OKAY,

[00:00:05]

WELL, UH, WELCOME.

IT'S GOOD

[Environmental and Community Advisory Board on July 14, 2021.]

TO SEE EVERYBODY FACE TO FACE.

UH, AGAIN FOR FIRST TIME IN, WELL, OVER A YEAR.

UM, WHY DON'T WE GET STARTED, UM, WITH A ROLL CALL AND, UH, AND THEN DR.

SAMUEL, MAYBE IF YOU COULD JUST TELL US A LITTLE BIT ABOUT YOURSELF, IT'S YOUR FIRST MEETING AND SORT OF INTRODUCE YOURSELF TO US.

WHY DON'T WE START, UH, DOWN AT THE END, JOHN, WITH OUR ROLL CALL, WE'LL GO THROUGH JOHN BALL, DISTRICT TWO.

SHE WAS SAMUEL.

OR DID YOU SLEEP FOR YOUR REAL FULL UPON THOSE STAFF LIAISON? KAYLA BARNS, DISTRICT SIX ROBERT'S DISTRICT, KEN RISSER.

MAYOR'S APPOINTEE, ROB TODD DISTRICT GATE.

OKAY.

WE HAVE A QUORUM FOR THIS EVENING.

UM, WHY DON'T WE GO AHEAD AND ACTUALLY, WHY DON'T WE JUST HEAR A LITTLE BIT FROM YOU, DR.

SAMUEL, FEEL COMFORTABLE JUST TELLING US A LITTLE ABOUT YOURSELF, WHAT YOU DO.

OKAY.

OKAY.

UM, YEAH, I SAID MY NAME IS SHABU SAMUEL, AND, UM, UM, I HAVE A LOT OF AREAS TO COURT, LIKE, YOU KNOW, UM, I'M A PSYCHOLOGIST AND ALSO AT THE SAME TIME, A PASTOR, ALL IN PASTOR AND, UM, HOW MY WIFE, SUSAN AND MY TWO KIDS, 27 AND 22.

AND IT'S.

YEAH, AND ALSO I'M RUNNING A BUSINESS FEW BUSINESS, UH, HOSPICE CARE, HOME HEALTH DME, AND A THERAPY COMPANY AND, UH, ORIENTED DENTAL TRADING IN U S AND UAE.

SO, AND I'M INVOLVED MORE IN THE COMMUNITY, UM, WITH DIFFERENT, UM, WORLD MALARIA COUNCIL AND I'M THE PRESIDENT FOR DALLAS AND ALSO I'M A HOMEOWNER HOMEOWNERS ASSOCIATION PRESIDENT AND, AND I WAS IN COMMUNITY MULTICULTURAL COMMISSION FOR SIX YEARS.

AND THEN, YOU KNOW, I'M, MY PASSION IS TO HELP THE COMMUNITY IN DIFFERENT AREAS, IN WHATEVER CAPACITY I CAN HAVE THEM REACH OUT AND MAKE COMFORTABLE IN CITY OF CHARLOTTE.

VERY NICE.

WELL, GLAD TO SEE YOU HERE.

UM, WELCOME.

UH, WHY DON'T WE GO AHEAD AND APPROVE A NUMBER FIRST ITEM ON THE AGENDA, THE APPROVAL OF THE MINUTES FROM THE JUNE 9TH MEETING.

UM, IF EVERYONE HAS HAD A CHANCE TO TAKE A LOOK AT THOSE? UM, YEAH, THERE WAS ONE COMMENT THAT I HAD ABOUT THAT ISN'T THAT PRESENTATION THAT I DID LAST, UH, LAST MONTH.

UH, IT WAS AN AUTHORED, I GUESS YOU COULD SAY MY NAME, NOT ON IT.

SO I THINK THAT SHOULD BE PUT ON IT.

WE CAN MAKE THAT CHANGE.

OKAY.

THANK YOU.

I APPRECIATE, UM, WHEN WE SEND YOU GUYS THE MINUTES, IF YOU CAN TAKE A LOOK AT THOSE, JUST TO MAKE SURE THAT WE CAPTURE EVERYTHING OKAY.

THAT WAY, WHEN WE HAVE THE MEETING, WE'VE ALREADY MADE ALL THE CORRECTIONS, PLEASE, BUT WE'LL, WE'LL, WE'LL TAKE CARE OF THAT.

UH, DO I HAVE A MOTION TO APPROVE? I'LL MAKE A MOTION TO APPROVE THE MINUTES AS PRESENTED IN A SECOND.

ALL RIGHT.

UH, WELL THEN THE MINUTES WILL BE APPROVED AS CORRECTED, UH, ITEMS FOR INDIVIDUAL CONSIDERATION.

UH, WE HAVE, UM, A PRESENTATION FROM STORMWATER, PAULA.

HOW DO YOU PRONOUNCE YOUR LAST NAME? RIGHT.

SNATCHER EASIER THAN ALEXA.

UH, WELL WELCOME.

UM, UH, YOU ARE THE ENVIRONMENTAL EDUCATION COORDINATOR? YES.

OKAY.

OKAY.

ALRIGHT.

HELLO WAS GREAT TO SEE SOME NEW FACES.

UM, I HAVE PRESENTED TO SEE NECK BEFORE, BUT, UM, SO IT'S GREAT TO MEET SOME OF Y'ALL.

ALL RIGHT.

SO, UM, I HAD RECEIVED A CALL, I THINK ABOUT, UM, LITTER AND GARLANDS.

OF COURSE, THAT'S A PROBLEM EVERYWHERE.

UM, AND THERE'S A LOT OF DIFFERENT SOLUTIONS AND I KNOW, UM, WE CAN TALK A LITTLE BIT AT THE VERY END ABOUT SOME OF THE, UM, ENGINEERING SOLUTIONS THAT WE HAVE NOT, AND DO NOT PLAN ON IMPLEMENTING, BUT WE CAN CERTAINLY TOUCH ON THOSE A LITTLE BIT, BUT ALL RIGHT.

HOPEFULLY, YES.

UH, THIS IS JUST KIND OF AN OVERVIEW AND I'M, I'M PREACHING TO THE CHOIR HERE BECAUSE Y'ALL SIT ON C KNACK, BUT, UM, THIS IS SOMETHING REALLY IMPORTANT AS PART OF OUR LITTER CAMPAIGN IS THE PLASTICS.

AND, UM, EVERYBODY IT'S BY, YOU KNOW, THEY SAY BY 2050, WHICH IS NOT VERY FAR AWAY ANYMORE, UM, THAT WE'RE GOING TO HAVE MORE PLASTIC PER TON THAN FISH IN OUR OCEAN AT THE, AT THE RIGHT WE'RE ACCUMULATING THAT, AND THIS IS HOW LONG IT JUST TAKES FOR IT

[00:05:01]

TO GO AWAY, WHICH, AND SOME OF THESE ARE NOT IN OUR LIFETIME EVER.

AND THEN YOU HAVE TO THINK, HOW LONG DID WE USE THOSE AT THAT TIME? UM, SO I, UM, ALWAYS GET THESE NUMBERS FROM, UM, THIS ORGANIZATION THAT DOES A WORLDWIDE CLEANUP, UH, OCEAN CAN SERVICE A CONSERVATORY OR WHATEVER.

I'M TRYING TO REMEMBER EXACTLY WHAT THE NAME OF IT IS, BUT ANYWAY, THEY DO THIS CLEANUP ANNUALLY, UM, THAT EVEN DID IT THROUGH COVID.

UM, AND, UH, I HAD TO UPDATE THESE NUMBERS FOR THIS YEAR.

AND SO THAT'S WHAT WE'RE GOING TO TALK ABOUT A LITTLE BIT.

UH, CIGARETTE BUTTS IS USUALLY OUR NUMBER ONE ITEM WORLDWIDE THIS YEAR.

IT ACTUALLY DROPPED A LITTLE BIT WORLDWIDE, BUT OUR NUMBERS FOR UNITED STATES ACTUALLY INCREASED.

SO, UM, I GUESS WE'RE STILL SMOKING IN THE UNITED STATES.

IT'S STILL DROPPING THOSE CIGARETTE BUTTS.

UM, AND THEN NOW THE NUMBER ONE, UH, WORLDWIDE IS THE FOOD WRAPPERS, THE CANDY, THE CHATS, YOU KNOW, ALL THOSE LITTLE PLASTIC BAGS, UM, THAT ALL THOSE LITTLE, UH, FOOD WRAPPERS AND YOU CAN, SO YOU CAN SEE LIKE THE TOP NUMBER IS WHAT WE COLLECTED IN THE UNITED STATES.

AND THE BOTTOM NUMBER IS A WORLDWIDE NUMBER.

SO, AND IF YOU ACTUALLY COLLECTED, IF YOU ADDED ALL THE PLASTIC TOGETHER, YOU CAN SEE HOW MUCH THAT WOULD BE.

YOU GOT PLASTIC BOTTLE CAPS, YOU GOT PLASTIC BOTTLES, YOU GOT PLASTIC BAGS, PLASTIC GLADES, YOU SEE WHAT THE THEME IS HERE.

AND, UH, THAT WOULD OVERTAKE ALL OF IT ALTOGETHER.

AND THE STRAWS.

UM, I THOUGHT THIS WAS REALLY INTERESTING WHY I HIGHLIGHTED IT IN THE US.

UH, IT WENT UP SIGNIFICANTLY AND OVERALL WORLDWIDE, IT WENT DOWN SIGNIFICANTLY.

SO, UM, WE'RE STILL USED TO USING OUR STRAWS.

THERE'S A LOT OF, YOU KNOW, DON'T USE THE STRAW CAMPAIGNS OUT THERE AND I GUESS IN SOME COUNTRIES MAYBE THAN THE UNITED STATES, BUT IT'S ALWAYS AN INTERESTING, UM, REPORT TO READ.

THEY HAVE A LOT OF OTHER SCIENTIFIC STUFF OUT THERE, BUT, UM, IT'S ALWAYS SOMETHING THAT KIND OF, YOU CAN KNOW, THAT'S WHAT WE'RE SEEING WORLDWIDE IN THE UNITED STATES.

THAT'S WHAT WE'RE GOING TO BE SEEN HERE IN GARLAND.

IF WE, YOU KNOW, DOVE DEEP INTO OUR CREEKS AND OUR LAKES.

SO, ALL RIGHT, AND THIS IS JUST KIND OF WOW, PER YEAR.

THIS IS KIND OF WHAT PEOPLE ARE USING, UH, 584 STRAWS, 156, JUST DISPOSABLE, YOU KNOW, WATER BOTTLES, WHICH YOU'RE ONLY USING.

I THINK LIKE, I THINK THEY SAID 12 TO 15 MINUTES IS YOUR MAX THAT YOU WERE USING THESE SINGLE USE ITEMS. AND THE PROBLEM IS AS THAT WE'RE NOT RECYCLING IT OR IT CAN'T BE RECYCLED.

UM, CHINA'S CHANGED THE RECYCLE WAY.

