ARE WE GOOD? DO I NEED A

[00:01:01]

? THERE WE GO.

OKAY.

CONSIDER,

[Parks and Recreation Board on September 1, 2021.]

CONSIDER HER RECOMMENDATIONS OF HERITAGE CROSSING AND ENTER A PRIMITIVE HISTORY.

SOC UH, MS. STORY SIGN, PROJECT PRIORITY LIST TO THAT PROJECT IS TRYING TO GO TOO FAST HERE.

CONSIDER RECOMMENDATIONS OF HERITAGE CROSSING, INTER PRIMITIVE HISTORY SIGN, PROJECT PRIORITY LIST.

SORRY, I READ IT CAREFULLY.

CONSIDER RECOMMENDATION OF HERITAGE CROSSING, INTERPRETED HISTORY SIGN, PROJECT PRIORITY LIST.

MR. CHAIRMAN, IS THERE, UM, IS THERE ANY DISCUSSION ON THIS? ANYTHING ELSE THAT WE NEED BEFORE THE RECOMMENDATION? IS THERE, IS THERE ANY QUESTIONS? OKAY.

IS THERE A, IS THERE A PRESENTATION? SORRY.

YES, GO AHEAD.

FINALLY, I'D LIKE TO HAVE HIM KIND OF EXPLAIN BRIEFLY WHAT WE'RE DOING HERE VERY, VERY NEEDED.

I THINK THAT'S GREAT.

THANK YOU.

SO I'M THE HERITAGE CROSSING COORDINATOR FOR THE CITY OF GARLAND AND I WORK WITH THE GARLAND LANDMARK SOCIETY AND RUN THE CITY'S HISTORY MUSEUM AS WELL AS ITS HISTORY RELATED PROGRAMMING.

AND ONE THING THAT WE HAVE STARTED DOING RECENTLY IS ADDING INTERPRETED OF HISTORY SCIENCE, UH, THROUGHOUT THE CITY.

UH, IT STARTED JUST AROUND THE MUSEUM GIVING A GENERAL HISTORY OF THE CITY AND AS PROJECTS HAVE COME UP AND PRESENTED THEMSELVES, WE BEGAN ADDING SIGNS AND THIS BUDGET YEAR, UH, WE THINK WE HAVE APPROVED MONEY TO ACTUALLY SEE THIS AS A PROGRAM.

SO, UH, AS THAT MONEY APPEARS TO BE APPROVED, WE DECIDED WE NEEDED A LIST WHERE WE WANTED TO GO WITH THIS PROJECT AND WE KEPT COMING ACROSS PARKS LOCATIONS, REC CENTERS THAT WE FELT DESERVED TO HAVE THE, THE STORY OF THEIR HISTORY TOLD.

SO WE CAME LOOKING FOR, UH, A PRIORITY ORDER APPROVAL OF WHAT SIGNS WOULD COME FIRST, BECAUSE THIS IS AN ONGOING PROJECT INITIALLY HERE, MOSTLY DUE TO FUNDING.

BUT, UM, BUT ALSO JUST BECAUSE OF SHEER TIME AND TRYING TO TIME THESE WITH PROJECTS, YOU KNOW, HAVE THE REC CENTER PROJECT IS COMPLETED, THEN WE ASSIGN THEIR, UM, OR WITH GAIL FIELDS AND LITTLE HUFF, WE WOULD LIKE TO HAVE THOSE TIMES FOR THE JUNETEENTH CELEBRATION IN 2022 TO ADD TO THAT.

UM, SO, AND YOU'LL SEE IT IN YOUR PACKETS, WHAT THE SIGNS LOOK LIKE.

AND, UH, IT'S A MIXTURE OF TEXT AND A LOT OF PHOTOGRAPHS.

UM, WE KNOW A LOT OF PLACES AROUND NOW HAVE THE HISTORIC MARKER, BUT NOBODY EVER TAKES THE TIME TO STOP AND READ THEM.

AND I TRULY BELIEVE ASSIGN LIKE KIDS THAT HAS THE IMAGES WE'LL GET A LOT MORE LEARNING CAN HAPPEN WITH AN INTERPRETER.

GREAT.

UM, I THINK THAT'D BE REALLY HELPFUL AND BENEFICIAL TO EVERYBODY COMING INTO OUR PARTS SYSTEM.

UM, IS THERE ANYBODY HAVE ANY QUESTIONS? OH, I HAVE A RECOMMENDATION.

OH, ANY QUESTIONS OR RECOMMENDATIONS? UH, LET'S JUST REAL QUICKLY.

UM, HOW ARE FIRST OFF? UM, HOW ARE YOU GOING TO GET THIS INFORMATION OUT TO THE PUBLIC THAT EXISTS? NUMBER ONE, NUMBER TWO.

ARE YOU THINKING ABOUT PUTTING TOGETHER A, A HERITAGE MARKER, UH, MAP WHERE PEOPLE COULD FIND THESE NUMBER THREE,

[00:05:01]

UH, MANY TIMES WHEN THEY DO THOSE, THIS IS SPOT NUMBER ONE, NUMBER TWO, NUMBER THREE, WHEN YOU KNOW YOUR NUMBER THREE, THEN YOU'RE AT THIS.

AND WE TALKED QUITE A BIT ABOUT THINGS EARLIER, BUT THAT JUST CAME UP AFTERWARDS.

BUT, UH, TELL, TELL THE FOLKS HOW YOU'RE TRYING, HOW ARE YOU GOING TO TRY TO GET THIS OUT TO THE COMMUNITY? SO, UH, FIRST OF ALL, WE'RE NOT JUST DOING PARKS AND REC CENTER, BUT WE HAVE OTHER LOCATIONS THROUGHOUT THE CITY, UH, THAT WE'RE DOING THESE OUT.

THERE'S GOING TO BE SEVERAL IN THE DOWNTOWN SQUARE THAT HAVE BEEN REDONE.

AND THE ULTIMATE IDEA IS ONCE WE HAVE THESE AROUND THE CITY, WE WILL ESSENTIALLY HAVE A HISTORY TRAIL THROUGH THE CITY THAT WE CAN THEN PROMOTE TO PEOPLE.

UM, AND I DON'T KNOW THAT WE WOULD NUMBER THEM 1, 2, 3, BUT WE HAVE AN APP THAT WE CURRENTLY USE THAT WE HAVE WALKING TOURS ON.

THIS WOULD DEFINITELY BE A PART OF THAT.

UM, AND WE WOULD, UH, BE MARKETING THIS AS A HISTORY TRAIL AROUND THE, AND YOU COULD GO IN ANY ORDER YOU WANTED, THE WAY THAT THE APPS WORK NOW ARE AMAZING.

THEY SORT OF POP UP WHEN YOU GET NEAR TO ONE AND TELL YOU WHAT'S NEARBY AND WHAT YOU CAN EXPLORE.

SO WE HAVE, THERE'S A LOT OF OPTIONS WITH WHERE WE CAN GO WITH THIS IN THE FUTURE.

UM, I I'VE TALKED ABOUT THE ONE, TWO THREES FOR THE, KEEP IT SIMPLE, STUPID FOR US OLDER FOLKS.

OKAY.

WE'RE NOT LOOKING FOR AN APP WAS THERE POSSIBLY A FUTURE OF LIKE QR CODES OR SOMETHING ON THERE WE'VE DISCUSSED QR CODES AND PUTTING, ADDING THEM TO THE SIGNS? ABSOLUTELY.

IS THAT WHAT KIND OF INTERACT WITH THE APP AND THE SITE? ANY OTHER QUESTIONS? DO I HAVE A MOTION? UM, MR. CHAIRMAN, I HAVE A MOTION THAT WE RECOMMEND THE PRIORITY ORDER BASED ON CONSTRUCTION SCHEDULES FOR FIELDS AND HUFF, THE ALIGNMENT FOR THE 2022 JUNE T CELEBRATION.

AND, UM, WE'RE, WE HAVE ADDED AS A COMMITTEE, THREE OTHER LOCATIONS TO THE LIST YOU SEE BELOW ON THE LIST IS GRANGER AUDUBON, GAIL FIELDS, LOU HOUGH, HOLLABAUGH RICK ODIN, HOLFORD CENTRAL PARK BRADFIELD RECREATION CENTER.

AND WHEN, WHEN HAS AN E ON THE END OF IT.

UM, AND THEN THERE'S THREE MORE, UH, THAT WE DISCUSSED, UH, ONE 11 RANCH, UH, CEASE WINTERS AND THE MCKNIGHT ADMINISTRATION BUILDING, WHICH IS WHERE THE PARK OFFICE IS NOW.

GREAT.

SO I HAVE A MOTION BY MOLLY, MOLLY, BISHOP, DO I HAVE A SECOND? ALL RIGHT.

JERRY CARTER FOR A SECOND.

UH, WE VOTE ON THIS.

IS THAT CORRECT DISCUSSION? YES.

IS THERE ANY DISCUSSION WITH THAT? NO DISCUSSION.

ALL RIGHT.

WE'LL TAKE IT TO A VOTE, UH, ALL WHO ARE IN FAVOR.

ALRIGHT.

ALRIGHT.

THANK YOU.

UM, IF THERE'S ANY QUESTIONS YOU HAVE SPECIFICALLY ON THOSE WRITTEN BRIEFINGS, WE'D BE HAPPY TO, TO ANSWER THOSE.

UM, WHAT I WOULD LIKE TO DO THOUGH, KEITH, OR WHOEVER'S GOT IT.

I'D LIKE TO MAYBE RUN THROUGH A RECAP OF THE BUDGET THAT'S BEEN SUBMITTED FOR COUNCIL CONSIDERATION.

UM, JUST KIND OF RUN THROUGH WHERE WE ARE.

I THINK AGAIN, WE'RE, WE'RE LOOKING AT A VERY FORTUITOUS YEAR FOR PARKS, RECREATION AND CULTURAL ARTS.

UM, I THINK SOME WISE CHOICES WERE, WERE, UM, MADE BY CITY COUNCIL AND CITY MANAGER IN TERMS OF DURING THE PANDEMIC, WE HAD SOME, UH, UNCERTAINTY AND THAT WAS, UM, LED TO A LOT OF TIGHTENING OF THE BELT.

AND THEN AS THINGS UNFOLDED, UH, THAT WAS A GOOD THING BECAUSE SALES TAX TAX ALL STAYED ON TARGET RATHER THAN DIPPING.

AND SO IT PROVIDED US SOME WIGGLE ROOM TO, TO MAKE SOME, SOME THINGS HAPPEN THAT WE WEREN'T SURE IT COULD.

SO, UM, I'LL LET YOU RUN THROUGH IT, KEITH, IF YOU'D LIKE, AND THEN I'LL, I'LL JUST WING IT FROM HERE.

AND THEN IF YOU WANT TO JUST PUNCH THROUGH IT, I'LL I'LL SUMMARIZE EACH SLIDE.

OKAY.

THIS IS JUST THE PYRAMID FEES.

IT HIT IT ON DISPLAY.

I DON'T THINK WE'RE SEEING IT.

COOL.

SCREENSAVER, PRESS ONE, PRESS ONE, PRESS ONE, PRESS ONE FOR HELP.

WHERE ARE THE KIDS AND GRANDKIDS

[00:10:01]

WHEN YOU NEED THEM? THERE YOU GO.

