FORMER CULTURAL ARTS DIRECTOR PATTY GRANVILLE WAS HONORED THE JUROR'S AWARD AT THE 33RD ANNUAL OBELISK AWARDS, PRESENTED BY BUSINESS COUNCIL FOR THE ARTS ON NOVEMBER 17TH IN DALLAS. THE AWARD HONORS BUSINESSES, NONPROFITS AND INDIVIDUALS FOR THEIR EXTRAORDINARY SUPPORT OF ARTS AND CULTURE IN NORTH TEXAS. PATTY GRANVILLE WAS NOMINATED BY MICHELLE NORRIS, CULTURAL ARTS SUPERVISOR AT THE CITY OF GARLAND. IN HER NOMINATION, NORRIS NOTED THAT PATTY IS THE EMBODIMENT OF CULTURAL ARTS IN GARLAND. I ABSOLUTELY-- INDISPUTABLE. SHOULD BE UNDERLINED, BOLDED THAT STATEMENT. SHE HAS SERVED AS THE CULTURAL ARTS DIRECTOR SINCE 1982 AND HAS CERTAINLY LEFT BEHIND AN INDELIBLE LEGACY. PATTY OPENED THE GRANVILLE ARTS CENTER IN 1982, WHICH WAS RENAMED FOR HER IN 2003, AND SHE HAS CONTINUED TO PURSUE THE CULTURAL ARTS FOR GARLAND AND ITS RESIDENTS THROUGHOUT NEARLY 40 YEARS OF SERVICE. ON BEHALF OF OUR CITY MANAGER, BRYAN BRADFORD, I'M PLEASED TO PRESENT THE PROPOSED 2022 CAPITAL IMPROVEMENT PROGRAM AND AT $521 MILLION DOLLARS, THIS IS THE LARGEST CAPITAL PLAN IN GARLAND'S HISTORY, A COMMENT THAT OUR CITY MANAGER MADE LAST YEAR AS WELL. SO, WE'RE GOING TO CONTINUE THE STREAK AND CONTINUE THE PROGRESS THAT WE'RE SEEING HERE IN GARLAND CITY. OUR CITY MANAGER WOULD ALSO KNOW THAT THIS HAS BEEN A PARTICULARLY CHALLENGING CIP PROCESS THUS FAR, WITH A LOT OF THE ECONOMIC IMPACTS COMING OUT OF THE COVID 19 PANDEMIC. BUT WE'RE PLEASED WITH WHERE WE'RE AT SO FAR AND LOOK FORWARD TO ENGAGING WITH THE COUNCIL ON SOME ADDITIONAL DISCUSSIONS AS WE MOVE THROUGH THE PROCESS. I DO WANT TO THANK SOME OF THE STAFF THAT'S BEEN INVOLVED IN THE PROCESS. YOU HEARD FROM A COUPLE OF THEM EARLIER TONIGHT. OUR CFO MATT WATSON AND BUDGET DIRECTOR ALLYSON STEADMAN BELL AND ALL THE DEPARTMENT DIRECTORS THAT HAVE HELPED TO PUT THE PLAN TOGETHER. I WANT TO THANK THEM FOR THEIR EFFORTS THUS FAR. WE ALWAYS LIKE TO BEGIN WITH THE END IN MIND, AND THE THREE GOALS THAT WERE MENTIONED PREVIOUSLY FOR THE CIP THIS YEAR INCLUDE CONTINUED IMPLEMENTATION OF THE 2019 BOND PROGRAM, INCLUDING THE ESCALATION IN COSTS THAT WE'VE SEEN ON SOME OF THOSE PROJECTS. SO, THAT'S A TOP PRIORITY IN GOAL FOR US. THE SECOND IS TO IMPLEMENT THE ARPA PLAN THAT COUNCIL APPROVED EARLIER THIS YEAR AND OF COURSE, COMPLY WITH ALL THE RED TAPE AND GUIDELINES THAT COME ALONG WITH THAT FUNDING, THAT IMPORTANT FUNDING. AND THEN FINALLY, CONSIDER OPPORTUNITIES TO FUND ADDITIONAL OPPORTUNITIES WITH THE 2019 BOND PROJECTS AND EXPAND ON THOSE IMPROVEMENTS IN SOME WAYS AND THEN ALSO TO ADDRESS NEW FUNDING NEEDS THAT COME UP. SO, WITH THAT IN MIND, I'LL JUST GIVE SOME HIGHLIGHTS OF THE CIP, HE PROPOSED CIP, WHICH YOU HAVE IN A VERY LARGE BINDER NOW AND WE'LL BE TESTING YOU ON THAT VERY SOON. BY SATURDAY, ACTUALLY. SO, ON THE TAX SUPPORTED SIDE, AS IT WAS MENTIONED EARLIER, $227 MILLION IN TAX SUPPORTED PROJECTS. $68 MILLION OF THAT IS GOING TO GO TOWARDS PARK