AND, UM, WE'RE JUST OUT USING OUR, UM, RECYCLING ANYWAY.

I MEAN, WE JUST, WE CANNOT OUT RECYCLE OUR USE OF PLASTIC.

AND THE REASON WHY I HARP ON THIS IS BECAUSE WHEN WE TALK ABOUT LITTER, AS YOU CAN SEE FROM THOSE THAT PREVIOUS SLIDE, PLASTIC ME, I GUESS, ITEM, AND IT BREAKS DOWN INTO THESE MICROS AND, UM, AND YOU CAN'T EVEN, YOU CAN'T EVEN SEE THEM, BUT THEY'RE THERE.

SO THEY SAY THAT, UM, 1 MILLION BAGS ARE USED EVERY SO, UH, HOW LONG IS MY PRESENTATION? WELL, SO LET'S GET TO WHAT WE'RE DOING AT THIS, FOR THE STORM WATER PROGRAM.

AND JUST SO THAT YOU ALL UNDERSTAND IS NOT A, WE'RE NOT LIKE EWS OR NOT LIKE STREETS OR PARKS, BUT WE ARE IN ALMOST ALL THE DEPARTMENTS BECAUSE WE GIVE THEM MONEY FROM OUR PROGRAM.

SO STREETS GET SOME MONEY.

A HEALTH DEPARTMENT GETS SOME MONEY.

ENGINEERING GETS MONEY, PARKS GETS MONEY, AND THEY ALL DO DIFFERENT THINGS TO HELP US KEEP OUR PERMIT AND WHAT WE TOLD THE STATE AND THE FEDERAL GOVERNMENT WE WERE GOING TO DO.

UM, PART OF THAT IS, UH, COLLECTING THESE NUMBERS.

AND THIS IS SOME OF WHAT, UH, PARKS AND STREETS DO AND STREETS COLLECTED, UH, THIS, THIS LAST YEAR.

NOW YOU HAVE TO REMEMBER

[00:10:01]

SOME OF THESE NUMBERS ARE GOING TO BE A LITTLE OFF BECAUSE OF COVID.

UM, BUT 108 CUBIC YARDS OF FLOATABLES.

THAT MEANS, UM, BASICALLY THE TRASH THAT YOU CAN SEE IN YOUR WATERWAYS, UM, PARKS AND THE RIGHT OF WAYS THEY GO, THEY WENT OUT AND COLLECTED 374 TIMES OF TRASH, BUT YOU CAN SEE LAST YEAR, HOW THEY COLLECTED WAY MORE, 656.

SO I EXPECT THE 3 74 TO INCREASE.

NOW THAT WE'RE BACK IN THE OFFICE AND EVERYTHING, I ACTUALLY TALKED TO THEM ABOUT THIS NUMBER.

AND THEY SAID THAT, CAUSE I WAS LIKE, WELL, WHY COULDN'T YOU HAVE PICKED UP TRASH WHEN IT WAS, YOU KNOW, NO ONE'S AROUND.

UM, AND THEY SAID THAT, UM, THEY WERE ACTUALLY WORKING LIKE A WEEK ON AND A WEEK OFF SITUATION.

I DON'T, I DON'T KNOW, NOT IN PARKS, BUT, AND THAT THEY WERE ACTUALLY FINDING LESS TRASH BECAUSE PEOPLE WEREN'T AT IN THE PARKS AND WEREN'T ON THE ROADS AT THAT TIME.

SO LITTLE COMBINATION STUFF, AND OUR STRAIGHT DEPARTMENT SWEPT UP, UM, 3,500 CUBIC YARDS AND THEY COVERED 2,510 LANE MILES DOING THAT, WHICH IS LESS MILES, BUT MORE CUBIC YARDS.

SO THAT'S NOT A GREAT TREND THAT WE WANT TO SEE.

AND THEY CLAIMED 188 INLETS.

SO ALL THIS STUFF KEEPS OUR LITTER AND TRASH OUT OF OUR WATERWAYS, WHICH IS WHAT WE WANT.

THAT'S WHY THE STORMWATER PERMIT, OR, YOU KNOW, WE COVER THAT IN THE PERMIT AND THEN THE STORMWATER PROGRAM PAYS FOR THIS TO HAPPEN.

SO NOT ONLY JUST PEOPLE, BUT YOU KNOW, THE STREET SWEEPERS AND ALL OF THE EQUIPMENT.

ALRIGHT.

SO THAT IS, UH, WE TALKED ABOUT THE FLOATABLES AND, UM, THEY, YOU KNOW, HONESTLY WE DON'T HAVE LIKE, UM, A REALLY NICE, COOL LITTLE BOAT, YOU KNOW, TO GET IN OR ANYTHING.

I MEAN, KEN KNOWS WHAT TALKED ABOUT THE FACT THAT YOU KNOW, HOW TO GET DOWN INTO, LIKE, WHEN WE WERE DOING THE CLEANUPS NEAR LAKE RAY HUBBARD, YOU KNOW, HOW WE COULD GET DOWN THERE, THEY, YOU KNOW, THEIR BRIGHTS ON AND GET OUT THERE TO WHERE THEY CAN GET THE LITTER AND STUFF.

BUT THAT REALLY MAIN FOCUS IS ON, UM, KEEPING THE WATER, THE WATERWAY FREE FOR THE FLOW.

SO WHETHER IT'S A DOWN TREE OR, UH, BRANCHES, IF IT'S COLLECTED A LOT OF TRASH, THEN THAT WILL COME ALSO, YOU KNOW, WITH IT.

BUT THEIR MAIN FOCUS IS KEEPING THE WATER FLOWING.

UM, SO WE DO HAVE THREE MAIN CREEKS IN GARLAND AND, UH, WE HAVE SPRING CREEK AND THAT CREEK, AND WE HAVE DUCK CREEK.

THAT CREEK IS THE BIG ONE THAT RUNS, YOU KNOW, RIGHT THROUGH CENTRAL GARLAND ROLLETTE CREEK.

UM, IT'S REALLY NICE BIG ONE.

AND THE REASON WHY I PUT THIS ON HERE, AS YOU CAN SEE THAT AS, YOU KNOW, CREEKS, DON'T JUST START AND END IN GARLAND.

SO WHEN IT RAINS AND WE HAVE ALL THIS LETTER AND LAKE RAY HUBBARD, IT'S NOT NECESSARILY GARLAND'S LITTER, IT'S COMING FROM EVERYBODY, EVERYBODY UP NORTH, EVERY, YOU KNOW, A LOT OF DIFFERENT, UH, CITIES AND A LOT OF DIFFERENT WAYS THAT THAT LETTER IS ACTUALLY GETTING INTO, UM, OUR LIGHT, OUR CREEKS, AND THEN INTO LAKE RAY HUBBARD, WHERE YOU SEE IT, YOU KNOW, VERY VISIBLY SOMETIMES, UNFORTUNATELY.

SO, UM, THIS IS THE STREET DEPARTMENT BACK A FEW YEARS BACK, THEY WENT INTO RELIC CREEK AND HAD TO REMOVE SOME DEBRIS, BUT, UM, IT WAS BLOCKING THERE'S SEWER SEWER LINE RUNNING ACROSS, BUT THERE WERE TREE BRANCHES AND BUNCH OF, LOTS OF LITTER AND TRASH, AND IT TOOK, UH, 30 YARD TRUCKLOADS.

SO 35 OF THEM TO REMOVE ALL OF THAT.

AND I JUST TALKED TO THE STRAIGHT DEPARTMENT TO GET AN UPDATE CAUSE THEY WERE ACTUALLY OUT AT DUCK CREEK.

THEY HAVE TO DO A EVERY YEAR GO THROUGH DUCK CREEK BECAUSE IT GETS, UM, PERMITTED BY THE ARMY CORPS OF ENGINEERS.

SO THEY HAVE TO MAKE SURE IT'S NICE AND CLEAN THROUGH THERE.

UM, BUT HE SAID THEY WERE JUST OUT AT RELIC CREEK ABOUT FOUR MONTHS AGO AND THEY DID ABOUT 10 TRUCKLOADS.

UM, AND ONCE AGAIN, THEIR FOCUS IS ON, UH, THE WATERWAY AND THE FLOW.

SO THEY'RE NOT JUST GOING TO GO OUT TO RELIC CREEK EVERY YEAR AND CLEAN IT IT'S IF THERE

[00:15:01]

IS AN ISSUE OF, UM, BLOCKAGE, UM, POSSIBLE, UH, LIKE SOMETIMES WE GET SUCH BIG TREES THAT IT COULD, YOU KNOW, DAMAGE A BRIDGE, YOU KNOW, SO WE WANT TO GET IN THERE AND TRY TO GET, YOU KNOW, SOME OF THAT OUT.

SO THEY WORKED VERY HARD AND OUR PARKS DEPARTMENT, SO I GAVE YOU THOSE NUMBERS OF WHAT THEY WERE PICKING UP.

AND I THINK THESE WILL INCREASE.

AND I'LL TELL YOU WHY THAT SHOULD INCREASE.

UM, CURRENTLY, UH, WELL, THIS PAST WHAT YOU SAW IN THE NUMBERS, THEY HAD FOUR EMPLOYEES WORKING THE PARKS, THEY HAVE THREE EMPLOYEES WORKING THE RIGHT OF WAYS IN THE MEDIUMS, THE STORMWATER PAYS FOR THEM.

AND, UM, THEY ALSO HAVE A NEW, UM, BUDGET LINE FOR CONTRACT LABOR AND THAT WAS NEW.

AND SO THEY'RE DOING, AND I ASKED THEM, I'M LIKE, WELL, I HEARD Y'ALL REALLY WEREN'T USING THAT YET.

AND HE GOES, OH NO, THEY'RE ON BOARD AND THEY'RE OUT THERE.

SO THEY DO I 30 EVERY DAY.

UM, AND THEY DO 6 35 ONCE A WEEK.

THEY DO GARLAND ROAD AND HIGHWAY 78 ONCE A WEEK.

SO THIS IS CONTRACT THROUGH PARKS MAINTENANCE.

AND, UM, SO THEY'RE OUT THERE JUST, UH, PICKING UP THE LITTER IN THE HIGH TRAFFIC, HIGH VISIBILITY AREAS.

UM, AND THEN BECAUSE, UM, WELL IT HAPPENS, YOU KNOW, LETTER HAPPENS.

SO WE ALSO HAVE NUMEROUS, NUMEROUS, UH, EDUCATION, UH, HAVE TWO BILLBOARDS.

WE HAVE UVS WITH CITY PRESS.

WE HAVE HAVE A JILLION THINGS, UM, ALL DIFFERENT WAYS THAT WE TRY TO COMMUNICATE WITH, UM, OUR RESIDENTS ABOUT THE FACT THAT, UM, ABOUT LITTER.

SO THIS WAS ONE OF OUR BILLBOARDS THAT WE DID.

UH, THIS WAS, UM, ANOTHER BILLBOARD WE DID AND PET POOP.