YOU KNOW THAT THE REMOTE TO MY TV WENT OUT THE OTHER DAY AND I PERFORMED A MINOR MIRACLE AND FIXED IT WITHOUT HAVING TO TAKE IT TO BEST BUY.

SO MY CHILDREN WERE, NO, IT WASN'T THE BATTERY.

IT WAS SOMETHING ANYWAY, THEY WERE IMPRESSED AT WORK.

SO CRISIS CRISIS WAS AVERTED.

NETFLIX WAS STILL AVAILABLE.

24 7.

COULD YOU DO IT AGAIN? NO, NO, YOU HIT IT ON THE TABLE.

YOU JUST MESS WITH IT UNTIL SOMETHING CHANGES.

RIGHT.

WAUKEE'S DOING THAT.

I'LL KIND OF KICK US OFF.

WE'LL GET STARTED THEN KEYS.

IF YOU JUST WANT TO PUNCH THROUGH THE SLIDES, I'LL NARRATE FOR YOU.

UM, WE LOOK TO, YEP.

RIGHT? SO THAT SCREEN IS NOT MY SCREEN.

SO I GOT A FEELING THAT IT'S A DIFFERENT SCREEN.

SO I'LL LET YOU I'LL COME BACK.

GIVE ME A SECOND.

OKAY.

I'LL TELL YOU WHAT, LET ME, LET ME SWITCH WITH YOU.

AND I CAN, I'LL JUST NARRATE IT WHETHER OR NOT THEY CAN SEE IT AT ALL.

WHY NOT? I'LL GIVE IT A SHOT.

WE'LL DO IT LIKE PLAY BY PLAY BASEBALL RADIO, REMEMBER RADIO.

HE WANTS RADIO.

NO CITY OF BERLIN.

WE DID OUR FIRST, HERE WE GO.

WE WATCHED THE FIRST GAME ON THE RADIO, WATCHED THE FIRST GAME ON THE RADIO.

YEAH.

UM, SO YOU MIGHT RECALL SOME TIME AGO, WE WERE TALKING ABOUT FEES FOR, FOR YOUTH SPORTS AND ADULT SPORTS.

AND SO WE LOOKED AT THAT METHODOLOGY THROUGH A FEE PYRAMID.

UM, AND ESSENTIALLY YOU WOULD HAVE THE, THE CONCEPT IS AT THE BOTTOM OF THE PYRAMID, YOU'RE GOING TO HAVE ESSENTIALLY A TIER OF TAX SUBSIDY.

SO AT THE BOTTOM, YOU'RE GOING TO HAVE SOMETHING THAT'S MOSTLY COMMUNITY BENEFIT.

AND THAT SUBSIDY LEVEL IS GOING TO BE GENERALLY BETWEEN 90 AND A HUNDRED PERCENT.

THEN YOU GO UP TO CONSIDERABLE COMMUNITY BENEFIT, BUT A LITTLE BIT MORE PERSONAL BENEFIT ALL THE WAY AT THE TOP.

AND YOU'LL HAVE, UM, A 0% SUBSIDY FOR A MOSTLY INDIVIDUAL BENEFIT.

AND SO YOU'VE USED THAT, UM, TO APPLY, UH, SOME METHODOLOGY TO ARRIVE AND REASON TO WHY WE HAVE FEES RATHER THAN APPEARING TO BE RANDOM OR ARBITRARY.

SO FROM THERE YOU GO THROUGH THESE PROGRAM FILTERS AND YOU LOOK AT THINGS LIKE WHAT'S THE BENEFIT TO THE COMMUNITY.

WHAT'S THE COMMITMENT LEVEL FOR STAFF? WHAT ARE THE TRENDS? WHAT'S OUR OBLIGATION? ARE WE REQUIRED TO DO IT BY LAWS THAT MANDATED, UM, WHAT'S THE MARKET, UH, RELATIVE COST TO PROVIDE THE SERVICE.

WHAT'S THE ENVIRONMENTAL IMPACT? WHO DO WE SERVE? AND OF COURSE THE BIGGEST FILTER OF THEM ALL IS THE POLITICAL FILTER.

UM, SO YOU LOOK AT THAT AND YOU TREAT THOSE PRICINGS LIKE A SLIDING SCALE.

SO YOU MIGHT LOOK AT IT AS, HEY, THE MARKET SAYS THIS, BUT WE'RE OBLIGATED TO DO THIS OR VICE VERSA.

SO WITH THAT, UM, SOME, SOME FEE RECOMMENDATIONS CAME IN WITH THE BUDGET PROCESS.

UM, YOU MIGHT RECALL, GOSH, IT'S BEEN WHAT A YEAR NOW, MAYBE THE CITY-WIDE FEE STUDY WAS DONE THAT LOOKED AT EVERY FEE THAT WE COULD POSSIBLY CHARGE FROM PERMIT FEES TO COURT FEES, TO PLANNING AND ZONING FEES AND EVERYTHING IN BETWEEN AND PARKS AND REC FEE.

SO A HANDFUL OF NEW FACILITY FEES CAME, UH, FROM RECOMMENDATION FROM THE STUDY AS WELL AS FROM STAFF.

AND THAT IS TO DO A LITTLE BIT OF CLEANUP WITH OUR DAY PASSES FOR THE FITNESS FACILITIES, UM, AND THE, THE DOING A MONTHLY MEMBERSHIP.

UM, SO CAN YOU GO BACK TO THE PYRAMID? WE CAN SEE IT NOW.

CAN YOU EXPLAIN THAT AGAIN? SO IF, AND IT MIGHT MAKE SENSE.

I THINK WE'VE GOT A SLIDE IN HERE, KEITH, THAT SHOWS AN ACTUAL SET OF PROGRAMS THAT ARE APPLIED TO THAT FEE.

CORRECT.

UH, AFTER THE FEES LET'S DO, THERE WE GO.

LET'S, LET'S DO THIS GOING FORWARDS, BUT IT'S A, IT'S A, IT MIGHT EXPLAIN THE, THE QUESTION ABOUT THIS AND SHOW IT IN A LITTLE LESS THEORETICAL TERMS. SO WHAT YOU'LL SEE DOWN AT THE VERY BOTTOM OF THE PYRAMID, THOSE ARE THINGS THAT ARE, THAT ARE GENERALLY A HUNDRED PERCENT TAX SUBSIDIZED, MEANING THEY'RE FREE TO THE PUBLIC.

THERE'S NO COST RECOVERY.

UM, AND AS YOU GO FROM THE BOTTOM OF THE PYRAMID TO THE VERY TOP, THOSE ARE AT THE TOP ARE CONSIDERED THEY, FOR EXAMPLE, THEY MIGHT JUST BENEFIT ME.

SO IT MIGHT BE ME, YOU KNOW, TAKING FENCING LESSONS, FOR EXAMPLE, THAT'S, THAT'S A PERSONAL THING.

SO THEREFORE IT'S NOT TAX SUBSIDIZED, I'M PAYING FULL FREIGHT OF THE FEE AND THE COST RECOVERY TO PROVIDE THAT PROGRAM.

AND THEN YOU'VE GOT TIERS THAT ARE IN BETWEEN THAT ARE KIND OF MORE APPROPRIATE FOR, HEY, THERE'S YEAH, THERE'S SOME COMMUNITY BENEFIT, BUT IT'S, IF YOU'RE GOING UP TO MAYBE MORE SELECT SPORTS OR MORE, UH,

[00:15:01]

PERSONAL BENEFITS.

SO WHAT THE ADMINISTRATIVE SERVICES SUBCOMMITTEE FOR THE CITY COUNCIL CAME UP WITH AS THEY STUDIED IT, WHERE THESE FOUR TIERS, YOU CAN HAVE AS MANY TIERS AS YOU WANT.

AND I'VE SEEN THIS APPLIED ALL ACROSS THE COUNTRY IN VARIOUS WAYS.

UM, SO DOWN AT THE VERY BOTTOM, YOU WOULD HAVE WHAT WE WOULD TERM A PREFERRED PARTNER.

THAT'S MOSTLY COMMUNITY BENEFIT, 90 TO A HUNDRED PERCENT SUBSIDY.

THEN YOU'D HAVE A COORDINATED ORGANIZATION, WHICH YOU'RE FAMILIAR WITH IS GOING TO BE THE BULK OF THE YOUTH SPORTS, UM, IS CONSIDERABLE COMMUNITY BENEFIT.

THAT'S A 60 TO 90% SUBSIDY GOLD.

THERE'S SOME COST RECOVERY BECAUSE YOU WANT TO ELEVATE, LIKE FOR EXAMPLE, WE TALKED ABOUT ELEVATING THE MAINTENANCE.

THERE'S GOTTA BE A LITTLE BIT OF HELP TO PROVIDE THINGS FOR CONSISTENT, SAFE, PLAY ON ALL THE FIELDS.

THEN YOU GET UP TO, UH, WHAT WE WOULD CALL A TOURNAMENT PROVIDER, FOR EXAMPLE, UM, THAT'S A ZERO TO 30% SUBSIDY GOAL BECAUSE IT'S PRIMARILY AN INDIVIDUAL BENEFIT.

IF THAT'S SOMEBODY WANTING TO COME IN FROM OUT OF TOWN AND THEY'RE PUTTING ON A TOURNAMENT AND THEY'RE MAKING MONEY OFF OF IT, WHY SHOULD THAT BE TAX SUBSIDIZED? NOW, WHEN I SAY TAX SUBSIDIZE, IT'S, IT'S, IT'S NOT A HUNDRED PERCENT INCLUSIVE.

WE'RE TALKING, WE'RE NOT ASKING THEM TO HELP PAY THE NOTE ON THE BUILDING.

WE'RE NOT NECESSARILY ASKING THEM TO PAY THE UTILITY BILLS OR RECOVER STAFF COSTS.

THIS IS MORE OF A DIRECT COST VERSUS INDIRECT COSTS.

AND THEN WHEN YOU GET TO THE VERY TOP OF THE PYRAMID, FOR EXAMPLE, SOMETHING LIKE A RENTAL IT'S IT'S BENEFIT IN THAT GROUP, THAT'S RENTING IN, IT'S NO BENEFIT TO THE COMMUNITY.

UM, SO THERE'S A HUNDRED PERCENT COST RECOVERY.

SO THIS WOULD BE AN EXAMPLE OF THE, OF, OF THE PARTICULARLY RELATED TO THE LEAGUES AND ADULT AND YOUTH.

UM, YOU'RE GOING TO HAVE, UH, FOR EXAMPLE, AT THE VERY TOP OF THE PYRAMID, UH, GARLAND BASEBALL, INC CRICKET ASSOCIATIONS AND GROUPS, UM, THEN YOU'VE GOT TOURNAMENT PROVIDERS AND THAT'S TO BE DETERMINED, WE DIDN'T HAVE A WAY TO ACCOMMODATE ANYBODY THAT WANTED TO COME IN AND SAY, HEY, CAN I USE YOUR FIELDS TO, TO PUT ON A TOURNAMENT? WE HAD TO MAKE IT UP AS WE WENT OR JUST TELL THEM, NO, WE DON'T HAVE A WAY TO DO THAT.

