WELL, GOOD EVENING AND WELCOME TO THE DECEMBER 14, 2021 REGULAR MEETING OF THE GARLAND

[Call to Order]

CITY COUNCIL. IT IS THE CUSTOM AND TRADITION OF THIS CITY COUNCIL TO HAVE A PRAYER AND PLEDGE BEFORE OUR MEETINGS LED BY ONE OF OUR COUNCIL MEMBERS.

YOU ARE NOT REQUIRED TO PARTICIPATE AND IN WHATEVER YOUR DECISION IS, WILL NOT AFFECT OUR DECISIONS HERE THIS EVENING.

AND TONIGHT, WE WILL BE LED BY COUNCIL MEMBER SMITH FROM DISTRICT EIGHT.

PLEASE JOIN ME IN A WORD OF PRAYER.

HEAVENLY FATHER, THIS HAS BEEN ONE OF THE MOST DIFFICULT YEARS IN RECENT MEMORY, BUT WE THANK YOU FOR THE OPPORTUNITIES THAT WE'VE HAD OVER THIS PAST YEAR AS A COUNCIL TO SERVE OUR CITIZENS. WE ASK THAT YOU GUIDE OUR NATION THE HEALING AND THE PEACE THAT IT NEEDS IN THE COMING YEAR. WE ASK THAT YOU GUIDE OUR HEARTS AND OUR MINDS IN THE SPIRIT OF FAIRNESS, RIGHT THOUGHT AND RIGHT SPEECH AS WE MAKE DECISIONS HERE TONIGHT AND WE ASK THAT YOU CONTINUE TO WATCH OVER EVERY PERSON THAT IS ACTIVELY TRYING TO MAKE THE WORLD AROUND THEM A BETTER PLACE IN YOUR NAME, WE PRAY.

AMEN.

AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

WE'VE GOT A FEW ACKNOWLEDGMENTS BEFORE WE GET STARTED THIS EVENING, AND FIRST OFF, WE

[Mayoral Proclamations, Recognitions and Announcements]

HAVE WITH US LEADERSHIP GARLAND CLASS FORTY ONE THE BEST CLASS.

VERY GOOD.

I THINK THEY READ THROUGH THE MATERIALS, VERY GOOD.

AND IF IF I COULD JUST HAVE YOU STAND UP FOR A MINUTE.

THIS IS PART OF A GOOD PORTION OF THE CLASS.

THEY HAVE BEEN HERE TODAY, TODAY IS CITY DAY AND SO THEY HAVE RECEIVED AN OVERVIEW OF OUR CITY OPERATIONS. DID A TOUR OF THE CITY LOOKING AT DIFFERENT PROJECTS? SO WE THANK YOU FOR GETTING INVOLVED IN THE CLASS AND WE HOPE THAT IT WILL ENCOURAGE YOU TO DO MORE. SO THANK YOU.

YOU KNOW, THIS THIS BEING OR THIS IS OUR LAST MEETING OF THE YEAR.

I WANTED TO TAKE A MINUTE TO ACKNOWLEDGE OUR CITY STAFF.

THEY DO A TREMENDOUS AMOUNT OF WORK.

YOU KNOW, WE SHOW UP HERE EVERY COUPLE OF WEEKS AND WE MAKE DECISIONS AND PUT POLICIES IN PLACE. BUT OUR EMPLOYEES DAY IN, DAY OUT CARRY OUT THOSE POLICIES.

AND SO LAST WEEK WE HAD OUR SERVICE AWARDS WHERE WE WHERE WE ACKNOWLEDGE EMPLOYEES WITH FIVE TO THIS YEAR OVER THREE HUNDRED EMPLOYEES FROM FIVE TO FORTY FIVE YEARS OF SERVICE HERE IN THE CITY, ACROSS ALL DEPARTMENTS THROUGHOUT THE ORGANIZATION.

AND I DID ACTUALLY HAVE A LITTLE FREE TIME TODAY AND I WAS LOOKING, YOU KNOW, JUST LOOKING BACK THROUGH, YOU KNOW, THE TENURE OF SOME OF OUR EMPLOYEES AND THE LITTLE OVER THREE HUNDRED EMPLOYEES CONTAINED IN THIS BOOK HAVE A COMBINED FOUR THOUSAND SIX HUNDRED AND SIXTY FIVE YEARS OF SERVICE.

WE HAVE SOME VERY LONG TENURED EMPLOYEES AND THAT IS FANTASTIC.

THEY, LIKE I SAY, THEY DO THE WORK EVERY DAY, DAY IN, DAY OUT, PANDEMICS, NO PANDEMICS, WHATEVER AND THEY THEY TAKE CARE OF US.

SO I JUST WANT TO TELL EVERYBODY HOW MUCH I APPRECIATE THEM.

MISTY, YOUR NEXT.

AND IF YOU'D LIKE FOR YOUR FAMILY TO COME DOWN, THEY CERTAINLY CAN.

I SEE HEADS, I SEE HEADS NODDING IN THE NEGATIVE ON THAT.

COME AROUND HERE OR WHEREVER.

YOU KNOW, EVERY YEAR, THE CITY OF GARLAND OFFICE OF NEIGHBORHOOD VITALITY RECOGNIZES NEIGHBORS AND NEIGHBORHOODS WHO MAKE EXTRAORDINARY EFFORTS TO REVITALIZE AND ENHANCE THE COMMUNITY. WE HAD, YOU KNOW, RESIDENTS AND NEIGHBORHOOD GROUPS.

