SO I'M GOING TO GIVE A OVERVIEW OF THE HISTORY OF THE PROBLEMS WE'VE SEEN AT WINDSURF PARK. AND THEN I'M GOING TO TALK ABOUT OUR CURRENT PLAN, OUR CURRENT PLAN FOR THIS SUMMER AND OUR CURRENT PLAN THAT IS TO GO INTO EFFECT NEXT SUMMER. AND I'LL GO AHEAD AND TELL YOU THAT WE'VE SEEN CHANGES AT WINDSURF PARK AND I'LL TALK ABOUT THOSE. BUT WHY I THINK OUR CURRENT PLAN THIS SUMMER AND OUR PLAN NEXT SUMMER IS NOT GOING TO WORK. WE HAVE OTHER ISSUES THAT HAVE COME UP. AND THEN FINALLY, I'LL TALK ABOUT MY RECOMMENDATIONS ON HOW TO MOVE FORWARD WITH THIS PARK. SO GO OVER AND OVER THE HISTORY. IT WAS 2016 WHEN WE STARTED SEEING ISSUES AT THE PARK. THIS WAS ABOUT THE TIME THAT COINCIDES WITH OTHER PARKS AND OTHER LOCATIONS CLOSING ACROSS THE LAKE, THE ONE BIG PARK IN ROCKWALL THAT HAS THAT NEW DEVELOP CLOSED. AND THERE ARE SEVERAL OTHER PLACES IT CLOSED AND WINDSURF PARK WAS KIND OF A SECLUDED SECRET LOCATION. WELL, THAT WORD GOT OUT SO AND IN 2016 IS WHEN WE REALLY STARTED SEEING THE CROWDS SHOW UP. AND JULY 4, 2016, WE'RE ESTIMATING WE HAD ABOUT 5000 PEOPLE INSIDE THE PARK. NOW WE STAFF THAT PARK AS IF WE WOULD HAVE STAFFED A SPECIAL EVENT. SO WE HAD 14 OFFICERS INSIDE THE PARK. WE HAD 10 PARK STAFF WORKING TRAFFIC AND WORKING PARKING. AND THEN WE HAD ADDITIONAL STAFF OUTSIDE OF THE PARK IN THE NEIGHBORHOOD DEALING WITH THE TRAFFIC ISSUES. 2017 WE SAW SIMILAR NUMBERS. WE SAW ANOTHER FIVE THOUSAND PEOPLE IN 2017. AND AGAIN, WE PUT A LOT OF RESOURCES OUT AT THE PARK ON JULY 4TH, 2017. MEMORIAL DAY, 2018 IS WHEN WE REALLY SAW NUMBERS EXPLODE. NOW JULY 4TH IS USUALLY OUR BUSIEST, OUR BUSIEST DAY DURING THE SUMMER AND IT'S USUALLY LATER IN THE SUMMER THAT WE SEE THE NUMBERS INCREASE. BUT MEMORIAL DAY, 2018, WE SAW APPROXIMATELY EIGHT THOUSAND PEOPLE IN THE PARK AND IT JUST OVERWHELMED US. THAT PARK IS NOT BUILT FOR TWENTY FIVE HUNDRED PEOPLE, MUCH LESS EIGHT THOUSAND PEOPLE. AND SO NOT ONLY DID OVERWHELM THE PARKING INSIDE THE PARK, WHICH IS DESIGNED TO PARK 500 VEHICLES, IT OVERWHELMED THE FILM. THE FIELD THAT WE HAD PEOPLE PARKING IN. IT OVERWHELMED THE NEIGHBORHOOD. WE HAD PEOPLE PARKING AS FAR AS ZION ROAD AND THE THE SERVICE ROAD I30 AND AND LUGGING GRILLS AND LUGGING COOLERS A MILE OR LONGER TO GET INTO THE PARK. SO IT'S JUST WE WERE EXPECTING AT THAT POINT CLOSE TO TEN THOUSAND PEOPLE ON JULY 4TH, 2018. AND SO THE CITY CLOSED THE PARK WITH A STRONG ENCOURAGEMENT