THIS VIDEO WILL WALK THROUGH THE LATEST UPDATE ON THE CONSTRUCTION TIMELINE FOR THE DOWNTOWN SQUARE AND BROADER AREA STREETSCAPES PROJECT IF AT ANY POINT IN THE PRESENTATION YOU HAVE QUESTIONS PLEASE REFER TO THE FINAL SLIDE FOR OUR CONTACT INFORMATION AND WE WILL BE HAPPY TO ASSIST YOU HERE'S A SNAPSHOT OF WHAT WE'LL COVER TODAY WE'D LIKE TO UPDATE YOU ON OUR PROGRESS TO DATE WITH THE REDESIGN OF THE DOWNTOWN SQUARE SHARE ALL THE VARIOUS ELEMENTS WE WILL BE TACKLING IN THE NEXT PHASE OF CONSTRUCTION PROVIDE AN UPDATE ON THE OVERALL SCHEDULE HOW WE ANTICIPATE THE CONSTRUCTION WILL OCCUR THROUGHOUT DOWNTOWN AND THEN TOUCH ON THE COMMUNICATIONS PLAN BEFORE WE RECAP EVERYTHING WE'VE COVERED THIS TIMELINE REPRESENTS THE OVERALL SCHEDULE OF OUR PROJECT THE HIGHLIGHTED BOXES INDICATE WHERE WE ARE IN THE PROCESS AND FROM THERE YOU CAN SEE WHERE WE'RE HEADED WE REACHED THE 90 DESIGN MILESTONE IN JULY AND ARE CURRENTLY IN THE BIDDING FOR CONSTRUCTION PHASE OF THE PROJECT ASSUMING THE BIDDING GOES WELL WE ANTICIPATE PRESENTING A CONSTRUCTION CONTRACT TO COUNCIL FOR CONSIDERATION IN OCTOBER THIS MEANS THAT WE ARE TRACKING FOR CONSTRUCTION TO BE UNDERWAY ON THE SQUARE IN NOVEMBER WE WILL CONTINUE TO KEEP YOU UPDATED AS THE BIDDING PHASE PROGRESSES AS DESIGN HAS PROGRESSED SO IF SOME OF THE DETAILS WE'RE EXCITED TO SHARE THESE UPDATED RENDERINGS DEPICTING WHAT'S TO COME ON THE SQUARE THIS IS A BIRD'S-EYE VIEW OF THE SQUARE FROM THE INTERSECTION OF STATE AND FIFTH NEAR CITY HALL LOOKING SOUTHWEST TOWARDS SIXTH AND MAIN LET'S WORK OUR WAY COUNTER-CLOCKWISE THROUGH THIS RENDERING SOME OF THE KEY FEATURES WITHIN THE SQUARE INCLUDE PATIOS ARE SMALL SEATING AREAS THROUGHOUT THESE SPACES ARE DESIGNED FOR MOMENTS OF PEACEFUL REFLECTION GATHERINGS OF SMALLER MORE INTIMATE GROUPS AND SOCIALIZING WITH FRIENDS AND FAMILY A RECREATIONAL EVENT LAWN FLEXIBLE FOR DAILY USE AS WELL AS SPECIAL EVENTS A SHADED PAVILION INTENDED FOR IMPROMPTU PERFORMANCES AND SMALLER PROGRAMS OR EVENTS AN URBAN WATER FEATURE AS YOU MAKE YOUR WAY INTO THE PLAY AREA A TREE HOUSE FOR KIDS OF ALL AGES A 15 TO 20 FOOT PROMENADE SWOOPING THROUGH THE SQUARE THAT GUIDES MOVEMENT THROUGHOUT THE SPACE FROM ONE AREA TO THE NEXT BUT IS WIDE ENOUGH TO ALSO ACCOMMODATE SEATING VENDOR TENTS OR EVEN A TEMPORARY ART EXHIBIT A TEMPORARY STAGE WILL BE BROUGHT IN FOR LARGER SPECIAL EVENTS AND BY FUNCTION PROVIDES FLEXIBILITY IN CONSIDERATION OF DAILY USE AND SAVING THE BEST FOR LAST A GATEWAY FEATURE WE'LL SHOW YOU THAT CLOSE UP HERE SHORTLY AS YOU CAN SEE FROM THIS VIEW THE DOWNTOWN SQUARE