SO I GAVE YOU GREATER DETAIL ABOUT THIS INAUGURAL EVENT THAT WE HOSTED AT OUR LAST MEETING, BUT I WANTED TO SHARE A GREAT UPDATE THAT THE VIRTUAL CONCERT, AND THEN FOLLOWING SERIES CREATED AS A RESPONSE TO THE PANDEMIC AND THE IMPACT THAT IT HAD ON OUR COMMUNITY IN REGARDS TO LIVE MUSIC, UH, CULTURE AND COMMUNITY WAS ACTUALLY SELECTED AS A WINNER OF THE TEXAS DOWNTOWN ASSOCIATIONS PRESIDENT'S AWARDS FOR 2020 FOR THE BEST PROMOTIONAL CAMPAIGN FOR A CITY OF THE POPULATION OF OVER 50,000. SO WE WERE PRETTY ECSTATIC ABOUT THAT. UM, ONLY IN GARLAND, THAT IS OUR, UM, ONGOING PARTNERSHIP WITH THE GARLAND CHAMBER. HELLO, GO AHEAD AND GIVE YOU THAT. ONLY IN GARLAND IS OUR, WE HAD A SECOND YEAR IN A ROW SUCCESS IN PARTNERSHIP WITH THE GARLAND CHAMBER TO HOST A VERY DOWNTOWN GARLAND SPECIFIC SMALL BUSINESS SATURDAY CELEBRATION. SO WE HAD 24 BUSINESSES PARTICIPATE AGAIN THIS YEAR AND OVER 150 HOLIDAY SHOPPERS COME TO DOWNTOWN THE SATURDAY AFTER THANKSGIVING AND ALLOW OUR LOCAL RESTAURANTS TO ESSENTIALLY WINE AND DINE THEM AND JUST REALLY CREATE AN EXPERIENCE TO CURE ANY TURKEY HANGOVER YOU MIGHT HAVE, BUT THE OPPORTUNITY TO REALLY FOCUS ON SHOPPING LOCAL. AND, UM, THOUGH MOST FOLKS MAY SET OFF DOWN A DIFFERENT PATH OF BLACK FRIDAY OR ANYTHING LIKE THAT. SMALL BUSINESS SATURDAY HAS BEEN DOING WELL IN DOWNTOWN GARLAND. WE RECENTLY ONBOARDED A FABULOUS ADDITION TO THE DOWNTOWN DEVELOPMENT TEAM. SO HUNTER WILLIAMS OVER HERE IS OUR TEMPORARY PROJECT ASSISTANT IN A VERY SHORT TIME, HAS HE HAS BECOME A MAJOR ASSET TO OUR TEAM. HE HAS TAKEN THE LEAD FOR RESEARCH AND PROGRAM DEVELOPMENT AND SEVERAL OF OUR FOCUS AREAS AND HAS ACTUALLY LAUNCHED HIS FIRST PROGRAM IF YOU WILL, AND TEAM DOWNTOWN. SO TEAM DOWNTOWN IS THE DOWNTOWN AMBASSADORS PROGRAM THAT WE PROPOSED IN THE BUDGET LAST YEAR. THIS IS YOUR, UM, VOLUNTEER BASED CONCIERGE SERVICES PROGRAM IN DOWNTOWN IMPLEMENTED TO REALLY MITIGATE THE IMPACT OF BUSINESSES DURING CONSTRUCTION COMING UP IN THE NEXT TWO YEARS. SO THAT PROGRAM WENT LIVE WITH OUR FIRST PHASE OF RECRUITMENT ON JULY 16TH. HE HAS, UM, TRAINING SESSIONS SET UP FOR EARLY NOVEMBER AND YOU'LL SEE TEAM DOWNTOWN HIT THE STREETS, UH, AS EARLY AS JANUARY. AND AGAIN, THE INTENTION OF THIS PROGRAM IS TO JUST COMMUNICATE TO LOCALS, TO VISITORS ALIKE THAT DOWNTOWN GARLAND IS OPEN FOR BUSINESS THROUGHOUT THE CONSTRUCTION PROJECT. SO ONTO OUR FACADE PROGRAM, UM, THE BOARD'S