THEY SUBMIT APPLICATIONS, THEY MAKE NOMINATIONS FOR VARIOUS AWARDS.

AND ONE OF THE WARDS IS THE PUBLIC SERVANT AWARD.

AND THAT IS, NOMINATIONS COME IN THROUGHOUT ACROSS THE CITY FROM NEIGHBORHOOD GROUPS, INDIVIDUALS AND THE WINNERS.

WE ACTUALLY ANNOUNCED THAT OUR NEIGHBORHOOD SUMMIT HERE ABOUT A MONTH AGO OR SO.

AND THEN ALL OF THE WE'VE ALREADY WE'VE ALREADY DONE SOME OF THE NEIGHBORHOOD AWARDS AND ALL OF THOSE PEOPLE THAT WIN THOSE AWARDS ARE THEN ENTERED INTO SOME NATIONAL AWARDS.

[00:05:05]

BUT ONE THAT WE WEREN'T ABLE TO GET TO LAST TIME WAS OUR GARLAND PUBLIC SERVANT.

MARK GARLAND PUBLIC SERVANT AWARD RECOGNIZES THE CITY OF GARLAND EMPLOYEE, WHO EXEMPLIFIES WHAT IT MEANS TO BE A GREAT PUBLIC SERVANT AND GOES ABOVE AND BEYOND TO SERVE THE RESIDENTS OF GARLAND.

A BIG CONGRATULATIONS THIS YEAR TO MR. GARDEN. THERE SHE IS.

MISTI IS OUR DIRECTOR OF EMERGENCY MANAGEMENT, AND SHE IS THIS YEAR'S PUBLIC SERVANT AWARD WINNER FOR HER EXEMPLARY SERVICE THROUGHOUT SEVERAL EMERGENCIES.

NOW, I SHOULD TELL YOU THAT MISTY STARTED WITH US ABOUT TWO WEEKS BEFORE THE PANDEMIC REALLY HIT, OK.

THE FIRST TIME WE THE FIRST TIME I MET MISTY WAS ON THE FIRST OF HUNDREDS OF HOURS OF CONFERENCE CALLS THAT WE HAD WITH THE STATE AND THE COUNTY, ET CETERA, WHEN WE WERE WORKING THROUGH THIS.

BUT YES, OUR FIRST MEETING WAS OUR FIRST EMERGENCY CONFERENCE CALL.

AND THROUGHOUT ALMOST THE LAST TWO YEARS, BELIEVE IT OR NOT, MISTY HAS HELPED COORDINATE OUR EMERGENCY MANAGEMENT EFFORTS, NOT JUST THE PANDEMIC, BUT IN OTHER EMERGENCIES THAT WE'VE HAD HERE IN THE CITY.

BUT OBVIOUSLY A GREAT DEAL OF THAT TIME HAS BEEN SPENT WITH COVID.

MISTY HAS THE JOB OF TRACKING ALL THE PERCENTAGES, THE EVERY, EVERY, ALL THE MEASUREMENTS AND ALL THE THINGS THAT WE ARE USING TO GAUGE SORT OF WHERE WE ARE.

MISTY IS IN CHARGE OF KEEPING TRACK OF THOSE THINGS, AND SHE HAS DONE AN ABSOLUTELY FANTASTIC JOB.

I AM VERY THANKFUL THAT WE WERE ABLE TO GET HER FROM ANOTHER CITY, AND I HOPE THAT WE KEEP HER HERE FOR A LONG TIME WITHOUT A PANDEMIC.

BUT EMERGENCY MANAGEMENT RESPONDS TO ALL SORTS OF EMERGENCIES AROUND THE CITY.

WEATHER RELATED PRIMARILY, BUT THEY DO A GREAT JOB OF TAKING CARE OF US AND MISTY.

THANK YOU. THANK YOU, SIR.

IF YOU'D LIKE TO, WHO'S WITH YOU AND YOUR FAMILY? THIS IS MY HUSBAND, MATT AND MY SON, MASON AND MY SON, MATTHEW AND MY DAUGHTER, MARLEY.

SO THANK YOU ALL AND THANK YOU FOR THE OPPORTUNITY.

[APPLAUSE] AND DANA LODGE, IF YOU COULD COME DOWN, YOU KNOW, ESPECIALLY THE FOLKS HERE WITH LEADERSHIP GARLAND, WE'VE TALKED A LOT TODAY ABOUT HOW WE GROW THE CITY AND HOW WE, YOU KNOW, THE EVENTS THAT WE PUT ON AND HOW WE'RE, YOU KNOW, WE'RE PROVIDING THINGS FOR THE RESIDENTS, BUT ALSO IN HOPES OF BRINGING OTHER PEOPLE TO THE CITY AS WELL.

DANA IS WITH OUR CONVENTION AND VISITORS BUREAU, WHICH IS ACTUALLY JUST ACROSS THE STREET FROM US HERE. AND IF YOU'VE BEEN TO AN EVENT HERE IN THE CITY OF GARLAND, DOWN THE SQUARE, CHRISTMAS ON THE SQUARE OR WHATEVER EVENTS YOU'VE BEEN TO, DANA HAS BEEN INVOLVED IN IT. AND HER TEAM OF BRINGING, YOU KNOW, REACHING OUT TO THESE GROUPS, BRINGING THESE ENTERTAINMENT THINGS TO THE CITY AND THEN PUTTING ALL THE PIECES TOGETHER IN ALL SORTS OF CONDITIONS AND CIRCUMSTANCES.

