM A AA TO, I BELIEVE AN F.

AND SO WHAT THAT MEANS IS, IS THE, UH, CLASSIFICATION AA IS OUR HIGHEST LEVEL OF CLASSIFICATION.

AND SO WHAT YOU'LL SEE IN THOSE MAINTENANCE CATEGORIES IS, UH, THINGS THAT ARE GOING TO BE DESTINATIONS YOUR HIGHER END SPORTS COMPLEXES, THINGS LIKE DOWNTOWN SQUARE, THE DOG PARK BALL FIELDS, UH, THE DOWNTOWN PLAZA, AS IT, AS IT COMES ONLINE.

AND THAT'LL INCLUDE WHAT THIS DOES FOR US IS IT DEFINES IF YOU, IF YOU THINK ABOUT IT AS YOUR OWN YARD, BUT ON A MUCH BIGGER MAGNITUDE, IF YOU WANT IT TO LOOK A CERTAIN WAY, IT TAKES CERTAIN TASKS.

SO IF YOU WANT YOUR, YOUR, YOUR LANDSCAPING, YOUR TURF AND YOUR WHATEVER AMENITIES, YOU MIGHT HAVE TO LOOK A CERTAIN WAY, IT TAKES MORE TIME.

IF YOU WANT THEM TO LOOK BETTER.

SO ON THE AA, IF IT'S A BALL FIELD OR A DESTINATION, IT'S GOING TO BE FERTILIZED.

UH, MORE OFTEN IT'S GOING TO HAVE WEED CONTROL.

IT'S GOING TO HAVE PEST CONTROL.

IT'S GOING TO BE MOWED A LITTLE BIT HIGHER LEVEL.

UH, IT MAY BE VERIFIED MORE FREQUENTLY.

YOU'RE GOING TO SEE A LOT MORE COMMON TRASH PICKUP ON A SEVEN DAY BASIS POSSIBLY.

UM, SO IT IT'S THE HIGHEST LEVEL.

AND SO YOU'LL SEE THAT IN YOUR DESTINATIONS, THE DOWNTOWN SQUARE BALL FIELDS, THAT KIND OF THING.

NOW, ULTIMATELY THIS PLAN WHEN IT'S COMPLETE IS EACH ONE OF THESE CATEGORIES WILL BE ADOPTED ANNUALLY OR AT LEAST REVISED ANNUALLY.

AND THERE'LL BE A COMPLETE LIST UNDER EACH ONE OF THESE, WHERE IT SAYS EXAMPLE OF CLASSIFICATION, WE WILL ACTUALLY LIST EVERY SINGLE PARCEL THAT GOES UNDER THAT CLASSIFICATION.

UM, SO THE NEXT ONE WOULD BE CLASS, A CLASS, A IS YOUR MOST COMMON, UH, IRRIGATED PARK PROPERTY.

SO IT'S GOING TO BE MOST OF YOUR NEIGHBORHOOD PARKS.

UH, ONE THING I'VE LEARNED WHEN I FIRST GOT HERE ALMOST COUPLE OF YEARS AGO, UH, GARLAND IS EXTREMELY WELL IRRIGATED, UM, WELL MANAGED IRRIGATION SYSTEM, BUT, UH, WE DO HAVE THE PROPER IRRIGATION TO HAVE GOOD QUALITY SAFE TURF.

SO MOST OF THE PARKS YOU'LL SEE WHETHER THEY'RE COMMUNITY OR REGIONAL PARKS, NEIGHBORHOOD PARKS.

THOSE ARE YOUR TYPICAL WHAT WE WOULD TERM WEEKLY MAINTENANCE.

THEY GO AND THEY GET A FULL SERVICE TREATMENT ONCE A WEEK.

YOU'RE DOING ALL THE EDGING, THE TRIMMING, THE BLOWING, THE MOWING IT'LL RECEIVE A CERTAIN AMOUNT OF FERTILIZER AND WEED CONTROL, BUT NOT QUITE THE SAME AS THE AA.

THEN YOU START GOING INTO A CLASS B WHERE THOSE ARE YOUR PROPERTIES THAT ARE STILL WELL USED.

UH, THEY'RE VISIBLE, BUT THEY MAY NOT BE IRRIGATED.

AND IF THEY'RE NOT IRRIGATED, THEY OBVIOUSLY DON'T NEED THE SAME INTENSIVE FERTILIZATION MOWING AND WEED CONTROL.

UM, NOW I WILL SAY THERE'S A CAVEAT TO EVERY ONE OF THESE CATEGORIES.

WE WILL STRIVE TO, TO MAINTAIN EACH PART TO THESE ADOPTED CATEGORIES, BUT THEY ARE ALWAYS SUBJECT TO AVAILABLE RESOURCES, MEANING BUDGET, UM, AND WEATHER AND MANPOWER.

LIKE FOR EXAMPLE, THIS YEAR, WE ARE A LITTLE ON THE LIGHT SIDE FOR MANPOWER IN TERMS OF OPENINGS AND POSITIONS.

SO THAT MAKES THAT YEAR, MUCH, MUCH TYPER

[00:30:01]

CLASSIFICATION.

SEE THOSE ARE GOING TO BE PROPERTIES THAT WE WOULD MAINTAIN QUARTERLY.

THOSE ARE FOUR TIMES A YEAR.

UH, YOU MIGHT SEE, YOU KNOW, TRACTOR MOWING.

THOSE ARE GONNA BE SHREDDER TYPE MOWING AND OPEN SPACES, LITTER REMOVAL, MAKING SURE THAT THERE'S WATER FLOW.

IF THERE'S CREEKS IN THE CHANNELS, UH, TREE TRIMMING IS ONLY PERFORMED IF IT'S AN OBSTRUCTION OR A DANGER THAT THE DESTRIA KOREANS, UM, CLASSIFICATION D GOES DOWN TO TWICE A YEAR, YOU KIND OF GET THE IDEA, UH, CLASSIFICATION E IS ONE TIME A YEAR, MAINTAINING WATERFLOW, LITTER CONTROL, THAT KIND OF STUFF.

UM, AND THEN KIND OF PAST EXPERIENCE TELLS ME THAT THERE'S TWO CATEGORIES THAT ARE KIND OF SPECIAL.

ONE IS CLASSIFICATION F AND TO A CERTAIN DEGREE E UM, A LOT OF FOLKS WANT THINGS MOWED AND MANICURED BEHIND THEIR PROPERTY.

