WELL, GOOD EVENING AND WELCOME TO THE DECEMBER SEVEN, 2021 REGULAR MEETING OF THE GARLAND CITY COUNCIL. BEFORE WE GET STARTED THIS EVENING, I'VE GOT SOME SAD NEWS TO DELIVER.

IT IS, OBVIOUSLY IT'S WITH GREAT SADNESS THAT WE TELL YOU WE'VE LOST ANOTHER MEMBER OF OUR CITY OF GARLAND FAMILY TO COVID.

ART NIEDERMEIER PASSED AWAY ON DECEMBER 2ND AFTER A SHORT FIGHT WITH THE VIRUS.

HE SERVES THE CITY FOR OVER 17 YEARS AS AN HVAC TECHNICIAN IN OUR FACILITIES MANAGEMENT, AND HE WAS VERY WELL LOVED BY HIS FAMILY AND HIS FRIENDS.

CERTAINLY WILL BE MISSED HERE IN THE CITY.

HE WAS FOND OF THE OUTDOORS, LOVED FISHING AND ALSO BOWLING.

AND SO WE JUST ASK THAT YOU KEEP HIM AND HIS FAMILY AND OUR AND OUR STAFF HERE IN YOUR THOUGHTS THIS EVENING.

AND THEN ALSO, AS I'M SURE ALL OF YOU ARE AWARE, THE CITY OF MESQUITE LOST A POLICE OFFICER LAST WEEK, AND MESQUITE POLICE OFFICER RICHARD HOUSTON WAS FATALLY WOUNDED IN THE LINE OF DUTY ON DECEMBER 3RD WHILE RESPONDING TO A DISTURBANCE.

DURING THE COURSE OF THE INVESTIGATION, OFFICER HOUSTON WAS SHOT MULTIPLE TIMES.

HE WAS TRANSPORTED TO BAYLOR HOSPITAL, WHERE HE SUCCUMBED TO HIS WOUNDS.

OFFICER HOUSTON WAS A 21 YEAR VETERAN OF THE MESQUITE POLICE DEPARTMENT AND WAS A MARRIED FATHER OF THREE.

OFFICER HOUSTON WAS HIRED AS A MESQUITE POLICE OFFICER ON JAN.

EIGHT, 2021, AND HE WAS THE VALEDICTORIAN OF HIS POLICE ACADEMY CLASS.

HIS ASSIGNMENTS INCLUDED SERVING IN THE OPERATIONS BUREAU AS A PATROL OFFICER ON THE SWAT TEAM FOR MORE THAN 10 YEARS AND IN CRIMINAL INVESTIGATIONS, HANDLING, BURGLARY AND THEFT.

HOMELAND SECURITY AND ALSO JUVENILE GANG CASES.

OFFICER HOUSTON EARNED A TEXAS COMMISSION ON LAW ENFORCEMENT, MASTER PEACE OFFICER LICENSE AND INSTRUCTOR PROFICIENCY CERTIFICATE.

AND JUST TO SHOW HOW CONNECTED ALL OF OUR METROPLEX CITIES ARE.

IN APRIL OF 2021 A CERTIFICATE OF MERIT WAS PRESENTED TO OFFICER HOUSTON FOR HIS ACTIONS, ASSISTING THE GARLAND POLICE DEPARTMENT AND THE TEXAS DEPARTMENT OF PUBLIC SAFETY.

WITH THE ARREST OF THREE SUSPECTS IN A STOLEN CAR USED IN VARIOUS CRIMES IN THE AREA.

AND IN THE PROCESS OF THAT, HE PREVENTED THE SUICIDE ATTEMPT BY ONE OF THE SUSPECTS.

HIS RECOGNITIONS DURING THE MESQUITE POLICE DEPARTMENT CAREER INCLUDE 48 LETTERS OF COMMENDATION, TWO LIFE SAVING AWARDS, ONE POLICE COMMENDATION BAR AND THE CITIZEN'S POLICE ACADEMY OFFICER OF THE MONTH AWARD IN AUGUST OF TWENTY EIGHTEEN.