WE TALK ABOUT ROLLET CREEK AND WE TALK ABOUT WHAT HAPPENS WHEN IT RAINS.

YOU KNOW, WE GET ALL THIS LITTER, WELL, HONESTLY, THIS HUGE SPIKE IN BACTERIA WHEN IT RAINS.

UM, AND WE'RE ACTUALLY ON THE FEDERAL LIST.

IT'S THE NAUGHTY LIST OF, UM, HEALTHY, HAVING HEALTHY WATERWAYS AND RELIC CREEK IS IN THE NAUGHTY LIST FOR, UM, BACTERIA.

SO REALLY WE'VE KIND OF HAVE SHIFTED A LITTLE BIT AND TRYING TO GET MORE IN THE PET POOP, HAVE A PET POOP, POLLUTES CAFE PPP.

AND, UM, SO WE KIND OF SHIFTED A LITTLE BIT TRYING TO REALLY GET THAT UP A LITTLE BIT, BUT AS YOU CAN SEE, WE'RE NOT THE ONLY CITY ON RELIC CREEK, SO THERE'S A JOINT EFFORT AND, UM, ALL THE CITIES ARE KIND OF TRYING TO WORK TOGETHER TO FIGURE OUT WHAT, WHAT WE NEED TO DO AND WHERE OUR POINTS ARE AT AND SUCH, BUT JUST KIND OF WANT IT TO GIVE YOU THAT FYI.

AND HERE'S SOME OTHER, UH, THERE ARE NUMEROUS, I COULD HAVE POSTED PAGE AFTER PAGE, AFTER PAGE OF OUR DIFFERENT ADS.

UM, WE DO EVERYTHING FROM WELL BEFORE COVID WE WERE DOING, UM, THE FOOTBALL PROGRAMS AT ALL THE HIGH SCHOOLS.

I HAD, UM, A LITTLE FOOTBALL PLAYER, THEY'RE FULL PAGE AD IN THEIR PROGRAMS. AND THEN, UM, I DON'T KNOW IF Y'ALL HAVE SEEN SOME OF THE TRASH BARRELS THAT WE WRAP.

UM, WE'RE ALWAYS DOING THOSE.

WE DO TAILGATES.

WE DO, LIKE I SAID, WE DO BILLBOARDS.

WE DO ALL KINDS OF THINGS TO TRY TO, UM, GET THAT NET, YOU KNOW, GET THAT BACK IN THEIR HEAD THAT, HEY, THIS ISN'T REALLY ACCEPTABLE.

YOU KNOW, NOT THAT IT SEEMS TO HELP AT TIMES, BUT ANYWAY, SO, UM, UM, I KNOW THAT, UH, I SPOKE WITH, UM, ROB BRIGHT.

I SPOKE WITH YOU, IS THAT CORRECT? NOW I SPEAK WITH, WAS IT YOU OKAY, SORRY.

AND, UM, WE TALKED ABOUT THE DIFFERENT WAYS THAT, UM, WE COULD COLLECT THE DEBRIS AND SUCH, AND WHILE WE DO HAVE THE LITTER PICKUPS AND MAINLY THAT'S, YOU KNOW, TO, YOU KNOW, WE ALSO WANT THE CITY TO BE BEAUTIFUL, YOU KNOW, THAT'S PART OF THE KEY GARLAND BEAUTIFUL MESSAGE.

WE OF COURSE WANT THAT.

AND, UM, THAT'S PART OF IT AND THAT'S WHY WE SEND OUT THESE CREWS TO PICK UP OUR LITTER.

AND WE ALSO WANT THEM OUT OF THE WATERWAYS, WHICH WE CAN, YOU KNOW, DO BY DOING THAT.

AND YOU HAD TALKED ABOUT, YOU KNOW, DOING THE BOONS AND THE OTHER THINGS INSIDE THE CREEK TO CAPTURE.

AND THE PROBLEM WITH THAT IS THAT

[00:20:01]

AS YOU SAW FROM ONE OF THOSE PICTURES, ALL THAT, ALL THE BRANCHES AND TREE TRUNKS, SINCE THAT WILL, THAT WILL TYPICALLY BREAK THOSE TYPE OF DEVICES AND THEN YOU WOULD HAVE MAINTENANCE AND THEN YOU WOULD HAVE, UM, HOW OFTEN WE WOULD HAVE TO SEND A CREW DOWN THERE TO COLLECT.

AND THEN WHERE ARE YOU GOING TO PUT THEM? YOU KNOW, THAT'S SEEMS TO BE A REALLY HARD QUESTION WHERE, WHERE ARE WE GOING TO PUT THEM? UM, YOU KNOW, WE DON'T, UH, WE'RE NOT THE LIKE HUB, UH, LIKE RIGHT HUBBARD, EVEN THOUGH WE BORDER IT, THAT'S DALLAS AND WE'VE ACTUALLY HAVE SUGGESTED THERE IS A PLACE THERE THAT POSSIBLY COULD DO, YOU KNOW, A CAPTURE SYSTEM AND HAVE MENTIONED THAT TO THE CITY OF DALLAS STORMWATER, BUT CURRENTLY THAT'S, I GUESS THAT'S ON THEM AND WE HAVEN'T SEEN ANY MOVEMENT TOWARDS THAT END.

UM, BUT FOR US TO CAPTURE IT INTO THE CREEKS IS REALLY NOT A VIABLE SOLUTION FOR OUR CREEKS, FOR WHAT WE HAVE.

UM, IT'S NOT VERY CONDUCIVE TO THAT.

SO THAT'S WHY WE DON'T HAVE THE CAPTURING SYSTEMS OUT THERE THAT YOU SEE, LIKE, YOU KNOW, I KNOW BALTIMORE HAS ONE IN THEIR BAY, THEY HAVE A CUTE LITTLE TRASH THING THAT SWIRLS AND COLLECTS THE TRASH, BUT IT'S A REALLY SMOOTH BAY.

THERE'S NOT LIKE, YOU KNOW, TREES AND TREE BRANCHES COMING THROUGH.

IT'S, YOU KNOW, IT'S JUST REALLY, UM, THEIR HARBOR TRASH THAT THEY'RE CAPTURING.

SO, UM, SO I JUST WANTED TO MAKE SURE WE, WE COVERED THAT, BUT AS YOU CAN SEE, WE ARE TRYING, YOU KNOW, TO DO SOME THINGS, UH, I KNOW IT'S, IT'S A BIG PUSH.

THAT'S WHY WE ADDED THE EXTRA MONEY TO HIRE THE CONTRACT.

UM, PEOPLE, UM, WE ALWAYS PARTNER WITH KATE GARLAND, BEAUTIFUL TRYING TO, YOU KNOW, DO OUR CLEANUPS.

SO IT JUST WOULD BE NICE IF WE DIDN'T HAVE TO DO CLEANUPS, YOU KNOW, PEOPLE WOULDN'T LET HER.

UM, BUT SO I HAVE A QUESTION.

YES.

SO WE TALKED ABOUT A LITTLE BIT EARLIER ABOUT THE LITTER COMING FROM OUR UPSTREAM NEIGHBORS.

AND YOU'D MENTIONED ALSO THAT, YOU KNOW, WE WERE ON SOME OTHER THINGS THAT WE'RE WORKING JOINTLY WITH HIM.

WHAT ARE WE, HOW ARE WE ADDRESSING THE, THE LITTER SITUATION WITH OUR NEIGHBORS UP NORTH? WELL, WE, UM, ONCE AGAIN, WE CAN'T PUT ANYTHING IN THERE TO CAPTURE THE LIVER, UM, AND THEY ARE ON THE SAME PAGE WITH THAT.

SITUATION'S THE SAME GREAT, YOU KNOW, PROBLEM UPSTREAM.

AND OTHER THAN THAT, WE SHARE ALWAYS COMMON IDEAS.

WE WORK THROUGH, YOU KNOW, COG, WHICH IS THE COUNCIL OF GOVERNMENTS.

WE HAVE SEVERAL DIFFERENT, UM, WORK GROUPS, KIND OF WHERE WE STEAL OTHER PEOPLE'S IDEAS MAYBE, OR JUST, YOU KNOW, BOUNCE OFF EACH OTHER AND JUST MAKE SURE WE'RE ALL ON THE SAME PAGE ABOUT WHETHER IT'S EDUCATION OR TESTING.

YOU KNOW, I KNOW THAT MIKE WORKS WITH THEM ABOUT, YOU KNOW, ABOUT THE BACTERIA TESTING FOR RELIC CREEK, UM, TO FIGURE OUT WHERE OUR BASELINE IS.

SO WE'RE, WE'RE CONSTANTLY WORKING WITH ALL THE OTHER CITIES, EVEN IF IT'S NOT IN OUR CREEKS, YOU KNOW, MAYBE THEY HAVE SOMETHING THEY'RE WORKING ON OVER HERE, YOU KNOW, IN FORT WORTH AND THE TRINITY.

SO IT DOESN'T MATTER.

IT'S ALWAYS A GOOD SOLUTIONS, A GOOD SOLUTION, BUT YEAH, WE'RE ALWAYS IN THAT NETWORK.

OKAY.

TORI, UH, YEAH, I HAD A QUESTION.

UM, STORM STORM WATER HAS ALWAYS BEEN SOMETHING THAT I'VE BEEN CURIOUS ABOUT.

I LIVE RIGHT NEXT TO, UM, A DRAINAGE AREA, UH, IN BETWEEN PLANO AND JUPITER, SOUTH OF BUCKINGHAM.

SO I WAS LOOKING AT THE MAP.

IT LOOKS LIKE WE DRAIN INTO DUCK CREEK THERE.

AND ABOUT ONCE A YEAR, I'LL HAVE TO DO LIKE AN ESS.

UM, HEY, COULD SOMEONE CLEAN UP THIS, UM, THIS, THIS AREA BASICALLY YOU'VE GOT STREET RUNNING ACROSS, AND THEN THERE WILL BE A COLLECTION OF TREE BRAND.

IT'S LIKE A MIX OF LITTER AND THEN TREE BRANCHES AND STUFF LIKE THAT.

I KNOW THAT SUBMITTING TO WATER IS NOT WHAT I DO BECAUSE I DID THAT ONE YEAR.

UH, MAYBE I'VE SUBMITTED THE STREETS.

I DON'T QUITE KNOW IN ESS WHO TO SUBMIT THAT TO, OR EVEN THEN WHAT DEPARTMENT IS COMING, BECAUSE I IMAGINE IT'S PROBABLY STREETS, BUT THEN THERE'S PROBABLY SOME EWS INVOLVED TOO.

CAUSE IT'S A LOT OF JUST BULK TRASH SOMETIMES, BUT THEN ALSO TREE LIMBS MATERIALS LIKE THAT.

HOW DOES THAT ALL GET SORTED THROUGH? WHO'S PAYING FOR THAT AS SOME WATER FROM, OR SOME, UM, MONEY FROM STORMWATER

[00:25:01]

CONTRIBUTING TO STREETS, THINGS LIKE THAT.