WELL, THERE'S, THERE'S VALUE TO HABITAT THERE'S VALUE TO NATURAL, UH, LETTING, LET NATURE DO ITS THING JUST BECAUSE A TREE FALLS IN THE FOREST DOESN'T MEAN WE GOTTA CLEAN IT UP AND NOW BECOMES A DIFFERENT TYPE OF HABITAT FOR DIFFERENT TYPE OF CRITTER.

UM, SO YOU'LL SEE A LOT OF THE NATURAL OPEN SPACE WILL BE IN A CLASSIFICATION F AND THAT GIVES US KIND OF THE ABILITY OF FOLKS ARE COMPLAINING OR, OR, OR HAVE A DIFFERENT IDEA OF THE WAY IT SHOULD BE MAINTAINED.

WE, WE S WE ARE RECOGNIZING THAT THERE'S VALUE IN NATURAL, LEAVE IT NATURAL.

UM, TRAIL MAINTENANCE IS ITS OWN CATEGORY.

THAT'S THE, THE ISSUE WITH TRAILS IS THEY WILL RUN THROUGH EVERY CATEGORY.

YOU HAVE, THEY'LL RUN FROM A AA ALL THE WAY TO AN HALF, WHICH MEANS YOU DON'T NEED TO KEEP THEM AT THE LEVEL THAT SURROUNDS THEM.

IT MAY MEAN IT STILL NEEDS WEEKLY TRASH PICKUP.

LOOK FOR HAZARDS AND DEBRIS THAT MAY TAKE BI-WEEKLY MOWING ON THE SIDES.

CAUSE WE LIKE TO KEEP A CERTAIN AMOUNT OF CLEARANCE ON THE SIDES.

SO, SO TRAILS GET KIND OF A BUFFER TYPE CATEGORY, IF THAT MAKES SENSE.

SO THAT'S THE BEGINNING OF THE PARK OPERATIONS PLAN IS TO START WITH A CLASSIFICATION.

AND ULTIMATELY WITH YOUR FEEDBACK, WE'D LIKE TO TAKE THAT TO COUNCIL FOR AN ADOPTION OF THESE CLASSIFICATIONS BECAUSE, UM, MATT, IF YOU WANT TO SWITCH TO THE MAPS, PICK UP, PICK A PARK THAT YOU THINK GIVES A, SO I'VE SEEN PROBABLY NO LESS THAN A HUNDRED OF HER OTHER PARKS AND RECREATION OPERATIONS PLANS IN THE COUNTRY, AND THEY ALL DO THEM A LITTLE BIT DIFFERENTLY.

SO WE PICKED A LOT OF THE THINGS FROM EACH ONE THAT WE THINK ARE BENEFICIAL AND A LOT OF CITIES WILL SAY, OKAY, THIS PARK IS A LEVEL, HEY, THIS PARK IS A LEVEL B.

WELL, THE TRUTH OF THE MATTER IS IF YOU LOOK IN THE PARK AND PARTICULARLY A LARGE PARK, YOU DON'T MAINTAIN THAT ENTIRE PARK AT THE SAME LEVEL.

THERE'S SUB CATEGORIES UNDER EACH PARK.

SO, AND I'M GONNA LET MATT EXPLAIN THE COLORS.

AND SO WHAT WE'VE DONE IS, IS WE KNOW INTUITIVELY THAT THE AREA IN RED IS LIKELY TO BE MOWED ONCE A WEEK, AREA, TEAL IS DIFFERENT.

THE AREA IN GREEN IS DIFFERENT.

SO I'LL LET, I'LL LET MATT EXPLAIN THOSE CATEGORIES REAL QUICK IN THAT, AND THIS IS WHERE AM I AT AVALON? SURE.

THANKS, ANDY.

SO WHAT YOU WILL, YOU WILL ALL FIND IN, AND YOUR OX ACCOUNT FOR ARTS BOARD IS ALL OF OUR, ALL 63 PARKS, UM, WITH A VERY ROUGH IT'S.

IT'S NOT, YOU KNOW, OBVIOUSLY EVERY LITTLE CORNERS NOT GATHERED IN THERE AND IT, YOU KNOW, WE GO OVER AND TRAILS AND BUILDINGS AND THINGS LIKE THAT, BUT IT'S TO GIVE YOU A SENSE OF HOW THOSE MAINTENANCE CLASSIFICATIONS BREAK DOWN, UM, BY PARK.

AND IF YOU DOWNLOAD THOSE INTO, UM, PDF, YOU'LL ACTUALLY BE ABLE TO HOVER OVER THE LINE.

AND IT WILL TELL YOU, UH, LIKE, YOU'LL SEE HERE, THIS MAIN PART OF AVALON WHERE YOU PULL INTO THE PARK, UH, IN THE AREA WITH THE TRAIL AND AROUND THE POND IS WHAT WE WOULD CALL A CLASS, A, THE AREA THAT'S THAT'S OUT HERE BY THE ROAD THAT COMES IN IS CURRENTLY BEING MAINTAINED AS A CLASS B.

AND THEN WHAT THEY STARTED IS THIS WAS AN AREA THAT THERE WAS A NORMAL FIELD THAT, THAT GOT TAKEN OUT IN THE BACKSTOP REMOVED.

AND NOW WE'RE KIND OF LETTING THIS KIND OF GO BACK TO MORE OF A NATURAL AREA.

AND SO NOW THIS IS WHAT WE WOULD CONSIDER A CLASSY YOU'LL, YOU'LL NOT SEE ANY CLASS F I DIDN'T GO IN AND PUT THAT ALL IN, BUT IF YOU SEE MY CURSOR, THIS ENTIRE WOODED AREA IS ALL TECHNICALLY PARKED PROPERTY.

UM, SO THIS IS WHAT WE, WE, WE MARK AS A CLASS F IT'S A TRUE FORESTED AREA.

WE GO IN THERE AND MADE SURE THAT WE'RE, WE'RE KEEPING IT CLEAR FOR WATER FLOW AND THINGS LIKE THAT, BUT IT'S NOT ACTIVELY MANAGED ON A WEEKLY OR MONTHLY BASIS.

SO WHAT WE'VE DONE IS WE'VE GONE THROUGH EACH PARK AND STARTED TO DESIGNATE WHAT THESE DIFFERENT AREAS ARE.

AND WHAT YOU'LL SEE IS IF IT HAS I'LL SHOW YOU AN EXAMPLE, IT HAS A WHOLE BUNCH.

SO HERE'S CENTRAL, AND THIS IS AN OLD PHOTO.

SO AS AERIAL PHOTOS GET UPDATED, WE'LL OBVIOUSLY

[00:35:01]

UPDATE THESE.

