WELL, GOOD EVENING AND WELCOME TO OUR STATE OF THE CITY UPDATE.

I AM MAYOR SCOTT LEMAY AND I JUST WANT TO WELCOME EVERYBODY WHO WAS VIEWING US TONIGHT.

WE ARE FILMING LIVE FROM THE COUNCIL CHAMBERS.

WE HAVE GONE THROUGH SEVERAL FORMATS OVER THE YEARS, THE LAST COUPLE OF YEARS.

I WOULD PREFER THAT WE WERE ABLE TO DO THIS AS WE DID IN 2019, WHERE WE'RE ALL AT THE ATRIUM AND WE HAVE A BIG OPEN HOUSE AND HOPEFULLY NEXT YEAR WE'LL GET BACK TO THAT.

THIS IS CERTAINLY BETTER THAN PRE TAPING EVERYTHING AS WE HAD TO LAST YEAR.

SO, I JUST WANT TO WELCOME A FEW FOLKS.

WE HAVE REPRESENTATIVES FROM STATE REPRESENTATIVE RHETTA BOWERS' OFFICE HERE, AND I HEAR SHE MAY BE JOINING US IN PERSON.

SO CERTAINLY APPRECIATE THAT.

WE DO HAVE A COUPLE OF MEMBERS OF OUR CITY COUNCIL WITH US TONIGHT FROM DISTRICT FOUR, BJ WILLIAMS AND FROM DISTRICT FIVE, RICH AUBIN, AS WELL AS OUR CITY MANAGER, BRYAN BRADFORD, OUR DEPUTY CITY MANAGER MITCH BATES AND OUR ASSISTANT CITY MANAGER JUD REX.

SO, WE'VE GOT THE WHOLE LINEUP HERE THIS EVENING.

AND BEFORE WE GET MUCH FURTHER, I WANT TO THANK DOROTHY WHITE AND OUR PUBLIC AND MEDIA RELATIONS STAFF [INAUDIBLE] FOR PULLING THIS PRESENTATION TOGETHER FOR US TONIGHT AND SOME OF THE INFORMATION THAT WE'LL BE ABLE TO SHARE.

AND I ALSO, I HOPE IT'S A VOTE OF CONFIDENCE FROM THEM THAT THEY THINK I CAN TALK AND OPERATE THE PRESENTATION SIMULTANEOUSLY.

A LOT OF PROJECTS, A LOT OF THINGS GOING FORWARD THAT WE'RE GOING TO CONTINUE TO BUILD ON. SO, WE'LL START WITH SORT OF A RECAP THIS PRESENTATION TONIGHT IS SORT OF A LOOK BACK, A LOOK AT WHERE WE ARE NOW AND SORT OF WHERE WE'RE HEADED THROUGH 2022.

SO RIGHT NOW, LET'S LOOK AT OUR VIDEO RECAP OF 2021.

TODAY WE START TAKING COVID 19'S BUTT.

THIS IS HOW WE'RE GOING TO OVERCOME THIS PANDEMIC BY HELPING EACH OTHER.

NOW WE'RE WORKING THREE, EIGHT HOUR SHIFTS.

WE'RE THE FIRST LINE OF DEFENSE FOR THE MOTORISTS IN THE CITY.

THEY'RE OUT WORKING IN BITTER COLD, GETTING TIME AWAY FROM THEIR FAMILIES.

SO WE APPRECIATE THE WORK THAT THEY'RE DOING ON BEHALF OF THE CITIZENS OF GARLAND.

HELLO AND WELCOME TO BUILD GARLAND DAY.

DO YOU WANT TO GET AWAY? PARKS AND TRAILS IS A GREAT OPPORTUNITY TO BE A WAY TO CAN'T.

CITY'S HISTORIC DOWNTOWN SQUARE.

WE'RE TURNING A CHAPTER ON REALLY WHAT HAS BEEN 122 YEAR HISTORY HERE IN GARLAND.