PROPOSED CHANGES TO THE FACADE PROGRAM WERE APPROVED BY COUNCIL IN DECEMBER. I'M HAPPY TO SHARE AND SO MUCH SO THAT WE'LL FOR NOW AND EVERMORE REFER TO THIS PROGRAM AS THE REVITALIZATION PROGRAM, BECAUSE WITH THOSE CHANGES THAT WERE PROPOSED, AS YOU KNOW, UM, THERE'S A MUCH, THERE'S A LOT, A LOT MORE FLEXIBILITY IN THE PROGRAM RATHER THAN BEING LIMITED TO JUST IMPROVEMENTS ON THAT FRONT FACADE. SO NOW THE TENANT IS ELIGIBLE TO APPLY WITH OWNER APPROVAL AND THEN GENERAL INTERIOR IMPROVEMENTS THAT REMAIN WITH THE BUILDING, BUT BRING THE PROPERTY TO MARKETABLE STANDARDS OR ARE CONSIDERED ELIGIBLE EXPENSES. ANY FACADE OF THE BUILDING RATHER THAN JUST THE FRONT FACADE IS CONSIDERED A, UH, ELIGIBLE PROJECT AND THEN SIGN AN AWNING ENHANCEMENTS AND REPLACEMENTS CAN NOW BE APPLIED FOR AS A STANDALONE PROJECT THEMSELVES RATHER THAN PART OF A, UM, REDEVELOPMENT PROJECT ONLY. AND I JUST WANTED TO SHARE, I REALLY DO SEE, UM, THAT THE FLEXIBILITY IN THE PROGRAM HAS SPURRED MUCH MORE INTEREST FROM OUR DOWNTOWN PROPERTY OWNERS AND BUSINESS OWNERS. WE'VE HAD A GREAT RESPONSE TO THAT ADDED FLEXIBILITY. UM, YOU KNOW, WE HAVE TROUBLE MAKING ENOUGH TIME ON THE CALENDAR FOR ALL THE APPOINTMENTS. SO IT'S REALLY GOTTEN SOME ENERGY GOING IN DOWNTOWN FOR REINVESTMENT INTO THE DISTRICT AND DOING IN MY MIND EXACTLY WHAT THE PROGRAM WAS SET OUT TO DO, UM, THE PROGRAM TO DATE. AND THIS IS GOING BACK TO WHEN IT WAS LIMITED TO FACADE IMPROVEMENTS ONLY HAS SPURRED $231,000 OF PUBLIC PRIVATE INVESTMENT AND A HUNDRED THOUSAND OF THAT BEING PUBLIC FUNDING AND REIMBURSEMENT. SO WHAT THAT REALLY MEANS IS WE'RE ENCOURAGING MORE PRIVATE INVESTMENT AND THAN JUST ONLY THAT 50 50 MATCH. AND THEN I'D ALSO LIKE TO SHARE THAT THE FIRST APPLICANT TO OUR PROGRAM WAS NOMINATED FOR TEXAS DOWNTOWN ASSOCIATIONS, BEST RENOVATION IN 2020 IS THE FINALIST. AND THAT WAS WHAT WAS PREVIOUSLY [00:10:01] KNOWN AS THE MAGILLA CADIZ BUILDING, UM, AND IS NOW NOT NECESSARILY REFER TO ANYTHING OTHER THAN THE IWF BUILDING, BUT THAT PROPERTY OWNER HAS ATTENDANT GOING INTO THE BOTTOM FLOOR AND ATTENDANT SIGN FOR THE TOP FLOOR AS WELL. I WAS LOOKING OVER OUR NOTES FROM THE LAST MEETING AND I REALIZED I DIDN'T SHARE A PROGRAM THAT WE LAUNCHED LAST SEPTEMBER, A CAMPAIGN RATHER CALLED FAIR FAIR. IT WAS A HUGE SUCCESS. SO ALL OF YOUR DOWNTOWN RESTAURANT SERVED TO BE FRIED FARE MENU ITEMS, UM, ALL THE MONTH OF SEPTEMBER. AND WE