THAT'S A WAY TO BRING IN, UH, LET CVB PUT HEADS IN BEDS.

THEY CAN GO AND ATTRACT TOURNAMENTS AND BRING PEOPLE IN.

OR IF SOMEBODY SAYS, HEY, I NEED SOME FIELDS DOWN AT SUCH AND SUCH FOR AN OVERFLOW OF NATIONAL.

YOU TRIPLE S A, A BASEBALL TOURNAMENT.

UH, THEN YOU'VE GOT YOUR COORDINATED ORGANIZATIONS AND THAT'S ALL LISTED OUT HERE.

AND THEN THE PREFERRED PARTNER DOWN AT THE BOTTOM WOULD BE, WOULD BE BUDDY LEAGUE.

SO THAT'S HOW THAT, THAT PYRAMID IS APPLIED STRICTLY TO YOUTH AND ADULT SPORTS.

THAT MAKES SENSE FOR EVERYBODY.

AND IT'S A LITTLE BIT OF A RECAP.

I THINK IT'S BEEN QUITE SOME TIME SINCE WE'VE TALKED ABOUT THIS BACK A WHILE, AND YOU WERE, YOU WERE ALL AT THE SUBCOMMITTEE WITH, WITH, UH, THE EVOLUTION OF THAT.

AND SO THIS IS FINALLY HERE AND, UM, AND I THINK IT'S, UH, IT'S BEEN RECEIVED VERY WELL, AND I THINK WE'RE MOVING FORWARD WITH, WITH THAT.

UM, AND THEN SOME OF THE OTHER FITNESS FEES THAT WE TALKED ABOUT NOW THAT YOU CAN SEE IT.

I DON'T HAVE TO EXPLAIN IT SO MUCH.

UM, NOW HERE'S, HERE'S ANOTHER ONE THAT WAS A LITTLE BIT OF, A LITTLE BIT OF CLEANUP.

WE DIDN'T HAVE, UM, CERTAIN FEES FOR, FOR CERTAIN FACILITIES.

UM, BUT WE KNOW THERE'S A DEMAND FOR IT.

SO FOR EXAMPLE, CARVER SENIOR CENTER, NOW THAT IT'S BEEN RENOVATED, IT'S PRETTY FANTASTIC LITTLE FACILITY.

SO, UM, THERE'S SOME DEMAND FOR IT NOW.

SO WE INCLUDED SOME FEES, UM, IN THE, IN THE BUDGET PROPOSAL FOR THAT.

AND THEN WE ALSO TIED IT UP A LITTLE BIT ON OUR, ON OUR OTHER, OTHER FEES FOR GALLING RESIDENTS THAT ARE 55 AND OLDER AND FOR NON-RESIDENTS, UM, THIS WAS A LITTLE BIT KIND OF HOW WE CALCULATE IT, HOW WE TALKED ABOUT JUST, UM, THE BASIS FOR THE FEES.

SO WE'RE LOOKING AT, FOR YOUTH SPORTS, WE'RE LOOKING AT $5 PER PLAYER.

UM, AND THEN IN ADULTS, SINCE THEY DON'T DO INDIVIDUAL REGISTRATION, TYPICALLY THEIR TEAM REGISTRATION, THAT'S THE EQUIVALENT OF AN AVERAGE OF 12 PLAYERS, TIMES FIVE BUCKS, THAT'S $60 A TEAM.

SO YOU CAN SEE THEY'RE KIND OF THE AVERAGE ESTIMATED REVENUE COULD BE LESS, COULD BE MORE, UM, BASED ON PARTICIPATION, OBVIOUSLY.

SO, UM, WE THINK THAT IT'S A VERY MODEST, UM, AND SENSITIVE FEE TO THE CUSTOMER BASE THAT COULD POTENTIALLY ADD A HUNDRED THOUSAND DOLLARS FOR THE PERFORMANCE FUND.

AND THE BENEFIT OF THAT IS TWOFOLD.

UM, IT ALLOWS US TO IMPROVE THE FACILITIES AND BRING THEM UP TO A LEVEL THAT WE FEEL THAT WE CAN PROMOTE TO OUTSIDE, UH, ASSOCIATIONS ORGANIZATIONS AND OTHER GROUPS.

UM, BUT IT ALSO PROVIDES, YOU KNOW, BETTER QUALITY, BETTER CONSISTENCY, BETTER SAFETY TO THE, TO THE ASSOCIATIONS USING THE FIELDS AND LESS COMING OUT OF THEIR BUDGETS TO PAY FOR THOSE THINGS.

SO WE HAD SOME GROUPS THAT WERE IN A POSITION TO ADD IN FUEL CONDITIONER.

SOME THAT WEREN'T THE ONES THAT GOT ADDED MAY NOT HAVE BEEN WHAT WE PREFER MAY HAVE NOT HAVE BEEN APPLIED THE BEST WAY.

SO IT'S GONNA PROVIDE A LOT OF CONSISTENCY ACROSS THE BOARD FOR ELEVATING THE APPEARANCE AND USABILITY OF THE FIELDS.

UH, CRICKET, THAT'S KIND OF A NEW THING.

UM, THE GOING RATE AND DFW TENDS TO BE ABOUT $20 AN HOUR ON AVERAGE FOR EACH PITCH.

UM, IF YOU BUILT 20 CRICKET PITCHES TODAY, THEY'D BE FULL TOMORROW.

THAT DEMAND IS THAT MUCH ALL OVER THE METROPLEX.

UM, IT'S, IT'S ASTONISHING.

[00:20:03]

SO THE OLDEST ONE, SO THE OLDEST ONE THAT WAS OUT AT TROTH AVALON, AND THEN ANOTHER ONE WAS ADDED ON THE BACKSIDE OF, OF AUDUBON.

WE JUST ADDED A THIRD THIS YEAR, THIS YEAR, UM, WHERE IT WORKED OUT PERFECTLY THAT THE CONCRETE PITCH FITS IN BETWEEN TWO MAJOR SOCCER FIELDS ON THE FRONT SIDE OF AUDUBON SOCCER.

SO YOU COULD USE IT FOR LIGHTED CRICKET, WHICH THEY DIDN'T HAVE BEFORE, OR YOU COULD USE IT FOR SOCCER.

LIKE IT'S ALWAYS BEEN IN THE PITCH.

CONCRETE PITCH, NEVER IMPACTS THE SOCCER FIELDS, BUT WAS THE PITCH IMPROVED? WHICH ONE, THE ONE ON THE BACKSIDE IS STILL IT'S THE SAME.

IT'S BEEN IT'S I DON'T EVEN KNOW IF IT'S IRRIGATED THAT FAR BACK.

SO WE ADDED NEW ONE, WHICH IS, YEAH, IT'S, IT'S A LITTLE BIT, IT'S A LITTLE BIT ROUGH IT'S IN, I THINK ON AN UNIRRIGATED AREA THAT, THAT, UH, BUT IT STILL GETS USED.

UM, THE TWO PRIMARY QUALITY FIELDS ARE NOW THE ONE, THE NEW ONE WE JUST ADDED AND A TROTH AVALON, BUT THEY'VE BEEN USED FOR FREE FOR A VERY LONG TIME.

UM, AND SO WHAT WE THINK IS IS THIS FEE STRUCTURE IS A GREAT COMPROMISE TO, AGAIN, ELEVATE THE APPEARANCE AND THE SAFETY OF THEM.

UM, BUT AT THE SAME TIME, THE GROUPS ARE GOING TO BE PAYING LESS OUT OF POCKET.

SO I REALLY THINK THEY'RE COMING AHEAD BECAUSE WE'RE INCREASING OUR ATTENTION TO DETAIL ON THOSE FIELDS.

SO IT, SO BY COMPARISON, WHAT YOU SEE ON THE RIGHT SIDE, UM, IF, IF THE, ALL THE FUNDS AND RESOURCES WERE AVAILABLE TO MAINTAIN THEM TO FAIRLY COMMON PRACTICE STANDARDS, YOU'RE LOOKING AT A TOTAL OF OVER $700,000, UM, THAT WE ARE PUTTING TOWARDS THE MAINTENANCE OF THESE FACILITIES.

SO WE'RE DEALING WITH, WE'RE ASKING FOR, YOU KNOW, A LITTLE MORE THAN A 10TH OF, OF CONTRIBUTION, UH, FOR THOSE.

SO ANY QUESTIONS ON THAT? YES, SIR.

WILL THAT BE GRASS? THERE'LL BE GRASS, NATURAL GRASS.

AND YOU'VE DONE THAT ONE.

YES.

MA'AM SO CRICKET.

I MEAN, I KNOW SOMETIMES THAT CAN BE RUINED.

SO THAT'S $20 INCLUDING SOFTBALL, CORRECT.

YOU MENTIONED TRIPLE USA, SOFTBALL, IT'S EVERYTHING YOU TRIPLE A SAY, DOES EVERYTHING KARATE, FENCING, SOCCER, FOOTBALL, THEY OWN THE YOUTH SPORTS AND ADULT SPORTS MARKET.

SO IT'S KIND OF REGARDLESS.

UM, IT'S JUST AN EXAMPLE I USE.

SO, UM, YOU KNOW, THE SOFTBALL ASSOCIATION THAT'S BEEN OUT AT CARTER COMPLEX FOR A VERY LONG TIME IS, IS YOU TRIPLE ESSAY? UM, A COUPLE OF THE BASEBALL ASSOCIATIONS IN TOWN OR LITTLE LEAGUE.

UM, BUT, BUT REGARDLESS, IT'S IT'S, IF WE RUN A TOURNAMENT, WE COULD RUN ONE IN ANY OTHER UMBRELLA, LIKELY YOU TRIP IT DOESN'T HAVE TO BE NO, IT'S, IT'S ALL IN THERE.

SO IT'S, IT'S $5 A PLAYER IT'S IT'S REGARDLESS OF THE F OF THE AFFILIATION.

RIGHT.

AND, AND SAME WITH ADULT.

WE DON'T CARE ABOUT THEIR AFFILIATION.

I JUST USE THAT AS AN EXAMPLE.

YES, SIR.

STATED THIS, BUT HOW ARE WE LIKE SPECIFICALLY CRICKET? HOW ARE WE ENFORCING THAT? HOW ARE WE KNOWING HOW MANY HOURS THEY'RE USING? THAT IS A GREAT QUESTION.

I KNOW THAT'S A STRUGGLE.

WE DO.

YES.

UM, NOW ALSO ONE OF THE BEST WAYS TO CONTROL FIELD USERS IS WITH THE LIGHTS AND THE REMOTE CONTROL LINK SYSTEM.

UM, BUT THE REST OF THEM ARE WIDE OPEN.

THEY'RE NOT LIGHTED.

SO IT, IT, IT IS A CHALLENGE, BUT WE DO HAVE STAFF THAT, THAT DOES IT.

UM, AND WE ALSO DO FACILITY USE AGREEMENTS AND YEAH, THERE'S SOME TRUST INVOLVED.

UM, UH, BUT IF YOU VIOLATE THE TRUST OF THE CITY'S AGREEMENTS, YOU, YOU MAY NOT BE INVITED BACK TO ENTER INTO AN AGREEMENT.

SO, SO FAR WE'VE HAD SOME GOOD PARTNERS, YOU KNOW, THERE'S, THERE'S ALWAYS TOO MUCH DEMAND FOR NOT ENOUGH FIELDS.