AND YOU KNOW, WE, YOU KNOW, OVER THE SUMMER, WE HAD OUR CONCERT SERIES DOWN THE SQUARE AND DANA AND HER TEAM.

THEY DO EVERYTHING FROM BOOKING THE ACTS TO SETTING UP THE STAGE TO DOING ALL OF THESE, ALL OF THESE BEHIND THE SCENE, THINGS SO THAT THE REST OF US CAN SHOW UP AND HAVE FUN AND THEY DO A FANTASTIC JOB.

AND TO PROVE THAT, IT'S THE 36TH ANNUAL TEXAS TRAVEL SUMMIT THAT WAS HELD IN AMARILLO IN SEPTEMBER, DANA LODGE, CBB AND EVENTS DIRECTOR FOR VISIT GARLAND, WAS AWARDED THE TEXAS TRAVEL ALLIANCE HOSPITALITY AWARD.

THE HOSPITALITY AWARD IS AWARDED TO INDIVIDUALS FOR THEIR COMMITMENT TO PROVIDING EXCELLENCE IN HOSPITALITY AND RAISING THE BAR ON CUSTOMER SERVICE IN 2021.

AND I JUST WANTED TO THANK YOU, DANA, FOR BRINGING ALL THESE EVENTS TO GARLAND AND ACTUALLY GIVING ME SOMETHING TO DO KEEPS ME ENTERTAINED.

I HOPE THE REST OF THE CITY APPRECIATES AS MUCH AS I DO.

SO IF YOU'D LIKE TO, WHAT ELSE HAVE WE GOT GOING ON? ANYTHING COMING UP? WE'VE GOT LOTS COMING UP.

WE'VE GOT A TWO THOUSAND PERSON FLAG FOOTBALL COMING TO TOWN IN FEBRUARY, SO WE'VE GOT TO

[00:10:01]

COME OUT AND SEE THEM.

BUT IT REALLY TAKES THE TEAM AND I HAVE A WONDERFUL TEAM THAT SUPPORTS ALL OF THE DIFFERENT ACTIVITIES THAT WE TRY TO PUT ON FOR THE CITY AND VISITORS THAT WE BRING BRING TO GARLAND.

BUT WE'VE JUST STARTED, SO STAY TUNED.

WE'VE GOT MORE COMING.

AND HOW CAN THEY FIND OUT ABOUT THESE WONDERFUL EVENTS? WELL, YOU CAN DEFINITELY GO TO VISITGARLANDTX.COM, AND ITS GOT AN EVENTS CALENDAR AND IT'S FULL. THERE'S ALWAYS SOMETHING TO DO IN GARLAND.

VERY GOOD. THANK YOU.

THANK YOU. [INAUDIBLE].

[APPLAUSE] CAN WE PUT TOGETHER A FLAG FOOTBALL TEAM? [LAUGHTER] [INAUDIBLE] ON HAND.

THIS COULD BE ONE OF THE SHORTEST GAMES IN THE TOURNAMENT AND WHEN WE ALL GET TAKEN AWAY IN AN AMBULANCE. ALL RIGHT, GO AHEAD HERE NOW.

AFTER ALL THAT AND GET IN, GET TO OUR AGENDA FOR THE EVENING.

THANK YOU FOR ITEM 11, OK.

THE FIRST ITEM UNDER THIS SECTION 11, 11 A IS CONSIDER A REQUEST BY AJ REAL ESTATE

[11A. Consider a request by AJ Real Estate Investments, LLC to rezone the property to use the existing building for retail and restaurant uses. This property is located at 1640 and 1680 Eastgate Drive in District 5.]

INVESTMENTS LLC TO REZONE THE PROPERTY TO USE THE EXISTING BUILDING FOR RETAIL AND RESTAURANT USES.

THIS PROPERTY IS LOCATED AT 1640 AND 1680 EAST GATE DRIVE IN DISTRICT FIVE.

MR. GUERIN.

GOOD EVENING MAYOR AND COUNCIL.

AS YOU SAID, MAYOR, THIS IS A PROPOSAL TO REZONE THE PROPERTY TO USE THE EXISTING BUILDING FOR RETAIL AND RESTAURANT USES.

THE LOCATION IS 1640 AND 1680 EAST GATE DRIVE.

THE ACREAGE IS JUST OVER THREE AND A HALF ACRES AND THE ZONING.

I'M NOT SURE IF MY PRESENTATION IS GOING TO NOW.

IT'S HERE WE GO.

WE'RE NOT GETTING IT ON OUR OWN.

SO SOME OF US, OK, SOME OF US ARE, AND SOME OF US AREN'T.

GO AHEAD. OK, GO AHEAD.

OK. DON'T THINK I'M TOUCHING ANYTHING UP HERE.

NO, THE THE SUBJECT PROPERTY IS SPLIT BETWEEN TWO ZONING DISTRICTS PD 69-31 AND PD DISTRICT 86-26.

AS THE FIRST TWO DIGITS OF THOSE PDS INDICATE, THE FIRST ONE IS FROM NINETEEN SIXTY NINE.

THE OTHER IS FROM NINETEEN EIGHTY SIX.

