For participants (online and by phone) who wish to speak, a public comments period is provided as the first item on the agenda. If you desire to address the City Council on a matter that is posted on this agenda, please be prepared to do so at the beginning of the meeting. After the City Council has begun its discussion of the agenda, you will not be recognized to speak. The public comments portion of the meeting is provided for citizen comments. You are invited to offer a comment or make a statement on any item on the agenda. However, please bear in mind that offering comments should not be done in the form of posing questions. Generally, due to legal restrictions, the City Council is not able to answer questions during the public comments portion of the agenda. Your comments must relate to an item on this agenda - non-germane comments are not in order.

If an Executive Session is included as part of the agenda for this meeting, the Executive Session will be conducted by teleconference between and among the members of the City Council and relevant City staff. Public access to that call is prohibited by State law.

NOTICE: The City Council may recess from the open session and convene in a closed executive session if the discussion of any of the listed agenda items concerns one or more of the following matters:

(1) Pending/contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct. Sec. 551.071, Tex. Gov't Code.

(2) The purchase, exchange, lease or value of real property, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person. Sec. 551.072, Tex. Gov't Code.

(3) A contract for a prospective gift or donation to the City, if the deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third person. Sec. 551.073, Tex. Gov't Code.

(6) Discussions or deliberations regarding commercial or financial information that the City has received from a business prospect that the City seeks to have locate, stay, or expand in or near the territory of the City and with which the City is conducting economic development negotiations; or to deliberate the offer of a financial or other incentive to a business prospect of the sort described in this provision. Sec. 551.087, Tex. Gov't Code.

(7) Discussions, deliberations, votes, or other final action on matters related to the City’s competitive activity, including information that would, if disclosed, give advantage to competitors or prospective competitors and is reasonably related to one or more of the following categories of information:

generation unit specific and portfolio fixed and variable costs, including forecasts of those costs, capital improvement plans for generation units, and generation unit operating characteristics and outage scheduling;
bidding and pricing information for purchased power, generation and fuel, and Electric Reliability Council of Texas bids, prices, offers, and related services and strategies;
effective fuel and purchased power agreements and fuel transportation arrangements and contracts;
risk management information, contracts, and strategies, including fuel hedging and storage;
plans, studies, proposals, and analyses for system improvements, additions, or sales, other than transmission and distribution system improvements inside the service area for which the public power utility is the sole certificated retail provider; and
customer billing, contract, and usage information, electric power pricing information, system load characteristics, and electric power marketing analyses and strategies. Sec. 551.086; Tex. Gov't Code; Sec. 552.133, Tex. Gov’t Code]


1.		Public Comments on Work Session Items Persons who desire to address the City Council on any item on the Work Session agenda are allowed three minutes to speak. Speakers are taken only at the beginning of the meeting, other than invited testimony. Speakers are grouped by Work Session item and will be taken in the order of the Work Session agenda. Speakers must submit to the City Secretary a completed speaker’s card before the beginning of the meeting. Speaker cards will not be accepted after the Mayor calls the meeting to order. Speaker cards are available in the lobby, at the visitor’s side of the Work Session Room, and from members of staff. Speakers are limited to addressing items on the Work Session agenda – any item relating to a Regular Session agenda item should be addressed at the Regular Session and any item not on an agenda may be addressed during the open microphone at the end of the Regular Session.

2.		Consider the Consent Agenda A member of the City Council may ask for discussion or further information on an item posted as a consent agenda item on the next Regular Meeting of the City Council. The Council Member may also ask that an item on the posted consent agenda be pulled from the consent agenda and considered for a vote separate from consent agenda items on the regular agenda. All discussions or deliberations on this portion of the work session agenda are limited to posted agenda items and may not include a new or unposted subject matter.

3.		Written Briefings:

	a.	COVID-19 Response Update and Further Actions Staff will provide an update to Council and ask for Council direction, if needed, on various matters related to COVID-19 and actions being taken by the City.

	b.	Abandonment and Conveyance of City Right-of-Way Orpheus Drive Council is requested to authorize staff to proceed with the abandonment and conveyance of Orpheus Drive to Two Worlds-Apollo Residents Association.

	c.	Annual Performance Update on the City of Garland Housing Agency's 2020-2024 Five-Year Plan and Administrative Plan Approval Council is requested to approve a resolution adopting the Garland Housing Agency's Annual Performance Update on the Five-Year Plan for submission to HUD and a resolution to approve the Administrative Plan. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the July 6, 2021 Regular Meeting.

	d.	West Avenue F Parking Restrictions Council is requested to adopt an ordinance prohibiting parking on the south side of West Avenue F from Flook Street to 12th Street between the hours of 9-10 a.m. and 1-2 p.m. on school days. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the July 6, 2021 Regular Meeting.