AND SO THERE'S A LITTLE REFEREEING THAT HAS TO GO BETWEEN THE GROUPS, BECAUSE YOU'RE RIGHT.

THOSE GAMES, THERE'S TWO TYPES OF GAMES, ONE THAT COULD GO DAYS OR ONE DAY.

AND, BUT THEY USUALLY PLAY THE SHORT GAME FORMAT, WHICH IS ABOUT A HALF A DAY.

UM, SO YEAH, THAT'S RIGHT.

AND SO, UM, BUT WE'RE HAPPY TO PROVIDE THAT.

SO GREAT.

IT'S A GREAT GAME THEN.

AND THERE'S A HUGE POPULATION THAT EXPECTS US TO TRY TO PROVIDE THAT.

SO WE'RE DOING, WE'RE DOING OUR BEST IN TESTING THOSE WATERS.

UM, YEAH, IT IS.

IT REALLY IS.

AND IT HELPS CONTRIBUTE TO THINGS LIKE WHEN THE IMPORTANCE OF THIS IS REALLY WHAT WE WERE TRYING TO HELP RECOVER.

AND I DON'T KNOW THAT IT'LL RECOVER A HUNDRED PERCENT, UM, BUT WE DIDN'T WANT TO OVERSHOOT AND REALLY BURDENED THE PARTICIPANTS.

BUT THESE ARE THE, THESE ARE THE CONSUMABLES.

THESE ARE THINGS THAT, UH, THAT GET USED UP.

SO, YOU KNOW, IF YOU DON'T HAVE MONEY TO REPLACE GOOD QUALITY BASIS AND HOME PLATES AND PITCHING RUBBERS EVERY YEAR, THEY BECOME UNSAFE THE CARPET ON THE

[00:25:01]

CRICKET PITCH, CHALK CHEMICALS, FERTILIZER, THE, THE REAL BIG EXPENSES AND TIME, UH, INVESTMENT IS THE INFIELD CONDITIONER IN CLAY.

UM, IF YOU NEGLECT IT OVER TIME, IT'S VERY DIFFICULT TO GET IT BACK.

UM, YOU KNOW, SOCCER NETS, PAINTS, WINDSCREENS, ALL THOSE THINGS ARE CONSUMABLES OR WEAR AND TEAR ITEMS KIND OF LIKE BRAKES ON YOUR CAR.

UM, SO THAT'S, THAT'S THE PARTICIPATION THAT WE'RE TRYING TO RECUPERATE.

SO IF THEY GO SIGN ONTO IT WITH THE FACILITY TO BRING IT, THERE ARE OPTIONS THERE.

THEY CAN'T GO ANYWHERE ELSE.

EVEN FOR THE FEES THAT YOU'RE CHARGING HERE.

ELABORATE.

YEAH.

THAT'S WHAT IT SEEMED TO BE.

YOU KNOW, YOU'RE COMING IN WITH A CONSERVATIVE REALISTIC, BE FOR SOMETHING FOR FREE.

SO THAT'S GOING TO BE SOMETHING THAT THERE'S GOING TO BE SOME PUSHBACK, BUT THEY CAN'T GO SOMEWHERE ELSE AND AVOID A FEE, ANY PLACE ELSE THAT THEY WOULD GO, OH YEAH, I SEE WHAT YOU'RE SAYING.

THE DEALS THAT THEY'RE GETTING HERE, WE ARE ON THE LOW END OF THE FEES.

WE'VE DONE FEE STUDIES, WE'VE DONE IT.

I THINK DOLLY'S DONE IT 2, 3, 4 YEARS AGO.

AND WE DO IT EVERY SO OFTEN TO SEE KIND OF WHERE WE ARE.

AND, AND SOME OF THOSE PARTICIPANT FEES YOU SEE ACROSS THE STATE ARE SUBSTANTIAL.

UM, OR THEY EXACT A LARGER FEE FOR THE ENTIRE ASSOCIATION.

AND THEY GOT TO FIGURE OUT WHETHER THEY PASS IT ONTO THEIR PARTICIPANTS OR THEY DO IT THROUGH SPONSORSHIP.

SO AGAIN, WE WANTED TO BE SENSITIVE TO THE, TO THE YOUTH AND, AND, AND, AND NOT BE A BARRIER TO PARTICIPATION, BUT, UM, YOU'RE RIGHT THERE.

IT'S, IT'S, UH, IT'S A PRETTY GOOD DEAL.

NOW THEY COULD CHOOSE TO GO PLAY SOMEWHERE ELSE, BUT I, I DON'T THINK IT'LL BE ANY CHEAPER.

YEP.

YOU'RE CORRECT.

YES, SIR.

I DON'T KNOW WHEN IT COMES TO BASEBALL, FOR EXAMPLE, YOU HAD CHALK AND NOW DOES THAT MEAN YOU GOT TO COME OUT AND CHUCK THE FIELDS THERE AREA.

SO WAIT.

NO, NO, NO, NO, NO.

SO WHAT, THAT'S A GREAT QUESTION.

I'M SO GLAD YOU CLARIFIED THAT.

THERE MAY BE TIMES THAT WE DO FOR, LET'S SAY FOR HELPING WITH A TOURNAMENT OR WE'VE RECRUITED ONE AND BRING IT IN, BECAUSE I THINK THE OTHER THING WE TALKED ABOUT, YOU KNOW, WHEN THIS STARTED A YEAR AGO IS THAT, YOU KNOW, THEY ARE CITY FIELDS AND YES, WE'RE PARTNERING WITH, WITH AN ORGANIZATION TO PROVIDE YOUTH SPORTS ON OUR BEHALF, BUT BEING THAT THEY'RE CITY FIELDS, WE CAN STILL GO AND RECRUIT, YOU KNOW, IF WE WENT AND PUT, I THINK WE HAVE 28 DIAMOND FIELDS, IF WE WENT AND GOT A TOURNAMENT THAT NEEDS 20 FIELDS, WE'RE GOING TO DO THAT.

SO WE'RE, WE WOULD DO THOSE KINDS OF THINGS.

BUT RIGHT NOW THERE'S NOT A BUDGET FOR, IT NEVER HAS BEEN.

UM, WE WE'VE ALWAYS DONE ALBUM FEEL CONDITIONED.

THIS WAS THE FIRST YEAR WE DIDN'T DO IT.

WELL, WE ALWAYS HAVE TO MAINTAIN OUR MOUNDS, RIGHT? SO THE WAY THAT WOULD LOOK GOING FORWARD, AND THIS IS SOMEWHAT THEORETICAL UNTIL WE TRY IT A LITTLE BIT, OUR GOAL, AND WE'VE GOT A PO TO DO THIS AS ALL OF THE INFIELDS, YOU'RE GOING TO GET THE CONDITIONER'S GOING TO GET REDONE.

SO THERE'S A CUSTOM BLEND BEING BROUGHT IN THAT WILL BRING IT UP TO THE OPTIMAL MIX OF SAND, SILT AND CLAY.

CAUSE RIGHT NOW WE TESTED IT AND IT'S REALLY HEAVILY TILTED ONE WAY OR THE OTHER AND INCONSISTENT.

SO ONCE WE GET THEM IN GOOD SHAPE AND DO THAT INITIAL REPLACEMENT, WE'LL PROBABLY DRAG THEM ONCE OR TWICE A WEEK TO KEEP THEM PROPERLY DRUG.

BUT THE ASSOCIATIONS WOULD STILL CONTINUE TO DO THAT.

DAILY MAINTENANCE STILL CONTINUE TO DO THE CHALK.

NOW WE MAY, WHAT I'D LIKE TO GET AWAY FROM IS CUTTING THE LINES IN.

I'D LIKE TO GO STRAIGHT TO PAINT AND WE WOULD PAINT THOSE PERIODICALLY.

AND IF YOU WANTED TO SUPPLEMENT IT, THAT'S FINE.

BUT USUALLY EVERY TWO WEEKS, WHEN YOU STRIKE THOSE IN THEY'LL STAY AND LOOK GREAT RATHER THAN CUTTING THEM IN.

THOSE ALWAYS MAKE ME NERVOUS AS ANKLE TWEAKERS ANYWAY.

AND THEN IF YOU PUT A CHALK IN IT, RATHER THAN PAINT THAT CHALK MIGRATES AND MAKES THAT CUT MUCH LARGER.

UM, SO THE IDEA IS TO GET YOU SOMETHING STARTED, THAT'S REALLY ELEVATING THE QUALITY OF THE PLAY, BOTH THE GRASS AND THE INFIELDS.

AND THEN THE OTHER THING WE TALKED ABOUT IS MATT AND HIS CREW, AND SOME OTHER FOLKS FROM OUTSIDE THE INDUSTRY, WE'D LOVE TO COME IN AND DO COACHES CLINICS AND SHOW HOW TO KIND OF LIKE WE DID WITH, WITH JUST TO KIND OF AN IMPROMPTU WITH SOME OF THE BOARD OUT THERE AS LIKE, HEY, THIS IS HOW YOU DO AFTER GAME CARE.

THIS IS PRE-GAME CARE, THAT KIND OF STUFF.

AND SO I THINK THAT WILL CONTINUE TO BE A PARTNERSHIP.

WE'RE JUST GOING TO SHIFT IT TO THE CITY'S HANDLING A LITTLE BIT MORE MAINTENANCE THAN WHAT THEY'RE USED TO.

I'D LIKE TO SAY FOR THOSE OF YOU WHO DON'T KNOW THAT THE BASEBALL FIELDS HAVE BEEN GREAT.

THE, SINCE ANDY'S BEEN AROUND THAT THEY'VE LOOKED A HUNDRED PERCENT BETTER THAN THEY HAVE HIM AND HIS PEOPLE HAVE REALLY HELPED US WELL.

AND WE APPRECIATE THAT.

AND WE, WE, BUT IT'S, WE'VE GOT SOME WAYS TO GO TO WHERE WE'RE NOT DONE YET AND WE'RE GOING TO, AND WE HAVEN'T GOTTEN ALL THE WAY AROUND THE WHOLE CITY YET.

SO WE, WE FEEL LIKE EVERY NEIGHBORHOOD AND EVERY PART OF THE CITY SHOULD BE SAME QUALITY ALL OVER.

SO THAT'S THE GOAL.

[00:30:02]

UM, IN DIFFERENT MEETINGS WE SOMETIMES RECEIVE, UH, GUESTS THAT ARE REQUESTING TO USE SOME OF THE FACILITIES FOR FREE LIKE HOS AND OTHER TYPE OF ASSOCIATIONS.

THE DEPARTMENT IS CONSIDERING TO KEEP DOING THAT OR IS GOING TO BE INCLUDED IN THIS NEW LIST OF FEES.

OKAY.

EXCELLENT QUESTION.

YES.

SO THAT, THAT, THAT, SO, BUT YES, I'M GOING TO ANSWER THAT BECAUSE THAT'S A VERY IMPORTANT QUESTION.

SO WHAT WAS, WHAT WAS IN THE PACKET IS KIND OF THE PROCESS OF THE WAY THINGS HAVE BEEN DONE.