IF IT'S SURROUNDED IN A YELLOW, THAT'S GOING TO BE OUR CLASS AA, AS ANDY WAS SAYING, THAT'S OUR HIGHEST, UM, OUR HIGHEST LEVEL OF MAINTENANCE.

SO PLACES LIKE THE DOG PARK AND OUR FIELDS, UM, OUR A IS OUR ONCE A WEEK MOWING.

AND THEN IF YOU GET INTO THIS SHOULD BE ORANGE.

THIS IS WHAT WE WOULD CLASSIFY THIS LITTLE TRIANGLE DOWN HERE OF THIS WOODED AREA, UH, IS SOMETHING THAT WE DO ON ABOUT A QUARTERLY BASIS, UH, WHERE WE GO IN AND START TO MOW THAT THOSE AREAS DOWN TEAL, AS ANDY SAID, IS A CLASS II.

AND THEN THERE'S ACTUALLY A CLASS D THAT'S IN PINK, WHICH I DIDN'T PULL UP.

UM, WE'LL SEND OUT WHAT THOSE, THOSE DIFFERENT COLOR CLASSIFICATIONS ARE TO YOU.

SO AS YOU START TO GO THROUGH THOSE, YOU CAN REALLY KIND OF START TO LOOK AT IT, OR LIKE I SAID, YOU CAN DOWNLOAD THEM.

UM, AND THEN YOU CAN JUST HOVER OVER EACH OF THE BOXES AND IT'LL SHOW YOU EXACTLY WHAT CLASSIFICATION IT IS.

SO WHAT WE WANT YOU TO DO IS TAKE SOME TIME TO GO THROUGH IT AND LOOK AT THOSE.

AND AGAIN, COME BACK AND SEND ME ANY RECOMMENDATIONS THAT YOU MIGHT HAVE FOR ANY OF THE PARKS THAT WITHIN YOUR DISTRICT OR ANY PART THAT YOU'RE YOU'RE UM, INTERESTED ABOUT.

AND THEN WE'LL TAKE THOSE AND INCORPORATE THOSE.

IF THERE'S ONES THAT YOU HAVE, YOU SPECIFICALLY WANT TO TALK ABOUT WHY THAT IS CLASSIFIED, THE WAY THAT IT IS, UM, FEEL FREE TO CONTACT ME AND BE HAPPY TO HAVE A DISCUSSION WITH YOU.

PERFECT.

THANK YOU, MATT.

IF YOU WANT TO GO AHEAD AND PULL UP THE SPREADSHEET THAT SHOWS THAT, SO THIS IS WHERE THE RUBBER HITS THE ROAD.

YOU MIGHT WONDER, WELL, WHAT'S THE BIG DEAL? WHAT, WHY DOES THIS MATTER? IF YOU THINK ABOUT IT THESE WAY TO EXPLAIN IT IS IF YOU LIVE AT YOUR HOME AND YOU'VE GOT YOU'RE ON A 10,000 SQUARE FOOT LOT, AND YOU PAY SOMEBODY TO MOW YOUR YARD AND THEY CHARGE YOU $40 TO DO A MOWING AND TRIMMING CYCLE AT YOUR HOUSE, AND YOU SELL YOUR HOUSE AND YOU MOVE TO A 20,000 SQUARE FOOT LOT.

AND NOW YOU'VE ASKED THEM TO START TRIMMING TRUBS EVERY MONTH, DOING FLOWERBED, CHANGE OUT, UH, PUTTING PRE-EMERGENT FERTILIZER ON YOUR YARD.

NOW YOU'RE PROBABLY A HUNDRED DOLLARS A MONTH.

SO WHAT THIS IS, IS THIS IS A BREAKDOWN OF, SO THIS WILL BE AN AVALON PARK EXAMPLE.

WHAT YOU'LL SEE IS THAT THERE'S ALWAYS KIND OF A UNIT OF STANDARD FOR PRODUCTIVITY.

SO YOU'LL SEE A CERTAIN TYPE OF MOWING.

WE WOULD EXPECT ON AVERAGE THAT IT TAKES A STAFF PERSON, 12 MINUTES TO MOW AN ACRE.

SO THEN UNDER THE NEXT CATEGORY WHERE IT SAYS APPROPRIATE MEASUREMENT IN THIS SCENARIO, IT'S ACREAGE, YOU WOULD HAVE EIGHT ACRES, AND YOU'RE GOING TO DO THAT 38 TIMES A YEAR IN THE, IN THE GROWING SEASON OR THE SEMI GROWING SEASON.

SO WHAT THAT MEANS IS, AS YOU TAKE EVERY TASK THAT WE WOULD DO IN THE PARK, YOU'VE GOT WEED EATING, YOU'VE GOT A 45 MINUTES PER THOUSAND LINEAR FOOT STANDARD, UH, EDGING BLOWING, EMPTYING TRASH, UM, ALL OF THE THINGS THAT YOU SEE, JUST KEEP GOING DOWN.

THE LIST ARE PERFORMED AT EACH OF THESE PARKS, THE SIMPLER, THE PARK WITH THE FEWER AMENITIES, LIKE A CLASS C, D, AND F YOU WON'T HAVE THESE.

AND SO THE TIME IT TAKES TO MAINTAIN IT GOES DOWN.

SO WHEN YOU ADD ALL OF THESE THINGS UP, YOU'VE GOT A, WHAT WE WOULD TERM JOB TIME.

THAT IS WHAT IT TAKES A CREW OF FOUR, HOW MANY HOURS IT TAKES TO MAINTAIN THAT AT THAT ONE CYCLE.

AM I INTERPRETING THAT CORRECT, MATT? AND YOU'VE GOT A CREW OF FOUR.

IT TAKES FOUR HOURS TO KNOCK THAT PARK OUT, UH, PER CYCLE.

CORRECT.

AND YOU KNOW, THIS IS, THIS IS JUST, WE WOULD CONSIDER DURING OUR GROWING SEASON, WHAT IT TAKES TO COME IN.

UM, WE NEED EDGE, BLOW, WALK AROUND THE PARK, PICK UP THE TRASH, UM, CHECK THE PLAYGROUNDS, YOU KNOW, WALK THE SITE.

THIS IS WHAT WE WOULD BE DOING ON A WEEKLY BASIS.

THIS DOESN'T INCLUDE, UM, IF SOMETHING'S BROKEN AND THEY HAVE TO COME BACK AND FIX IT, OR IF THEY SHOW UP AND, YOU KNOW, SOMEBODY HAD A BIG PARTY THERE OVER THE WEEKEND, AND THERE'S A TREMENDOUS AMOUNT OF TRASH THAT NEEDS TO BE PICKED UP, OR THEY GET ONSITE AND THERE'S LIMBS THAT ARE ON THE GROUND.