UH, IN FACT, WHEN YOU SEE OUR TRUCKS OUT THERE, THEY'LL SAY STORMWATER ON THEM AND THE MAJORITY THAT'S FROM STREETS, THEY RESIDE IN STREETS.

WE HAVE A HUGE DEPARTMENT, THERE ARE STATE DEPARTMENT, BUT IT'S LIKE OUR HUGE PROGRAM IS IN STREETS AND ALL OF OUR TRUCKS AND STUFF.

IT'LL CAUSE I GET CALLS ALL THE TIME.

OH, YOU GUYS ARE OUT HERE.

WHAT ARE Y'ALL DOING? I'M LIKE A STORMWATER.

AND THEY'RE LIKE, YES.

I'M LIKE, WELL, OKAY, WE'LL HAVE TO FIND OUT BECAUSE IT'S NOT ME, THAT STREETS CAUSE IT'S CONFUSING.

UM, BUT YEAH, SO, UM, STREETS IS PR THAT'S PART OF THEIR RESPONSIBILITY OR THE DRAIN IS NOT IT'S DRAINAGE CHANNELS, WHETHER IT'S A CREEK CHANNEL OR WHETHER IT'S, YOU KNOW, UM, A DRAINAGE CHANNEL.

SO THAT'S THEIR RESPONSIBILITY.

SO FOR ESS PURPOSES, I'M GOING TO STREETS TO SUBMIT SOMETHING LIKE THAT.

AND THEN ONCE STREETS IS COLLECTING IT, I IMAGINE IT'S BEING PROCESSED BY EWS IS GOING STRAIGHT TO THE LANDFILL.

ARE THEY THROUGH THAT? OKAY.

OKAY.

OKAY.

AND THEN THEY PROBABLY GO JUST STRAIGHT TO THE STREETS OF LANDFILL.

OKAY.

OKAY.

YEAH.

IT ALL COMES FROM THE STORM WATER PROGRAM.

I'VE ALWAYS KIND OF WONDERED ABOUT THE MINDSET OF A PERSON WHO LITTERS.

OFTENTIMES YOU SEE PEOPLE JUST DRIVING DOWN THE ROAD, THEY GET THROUGH WITH THEIR CIGARETTE AND THEY GO OUT THE DOOR.

I DON'T, I DON'T REALLY QUITE UNDERSTAND THAT MINDSET.

YOU KNOW HOW THAT, YOU KNOW, THEY SAY, I DON'T KNOW.

I MEAN MAYBE THEY JUST SAY, WELL MAYBE THIS LITTLE BIT OF TRASH WON'T HURT AND THEY JUST THROW THEIR, I FIND WITH 60 MINUTES, THE SMILE ON THEIR CAR.

BUT YEAH.

WHICH TO ME IS LIKE, OKAY, WELL WHY ARE YOU SMOKING? BUT ANYWAY, UM, THAT'S USUALLY THE CASE WITH THE CIGARETTE BUTTS, BUT EVERYTHING ELSE IS, IS YEAH.

THEY'RE WHETHER THEY'RE LAZY AND DON'T WANT TO COLLECT IT AND DISPOSE OF IT LATER.

I MEAN, BUT, AND I'VE SEEN IT FROM YOUNG TO OLD, TO, YOU KNOW, CRAZY OLDER, YOU KNOW, MY KIDS, THEY GET ONTO ME SOMETIMES, CAUSE SOMEONE WILL LIKE SO ANNOYING, THEY'LL OPEN THE CAR DOOR AND JUST SET THE TOP OUT, YOU KNOW, ON THE GROUND AND CLOSE THEIR CAR DOOR AND I'M SITTING, YOU KNOW, PARK, YOU KNOW, MAYBE IT WAS AT SEVEN 11 OR SOMETHING RACETRACK AND I'M A PAUL AND I'LL GET OUT AND I DON'T SAY A WORD, I JUST GET OUT AND I GO OVER AND I PICK UP THEIR CUP AND MY KIDS IN THE BACK ARE GOING, PLEASE, PLEASE, PLEASE, PLEASE.

I'M LIKE, I'M NOT GOING TO, I'M NOT GOING TO SIT, YOU KNOW, I'M JUST GONNA GO AND IT'S, YOU KNOW, SEE WHAT THEY DO.

BUT UM, I KNOW I HAD ONE PERSON AT IT.

THEY HAD DONE THAT AND THEY'RE LIKE, WELL, THEY'LL GET IT.

AND IT WAS SO WINDY THAT DAY AND IT WAS LIKE STYROFOAM AND I'M LIKE, THEY'RE NOT GONNA GET, THEY'RE NOT GOING TO CHASE IT ACROSS THE PARKING LOT.

BUT YEAH, THEY'RE JUST THEY'RE MOST OF THOSE PEOPLE WERE JUST TOO LAZY TO, YOU KNOW, GET TO I'VE OFTEN THOUGHT I'D JUST TELL HIM, PICK IT UP AND KIND OF PUT IT BACK ON THEIR CAR AND SAY, DID YOU DROP THIS BY MISTAKE? I GUESS IT'S, DIDN'T WANT TO HAVE TO DEFEND ME THAT DAY.

SO KIND OF PIGGYBACKING OFF THAT ARE GOING ALONG WITH THAT, DOES STORM WATER DO ANY TYPE OF LIKE EDUCATIONAL OUTREACH TO SCHOOLS AND IN THE LAST YEAR WITH COVID IT WAS KIND OF IMPOSSIBLE, BUT WHAT SORTS OF THINGS, IF ANYTHING, IS SORT OF STORMWATER DOING TO COMBAT.

SO I USUALLY DO AN AVERAGE OF 92 CLASSROOMS A YEAR, WHICH IS AROUND 3000 KIDS A YEARS.

WHAT I USUALLY SEE IN A TYPICAL YEAR, UM, WE ALSO DO A SCHOOL FOLDER, WHICH HAS OUR MESSAGE ON THAT, WHICH IS DO Y'ALL HAVE, Y'ALL HAVE HAD KIDS TO HAVE THAT TAKE HOME FOLDER AND YOU HAVE, THE PARENTS HAVE TO SIGN IT EVERY WEEK WITH THEIR STAFF.

SO THEY SEE THIS FOLDER EVERY WEEK AND, UM, US AND GO GREEN GARLAND, MOST OF THE DEPARTMENTS MINUS EWS THIS YEAR, PUT OUT THIS FOLDER FOR, UM, THEM TO TAKE HOME EVERY WEEK.

AND IT HAS OUR MESSAGE ON THERE.

YOU KNOW, SOMETIMES, YOU KNOW, IT'S CUTE SOMETIMES IT'S, YOU KNOW, IT DEPENDS ON THE FIELD OR WHAT WE'RE GOING WITH, BUT YEAH, SO WE WE'RE, WE'RE, LIKE I SAID, WE REALLY TRY TO BE EVERYWHERE BUSINESSES.

I SEND OUT STUFF TO BUSINESSES.

UM, SOMETIMES I DO CHAMBER AD.

UM, SO YEAH, WE DABBLE IN A LITTLE OF EVERYTHING, ALL THOSE CONTEST OF YES WE DO CONTESTS.

WE DO, UM, WE DO A, UM, ELEMENTARY SCHOOL CONTEST, UH, IN THE FALL AND IT CAN BE EITHER FROM, I CHANGE IT UP.

SOMETIMES IT'S AN ESSAY SOMETIMES IT'S, UM, A PITCHER

[00:30:02]

AND I CHANGED THE TOPICS.

SO ONE TIME IT WAS SPECIFICALLY ABOUT LITTER AND SOMETIMES IT WAS ABOUT PLASTICS.

AND SO I CHANGED THE TOPICS TO KIND OF, YOU KNOW, IN CASE I HAVE SOME REPEAT ABOUT, YOU KNOW, EVERY FOUR YEARS, I KNOW I CAN RECYCLE, BUT NO, FOR THE MOST PART, I, I TRY TO CHANGE IT UP.

ONE TEACHER WROTE ME AND WAS LIKE, WE REALLY LOVED THIS.

AND I HAD THEM GO OUT AND TAKE TURN, NOT JUST AN ESSAY, BUT TURN IN PICTURES OF LITTER IN THEIR NEIGHBORHOOD AND HOW THAT MADE THEM FEEL.

AND ONE OF THE TEACHERS IS LIKE, WOW, WAY TO BRING IT UP.

LIKE THAT WAS PERFECT.

SO, UM, YEAH, I MEAN, I'M ALWAYS OPEN FOR IDEAS CAUSE SOMETIMES YOU GET LOGGED IN THERE, BUT UM, AND THEN I DO VIDEO CONTEST FOR THE MIDDLE SCHOOL AND HIGH SCHOOLS AND I DID THAT IN THE SPRING AND I CHANGE OUT THE TOPICS AND LITERACY HAS BEEN IN THERE AND PLASTICS HAS BEEN IN THERE.

AND SO, UM, THOSE ARE ON THE GREEN GARLAND YOUTUBE CHANNEL.

YOU CAN SEE ALL THE, UM, VIDEOS THAT WERE PLACED IN THOSE.

SOME OF THEM ARE, YOU KNOW, ALWAYS LIKE IF THEY MAKE ME LAUGH, I'M LIKE, OOH, GIGI.

YEAH, I KNOW WE HAVE A TRI CITY CLEANUP AND THAT'S, UH, AND I'VE JUST WONDERED IF IT COULD BE COUPLED WITH SOME OF THESE, UH, HIGH SCHOOL AND MIDDLE SCHOOL KIDS TO CHALLENGE EACH OTHER, TO PICK UP THAT AND PARTICIPATE IN THAT.

BECAUSE USUALLY I DON'T SEE A LOT OF KIDS OUT THERE.

IT'S CERTAINLY BEAUTIFUL.

IT BRINGS IN, UH, THE PEOPLE, WE SUPPORT PEOPLE, ARLIN, BEAUTIFUL WITH WHATEVER, YOU KNOW, I'M ALWAYS TELLING BETTY, OH, YOU HAD TO CLEAN UP.

YAY, COME SEE ME.

I'VE GOT STUFF, BUT YOU KNOW, KUDOS TO Y'ALL.

AND UM, I BACK, WE DID A WRITE UP A COUPLE OF MONTHS AGO, I THINK IN THE CITY PRESS TO THANK ARE SOME OF THE HIGH SCHOOLS HAD GOTTEN.

THE THING IS, UH, WE TAKE A LOT OF IN GRANTED BECAUSE I TRAVEL A LOT.

SO I SEE IN, ESPECIALLY IN UAE AND DIFFERENT COUNTRY, YOU CAN ONLY DO ANYTHING, ANYTHING ON THE STREET, EVERYTHING IS CLEAN.

IF YOU SEE ANYTHING, THEY WILL IMMEDIATELY, THEY WILL FIND IT AND THEY WILL BE IN PERSON, YOU COMPLETELY BANNED.