TWO, ONE! WELL, AS YOU CAN SEE, YOU KNOW IT-- WE'VE HAD A LOT OF GREAT EVENTS OVER THE LAST YEAR, RIBBON CUTTINGS AND CELEBRATIONS AND UNFORTUNATELY, YOU KNOW, WE HAVE STILL BEEN DEALING WITH A PANDEMIC IN ALL OF THAT, BUT WE HAVE BEEN ABLE TO HAVE THOSE CELEBRATIONS AND SORT OF BRING THOSE GOOD THINGS BACK TO US.

BUT OBVIOUSLY, AS YOU SAW IN THE VIDEO, WE BEGAN 2021 WITH A COMMUNITY WIDE EFFORT TO TACKLE THE COVID 19 PANDEMIC.

OUR CITY OF GARLAND STAFF TEAMED UP WITH GARLAND ISD TO FOCUS RESOURCES ON ADMINISTERING COVID VACCINES THAT HAD BEEN MADE AVAILABLE TOWARDS THE END OF THE PREVIOUS YEAR.

OUR FIRST PUBLIC MASS VACCINATION EVENT WAS STAGED AT GARLAND ISD'S HBJ STADIUM ON JANUARY 21ST, 2021 AND HERE WE ARE ON JANUARY 25TH OF 2022 AND I WILL TELL YOU THE WORDS THAT JASON SPOKE THAT MORNING TO GET THE STAFF PUMPED UP ABOUT KICKING COVID'S BUD ARE AS APPLICABLE THEN AS THEY ARE STILL TODAY.

THAT IS STILL OUR MISSION AND JASON DID A GREAT JOB THAT MORNING OF GETTING THE TROOPS READY AND KEEPING THEM ON PACE AND JASON, THOSE WORDS WERE PERFECT. PERFECT FOR THAT MORNING, AND THEY'RE PERFECT FOR ANY MORNING THAT WE'VE EXPERIENCED, YOU KNOW, AND AS OUR VACCINATION SUPPLIES BECAME MORE WIDELY AVAILABLE AND AS ELIGIBILITY BROADENED, WE MOVED TO MORE CLINICAL ADMINISTRATION OF VACCINES THROUGH OUR PUBLIC HEALTH CLINIC AND ALSO THROUGH POP UP EVENTS AROUND THE CITY.

BUT THE SCHOOL DISTRICT, CHURCHES, ANYONE WHO WAS INTERESTED.

AND WE HAVE AT THIS POINT ADMINISTERED ALMOST FORTY EIGHT THOUSAND VACCINES, AND THAT INCLUDES BOOSTER DOSES AS WELL.

AND OUR HEALTH DEPARTMENT CONTINUES THAT WORK EVERY DAY, KEEPING US ALL HEALTHY.

AND OF COURSE, AT THE BEGINNING, NOT ONLY DID WE HAVE A PANDEMIC GOING, BUT IT'S THE START OF 2021 WE HAD A MAJOR STATEWIDE DISASTER TO ADDRESS.

A WINTER STORM THAT-- TO SAY IT WREAKED HAVOC ON THE STATE'S POWER GRID IS A MASSIVE UNDERSTATEMENT. BUT ONCE AGAIN, IT PROVED THAT GARLAND RALLIES DURING TOUGH TIMES.

WE CREATED SHELTER SPACES.

WE HAD DONATIONS OF ALMOST 100000 BOTTLES OF WATER AND ALL SORTS OF EFFORTS, RELIEF EFFORTS, TO TRY TO TAKE CARE OF PEOPLE DURING THAT TIME.

AND, YOU KNOW, AT THE SAME TIME, YOU KNOW, WE HAVE INFRASTRUCTURE HERE IN THE CITY.

FORTUNATELY, WE WERE ABLE TO LIMIT OUR INFRASTRUCTURE DAMAGE TO SOME LOCALIZED PIPES, SOME WATER MAIN ISSUES, BUT WE WERE VERY FORTUNATE THAT WE DID NOT HAVE TO ISSUE ANY BOIL NOTICES. AND THROUGH IT ALL, THROUGH ALL OF THOSE MANY DAYS, OUR POLICE AND FIRE WERE ON FULL ALERT, KEEPING US SAFE AND ALSO OUR STREET CREWS WORKING TO KEEP ACCESS ACROSS THE CITY FOR NOT JUST THE FIRST RESPONDERS, BUT FOR EVERYONE.

