THIS IS OUR WORK SESSION PORTION OF THE MEETING, AND I'LL LET YOU TAKE IT AWAY.

THANK YOU. FIRST, I'D LIKE TO GO OVER THE MINUTES AND THE PLAT.

WE HAVEN'T CHANGED AT ALL, MR. [INAUDIBLE]. I DON'T SEE ANY COMPLAINTS.

OKAY. NEXT ITEM IS A ZONING CASE Z TWENTY ONE FORTY THREE THE APPLICANT PROPOSES TO REZONE THE PROPERTY TO TO USE THE EXISTING BUILDING FOR RETAIL AND RESTAURANT USES.

THE SITE IS LOCATED AT 1640 AND 1680 EAST GATE DRIVE.

THIS IS A ZONING CHANGE FROM PLAN DEVELOPMENT SIXTY NINE THIRTY ONE FOR COMMUNITY RETAIL USES AND PLAN DEVELOPMENT, EIGHTY SIX TWENTY SIX FOR COMMUNITY OFFICE USES TO COMMUNITY RETAIL DISTRICT.

HERE'S THE CASE INFORMATION THE ACREAGE IS APPROXIMATELY THREE POINT FIVE TWO ACRES.

THIS IS THE CITY WIDE LOCATION MAP, THE RED STAR IDENTIFIES THE APPROXIMATE LOCATION OF THE SUBJECT PROPERTY. AND THIS IS THE LOCATION MAP, THE SUBJECT PROPERTY'S OUTLINED IN THE TEAL BLUE COLOR.

AND AS YOU CAN SEE, IT'S BETWEEN TWO DIFFERENT ZONING DISTRICT, WHICH IS PD SIXTY NINE THIRTY ONE FOR COMMUNITY RETAIL USE AND PD EIGHTY SIX TWENTY SIX FOR COMMUNITY OFFICE USES. AND IN PD EIGHTY SIX TWENTY SIX, THERE IS A STIPULATION FOR RETAIL USE.

IT HAS TO BE.

IT'S ALLOWED AS LIMITED USE, WHICH LIMITED USE SHALL HAVE, SHALL NOT HAVE ANY EXTERIOR SIGNAGE OR EXTERIOR ACCESS FACING THE PUBLIC STREET.

AND THE APPLICANT WOULD LIKE TO REMOVE THAT STIPULATION AND JUST COMPLETELY REZONE THE PROPERTY TO COMMUNITY RETAIL TO ALLOW RETAIL AND RESTAURANT USES.

THE PROPERTIES TO THE NORTH ACROSS MARKETPLACE ARE ZONE FOR PD ZERO SIX THIRTY SEVEN FOR COMMUNITY RETAIL AND PD 1813 FOR MULTIFAMILY.

AND THERE IS A SHOPPING CENTER GROCERY STORE.

PROPERTIES TO THE EAST ARE ZONED PD ZERO EIGHT THIRTY SIX.

SORRY YEAH ZERO EIGHT THIRTY SIX FOR COMMUNITY RETAIL AND THERE'S A RESTAURANT.

PROPERTIES TO THE SOUTH ACROSS SIX THIRTY FIVE ARE IN THE CITY OF DALLAS AND PROPERTY TO THE WEST IS ZONED PD SIXTY NINE THIRTY ONE AND THERE IS A HIGHER EDUCATION FACILITY.

THE FUTURE LAND USE MAP OF THE ENVISION GARLAND PLAN DESIGNATES A SUBJECT PROPERTY AS COMMUNITY CENTER.

HERE ARE SOME OF THE SITE PHOTOS.

THE TOP LEFT IS VIEW OF THE SUBJECT PROPERTY FROM SIX THIRTY FIVE, AND THAT'S THE EXISTING BUILDING THE APPLICANT WILL REMODEL.

THE TOP RIGHT IS EAST OF THE SUBJECT PROPERTY AND THAT'S THE RESTAURANT.

BOTTOM LEFT IS SOUTH OF THE SUBJECT PROPERTY CITY OF DALLAS AND BOTTOM RIGHT IS WEST OF THE SUBJECT PROPERTY. THE PROPOSED USES ARE COMPATIBLE WITH THE COMPREHENSIVE PLAN.

AND THIS IS A TRADITIONAL REZONING WITHOUT A PLAN DEVELOPMENT.

AND THESE REQUESTS DO NOT REQUIRE ANY DETAILED PLAN OR APPROVAL TO COMMENCE OR DIRECT DEVELOPMENT. AND THE INTENT OF THE REQUEST IS TO RENOVATE THE EXISTING BUILDING FOR A RESTAURANT WITHOUT ANY DRIVE THRU AND RETAIL USES, AND THE BUILDING FOOTPRINT AND PARKING LAYOUT WILL REMAIN THE SAME.

IN ADDITION, THE CURRENT SITE CONFIGURATION COMPLIES WITH THE DEVEL OPMENT STANDARDS IN THE COMMUNITY RETAIL DISTRICT.

STAFF RECOMMENDS APPROVAL OF THE CHANGE IN ZONING FROM PLANNED DEVELOPMENT, SIXTY NINE THIRTY ONE FOR COMMUNITY RETAIL USES AND PLAN DEVELOPMENT, EIGHTY SIX DASH TWENTY SIX FOR COMMUNITY OFFICE USES TO COMMUNITY RETAIL DISTRICT.

WE DID SEND OUT NOTIFICATION LETTERS, SENT OUT 12 LETTERS AND WE RECEIVED ONLY ONE RESPONSE THAT WAS WITHIN THE NOTIFICATION AREA AND FOR THE REQUEST, BE HAPPY TO ANSWER ANY QUESTIONS.

COMMISSIONER ROSE HAD INDICATED.

WHAT RESTAURANT MIGHT BE MOVING IN THERE? THAT WOULD BE THE QUESTION FOR THE APPLICANT.

IT WAS A GOOD HIT AND WE'VE DONE A LOT OF COMMERCIAL PROPERTIES AS WELL.

OUR TEAM KIND OF FOCUSES ON THESE DISTRESSED PROPERTIES AND KIND OF BRINGING THEM BACK TO LIFE. WE HAVE A PROPERTY HERE IN GARLAND, ON BROADWAY, IN CENTERVILLE, WHICH WAS COMPLETELY EMPTY, AND WE KIND OF FILLED IT IN AND KIND OF BROUGHT IT BACK TO LIFE.