SO THEY WILL, THEY WILL MAKE SURE BEFORE THEY THROW ANYTHING THAT'S WEED, THEY'LL MAKE SURE THAT, YOU KNOW, THEIR LIFE IS IN RISK.

SO THAT'S HOW IT IS, YOU KNOW? AND IN INDIA, YOU KNOW, IT WAS LOT OF, UM, PLASTIC BAGS WAS KNOWN NOW THE BAN, EVERY STORE, THERE IS NO PLASTIC BAG, NOT ALLOWED PLASTIC BAGS.

SO YEAH.

YEAH.

SO THAT, THOSE THINGS TRY THAT A FEW TIMES.

YEAH.

NO, EVEN AUSTIN, WHICH IS, YOU KNOW, THE HIPPEST, TEXAS, THEY FOUGHT BACK HARD ON THAT ONE, BUT THEN LIKE, YOU KNOW, I'VE SEEN, UM, IN SOME OF THE STORES, THEY DON'T HAVE PLASTIC BAGS.

THEY, WE ARE TO BRING OUR OWN STUFFS, YOU KNOW, LIKE BOXES, YOU KNOW? SO IN CALIFORNIA, THAT'S THE WAY IT IS.

YEAH.

YOU GOT TO PAY FOR THE PLASTIC BAG IF YOU WANT ONE.

YEAH.

SO I MEAN, THERE'S A LOT OF THINGS THAT WE COULD DO AS A COMMUNITY AND AS A STATE.

AND IT'S JUST, WE'RE NOT THE C TO C TO SEE THE IMPROVEMENT AND CHANGES.

WE HOW TO DO SOMETHING LIKE, YOU KNOW, SO YEAH.

WELL THANK YOU FOR YOUR TIME.

ARE THERE ANY OTHER QUESTION? UM, I NOTICED IT A LAKE RAY HUBBARD AND LAVONNE ACTUALLY HAVE INDIVIDUALS THAT DO HEAD UP A TEAM THAT TRY TO GO AROUND THAT LAKE AND CLEAN IT UP.

I MEAN, IT'S USUALLY, I THINK JUST AN INDIVIDUAL WHO HEADS IT UP AND TRIES TO DO HIS VERY BEST TO PICK UP THAT LETTER.

AND I JUST, CAN YOU TAKE YOUR HAT OFF TO SOMEBODY LIKE THAT? WHO TAKES IT ON THEIR OWN YES.

PURSUE THAT ENDEAVOR.

AND IT, IT DOES MAKE YOU FEEL BETTER WHEN YOU GO OUT TO A PLACE TO HAVE A PICNIC OR SOMETHING AND IT'S JUST NOT CRASHED OUT.

YEAH.

I MEAN, WE'RE ALWAYS LOOKING FOR OUR, YOU KNOW, COMMUNITY HEROES THAT ARE DOING THESE TYPES OF, YOU KNOW, UH, SHADOW CLEANUPS, YOU KNOW, THAT WE DON'T KNOW ABOUT OR DOING SOMETHING, YOU KNOW, HELPFUL OR IF Y'ALL KNOW OF IT OR, YOU KNOW, LET US KNOW.

WELL, I'D BE HAPPY TO, YOU KNOW, HIGHLIGHT THAT WE COULD PUT IT IN THE CITY PRESS IF, IF THEY, YOU KNOW, ARE UP FOR THAT.

BUT JUST TO MAKE OTHER PEOPLE WERE LIKE, HMM, MAN COULD PROBABLY DO A LITTLE BIT MORE.

SO YES.

FOR THE SCHOOL PROGRAMS, DO YOU TARGET SCHOOLS THAT ARE CLOSE TO THE CREEKS? UM, NO, NOT NECESSARILY BECAUSE HONESTLY WITH THE STORM DRAINS, IT DOESN'T REALLY MATTER.

NOW IF I'M AT A SCHOOL AND I KNOW THAT THERE IS A CREEK NEARBY, LIKE WHEN I'M IN LIKE YOUR NEIGHBORHOOD, UM, OR, UM, LIKE AT COOPER BECAUSE THEY HAVE THAT WHOLE DRAINAGE AREA RIGHT THERE.

I TALKED TO THEM ABOUT THAT,

[00:35:01]

YOU KNOW, I'M LIKE, HEY, HAVE YOU SEEN WHAT'S OUTSIDE? YOU KNOW, I'LL TALK TO THEM.

IT, IT DOES.

IT'S A VERY SHORT TRIP FOR YOUR, YOU KNOW, FOR WHAT Y'ALL ARE HAVE.

SO, UM, AND THAT'S SPECIALLY, UH, COMES INTO PLAY WHEN WE'RE TALKING ABOUT LIKE THE FERTILIZER AND THE PET FOOD, BECAUSE IT'S SUCH A SHORT TRIP, IT'S A HIGHER GRADE OF POLLUTANTS GOING INTO THAT.

SO YOU DO GO TO COUCH, YOU DO GO TO COUCH.

YES.

WE NEED TO, WE NEED TO CHAT LATER.

CAUSE I GOT A PROGRAM THAT I WORK WITH THEM THAT LEADS UP TO OUR BIG CITY CLEANUP, WHICH THIS YEAR THE TRI-CITY CLEANUP IS OCTOBER 2ND.

WELL, I HONESTLY, I TRY TO A COUPLE OF YEARS AGO GET INTO GARLAND AND WANTED TO DO LIKE A WEEK LONG.

ALL THE SCHOOLS DO LIKE A CLEANUP.

YOU KNOW, THEY PICK A DAY THAT WE CAN, WE DO A BIG CITY KICKOFF, YOU KNOW, WITH GIS D AND ALL THE SCHOOLS, YOU KNOW, PARTICIPATE.

AND THEN THE PERSON THAT WAS WORKING, YOU KNOW, LEFT AND THEN I, THEY DIDN'T HAVE ANOTHER PERSON.

AND YOU KNOW, THERE, IT WENT, IT'S HARD TO GET GIS D COORDINATED, UM, THOSE KINDS OF THINGS THAT OUR DISTRICT DO TO SUPPORT YOUR GROUND, YOUR STORM WATER FOR I'M SORRY, WHAT CAN WE DO? OH, UM, HONESTLY, I MEAN, IT'S JUST, YOU KNOW, EVERYBODY'S AN EDUCATOR, RIGHT? WE ALL HAVE WAYS THAT WE EDUCATE OUR FRIENDS AND OUR NEIGHBORS AND OUR FAMILY.

AND THAT'S THE BIGGEST THING IS EDUCATION AND WHAT IT MEANS, YOU KNOW, WHEN THEY ACTUALLY DO LITTER OR DON'T PICK UP THEIR PET FOOD, WHAT THAT, WHAT DOES IT REALLY MEAN? SO, YOU KNOW, THAT'S ALWAYS GREAT.

UM, AND THEN, YOU KNOW, LIKE I SAID, I AM OPEN TO IDEAS.

LIKE IF YOU HAVE, YOU THINK WOULD BE A GREAT IDEA FOR A BILLBOARD OR, YOU KNOW, SOMETHING FUNNY, LIKE LET'S PUT THAT UP THERE RIGHT NOW.

CALL ME, LIKE I SAID, I MEAN, I'M OPEN.

I HAVE TO DO BILLBOARDS ALL THE TIME.

SO SOMETIMES I GET A LITTLE DRY UP HERE.

SO I AM OPEN FOR SUGGESTIONS AND ANYTHING IN YOUR COMMUNITY.

I AM, I AM THERE TO HELP SUPPORT Y'ALL KEN KNOWS.

I TRY TO HELP HIM SUPPORT.

I HELP WITH THE CAPE GARLAND BEAUTIFUL EFFORTS.

SO WHATEVER Y'ALL NEED WE'RE WE'RE HERE FOR Y'ALL.

UM, AND I DID BRING UP SOME GOODIES.

SO THIS IS THE, I KICK THIS CAMPAIGN OFF TIMELY AND ALL, UH, TWO WEEKS BEFORE COVID HAT.

AND, UM, IT WAS, DON'T BE ONE AND DONE REFILL AND REUSE TO STOP PLASTIC POLLUTION.

AND THEN DURING COVID IT WAS PLEASE DON'T REFILL.

AND PLEASE DON'T READ YOU YOUR REUSABLE BAGS.

SO THAT WAS AWESOME.

SO I KIND OF SHELVED IT FOR A WHILE, BUT KIND OF BACK.

SO I BROUGHT Y'ALL GIFTS AND SOME BAGS ARE KIND OF ON THE BOTTOM OF THESE.

AND, UM, SOME OF ARE A LITTLE BIT MORE PRICEY ONES WHERE THE TRASHY, THIS WAS OUR OLD SLOGAN TRASHY CRATES MAKE TRASHY STREETS, BUT STILL APPLIES.

IT CAN BE OLD, BUT STILL APPLIES.

BUT ANYWAY, I'M GOING TO LEAVE THESE, THANK YOU VERY MUCH FOR COMING.

I APPRECIATE, UH, UH, SPENDING TIME TO COME OUT HERE AND PRESENT THAT TO US ANYTIME.

UH, ALL RIGHT.

THAT BRINGS US TO DIDN'T SHE DO A GREAT JOB.

HE SAID MY TOPICS.

PERFECT SEGUE.

YEAH, ACTUALLY I AM GOING TO STAY TO LISTEN.

I WANT TO SEE WHAT Y'ALL ARE.

SURE.

I DON'T SEE WHAT TO SAY.

OKAY.

WELL, KEEP GARLAND BEAUTIFUL IS, HAS A CALENDAR OF THINGS TO DO.

UM, UM, JULY THE 29TH, WE ARE, UM, HELPING WITH A BLOCK PARTY WITH THE WILLIAMS ESTATES AREA.

UH, WE'RE WORKING WITH, UH, OFFICE A NEIGHBORHOOD BY A TOWEL FEET AND INTRODUCING THEM TO, UH, THE, UH, WE'RE GOING TO DO A CLEANUP IN WILLIAMSON.

THIS IS TO SIGN UP PEOPLE AND GET THEM INTERESTED IN DOING THIS.

SO WE'RE GOING TO HAVE A BOOTH OR TABLE OR WHATEVER AT THE BLOCK PARTY ON, UH, JULY 29TH.

UM, OCTOBER THE SECOND IS THEY TRY CITY CLEANUP THAT WAS MENTIONED EARLIER.

AND, UH, THAT IS RIGHT NOW IN THE PLANNING STAGES.

[00:40:01]

AND, UH, ALL I CAN TELL YOU IS YES, WE'RE HAVING IT.

THAT'S AS MUCH AS WE, AS WE HAVE PLANNED ON OCTOBER THE 23RD, WE'RE DOING A CLEANUP IN WILLIAMS ADDITION.

THIS IS ALSO WITH THE OFFICE OF NEIGHBORHOOD VITALITY AND THE RESIDENTS OF THE Y'ALL KNOW WHAT I'M TALKING ABOUT.