SO OBVIOUSLY THE BIGGEST IMPACT DURING THAT WINTER STORM WAS ELECTRICITY.

YOU KNOW, THAT WAS THE KEY-- THAT WAS THE CAUSE OF A LOT OF OUR ISSUES.

AND SO AT THE DIRECTION OF THE CITY COUNCIL, GARLAND POWER AND LIGHT HAS USED LESSONS LEARNED FROM THAT STORM TO BETTER POSITION ITSELF IN CASE OF ANOTHER DISASTER.

FOR EXAMPLE, WE HAVE IDENTIFIED ADDITIONAL FEEDER LINES FOR OUTAGE ROTATIONS, BALANCED OUR ELECTRICITY LOAD ON ALL OF THOSE POWER LINE FEEDERS, REVIEWED AND UPDATED OUR AUTOMATIC LOAD SHED SOFTWARE AND LOAD SHED IS ONE OF THOSE TERMS THAT WE ALL LEARNED DURING THIS ISSUE, AND LOAD SHED IS WHEN WE HAVE TO REDUCE OR CUT POWER.

WE HAVE ALSO ENHANCED OUR POWER PLANT WEATHERIZATION.

WE HAVE COMBINED OUR GPNL AND CITY COMMUNICATION RESOURCES, AND WORKING ON OUR TELECOMMUNICATIONS SO THAT IN ONE OF THOSE SITUATIONS, WE CAN HANDLE HIGHER CALL VOLUMES.

YOU KNOW, WE HAVE-- WE KNOW THAT COMMUNICATION DURING THAT EVENT AND IN EVENTS LIKE IT ARE CRITICAL.

AND SO WE HAVE WORKED HERE IN THE CITY AND WITH GPNL TO IMPROVE ALL OF THOSE COMMUNICATION LINKS AND HOW WE GET POWER INFORMATION OUT ON A REGULAR BASIS DURING ONE OF THOSE TYPES OF EVENTS.

SO, WE HAVE BEEN WORKING ON OUR COMMUNICATIONS HERE INTERNALLY.

AND SO WHAT WE NEED FROM YOU, IS IF YOU HAVEN'T ALREADY, IF YOU COULD SUBSCRIBE TO OUR EMERGENCY AND REGULAR CITY MESSAGING PLATFORMS, THAT WAY, YOU CAN RECEIVE THAT INFORMATION ON A TIMELY BASIS.

BUT, YOU KNOW, WE HAVE MADE IT VERY CLEAR THAT THE 2019 BOND PROGRAM IS OUR TOP PRIORITY AND THIS ORGANIZATION AND OUR COMMUNITY ARE BUILT ON RESILIENCE.

SO WE HAVE CONTINUED TO POWER THROUGH THAT PROGRAM.

AND, YOU KNOW, THE CITY-- THE CITIZENS APPROVED A RECORD NUMBER, A RECORD AMOUNT DURING THAT AT 423.7 MILLION DOLLARS.

AND SO WHAT WE HAVE DONE IS WE HAVE FAST TRACKED IT.

WE ARE-- WE HAVE NOT TAKEN, THROUGH ALL OF THE ISSUES THAT WE'VE BEEN DEALT, WE HAVE NOT TAKEN OUR EYES OFF OF THAT PROGRAM AND PROJECTS HAVE BEEN IN MOTION.

SOME PROJECTS ARE NEARING COMPLETION.

OTHERS ARE JUST STARTING.

SO, I'M GOING TO LET SAUL GARZA GIVE US KIND OF AN OVERVIEW OF WHAT'S UNDERWAY, WHAT'S NEARING COMPLETION, AND A LOOK AHEAD TO 2022.

FROM SOUTH GARLAND TO NORTH, FROM NEIGHBORHOODS TO COMMERCIAL AREAS, YOU'VE PROBABLY NOTICED QUITE A BIT HAPPENING ACROSS THE CITY.

SEVERAL OF THE MORE THAN ONE HUNDRED BOND PROJECTS WERE CHECKED OFF THE LIST IN 2021, EXPECT EVEN MORE IN 2022.