4.		Verbal Briefings:

	a.	Holford Recreation Center and Holford Pool Design Council will take public input on design features via Zoom and provide direction to staff.

	b.	Globe-Union Battery Facility Removal Assessment Jason Chessher, Managing Director, will provide an update to Council on the Globe-Union Battery Facility Removal Assessment by the Environmental Protection Agency.

	c.	Options for Generators at City Recreation Centers Deputy City Manager Mitch Bates and staff will update Council on the options available for generators at City Recreation Centers in the event that temporary shelters are needed in the future.

5.		Discuss Appointments to Boards and Commissions

6.		Announce Future Agenda Items A member of the City Council, with a second by another member, or the Mayor alone, may ask that an item be placed on a future agenda of the City Council or a committee of the City Council. No substantive discussion of that item will take place at this time.

		EXECUTIVE SESSION AGENDA NOTICE: The City Council may recess from the open session and convene in a closed executive session if the discussion of any of the listed agenda items concerns one or more of the following matters:



		The City Council will adjourn into executive session pursuant to Sections 551.087, 551.072 and 551.071 of the Texas Government Code to deliberate or discuss: Economic development matters related to an incentive to a business prospect (551.087); the purchase, exchange, lease or value of a tract of real property and improvements located in the vicinity of West Walnut and North Shiloh (551.072); and attorney/client matters concerning privileged and unprivileged client information (551.071); Council will further adjourn into executive session pursuant to Sections 551.133 and 551.071 of the Texas Government Code to deliberate, discuss, vote, and take final action with regard to competitive matters on the following: A resolution relating to electric utility competitive matters; approving a certain consent agreement with a Delilah Solar Energy, LLC, Delilah Solar Class B Holdings, LLC and the Bank of New York Mellon Trust Company, and authorizing the City Manager to execute the same; memorializing and ratifying a previously approved power purchase agreement between the City of Garland, Texas, and Samson Solar Energy, LLC (551.133).; and attorney/client matters concerning privileged and unprivileged client information (551.071).

Item Title:	Annual Performance Update on the City of Garland Housing Agency's 2020-2024 Five-Year Plan and Administrative Plan Approval

ISSUE
To consider approval of the Garland Housing Agency's Annual Performance Update and the Administrative Plan revisions in order for the City of Garland to continue to receive funding from the Department of Housing and Urban Development to provide rental assistance to low income families.
OPTIONS
At the July 06, 2021 Regular Meeting, the City Council can approve a resolution adopting the GHA's Annual Performance Update on the Five-Year Plan for submission to HUD and a resolution to approve the Administrative Plan. The City Council could take no action. Funding for the fiscal year 2021 - 2022 housing assistance payments for 1,525 families and approximately $14 million could be withheld by HUD.
RECOMMENDATION
For the City Council to adopt the accomplishments presented in the FY 2021 Annual Plan and approve the Garland Housing Agency's Administrative Plan. Unless otherwise directed by Council, this item will be scheduled for formal consideration at the July 06, 2021 Regular Meeting.
BACKGROUND
The U.S. Department of Housing and Urban Development (HUD) signed into law on October 4, 1988, the Quality Housing and Work Responsibility Act of 1998 (QHWRA). The QHWRA merges the Section 8 Voucher and Certificate programs, and it requires all housing authorities and agencies to develop a 5 year plan and an annual strategic plan prior to receiving funds from HUD. The development of the Garland Housing Agency Plans requires the City to engage in a process that examines the needs of those being served in public housing, consults with interested and affected parties, and designs strategies for addressing those needs. The City Council approved the Garland Housing Agency's 5-Year Plan on July 21, 2020. The attached electronic document is a summary of the City of Garland Housing Agency's (GHA) annual performance under its first year of the 2020-2024 Five-Year Plan, as required by HUD. No changes were made to the plan since approval in 2020. HUD requires each agency to submit an annual performance progress report on their five-year plan. The progress report must be made available to the public for comments, prior to submitting to HUD for annual certification. The Annual and Administrative Plans were made available for public viewing by interested parties at the Garland Housing Agency on April 26, 2021, for the required 45-day comment period. All this information was made available to the public through advertisement in the Dallas Morning News. A public hearing was held at the Garland Housing Agency's office for public comments on June 10, 2021. There were no comments from the public hearing. HUD requires that each Housing Agency develop and adopt an Administrative Plan that identifies the policies the agency will follow to administer the Housing Choice Voucher Program Funds. Each year the administrative plan is reviewed and changes are made as HUD regulations and policies are updated or changed and as internal policies need to be changed or updated to improve the administration of the program.
CONSIDERATION
The approval of the annual performance report and any changes to the administrative plan are required in order for the City of Garland to continue to receive Housing Choice Voucher funds to provide housing assistance to low income families.