WE WOULD LIKE TO PROPOSE, UH, AT THE APPROPRIATE TIME WITH, THROUGH THE BUDGET PROCESS, THE COUNCIL CONSIDER AN ALTERNATIVE TO MAYBE IT BEING FREE IN A DIFFERENT TYPE OF CRITERIA.

AND IT MAY BE THERE'S A NONPROFIT RATE OR A CIVIC RATE VERSUS A PRIVATE RATE BECAUSE THE CHALLENGE IS, IS THAT THE BULK OF A VERY, WHEN YOU HAVE A LOT OF DEMAND FOR MEETING SPACE, NO CITY HAS ENOUGH MEETING SPACE AND PRIVATE MEETING SPACE IS VERY EXPENSIVE.

SO THE DEMAND FOR THE CITY MEETING SPACE IS SUBSTANTIAL.

WELL, WHO'S DEMANDING THAT SPACE MOSTLY NON-PROFITS.

SO THAT'S GIVING AWAY A VERY VALUABLE SPACE THAT'S EXPENSIVE TO MAINTAIN, BUT IT DOESN'T MEAN THAT THEY SHOULD BE OVERBURDENED EITHER.

SO MAYBE THERE'S A HAPPY MEDIUM.

SO I THINK WE'D LIKE TO CONSIDER DISCUSSING THAT AND SAY, HEY, WHAT'S THE HAPPY MEDIUM BETWEEN FREE AND MARKET, RIGHT? YEAH.

AND YOU SHOULD LEAVE THAT WHEN YOU LET PEOPLE USE FACILITIES.

AND EVEN IF YOU JUST WANT A SMALL FEE, BUT THAT'S MY PERCEPTION.

THEY TEND TO BE MORE CAREFUL SO THAT THERE IS NEW BEAUTIFUL FACILITIES.

THEY'RE GOING TO WANT TO KEEP IT NICE AND CLEAN AND BE POWERFUL TAKING CARE OF THE PLACE.

SO IT WILL BE SOMETHING REASONABLE, NOT NECESSARILY YET.

ABSOLUTELY.

NO, I THINK WE'RE ON THE SAME PAGE BECAUSE YOU KNOW, THE OTHER THING, THE DOWNSIDE OF IT IS, IS SOMETIMES A GROUP WILL COME IN AND BECAUSE THERE'S NOT A LOT OF CONTROL OVER IT, THEY'LL CAMP OUT ALL DAY IN THE, IN THE FACILITY RATHER THAN, OKAY, YOU'VE GOT A FOUR HOUR TIME SLOT NEXT, GROUP'S GOT A TIME SLOT AND SO FORTH AND SO ON.

SO, UM, DELETE, DELETE HAS A PLAN.

THAT'S GOOD.

YOU CHAIRMAN TWO THINGS, ANDY ONE ON, ON WHAT KENNY WAS TALKING ABOUT THERE.

AND I WAS GOING THROUGH THE BRIEFING ITEMS AND I WAS READING, UH, THE NO CHARGE ONCE A MONTH.

AND THEN THE LAST THREE, UH, PIECES ABOUT THAT CONCERNED ABOUT HOA IN GETTING AN, A NO CHARGE FOR A MEETING IS OPEN TO THE PUBLIC.

MANY TIMES.

THOSE AREN'T SOMETIMES THERE AREN'T NO FEES OR DONATIONS ARE, ARE COLLECTED THAT'S HOS AND THEN NO PRODUCTS OR SERVICES ARE AVAILABLE FOR SALE.

THAT COULD BE HOS AND MANY OTHER, MANY OTHER THINGS TOO, NOT INTENDING TO DO THINGS, BUT, YOU KNOW, UH, INDIVIDUAL GROUPS AND GIRL SCOUT COOKIES AND THINGS LIKE THAT.

SO, UH, I SEE, UH, I SEE, UH, ADDRESSING THE HOA USE AS BEING A, AS BEING SOMETHING THAT YOU TO, YOU'RE GONNA HAVE TO WORK AROUND THAT ONE A BIT, THEN COME UP WITH THAT ONE.

YOU KNOW, IT, IT IT'S TIME FOR AN UPDATE.

YOU KNOW, THOSE CRITERIA MAY HAVE, YOU KNOW, SUITED, SUITED THINGS IN THE PAST.

AND I THINK IT'S, IT'S READY FOR AN UPDATE TO MAKE IT FAIR AND ACCESSIBLE TO MORE PEOPLE REALLY.

UM, SO WE DON'T HAVE THE EXACT ANSWER AND FORMULA RIGHT NOW, BUT IT IS ON THE RADAR.

COUNCIL'S GOT A LOT TO DIGEST WITH THIS BUDGET AND THE ARPA PHONES AND THE FEE STUDY.

SO WE'RE WORKING.

WHY DON'T WE START THE PROCESS SOMEPLACE.

AND THE SECOND AND THE SECOND PIECE IS JUST A QUESTION ABOUT YOUR, UH, YOUR, YOUR CLAY COMPOUND THAT YOU'RE USING FOR THE, UM, REPLACING IN THE, IN THE BALLPARKS, UH, DOES IS, IS A PART OF THAT PART THAT CAUSES IT TO DRY OUT QUICKER, UH, WHERE YOU CAN GET BETTER USE OUT OF THAT FIELD IN DIFFICULT RAINY PERIODS, CERTAIN DEGREE, WE COULD PROBABLY TALK IN FIELD MIX ALL DAY AND I'D BE HAPPY TO DO IT ACTUALLY.

UM, I PLAYED IT DOWN, SO YOU'VE GOT IT.

YOU GOT THE SAND SILT AND CLAY RATIO.

IF IT'S TOO MUCH CLAY, IT HOLDS TOO MUCH WATER.

IF IT'S TOO SANDY, IT DRAINS TOO QUICK AND YOU WANT TO BALANCE THAT OUT.

IT, THAT'S NOT THE ONLY FACTOR THAT WILL KEEP, KEEP THE MOISTURE IN, CHECK IT.

SOMETIMES YOU JUST ON HOT DAYS, YOU GOT TO WATER IT UP TO UP TO GAME TIME.

AND IF YOU DON'T HAVE AN IN-FIELD WATERING SYSTEM, YOU KIND OF GET WHAT YOU GET.

SO, UM, OR YOU HAVE TO WATER IT BY HAND.

IF YOU'VE GOT A QUICK COUPLER AND SOMEBODY'S GOING TO COME DO THAT.

BUT, UM, THERE'S A LOT OF THINGS THAT GO INTO FIELD MOISTURE MANAGEMENT, UM, BUT AN OPTIMUM CLAY MIX GETS YOU AS GOOD AS YOU CAN GET WITH WHAT YOU'VE GOT AVAILABLE TO MAINTAIN IT.

SO IF YOU'RE OUT WATCHING A RANGERS GAME, THEY PROBABLY HOSE THAT FIELD DOWN 14 TIMES BEFORE PREGAME, AND THEN THEY DO IT ONE MORE TIME BEFORE THEY ACTUALLY PLAY.

SO LITERALLY IT MIGHT GET IT ONCE A DAY, IF YOU'RE LUCKY, IF YOU'RE LUCKY.

AND THEN THE LAST PIECE OF THIS IS, HAS THERE BEEN ANY DISCUSSIONS OR THOUGHTS ABOUT POSSIBLY GOING TO SYNTHETIC SERVICES? I KNOW WE'VE BROUGHT THIS UP BEFORE AND JUST

[00:35:01]

TO SEE IF IT'S MOVED ANYWHERE, BECAUSE WHEN YOU GET INTO, IF YOU'RE GOING TO TRY TO GET THE MAJOR TOURNAMENTS WHERE YOU'RE BRINGING PEOPLE OUT OF STATE, YOU CAN'T HAVE A RAIN OUT DAY.

IT IT'S, UH, THAT'S A LONG DEBATE THAT, AND THERE'S USUALLY, I'M A LITTLE BIT OLD SCHOOL.

SO I LOVE, I LOVE THE NATURAL GRASS AND THE BETTER YOU CAN SET YOURSELF UP WITH A LOT OF DIFFERENT TECHNIQUES ON THE FIELDS.

YOU CAN GIVE YOURSELF A FIGHTING CHANCE FOR DEALING WITH MOST RAINOUTS, UM, BUT NOT ALL OF THEM.

AND, YOU KNOW, THE, THE DOWNSIDE TO TURF IS IT'S SUPER EXPENSIVE ON THE FRONT END AND IT'S NOT MAINTENANCE-FREE.

AND THEN YOU'VE GOT TO FIGURE OUT HOW YOU'RE GOING TO PAY FOR IT WHEN IT WEARS OUT IN THREE TO FIVE.

SO IF YOU, IF A FIELD IS 500,000 AND TURF, WHEN YOU BUILD IT IN THREE TO FIVE, SOMETIMES SEVEN YEARS, YOU'RE GOING TO HAVE TO FIND ANOTHER COUPLE HUNDRED THOUSAND TO RE-CARPET IT.

AND THAT BECOMES DIFFICULT TO COUNT ON WHEN, YOU KNOW, THERE'S OTHER CITY DEBT NEEDS THAT YOU CAN'T COUNT ON HAZER ENOUGH DEBT SERVICE IN THERE TO PAY FOR THOSE.

SO THERE'S PROS AND CONS TO THAT.

YEAH.

SO I UNDERSTAND THAT, UNFORTUNATELY, YOU TO LET US GO TO THAT, UH, PARKS, UH, UH, SYMPOSIUM, UH, NOW A COUPLE OF YEARS AGO ON THE SYNTHETIC FIELDS AND THEY WERE GIVEN MUCH LONGER USE TIMES THAN THAT.

AND THEY ACTUALLY, THEY ACTUALLY SHOWED A PERFORMANCE THAT, YOU KNOW, YOU WERE, YOU WERE SPENDING ABOUT THE SAME AMOUNT OF MONEY OVER TIME.

THE MAIN THING IS YOU'RE, YOU'RE USING LESS PEOPLE AND AS YOU'RE USING LESS PEOPLE, THAT MEANS WE HAVE LESS COSTS THAT THE EXTRANEOUS COSTS OF PER PERSON HIRED.

SO ANYWAY, THAT AGAIN, THAT'S JUST PART OF THE DISCUSSION, JUST CONTINUING, OH, WE'LL CONTINUE IT.

THANK YOU.

UH, NOT TO GO INTO THE INBUILT ARE Y'ALL GOING TO BE LIVING SOME OF THE CRAP.

YEAH.

SOME OF IT'S IN BAD ENOUGH SHAPE.

SOME OF IT'S IN BAD ENOUGH SHAPE.

YOU DON'T WANT IT.

WE WON'T SCRAPE IT ALL THE WAY DOWN IN THE NATIVE SOIL, BUT THERE'S SOME THAT ARE WORSE THAN OTHERS THAT ARE SO SANDY THAT IT, IT, WE JUST GOT TO GET RID OF IT.

UM, BUT SO WE WORKED WITH THE COMPANY THAT MATTER OF FACT, THE SAME INFIELD, IT'S A FAIRLY NEW COMPANY.

UM, IT'S THE SAME INFIELD CONDITIONER THAT IS AT THE TEXAS RANGER STADIUM RIGHT NOW, UM, ON THEIR END FIELD.

SO WE'LL BE, WE'LL BE USING THE SAME, SAME MATERIAL.