HERE'S THE GENERAL LOCATION OF THE SUBJECT PROPERTY INDICATED BY THE RED STAR.

AND, YOU KNOW, JUST LIKE DAN, EVERYBODY'S GETTING IT ON THEIR MONITORS, EXCEPT FOR COUNCILMAN AUBIN AND I BELIEVE.

OK, GO AHEAD. SORRY.

SURE. I'LL KIND OF PICK UP WHERE I LEFT OFF.

GENERAL LOCATION OF THE SUBJECT PROPERTY HERE IS THE SUBJECT PROPERTY OUTLINED IN THE TEAL COLOR HERE.

THIS IS THE FORMER REMINGTON COLLEGE BUILDING.

IT SITS CURRENTLY VACANT.

AGAIN, THERE ARE TWO DIFFERENT P.D.

DISTRICTS ON THE PROPERTY.

THE MAIN IMPETUS FOR THE REQUESTS IS THE SEE IN THE PINK COLOR, THE PD EIGHTY SIX DASH TWENTY SIX IS PRIMARILY INTENDED FOR OFFICE RELATED USES.

IT ONLY ALLOWS RETAIL AND RESTAURANT USES THROUGH A LIMITED FASHION.

IT CANNOT HAVE FRONTAGE OR HAVE SIGNAGE FACING A PUBLIC STREET.

THE APPLICANT'S INTENT IS TO RENOVATE THIS EXISTING VACANT BUILDING TO ALLOW FOR RETAIL AND RESTAURANT USES, WHICH WOULD FACE THE PUBLIC STREET AND HAVE SIGNAGE ACCORDINGLY AS WELL. SO THE APPLICANT IS REQUESTING TO A STRAIGHT ZONE OUT OF THE PD TO COMMUNITY RETAIL DISTRICT ZONING, WHICH WOULD ALLOW RETAIL AND RESTAURANT USES BY RIGHT.

[00:20:05]

THE CONFERENCE PLAN FOR THIS AREA IDENTIFIES COMMUNITY CENTERS.

THIS PROPOSAL ALIGNS WITH THAT DESIGNATION.

HERE ARE SOME PHOTOS OF THE AREA.

THE SUBJECT PROPERTY IS IN THE TOP LEFT CORNER.

AGAIN, IT IS A VACANT BUILDING WHERE THE FORMER REMINGTON COLLEGE USED TO BE LOCATED.

AND AGAIN, THE APPLICANT'S INTENT IS TO RENOVATE THE EXISTING BUILDING AND SOME OTHER PHOTOS OF THE AREA. THERE'S A RESTAURANT JUST TO THE EAST OF THE SUBJECT PROPERTY.

YOU CAN SEE SIX THIRTY FIVE ON THE SOUTHERN SIDE OF THE SUBJECT PROPERTIES AND MULTIFAMILY IN DALLAS ON THE OTHER SIDE OF THAT.

AND TO THE WEST OF THE SUBJECT PROPERTY IS THE LOCATION OF AMBERTON UNIVERSITY.

AGAIN, THE REQUEST IS A STRAIGHT ZONING.

THIS IS A TRADITIONAL CHANGE OF ZONING THAT WOULD BE ZONING OUT OF THE PDS TO COMMUNITY RETAIL, SO THERE'S NO DETAILED PLAN ASSOCIATED WITH THIS REQUEST.

THE INTENT OF THE REQUEST, AGAIN, IS TO RENOVATE THE EXISTING BUILDING FOR RESTAURANTS WITHOUT DRIVE THROUGHS AND RETAIL USES.

THE BUILDING FOOTPRINT AND PARKING LAYOUT WILL REMAIN THE SAME.

IN ADDITION, THE CURRENT SITE CONFIGURATION COMPLIES WITH THE DEVELOPMENT STANDARDS IN THE COMMUNITY RETAIL DISTRICT.

STAFF'S RECOMMENDATION IS APPROVAL OF THE REQUEST, AND THE PLANNING COMMISSION RECOMMENDED APPROVAL AS WELL, WITH THE SEVEN TO ZERO VOTE.

AND WE SENT OUT 12 NOTIFICATION LETTERS ON THIS REQUEST AND WE RECEIVED ONLY ONE RESPONSE AND THAT WAS IN FAVOR OF THE REQUEST AND MAYOR I'LL BE GLAD TO ANSWER YOUR QUESTIONS.

VERY GOOD. ANY QUESTIONS FOR STAFF ON THIS ITEM? COUNCIL MEMBER AUBIN GO AHEAD.

HANG ON. LET ME, YOU KNOW, THERE WE GO, GO AHEAD.

THANK YOU, MAYOR.

WILL THANK YOU FOR THE PRESENTATION.

JUST GOT TO A COUPLE OF QUESTIONS REGARDING THE CHANGE OF KIND OF SOME OF ITS KIND OF THE MECHANICS OF IT, BECAUSE WE'RE THIS IS JUST A CHANGE TO STRAIGHT ZONING.

SO WE'RE ELIMINATING THE TWO SPEEDS THAT COVER THIS PROPERTY.

AND CAN YOU KIND OF GIVE AN IDEA? AND BECAUSE OF THAT, THERE WILL BE NO DETAILED PLAN AS LONG AS IT COMPLIES WITH WHATEVER THE COMMUNITY RETAIL ZONING IS IN WHATEVER OTHER STANDARDS WE HAVE, IT CAN GO IN.