FROM THE POLICE DEPARTMENT. IT JUST WE HAD TO COME UP WITH A BETTER PLAN. [Consent Agenda] TEN THOUSAND PEOPLE IN THAT PARK IS JUST TOO MANY PEOPLE. AND SO FOLLOWING THAT 2018 INTO THE SEASON OF 2019, WE INTRODUCED THE CITY ORDINANCE THAT ALLOWED THE POLICE CHIEF TO CLOSE THE PARK ONCE THE PARK HIT TWENTY FIVE HUNDRED PEOPLE. AND SO I'LL SHOW YOU A COUPLE OF SLIDES HERE. THIS SLIDE, JUST TO GIVE YOU AN IDEA WHAT EIGHT THOUSAND PEOPLE LOOK LIKE AT WINDSURF PARK. THE SHORELINE IS COMPLETELY COVERED IN PEOPLE, THOUSANDS OF PEOPLE INSIDE SWIMMING. JUST HUGE NUMBERS THAT THAT YEAR. JUST A REMINDER OF OUR ORDINANCE. AND WE DON'T HAVE I DON'T HAVE TO DWELL ON THIS UNLESS YOU HAVE QUESTIONS, BUT THE ORDINANCE LIMITS THE NUMBER TO TWENTY FIVE HUNDRED PEOPLE. SO WE DID CLOSE THE PARK THAT DAY WHEN WE REACHED TWENTY FIVE HUNDRED PEOPLE, WE HAD A LARGE STAFF OUT THERE, BOTH INSIDE AND OUTSIDE THE PARK MANAGING THAT CROWD, NOT JUST THE TWENTY FIVE HUNDRED PEOPLE THAT SHOWED UP, BUT THE THREE THOUSAND OR MORE PEOPLE THAT WE TURNED AWAY. JULY 4TH, 2019. SAME THING. WE MANAGED THE PARK, CAPPED IT AT TWENTY FIVE HUNDRED AND THEN MANAGED. THE ADDITIONAL PEOPLE THAT SHOWED UP OUTSIDE. SO THEY'RE NOT COMING ALL THE WAY THROUGH THE PARK TO GET TO THE PARKING SPACES. AND YOU SEE THE ROADWAY THERE, HOW CLEAR IT IS, YOU KNOW, IT'S THERE'S NO PARKING ON THAT ROADWAY. THERE'S VEHICLES TRAVELING, BUT THERE'S NO PARKING. THERE'S A PART OF THE PARK RIGHT HERE IS WHERE PEOPLE CAN ENTER THE PARK BY WALKING FROM THE SHORELINE INTO THE WATER, AS YOU GO DOWN THE PARK AND YOU'LL SEE THE CAMERA PAN, IT GETS STEEPER. AND WHAT WE SEE IS PEOPLE BRINGING LADDERS. AND THAT'S THE ONLY WAY THEY CAN ACCESS THE WATER AS THEY CLIMB DOWN THESE LADDERS AND GET INTO THE WATER. THERE'S A LADDER THERE. SO THAT'S JUST TO GIVE YOU AN IDEA OF WHAT 5000 PEOPLE LOOK LIKE IN THE PARK. NOW THIS PARK, EVEN THOUGH PEOPLE COME THERE TO SWIM, IT'S NOT DESIGNED AS A SWIMMING PARK. IT IS JUST HAPPENS TO HAVE ACCESS TO THE WATER. THERE'S NO DESIGNATING SWIMMING AREAS. THERE'S NO DESIGNATED BOATING AREAS. SO WHAT YOU SEE IS INTERMIX OF BOATERS AND SWIMMERS. ALSO, ANOTHER CHALLENGING PART OF THIS IS THE PARK BELONGS TO THE CITY OF GARLAND. THE WATER BELONGS TO THE CITY OF DALLAS. SO ANY VIOLATIONS, ANY BOATING VIOLATIONS, ANY SAFETY VIOLATIONS THAT OCCUR IN THE WATER BELONGS TO THE CITY OF DALLAS. ANY ENFORCEMENT IN THE