BUT FORTUNATELY, THAT IS THE LAST TIME I HAVE TO SAY THAT.

BUT WE ARE STILL MEETING IN THE VIRTUAL FORMAT.

ALL PARTICIPANTS WILL BE PARTICIPANTS WILL BE AUTOMATICALLY MUTED UNTIL THEIR UNTIL THE ITEM THAT THEY'RE HERE FOR IS CUED UP AND IF YOU COULD USE THE RAISE YOUR HAND FEATURE, WE CAN ACKNOWLEDGE YOU AND THEN ALSO STAR NINE FEATURE WE'LL GET.

THIS IS ALSO A TWO PART.

PART B IS CONSIDER A DETAIL PLAN REQUEST BY CIVIL POINT ENGINEERING FOR THE SAME PROPERTY, SAME ADDRESS.

THIS REQUEST IS AN AMENDMENT TO THE PREVIOUSLY APPROVED DETAILED PLAN SITE LAYOUT FOR INDEPENDENT AND ASSISTED LIVING.

SO THE USE IS CURRENTLY ALLOWED AND THERE IS AN APPROVED DETAILED PLAN.

BUT THIS IS AN AMENDMENT TO THAT.

THE LOCATION IS TWENTY FIFTY FIVE ARAPAHO ROAD AND THE ACREAGE OF THE OVERALL SITE IS THIRTY FIVE EXCUSE ME, THIRTY FOUR AND A HALF ACRES.

THIS IS THE GENERAL CITYWIDE LOCATION OF THE SUBJECT PROPERTY.

AND MORE SPECIFICALLY, THE SUBJECT PROPERTY IS OUTLINED IN THIS TEAL COLOR HERE.

SAME AS THE PREVIOUS APPROVAL, WHICH WAS PD 17-52, WHICH WAS APPROVED BY CITY COUNCIL ABOUT THREE YEARS AGO, AS SOME OF YOU MAY RECALL, SUBJECT PROPERTY IS THE SAME.

HOWEVER, THE DEVELOPMENT IS PRIMARILY BEING DEVELOPED IN THIS RED PORTION HERE CLOSER TO ARAPAHO ROAD, WHEREAS THE PREVIOUS APPROVAL WERE FOR TWO BUILDINGS AND IT WAS PUSHED A LITTLE BIT FURTHER BACK INTO THE PROPERTY.

AS FAR AS THE SOME OF THE SURROUNDING LAND GOES, THE AG LAND TO THE WEST AND NORTH IS STILL UNDEVELOPED.

THERE IS THERE IS SINGLE FAMILY RESIDENTIAL DEVELOPMENT NEARBY, AS WELL AS A CHURCH AND CHARTER SCHOOL USE ACROSS ARAPAHO ROAD AND TO DIRECTLY TO THE EAST SOUTHEAST.

AT THIS PROPERTY HERE IS A MULTIFAMILY DEVELOPMENT UNDER CONSTRUCTION.

AND ON THE OTHER SIDE IS AN EXISTING MULTIFAMILY DEVELOPMENT FACING NORTH GARLAND AVENUE.

A COMPREHENSIVE PLAN IDENTIFIES THIS AREA AS COMPACT NEIGHBORHOODS.

COMPACT NEIGHBORHOODS GENERALLY REFERENCES KIND OF A MEDIUM MODERATE DENSITY OF RESIDENTIAL, AND THIS PROPOSED LAND USE IS COMPATIBLE WITH THAT DESIGNATION.

HERE ARE SOME PHOTOS OF THE AREA.

YOU CAN SEE THE MULTIFAMILY DEVELOPMENT THAT'S JUST ABOUT COMPLETE TO THE EAST IN THESE PHOTOS HERE. THIS IS A VIEW POINT LOOKING DOWN, LANCE THE SUBJECT PROPERTY. AND THIS IS A PHOTO LOOKING WEST OF THE SUBJECT PROPERTY.

SO HERE'S A COMPARISON TABLE OF THE BEFORE AND AFTER, ON THE LEFT COLUMN IS THE PD SEVENTEEN FIFTY TWO AND ON THE RIGHT IS THE PROPOSAL BEFORE YOU THIS EVENING.

THE LAND USE IS THE SAME.

IT IS STILL AN INDEPENDENT LIVING AND ASSISTED LIVING FACILITY.

OVERALL ACREAGE IS THE SAME THIRTY FOUR POINT FIVE ACRES.

THE DENSITY, HOWEVER, IS GOING DOWN.

THIS PROJECT, THIS REQUEST BEFORE YOU THIS EVENING IS ESSENTIALLY A REDUCTION IN THE SIZE AND DENSITY OF THE PROPOSAL.

SO THE DENSITY IN THE APPROVED SEVENTEEN FIFTY TWO DEVELOPMENT WAS ELEVEN AND A HALF DWELLING UNITS PER ACRE.