WILL BE THE RIGHT DESTINATION FOR OUR COMMUNITY'S MANY INTERESTS AND NEEDS ALONG WITH LARGER FESTIVALS LIVE MUSIC AND OTHER EVENTS FROM THIS VIEW YOU'D BE STANDING AT THE INTERSECTION OF 6TH AND MAIN LOOKING TOWARDS THE NORTHEAST OR CITY HALL AS YOU ENTER THE SQUARE YOU'LL SEE THE TREEHOUSE WITHIN THE LARGER PLAY AREA INTENDED TO INSPIRE IMAGINATIVE EXPLORATION THE TREEHOUSE WILL BE ACCESSIBLE TO PEOPLE OF ALL ABILITIES ON THE FIRST LEVEL IN THE BACKGROUND ON THE LEFT YOU CAN SEE MUSICAL CHIMES THE URBAN WATER FEATURE AS WELL AS THE PAVILION HERE WE ARE STANDING AT THE MID BLOCK CROSSWALK ON STATE STREET LOOKING SOUTHWEST TOWARDS SIXTH AND MAIN IMAGINE YOURSELF SITTING IN THE PATIO AREA WITH STARLIGHT ABOVE LIVE MUSIC IN THE BACKGROUND FROM A SMALL BAND PLAYING UNDER THE PAVILION AND A VIEW TO PEOPLE PLAYING IN THE WATER OR OVER AT THE TREE HOUSE NEXT LET'S TAKE A PEEK AT THAT CLOSE UP OF THE GATEWAY FEATURE AS YOU APPROACH THE SQUARE FROM THE INTERSECTION OF MAIN AND FIFTH LOOKING TOWARDS THE PLAZA THEATER THIS WILL BE THE VERY DISTINCTIVE VIEW AT DUSK AS AN ENTRY FEATURE TO THE DOWNTOWN SQUARE YOU'LL SEE ABOUT 40 TO 50 VERTICAL STRUCTURES OF VARYING HEIGHTS RANGING FROM 6 TO 16 FEET TALL THE ACRYLIC FORMS WILL BE IN AN ARRAY OF COLORS AND HAVE INTEGRATED LIGHTING CREATING TWO UNIQUE EXPERIENCES ONE DURING THE DAY AND A NEW EXPERIENCE AT NIGHT THE DAYTIME EXPERIENCE WILL PLAY ON THE TRANSLUCENCY OF THE COLORED ACRYLIC PANELS AND SHADOWS AT NIGHT THE STRUCTURES WILL APPEAR WITH A GLOW OF VARYING COLORS AND INTENSITIES OF LIGHT THIS WILL BE THAT INSTAGRAMABLE MOMENT IN DOWNTOWN AND BE THE BACKDROP FOR MANY

SELFIES TO COME NOW THAT WE'RE INSPIRED ABOUT WHAT WE HAVE TO LOOK FORWARD TO SPECIFICALLY ON THE SQUARE LET'S WALK THROUGH THE FULL SCOPE OF THE PROJECT AND COMPONENTS OF DOWNTOWN IMPROVEMENTS THAT WILL BE HAPPENING BEYOND THE SQUARE ITSELF HERE'S A VISUAL SUMMARY OF THAT SCOPE OF WORK AND THEN WE'LL DIP INTO THE PROJECT ELEMENTS INFRASTRUCTURE IMPROVEMENTS TO THE ALLEY BETWEEN MAIN STREET AND AVENUE A PEDESTRIAN CROSSINGS OF THE KCS RAILROAD TRACKS THE INFRASTRUCTURE IMMEDIATELY SURROUNDING THE SQUARE SO THIS ENTAILS REPLACING ALL THE UNDERGROUND UTILITIES INCLUDING WATER WASTE WATER STORM WATER AND FRANCHISE UTILITIES THE SQUARE ITSELF INCORPORATING ALL THE BEAUTIFUL ELEMENTS WE SHARED EARLIER STREETSCAPES AROUND THE SQUARE AS WELL AS 14 BLOCKS OF BROADER AREA STREETSCAPES LANDSCAPING FOR THE EXISTING DOWNTOWN GATEWAY SIGN AT MAIN AND FIFTH AND A MUCH NEEDED AMENITY IN DOWNTOWN PUBLIC RESTROOMS JUST SOUTH OF THE