HEY, WE'VE BEEN WAITING FOR THIS DAY FOR QUITE A WHILE.

2021 KICKED OFF WITH BUILD GARLAND DAY.

A DAY OF SEVERAL BIG, GROUNDBREAKING AND BIG ANNOUNCEMENTS SETTING THE PACE FOR WHAT'S TO COME. THAT MOMENTUM CONTINUED THROUGHOUT THE YEAR.

IN 2021, NINE PROJECTS WERE CHECKED OFF THE LIST, INCLUDING THE SIX POINT ONE MILLION DOLLARS RENOVATIONS AT AUDUBON RECREATION CENTER.

RESIDENTS ARE NOW ABLE TO ENJOY 5000 SQUARE FEET OF IMPROVEMENTS, INCLUDING A NEW FITNESS ROOM, OUTDOOR AREA, BRAND NEW STATE OF THE ART EQUIPMENT, JUST TO NAME A FEW.

WE CERTAINLY LOOK FORWARD TO A WHOLE LOT MORE GRAND OPENINGS IN THE VERY, VERY NEAR FUTURE. THE TRANSPORTATION, MAINTENANCE AND OPERATIONS FACILITY UNDERWENT TWO POINT FIVE MILLION DOLLARS IN MUCH NEEDED RENOVATIONS.

ALMOST ALL OF THE INSIDE OF THE BUILDING WAS GUTTED AND UPGRADED, BRINGING THE FACILITY UP TO CURRENT INDUSTRY STANDARDS.

A BUSY 2021 AT A NUMBER OF NEIGHBORHOOD PARKS.

SIX BRAND NEW PLAYGROUNDS OPENED UP ACROSS THE CITY, EACH PLAYGROUND UNIQUE AND TAILORED TO ITS NEIGHBORHOOD.

CONSTRUCTION ALSO GOT UNDERWAY AT SIX OTHER PARKS LAST YEAR.

THOSE ARE EXPECTED TO OPEN LATER THIS YEAR.

WORK ALSO STARTED AT THE GARLAND SENIOR ACTIVITY CENTER.

WHEN IT'S COMPLETED IN 2023, PATRONS WILL GET TO ENJOY A NEW FITNESS AREA, KITCHEN UPGRADES, FRONT DESK RECONFIGURATION, NEW FLOORING AND LIGHTING AND OTHER IMPROVEMENTS.

AT THE END OF 2021 MARKED THE BEGINNING OF A NEW DOWNTOWN AREA.

GROUND WAS BROKEN AND CONSTRUCTION STARTED IMMEDIATELY THEREAFTER.

THE DOWNTOWN REVITALIZATION PROJECT WILL FEATURE A DISTINCTIVE GATEWAY FEATURE, LARGE RECREATIONAL AND EVENT LAWN, AN OBSERVATORY TREEHOUSE, A PLAY AREA, PAVILION, WATER FOUNTAIN AND MORE.

WE'RE GOING TO FIND NEW WAYS TO REACH OUR COMMUNITY AND WORK REALLY CLOSELY WITH THE CITY IN ORDER TO COMMUNICATE WITH THE COMMUNITY ON WHERE TO GO, WHEN UPDATES ON HOW TO PARK AND WHAT EVENTS ARE GOING ON.

THIS TRANSFORMATION IS EXPECTED TO BE COMPLETED IN 2023.

THIS YEAR, EXPECT EVEN MORE BOND PROJECTS TO BE CHECKED OFF THE LIST OR GET STARTED.

AMONG THOSE THE EXPANSION OF HOLFORD AND NAAMAN SCHOOL ROADS, CONSTRUCTION OF FIRE STATION NUMBER SIX, RENOVATIONS OF SIMUNITIONS TRAINING FACILITY.

THE CONSTRUCTION OF THE WALNUT CREEK LIBRARY BRANCH.

BEGINNING CONSTRUCTION OF HOLFORD REC CENTER, AQUATIC CENTER, HOLLABAUGH REC CENTER AND EMBREE PARK SPLASH PAD.