SO NOW THEY HAVE TO SPEND SOME EXTRA TIME ON PICKING UP THOSE LAMBS.

THIS IS JUST BASIC MAINTENANCE FOR US TO BE ABLE TO GET INTO.

WE NEED TO BE DOING IN EACH OF THESE PARKS TO, TO KEEP THOSE STANDARDS UP.

AND THEN YOU'LL SEE THAT FAR COLUMN WILL BE YOUR TOTAL HOURS PER YEAR.

SO THAT, THAT TELLS US AT THE END OF THE DAY, UH, WHERE THIS TRANSLATES IS, OKAY, WE WE'VE SAID WE WANT TO MAINTAIN IT.

A CLASS AA, A B, C, AND ET CETERA.

NOW WE'VE GOT X NUMBER OF DOLLARS IN STAFF, PERSONS.

UH, YOU TOTAL ALL THIS UP AND IT'LL TELL US HOW MANY FTES FULL-TIME EQUIVALENTS THAT IT TAKES TO MANAGE THE PARK.

SO THIS PARK ON AN ANNUAL BASIS IS 624 MAN HOURS.

YOU MULTIPLY THAT TIMES.

EACH WE'LL HAVE A CATEGORY.

YOU CAN SEE AT THE BOTTOM, ALL THE TABS, THERE ARE 63 TABS.

PLUS YOU CAN ALSO HAVE MEDIANS AND WRITEAWAYS YOU ADD ALL THAT TOGETHER.

AND YOU WILL HAVE A, TO MAINTAIN IT TO THAT STANDARD AND FTE, WHICH TELLS US HOW MANY STAFF

[00:40:01]

PERSONS WE NEED TO DO THAT JOB.

THAT ALSO THEN TRANSLATES TO WHEN YOU SEE DOWN HERE, WE'RE TALKING FERTILIZER, PRE-EMERGENT HERBICIDE.

THERE'S A COST TO THAT ON THE AA PROPERTY.

IF I'M NOT MISTAKEN, AS AN EXAMPLE, UH, YOU ADD UP TWO PRE-EMERGED CYCLES A YEAR FOR FERTILIZATIONS, UH, TWO DOUBLE APPLICATIONS OF POST EMERGENT WEED CONTROL.

YOU'RE RIGHT AROUND $400 AN ACRE JUST IN MATERIALS AND CHEMICALS.

UM, SO YOU TAKE THAT AND PUT THAT TO YOUR MANPOWER.

YOU ADD IT UP NOW YOU'VE GOT WHAT IT TRULY TAKES TO MAINTAIN IT.

SO IF YOU'VE GOT ALL YOUR MAINTENANCE CATEGORIES IS THE WISHLIST AND ALL OF OUR RESOURCES MATCHED THE WHISTLE LIST.

THAT'S GREAT.

IF THE RESOURCES ARE LESS THAN THE WISHLIST, NOW YOU HAVE TO DECIDE, WE CAN'T MAINTAIN THAT PARK TO A B LEVEL OR AN A LEVEL ANYMORE.

WE'VE GOT TO BUMP IT DOWN TO A B IT'S A FUNCTION OF, IT'S A SIMPLE FUNCTION OF, OF RESOURCES THAT GO INTO EACH PARCEL.

THAT'S WHAT WE'RE ASKING.

GO AHEAD.

YEAH.

THIS IS A GOOD EXAMPLE OF CENTRAL TOO, BECAUSE IT PULLS IN THE FERTILIZATION AND THE PRE-EMERGE, AND THEN ALSO IT SHOWS OUR CLASS A, AND YOU'LL SEE HERE, OUR CLASS SAY, ESPECIALLY IN OUR BALL FIELDS AND THINGS LIKE THE DOG PARK, UM, WHAT WE'RE DOING, WE NEED TO KEEP THAT TURF REALLY, REALLY HEL HEALTHY.

THAT GETS A LOT OF USE.

WE MOW THAT TWICE A WEEK.

AND SO YOU CAN SEE HOW QUICKLY THOSE HOURS ADD UP FOR US TO BE ABLE TO MAINTAIN THOSE PLAIN SURFACES THAT ARE, AND THOSE REALLY HIGH END, UM, AA CLASSIFICATIONS FOR THE STANDARD THAT WE WANT, KEEP THEM.

AND HERE'S THE KICKER.

AND WHILE I'M EXPLAINING THIS, UH, MATT, I DON'T KNOW IF YOU'VE GOT THE LIST.

MAYBE IT WAS IN AN EMAIL THAT YOU SENT ME THAT HAD THE TOTAL ACRES PER CLASSIFICATION.

UM, WHAT, ONE OF THE INTERESTING THING THINGS IS, IS, YOU KNOW, THAT A FULL-TIME EQUIVALENT, EVERYBODY GETS A PAYCHECK.

IF YOU'RE A SALARY OR AN HOURLY EMPLOYEE, THAT'S FULL TIME, YOU'RE PAID AT 2080 HOURS A YEAR.

WELL, IF YOU SUBTRACT OUT VACATION TIME, SICK TIME, TRAVEL TIME, TRAINING, TIME, GETTING READY TO PREPARE YOUR EQUIPMENT, SAFETY INSPECTIONS, AND MAINTENANCE.

YOU'RE ACTUALLY ONLY IN THE FIELD ABOUT 1600 HOURS.

SO THAT PERSON PRODUCTIVITY IS ABOUT 1600 HOURS INTO THE RESOURCE.

UM, AND THAT'S, YOU CAN'T FAKE IT.

THE HOURS IT TAKES TO MOW IS WHAT IT TAKES HOURS.

IT TAKES TO MAINTAIN SHRUBS AND FLOWERS.

THAT'S WHAT IT TAKES.

AND SO IF WE HAD, WHAT DO WE HAVE, 50 SOMETHING EMPLOYEES, YOU TAKE THAT TIMES 2080, YOU ACTUALLY, IT'S REALLY 1600 PER EMPLOYEE OF PRODUCTIVITY TIME.

AND SO THAT'S WHAT THIS EXERCISE DOES, IS IT TELLS US, DO WE HAVE THE RIGHT AMOUNT OF, UH, MANPOWER, OR DO WE NOT WITHIN THE, THAT I'LL ADD TO THIS IS, YOU KNOW, WE'RE STILL FINE TUNING THESE NUMBERS.

SO WE'LL BE ABLE TO KNOW RIGHT WHERE WE ARE, BUT WE ALSO, YOU KNOW, IT'S A DOUBLE EDGED SWORD.