OBVIOUSLY, WE STAND TONIGHT WITH THE CITY OF MESQUITE AND WE GIVE OUR ABSOLUTE HEARTFELT CONDOLENCES TO THEM AND TO OFFICER HOUSTON'S FAMILY, AND HE WILL BE LAID TO REST THIS THURSDAY. SO CERTAINLY, KEEP THAT IN MIND.

SO WITH THAT, WE WILL OPEN OUR MEETING WITH OUR CUSTOMARY PLEDGE AND INVOCATION LED BY ONE OF OUR COUNCIL MEMBERS.

AND EACH YEAR, THE CITY OF GARLAND OFFICE OF NEIGHBORHOOD VITALITY RECOGNIZES NEIGHBORS AND NEIGHBORHOODS WHO MAKE EXTRAORDINARY EFFORTS TO ENHANCE, REVITALIZE OR INVEST IN THEIR COMMUNITIES.

RESIDENTS AND NEIGHBORHOOD GROUPS SUBMIT APPLICATIONS AND NOMINATIONS FOR THEIR NEIGHBORS OR THEIR NEIGHBORHOODS TO BE RECOGNIZED.

THE AWARDS INCLUDE NEIGHBORHOOD NEWSLETTER, PUBLIC SERVANT AWARD, WHO'S WHO IN GARLAND NEIGHBORHOODS, AND THE ULTIMATE GARLAND NEIGHBORHOOD OF THE YEAR.

BESIDES MYSELF STANDING UP HERE TONIGHT, I'M KAY MOORE AND WE HAVE LOUIS MOORE, WHO IS CO-COORDINATOR OF OUR NEIGHBORHOOD, AND THEN TRACY CLAYBROOK, A RESIDENT OF 11TH STREET.

THIS PROJECT WAS REALLY A STRETCH AND GROW EXPERIENCE FOR OUR NEIGHBORHOOD, AS WELL AS SOME ADJACENT NEIGHBORHOODS IN GARLAND THAT SENT SOME VOLUNTEERS TO HELP US AND OTHER PARTNERS. IT WAS REALLY A TEAM EFFORT.

WE HAD AS A GOAL TO LEARN MORE ABOUT A FAMILY THAT-- WHOSE LIVES HAD INTERSECTED WITH OUR NEIGHBORHOOD FOR A COUPLE OF DECADES AND IN THE PAST, AND TO HONOR THEM.

AND THAT, OF COURSE, IS THE VALLE FAMILY, GARLAND'S ORIGINAL LATINOS THAT CAME HERE IN 1928 AS THE ONLY LATINO FAMILY IN TOWN AND TRAILBLAZERS FOR THE NOW FORTY TWO PERCENT OF GARLAND POPULATION, WHICH IS LATINO.

WE USE THE PERFORMING ARTS, OUR MUSICAL AND THE PRINTED WORD, OUR COOKBOOK TO TELL WHAT WE BELIEVED WAS AN UNDERTOLD STORY.

AND THE RESULT IS ONE THAT I BELIEVE WAS A BLESSING TO US, A BLESSING TO OUR TOWN AND

BEYOND, AND WE'RE ALL BETTER OFF FOR IT.

THE GENERAL LOCATION IN GARLAND IS THE SOUTHWEST SIDE OF BUCKINGHAM AND NORTH SHILOH ROAD, AND MORE SPECIFICALLY, THE AREA OF REQUEST IS SHOWN HERE, OUTLINED IN TEAL TOWARDS THE NORTHERN END OF THE RIVERSET NEIGHBORHOOD.

IT'S ON THE SOUTHEAST SIDE OF BUCKINGHAM ROAD AND PATTERSON LANE.

THE APPLICANT IS PROPOSING ADDITIONAL SINGLE FAMILY HOMES.

