IT IS SIX OH ONE.

[00:00:01]

YOU'RE GOING TO CALL THE JANUARY 26TH MEETING OF THE TAX INCREMENT FINANCE ZONE.

NUMBER THREE TO ORDER.

WELCOME EVERYBODY.

OUR FIRST ITEM ON THE AGENDA IS THE APPROVAL OF MINUTES.

EVERYBODY WAS SENT THE MINUTES EARLIER IN THE WEEK.

DID ANYBODY SEE ANY CHANGES, ANYBODY LIKE TO MAKE A MOTION TO APPROVE THE MINUTES AND A MOTION FROM MR. DUCKWORTH SECOND FROM RICH ALL IN FAVOR, ANYBODY OPPOSED THAT ONE? BASSES.

ALL RIGHT.

SO WHATEVER.

IF I HAD THE AGENDA IN FRONT OF ME, SECOND, WE'RE GOING TO GO TO THE CITY FOR TIP NUMBER THREE UPDATES.

ALL RIGHT.

THANK YOU.

THEY'RE GOING TO BE WITH YOU BOARD MEMBERS TONIGHT.

UM, DON'T HAVE A WHOLE LOT ON THE AGENDA OTHER THAN JUST WANTED TO KEEP YOU UPDATED ON THE RIVER SET DEVELOPMENT AND THE MEDICAL DISTRICT, UH, AND SOME, UH, SOME MOVEMENT THERE.

SO WE'LL START WITH RIVER SET.

UH, LET ME PULL THIS UP THERE.

CAN YOU GUYS SEE THIS ON YOUR SCREEN? OKAY, PERFECT.

UH, SO RIVER SET, ESSENTIALLY THEY'VE FINISHED PHASE ONE.

UM, ALL BUT ONE OF THE LOTS HAS A PERMIT PULLED ON IT.

THE LAST, THE LAST LOT IS ACTUALLY GOING TO BE A MODEL HOME FOR PHASE TWO.

UH, SO THAT SHOULD BE PULLED SHORTLY.

UH, THEY HAVE FINISHED ALL THE INFRASTRUCTURE IN PHASE TWO.

IF YOU'VE BEEN BY THERE, YOU CAN SEE A LOT OF, A LOT OF ACTIVITY.

IT'S KIND OF WINDING DOWN.

NOW, THEY'RE GETTING READY TO START PULLING PERMITS AND PHASE TWO, UH, 304 LOTS.

SO BUILT OUT PRETTY QUICK.

WE'RE HAPPY WITH THE PROGRESS THERE.

AND, UM, I WAS COMMENTING AT OUR STAFF MEETING EARLIER TODAY THAT, UM, LAST YEAR 2021, THE CITY ISSUED 420 SINGLE FAMILY HOME PERMITS, UH, WHICH WAS, UH, QUIET UP ABOUT 150 FROM THE PREVIOUS YEAR.

YOU LOOK AT 286 LOTS IN PHASE ONE.

A LOT OF THOSE CAME OUT OF RIVER SET.

SO, UM, I'M SURE WE'RE GOING TO EAT INTO THAT 304 LOTS IN PHASE TWO PRETTY QUICK.

UM, BEFORE MOVING ON, WE HAVE OUR NEXT MEETING COOK.

JUST SHOW US, SHOW US PICTURES.

YEAH.

PROGRESSION.

YEAH, ABSOLUTELY.

YEAH, THAT'S GREAT.

GREAT IDEA.

AND THERE'LL PROBABLY BE SOME MORE HOMES BUILT BY THEN.

SO WE'LL DO THAT.

SO THAT'S, UM, KIND OF WHAT'S GOING ON AT RIVER SET.

UM, UH, ANOTHER THING I'LL NOTE IS THAT, UH, CITY COUNCIL RECENTLY APPROVED A MINOR ZONING CHANGE IN RIVERSIDE.

I'M NOT SURE IF WE TALKED ABOUT THIS LAST MEETING OR NOT, BUT THERE'S ACTUALLY A PHASE THREE OF RIVER SET, WHICH IS THIS SMALL RED PIECE UP AT THE NORTH SECTION, RIGHT ALONG BUCKINGHAM.

UM, THIS WAS PLANNED COMMERCIAL.

UH, THIS WAS GOING TO BE MAYBE A COFFEE SHOP, SMALL STRIP CENTER.

UM, THEY REALLY HAVEN'T TAKEN IT AND GOTTEN ANY BITES ON THAT.

AND SO, UH, COUNCIL APPROVED TRANSITIONING THOSE TO SINGLE FAMILY LOTS, UH, WHICH THEY'LL DEVELOP, UH, HERE SHORTLY AND START BUILDING ON THOSE AS WELL.

SO YOU DID APPRISE US OF THAT.

OKAY.

I CAN REMEMBER WHERE THAT, WHERE THAT WAS IN THE WORKS, BUT, UH, THAT GOT APPROVED.

AND THEY'RE MOVING AHEAD WITH THAT.

UM, YEAH, I'LL KIND OF PAUSE THERE AND ANSWER ANY QUESTIONS ON RIVER SET.