UM, AND THEN AS THEY INSTALL IT, THEY'LL TEACH US HOW TO INSTALL IT ON THE FIRST FIELDS AND THEN WE'LL DO THE REST OURSELVES.

SO AWESOME.

REALLY, MY BOSS FEELS THAT THEY'RE GOING TO WIN THE PENNANT, UM, RICH PIN.

AND THAT'S NOT A SYNTHETIC IN THE AREA AT THE TEXAS RANGERS.

THAT OUTFIELD IS ALL ARTIFICIAL, BUT THE INFIELD IS THIS DURAG MATERIAL.

OKAY.

FOUR TO SIX INCHES.

YEAH.

DEPENDS.

YEAH, WE, WE STUDIED IT QUITE A BIT AND IT'S JUST BEEN A, IT'S A TOUGH ONE IN FIELD MIX HAS BEEN IT'S IT'S HARD TO GET.

RIGHT.

HAVE YOU, HAVE YOU PUT ANY OF THIS OUT YET OR IS THIS COMING UP WINTERTIME WINTER TIME FOR NEXT SPRING SEASON? YES, SIR.

THAT'D BE NICE.

WE COULD SEE SOME OF THAT WHEN YOU GET THAT DONE.

THAT'S SOUNDS VERY INTERESTING.

THAT'LL BE FUN.

LEAVE A RAKE AND A SHOVEL WITH EVERYONE'S NAME ON IT.

WELL, THANK YOU, ANDY.

I APPRECIATE THAT.

UM, WALK WHETHER WHAT HE'S GOING TO THE NEXT THING HERE, UH, PARK FOUNDATION.

THERE'S NOTHING TO UPDATE GUYS.

OKAY.

THANK YOU.

UM, JUST A COUPLE OTHER QUICK THINGS THAT ARE IN OUR BUDGET.

UM, I'LL HAVE TO REFRESH MY MEMORY HERE FOR A SECOND.

SO, UM, YOU MIGHT RECALL WE'RE ADDING THREE SPLASH PADS TO THE INVENTORY.

UM, STATE LAWS, PRETTY SPECIFIC ON HOW THOSE ARE TO BE MAINTAINED AND, AND TESTED EVERY DAY.

SO, UM, WE HAVE ASKED FOR AN ADDITIONAL AQUATICS TECH AND A VEHICLE TO MAKE SURE THAT THAT HAPPENS ACTUALLY THERE'LL BE FOUR BECAUSE THE FOURTH ONE WILL BE ON THE SQUARE WILL BE MUCH SMALLER, BUT IT'S THE SAME AMOUNT OF WORK.

UM, SOME ADDITIONAL ONGOING FUNDING.

SO WE'VE, WE'VE KINDA GOT SOME DEFERRED MAINTENANCE AS EVERYONE DOES.

AND SO WE WERE VERY FORTUNATE THIS YEAR THAT THERE WAS THE ABILITY TO CATCH UP ON SOME OF THAT ADDITIONAL, UM, UH, DEFERRED MAINTENANCE AND REALLY PUT A DENT IN IT.

UH, WE'RE GONNA, WE'RE GONNA UP OUR, WE GOT, WE GOT ABOUT 50% OF WHAT WE ASKED FOR RELATED TO THE BALL FIELD MAINTENANCE PROGRAM IN TERMS OF CHEMICALS.

SO WE KIND OF CALCULATED HOW MUCH PRE-EMERGED POST-MERGER FERTILIZER WE NEED.

UM, THIS YEAR WE'RE, WE'RE GETTING ABOUT HALF OF THAT.

AND NEXT YEAR WE'LL, WE'LL TRY TO GET THE OTHER HALF.

SO THAT IS AN ENORMOUS LEAP FORWARD FOR US TO GET THAT, UH, THE TURF IN GOOD SHAPE.

UH, SOME OTHER ONE-TIME EXPENSES IS EVERYBODY KNOWS THE STORM, WINTER, WINTER STORM DAMAGE DEVASTATED PLANT MATERIAL AND IN A CRAZY LEVEL.

SO WE'VE GOT SOME, SOME MONEY THAT IS GOING TO HELP PULL THAT OUT AND REPLACE IT.

MARK, THANK YOU.

MY QUESTION ON WINTER STORM DAMAGE IS, IS THIS, UM, IS THERE A DECISION MADE ON GENERATOR OR WHATEVER GOING INTO THE PARK? YES.

SO EACH OF THE REC CENTERS THAT IT'S APPROPRIATE, MEANING THAT ARE ABLE TO LIKE, FOR EXAMPLE, AUDUBON IS TOO FAR ALONG TO RETROFIT, BUT SOME OF THE OTHERS THAT WE'RE LOOKING AT THERE WAS A, THE

[00:40:01]

DECISION WAS MADE AND I BELIEVE A BUDGET REQUEST SUBMITTED FOR ANOTHER DEPARTMENT TO WHERE THERE WOULD BE A SPACE MADE AVAILABLE IN ALL WEATHER SURFACE SPACE FOR A RENTABLE GENERATOR AND A PLUGIN THAT THAT WOULD DRIVE THE WHOLE BUILDING.

SO IT WOULD BE SOME GENERATOR SIZED FOR THE ELECTRICAL CONSUMPTION FOR EACH OF THOSE BUILDINGS.

AND THEN THERE'S AN EXTERIOR PLUGIN THAT SHOULD WE LOSE POWER AND WE NEED TO OPEN A SHELTER.

WE'RE READY TO GO.

SO NOTHING ON ANY OF THE FACILITIES THAT ARE ANYTHING THAT'S FINISHED FOR COMPLETION AFTER SEPTEMBER, 2021 IS GOING TO INCLUDE SOMETHING.

SO YOU'LL SEE HOLFORD, UM, HOLLABAUGH, UH, FIELDS, MAYBE I CAN'T REMEMBER NOW THERE'S THREE OR FOUR, THAT'LL BE RETROFITTED.

UM, AND THEN WE WOULD JUST BE ON A RETAINER, UH, WITH A RENTAL COMPANY TO PROVIDE WE OWN SOME, BUT NOT ENOUGH IN THE CITY FLEET.

UM, BUT WE, WE LEARNED, WE LEARNED A LOT THROUGH THAT, THROUGH THAT EPISODE AND WE HAVE SOME SORT OF PRECEDENTS, WE DO, WE ACTUALLY USE THE APP AND THE FLEET DEPARTMENT ACTUALLY MANAGES THAT.

AND THEY'LL, THEY'LL MAKE SURE THAT WE'RE AT THE FRONT OF THE LINE.

SHOULD WE NEED ONE? AND WE KNOW KIND OF WHAT'S COMING AND WE GO, AND THEY'RE LARGE.

I MEAN, YOU'VE SEEN THEM, THEY'RE HUGE, HUGE GENERATORS TO RUN WHOLE BUILDINGS, BUT THINK IT WAS A GOOD CHOICE.

YEAH.

UH, SOME OTHER THINGS WE, WE A BANKED POSITION, UH, FOR REC ASSOCIATE TO AT FIELD'S REC CENTER THAT'S COMING BACK.

UM, AND THEN JUST MISCELLANEOUS SUPPLIES THAT WE NEEDED TO ADD FOR, UM, YOU KNOW, THE NEW REC CENTERS ARE GOING TO HAVE NEW OFFERINGS.

THEY'RE GOING TO HAVE EXPANDED SQUARE FOOTAGE.

SO OBVIOUSLY YOU GOT TO HAVE PROGRAM SUPPLIES, BIG ART DAY.

UM, THAT'S OFFICIALLY BUDGETED FOR THAT.

THAT WAS A, THAT'S A FUN ONE.

SO THIS YEAR THAT WILL BE, UH, IT'S IN TWO WEEKS, I BELIEVE.

UH, IT'LL BE UP ON THE SQUARE IT'S, UH, IT'S GOING TO BE PRETTY COOL.

REMIND ME, WE'LL GET A NOTICE OUT TO EVERYBODY WHAT'S INVOLVED, CAUSE IT'S GOING TO BE A REALLY COOL EVENT.

UM, AND THEN SOME ONE-TIME EXPENSES, JUST, YOU KNOW, TYPICAL THINGS THAT YOU NEED IN REC CENTERS.

UM, WE'RE REPLACING AED PADS AND GETTING FLOOR SCRUBBERS AND MISCELLANEOUS THINGS LIKE THAT.

UM, SAME THING HERE, SOME CULTURAL EVENTS PROGRAMMING, YOU KNOW, WE'VE GOT THE MASTER PLAN THAT'S OUT NOW.

AND SO WE'RE GOING TO TRY TO INCREMENTALLY WORK TOWARDS, UH, MEETING THOSE GOALS THAT ARE PRESCRIBED IN THE, IN THE MASTER PLAN, UH, DOING SOME ARTISTS AND RESIDENTS WORKSHOPS, UH, THE PLAZA MARQUEE, IT'S THE OLD SCHOOL STYLE OF LETTERS THAT GO UP THERE AND THEN IT'S GOT THE NEON THING ON THE TOP, RIGHT.

AND THEN IT'S ONE OF MY FAVORITE BUILDINGS.

IT'S SO COOL.

WELL, THOSE NEON THINGS ARE VERY DIFFICULT TO REPAIR AND REPLACE AND NOT JUST ANYBODY CAN DO THEM.

SO WE NEEDED TO BUDGET A LITTLE BIT MORE FOR THAT.

UM, SO THAT, THAT PARTICULARLY WITH THE NEW SQUARE COMING IN, YOU DON'T WANT THE LIGHTS TO BE OUT.

UM, AND THEN SOME ADDITIONAL UPGRADES FOR THINGS AT THE GRANVILLE ARTS CENTER, UPGRADING LIGHTS AND PROJECTORS, THAT KIND OF THING.

SO THEY'RE EXPECTING US TO DO SOME ADDITIONAL PROGRAMMING BY GOLLY, WE NEED THIS STUFF TO DO IT.

SO ANY QUESTIONS ON THIS SLIDE? SO ESSENTIALLY THAT'S THE, UH, THE SUMMARY OF WHAT WE HAD ASKED FOR, AND IT IS MOVING FORWARD IN THE CITY MANAGER'S RECOMMENDATIONS TO COUNCIL, AND THERE'S NO INDICATION OF ANY WILD DEVIATION FROM THAT AT THIS TIME QUESTION WAS CHAIRMAN SOMETHING, SOMETHING THAT WE HAVEN'T ADDRESSED HERE AND THIS JUST TO KIND OF GET AN UPDATE AS TO WHERE WE ARE, IS ABOUT THE LIGHTING IN AND AROUND THE PARKS.

UH, EARLY ON IN THE MASTER PLAN, WE TALKED ABOUT LIGHTING, UH, ALONG THE STREETS AS YOU'RE GOING BY A PARK, WE TALKED ABOUT, UH, LIGHTING IN THE ENTRY ENTRY.

WE TALKED ABOUT LIGHTING IN THE PARKING LOTS.

UH, WE TALKED ABOUT THE LIGHTING AROUND THE AMENITIES AND THE, WITH LED LIGHTING TODAY, YOU KNOW, YOU, ONE OF THOSE BULBS, YOU BURN, YOU GENERALLY BURN 10 OF THOSE BULBS FOR WHAT YOU, YOU BURN.