WE'RE GOING TO HAVE A, WE'VE GOT THIS GREAT BOND AND WE'RE GOING TO HAVE A LOT OF NEW ASSETS COMING ONLINE THAT ARE MUCH NEEDED, AND WE REALLY, REALLY NEED AND APPRECIATE, BUT WE WANT TO MAKE SURE THAT THOSE ASSETS, THAT THEY COME ONLINE, THAT THEY'RE GETTING THAT LEVEL OF MAINTENANCE, THAT WE CAN MAKE SURE THAT THEY LAST ANOTHER 30, 40, OR 50 YEARS TO PIKE THE ASSETS THAT WE'RE HERE.

AND WE'RE PUTTING IN, YOU KNOW, NOT JUST SWINGS AND SLIDES.

YOU KNOW, WE'RE PUTTING IN REALLY INTRICATE PLAYGROUNDS AND SPLASH PADS AND, AND THINGS, AND SKATEPARKS AND THINGS THAT ARE REALLY COOL AND THAT THE CITIZENS OF GARLAND ARE GONNA LOVE.

UM, BUT WE'LL BE CALCULATING IN AS EACH ONE OF THOSE NEW ASSETS COMES ONLINE, HOW THAT ADDS TO THIS OVERALL NUMBER SO THAT YOU CAN SEE AS THOSE NEW ASSETS COME ONLINE, WHAT THE MAINTENANCE REQUIREMENTS ARE TO BE ABLE TO MAINTAIN THAT ASSET.

YOU CAN GET THE LONGEVITY OUT OF IT, UH, THAT WE NEED, UM, ADD UP OVER TIME.

CAUSE WE WANT TO MAKE SURE THAT WE MAINTAIN THESE ASSETS THAT, THAT THE CITIZENS HAVE BLESSED US WITH AND MAKE SURE THAT THEY LAST AS LONG AS THE LAST YEAR THAT WE HAD.

SO BASICALLY TO SUMMARIZE.

YEAH.

BUT YEAH, GO AHEAD.

I HAVE A COUPLE OF QUESTIONS.

WELL, ESSENTIALLY WHAT WE'RE ASKING A PARK BOARD IS, IS TO READ THROUGH THE CLASSIFICATIONS AND THEN LOOK AT THE MAPS OF THE PARKS IN YOUR DISTRICT OR THE ONES THAT ARE OF INTEREST TO YOU AND MAKE SURE THAT THEY'RE APPROPRIATE AND ACCURATE.

UM, IF YOU GET, YOU KNOW, LIKE FOR EXAMPLE, I KNOW OF, OF A FEW PLACES ALONG CERTAIN GREENBELTS THAT PEOPLE CALL AND COMPLAIN THAT, HEY, YOU GUYS HAVE MOWED IT.

I WANT IT MOWED EVERY MONTH, OR I WANT IT MOWED EVERY WEEK.

WELL, IT, IT MAY NOT FALL IN THAT CLASSIFICATION THAT THAT'S PRACTICAL.

WE LIVE NEAR A GREENBELT.

IT IS INTENDED TO BE MOSTLY NATURAL.

UM, SO THOSE ARE THE KINDS OF THINGS THAT HELP BALANCE THOSE REQUESTS WITH WHAT, WHAT WE CAN ACTUALLY PROVIDE.

SO LOOK AT THOSE PARCELS COMPARED TO THE CLASSIFICATIONS

[00:45:01]

AND PROVIDE US RECOMMENDATIONS.

VERY GOOD.

AND THIS, THIS, THIS, NOW MY WORKFORCE HERE, FIRST THING IS YOUR YEARLY MAINTENANCE SCHEDULES.

UH, ARE THOSE THINGS THAT HAVE BEEN DEVELOPED IN THE PAST, UH, YOU'RE CURRENTLY UPDATING ALL THE TIME OR IS THIS FAIRLY NEW THAT YOU'VE ACTUALLY, UH, GOTTEN THE SET DOWN AND LOOKED AT HOW MUCH TIME YOU'RE SPENDING IN EACH OF THE FARM? WELL, YES.

TO A LOT OF THAT.

SO, SO THE CITY OF GARLAND HAS HAD MAINTENANCE CLASSIFICATIONS AND BECAUSE IT'S IT'S PROFESSIONAL PRACTICE AND THROUGHOUT THE COUNTRY, IT HAS BEEN SINCE THE EIGHTIES TO HAVE MAINTENANCE CLASSIFICATIONS, THOSE EVOLVE OVER TIME.

AND THIS PARTICULAR VERSION IS A LITTLE MORE DETAILED, A LITTLE MORE MATHEMATICAL WITH, WITH PUTTING THE SPREADSHEET TO THOSE.

AND IT'S ALL BASED ON THE RESOURCE, THE MORE YOU KNOW ABOUT, SO LET'S SAY WE'VE GOT BERMUDA IN A PARK AND IT'S ON A HEAVY CLAY WITH CERTAIN PROPERTIES.

WE KNOW THAT MOST OF THE CLAY IN GARLAND IS A CHALLENGE TO MAINTAIN.

SO IT, IN ORDER FOR IT TO BE HEALTHY, IT TAKES X, Y, AND Z MAINTENANCE PRACTICES TO BE PLAYABLE AND ATTRACTIVE.

SO WE TAKE THAT SCIENCE FOR EACH ONE OF THOSE ASSETS AND APPLY IT TO THOSE CLASSIFICATIONS AND THE SPREADSHEET.

OKAY.

AND YOUR YEARLY MAINTENANCE SCHEDULE, THE QUESTION IS, IS THE NUMBERS WE WERE SEEING UP THERE.

UH, IS THAT SOMETHING THAT'S BEEN AN EVOLVING THING OVER THE YEARS? WAS THIS SOMETHING THAT YOU GUYS ARE JUST NOW GETTING CODIFIED? YEP.

IT'S, THEY'VE HAD IT IN THE PAST.

IT'S EVOLVING.

IT'S JUST GETTING MORE DETAILED FOR, FOR EXAMPLE, WE KNOW THAT THE GROWING SEASON, UH, TYPICALLY IS MARCH, MARCH ONE, DOCTOR OVER ONE, AND IT, AND YOU CAN ACTUALLY, THAT CAN GO 30 DAYS, EITHER DIRECTION.

IT COULD GO A LONG WINTER OR AN EARLY WINTER OR LATE, EARLY SPRING OR LATE WINTER.

SO, BUT THE AVERAGE IS, IS WHERE MOW AND GRASS WEEKLY, MARCH ONE THROUGH OCTOBER ONE, ACTUALLY MARCH ONE THROUGH OCTOBER 31.