THAT'S CORRECT. YES, SIR. SO WHAT OTHER THINGS COULD THIS IF SOMETHING HAPPENS IN THE APPLICANT CHANGES THEIR MIND? WHAT OTHER THINGS COULD THIS BECOME? GENERAL OFFICE AND MEDICAL OFFICE WOULD ALSO BE ALLOWED BY RIGHT? THERE ARE A NUMBER OF USES BY SUP, SUCH AS LIMITED SERVICE HOTEL GAS PUMPS, ALTHOUGH CONVENIENCE STORES WOULD BE ALLOWED BY RIGHT.

I BELIEVE THE ONLY AUTOMOTIVE TYPE USE WOULD BE MINOR.

AUTO REPAIR WOULD BE ALLOWED BY RIGHT, BUT MAJOR REPAIR OR SALES WOULD NOT BE ALLOWED IN THIS ZONING DISTRICT.

OK. AND IT'S MINOR AUTO REPAIRS SIZE RESTRICTED IN TERMS OF [INAUDIBLE] SQUARE FEET OR I DON'T BELIEVE SO. IT'S JUST IT'S A NATURE OF THE OPERATION, KIND OF YOUR TUNE UPS THAT SORT OF THING VERSUS YOUR, YOU KNOW, COLLISION REPAIR AND THINGS LIKE THAT.

IS THERE ANY PARTICULAR REASON WHY THIS IS PRESENTED TO COUNCIL AS STRAIGHT ZONING AS OPPOSED TO AN AMENDMENT OF THE PD? IT SOUNDS LIKE IT WOULD BE VERY EASY TO AMEND THIS PD.

I MEAN, BECAUSE THE PD CURRENT LET ME UNDERSTAND THAT THE PD OR PDS CURRENTLY ALLOW FOR RESTAURANT USES, EXCEPT THAT IT JUST CAN'T HAVE.

FRONTAGE, SIGNAGE OR BE ON THE FAMOUS SIGNAGE FACING PUBLIC STREET.

YES, SIR. SO WE COULD JUST AMEND THE PD.

I SUPPOSE. I MEAN, IS THERE SOME OTHER REASON WHY WE WOULDN'T WANT TO GO THAT ROUTE AND SAY, AMEND THE PD TO REMOVE THAT, TO REMOVE THAT SIMPLE RESTRICTION? DOES THAT GET THEM WHERE THEY NEED TO BE? THAT MAY GET THEM WHERE THEY WANT TO BE.

OF COURSE, THIS WOULD PROVIDE THEM THE FLEXIBILITY TO GO STRAIGHT THROUGH PERMITTING AND CO TO RENOVATE THE BUILDING AND GO AHEAD AND GET THE USES IN THERE.

THERE WOULDN'T, OF COURSE, BE A DETAILED PLAN ATTACHED TO THAT.

THERE'S NO PARTICULAR GDC REGULATION THAT WE'VE SEEN THAT WOULD BE AN ISSUE IS REALLY JUST THE ZONING THAT WAS KIND OF THE THE BLOCKADE TO THAT, THAT COULD BE AN OPTION FOR THE COUNCIL.

THE PDS ARE FAIRLY OLD AND THEY WERE INTENDED, ESPECIALLY THE 86 ONE WAS ACTUALLY HAD A PLAN ASSOCIATED FOR AN OFFICE BUILDING THAT NEVER CAME TO FRUITION.

SO IT WAS VERY IT WAS WRITTEN IN A SENSE THAT IT WAS VERY GEARED TOWARDS THAT AND, YOU KNOW, DISCOURAGED THE MORE RETAIL RESTAURANT USES.

SO I GUESS THE THOUGHT WAS THAT IT IS A PRETTY SIGNIFICANT DEPARTURE IN THE CR.

[00:25:02]

IT IS A HODGEPODGE IF YOU SAW THE LOCATION MAP EARLIER, KIND OF A HODGEPODGE OF OLDER PDS.

SO THIS WOULD KIND OF PROVIDE, YOU KNOW, SOME FLEXIBILITY FOR THE PROPERTY TO TO ADHERE JUST THE CR STANDARDS AND MOVE FORWARD.

SO THAT WAS KIND OF THE THOUGHT.

OK, THANK YOU.

NO FURTHER QUESTIONS HERE FOR GOOD.

ANY ADDITIONAL QUESTIONS FOR STAFF? NO. RIGHT, I THINK WE'RE BACK TO [INAUDIBLE], RIGHT? I SEE NONE THANK YOU, SIR.

I DO HAVE ONE SPEAKER ON THIS ITEM, ARLENE MACIAS.

IF YOU COULD COME DOWN PLEASE.

AS THE APPLICANT, YOU WILL HAVE 10 MINUTES TO MAKE A PRESENTATION OR ANSWER QUESTIONS.

WHICHEVER YOU CHOOSE, WHICHEVER I CHOOSE, WELL, LUCKY ME WISELY, YES, WELL, I'M ACTUALLY HERE. MORE TO ANSWER ANY QUESTIONS.

WILL DID A GREAT JOB AT PRESENTING WHAT WE'RE WANTING TO DO WITH THIS PROPERTY WE'RE WANTING TO DO FOOD HALL/RETAIL IN THIS PARTICULAR AREA THAT WE THINK WILL BRING A LOT OF VALUE. DO I NEED TO SAY MY NAME AND ADDRESS? YES, YOU DO. SORRY, I WAS JUST REMEMBERING THAT.