PARK BELONGS TO THE CITY OF GARLAND. AND SO CONTINUE WITH THE HISTORY OF MEMORIAL DAY 2019 AND JULY 4, 2019. [10. Consider the Appointment of a Mayor Pro Tem and Deputy Mayor Pro Tem] WE CAPPED THE PARK AT TWENTY FIVE HUNDRED PEOPLE AND AGAIN, WE TREATED THIS AS IT WAS A SPECIAL EVENT. SUNNYVILLE HAS A SIMILAR PARK DOWN THE ROAD THAT'S A LITTLE BIT SMALLER. THEY HAVE CLOSED THE PARK THEIR PARK, BUT IT'S NOT NEAR THE SIZE OF THE GARLAND PARK. THE SECOND TOPIC THAT WE DISCUSSED WAS TO LIMIT WATER ACCESS. AND AGAIN, THAT ATTRACTION TO THIS PARK IS THE WATER ACCESS. IF YOU TAKE AWAY THAT ONE FACTOR, THIS IS A NEIGHBORHOOD PARK. BUT THE FACT THAT YOU CAN COME TO THIS PARK AND GET INTO THE WATER IS WHAT DRAWS PEOPLE NOT ONLY FROM THE REGION, BUT WE HAD PEOPLE FROM ARKANSAS. WE HAD PEOPLE FROM OUT OF STATE DRIVING TO HOLD THEIR FAMILY EVENT AT WINDSURF PARK. IT'S IT'S A WAY FOR THEM TO GET INTO THE WATER. SO ONE DISCUSSION WE HAD WAS TO LIMIT ACCESS TO WHERE ITS LIMITS THE POSSIBILITY OF SWIMMING IN THE PARK. AND THEN THE OTHER OPTION WAS ADMISSION FEES. NOW, THIS IS THE OPTION WE ULTIMATELY ARE MOVING FORWARD WITH AT THIS TIME IS TO CHARGE ADMISSION FEES INTO THE PARK NOW. AND I WON'T GET INTO THE DETAILS. AND I'VE GOT THE CITY ATTORNEY HERE IF THERE'S QUESTIONS ON THIS. BUT THERE ARE LAWS BECAUSE THE PARK BELONGS TO GARLAND AND THE LAKE BELONGS TO DALLAS. WHATEVER RULES WE MAKE FOR ADMISSION FEES FOR THE CITY OF GARLAND, RESIDENTS ALSO HAVE TO APPLY TO CITY OF DALLAS RESIDENTS. SO IF YOU SEE FREE FOR CITY OF GARLAND RESIDENTS AND DALLAS RESIDENTS AND YOU THINK, WELL, WHY IS IT FREE FOR DALLAS RESIDENTS, IT'S BECAUSE OF THAT UNIQUE RELATIONSHIP THERE BETWEEN THE PARK AND THE WATER. I CAN TELL YOU WE DID A PRETTY THOROUGH SAMPLE THIS YEAR. SO FAR, MOST OF THE PEOPLE THAT VISIT THIS PARK ARE DALLAS RESIDENTS. THERE ARE SOME GARLAND RESIDENTS. THERE ARE RESIDENTS FROM OTHER CITIES. BUT THE VAST MAJORITY ON THE WEEKENDS, ON THE BUSY WEEKENDS ARE RESIDENTS OF DALLAS. SO USING THIS TO IMPACT THE CROWDS, I'M NOT SURE THAT IT'S GOING TO HAVE AN IMPACT ON THE [11. Mayor Appointments] CROWDS BECAUSE MOST OF THESE PEOPLE ARE FROM GARLAND ARE FROM DALLAS. SO SUMMER 2020, YOU KNOW, WE STARTED TO SEE BIG CROWDS IN THE PARK, BUT THIS IS WHEN COVID WAS REALLY RAMPING UP FOLLOWING THE GUIDELINES FROM THE CDC. SO FOR COVID REASONS, THE PARK WAS CLOSED FOR MOST OF THE SUMMER OF 