SO YOU GET, YOU GET THREE MONTHS OFF OF MOWEN.

OKAY.

AND THEN ONE MORE NOW YOUR MAINTENANCE CLASSIFICATION SYSTEM, IS IT, UH, IS IT TRYING TO MATCH UP TO EXISTING, UH, PERSONNEL MANPOWER, UH, PERSON POWER, SORRY, UH, THAT CAN HANDLE THESE OR IS THIS, UM, IS IT TRYING TO MATCH UP TO EXISTING PERSONNEL? THAT IS AN EXCELLENT QUESTION.

THAT GETS RIGHT TO THE HEART OF THE ENTIRE PURPOSE OF THE PLAN.

IF YOU, IF YOU DEFINE WHAT YOU WANT IT TO LOOK LIKE FIRST, AND WE HAVE A VISION OF WHAT WE WANT IT TO LOOK LIKE, THEN YOU MATCH THE RESOURCES TO GET TO THAT VISION.

IF YOU CAN'T AFFORD THE VISION, YOU HAVE TO BACK OFF OF IT TO WHAT YOU CAN AFFORD.

BUT IF WE, IF WE KNOW THAT PEOPLE EXPECT NEIGHBORHOOD AND REGIONAL PARKS SHOULD BE MAINTAINED IN A CERTAIN FASHION, IT, IT CORRESPONDS TO A DOLLAR VALUE AND A, IN A RESOURCE, UH, TOWARDS THAT.

SO YOU CAN, IT GOES BOTH WAYS.

SO TO ANSWER YOUR QUESTION IS, IS NO, WE WANT TO BE VISIONARY AND SAY, NO, WE WANT THE PARKS TO LOOK GREAT.

AND IF WE WANT THEM TO BE GREAT, THIS IS THE RESOURCES IT TAKES TO DO IT.

IF THERE'S A DEFICIT, WE EITHER ASK FOR A BUDGET REQUEST OR YOU COME BACK OFF OF THE, OFF OF THE EXPECTATION FOR THE CLASSIFICATION TO THAT.

ANDY JERRY IS YES, THEY THEY'VE, UM, HAVE HAD CLASSIFICATIONS AND THAT THEY'VE BEEN DOING A GREAT JOB OF MAINTAINING WHAT THEY HAVE, BUT THERE'S BEEN A LOT OF CHASING THIS, NEVER BEEN PRESENTED AND PUT TOGETHER IN A WAY WHERE WE'LL BE ABLE TO SHOW YOU EXACTLY WHAT THE TRADE-OFFS ARE DOWN TO AN HOUR.

SO IF YOU WANT THIS PARCEL MODE MORE BASED ON THE RESOURCES THAT WE HAVE, THAT MEANS WE CAN MOW THESE PARCELS THAT MUCH TOO, BECAUSE OF THE LIMITED RESOURCES.

AND SO THERE'S A COUPLE OF DIFFERENT WAYS YOU CAN HIT THAT.

AND YOU CAN, LIKE ANDY SAID, YOU CAN LOWER YOUR EXPECTATIONS FOR WHAT THAT MAINTENANCE IS.

OR YOU COULD START TO CHANGE SOME THINGS AROUND, OR YOU CAN THROW MORE RESOURCES AT IT.

SO THIS WILL GIVE YOU A REALLY CLEAR VIEW OF EVERYTHING THAT'S GOING ON IN ALL OF OUR PARKS AND HOW WE MANAGE THEM AND WHERE OUR THRESHOLDS ARE.

AND THEN YOU'LL BE ABLE TO MAKE DECISIONS AND RECOMMENDATIONS, UM, AND WE'LL BE ABLE TO SHOW YOU THE IMPACT OF IT.

AND THAT'S THE REALLY COOL PART TO ME IS WE'LL ACTUALLY DEALT WITH SHOW YOU WHAT THAT IMPACT IS BASED ON WHERE THOSE RESOURCES ARE PUT.

I I'LL SAY THIS HAS BEEN A PHENOMENAL EXERCISE THAT YOU GUYS ARE DOING HERE.

UH, AND I SEE IT AS BEING, UH, JUST AN UNBELIEVABLE VALUE TO THE COUNCIL WHEN THE COUNCIL PERSON IS GETTING PRESSURE FROM A PERSON OR GROUP OR WHATEVER, UM, THEN, OKAY, IT'S, IT'S LIKE THE CONSTITUTIONAL MANDATE THAT WE HAVE IN THE STATE OF TEXAS, THAT YOU MUST PASS A BALANCED BUDGET.

AND WHAT THIS DOES IS IT SAYS, OKAY,

[00:50:01]

WE'VE LOOKED AT THAT.

SO WHERE DO YOU RECOMMEND WE TAKE AWAY FROM IT? AND I THINK IT'S AN EXCELLENT, EXCELLENT PIECE FOR THAT.

AND THEN THERE'S A LAST AS A LAST PIECE.

UH, IF, UM, IF A, IF A GROUP HAS A PROBLEM WITH THE MAINTENANCE ON SOMETHING LIKE THIS, HOW DO YOU FIRST SEE THEM BEING ABLE TO, UH, ADDRESS THE ISSUE, UH, THROUGH COUNCIL, I GUESS, TO, UM, TO SAY, WE'D LIKE TO HAVE MORE, AND THEN YOU CAN TELL, AND THIS IS WHAT YOU GOTTA DO.

YEAH.

AND THAT'S, UH, THAT'S THE REALITY WE LIVE WITH IN ALMOST WEEKLY WHEN SOMEBODY, UH, HAS A REQUEST OR A COMPLAINT OR RECOMMENDATION FOR SOMETHING DIFFERENT.

UM, ANYTIME WE TRY, WE, WE, WE LOVE TO MAKE PEOPLE HAPPY.

WE WANT TO ACCOMMODATE EVERYBODY.

BUT, UM, AS I'VE SAID, MANY YEARS, OUR STAFF'S NOT SITTING ON THE BENCH WAITING FOR A PHONE CALL TO GO DO SOMETHING THEY'VE GOT, THEY HAVE PLENTY TO DO.

SO IT JUST MEANS THAT IF WE'RE ABLE TO MAKE THAT PERSON HAPPY AND ACCOMMODATE THEIR REQUEST, THAT'S NO BIG DEAL.

IT JUST, WE HAD TO TAKE IT FROM SOMEWHERE ELSE.