AND THE DENSITY IN TONIGHT'S PROPOSAL FOR THE FULL THIRTY FOUR AND A HALF ACRES IS ONLY ABOUT THREE AND A HALF DWELLING UNITS PER ACRE.

SO OBVIOUSLY A MUCH LOWER DENSITY.

AND EVEN WHEN ACCOUNTING FOR THE ELEVEN ACRES ACTUALLY BEING DEVELOPED, IT'S STILL A LOWER DENSITY AT JUST UNDER 11 UNITS PER ACRE.

AND THE NUMBER OF UNITS, THE APPROVED 17-52 DETAIL PLAN HAD A TOTAL OF FOUR HUNDRED UNITS. TONIGHT'S PROPOSAL IS ONE HUNDRED AND TWENTY.

THAT INCLUDES FORTY SIX ASSISTED LIVING UNITS AND SEVENTY FOUR INDEPENDENT LIVING UNITS UNDER ONE BUILDING. AND THE BUILDING HEIGHT, OF COURSE, IS LOWERING AS WELL, FROM FIFTY FIVE FEET TO THIRTY SIX FEET.

THIS IS A VIEW OF THE APPROVED DETAILED PLAN FROM THREE YEARS AGO.

IT IS A LARGER DEVELOPMENT CONSISTING OF TWO BUILDINGS, ONE OF WHICH WAS ALLOWED TO BE UP TO FOUR STORIES IN HEIGHT, AND IT WAS DEVELOPED FROM ARAPAHO ROAD, BUT A LITTLE FURTHER UP INTO THE PROPERTY.

AND THE PROPOSED SITE PLAN BEFORE YOU THIS EVENING IS SHOWN HERE, IT'S CONSIST OF ONE BUILDING WHICH INCLUDES BOTH THE ASSISTED LIVING AND INDEPENDENT LIVING USES CLUSTERED CLOSER TO ARAPAHO ROAD.

AND IT STILL INCLUDES A TRAIL NETWORK.

HERE AND SHOWN HERE, THEY'RE NOT REALLY AMENDING THE TRAIL, THE TRAIL WOULD STILL BE CONSTRUCTED AND PROVIDED PER THE ORIGINAL PLAN.

AND THERE WOULD BE TWO DRIVEWAY LOCATIONS IN AND OUT OF THE SITE.

THOSE WOULD BOTH BE ALONG ARAPAHO ROAD.

HERE'S A MORE ZOOMED IN SITE PLAN OF THE BUILDING, ON THE LEFT HAND SIDE IS THE INDEPENDENT LIVING PORTION, WHICH WOULD BE TWO STORIES IN HEIGHT.

AND ON THE RIGHT HAND SIDE IS THE ASSISTED LIVING, WHICH WOULD BE ONE STORY IN HEIGHT.

YOU CAN SEE A CLUBHOUSE LOCATED HERE JUST BEYOND THE PORTE-COCHERE AND SOME INTERNAL COURTYARDS AS WELL, AND A SWIMMING POOL SHOWN OVER HERE.

THE AMENITIES ARE OPEN TO ALL RESIDENTS, SO THE COURTYARDS AND AMENITIES ARE NOT EXCLUSIVE TO ONE, ONE OR THE OTHER.

ALL RESIDENTS IN THIS FACILITY HAVE ACCESS TO THE AMENITIES.

AND SOME OF THE INTERNAL AMENITIES INCLUDE A SALON, SPA, CHAPEL AND THEATER, ARTS AND CRAFTS ROOM, DINING ROOM, CONFERENCE ROOM, STUDIO, AND A FITNESS ROOM, LOUNGE ROOM AND MULTIPLE GATHERING SPACES.

AND THE COURTYARDS, IN ADDITION TO THE SWIMMING POOL INCLUDE A WATER FEATURE, BENCHES, BARBECUE GRILL AND A PERGOLA.

THERE'S THE LANDSCAPING, LANDSCAPE PLAN, THE PROPOSAL MEETS THE LANDSCAPING REQUIREMENTS OF THE GDC. AND HERE'S THE SORT OF LOOPED TRAIL AND OPEN SPACE AREA SHOWN JUST ON THE WEST HAND SIDE OF THE SUBJECT PROPERTY.

THE BUILDING ELEVATIONS MEET GDC REQUIREMENTS.

AS I MENTIONED BEFORE, THE INDEPENDENT LIVING WOULD BE TWO STORIES AND THEN THE ONE STORY PRODUCT, YOU SEE IS THE ASSISTED LIVING PORTION.

AND THE SITE MEETS THE PARKING REQUIREMENTS OF THE GDC, INCLUDING THE COVERED PARKING REQUIREMENTS. THIS IS THE PORTE-COCHERE, WHICH WOULD BE THE ENTRANCE INTO THE BUILDING.