THE REPLACEMENT OF MORE THAN A DOZEN PLAYGROUNDS AND OTHER PROJECTS THAT WILL BE ONGOING INCLUDE WORK ON STREETS, DRAINAGE TRAFFIC SIGNALS, SIDEWALK REPAIRS JUST TO NAME A FEW.

YOU CAN ALSO EXPECT RIBBON CUTTING CEREMONIES AT THE BRAND NEW POLICE PROPERTY AND EVIDENCE BUILDING AND THE HIGHLY ANTICIPATED ANIMAL SHELTER.

RIGHT NOW, THE FINISHING TOUCHES ARE BEING MADE ON THE TWENTY THREE THOUSAND SQUARE FOOT SHELTER AND ADOPTION CENTER.

IT WILL INCORPORATE THE LATEST TECHNOLOGICAL UPGRADES AND ACCOMMODATIONS IT WILL HOLD TWO HUNDRED AND TWENTY FOUR DOGS AND ONE HUNDRED AND FORTY ONE CATS, MORE THAN TWICE THE NUMBER OF ANIMALS THE CURRENT SHELTER HOLDS.

AND THOSE ARE JUST SOME OF THE PROJECTS TO KEEP AN EYE OUT FOR THIS YEAR.

NOW, KEEP IN MIND THAT SOME OF THE ANTICIPATED CONSTRUCTION COMPLETION DATES, AS WELL AS DESIGN ELEMENTS, COULD CHANGE DEPENDING ON VARIOUS FACTORS, BUT THERE'S NO SLOWING DOWN THE MOMENTUM IN 2022.

WELL, AS YOU CAN SEE, YOU KNOW, WE HAVE GOTTEN BETTER AT OUR GROUNDBREAKING WE'VE GOTTEN MUCH MORE COORDINATED IN OUR EFFORTS TO EVERYBODY SHOVEL AT ONCE.

WE'VE GOT A LOT MORE OF THOSE IN OUR FUTURE.

WE'VE GOTTEN PRETTY GOOD AT THE RIBBON CUTTING PART OF IT.

BUT YOU KNOW, ONE THING IS FOR SURE OUR GARLAND DOWNTOWN BUSINESSES ARE CERTAINLY OPEN FOR BUSINESS. AND YOU KNOW, WE ALWAYS ASK YOU TO SUPPORT GARLAND BUSINESS, BUT WE CERTAINLY ASK YOU FOR THAT IN OUR DOWNTOWN BUSINESSES DURING THE CONSTRUCTION PHASES HERE. YOU KNOW, IT'S BEEN ASKED OF US SEVERAL TIMES, WHY DID WE START THIS PROJECT WHEN WE DID? RIGHT BEFORE THE HOLIDAYS? AND HAVE WE IMPACTED SOME CITY EVENTS AND BUSINESS TRAFFIC DOWN HERE? BUT YOU KNOW, THE SIMPLE ANSWER IS WE HAVE BEEN FAST TRACKING THESE PROJECTS.

THIS PARTICULAR PROJECT HAS BEEN DISCUSSED FOR 20 YEARS AND THERE WAS NO TIME LIKE THE PRESENT TO GET IT STARTED.

AND THE SIMPLE FACT IS, THE SOONER WE START, THE SOONER WE WILL GET IT COMPLETED.

SO, DEFINITELY-- DOWNTOWN IS OPEN.

YES, THERE ARE SOME STREET CONSTRUCTION GOING ON.

THERE ARE BARRICADES, BUT ALL OF THE BUSINESSES ARE CERTAINLY READY TO WELCOME YOU.

SO, LET'S TALK ABOUT TRANSPORTATION.

635 EAST AND DART-- YOU KNOW, WE ARE NOW A FULL YEAR CLOSER TO SOLUTIONS FOR OUR BUSIEST TRAFFIC CORRIDORS OF 635 AND INTERSTATE 30.

WE HAVE $2 BILLION IN ONGOING TXDOT PROJECTS THAT ARE WORKING IN THOSE TWO ROADWAYS.

THAT WILL IMPROVE ACCESS AND MOBILITY NOT ONLY BY THE CITY, BUT INTO THE CITY.