SO THAT'S, THAT'S BEEN KIND OF THE SITUATION FOR YEARS IS THAT IF WE'RE GOING TO PULL IT FROM OTHER PLACES, OTHER PLACES SUFFER, UM, AND THAT'S JUST REALITY, YOU MAKE CHOICES AND WE LIVE WITH THEM.

BUT, UM, SOMETIMES IF IT'S A REOCCURRING SITUATION AND PEOPLE ARE JUST UNHAPPY WITH A CERTAIN LEVEL OF SERVICE, IF WE'LL HAVE RESULT IN A BUDGET REQUEST, UM, AND THEY CAN VISIT WITH THEIR COUNCIL PERSON, UM, ABOUT HOW TO APPROACH THAT, JUST ONE, ONE LAST PIECE THERE, UM, WHEN WILL WE BE GETTING THE INFORMATION THAT WE NEED TO BE LOOKING AT? AND WHEN DO YOU EXPECT TO HEAR BACK FROM US? SO IN YOUR BOX ACCOUNT AND IN THIS PACKET, AND YOU SHOULD HAVE THE DESCRIPTION OF THE CLASSIFICATIONS AND EVERY MAP, AND IT'S, IT'S QUITE LARGE.

SO IN YOUR BOX ACCOUNT, YOU'LL HAVE TO DOWNLOAD EACH INDIVIDUAL PDF.

THEY'RE BROKEN UP INTO NORTH, SOUTH AND CENTRAL, UH, FILES, I BELIEVE IN FOLDERS.

UM, AND THEN JUST KIND OF GO THROUGH THEM BY NAME AND LOOK AT THEM AND THEN SEND MATT THE COMMENTS BACK, OR SUGGESTIONS, QUESTIONS, WHATEVER YOU MIGHT HAVE.

UM, WHAT I WOULD LIKE TO DO IS SUMMARIZE ALL THAT AND BRING IT BACK FOR PARK BOARD TO RECONSIDER AND MAKE A FORMAL RECOMMENDATION TO COUNCIL, TO ADOPT A PARK OPERATIONS PLAN, UM, WITH YOUR COMMENTS AND YOUR FEEDBACK FOR THEIR REVIEW IN MAY, JUNE, BECAUSE THAT'S GOING TO CORRESPOND WITH THE BUDGET PROCESS.

SO YOU NEED TO HEAR BACK FROM US.

UH, YES, SIR.

IN PROBABLY WHAT, TWO WEEKS, THREE WEEKS AT THE MOST, PROBABLY TWO WEEKS, TWO WEEKS AS IF, TO GIVE US TIME TO CONSOLIDATE THAT AND HAVE IT READY FOR THE NEXT PART BOARD MEETING WOULD BE GREAT.

THANK YOU GUYS.

JUST A PHENOMENAL EXERCISE.

WE APPRECIATE IT.

I GOT A QUESTION.

SO YOU GOT 1600 HOURS OF PRODUCTIVITY, BUT YOU KNOW, THE INTENSE PART OF THE SEASON IS NINE MONTHS.

SO YOU GOT THREE MONTHS IN WHICH, YOU KNOW, YOU'RE DOING SOMETHING DIFFERENT THAN, THAN THE INTENSITY HERE.

AND HOW DO WE CAPTURE THE TIME THAT THE STAFF HAS WORKING DURING THOSE OFF MONTHS? ANOTHER GREAT QUESTION.

UM, SO THAT IS A MORE MANUAL PROCESS BECAUSE IT'S LESS, UH, REPETITIVE.

SO THAT'S THE, THAT'S THE TIME OF YEAR WE CALL PROJECT SEASON.

SO THAT'S WHEN WE MAKE A LIST AND OUR ANNUAL WORK PLAN OF, OKAY, WE'VE GOT DRAINAGE PROBLEMS HERE.

WE'VE GOT A CONCRETE AND MASONRY WORK THAT NEEDS TO HAPPEN HERE.

WE'VE GOT MASSIVE AMOUNTS OF TREE CARE THAT NEEDS TO HAPPEN HERE.

WE'RE GOING TO REBUILD THIS REPLACE, THIS THAT'S PROJECT SEASON.

AND SO THOSE ARE HARDER TO MEASURE AND THEY ARE ON A CASE BY CASE BASIS.

SO THE OTHER THING THAT'S HARD TO CAPTURE, UM, IS, AND IT'S, AGAIN, IT'S LITERALLY A STOPWATCH CALCULATION.

YOU'VE ALSO GOT, WHAT'S NOT REFLECTED IN HERE IS SPECIAL EVENT AND PROGRAM SUPPORT.

THAT IS A SUBSTANTIAL AMOUNT OF TIME WHEN, WHEN PARK STAFF HAS CALLED IT SUPPORT SPECIAL EVENTS DOWNTOWN IN THE PARKS, UM, PROGRAM SUPPORT, EVEN IF IT'S NO BIG DEAL, HEY, YOU KNOW, RECREATION CALLS AND SAYS, HEY, CAN YOU BRING OVER THE CANOES FROM, FROM SUCH AND SUCH A PAR SURE, NO PROBLEM.

THAT'S A TWO HOUR, TWO PERSON JOB.

UM, SO IT ALL ADDS UP AND, AND IT, THIS PROCESS IS NEAR IMPOSSIBLE TO CAPTURE EVERY SINGLE HOUR AND EVERY SINGLE TASK, BUT IT SURE NARROWS IT DOWN BECAUSE THE BULK OF WHAT MAKES THINGS LOOK NICE IS THAT NINE, 10 MONTH REPETITIVE MAINTENANCE CYCLE.

OKAY.

SO IF THERE'S A, A NEIGHBORHOOD THAT REALLY, REALLY WANTS A, THEIR, UH, AREA MODE MORE FREQUENTLY, CAN THEY PUT THAT, OR CAN WE PUT THAT IN THE PARK FOUNDATION CATALOG AND THEY CAN PAY FOR IT? WELL, I WISH IT WERE THAT SIMPLE.

UM, TH THAT WHAT HAPPENS IS, IS WHEN YOU'VE GOT A LOT OF THESE PROPERTIES ARE ON CONTRACT.

AND SO THOSE CONTRACT AMOUNTS ARE SUBJECT TO KIND OF

[00:55:01]

THE PURCHASE PROCESS AND, AND THEIR BID A CERTAIN AMOUNT OF RENEWABLES THAT WE'RE ALLOWED TO DO THOSE, THOSE CHANGES HAVE TO HAVE RELIABLE FUNDING ON THEM THAT, THAT IT TAKES THE FORM OF A CHANGE ORDER IN THAT PROCESS.

SO THAT MIGHT BE PROBLEMATIC TO DO THAT.