PROMOTED, WE ALL WORKED TOGETHER TO PROMOTE THE HECK OUT OF IT AND JUST COMPLETELY CAPITALIZE ON THE FACT THAT THERE WAS THE ABSENCE OF THE STATE FAIR LAST YEAR, THE CAMPAIGN CAPTURED ALMOST $50,000 AND PUBLICITY COVERAGE, UH, ACROSS THE STATE. AND IT REACHED AN AUDIENCE OF OVER 3 MILLION PEOPLE. SO EXTREMELY SUCCESSFUL. WE HAD ONE BUSINESS REPORT THAT THEY WERE 400% BUSIER ON LABOR DAY THAN THEY WERE THE MONDAY BEFORE. AND WE HEARD FROM NUMEROUS BUSINESSES, YOU KNOW, THIS IS GREAT THAT IT HAPPENED IN COVID, BUT WHY HAVEN'T WE BEEN DOING THIS ALL ALONG AND LET'S MAKE SURE AND DO IT AGAIN. SO THIS YEAR WE ARE HUNTERS TAKING LEAD ON COORDINATING, UM, THE CAMPAIGN AGAIN, AND WE'RE TAKING THE MINDSET OF ACKNOWLEDGING THAT THE FAIR FAIR WILL TAKE, OR THE STATE FAIR WILL TAKE PLACE THIS YEAR, THAT WE'LL USE DOWNTOWN AS A TRAINING GROUND THE MONTH OF SEPTEMBER TO PREPARE A FAIR FOOD EAS FOR THEIR VISIT TO THE FAIR. SO OUR THEME IS WHY WAIT FOR FAIR FAIR GARLAND FOR CHRISTMAS WAS COUPLED WITH A HOLIDAY STOREFRONT DECORATING CONTEST. SO THIS WAS A PROMOTIONAL CAMPAIGN FOR HOLIDAY SHOPPING. THAT WAS PANDEMIC PROOF. WE REALLY PUSHED ONLINE SHOPPING AND CURBSIDE PICKUP THROUGHOUT THE MONTH OF DECEMBER. AND THEN THIRSTY THURSDAYS HAS BEEN A STANDING EVENT FOR ALMOST A YEAR. NOW I'M ON THE THIRD THURSDAY OF THE MONTH. PARTICIPATING BUSINESSES STAY OPEN UNTIL 8:00 PM AND SERVE COMPLIMENTARY BEVERAGES TO CUSTOMERS WHILE THEY SHOP. SO IT'S YOUR ESSENTIAL EXTENDED HOURS CAMPAIGN. AND WE HAVE CONTINUED OUR PARTNERSHIP WITH URBAN MARKET AND WE ARE SPONSORING THEIR GIVEAWAYS EACH MONTH THEMED BY THE MONTH OF THE YEAR AT THE BEGINNING OF THEIR MARKET, I HEARD THE WATERMELONS WERE A HUGE SUCCESS AND ABSOLUTELY APPROVED BY MARILYN MAY AT HIS SPECIAL REQUEST WITH PUBLIC ART ARE THE BANNERS. IT SURE SEEMS LIKE WE WERE TALKING ABOUT THOSE FOR QUITE A LONG TIME, BUT I I'D SAY THEY WERE WELL WORTH THE WAIT TOWARDS THE END OF THE YEAR, ACTUALLY THE BEGINNING OF THE YEAR OF 2021, RATHER WE INSTALLED OVER A HUNDRED BANNERS THROUGHOUT THE DOWNTOWN DISTRICT. AND KEEP IN MIND, WHAT'S SO SPECIAL ABOUT THESE BANNERS IS, UM, WE WERE FORTUNATE ENOUGH TO WORK WITH TWO LOCAL DOWNTOWN ARTISTS WHO SHARED TWO PIECES EACH OF THEIR WORK, AND THAT'S, WHAT'S REPRESENTED ON THOSE BANNERS. SO, YOU KNOW, YOU COULD ABSOLUTELY WALK AROUND, SEE A BANNER IN DOWNTOWN AND THEN SEE THAT ARTWORK. AND IT'S FULL-SCALE