SQUARE TWO PROJECTS GEARED TOWARDS ENHANCING PEDESTRIAN CONNECTIVITY IN DOWNTOWN WERE JUST RECENTLY COMPLETED INFRASTRUCTURE IMPROVEMENTS TO THE MAIN STREET ALLEY FROM 5TH STREET TO 7TH STREET AND IMPROVED PEDESTRIAN CROSSINGS AT THE RAILROAD TRACKS AS YOU JUST NOTICED ON THE ALLEY PROJECT THERE'S A UNIQUE SIDEWALK PATTERN IN DOWNTOWN THAT ENHANCES THE PEDESTRIAN CONNECTIVITY AND EXPERIENCE THIS IS ACHIEVED THROUGH OUR DOWNTOWN URBAN DESIGN STANDARDS WHICH BUILD UPON THE UNIQUE CHARACTER OF DOWNTOWN GARLAND THROUGH A COHESIVE PALETTE OF DESIGN DETAILS AND MATERIALS THE IMAGES YOU SEE HERE ILLUSTRATE SOME OF THE DESIGN DETAILS SUCH AS A UNIQUE SIDEWALK PATTERN PAVERS CROSSWALKS LIGHT FIXTURES BENCHES AND STREET TREES ALL OF WHICH YOU CAN EXPECT TO SEE ON THE STREETSCAPES THROUGHOUT THE CORE OF DOWNTOWN WE ARE STRIVING FOR COHESIVE BLOCK TO BLOCK CONNECTIVITY FOR PEDESTRIANS THIS MAP SHOWS THE FOOTPRINT OF WHERE WE WILL BE IMPROVING PEDESTRIAN CONNECTIVITY THROUGHOUT THE DISTRICT AND APPLYING THOSE DOWNTOWN STANDARDS THE GREEN SHADING AROUND THE SQUARE REPRESENTS WHERE WE HAVE THE OPPORTUNITY TO EXPAND THE EXISTING SIDEWALKS SOME ALMOST DOUBLING IN WIDTH CREATING EXTENSIONS OF THE BUSINESSES WITH SPACE FOR BISTRO TABLES WHILE HAVING AMPLE ROOM FOR PEDESTRIAN FLOW THROUGH THE AREA ADDITIONALLY WITH THE INFRASTRUCTURE IMPROVEMENTS IN THIS PROJECT WE WILL NOW HAVE A SOURCE OF IRRIGATION NEAR THE DOWNTOWN GATEWAY SIGN ALLOWING US TO COMPLETE THE LANDSCAPING SCHEME AROUND THE FEATURE MARKER MUCH NEEDED PERMANENT PUBLIC RESTROOMS ARE COMING TO DOWNTOWN THESE WILL BE LOCATED AT 116 SOUTH SIXTH STREET ON THE SAME LOT THAT HOSTED THE PILOT PROGRAM DEMONSTRATING THE NEED FOR THESE FACILITIES IN THE DISTRICT THE RESTROOMS WILL ACCOMMODATE 405 USERS PER HOUR NEXT WE'LL TACKLE THE PRELIMINARY PHASING PLAN FOR CONSTRUCTION CONSTRUCTION WILL OCCUR IN PHASES AND WILL TAKE PLACE IN DIFFERENT PARTS OF DOWNTOWN AT VARIOUS TIMES WITHIN EACH BLOCK THE SEQUENCING WILL PROGRESS INCREMENTALLY THIS IS TO HELP MINIMIZE THE IMPACT TO BUSINESSES AND KEEP THE VARIOUS SUBCONTRACTORS ROLLING FROM ONE AREA TO THE NEXT WE'VE LEARNED MORE DETAILS ABOUT THE CHALLENGE AHEAD SINCE OUR LAST UPDATE IN APRIL THE INTERSECTION OF 6TH AND MAIN WILL BE THE MOST COMPLEX TO TACKLE WE'RE COGNIZANT OF THE COVET IMPACT ON CONSTRUCTION MATERIALS AND AVAILABILITY ALREADY FOR EXAMPLE WE ARE PRE-ORDERING STORM DRAINAGE MATERIALS DUE TO LONG FLEA TIMES THIS WILL HELP US KEEP THE MATERIALS SO WE HAVE THEM ON HAND WHEN WE ARE READY TO START CONSTRUCTION THESE PLANS ARE PROGRESSIVELY