ONE OF THE HALOGENS THAT WE USED TO USE AND, AND ALL OF THAT.

SO, UM, I HAVEN'T HEARD ANYTHING MENTIONED ABOUT EXTERIOR LIGHTING IN THE PARKS.

SO JUST WONDERING WHERE THAT MAY BE AS WE'RE DOING NEW PROJECTS, UM, WE'RE TRYING TO INCORPORATE, LIKE, FOR EXAMPLE, THE TWENTY-FIVE PLAYGROUND REPLACEMENT PROJECTS, WE'RE TRYING TO ADD LIGHTS INTO THOSE THAT WEREN'T PREVIOUSLY THERE.

UM, MAYBE JUST ONE OR TWO IS ALL THE BUDGET WILL PERMIT.

IT'S MORE THAN WHAT WE HAD WAS ZERO SAME THING WITH TRAILS.

EVERY TIME WE HAVE AN OPPORTUNITY WITH THE CURRENT PROJECTS TO SQUEEZE THAT IN, WE WILL, UM, AS AN OVERALL COMPREHENSIVE SECURITY LIGHTING PLAN FOR THE REST OF THE PARK IS GOING TO TAKE SOME TIME.

IT WAS QUITE EXPENSIVE.

UM, BUT WE'RE GOING TO KIND OF TRY TO DO THAT INCREMENTALLY IN THE BUDGET AND START ASKING FOR, UM, YOU KNOW, PARTICULARLY TRAILHEADS.

IT'S VERY, IT'S UNREALISTIC TO LIGHT THE ENTIRE TRAIL AND THERE'S PROS AND CONS OF LIGHTING THE ENTIRE TRAIL, BUT AT LEAST THE TRAIL HEADS AND THE ENTRANCES ARE, WOULD

[00:45:01]

BE BETTER LIT AND VARIOUS OTHER PLACES.

SO WE'RE GONNA TAKE SOME TIME TO STUDY IT AND KIND OF PRIORITIZE WHERE TO GO WITH THAT.

CAUSE IT, IT HAS BEEN BROUGHT UP A COUPLE OF COUNCIL MEMBERS HAVE MENTIONED IT TOO.

SO, UM, BECAUSE IF YOU'RE LYING IN THE TRAILHEADS, IS THERE, IS THERE SURE THERE PROBABLY IS A PRODUCT AVAILABLE, BUT I'M JUST ASKING THE QUESTION IN GENERAL WHERE YOU COULD, YOU KNOW, WHERE YOU HAVE YOUR WAY MARKERS ALONG THE WAY PEOPLE FIND THEIR WAY, UH, A, UM, A SOLAR POWERED.

UH, THEY, I MEAN, THOSE ARE, AND THE GUN, THE GUN WHERE THEY'RE SO INEXPENSIVE COMPARED TO WHERE THEY USED TO BE AND THEY'RE SMALLER.

UM, AND BECAUSE OF LED THE, THE, THE SOLAR CELL ITSELF DOESN'T HAVE TO BE THE SIZE OF A CAR HOOD.

UM, THEY'RE MUCH SMALLER AND W IN A PLACE THAT IT'S IN, IT'S TOO EXPENSIVE TO BRING POWER.

IT'S A PERFECT APPLICATION FOR IT.

IT WOULDN'T PROBABLY BE OUR GO-TO STANDARD BECAUSE THERE'S SOME ADDITIONAL MAINTENANCE THAT GOES WITH THEM THAT D A LITTLE DIFFICULT FOR US.

BUT FOR THE MOST PART, WHITES SPEND 50,000 TO BRING POWER FOR A $5,000 LIGHT WHEN YOU COULD DO IT WITH A SOLAR, OH, YOUR DAD WAS ALREADY MAD AT THE SYSTEM FOR, YOU KNOW, THREE OR FOUR OR $500 OR A THOUSAND AT THE MOST.

I MEAN, THE COST OF THAT SCOTT AND SO SORTA UNREASONABLE AT A DISTANCE, YOU KNOW, AND IT'D BE SOFT, IT'D BE SOFT LIGHTING, YOU KNOW, AND THEY'D GO AWAY AS THE POWER RUNS OUT OVER THE EVENING.

SO THEY'RE, THEY'RE PRETTY IMPRESSIVE.

THERE, THERE'S A COUPLE OF BRANDS THAT WE'RE FAMILIAR WITH THAT, THAT, UM, YOU DON'T SEE THEM RUN OUT UNLESS IT'S A PROLONGED CLOUDY PERIOD.

RIGHT.

UM, JUST THE THINGS I KEEP TALKING ABOUT IS WHAT'S GOING TO MAKE THESE PLACES SPECIAL WHEN PEOPLE GO TO THEM THAT THEY'VE NEVER SEEN IN THE CITY OF GARLAND.

AND THAT THAT'S MOST OF THE THINGS I KEEP TRYING TO THINK ABOUT AS I GO AROUND TO THE DIFFERENT COMMUNITIES, ESPECIALLY, YOU KNOW, IN THE HIGH GROWTH AREAS TO THE NORTH AND, AND OUT TO THE EAST AND WHAT THEY'RE DOING AND, UH, IN THEIR PROGRAMS, IT'S, UM, IT'S THINGS THAT WE'VE NEVER HAD THE OPPORTUNITY TO HAVE.

I JUST WANT TO MAKE SURE WE DON'T MISS ANY OF THEM.

AND I KNOW WE'RE IN GOOD HANDS, BUT WE AGREE, LIKE FOR EXAMPLE, THE SIGNAGE PROGRAM TO CONVERT ALL OF OUR SIGNAGE TO THE NEW SIGN PLAN IS A SUBSTANTIAL PROJECT, BUT WE'RE GOING TO DO IT.

WE'RE GOING TO BE AS AGGRESSIVE AS WE'RE ALLOWED TO BE, TO GET THOSE REPLACED.

CAUSE IT MAKES A MUCH BETTER APPEARANCE FROM THE CURBSIDE.

THEN IT'LL BE STRIKING WHEN YOU SEE THE FIRST ONE YOU'LL NOTICE.

OKAY.

PEOPLE ALWAYS THINK THEY'RE GOING INTO SOMEPLACE SPECIAL, NOT, OH, WHAT'S THIS RIGHT.

THANKS, JERRY.

I HAVE A QUESTION.

CAN YOU REPEAT THAT? YOU SAID IN THE OTHER COMMITTEE MEETING ABOUT TRAILS AND IMPORTANCE OF TRAILS IN THE CITY? WELL, RIGHT.

SO I THINK IN GENERAL, YOU KNOW, WE'VE GOT 7 MILLION WAS ALLOCATED FOR TRAILS IN THE BOND PROGRAM, AND THEN WE RECEIVED ANOTHER SEVEN OR 8 MILLION OR SO FROM THE, FROM DALLAS COUNTY IN THEIR, IN THEIR MAJOR CIP PROGRAM.

AND THAT PUTS 14 MILLION WORTH OF TRAILS ON THE GROUND IN THE COMMUNITY AND MAKES THEM INCREDIBLY IMPORTANT CONNECTIONS ALONG DUCK CREEK AND IN SPRING CREEK AND OTHER PLACES.

UM, I THINK THAT IT'S HIGH ON EVERY COMMUNITY'S, UH, LIST OF NEEDS.

WHEN YOU DO A CITIZEN SURVEY, IT'S NO DIFFERENT HERE.

IT'S, IT'S GREAT FOR WHEN PEOPLE MOVE HERE, IT'S GREAT FOR PROPERTY VALUES.

IT'S, IT'S, IT'S A REASON TO MOVE HERE AND IT'S A REASON TO STAY HERE KIND OF THING.

SO WHEN YOU, WHEN YOU HAVE, LIKE, FOR ME, WHEN I RETIRE, I'M GOING WHERE THE MOST TRAILS ARE PER MILE.

THAT'S, THAT'S MY THING.

I'M GOING TO, I CAN'T DO ANYTHING ELSE.

I'M GOING TO WALK AND HIKE AND THAT'S, THAT'S WHERE I'M, YOU KNOW, WANT TO BE, WHETHER THAT'S HERE OR WHEREVER, BUT THAT'S, MOST PEOPLE FEEL THAT WAY.

IF IT DOESN'T COST YOU A DIME TO GET OUT AND WALK, AND THAT'S WHY IT'S AT THE TOP OF EVERYBODY'S LIST.

SO WE'RE MAKING MASSIVE STRIDES WITH THAT 14 MILLION, UM, THAT'S AVAILABLE TO US.

UM, YEAH, WE COULD USE PROBABLY ANOTHER 50, BUT 14 ISN'T TOO SHABBY FOR A START BECAUSE NOT, NOT EVERY CITY'S BUILDING THAT MUCH TRAIL RIGHT NOW ARE STILL GOING UNDERNEATH.

SO 30 IS, THEY'RE FLIPPING THE STACK AT BASS PRO.

AND SO THERE'S A LOT HAPPENING WITH ZION BASS PRO AND SEVERAL OF THOSE CROSS STREETS THAT WILL HAVE MUCH BETTER ACCESS.

WE WOULD LOVE TO, IF, IF SOME FUNDINGS AVAILABLE, WE MAY PURSUE SOME GRANTS TO GO FROM JOHN PAUL JONES, WHICH HAS IMPROVEMENT MONEY NOW, BUT BRING THAT TRAIL SYSTEM ALL THE WAY AROUND TO BASS PRO AND UNDERNEATH .

BUT IT'S RIGHT NOW, IT'S AN IDEA WITHOUT A DESIGN AND WITHOUT FUNDING, BUT WE KNOW IT'S ON THE MASTER PLAN.

SO WE'RE GOING TO POSSIBLY PURSUE SOME ARPA GRANTS, FEDERAL MONEY, GIVE HIM THAT PIECE OF GROUND UNDER, UNDER 30, HOW YOU'RE GOING TO GET THERE.

IT'S NOT GOING TO BE A TUNNEL.

NO, IT'D BE COOL TO HAVE A TUNNEL, BUT, UM, IT, IT'S SUCH A CHALLENGE THERE BECAUSE IT'S, THERE'S NOT MUCH HEIGHT WITHIN THE LAKE.

DOESN'T FLUCTUATE A LOT, BUT IT'S ENOUGH TO PAY ATTENTION TO.

AND SO WHAT WE WOULD RATHER DO IS RATHER THAN MESS WITH TECH STOCKS, PEERS, OR THE RIP RAPIDS ON THE GROUND, AS YOU JUST, YOU, ONCE YOU LEAVE THE GROUND AT JOHN PAUL JONES AND YOU COME AROUND, JUST PUT IT ON PIERS WITH HAND RAILS AND IT'S, AND IT'S OVER THE WATER RATHER THAN OVER LAND, COME BACK IN TIE INTO THE BASS PRO AT THE BOAT DOCK.

AND THEN YOU JUST KIND OF KEEP WORKING YOUR WAY DOWN TO WIND

[00:50:01]

SURF, AND THEN YOU WORK YOUR WAY BACK UP THE EASTERN HILLS.

EXCITING.

IT'S PRETTY EXCITING.