2020. AND THEN WE MOVED TO 2021 AND NOW JUNE 12TH AND 13TH. IT WAS THE FIRST DAY THIS SUMMER. THAT WAS A NICE DAY. YOU KNOW, IT RAINED ALL OF MAY, IT RAINED THE FIRST OF JUNE. SO THIS WAS THE FIRST NICE DAY WE COULD KIND OF JUDGE WHAT KIND OF CROWDS ARE SHOWING UP AND WE REACHED CAPACITY. IT WAS A SURPRISE TO US. THESE ARE NUMBERS THAT WE'VE SEEN ON THE HOLIDAYS, ON THE PAST YEARS. WE WERE HOPING THAT THE WORD WOULD SLOWLY LEAK OUT. WE WOULDN'T SEE THESE HUGE NUMBERS. BUT HERE, JUNE 12TH, 13TH, THE FIRST WEEKEND, WE MAX CAPACITY. ALSO, BECAUSE OF THE RAINS, WE COULD NOT PARK PEOPLE IN THE FIELD. AND SO IT FLOODED. THEY FLOODED THE NEIGHBORHOOD WITH PARKING. WE HAD THEY OVERWHELM THE PARKING IN THE NEIGHBORHOODS BECAUSE WE ONLY HAD THE LIMITED FIVE HUNDRED SPOTS INSIDE THE PARK. SO THAT WAS THAT WEEKEND. AND THEN THE FOLLOWING WEEKEND, FATHER'S DAY IS WHEN WE REACHED TWENTY FIVE HUNDRED AND THEN ANOTHER, WE TURNED AWAY ANOTHER THREE THOUSAND PEOPLE FROM THE PARK. SO FATHER'S DAY 2021, SO IT WAS ABOUT 4:00 THAT WE REACHED CAPACITY AND AND AT ONE O'CLOCK WE WERE ABOUT 1500 PEOPLE. I BELIEVE A COUPLE OF WEEKS AGO, COUNCIL MEMBER HEDRICK REQUESTED THAT WE EXPLORE THE POSSIBILITY OF MOVING UP THE HOLFORD ROAD SEGMENT C PORTION OF THAT REBUILD. AND THEN THERE WERE ALSO SOME QUESTIONS FROM COUNCIL ABOUT EXPLORING SOME TECHNOLOGY AND OTHER THINGS THAT GO ALONG WITH ROADWAY FLOODING AND THE SAFETY MEASURES THAT WE PUT IN PLACE. SO WE'VE COMBINE THOSE INTO ONE PRESENTATION TODAY, AND THAT'S JUST RESTATING THE TWO PORTIONS OF THIS THAT WE'LL GO OVER. SO AS A REMINDER, THE HOLFORD ROAD SEGMENT C HERE IS THE PORTION THAT'S IN RED IN FRONT OF YOU. AND OF COURSE, IT DOES INCLUDE THE HOLFORD ROAD BRIDGE AS WELL. AT SPRING CREEK SEGMENT C IS ONE PART OF A THREE PART SEGMENT ALIGNMENT STUDY WAS COMPLETED BACK IN APRIL OF 2020. IT WILL BE A FOUR LANE DIVIDED ROADWAY. THE PROPOSED BRIDGE WILL BE 15 FEET HIGHER THAN THE CURRENT BRIDGE AND ABOVE THE 100 YEAR FLOOD PLAIN ELEVATION. OF COURSE TO, ONCE WE GET READY TO DO HOLFORD ROAD SEGMENT C, HOLFORD ROAD ITSELF WILL HAVE TO BE CLOSED DOWN FOR THAT FOR CONSTRUCTION, WHICH IS ESTIMATED TO TAKE ABOUT 18-24 MONTHS. THE FIRST THING THEY'LL HAVE TO DO IS REMOVE THE BRIDGE, OF COURSE, BEFORE THEY CAN CONSTRUCT A NEW BRIDGE ALONG WITH THAT NEW ROADWAY. ONE OF THE CHALLENGES FOR US, OF COURSE, FIRE STATION SIX IS ON HOLFORD ROAD, SO ANY