UM, THROUGHOUT THE DISTRICT UTILITY BOX WRAP. SO THIS IS, UM, FURTHER COLLABORATION AND OUR PARTNERSHIP WITH THE OFFICE OF NEIGHBORHOOD VITALITY AND AT THE BOARDS, UH, PROPOSAL, REALLY AN INTENTIONAL STEP TO PUT SOME PUBLIC ART INTO THE FOREST, JUPITER INTO THE DISTRICT. THE UTILITY BOX WRAPS WENT IN ALSO TOWARDS THE BEGINNING OF THE YEAR. AND FOR THOSE BOX WRAPS AS WELL. I BELIEVE THEY MAKE A HUGE IMPACT ON INTERSECTION. AND THEN LOOKING AHEAD, A BIG ART DAY, BIG ART DAY, UH, IS SCHEDULED FOR SEPTEMBER 18TH. AND WE WENT TO COUNCIL DURING THE MOST RECENT CIP PROCESS WITH A PROPOSAL FOR A MORE PERMANENT SOLUTION RATHER THAN A SEMI-PERMANENT SOLUTION AND WERE APPROVED. AND SO, UH, WHAT WE'VE BEEN DOING, UM, IS MEETING WITH DEVELOPERS WHO DEVELOP AND REPOSITION MULTI-FAMILY PROPERTIES, TRYING TO RECRUIT THEM TO TAKE ON SOME OF THOSE, UH, SOME OF THOSE EXISTING COMPLEXES AND, UM, EITHER SUBSTANTIALLY REPOSITION THEM, WHICH MEANS THEY COME IN AND IN, INVEST IT, TAKE IT ALL THE WAY DOWN TO THE STUDS AND KIND OF REBUILD IT OR COMPLETELY SCRAPE AND REBUILD, UM, THE PROJECTS THAT ARE THERE. THAT'S GONNA, YOU KNOW, MOVE IT FROM MAYBE A CLASS C PROPERTY, WHICH MOST OF THOSE ARE UP TO A CLASS B OR B OR A, WHICH WOULD BE PREFERABLE. SO AGAIN, WE'RE HEAVILY HEAVY IN THE RECRUITMENT PERIOD TRYING TO FIND A GOOD DEVELOPMENT PARTNER THAT WILL HELP, UM, ACQUIRE SOME OF THOSE MULTI-FAMILY PROJECTS, REPOSITION THEM AND ULTIMATELY ADD VALUE AND HOUSING OPTIONS, UM, IN THAT PART OF, UH, IN THAT PART OF THE ZONE. SO AGAIN, JUST KIND OF WANTED TO GIVE YOU AN UPDATE ON SOME OF THE EFFORTS THAT ARE GOING ON. THEY'RE PROBABLY NOT GOING TO SEE SOMETHING HAPPEN OVERNIGHT. REDEVELOPMENT IS VERY DIFFICULT, BUT, UM, WHAT WE'RE TRYING TO DO IN A LOT OF OTHER AREAS OF GARLAND IS, UM, DO WHAT'S HAPPENING DOWNTOWN, WHICH IS, UM, REVITALIZE REDEVELOP AND ADD VALUE TO IT. SO, UM, AGAIN, THAT'S JUST SOME OF THE EFFORTS THAT ARE GOING IN THE FOREST JUPITER AREA THAT WRAPS UP OUR UPDATE ON EXISTING PROJECTS. AND SO THOSE, THOSE PROJECTS IN PARTICULAR ALWAYS HAVE TO HAVE AN AFFORDABLE ASPECT TO THEM, EVEN IF WE REPOSITION THEM, KIND OF FIX THEM UP AND TURN THEM INTO CLASS B OR CLASS A PRODUCTS, THERE STILL HAVE TO BE A CERTAIN NUMBER OF AFFORDABLE UNITS THERE. UM, AND IN TERMS OF KIND OF KICKING PEOPLE OUT AND REBUILDING AND BRINGING IN NEW PEOPLE, UM, WHILE SOME OF THAT MAY HAPPEN, UM, I THINK