AND THE SITE WOULD BE SCREENED WITH A SIX FOOT METAL ORNAMENTAL FENCE.

WITH MASONRY COLUMNS.

THE APPLICANT IS PROPOSING TWO DEVIATIONS FROM THE GDC, THE FIRST ONE HERE IS THE GDC HAS UNIT SIZE REGULATIONS FOR ONE AND TWO BEDROOM UNITS, BUT DOES NOT QUITE CONTEMPLATE STUDIO OR EFFICIENCY UNITS.

IT JUST DOESN'T HAVE A SIZE MINIMUM FOR THOSE OF THE APPLICANT IS PROPOSING A TOTAL OF FIVE STUDIO UNITS FOR THE INDEPENDENT LIVING PORTION OF THE DEVELOPMENT, AND THOSE DWELLING SIZES WOULD BE THREE HUNDRED AND EIGHTY AND FOUR HUNDRED AND SIXTY ONE SQUARE FEET. ALL OTHER UNITS IN THE DEVELOPMENT WOULD MEET THE MINIMUM UNIT SIZE REQUIREMENTS, THOUGH, AND STAFF HAS DRAFTED A PD CONDITION WHICH WOULD LIMIT THESE STUDIO UNITS TO NO MORE THAN FIVE. AND THE APPLICANT CONTENDS THAT THE.

YEAH, INDEPENDENT LIVING PORTION ONLY AND THE APPLICANT SAYS THERE IS A MARKET DEMAND FOR THIS UNIT TYPE AND THEY HAVE LEASED THESE UNIT SIZES AT THEIR OTHER PROJECTS.

AND THEN THE OTHER DEVIATIONS REGARDING PERIMETER SCREENING, I MENTIONED THE SITE WOULD BE SCREENED, BUT THAT IS REALLY JUST ON THREE SIDES.

THE APPLICANT REQUEST A DEVIATION NOT TO HAVE TO SCREEN THE FRONT AND ACROSS THE DRIVEWAYS OF THE DEVELOPMENT. THEY PREFER TO HAVE THAT VISIBILITY.

THEY PREFER NOT TO HAVE THE BLOCKED VISIBILITY.

AND THEY CONTEND THAT THE THAT THAT WOULD HAVE A NEGATIVE IMPACT ON THE PROPERTY.

STAFF'S RECOMMENDATION IS APPROVAL OF THE REQUEST, BOTH THE PD AMENDMENT AND THE DETAILED PLAN. AND THE PLANNING COMMISSION RECOMMENDED APPROVAL AS WELL WITH A NINE ZERO VOTE FOR BOTH THE PD AMENDMENT AND DETAILED PLAN AS PRESENTED.

AND WE MAIL OUT EIGHTY THREE NOTIFICATION LETTERS, WE RECEIVED FOUR IN FAVOR, THOSE WERE ALL WITHIN THE NOTIFICATION AREA AND THREE IN OPPOSITION, TWO OF WHICH WERE OUTSIDE OF THE NOTIFICATION AREA. AND WITH THAT, MAYOR I'LL STOP SHARING AND ANSWER ANY QUESTIONS.

THEY'RE JUST ONE LITTLE THING TO ADD TO THE STATEMENT WITH REGARD TO THE STUDIO UNITS ON THE INDEPENDENT LIVING. WE BELIEVE, IN FACT, THAT BECAUSE THIS IS NOT MULTIFAMILY, IT IS SENIOR LIVING THAT IS VERY APPROPRIATE TO HAVE A LITTLE BIT SMALLER UNIT.

AS THE PLANNING DIRECTOR STATED, WE HAVE BUILT THESE THIS TYPE OF STRUCTURE IN OTHER LOCATIONS AND THERE IS A DEMAND FOR A LIMITED NUMBER OF STUDIO UNITS.

THIS IS ONLY A PORTION OF THE SITE.

SO THERE IS ADDITIONAL OPPORTUNITIES ON THE SECOND PORTION OF THE SITE TO TO OBVIOUSLY BUILD ADDITIONAL STRUCTURES.

WE BELIEVE THE MATERIALS, THE THE SCALE, THE STYLE, THE ARCHITECTURAL VERNACULAR FITS WITHIN THE EXISTING NEIGHBORHOOD.

AND I KNOW THERE'S TALLER MULTIFAMILY ADJACENT, BUT WE FEEL THAT THIS ORIENTS ITSELF VERY WELL TO ARAPAHO AND ALSO TO THE EXISTING RESIDENTS.

WE BELIEVE THAT IN SENIOR HOUSING ESPECIALLY, IT'S REALLY IMPORTANT TO CREATE A VERY COMFORTABLE AND COMFORTABLE AND WELCOMING ENVIRONMENT.