ELABORATED AND DETAILS ARE STILL IN THE WORKS CONSISTENTLY WE LOOK AT THIS WEEKLY IN AN EFFORT TO MAKE THIS AS EFFICIENT AS POSSIBLE AND WITH THAT THINGS MAY CHANGE BUT WE WILL KEEP YOU POSTED AND UP TO SPEED ON WHAT TO EXPECT AS MENTIONED EARLIER WE ARE CURRENTLY OUT FOR BID CLOSING AT THE END OF THE MONTH AND IT IS POSSIBLE THAT THE BIDDING PROCESS MAY IMPACT THE SEQUENCING WE'RE ALL EXCITED TO SEE THIS VISION BECOME A REALITY SO HOW ARE WE GOING TO GET FROM POINT A TO POINT B BEFORE WE TALK ABOUT THE OVERALL SEQUENCING PLAN LET'S TALK ABOUT WHAT THAT LOOKS LIKE FOR EACH STREET SEGMENT WE'RE WORKING ON EACH STREET AROUND THE SQUARE WILL BE CONSTRUCTED BY CLOSING THE STREET AND PARKING REMOVING STREET PAVEMENT

REPLACING UTILITIES WITHIN THE STREET SO WATER WASTEWATER STORM AND FRANCHISE UTILITIES REPAVING THE STREET THEN REOPENING THE STREET WHILE PARKING REMAINS CLOSED NEXT WE'LL FOCUS ON THE SIDEWALKS ADJACENT TO THE BUSINESSES THE ADJACENT PARKING WILL REMAIN CLOSED BUT ACCESS TO BUSINESSES WILL BE MAINTAINED WE'LL BE WORKING FROM ONE END OF THE STREET TO THE OTHER REOPENING SECTIONS AS THEY ARE COMPLETE SO WHAT DOES THAT LOOK LIKE SOMETIMES A PICTURE IS WORTH A THOUSAND WORDS WE ALL HAVE SOME IDEA WHAT CONSTRUCTION LOOKS LIKE BUT HOPEFULLY THESE PICTURES WILL GIVE YOU A FEEL FOR WHAT TO EXPECT THESE ARE IMAGES FROM A SIMILAR PROJECT OUR CONTRACTOR COMPLETED IN DOWNTOWN ROCKWALL AS WE WORK ON EACH STREET THE FIRST STEP IS DEMOLISHING ALL THE EXISTING STREET PAVEMENT THEN RELOCATING AND INSTALLING THE UNDERGROUND UTILITIES BEFORE IT'S REPAVED ONCE THE STREET IS REPAVED THE ON-STREET PARKING AREAS WILL BE REPAVED PERHAPS IN CONJUNCTION WITH THE STREET I'D LIKE TO POINT OUT THAT THE SIDEWALKS ADJACENT TO THE BUSINESSES WILL REMAIN OPEN DURING THIS PHASE AS YOU CAN SEE IN SOME OF THE IMAGES THERE IS CONSTRUCTION FENCING AS WELL AS PATHS UP TO THE SIDEWALKS ONCE THE STREETS AND ON-STREET PARKING AREAS ARE REPAVED THE STREET WILL PARTIALLY REOPEN TO TRAFFIC BUT THE ON-STREET PARKING WILL REMAIN CLOSED THIS IS TO ALLOW FOR WORKING AREA WHILE THE CREWS ARE CONSTRUCTING THE SIDEWALKS AS YOU CAN SEE IN THESE PICTURES THERE WILL BE TEMPORARY PATHS TO THE FRONT DOORS OF THE BUSINESSES I WANT TO POINT OUT THAT THE IMAGE IN THE BOTTOM RIGHT IS ADJACENT TO A STOREFRONT THAT WASN'T OCCUPIED AND THE BUSINESS ON THE CORNER HAD A SECONDARY ENTRANCE AROUND THE BLOCK GIVING THE CONTRACTOR THE AREA TO WORK WITHOUT TEMPORARY ACCESS DID ALLOW THE CONTRACTOR TO COMPLETE THE AREA QUICKLY WHAT ARE OUR GOALS DURING CONSTRUCTION SPECIFICALLY