UH, THE CASE INVOLVES ZONING AND SUP REQUESTS FOR A CYCLING SALVAGE YARD, UH, LOCATED AT FIVE 21, FIVE 23 AND FIVE 25 SHEPHERD LANE.

THE APPLICANT IS ASKING THE COUNCIL FOR CONSIDERATION OF THE PREVIOUSLY DENIED CASE PER THE GDC.

A LETTER FROM THE APPLICANT IS INCLUDED IN THE COUNCIL'S PACKET, A, UH, THREE FOURTHS VOTE OF THE PRESENT AND VOTING CITY COUNCIL MEMBERS.

THIS EVENING IS REQUIRED, UH, FOR APPROVAL, UH, PER THE GDC.

UM, SOME SPECIFIC EXAMPLES ARE THAT THE GDC REQUIRES, UH, BOTH TYPES OF RECYCLING CENTERS TO HAVE, UH, AN ONSITE VEHICULAR CIRCULATION PLAN, UH, THAT DOES NOT ALLOW THE USE OF PUBLIC RIGHT OF WAY TO CONDUCT OUR OPERATIONS.

AND THEY ALSO HAVE THE SAME ONSITE PARKING REQUIREMENTS, JUST TO LIST A COUPLE OF EXAMPLES THERE, THE APPLICANT IS HERE THIS EVENING TO SPEAK FURTHER ON THEIR REQUESTS.

IT WAS JUST OVER ONE ACRE AND IT IS ZONED COMMUNITY RETAIL WITH AN EXISTING SUP.

THIS IS THE GENERAL LOCATION OF THE SUBJECT SITE IN GARLAND.

AND HERE'S THE MORE SPECIFIC SUBJECT SITE.

AGAIN, IT'S A RACETRACK EXISTING, UH, OUTLINED HERE IN TEAL AT THE SOUTHEAST CORNER OF LAVON AND KRIST.

UM, THE APPLICANT, AS I MENTIONED EARLIER, REQUEST TO EXTEND THE, UM, TIME PERIOD OF THE SUP THE CURRENT SUP WAS ISSUED IN 1996 FOR 30 YEARS.

SO IT EXPIRES IN 2026, UM, DUE TO SOME REINVESTMENTS AND IMPROVEMENTS IMPROVEMENTS TO THE BUSINESS.

THE APPLICANT WISHES TO EXTEND THE SUP, UH, FURTHER OUT AS IT DOES EXPIRE IN, UH, FIVE YEARS.

UM, SOME OF THOSE IMPROVEMENTS

THE CONFERENCE OF PLAN IDENTIFIES THE SITE AS NEIGHBORHOOD CENTERS, NEIGHBORHOOD CENTERS PROVIDE A MIX OF RETAIL SERVICES AND COMMUNITY GATHERING PLACES AND SHOULD BE APPROPRIATELY SCALED TO ADJACENT RESIDENTIAL AREAS.

UM, THIS TYPE OF CENTER IS PREDOMINANTLY, BUT NOT EXCLUSIVELY.

NON-RESIDENTIAL THIS, UH, EXISTING USE AS SUPPORTIVE TO THE SURROUNDING AREA AND IS COMPATIBLE WITH THE NEIGHBORHOOD CENTERS, DESIGNATION HERE'S SOME PHOTOS.