HOW WE'RE TRYING TO APPROACH THIS IS TO MINIMIZE THE IMPACT ON RESIDENTS THAT ARE THERE AND REALLY MORE ADD VALUE AND INCREASE THE, UM, THE LONGTERM FEASIBILITY OF THE PRODUCTS THAT ARE THERE. SO, UM, DEFINITELY HEAR YOU IN TERMS OF THE, YOU KNOW, THE GENTRIFICATION AND ALL THOSE OTHER ISSUES THAT COME WITH REDEVELOPMENT LIKE THIS. AND WE'RE VERY SENSITIVE TO THAT AND ARE TRYING TO FIGURE OUT HOW, HOW TO WORK IT SO THAT WE DON'T DISPLACE A LOT OF FOLKS THAT ARE THERE. UM, CAUSE THEY'RE HONESTLY, THEY'RE FEEDING A LOT OF THE JOBS THAT ARE IN HIGH DEMAND AND, AND NEEDED IN OUR MANUFACTURING CORE, OUR INDUSTRIAL CORE RIGHT AROUND THERE. SO, UM, THEY LIVE THERE FOR A REASON CAUSE THEY WORKED NEARBY AND THAT'S, YOU KNOW, WE NEED THAT IT'S AFFORDABLE AND IT'S AFFORDABLE. YEP. YEAH. YOU'LL SEE THE TRANSFER TO MULTI-YEAR CAPITAL FUND, UM, AND BREAKING THAT NUMBER DOWN FOR YOU THOUGH. THE 1.5 MILLION [00:35:01] THAT CONSISTS OF 1.3 MILLION GOING TOWARDS THE DOWNTOWN SQUARE FOR IMPROVEMENT. SO THIS IS, UM, THE MONIES THAT WE'VE DISCUSSED IN THE PAST TO DEDICATE TO THE SQUARE FOR THOSE IN MANY BEES, UM, THAT MAYBE WERE NOT ABLE TO BE MET WITH, WITH THAT CURRENT BUDGET. AND THEN THE $250,000 FOR THAT SECOND INSTALLMENT TO THE IMPROVEMENTS AT MONTGOMERY PARK. SO I THINK THIS MIGHT BE OUR SHORTEST LIST OF SUMMARY OF PROPOSED BUDGET ADJUSTMENTS THAT WE'VE HAD TO DATE. UM, WE ARE PROPOSING TO CONVERT THE TEMP POSITION IN DDO TO A FULL-TIME POSITION TO SUPPORT BOTH THE DOWNTOWN DEVELOPMENT OFFICE AND VISIT GARLAND. SO THIS WOULD BE A 50 50 FUNDING SPLIT BETWEEN BDO AND VISIT GARLAND. AND THE IMPACT ON OUR BUDGET WOULD BE VERY MINIMAL, UM, AFTER DEDICATING THE EXISTING TEMP BUDGET TO THIS POSITION. SO JUST AT A $500, BUT JUST WANTED TO SHARE THAT WITH THE BOARD. AND THAT IS ACTUALLY ALL THAT WE HAVE ON THE PROPOSED BUDGET. SO IF WE HAVE ANY QUESTIONS, ANY QUESTIONS AT ALL FROM THE BOARD, I HAVE TO BRING IT UP PARKING ZONE ISSUE. AND AS FAR AS THE PROJECT PLAN, I DON'T KNOW HOW THAT WOULD IMPACT THE TIF PROJECT PLANS. HOW DO YOU FIND OUT IF IT'S GOOD IDEA, AND THEN WHERE DOES IT COME FROM? AS FAR AS THE TIFF, THERE'S PROBABLY NOT ANY ROOM TO ADD ANY MORE ADDITIONAL PROJECTS WITH TIFF. THE, WELL WE VIEW INTO THE SQUARE FROM THE LAST UPDATE IS PROJECTED TO TAKE KIND OF ALL THE CASH, UH, THROUGH THE REST OF THE LIFE OF THE TIF. SO, UH, UH, BASED ON PROJECTIONS THROUGH 2024, THE