WHEN I SAY WILLIAMS ADDITION, DO Y'ALL KNOW WHERE THAT IS.

UM, IT'S BETWEEN GARLAND ROAD AND SHILOH IT'S BETWEEN IT DOESN'T COVER ALL THIS AREA, BUT IT'S THIS THE AREA BETWEEN MILLER ROAD AND, UH, FOREST LINE.

AND THEN THERE WAS THIS LITTLE SECTION IN THERE THAT'S CALLED THE WILLIAMS EDITION.

AND, UM, ALMOST THREE TO THREE YEARS AGO THAT TORNADO HIT AND, UH, DESTROYED SO MUCH PROPERTY.

SO MANY HOW, UH, UH, DID DAMAGE TO LOTS OF HOUSES, TORE UP TREES AND SO ON.

AND SO THIS IS WORKING, UH, WITH THAT NEIGHBORHOOD.

UM, IF THE P UH, NANCY FROM OUR OFFICE OF NEIGHBORHOOD VITALITY SAYS, ACTUALLY, THIS IS FOR SMALL NEIGHBORHOODS THAT ARE LUMPED INTO ONE FOR THIS, UH, UH, EVENTS, THESE EVENTS THAT WE'RE HAVING.

UM, SO IT DEPENDS ON IT THERE, THE BIRD STREETS, THE BIRD STREETS THAT ARE IN THAT AREA.

AND, UM, THEN THERE ARE THE, UM, HOUSES THAT ARE BETWEEN, OR THAT ARE RIGHT OFF OF GARLAND ROAD AND SAW IT.

UH, SHE TOLD US HOW MANY HOUSES WERE INVOLVED IN THAT, AND IT'S A RATHER LARGE AMOUNT, BUT THIS IS THE AREA THAT THEY'RE DOING.

THEY'RE, WHAT'S CALLED A HOME, IS WHERE THE HEART IS.

SO WE'RE WORKING WITH THEM ON THIS.

AND THE BIG EVENT IS NOVEMBER THE 13TH.

I KEEP REMINDING YOU OF ALL THESE THINGS SO THAT YOU'LL PUT THEM ON YOUR CALENDAR.

ON NOVEMBER THE 13TH, THEY'RE DOING THE, UM, TREE PLANTING.

AND, UM, THE, UH, TARGET RIGHT NOW IS SOMEWHERE AROUND 150 TREES TO PUT IN AND AT THE BLOCK PARTY AND AT THE CLEANUP AND OTHER THINGS WILL BE, AND I'M GOING TO GO AROUND WITH NANCY AND WE'RE GOING TO SIGN UP PEOPLE AS TO WHO GETS THE TREES.

IT'S NOT FIRST COME FIRST.

IT'S WHOEVER SIGNS UP AND IT'S NOT FOR THE WHOLE CITY OF GARLAND.

IT'S JUST FOR THAT PARTICULAR AREA.

BUT ON NOVEMBER THE 13TH, WE'LL BE DOING THE, UH, PLANTING THE TREES.

AND THEN THERE IS A DINNER FOR THE RESIDENTS, FOR THE VOLUNTEERS AND THE SPONSORS.

SO THOSE ARE THE REALLY BIG THINGS THAT ARE GOING ON.

AND SOMEBODY ASKED PAULA ABOUT THE, UH, WHAT STORMWATER DOES TO COOPERATE.

YOU DIDN'T TELL US ABOUT THE, WHAT'S IT CALLED? WE HAVE THAT MEETING ON ONLINE MEETING AUGUST THE FIELD, AND THEN IT'S CLEANED UP BETWEEN SEPTEMBER THE FIRST THROUGH DECEMBER.

YES.

WELL, I, YEAH, YOU THOUGHT I WAS GOING TO TELL IT, BUT, AND, AND, UH, THIS IS, IT IS A STORMWATER EFFORT AND IT IS A MAJOR CLEANUP.

IT'S NOT A ONE DAY EVENT.

IT COVERS ABOUT THREE MONTHS WORTH ANYBODY WHO WANTS TO CLEAN CAN TAKE PART IN THIS, IN THIS CHALLENGE AND WE'LL KEEP YOU, YEAH.

UH, WE'LL KEEP YOU INFORMED ABOUT IT.

AND YOU CAN JUST DO IT ANY TIME, BECAUSE IT COVERS ALL THAT AMOUNT OF TIME.

NOW IT'S NOT LIKE WE DON'T DO CLEANUPS.

WE HAVE AN ADOPTIVE SPOT ON, WELL, ACTUALLY THAT'S NOT ADOPT A HIGHWAY THAT WE DO ALONG 78.

AND IF YOU DRIVE A 78 FROM SAXY ALL THE WAY THROUGH TOWN AND OUT TO, UH, 6 35, YOU WILL SEE SIGNS THAT PEOPLE HAVE THIS SPOT FOR ADOPTIVE SPOT.

SO, UM, KATE GARLAND, BEAUTIFUL DOES THIS FOUR TIMES A YEAR BETWEEN MILLER ROAD AND, UM, 6 35, WHICH IS REALLY A CHALLENGE RIGHT NOW WITH ALL THE, UH, CONSTRUCTION THAT'S GOING ON.

UM, UM, THE, UH, WE HAVE AN ADOPTER SPOT THAT PEOPLE CAN JUST SELECT ANY PLACE

[00:45:01]

IN GARLAND.

IF YOU WANT TO CLEAN IT AND CALL IT YOUR POLITE, YOU CAN DO THAT.

AND THE WAY YOU WILL NEED TO ARE THE BEST THING TO DO IS CONTACT A REBA COLLINS.

THIS WAS TALKED ABOUT FOR THE PAST TWO OR THREE YEARS, AND IT'S CALLED, UM, UH, TRASH-FREE TEXAS IS THROUGH THAT PROGRAM.

SO IT'S NOT LOCKED THAT PEOPLE DON'T HAVE AN OPPORTUNITY TO CLEAN.

UH, JOHN, YOU CAN SIGN UP, LOOK AT ALL THOSE THINGS THAT WE CAN SIGN UP FOR.

UM, WE CAN DO IT.

THERE'S A LOT GOING ON.

SO, UH, JUST ASK US, WE'LL GIVE YOU SOMETHING TO DO.

THAT'S MY REPORT.

WELL, THAT WAS A GOOD REPORT.

WE ARE, WE'VE GOT THINGS GOING ON.

UM, BUT YOU, SIR, YOU SAID JULY 29TH, THAT'S A THURSDAY.

IT IS.

IT'S A BLOCK PARTY.

WHAT TIME IS IT? OH, IT IS FROM, UH, SIX TO EIGHT.

AND IT'S AT WILLIAMS ELEMENTARY SCHOOL.

YOU HAVE AN ADDRESS? NO, IT'S AT WILLIAMS ELEMENTARY SCHOOL.

I DON'T KNOW THE ADDRESS, BUT YOU CAN FIND IT, JUST LOOK ON THE MAP OR PUT IT IN, YOU KNOW, PUT IT IN YOUR TELEPHONE.

IT'LL, IT'LL SHOW UP, BUT IT'S ON THE, IT'S ON THE GROUNDS OF, OKAY, THANK YOU.

UH, AND THEN RECOGNITION, NOTHING RIGHT NOW, NOTHING NEW TO REPORT, BUT IT LOOKS LIKE WE'VE GOT PLENTY OF THINGS WE CAN PICK FROM LOTS OF POTENTIAL, UH, CANDIDATES RECYCLING.

UH, YEAH.

I JUST WANT TO GIVE YOU GUYS AN UPDATE.

SO WE FINALLY HIRED A COMMUNITY OUTREACH COORDINATOR.

I DIDN'T KNOW IF YOU GUYS KNEW THE AMBER LEFT, IS SHE WORKING WITH, YOU KNOW, AMBER? OKAY.

AND SO, UH, SHE'S GOING TO START WITH US NEXT MONTH.

UM, THIS LAST YEAR, IT WAS JUST, YOU KNOW, AND, AND PAULA CAN TELL YOU, IT'S HARD TO REALLY COMMUNICATE A MESSAGE WHEN YOU'RE NOT DOING IT FACE TO FACE, ESPECIALLY WITH THIS, WITH THE KIDS, YOU KNOW, THAT MOST OF THEM WENT TO SCHOOL ONLINE.

SO, SO THIS YEAR NOW THAT WE'RE FINALLY OPEN AND WE'RE ALMOST BACK TO NORMAL, UH, WE MET WITH GI AS THE, AND, UH, WE WERE WORKING ON A PLAN TO ACTUALLY GO TO EVERY SINGLE, EVERY SINGLE SCHOOL WITHIN GI, AS THE, AND, AND REALLY GET THE MESSAGE OUT TO THE KIDS.

UM, LAST YEAR WE COLLECTED JUST LITTLE OVER 14,000 TONS OF RECYCLING MATERIALS.

HOWEVER, UH, 28% OF THAT WAS CONTAMINATION.

THAT'S 4,000 POUNDS ALMOST.

SO THE MAIN FOCUS IS GOING TO BE EDUCATING THE COMMUNITY.

YOU KNOW, WHAT YOU THROW IN THE RECYCLING CONTAINER AND WHAT GOES IN THE GREEN CONTAINER.

UM, WE'RE GOING TO BE VERY, HANDS-ON, UH, REALLY KNOCKING ON DOORS, DOING AUDITS OF PEOPLE'S CONTAINERS AND SEEING WHAT'S WHAT'S BEING PLACED IN THOSE CONTAINERS THEN GOING AROUND THE FRONT DOOR AND TELL THEM, HEY, LISTEN, WITHIN AN AUDIT, THIS IS WHAT WE FOUND.

WE'RE GOING TO COME BACK IN TWO WEEKS AND WE'RE GOING TO EXPECT THAT AGAIN.

SO HOPING THAT, YOU KNOW, PUT A LITTLE, UH, A LITTLE BIT MORE PRESSURE ON PEOPLE TO RECYCLE PROPERLY, BECAUSE AS YOU GUYS KNOW IN PREVIOUS MEETINGS, RECYCLING, IT'S NOT CHEAP AND IT'S NOT GOING TO GET ANY CHEAPER.

UH, PAULA MENTIONED CHINA.

CHINA WAS OUR BIGGEST BUYER YEARS AGO.

THAT'S NO LONGER THE CASE.

SO UNLESS WE COME UP WITH WAYS HERE IN THE U S TO PROCESS, OUR RECYCLING IS GOING TO CONTINUE GOING UP.

UH, THE BUYERS ARE GETTING MORE STRICT, THAT ONE CLEAN THEIR MATERIALS.

UH, PLASTIC HAS NO VALUE GLASSES, NO VALUE, UH, FIBERS.

THE ONLY THING THAT'S COME AND PICKING UP A SCRAP METAL, UH, PET CLEAR YOUR CLEAR PLASTICS.

BUT OTHER THAN THAT, I MEAN, IT'S, UM, UH, IT'S REALLY HARD TO RECYCLE PROPERLY, BUT ONCE AGAIN, THE ONLY WAY YOU CAN DO THIS IS DOING FACE-TO-FACE AND, AND BE CONSISTENT.