CONSTRUCTION ON THE ROADWAY WILL HAVE TO TAKE PLACE AFTER FIRE STATION SIX HAS MOVED TO ITS NEW LOCATION. AND THEN I HAVE ANOTHER SLIDE ON THAT HERE IN JUST A MINUTE. AND HERE I AM. SO JUST TO GIVE YOU A LITTLE BIT OF A SCHEDULE, THAT TOP BAR, IF YOU WILL, CURRENT SCHEDULE. HOLFORD ROAD SEGMENT C WAS SCHEDULED FOR DESIGN BEGINNING IN EARLY 2023 THROUGH NOVEMBER OF 2024, WITH CONSTRUCTION BEGINNING AT THAT TIME AND THEN COMPLETION BASICALLY MID TO LATE 2026. AND OF COURSE THESE ARE ESTIMATED TIMELINES [INAUDIBLE] HADN'T GONE TO BED AND ALL THE REST OF THAT ON THESE. SO THAT WAS THE CURRENT SCHEDULE WITHIN THE BOND PROGRAM. IF WE PRIORITIZE THAT SCHEDULE TO MOVE UP HOLFORD ROAD SEGMENT C, WE COULD POTENTIALLY BEGIN DESIGN IN THE VERY NEAR FUTURE, THIS FALL, COMPLETE THAT DESIGN BY EARLY '23, MARCH OF'23 IS WHAT WE ESTIMATE. BUT IF YOU TAKE A LOOK DOWN AT THE BOTTOM FIRE STATION SIX CONSTRUCTION IS SCHEDULED TO BEGIN JULY '22 THROUGH JULY OF '23. [01:20:03] SO IF THAT STAYS ON TARGET, THEN WE COULD START CONSTRUCTION OF HOLFORD ROAD SEGMENT C BEGINNING ONCE FIRE STATION SIX HAS BEEN COMPLETED AGAIN ESTIMATED JULY '23, THAT WOULD MOVE UP THE COMPLETION OF HOLFORD ROAD SEGMENT C TO EARLY TO MID 2025. BUT THAT GIVES YOU A LITTLE BIT OF A SNAPSHOT OF THE BASICALLY THE CALENDAR OR TIMELINE THAT WE'D BE LOOKING AT. SO BUT AGAIN, THAT'S WHY IT'S IN RED DOWN THERE, FIRE STATION SIX WOULD HAVE TO BE, AND WE'VE LOOKED AT TRYING TO MOVE THAT UP. IT'S POSSIBLE WE COULD TRY TO COMPLETE THAT A LITTLE BIT SOONER ON THE CONSTRUCTION. BUT FIRE STATION SIX HAS TO BE COMPLETED FIRST FOR US TO TO START WORK ON HOLFORD ROAD. SO TO MOVE THIS PROJECT UP, WE WOULD LOOK AT, OF COURSE, THE TOTAL COST OF HOLFORD ROAD. SEGMENT C IS 20.7 MILLION. AND IF YOU WILL, LOOK AT THE CHART I HAVE IN FRONT OF YOU, THE CURRENT SCHEDULE HAS 200,000 IN '22. 1.2 MILLION IN '23, 2 MILLION IN '24. AND THEN THE BULK OF IT IS WHEN CONSTRUCTION OCCURS IN '25 AND '26, THAT 14.6 MILLION AND 2.7. SO IN ESSENCE WHAT THAT MEANS IS THOSE NUMBERS AND SHADED IN BLUE IS ABOUT 3.4 MILLION. THOSE ARE IN THE CURRENT AND THE APPROPRIATE TIME LINE, BUT THE OTHER 17.3 MILLION WE WOULD NEED TO MOVE UP EARLIER IN THE BOND PROGRAM ARE IN OUR ANNUAL CIPS. SO WE HAVE TO MOVE UP 17.3 MILLION, WHICH MEANS WE HAVE TO FIND 17.3 MILLION WORTH OF PROJECTS. TO MOVE BACK AND THEN THE REST OF THAT WOULD BE SHOWING THE AMOUNT THAT WE WOULD