OK, YES, MY NAME IS ARLENE MACIAS AND MY ADDRESS IS 2022 WYNN JOYCE AND I LIVE IN GARLAND, TEXAS.

YOU REMEMBER THE PROCEDURES BETTER THAN, YES, I KNOW.

SORRY, I'M SORRY.

I SHOULD KNOW. JUST FINE.

NO, NO, I SHOULDN'T. I DON'T WANT TO INTERRUPT.

BUT YES, I'M HERE TO ANSWER QUESTIONS.

YOU KNOW, WE'RE EXCITED ABOUT THIS PROJECT.

WE THINK YOU'LL BRING A LOT OF VALUE TO THIS PARTICULAR AREA.

IT'LL KIND OF BRING THAT RETAIL THAT'S ALREADY KIND OF THERE WITH THE WITH THE FURR'S RESTAURANT AND THEN WITH THE DEVELOPMENT IN THE BACK, WITH THE MALL TIE AND THE STORES THAT ARE THERE. SO WE THINK THIS FOOD AND RETAIL CONCEPT WILL WORK VERY WELL IN THIS PARTICULAR AREA, AND WE'RE REALLY EXCITED ABOUT IT AND EXCITED IF YOU GUYS HAVE ANY QUESTIONS, I'LL BE MORE THAN HAPPY TO..

VERY GOOD.. TO ANSWER.

ALL RIGHT. COUNCIL MEMBER AUBIN.

HI. HI, HELLO.

DID YOU BY CHANCE BRING A PRESENTATION? NO, I WAS TALKING TO WILL, THEY SAID TO DO MORE LIKE AN ANSWER.

QUESTIONS. OK, WELL, NO.

I'D LIKE PEOPLE WHO ARE WATCHING TO BE ABLE TO SEE WHAT IT IS THAT WE'RE TALKING ABOUT.

AND IT'S, YES, PRETTY CUSTOMARY FOR APPLICANTS TO BRING A.

YES, THEY CAN SEE.

DO YOU HAVE A PAPERWORK OR SOMETHING THAT WOULD SHOW WHAT IT IS HAD THAT WE SUBMITTED WITH ALL THE DOCUMENTS, WE HAD ALL OF OUR RENDERINGS.

YOU, WILL HAVE ANY OF THOSE? SO PEOPLE WHO ARE WATCHING THIS HAVE SOME IDEA OF WHAT WE'RE KIND OF APPROVING OR WHAT THE CONCEPT IS? I'M AFRAID IT'S NOT, MAYBE WHAT WE CAN DO IS UM THE LOCATION.

WELL, ACTUALLY, I DO HAVE A BACKUP SLIDE SHOWN IN AERIAL SORRY.

I MEAN, I'VE SEEN THE I'VE SEEN IT AND WHICH IS, YOU KNOW, A FACTOR IN I MEAN, OK, I KNOW YOU'RE NOT HELD TO IT, BUT I'D LIKE FOR PEOPLE TO BE ABLE TO SEE IT.

THAT'S GENERALLY CUSTOMARY.

I'M SORRY. I THOUGHT THAT BECAUSE IN THE LAST IN THE PLANNING ONE, THE RENDERINGS WERE IN THE IN THE PACKAGE AND I THOUGHT THEY WERE THERE.

I APOLOGIZE. WELL, I CAN EXPLAIN IT A LITTLE MORE SINCE I DON'T HAVE THE RENDERINGS WITH ME, BUT THE WAY THAT WE HAVE IT KIND OF SET UP OR OUR VISION FOR THIS PROJECT, THIS BUILDING IN PARTICULAR SHAPED LIKE A U.

AND IN THE MIDDLE OF IT, WE WERE THINKING OF DOING KIND OF LIKE A COURTYARD STYLE WHERE WE HAVE INDOOR AND OUTDOOR SEATING FOR RESTAURANT AND RETAIL, WHERE PEOPLE CAN KIND OF GO IN THE MIDDLE AND THEY'LL HAVE A LOT OF SEATING WHERE YOU'RE ABLE TO EAT INSIDE AND OUTSIDE AND DO SOME SHOPPING.

AND SO IT'S A BIG ENOUGH COURTYARD WHERE PEOPLE CAN COME AND KIND OF LIKE, HANG OUT AND BE, YOU KNOW, INSIDE AND OUTSIDE OF THE RESTAURANTS.

AND SO WE THOUGHT THAT THIS BUILDING WAS IN GREAT CONDITION TO DO KIND OF A CONCEPT SIMILAR TO TRINITY GROVE, WHERE THEY HAVE THAT TYPE OF FEEL, WHERE YOU'RE INSIDE AND OUTSIDE AND THEN YOU HAVE LIKE A LITTLE BEER GARDEN AND YOU'RE ABLE TO ENJOY KIND OF THE OUTDOOR SPACE.

THIS HAS A LOT OF BEAUTIFUL, MATURE TREES, WHICH WE ARE GOING TO BE KEEPING.

THE MAJORITY OF ALL OF THEM, ACTUALLY PRACTICALLY EVERY MATURE TREE WILL STAY AND WE WILL DESIGN THE CONCEPT AROUND THOSE TREES AS WELL SO THAT PEOPLE CAN ENJOY ALL THAT BEAUTIFUL LANDSCAPING AND WE ALL WE WILL BE ADDING ADDITIONAL LANDSCAPING AS WELL.