YOU CAN'T DO IT ONCE AND THEN JUST STOP.

SO THAT'S, THAT'S WHAT SHE'S GOING TO BE WORKING ON.

SHE'S GOING TO BE BUSY.

UH, SHE'S GOING TO BE WITH US NEXT MONTH, AS WELL AS THAT WHEN YOU GUYS CAN MEET HER, SORRY, COMING UP WITH CERTAIN ITEMS, WHICH NEED TO BE PUT IN THE BLUE CONTAINER.

YEAH.

WE ALREADY HAVE THAT, BUT WE'RE GOING TO CLEAN THAT UP A LITTLE BIT.

UM, I'VE SEEN MOST OF THE, WHEN I GO THROUGH IN THE COMMUNITY, I'VE SEEN THAT IN BLUE CONTAINER, THEY PUT PLASTIC AND MODELS, KNOW MANY OTHER THINGS.

SO ONE OF THE PROBLEMS THAT WE HAVE IS A LOT OF THOSE STICKERS WERE PLACED ABOUT TWO YEARS AGO.

AND THEIR REQUIREMENTS FOR RECYCLING ARE CHANGING CONSTANTLY.

LIKE I SAID, TWO YEARS AGO, YOU CAN RECYCLE PLASTIC BAGS.

NOW YOU CAN, IT'S CONSIDERED TRASH.

SO SOME OF THOSE STICKERS ACTUALLY INCLUDE PLASTIC BLACK PLASTIC BAGS AS, AS PART OF THE MATERIALS THAT CAN BE RECYCLED.

SO WHAT WE'RE DOING IS CLEAN THAT UP TO MAKE SURE THAT WHAT WE'RE PUTTING OUT THERE IS THE MOST CURRENT INFORMATION.

SO LIKE I SAID, UM, UH, HER

[00:50:01]

NAME IS MICHELLE.

SHE'S GOING TO BE WITH US NEXT MONTH.

AND SO, UH, IF YOU GUYS WANT TO, YOU KNOW, SCHEDULE A COMMUNITY MEETING WITH YOUR HOA OR, YOU KNOW, TO TALK TO YOU GUYS ABOUT WHAT TO DO TO, UH, IMPROVE THE WAY WE RECYCLE, WE'LL BE MORE THAN HAPPY TO DO THAT.

ARE YOU TARGETING MOSTLY ELEMENTARY SCHOOLS? EVERYONE, EVERYONE.

WELL, I MEAN, THE REASON I WAS ASKING, CAUSE IF YOU START THEM EARLY, GET THEM INTO A GOOD HABIT, THEN HOPEFULLY THEY DON'T HAVE TO RELEARN LATER ON.

YEAH.

YEAH.

I MEAN, LIKE I SAID, WE'VE ALREADY MET WITH GI AS D.

THERE WERE MORE WITH THIS, UH, THERE, WE'RE ACTUALLY REVIEWING ALL OF THE MATERIAL RIGHT NOW THAT WE WANT TO PRESENT, AND THEN THERE'S GOING TO BE A PARTNERSHIP BETWEEN THEM AND US TO, TO, TO, TO GET THIS DONE.

UH, YEAH, THAT'S WHAT I WAS GOING TO TELL YOU.

IF YOU, IF YOU NEED A WAY TO GET IN WITH JAZZY, JUST LET ME KNOW.

I'LL GET YOU IN.

I DO A PROGRAM WITH AND THERE ARE A LOT RIGHT ALONG THE CREEK BED, WHICH RUNS RIGHT TO LAKE RAY HUBBARD.

CAUSE I LIVE RIGHT THERE.

SO I WANT TO GET WITH YOU GUYS AND HELP DEVELOP A PROGRAM FOR THEM TO DO BACK TO SCHOOL CLEANUP AND, UH, END OF THE YEAR CLEANUP.

YEAH.

CAUSE IT'S OUR NEIGHBORHOODS, BUT UP AGAINST IT AND THE KIDS HELP EVERY YEAR AND THEY, WE CLEAN UP THE CREEK BED AND IT'S, BUT WE NEED TO WIN PERKS.

YEAH, EXACTLY, EXACTLY.

AND, BUT, BUT A PROGRAM OF LIKE, OF THAT KIND TO GET THEM STARTED AND GET A PROGRAM THAT WORKS EVERY YEAR AND REINFORCE THAT WOULD REALLY HELP THE AREA.

YES, I'M ALL ON.

SO, LIKE I SAID, YOU GUYS ARE GOING TO MEET MICHELLE AND IF YOU GUYS HAVE ANY IDEAS FOR EVENTS, BETTY, YOU AND I HAVE BEEN TALKING ABOUT WORKING TOGETHER.

SO IT'S JUST THIS LAST YEAR WITH COVID WE COULDN'T REALLY DO ANYTHING, YOU KNOW, BUT NOW THAT WE'RE ALMOST BACK TO NORMAL, UH, WE DEFINITELY WANT TO BE PRETTY, PRETTY PERSISTENT ON THIS AND BE VERY ACTIVE AND SCHOOLS ARE GOING TO BE REGULAR AND OPEN.

THEY'RE NOT, UH, AS FAR AS I KNOW, YES.

OKAY.

BUT THAT'S A DECISION THAT WE MAKE, OBVIOUSLY, BUT AS FAR AS I KNOW, YES, I HAVE A QUESTION.

YEAH.

YOU SAID FIBER.

NOW, WHEN YOU'RE TALKING ABOUT PAPER, FIBER CARDBOARD, NEXT JUST WHAT YOU'RE DOING.

ARE YOU NOT TALKING ABOUT FABRIC? NO.

NO, BECAUSE I'M LOOKING FOR A PLACE WHERE I CAN RECYCLE FABRIC.

DO YOU KNOW? I CAN, YEAH.

I HAVE A COUPLE OF PEOPLE THAT, THAT I CAN PUT YOU IN TOUCH WITH YOU.

IF YOU SEND ME AN EMAIL, I GET YOU THERE.

I WAS KIND OF WONDERING, UM, WE MENTIONED THIS A LITTLE BIT WHEN WE WERE TALKING ABOUT LITTER.

UH, I THINK WE ALL SAW LIKE THE INCREASED AMOUNT OF, UH, PPE, LIKE ON THE SIDE OF THE ROAD GLOVES, MASKS, AND THEN PEOPLE USING MORE SINGLE USE STUFF AND STEAD OF RECYCLING.

DO YOU HAVE ANY LIKE DATA ON LIKE THE EFFECT OF, OF COVID SORT OF ON RECYCLING CONTAMINATION, LIKE TONNAGE DIFFERENCES, IT'S HORRIBLE, TOM, WHICH WENT UP BECAUSE PEOPLE THOUGHT THAT GLOVES USE GLOVES WERE RECYCLABLE.

THEY'RE NOT, UM, UH, SO THERE, AND I MEAN, THAT'S JUST ONE EXAMPLE.

UM, BUT UH, RECYCLING WENT UP BECAUSE MORE PEOPLE WERE RECYCLING.

HOWEVER, THE CONTENT THAT THEY WERE PUTTING IN THERE, IT'S NOT CONTENT THAT WAS SUPPOSED TO BE IN THERE.

SO, UH, AND THAT'S, UH, THAT'S PRETTY COMMON WITH A LOT OF THE CITIES.

I, I, I TALKED TO OTHER, UH, DIRECTORS AND THEY'VE EXPERIENCED THE SAME THING.

I MET UP WITH DENTON, UH, TWO WEEKS AGO IN DOLLARS JUST LAST WEEK.

AND, AND IT'S, UH, IT DIDN'T HELP US.

I MEAN, PEOPLE THOUGHT THAT THEY WERE DOING THE RIGHT THING.

SO KUDOS ON THEM IS JUST THE, UH, WE JUST GOT TO, LIKE I SAID, GET BACK TO, UH, TALKING TO THEM FACE TO FACE AND, AND, AND, YOU KNOW, JUST BE CONSISTENT, TO BE HONEST WITH YOU, DO MORE AUDITS, MORE OFTEN, UH, START TAKING SAMPLES FROM DIFFERENT, UH, AREAS OF THE CITY, FIND OUT WHERE MOST OF THE CONTAMINATION IS COMING FROM AND REALLY START FOCUSING IN THOSE AREAS.

DO YOU KNOW IF I KNOW, BECAUSE EVERY TIME I SEE IT, WHERE THE PROGRAMS IN PLAY DELAWARE, CONNECTICUT, MARYLAND, PRIMARILY, UM, THEY HAVE RECYCLED GLASS AND THEY, THEY PUT IT ON THERE WITH WHICH STATES TAKE RECYCLED GLASS.

DOES THAT, DOES THAT REALLY HELP TO PROMOTE OR NOT RECYCLED, BUT, UH, UH, REFUNDABLE, REFUNDABLE BOTTLES.

SO IF YOU BRING YOUR BOTTLES BACK, THEY GIVE YOU 10%, 10, 10 CENT REFUND OR SOMETHING LIKE THAT.

DOES THAT, DO YOU KNOW IF THAT ACTUALLY WORKS? I HAVE NO IDEA.

I'VE SEEN IT.

I KNOW EXACTLY WHAT YOU'RE TALKING ABOUT.

I'VE ACTUALLY SEEN IT, BUT I'VE NEVER SEEN IT IN, IN, IN PLACE.

LIKE I'VE NEVER SEEN SOMEONE GOING BACK AND ACTUALLY GETTING THEIR REFUND.

SO I, I, I KNOW EXACTLY WHAT YOU'RE TALKING ABOUT.

I JUST NEVER SEEN IT IN INACTION, I GUESS, OR IN PRACTICE.

YEAH.

BECAUSE I'M WONDERING IF, IF WE HAD A, A DISPOSABLE, IT'S A LOT DIFFERENT.

I LIVE IN EUROPE FOR, FOR A WHILE.

AND, AND THE WAY THEY DO THINGS OVER THERE IS YOU HAVE, YOU KNOW, MOST PEOPLE EVEN FLATS, THAT'S WHAT THEY CALL THE APARTMENTS.

SO YOU HAVE YOUR APARTMENT MANAGER

[00:55:01]

THAT IS IN CHARGE OF THE ENTIRE COMMUNITY, A HE, OR SHE WILL VERIFY EVERYTHING THAT YOU PUT IN THE TRASH AND THEY FIND YOU.

SO IF YOU DON'T PUT THE RIGHT MATERIALS IN THE RECYCLING CONTAINER, YOU GET, YOU KNOW, AND, AND THEY, THEY, YOU KNOW, THE FINES ARE IN EUROS, NOT DOLLARS, RIGHT.

THERE ARE A LOT MORE EXPENSIVE.

SO, SO IT'S, IT'S A COMPLETELY DIFFERENT STORY.

I MEAN, THEY'RE VERY SERIOUS ABOUT WHAT THEY DO OVER THERE.