NEED TO MOVE UP EACH YEAR FOR THAT TO HAPPEN. SO HERE WHAT WE LOOKED AT AND COUNCIL MEMBER HEDRICK ASKED US TO LOOK AT PROJECTS IN HIS DISTRICT AND WE DID THAT AND WE HAVE CALLEJO ROAD THAT'S SCHEDULED FOR SOME DESIGN WORK THIS YEAR IN 2021. THAT'S 800 THOUSAND. AND THEN THE BULK OF IT, 5.1 MILLION IN 2022. AND THEN HOLFORD REC CENTER IS 6.1 MILLION IN 2022. WELL IF YOU LOOK AT THOSE TWO PROJECTS COMBINED FROM COUNCIL DISTRICT SEVEN AND THAT'S WHAT THE SHADING IN YELLOW IS INDICATING, THAT'S FROM COUNCIL DISTRICT SEVEN, THAT'S ABOUT 12 MILLION DOLLARS. SO WE WOULD NEED TO LOCATE ANOTHER 5.3 DOLLARS MILLION WORTH OF PROJECTS THAT COULD BE IDENTIFIED, WHETHER IT WOULD BE ONE OR MORE THAT COULD POTENTIALLY MOVE BACK, BE DELAYED SO WE CAN MOVE THIS PROJECT FORWARD. AND WHAT YOU SEE BEFORE YOU IS JUST A NUMBER OF THE OTHER PROJECTS THAT ARE ONGOING DURING THIS SAME TIME SPAN, WHICH WOULD BE POTENTIAL OPTIONS FOR THIS TO OCCUR. SO THAT TIES IN WITH HOLFORD ROAD SEGMENT C, HOLFORD ROAD IS ONE OF SIX LOCATIONS THROUGHOUT THE CITY WHERE WE HAVE HIGH WATER ROAD CLOSURE GATES, AS YOU MAY REMEMBER, THIS IS SOMETHING THAT WE HAVE A TEAM THAT WORKS ON ON A REGULAR BASIS. OUR STREETS DEPARTMENT, THEY COORDINATE WITH EMERGENCY MANAGEMENT, IT COORDINATES WITH POLICE AND FIRE ON THESE LOCATIONS. WHEN THERE COMES DOWN TO A HIGH WATER SITUATION, FLOODING OF ANY TYPE, THEY COORDINATE IN REGARD TO THE CLOSURE OF THOSE GATES AND OTHER OPTIONS THAT THEY LOOK AT WHEN IT COMES DOWN TO THAT. SO JUST AS A REMINDER HERE, SOME OF THE SIGNAGE THAT WE CURRENTLY HAVE IN PLACE AT THE SIX LOCATIONS, FLOOD GAUGES, AND THEN, OF COURSE, SOME OF THE SIGNS THAT YOU SEE THERE TALKING ABOUT THE ROAD MAY FLOOD AND DON'T CROSS WHEN FLOODED. WE LOOKED AT IT AND AND IT SEEMS THAT THERE'S REALLY TWO TYPES OF RECONSIDERATIONS, IF YOU WILL, THAT THE GARLAND DEVELOPMENT CODE, THE GDC, REALLY DOES NOT DIFFERENTIATE. AND SO THERE'S A DIFFERENCE BETWEEN A CONSIDERATION OF A SUBSTANTIALLY DIFFERENT LAND USE AND PLAN AND GOING BACK THROUGH PLANNING COMMISSION AND COUNCIL FOR A DIFFERENT ZONING APPLICATION ON THE SAME TRACT OF LAND VERSUS A REHEARING, A RECONSIDERATION, A REHEARING OF THE SAME ZONING CASE THAT WAS RECENTLY DENIED. SO SO, AGAIN, THE FIRST ONE AND THIS AMENDMENT TO THE GDC, THIS PROPOSED AMENDMENT WOULD DIFFERENTIATE THE TWO AND THEY HAVE PROCEDURES OUTLINED IN BOTH. SO JUST A COUPLE OF EXAMPLES.