TIF PLAN IS PRETTY TIGHT, BUT THAT DOESN'T MEAN THAT A PROJECT CAN'T BE DONE. JUDD'S MENTIONED WE HAVE, WE KNOW WE HAVE MULTIPLE OTHER RESOURCES THAT, UH, CAN TAP INTO THAT. AND I GUESS I'M NOT AWARE OF ANY PROCESS AND YOU ARE ON, ON THE FUTURE OF THE, THE, UH, PARKING GARAGE. AND I THINK, YEAH, AS PART OF A WIDER PARKING DISCUSSION, WHICH, UM, THE DEVELOPMENT SERVICES COMMITTEE OF CITY COUNCIL IS HAVING RIGHT NOW, UM, THEY'RE KIND OF LOOKING AT THE BROADER ISSUE OF PARKING DOWNTOWN AND, AND I COULD SEE THE QUESTION COMING UP, HEY, WHAT, WHAT CAN WE DO WITH EXISTING PARKING TO MAKE IT MORE ATTRACTIVE AND USEFUL FOR DOWNTOWNERS? I MEAN, GETTING, LIKE, GETTING, UH, THROWING A COST ESTIMATE TOGETHER FOR ADDING SHADE TO THE TOP FLOOR, PROBABLY REALLY EASY TO DO SO AT LEAST WE KNOW HOW MUCH WE'RE TALKING ABOUT, BUT, UM, AND IT MAY COME UP IN THOSE, THOSE DISCUSSIONS THAT THE DEVELOPMENT SERVICES COMMITTEE IS HAVING. SO, I MEAN, WE CAN, WE CAN HAVE STAFF FIND, AT LEAST GIVE US A BALLPARK COST ESTIMATE OF WHAT SOMETHING WOULD COST. THAT SHOULD BE PRETTY EASY. AND THEN AT LEAST WE'LL, WE'LL HAVE THE NUMBER READY IF IT COMES UP IN DISCUSSIONS ON PARKING. I MEAN, YOU WERE, YOU WERE THERE THAT DISCUSSION THAT, UH, THAT WAS IN JULY. THAT'S GOOD. GOOD QUESTION. AND THE OTHER ONE WAS WE'VE SORT OF REPEATEDLY ASKED, IS TIF ELIGIBLE TO BE EXTENDED AFTER 20. THAT'S A GREAT SEGUE UM, SO THAT I'D TALKED ABOUT CHAPTER THREE 11 OF THE TEXAS TAX CODE, WHICH IS IN THAT BINDER, YOU HAVE, UM, THERE IS THE POSSIBILITY OF, UH, EXTENDING THE TIME, UH, OF THE ZONE OR THE DURATION OF THE ZONE. SO INITIALLY IT WAS SET AT 20 YEARS, IS THAT RIGHT? UM, YOU CAN GO OUT TO 30 YEARS, SO AN ADDITIONAL 10 YEARS COULD BE ADDED. UM, AND THAT COURSE COULD BE DONE [00:40:01] BY CITY COUNCIL THROUGH ORDINANCE, AND BASICALLY THE SAME WAY THE ZONE WAS CREATED. YOU CAN EXTEND IT AS WELL. THAT'S PROCEDURALLY TECHNICALLY, THAT'S HOW IT WORKS. NOW ON A PRACTICAL SIDE, UM, STAFF WOULD WANT TO DO AN ANALYSIS OF WHAT THAT, WHAT IMPACT THAT WOULD HAVE ON THE GENERAL FUND ON, UM, JUST THE CITY'S FINANCIAL PLAN, LOOKING OUT FIVE, 10 YEARS. UM, AND SO THAT'S, THAT'S SOMETHING THAT WE'LL DO. UM, I THINK WE HAVE, YOU KNOW, HAVE SOME TIME BEFORE, UH, THE ZONE EXPIRES, BUT, UM, IT'S PROBABLY NEVER TOO SOON TO START LOOKING AT THAT. UM, ONE CONSIDERATION AND MATT AND I WERE TALKING ABOUT THE OTHER DAY IS THAT, UM, YOU