WELL, AND YOU'RE WORRIED ABOUT THEIR FREEDOMS ABOUT TOTALLY IT'S IT'S IT'S IN MEXICO.

I KNOW THEY JUST PASSED A LAW THAT THEY DON'T SELL A PLASTIC BAGS OR STRAWS ANYMORE.

WOW.

YEAH.

I'M PRETTY STRICT.

LIKE I TOLD YOU IN CALIFORNIA, I KNOW, UM, I GREW UP IN CALIFORNIA AND SO I HAVE A LOT OF RELATIVES.

AND SO WE GO EVERY YEAR, LAST YEAR WHEN WE, OH, I SHOULDN'T HAVE THE YEAR BEFORE WHEN SHOPPING AND THEN SAW A CHARGE FOR EVERY PLASTIC BAG.

AND I WAS LIKE, WHY DOES THIS? BUT I MEAN, THAT'S A WAY TO ADD AN INCENTIVE FOR PEOPLE TO REUSE.

YOU KNOW THAT IN TEXAS, LET ME TELL YOU, I'VE LIVED THERE FOR SINCE 2009, AND IT'S A SHOCK.

I'M STILL TRYING TO GET USED TO IT.

IT'S COMPLETELY DIFFERENT.

WHEN YOU TALK ABOUT RECYCLING, IT'S A DIFFERENT MENTALITY.

I CAN TELL YOU THAT THEN A LOT OF THE OTHER STATES, UM, DO YOU THINK WOULD WORK HERE TO INCENTIVIZE PEOPLE TO BRING SOMETHING BACK? HONESTLY, IT'S JUST CONSISTENCY.

YOU GOT TO STAY ON PEOPLE JUST LIKE IN PARTICULAR ITEM, LIKE THE BOTTLES IN THOSE STATES, I THINK PROBABLY WORKED OTHERWISE.

THEY WOULDN'T CONTINUE TO DO IT.

WHAT ONE PRODUCT COULD WE HAMMER DOWN AND TRY TO GET PAULA TO HELP WITH ADVERTISING AND TO TRY TO PROMOTE PEOPLE TO RETURN SOMETHING, RATHER THAN THROW IT AWAY, MAYBE PUT A DEPOSIT ON IT.

UM, I DON'T KNOW IF YOU GET TO HAVE THE MARKET FOR ONE THAT'S STEP ONE, UH, IN THOSE STATES, THERE IS A MARKET FOR GLASS, AND THAT'S WHY THEY'RE GIVING YOU THIS REFUNDS, THE COMMODITY WITH THE HIGHEST VOLUME RIGHT NOW, SECOND TO ALUMINUM, YOU KNOW, YOUR TYPICAL SODA CANS, UH, IT'S CLEAR PLASTICS, YOU PTE ON.

THAT'S SOMETHING THAT YOU CAN MELT AND JUST REUSE TIME AFTER TIME FOR ALL KINDS OF THINGS, $5 SURCHARGE ON A, ON A GALLON OF MILK, WOULD THAT MAKE PEOPLE BRING IT BACK? YEAH.

BUT, UH, YOU, YOU GOTTA, YOU GOTTA KEEP IN MIND THAT, UM, IT'LL BE VERY HARD TO IMPLEMENT SOMETHING LIKE THAT IN A STATE LIKE TEXAS, IF THIS WAS CALIFORNIA, I GUARANTEE YOU, THAT IDEA HAS ALREADY BEEN BROUGHT UP AND THE PLASTIC BAGS IS THE PERFECT EXAMPLE IS JUST DIFFERENT WAYS OF THINKING TO BE HONEST WITH YOU.

AND THAT'S JUST BASED ON THE EXPERIENCE BASED ON WHAT I SAID, PAULA, I DON'T KNOW IF YOU'VE SEEN SOMETHING SIMILAR OR SOMETHING DIFFERENT, BUT BASED ON MY EXPERIENCE, THAT'S WHAT I'VE SEEN.

AND IT WILL BE EXTREMELY DIFFICULT TO PASS SOMETHING LIKE THAT, EVEN AT A MUNICIPAL LEVEL.

YEAH.

WELL, AND IT CAN'T BE LEGISLATED NOW AT ALL IN THE STATE OF TEXAS WITH PLASTIC BAGS.

SO THE ONLY INCENTIVE IS FOR, UH, THAT WAS BLOCKED A COUPLE OF YEARS AGO.

UH, BUT, UH, SO THE ONLY INCENTIVE THEN IS FOR CONSUMERS TO PUT PRESSURE ON THE BUSINESSES TO OFFER SOMETHING ELSE OR NOT, NOT AT ALL.

SO IT'S ANY INCENTIVE PROGRAM IS NOT GOING TO BE ABLE TO COME FROM THE GOVERNMENT, AT LEAST IN TERMS OF PLASTIC BAGS.

UH, THERE MAY BE OTHER ITEMS TOO, THAT HAVE BEEN BLOCKED, BUT, UM, YEAH, THAT WAS, THAT WAS A BIG ONE IN FOUR OR FIVE YEARS AGO.

A LITTLE BIT OF RESEARCH ON THAT.

LET ME, LET ME SEE WHAT SOME OF THOSE THEY HAVE.

I KNOW EXACTLY WHAT YOU'RE TALKING ABOUT.

SO LET ME DO A LITTLE BIT OF RESEARCH, SEE WHAT THEY'RE DOING.

SEE IF I CAN TALK TO SOMEONE, GET SOME ACTUAL DATA, SEE HOW SUCCESSFUL IT IS.

AND MAYBE WE'LL JUST GO.

I MEAN, IF WE COULD MAKE JUST ONE IMPACT IN ONE AREA LIKE STRAWS, I ALWAYS USE THOSE, THOSE PERMANENT STRAWS.

CAUSE I ONLY DRINK OUT OF THOSE RECYCLABLE, KEEP YOUR STUFF, COLD BEVERAGE CONTAINERS NOW.

AND THEY HAVE, THEY HAVE THOSE REUSABLE STRAWS.

SO I DON'T USE PLASTIC STRAWS ANYMORE THAT IF EVERYBODY WOULD DO THAT, THAT WOULD HELP.

AND TO BE HONEST WITH YOU, I THINK PEOPLE WANT TO DO THE RIGHT THING IS JUST, UH, YOU KNOW, YOU GO FROM STATE TO STATE THAT THEY'RE JUST, I THINK TEXAS IS JUST CATCHING UP TO OTHER STATES, BUT EVENTUALLY I THINK, I THINK WE'RE GOING TO BE FORCED TO DO SOME OF THE THINGS THAT CALIFORNIA IS DOING, TO BE HONEST WITH YOU.

SO I STICK STRAWS RECYCLABLE, HUH? OR THOSE HARD PLASTIC REUSABLE STUFF WE CAN'T WIN FOR LOSING.

SO, YOU KNOW, AND HONESTLY THIS IS, THIS IS THE, WHAT WE ALL NEED TO DO TO HELP IS JUST EDUCATION.

AND THE ONLY WAY TO DO THIS AS LIKE I SAID, JUST BE CONSISTENT WITH THE SCHOOLS, WITH THE COMMUNITY, TALKING TO THE HOS, THE GROUP LEADERS LIKE YOU GUYS THAT YOU GO BACK TO YOUR COMMUNITY, HAVE THOSE MEETINGS.

UM, YOU

[01:00:01]

KNOW, WHEN WE HAVE MEETINGS RIDING RIGHT NEXT TO A CONTAINER AND WE'LL EMPTY THE CONTAINER IN FRONT OF THEM AND SAY, HEY, THIS SHOULD BE HERE.

THIS SHOULDN'T BE HERE.

SO WHEN YOU HAVE 15 PEOPLE THAT ARE ABLE TO SEE, YOU KNOW, WHAT GOES IN, WHICH CONTAINER THAT STICKS WITH THEM.

YEAH.

IF WE CAN, LIKE, YOU KNOW, CITI CAN MAIL TO EVERYONE ABOUT THE RECYCLING THING, WHAT WE CAN AND WHY WE CAN'T.

AND THEN THE NEXT, UH, THE BEST FROM MY THIRTIES, LIKE NEXT DOOR NEIGHBORHOOD THAT IS EVERYBODY'S IN, IN THAT MOST OF THE NUMBER.

YEAH.

SO IN THAT WE CAN POST AND, YOU KNOW, WE CAN LET THEM KNOW WHAT WE CAN DO AND HOW WE CAN HELP EACH OTHER.

AND THAT WAY EVERYBODY CAN REACH OUT.

YEAH.

AND LIKE I SAID, THAT THE MAIN THING IS JUST COVID, YOU KNOW, WE HAVEN'T NEEDED TO REALLY DO ANYTHING OVER THE LAST 13, 14 MONTHS, BUT, UH, I, UH, THAT'S WHY I WANTED TO GIVE YOU GUYS THIS UPDATE.

CAUSE, UH, YOU'RE GOING TO BE HEARING FROM US, WE'RE GOING TO BE REALLY BUSY AND REALLY, UH, YOU KNOW, SOLICITING IDEAS FROM YOU GUYS JUST LIKE FALL.

I JUST SAID, YOU KNOW, GREAT.

WE USED TO GO ON A TRASH INDEX THROUGHOUT THE CITY OF PRODUCT TO KIND OF SEE WHO, WHAT AREA, BUT DISTRICT HAD THE BIGGEST TRASH PILE AND EVERYONE PILES ON DISTRICT SIX WHEN THAT HAPPENS.

BUT THEY ALL GOT A RATING.

YOU KNOW, ACCORDING TO THIS, YOU KNOW, IT WOULD TURN THAT INTO A CITY COUNCIL MEMBER AND SAY, WELL, MAYBE YOU OUGHT TO WORK ON THIS.

YOU'RE NOT GOOD.

YOUR AREA'S EITHER REAL GOOD OR IT'S PRETTY TRASHY.

I DON'T KNOW IF THAT'S SOMETHING THAT, UH, YOU KNOW, I MADE IT AT LEAST DID IT A CITY COUNCIL MEMBER TO REFLECT ON THE FACT THAT MAYBE THEY HAD TO CLEAN UP THEIR ACT.

BUT I THINK IT'S PART OF THE REASON FOR THE DOWNTOWN IMPROVEMENT IS IT, THEY KEPT GETTING HIT WITH A LOT OF, YOU KNOW, UH, TRASH INDEX KEPT SAYING, WELL, IT'S PRETTY TRASHY DOWNTOWN.

OF COURSE IT'S THE OLDER PART OF GARLAND.

UH, I DON'T KNOW.

YOU KNOW, I THINK THAT THAT'S SOMETHING THAT HAS TO BE, THAT WENT OUT THE TRASH INDEX.

WHY DID WE DISCONTINUE YOU HAVE PLANS TO DO THAT AGAIN? I KNOW COVID WAS THE HIT THE PAUSE BUTTON ON THAT BECAUSE I DON'T KNOW WHO WAS DOING IT.