OK. MM HMM. SO BASICALLY KIND OF A TRINITY GROVES KIND OF LIKE A RESTAURANT INCUBATOR TYPE SPACE, RELATIVELY SMALL RESTAURANTS, BUT YOU'RE NOT YOU'RE NOT BUILDING SOMETHING LIKE A VIKON VILLAGE TYPE TYPE THING? NO, NO, NO. IT'LL BE MORE LIKE A TRINITY.

THAT WAS OUR VISION FOR IT.

ORIGINALLY WE WENT THERE, WE THOUGHT IT WOULD BE SOMETHING REALLY COOL THAT WE CAN BRING TO THE CITY, SOMETHING LIKE ANOTHER PLACE TO GO HERE IN GARLAND.

[00:30:04]

I WANT TO BE ON THAT WHERE TO GO LIST IN THE VISIT GARLAND WEBSITE.

AND SO THIS IS SOMETHING I THINK WILL BRING, YOU KNOW, ANOTHER THING TO DO HERE IN GARLAND, SOMETHING NEAT.

WE HAVE A LOT OF LITTLE RESTAURANTS, BUT WE ALSO WANT TO MIX THE RETAIL IN THERE SO THEY WON'T JUST HAVE, YOU KNOW, EATING, BUT THEY'LL ALSO HAVE THE OPTION TO SHOP, YOU KNOW, LOCALLY WITH SOME COOL LITTLE SHOPS IN THERE, DESSERT PLACES AS WELL.

HMM. GREAT. YEAH, THANK YOU.

THANK YOU. YES, I'M CERTAIN DEPUTY MAYOR PRO TEM WILLIAMS. THANK YOU MAYOR. GOOD EVENING MS. MACIAS, HOW ARE YOU? GOOD EVENING, MR. WILLIAMS. HOW ARE YOU? I'M GOOD, TO PIGGYBACK ON COUNCILMAN AUBIN [INAUDIBLE] AS A GARLAND BUSINESS PERSON, CAN YOU EXPAND A LITTLE BIT TO GIVE OUR VIEWING AUDIENCE YOUR CONCEPT? YOU HAVE SOME EXISTING PROJECTS.

CAN YOU TALK BRIEFLY ABOUT YOUR [INAUDIBLE] VIEW AND HOW THOSE CONNECT TO THIS PARTICULAR REQUEST TONIGHT? ABSOLUTELY.

SO OUR VISION FOR THIS ONE, WE HAVE SOME OTHER PROJECTS HERE IN GARLAND WHERE WE HAVE SOME OTHER COMMERCIAL BUILDINGS.

AND SO WE HAVE THE EXPERIENCE IN THE COMMERCIAL BUILDING SPACE.

WE JUST RECENTLY DEVELOPED 14 TOWNHOMES IN FARMERS BRANCH.

WE KIND OF LIKE THE LOOK OF THE MORE MODERN FEEL SIMILAR TO, YOU KNOW, TRINITY GROVE AGAIN. I LIKE TO REFERENCE IT BECAUSE THAT'S KIND OF WHAT WE WERE ENVISIONING, BUT THIS BUILDING WILL BE COMPLETELY, COMPLETELY RENOVATED.

THE FRONTAGE WILL BE ELEVATED COMPLETELY, WILL HAVE TWO TOWERS ON THE SIDE, LED LIGHTING.

WE HAVE A LIGHTING ARCHITECT THAT WILL BE DOING A LOT OF COOL LIGHTING FOR THE OUTSIDE AS WELL. SO IT'LL BE LOOK, IT'LL BE 2021 NOT 1968.

SO YEAH, I'LL BE COMPLETELY REMODELED AND IT'LL LOOK.

IT'LL LOOK TO WHAT IT NEEDS TO LOOK UP TO DATE RIGHT NOW.

YEAH, WE'RE EXCITED.

YES, VERY GOOD.

ANY ADDITIONAL QUESTIONS FOR THE APPLICANT? EXCUSE ME. I SEE NONE.

COUNCILMAN AUBIN IT'S IN YOUR DISTRICT.

GO AHEAD, SIR. THANK YOU, MAYOR.

THANK YOU FOR BRINGING THIS TO US.

I DO HAVE A LITTLE BIT OF CONCERN.

JUST YES. IT HAS NOTHING TO DO WITH YOU WITH RESPECT TO STRAIGHT ZONING AND STUFF.

IT ALWAYS MAKES ME A LITTLE NERVOUS.

BUT BY THE SAME TOKEN, I'D LOVE TO SEE THIS PROJECT GET ON THE GROUND AS QUICKLY AS POSSIBLE. AND IN CANDIDLY, YOU KNOW, EVEN IF YOU WERE TO COME BACK AND SAY, WELL, WE'RE GOING TO MAKE IT ALL SOMETHING ELSE UNDER COMMUNITY RETAIL, THAT WOULD PROBABLY BE FINE BECAUSE IT'S A IT'S A BUILDING THAT'S BEEN VACANT FOR A LITTLE WHILE.

YES. AND SO I'D LOVE TO SEE YOU GET BACK INTO PRODUCTION.

BUT I THINK THE IDEA IS FABULOUS.