CARLIN'S IN A UNIQUE POSITION THAT I DON'T THINK OTHER LAKE CITIES HAVE THAT MUCH FRONTAGE, THAT IT'S NOT EASY, BUT IT HAS THE CONCEIVABLE POTENTIAL TO PUT THAT TRAIL ALL THE WAY FROM WIND SURF TO THE CITY LIMITS PAST EASTERN HILLS ON THE SHORELINE.

IT'S IN THE MASTER PLAN.

THERE'S A FEW OBSTACLES IN THE WAY.

OF COURSE IT'S NOT CHEAP, BUT IT'S WORTH PURSUING.

THANK YOU.

UM, I, IS THIS OTHER, MY CURIOSITY, UM, BARKS, OR WOULD THE INTEREST OF THE TRAILS CAPTAIN CEDAR TO HAVE THEIR, UM, SOLAR CHARGERS FOR ELECTRICAL CARS? I HAVEN'T HAD A LOT OF DEMAND FOR IT.

UM, WE HAVE A HANDFUL IN THE, IN THE AROUND TOWN, UM, BUT I DON'T KNOW THAT I CAN INTELLIGENTLY SPEAK TO THE USE OF IT.

WE JUST HAVEN'T HEARD A TON OF DEMAND FOR IT.

UM, IT'S A LITTLE BIT OF A BUDGET THING WHEN YOU'RE, WHEN THINGS ARE SUPER TIGHT, IT ENDS UP BEING A WISHLIST VERSUS A MUST HAVE, BUT, UM, IT'S CERTAINLY SOMETHING TO KEEP IN MIND AND LOOK FOR OPPORTUNITIES TO DO THAT.

CAUSE I, I DON'T SEE THAT DEMAND GOING BACKWARDS.

I MEAN, I HAVE HEARD THAT FUNNINESS AND THIS LAST SOMETIMES POPS WITH THE CD TO EITHER A 80% OF THE WHOLE THING OR NEGOTIATING AND TO SEE THE END THE COMPANY.

RIGHT.

SO I'M LOOKING AT MORE QUESTIONS ABOUT THE BUDGET.

OH, I'LL, I'LL JUST RATCHET TO THESE JUST REAL QUICK.

SO PER PERFORMANCE FUND, UM, NOT A LOT GOING ON THERE BECAUSE THAT FUND WAS KIND OF OBVIOUSLY WITH PANDEMIC KIND OF GROUND TO A HALT, BUT WE DO NEED TO START REPLACING SOME, SOME FITNESS EQUIPMENT IN THE OTHER FACILITIES.

THAT'S KIND OF STANDARD PROCEDURE.

UM, THIS ONE IS ACTUALLY, IT'S KIND OF EXCITING.

SO WE'VE GOT SOME ADDITIONAL, SOME ADDITIONAL MONEY THAT WE REQUESTED TO PUT TOGETHER WITH SOME EXISTING MONEY.

SO IT WAS REALLY A $30,000 REQUEST ON TOP OF SOME, UH, MONEY WAS USED FOR PART-TIMERS TO GET A FULL-TIME POSITION THAT WILL HELP DO TWO ROLES.

ONE IS TO HELP THE DOWNTOWN DEVELOPMENT COORDINATOR AS WELL AS THE CVB.

SO WHAT WE'VE BEEN DOING WITH CVB IS YOU'VE GOT THE SALES SIDE AND THEN THEY'RE WORKING THEIR TAILS OFF.

IT'S AMAZING WHAT THEY'RE, WHAT THEY'RE BRINGING IN, BUT THEY CAN'T SELL IT AND THEN SERVICE THE EVENT WHEN THEY GET HERE.

SO LIKE WITH THE ASIAN SOCCER TOURNAMENT OR THE SPIKE BALL TOURNAMENT, OR THE KAYAK FISHING TOURNAMENT, OR THE LADY, UH, LADY ANGLERS, THEY CAN'T DO BOTH.

SO WE NEED, WE HAVE A NEED FOR WHEN, ONCE THEY GET HERE, THIS PERSON IS KIND OF THE CONCIERGE, THE WELCOME MAT, THE PERSON THAT HELPS US DELIVER THE PROMISES ON WHAT WE BID FOR, UM, FOR THOSE EVENTS AND TOURNAMENTS AND KIND OF THING.

SO I'M PRETTY EXCITED ABOUT THAT.

THAT JUST EXPANDS OUR CAPACITY TO KEEP FILLING HOTELS AND BRINGING EVENTS.

UM, SOME OTHER THINGS WE TALKED ABOUT FOR HERITAGE CROSSING, UM, GETTING SOME COLLECTION MANAGEMENT SOFTWARE THAT WE OWN AND CONTROL, UH, FOR OUR ASSETS, SOME INTERPRETIVE SIGNAGE IN HISTORY PROGRAMMING.

UM, THOSE ARE NEW FUNDS THAT WE'RE, WE'RE ADDING TO THIS YEAR'S BUDGET AND PRETTY EXCITED ABOUT THAT, THAT POTENTIAL.

SO THAT'S THE SUMMARY OF THE QUOTE FOR, OR THE COST FOR THE HOT FUNDS.

OTHER THAN THAT, NOT MUCH GOING ON.

OKAY.

YOU HAVE A NUMBER BETWEEN WHAT 20 ARE WE IN 2020S, BUT YOU'RE RIGHT NOW FOR 30 MORE DAYS, 20 IN 2021, WE'RE IN 2021.

SO IF YOU HAVE A COMPARISON BETWEEN WHAT WE DO, UH, RECEIVED IN 2021 AND WHAT YOU'RE ASKING FOR IN 2022 GROSS NUMBER YEAH.

YOU AND A HALF DIFFERENCE THERE, RIGHT? PRETTY CLOSE.

1.2 FOR ONE FOR FOUR.

NOW SOME OF THAT'S ONGOING AND SOME OF THAT'S ONE TIME, BUT BETWEEN LAST YEAR'S REQUEST OF EQUIPMENT AND OTHER THINGS, AND THIS YEAR'S, IT'S SUBSTANTIAL, WE'VE, WE'VE PROBABLY RECEIVED AND KEITH WILL CORRECT ME, BUT I, I FEEL LIKE THE LAST COUPLE OF YEARS, WE'VE PROBABLY BENEFITED FROM ABOUT 2 MILLION IN FUNDING TO HELP, HELP, UH, PROVIDE RESOURCES THAT WE NEED.

WELL, AND, BUT I THINK TOO, THAT, YOU KNOW, WITH THE BOND PROGRAM, YOU KNOW, THE EXPECTATIONS OF THE COMMUNITY, I MEAN, THIS REALLY IS A GRASSROOTS THING.

THE COMMUNITY AND THE, AND THE LEADERSHIP OF THE COUNCIL IS WHAT MAKES THAT HAPPEN.

THEY W WE ASK THEY APPROVE, OR THEY, THEY SAY, HEY, HAVE YOU CONSIDERED? AND WE, WE LOOK AT IT AND STUDY AND BRING IT FORWARD.

SO IT'S, IT'S, IT'S MOVING IN THE RIGHT DIRECTION FOR SURE.

WHAT'S THE TOTAL BUDGET, 12,000,011.

IS THAT RIGHT? KEITH, I'M GONNA, I'M GONNA LET HIM TALK ON THAT ONE.

I'LL MESS IT UP.

PERSON.

[00:55:01]

PERSONNEL IS ALWAYS THE BIG NUMBER.

YEAH.

THAT'S WHAT WE'LL CALL IT.

12 MILLION.

I'LL GRAB MY DOCUMENTS.

I GAVE LAST WEEK.

THAT'S PRETTY BAD.

WELL, AGAIN, I THINK COUNSEL AND MR. BRADFORD HAVE BEEN EXTREMELY RECEPTIVE AND SUPPORTIVE OF, UM, OF THE ROLE OF PARKS AND REC AND CULTURAL ARTS IN THE COMMUNITY.

I MEAN, IT'S, IT'S WHAT PEOPLE WANT AND THAT'S WHAT THEY'RE DELIVERING.

YEAH, I AGREE.

SO WE'VE GOT 12 MILLION, 90, 2000 SO CLOSE AND LAST YEAR WHERE HE'S AT LEVEL 2%.

WOW.

OKAY.

THAT'S GREAT.

YOU'VE GOT THE ADDITIONAL 900,000 JUST IN THE RECORD.

THANK YOU.

AND THIS IS THIS OFFICIALLY APPROVED? NO, THERE, YEAH.

THERE'S TWO MORE MEETINGS, I THINK, TO, FOR THE PUBLIC HEARING AND THEN THE APPROVAL OF THE, OF THE TAX RATE AND EVERYTHING.

SO THE CITY MANAGER AND COUNCIL HAVE DONE AN AMAZING JOB OF PUTTING TOGETHER A BUDGET THAT MEETS A LOT OF NEEDS, UM, WITH NO, NO HIT TO THE WALLET.

CORRECT.

WELL, I WAS GOING TO ASK ON THAT.

SO THANK YOU FOR THE REMINDER.

DO YOU NEED INPUT OR A PRESENCE LIKE CANCELED? WE'D LOVE TO HAVE YOU THERE'S NO, NO HARM IN IT WHATSOEVER.

I THINK THAT'S, IT'S ALWAYS NICE TO SEE THE SUPPORT FROM THEIR, THE, THE FOLKS THAT THEY APPOINT TO CARRY OUT THEIR, THEIR PLANS FOR PARKS AND REC SERVICES.

SO WE'LL SEND YOU THE SCHEDULE, CAUSE IT HAS CHANGED.

I NEED TO WE'LL WE'LL SEND THE SCHEDULE OUT AND YOU CAN PRIORITIZE, WHICH MEANS YOU BETCHA.

THANKS.

YEAH.

YES.

I STARTING TODAY.

SEPTEMBER 1ST, THE, UH, NO, THE, UM, THE LAST ONE, NO, THE GOVERNOR DID NOT RENEW THE, UM, THE ORDER TO ALLOW REMOTE MEETINGS.

SO, AND SO THERE'S TWO BUDGETS HAPPENING AT THIS TIME.

IT'S, UM, THE, THE STANDARD GENERAL FUND AND THE TAX RATE AND ALL THAT, THAT WE PRESENTED HERE, BUT THERE'S ALSO SOME ARPA AMERICAN RESCUE PLAN FUNDS FROM THE FEDERAL GOVERNMENT THAT ARE BEEN ALLOCATED TO GARLAND.

AND IN, UH, THE AMOUNT OF ABOUT 53 MILLION OVER A COUPLE OF YEARS, UH, THREE, FOUR YEARS, MAYBE FOUR YEARS.

UM, AND SO THERE ARE ABOUT 500 MILLION IN NEEDS ACROSS THE CITY AND 53 TO DISTRIBUTE.

SO THAT, THAT WILL BE A S YOU'LL SEE THAT ON THE COUNT ON THE SCHEDULE TWO IS WHAT THOSE MEETINGS ARE.

SO THOSE ARE, THEY'VE GOT SOME TOUGH CHOICES TO MAKE, BUT IMPORTANT DECISIONS.

MR. CHAIR, I WOULD, I WOULD RECOMMEND TO THE BOARD THAT YOU REACH OUT TO YOUR COUNSEL AND DECIDED IT WAS LOOKED AT THE BUDGET, AND WE