UM, NOW THAT DOESN'T MEAN THAT THE FOUNDATION OR ANY OTHER DONATION MECHANISM IS BETTER SUITED FOR PROJECTS THAN IT IS ONGOING MAINTENANCE.

IN MY, MY OPINION, HAVE YOU AN EXAMPLE OF WHERE IT'S ALREADY KIND OF HELPED US IS THERE'S ABOUT A SIX, SEVEN ACRE PIECE OF PROPERTY OVER BEHIND, UM, IT'S ON THE BACKSIDE OF FIRE WHEEL GOLF COURSE.

IT BUTTS UP TO A NEIGHBORHOOD THERE.

AND WE HAD BEEN MOWING THAT TWO TIMES A WEEK FOR YEARS, AND WHEN TOLD THEM, WE'RE GOING TO START MOANING AT FOUR TIMES A YEAR, AND THEY DIDN'T LIKE THAT.

AND THEY HAD THEIR LANDSCAPE COMPANY THAT MANAGES THEIR OWN HOA IS GOING TO START DOING THE EXTRA MOANING.

SO IT DOES HELP US TO EXPLAIN, UM, AND HOPEFULLY IF THERE'S SITUATIONS LIKE THAT, THAT DO COME UP, MAKES IT EASIER FOR US TO WORK WITH THEM.

THAT'S A GOOD POINT, MATT, BECAUSE THAT REALLY FALLS INTO IT.

THAT'S ALMOST A VOLUNTEER SITUATION.

THEY ARE CONTRIBUTING, UH, IN KIND.

UM, AND WE DISCUSSED THAT WITH THE LEGAL AND FIND ANY LEGAL ISSUES OR LIABILITY ISSUES WITH LETTING THEM THAT, SO THAT, THAT WAS A WIN-WIN ANY OTHER QUESTIONS? YES.

SO, HI, THANK YOU, MR. CHAIRMAN.

UM, SO WITH, UH, THE RESEARCH THAT YOU'VE DONE SO FAR, UM, BY THE WAY, I THINK THIS IS AN INCREDIBLE THING THAT YOU'RE DOING, AND IT SHOULD HAVE BEEN DONE LIKE 50 YEARS AGO.

SO, UM, UH, IT WILL REALLY HELP YOU MANAGE YOUR BUDGET SO MUCH BETTER TO KNOW WHAT MONEY YOU NEED AND HOW MANY PEOPLE YOU NEED.

AND ON THAT SAME LINE, UM, HAVE, DO YOU HAVE LIKE A ROUGH ESTIMATE OF HOW MANY PEOPLE YOU'RE LACKING OR HOW MANY MORE FUNDS YOU NEED FOR MAINTENANCE? NOT YET.

UM, MATT AND HIS STAFF ARE STILL WORKING ON THAT, UM, THAT THEY'RE CLOSE, THAT THAT'S BEEN A PRETTY BIG UNDERTAKING.

UM, AND, AND, AND ALSO TO GIVE A LITTLE BIT OF A SHOUT OUT TO THERESA, WHICH REPORTS TO ZIAD AND HIS DIVISION.

SHE IS THE ASSET MANAGEMENT COORDINATOR WITH THE GIS AND THE CARDIOGRAPH WORK ORDER SYSTEM.

THIS IS A VERY BIG PIECE OF THAT, AND SHE'S HELPING SET THAT UP.

SO IT'S A MASSIVE UNDERTAKING, BUT WE'RE VERY CLOSE.

UM, MATT'S REAL CLOSE TO GETTING EACH AND EACH PART KIND OF NARROWED DOWN.

AND EVEN IF IT'S ON A BIG, BROAD STROKE, AND THAT LET'S SAY WE HAVE, UH, I DUNNO, MATT, WHAT'S, WHAT'S 55 PEOPLE, TIMES 1,606, LET'S SAY IT, LET'S SAY IT'S 65,000 MAN HOURS, PERSON HOURS.

UM, I SUSPECT THAT THIS CLASSIFICATION FOR THESE PARKS, IF WE HAVE 65,000, UH, UH, HOURS AVAILABLE IN, IN LABOR, IT MAY TAKE US 80,000.

IT MAY TAKE US A HUNDRED THOUSAND.

WE DON'T KNOW YET, BUT I SUSPECT THERE'S A DEFICIT THERE SOMEWHERE.

NOW THAT DOESN'T SAY IN OUR CONSCIENCE, WE'RE NOT GOING TO GO AUTOMATICALLY REQUESTING THINGS THAT COST MONEY.

WE'RE GOING TO EXPLORE.

MATT'S WORKING ON A VOLUNTEER PROGRAM.

WE WOULD LOVE TO TAKE SOME OF THAT LABOR AND GET A VOLUNTEER, A ROBUST PROGRAM THAT HELPS WITH SOME OF THAT.

IT MIGHT TAKE CREATIVE SCHEDULING, IT MIGHT TAKE DIFFERENT EQUIPMENT, YOU KNOW, SO THERE'S ALL KINDS OF WAYS TO EXPLORE THOSE DEFICITS THAT DON'T AUTOMATICALLY RESULT IN A, IN A BUDGET REQUEST OR A STAFF REQUEST.

CORRECT.

UH, MR. CHAIR, YES.

UH, ANDY, THE PARKS AND RECREATION DEPARTMENT.

ARE WE RESPONSIBLE FOR ALL THE MEDIUMS? THE MOWEN THE MAINTENANCE OF THE TREES, THE WATER HAVING TRADE, OR DOES THE CITY HAVE A CONTRACT WITH SOME OUTSIDE CONTRACTOR FOR THAT? SO, SO, SO THE ANSWER IS ACTUALLY YES, TO BOTH.

WE ARE RESPONSIBLE FOR, UM, ALMOST ALL MEDIANS AND RIDE, WELL, NOT RIGHT AWAY, CERTAIN RIGHT OF WAYS.

MOST OF THOSE, UH, BY CODE ARE RESPONSIBLE FOR THE, UH, FOR MAINTENANCE BY THE ADJACENT PROPERTY OWNER.

IT'S KINDA LIKE IN THE FRONT OF YOUR HOUSE, IF YOU'VE GOT A SIDEWALK, UM, THAT SIDEWALK AND THAT LITTLE STRIP OF GRASS BY THE STREETS, TECHNICALLY CITY RIGHT AWAY, BUT YOU'RE REQUIRED TO MOW.

IT.

THERE'S A LOT OF THAT THROUGHOUT THE CITY, BUT MEDIANS, FOR SURE, WE WERE RESPONSIBLE FOR THE CARE AND THE