KNOW, ONE OF THE BENEFITS OF, OF DOING A TERS, UM, OR A TIF IS THAT YOU GET THE COUNTY AND OTHER TAXING ENTITIES TO PARTICIPATE IN. SO BASICALLY MONEY THAT WAS OTHERWISE GOING TO DALLAS COUNTY OR PARKLAND OR OTHERS COMES TO GARLAND AND THIS DISTRICT. AND SO, UM, AT LEAST MY OPINION IS IF, IF THEY'RE NOT GOING TO PARTICIPATE IN THE EXTENSION OF THE, OF THE, OF THE ZONE IN TERMS OF DURATION, UM, LESS INCENTIVE TO REALLY EXTEND IT BECAUSE WE'RE, WE'RE GOING TO GET THAT MONEY ANYWAY. NOW IT'S WOULD GO INTO GENERAL FUND VERSUS THE TIF, BUT, UM, COUNCIL COULD FENCE OFF WHAT WOULD BE GOING INTO THE GENERAL FUND AFTER THE TIF EXPIRES FOR THE SAME PURPOSES THAT IT'S DONE NOW. SO AGAIN, THE BENEFIT OF THE TERS IS THAT YOU GET THE PARTICIPATION, IT'S LIKE A MATCHING GRANT, BASICALLY FOR THE CITY, UH, TO GET MONEY FROM COUNTY AND OTHER TAXING ENTITIES. SO PART OF OUR ANALYSIS IS GOING TO BE, ARE THE COUNTY GOING TO EXTEND, YOU KNOW, WE'RE STILL GOING TO GET PARTICIPATION FROM THE OTHER TAXING ENTITIES. SO, UM, SHORT ANSWER IS, YES, IT CAN BE DONE. UM, THERE'S A MECHANISM FOR IT. IT'S A FAIRLY SIMPLE PROCESS, BUT, UH, THE, THE HOMEWORK, THE BACKGROUND WORK BEHIND IT IS REALLY WHAT WE NEED TO DIG INTO AND FIGURE OUT WHICH WE'LL DO. I MEAN, THAT'S, I THINK IT'S WORTH LOOKING AT FOR SURE. IS IT TYPICAL FOR DALLAS COUNTY EXTENSION? I DON'T KNOW, MATT, DO YOU HAVE ANY IMPRESSION ON THAT TYPICALLY ON ANY TO EXPANSION OR NEW TO, AS THEY WANT TO SEE THAT THE TIF IS BUYABLE FOR THEY'LL PARTICIPATE? SO FOR EXAMPLE, THE DOWNTOWN TIF WAS CREATED IN 2024 OF THE COUNTY WAITED THREE YEARS, WHICH IS A TYPICAL PROCESS TO JOIN IN. AND THEY'VE KIND OF DONE THE SAME THING WHEN YOU APPROACH THEM FOR AN EXPANSION, BUT THAT DOESN'T SAY THAT THEY WOULDN'T DO IT, BUT WHAT THEY WOULD WANT TO SEE IS A SUBSTANTIAL PLANS TO SHOW THEM, BUT THEY'RE MAKING MONEY TOO, AND WE COULDN'T JUST GO FORWARD. SO WE'RE JUST EXPANDING THE TIFF, WILL YOU PARTICIPATE? WE WOULD HAVE TO SHOW THEM WELL, WE'RE GOING TO BE PUTTING ON THE TAX ROLLS AND THE PLAN IN PLACE THAT WILL HELP THEM MAKE MONEY AS WELL, BECAUSE THEY'RE JUST NOT GOING TO JOIN, TO JOIN. THEY JOINED TIFFS TO INCREASE THEIR VALUES AS WELL. SO THAT GOES BACK TO JUST POINT OF THE PLANNING PROCESS. WE WOULD HAVE TO HAVE THOSE CONVERSATIONS WITH THEM, BUT ALSO HAVE OUR PLAN IN PLACE, READY TO SHOW THEM, OKAY, WE'RE GOING TO BUILD THIS, THIS, AND THIS.