AND ALSO, YOU KNOW, THIS WEEK, DALLAS AREA RAPID TRANSIT, OR DART, HAS UNVEILED SOME CHANGES TO THEIR BUS SERVICE, NOT JUST HERE IN GARLAND, BUT ACROSS THEIR ENTIRE NETWORK TO INCREASE THEIR EFFICIENCIES AND GETTING ROUTES AND FREQUENCY OF ROUTES TO BETTER MATCH THEIR CUSTOMERS.

AND GARLAND RESIDENTS ARE VERY BIG USERS OF DART, AND SO ANY IMPROVEMENTS TO THAT SYSTEM ARE CERTAINLY TO OUR BENEFIT.

THAT WILL NOW HAVE IMPROVED-- THEY ARE IMPROVING THE PHYSICAL PLANT AND THEY WILL THEN HAVE BETTER ACCESS TO GET IN AND OUT OF THE CITY.

YOU KNOW, THIS WAS AN AREA THAT HAS SAT VACANT, JUST WAITING FOR SOMEBODY TO COME UP WITH AN IDEA, PAY IT A LITTLE TENSION.

I MEAN, I THINK WE HAVE CERTAINLY DONE THAT.

WE HAVE NEW RESIDENTIAL AND MIXED USE DEVELOPMENT COMING ONLINE.

IT'S A 20 ACRE SITE AT I-30 AND ROSEHILL.

IT'LL INCLUDE SINGLE FAMILY AS WELL AS MULTIFAMILY OPTIONS.

AND THIS DEVELOPMENT IS GOING TO FEATURE FRIENDLY AMENITIES AROUND THAT AREA, A LINEAR PARK WITH HIKE AND BIKE TRAILS AS WELL.

AND THEN ON THE EAST SIDE OF ROSEHILL ROAD, NORTH OF I-30, WE ANTICIPATE ANOTHER SINGLE FAMILY DEVELOPMENT ON A NINE ACRE SITE THAT IS EAST OF ROSEHILL AND SOUTH OF BOB TOWN.

SO A LOT OF-- THAT, ALL FOUR OF THE CORNERS, THE QUADRANTS OF THAT INTERSECTION ARE SORT OF COMING INTO PLAY.

NOW LET'S TALK ABOUT THE MEDICAL DISTRICT.

YOU KNOW, THE VA, GARLAND MEDICAL VA CENTER IS NOW OPEN AND THEY ARE ON THEIR PHASED IN PLAN TO INCREASE THEIR OFFERINGS AND THEIR COVERAGE IS THERE.

SO, WHAT THE CITY HAS DONE, WE'VE ALSO GOT A REDEVELOPMENT PLAN FOR THAT AREA AS WELL, AND THIS WOULD BE THE NORTHEAST CORNER OF WALNUT AND SHILOH.

THE VALORIS HEALTH CARE PARK, OUR HEALTH PARK, GARLAND WILL BE A DESTINATION FOR COMPREHENSIVE HEALTH CARE SERVICES FOR VETERANS, BUT ALSO PROVIDE SERVICES FOR ALL RESIDENTS. AND THE REDEVELOPMENT INCLUDES THE ACQUISITION OF FIVE MEDICAL OFFICE BUILDINGS SURROUNDING THE HOSPITAL, SOME OF WHICH HONESTLY WILL BE DEMOLISHED AND REPLACED WITH MORE UPDATED FACILITIES.

AND THEN THE DRAPER, JUST WEST OF US HERE IN DOWNTOWN, THE DRAPER IS A $30 MILLION PROJECT THAT STARTS WITH THE DEMOLITION OF THE FORMER WYATT'S CAFETERIA, WHICH HAS BEEN VACANT FOR MANY YEARS NOW.

THE DRAPER IS A 155 UNIT RESIDENTIAL COMPLEX, AND THEN THE SECOND PHASE OF THAT WILL BE FOLLOWED BY RENOVATIONS TO THE CHASE BANK BUILDING ADJACENT TO IT.

AND THEN YOU CAN ALSO KIND OF SEE IN THE BACKGROUND ALONG THE BACK OF THE PROPERTY.

THERE WILL BE SOME TOWNHOME STYLE UNITS AS WELL.