AROUND THE SQUARE ONE THING TO EMPHASIZE IT'S A BALANCING ACT WE WANT TO GIVE THE CONTRACTORS AS MUCH ROOM AS POSSIBLE TO WORK AND FLOW FROM ONE AREA TO THE NEXT WHILE MAINTAINING ACCESS TO BUSINESSES WITH BOTH PEDESTRIAN AND VEHICULAR FLOW IN MIND THE ENTIRE DOWNTOWN AREA WILL NOT BE UNDER CONSTRUCTION ALL AT ONCE THE PROJECT WILL OCCUR IN PHASES WORKING ON A FEW BLOCKS AT A TIME HOWEVER THE SQUARE ITSELF WILL BE CLOSED THE MAJORITY OF THE PROJECT WE'LL STRIVE TO MAINTAIN SOME FLOW THROUGH INTERSECTIONS AVOIDING A FULL CLOSURE TO THE EXTENT POSSIBLE WE HOPE TO MAINTAIN AT LEAST ONE WAY TRAFFIC ON STREETS AFTER THEY REOPEN EACH SEGMENT WILL TAKE APPROXIMATELY THREE TO SIX MONTHS CONSIDERING THE STREET WORK AND THE STREETSCAPES THE OVERALL DURATION OF WORK AROUND THE SQUARE IS SLATED FOR UP TO 20 MONTHS THIS CHART SUMMARIZES HOW PHASING WILL FLOW AROUND THE SQUARE AND WE HAVE VISUALS TO SUPPORT IT IN THE FOLLOWING SLIDES BUT YOU'LL SEE WE'RE WORKING THROUGH FOUR MAJOR PHASES WITH A LITTLE OVERLAP FROM PHASE TO PHASE PARTICULARLY AT INTERSECTIONS FOR PHASE ONE WE'LL START IN FIFTH STREET AND MAIN STREET IN THE FOURTH QUARTER OF THIS YEAR WITH THE WORK TAKING ABOUT FIVE TO SIX MONTHS TO COMPLETE PHASE TWO WILL ROTATE TO STATE STREET IN THE SECOND QUARTER OF 2022 FOUR TO FIVE MONTHS LATER PHASE THREE WILL BEGIN ROTATING THE SIXTH STREET AROUND THE THIRD OR FOURTH QUARTER OF 2022 THIS PHASE IS TRACKING RIGHT IN BETWEEN THE QUARTERS SO IT'S HARD TO SAY EXACTLY WHICH ONE IT'LL FALL IN FOR PHASE FOUR WE WILL WRAP UP THE WORK AROUND THE SQUARE AT THE INTERSECTION OF SIXTH THE MAIN WE MENTIONED EARLIER THIS IS THE MOST COMPLEX CHALLENGE WE'LL FACE AND WILL BE THE LAST PHASE FOR THIS PIECE OF THE PROJECT WE ANTICIPATE THE DUST SETTLING AROUND THE SQUARE BY MID-2023 AS WE START ON THE SQUARE WE WILL BEGIN ON FIFTH STREET JUST SOUTH OF STATE WORKING OUR WAY FROM NORTH TO SOUTH 5TH STREET WILL BE DEMOLISHED AND THEN THE CREW WILL MOVE ON TO MAIN STREET WORKING THEIR WAY FROM EAST TO WEST ORIGINALLY WE THOUGHT WE WOULD WORK IN ONE STREET AT A TIME BUT AFTER TALKING THROUGH SOME OF THE CHALLENGES WITH THE CONTRACTOR WE'VE DETERMINED THIS IS THE BETTER PATH FORWARD THIS ALLOWS US TO INSTALL THE STORM DRAINAGE SYSTEM THAT'S NEEDED IN BOTH FIFTH AND MAIN DUE TO THE LOCATION AND COMPLEXITY OF THE UTILITY WORK WE'LL BE CLOSING THE INS THE ENTIRE STREET TO VEHICULAR TRAFFIC AS A TRADE-OFF WE LOOKED FOR OPPORTUNITIES TO MAKE PARKING AVAILABLE IN OTHER AREAS YOU MAY RECALL THAT ORIGINALLY WE WERE GOING TO CLOSE ALL PARKING FRONTING THE SQUARE