YOU KNOW, WE NEED WE ALWAYS GET WE ALWAYS HAVE PEOPLE ASKING FOR MORE RESTAURANTS AND MORE CONCEPTS AND MORE INTERESTING THINGS AND CREATING A SPACE THAT WILL HAVE A NUMBER OF RESTAURANTS THAT THAT'LL CREATE A KIND OF PLACE.

IT WOULD BE NICE TO HAVE A PLACE IN GARLAND, ANOTHER PLACE IN GARLAND WHERE SOMEONE CAN SAY, YOU KNOW, I DON'T KNOW WHAT I WANT TO EAT, BUT LET'S JUST LET'S JUST GO HERE AND WE'LL JUST FIGURE IT OUT.

AND THOSE ARE KIND OF THOSE ARE THE THINGS I THINK THAT ARE REALLY GOOD AT BUILDING UP THOSE RESTAURANTS AND BUILDING UP COMMUNITY.

SO I'M VERY EXCITED FOR THAT.

AND BASED ON THAT, MAYOR, I'M PREPARED TO ARE NOT PREPARED.

I MOVE THAT WE APPROVE THIS ITEM.

I HAVE A MOTION TO APPROVE THE SITE OF MS. PRESENTED BY COUNCIL MEMBER AUBIN AND A SECOND BY COUNCIL MEMBER VERA.

ANY FURTHER DISCUSSION? MADAM SECRETARY, IF YOU COULD PRESS VOTE FOR US, PLEASE.

AND DISPLAY THE VOTE, THAT ITEM IS APPROVED UNANIMOUSLY.

THANK YOU VERY MUCH. I WILL MAKE YOU GUYS PROUD, I PROMISE.

THANK YOU. HAVE A GREAT DAY.

OH, WAIT A MINUTE, I'M ALREADY BOTH OF THOSE.

[12. Consider appointments to Boards and Commissions]

THE NEXT ITEM ON OUR AGENDA IS ITEM 12.

CONSIDER APPOINTMENTS TO BOARDS AND COMMISSIONS.

TONIGHT, COUNCIL MEMBER MORRIS HAS AN APPOINTMENT TO MAKE.

GO AHEAD. NOPE.

HANG ON. GO AHEAD.

THANK YOU, MAYOR. THE COUNCIL I'D LIKE TO APPOINT IRA FULLER JR.

TO THE SENIOR CITIZENS ADVISORY BOARD.

VERY GOOD AND APPOINTMENTS DO NOT REQUIRE A SECOND.

COUNCIL YOU'VE HEARD THE APPOINTMENT, MADAM SECRETARY IF YOU COULD PREPARE THE VOTE FOR US PLEASE.

AND COUNCIL AND DISPLAY THE VOTE AND THIS NOMINATION IS APPROVED UNANIMOUSLY.

[13. Citizen comments]

THE NEXT ITEM ON OUR AGENDA IS ITEM 13 CITIZEN COMMENTS.

PERSONS WISHING TO ADDRESS ISSUES NOT ON THE AGENDA MAY HAVE THREE MINUTES TO ADDRESS THE COUNCIL AT THIS TIME.

COUNCIL IS PROHIBITED FROM DISCUSSING ANY ITEM NOT POSTED, ACCORDING TO THE TEXAS OPEN MEETINGS ACT. IS THERE ANYONE HERE TONIGHT WHO WOULD LIKE TO ADDRESS THE COUNCIL?

[00:35:01]

I SEE ALL THESE FACES FROM LEADERSHIP GARLAND WHO ARE JUST, I WISH I COULD JUST CALL ON THEM. [LAUGHING] I WISH I COULD JUST POINT AND HAVE THEM HAVE TO SPEAK.

BUT MADAM SECRETARY, DO WE HAVE ANYONE ONLINE? WE DO NOT. ALL RIGHT.

VERY GOOD. OK, WELL, YOU'VE GOT TO DO IT FROM THE PODIUM, AND I'LL NEED YOU TO FILL OUT A SPEAKER CARD WHEN YOU'RE DONE.

YOU'LL NEED TO GIVE US YOUR NAME AND ADDRESS, FOR THE RECORD.

MADAM SECRETARY, IF YOU COULD HAVE THE CLOCK AT 3.

I'M P.C. MATTHEW [INAUDIBLE] MAYOR SCOTT LEMAY AND COUNCILMAN.

I WAS JUST WATCHING THE CITY COUNCIL MEETING, ESPECIALLY WITH MY TEAM HERE, THE BEST CLASS, CLASS FORTY ONE.

I WAS WATCHING THE APPROVAL OF THE CHANGING THE ZONING, ESPECIALLY FOR AN OLD BUILDING, WHICH WAS NOT ACTIVE.

AND THIS WONDERFUL CITY OF GARLAND HAS MANY AREAS THERE ARE A LOT OF BUILDINGS EMPTY AND THEY'RE NOT ACTIVE. I REQUEST THE COUNCILMAN IN THAT PARTICULAR DISTRICT TO APPROACH THE OWNERS AND ASK THEM TO DO SOME ACTIVITIES.

THANK YOU VERY MUCH. THANK YOU, SIR.

AND IF YOU COULD SEE THE CITY SECRETARY, I'D APPRECIATE IF YOU COULD FILL OUT A SPEAKER CARD FOR ME. IS THERE ANYONE ELSE WHO WOULD LIKE TO ADDRESS THE COUNCIL? WITH THAT, I SEE NO ONE ELSE COMING BEFORE US.

THANK YOU ALL VERY MUCH.