PROGRAMS AND FACILITIES, INCLUDING IMPROVEMENTS TO THE SENIOR CITIZEN CENTER. MANY OF OUR RECREATION CENTERS PARKS, NEW PARKS, SPORTS FIELDS, PLAYGROUNDS AND THE LIKE AND OF COURSE, TRAIL IMPROVEMENTS, WHICH KIND OF WEAVE THROUGH ALL OF OUR COUNCIL DISTRICTS. $55 MILLION TOWARDS STREET AND TRANSPORTATION IMPROVEMENTS, MOST OF THAT MONEY IS GOING TOWARDS IMPROVEMENTS THAT WILL EXPAND OUR TRANSPORTATION CAPACITY AND FIX CRITICAL BOTTLENECK AREAS AS WELL. SOME PROJECTS INCLUDE SHILOH, BOBTOWN, NAAMAN SCHOOL, LYONS, HOLFORD AND OTHER ROAD AND INTERSECTION IMPROVEMENTS. THERE'S MANY PUBLIC SAFETY IMPROVEMENTS IN THE PROPOSED CIP, INCLUDING NEW FIRE STATIONS AND FIRE ADMINISTRATION AND TRAINING FACILITY IMPROVEMENTS, IMPROVEMENTS OF THE GARLAND POLICE STATION, RANGE AND TRAINING FACILITIES. MANY OF OUR LIBRARIES WILL BE IMPROVED AS PART OF THE CIP AS WELL, INCLUDING IMPROVEMENTS TO CENTRAL AND NORTH BRANCHES AND, OF COURSE, A NEW BRANCH TO SERVE WEST GARLAND. THE PROPOSED CIP CONTINUES THE PROGRESS THAT WE'VE MADE ON ECONOMIC DEVELOPMENT AND REDEVELOPMENT FRONTS AS WELL FUNDING LAND ACQUISITION AND STREETSCAPE IMPROVEMENTS IN KEY CATALYST AREAS INCLUDING DOWNTOWN AND THE MEDICAL DISTRICT. AND OF COURSE, WE'RE EXCITED TO SHARE THAT THE CIP INCLUDES AN ARPA FUNDING ALLOCATION TO BEGIN DESIGN OF A NEW PUBLIC HEALTH CLINIC. SO, THAT'S JUST A HIGH LEVEL OVERVIEW ON THE TAX SUPPORTED SIDE. ON THE UTILITY SUPPORTED SIDE, WHICH TOTALS $290 MILLION, MAJOR SANITATION EQUIPMENT PURCHASES, WATER AND WASTEWATER LINE IMPROVEMENTS, WATER METERS, WASTEWATER UPGRADES AT THE TREATMENT PLANTS AND THOSE PROCESSES. AND MOST OF THAT UTILITY SUPPORTED MONEY GOING TO GARLAND POWER AND LIGHT FOR IMPORTANT INFRASTRUCTURE IMPROVEMENTS TO TRANSMISSION LINES, SUBSTATIONS, RELIABILITY UPGRADES AND ONE-- AND INITIATION OF THE AUTOMATED METER INFRASTRUCTURE PROGRAM AS WELL. AND ONE THING I'LL NOTE THROUGH THIS PROCESS IN THE CIP IS THAT YOU'LL SEE MANY OF OUR BOND PROJECTS SORT OF WEAVE THROUGH THE CIP IN DIFFERENT WAYS THAT IT STARTS WITH A STREET PROJECT INTERTWINED WITH WATER AND WASTEWATER IMPROVEMENTS THAT ARE ASSOCIATED WITH THAT PROJECT AND ALSO ELECTRICAL DISTRIBUTION AND TRANSMISSION IMPROVEMENTS AS WELL. AND SO YOU SEE A LOT OF COLLABORATION AND COORDINATION BETWEEN PROJECTS IN THE CIP. AS FAR AS INTERNAL SERVICES GO, $3 MILLION IN IMPROVEMENTS AND PROJECTS THROUGH THAT ALLOCATION ON THE DEBT ISSUANCE SIDE, $99 MILLION DOLLARS IN TAX SUPPORTED FOR 2022 [00:25:07] THROUGH GOS AND COS AND ON THE UTILITY SIDE, $118 MILLION IN UTILITY SUPPORTED DEBT ISSUANCE AS WELL. ALL THAT TO SAY THAT NO ADDITIONAL PROPERTY TAX INCREASE IS, OF COURSE, PROPOSED. THE ONLY RATE IMPACT, AS NOTED IN PREVIOUS PRESENTATION, IS TO THE WASTEWATER AND SANITATION INCREASES IN FISCAL 2023. SO, IN CONCLUSION, WE'RE PLEASED TO PRESENT THE PROPOSED 22 CIP. IT'S A SIGNIFICANT STEP TOWARD COMPLETION OF THE 2019 BOND PROGRAM.