WHAT THE IMPETUS FOR THIS ITEM WAS WAS IF, AS SOME OF YOU MAY RECALL, THE PD IDENTIFIED THIS PARTICULAR TWO POINT NINE ACRE TRACT EXCUSE ME AS NEIGHBORHOOD SERVICES, WHICH ALLOWS FOR KIND OF SMALL SCALE RETAIL AND OFFICE TYPE USES.

THE APPLICANT HAS INDICATED THAT THEY HAVE HAD A HARD TIME FINDING ANY INTERESTED COMMERCIAL USERS FOR THIS TRACK, SO THEY ARE REQUESTING ADDITIONAL RESIDENTIAL HOMES.

AS YOU CAN SEE, THE SUBJECT SITE IS VACANT, BUT THE AREAS TO THE WEST AND SOUTH, OF COURSE, WITHIN THE RIVERSET AREA ARE IN SOME CASES BUILT OUT AND OTHER AREAS WELL UNDER CONSTRUCTION. TO THE EAST, OF COURSE, IS THE AMENITY AREA OF THE RIVERSET NEIGHBORHOOD.

THIS CARVED OUT PIECE HERE IT IS NOT WITHIN THE SUBJECT PROPERTY, BUT THIS IS AN EXISTING CELL TOWER.

THE APPLICANT HAS PROVIDED THE PROPOSED HOMES IN A DISTANCE THAT WOULD EXCEED THE FALL

THESE ARE FRONT ENTRY LOTS WITH A MINIMUM OF FIVE THOUSAND ONE HUNDRED SQUARE FEET AND THE 11 LOTS ON THE SOUTH SIDE OF THE CUL DE SAC STREET ARE THE GARDEN LOTS.

THOSE ARE A MINIMUM OF FORTY ONE HUNDRED SQUARE FEET AND THOSE WOULD BE ALLEY SERVED AND THEY WOULD SHARE THE ALLEY DOWN HERE WITH THE EXISTING TOWNHOMES TO THE SOUTH.

AND YOU'LL NOTICE THIS OPEN SPACE LOT HERE THAT WAS TO ACCOUNT FOR THE FALL ZONE OF THE TOWER SHOULD IT, FOR WHATEVER REASON, FALL DOWN TO THE WEST.

AND THIS IS THE LANDSCAPE PLAN.

IT ALIGNS WITH THE LANDSCAPING REGULATIONS OF THE GDC AND THE PD, AND THE APPLICANT WILL BE CONTINUING THE SAME TYPE OF MASONRY WALL AND LANDSCAPE TREATMENT AND THE SIDEWALK ALONG BUCKINGHAM ROAD AS IT IS PROVIDED FURTHER TO THE WEST.

AND THAT WOULD EXTEND DOWN PATTERSON A BIT TO REPLICATING WHAT'S ALREADY PROVIDED TO THE WEST, AND THE APPLICANT IS PROVIDING SOME WALKING PATH CONNECTIONS OVER TO THE AMENITY AREAS. HERE ARE THE ELEVATIONS OF WHAT THE GARDEN HOMES AND THE MANOR HOMES LOOK LIKE. AGAIN, THE GARDEN DETACHED HOMES ON THE LEFT ARE ALLEY SERVED AND THE MANOR HOMES ARE FRONT ENTRY SHOWN ON THE PHOTO TO THE RIGHT.

SO THESE WOULD REALLY BE THE SAME LOOK, SAME STYLE AS WHAT IS BEING PROVIDED IN RIVERSET ALREADY. SO WITH THE EXCEPTION OF THE CHANGE FROM NEIGHBORHOOD SERVICES TO ALLOWING ADDITIONAL SINGLE FAMILY HOMES, NO DEVIATIONS ARE BEING REQUESTED WITH THIS APPLICATION AND STAFF'S RECOMMENDATION IS APPROVAL OF THE REQUEST.