TELL ME, AND WE HAD ANY EXPERIENCE YET WITH THE APPRAISAL DISTRICT IN TERMS OF THE APPRAISED VALUE OF THE PROPERTIES AND REJECTED.

YEAH.

UM, SO AT LEAST LAST YEAR APPRAISALS, WHICH FOLKS ARE PAYING THEIR TAXES NOW, RIGHT.

UM, ON THOSE APPRAISALS, UM, THAT WE WERE AHEAD OF SCHEDULE IN TERMS OF THE VALUES AND WHAT WE ESTIMATED, UM, COMING OUT OF RIVER SET, UH, PRICES HAVE GONE UP A LOT, VALUES HAVE GONE UP A LOT.

SO WE'RE GENERALLY AHEAD OF SCHEDULE IN TERMS OF WHAT THE TIFF HAD PROJECTED FOR VALUES.

UM, WE'LL GET A BETTER IDEA PROBABLY APRIL, APRIL, OR MAY OF THIS YEAR.

SOME PRO ACTUALLY PROBABLY AT OUR NEXT MEETING, WE'LL HAVE A FEEL FOR WHAT THE PRELIMINARY VALUES ARE LOOKING, LOOKING AT FOR NEXT YEAR, THE END OF THE MONTH, LATE FEBRUARY 1ST, RIGHT? YEAH.

YEP.

SO, UM, AND THEN THEY, OF COURSE WILL START ASSIGNING VALUES TO THE NEW DEVELOPMENT.

I, THIS IS REALLY WHERE WE'LL START TO SEE A LOT OF VALUE IN AND, UM, TIF MONEY COMING INTO THE TIF.

SO YEAH, WE FEEL GOOD ABOUT WHERE WE'RE AT, FOR SURE.

WE WERE PRETTY CONSERVATIVE WITH OUR ESTIMATES, REFRESH MY MEMORY.

UH, THE, THOSE UNITS BEING BUILT IN THERE.

IS THAT MORE IN A SENIOR LEVEL COUPLES OR HOW MANY OF YOUR FAMILY, UH, THERE'S KIND OF A MIX.

SO THEY HAVE, UM,

[00:05:01]

IN PHASE ONE THEY DID SOME PATIO HOMES THAT ARE KIND OF 1300 TO 1800 SQUARE FEET.

UH, THOSE SOLD REALLY WELL.

THEY'RE NOT GOING TO DO ANY MORE.

CAUSE I THINK THAT BUILDER, UM, DIDN'T BUY ANY OF THE LOTS IN PHASE TWO.

UH, BUT DO YOU ALSO GOT TOWN HOMES? YOU HAVE, YOU KNOW, LARGER SINGLE FAMILY HOMES FOR MORE OF YOUR FAMILIES.

UM, SO IT'S, IT'S KIND OF A MIX REALLY.

UH, IF YOU'RE, I WAS WONDERING WHAT, WHAT IS THE, WHAT IS THE MAKEUP LOOK LIKE OF THE, OF THE HOMEOWNER SHIP THERE? IS IT OLDER, RETIRED, OR IS IT FAMILIES WITH, SO FROM MY STANDPOINT IN HOUSES THAT I'VE SHOWN IN THAT AREA, IT IS ALL OVER THE BOARD.

UM, I DON'T BELIEVE THAT THERE IS A RENTAL CLAUSE IN THERE SAYING THAT LANDLORDS CANNOT OWN THEM.

SO THERE ARE A MIX OF RENTAL, SINGLE FAMILY, AND THE DEMOGRAPHICS ARE ALL OVER THE BOARD.

UM, YEAH, IT'S, IT'S A DIVERSE AREA, SO YUP.

IT IS A HELPS WITH, YOU KNOW, HAVING DIFFERENT UNIT SIZES.

UM, IT'S KIND OF APPEALING TO DIFFERENT AGE GROUPS, THAT SORT OF THING.

I DIDN'T KNOW IF YOU'D SEEN ANY HISTORICAL DATA ON THE SALES, BUT NOW YOU'VE PROBABLY SEEN MORE THAN WHAT WE'VE GOT.

SO WE HAVE THE ABILITY TO ACCESS BLUE COLLAR, WHITE COLLAR, UM, AND THAT SORT OF DEMOGRAPHIC IT'S INTERESTING THAT THAT AREA IS REALLY PULLING IN A LOT OF BLUE COLLAR WORKERS.

UM, BUT AGAIN, YOU KNOW, DRIVING THROUGH THE NEIGHBORHOOD, IT IS, UH, IT'S JUST A MIX.

YEAH.

IT'S UM, AND NOW IRONICALLY, WE'RE GETTING A TON OF PHONE CALLS WITH REAL ESTATE AGENTS SAYING, CAN WE DISPUTE OUR TAXES? NO, YOU KNOW, THE COMPS ARE HIGHER THAN WHAT YOU PAID.

YOU DON'T WANT IT, YOU DON'T WANT TO DISPUTE RIGHT NOW.

WELL, I MEAN, THAT WAS A REAL PART OF THE ORIGINAL CONCEPT WAS TO PROVIDE HOMES THAT WOULD FIT THE DOCTOR LEVEL.

UH, AND, AND THERE ARE, YEAH, IT'S SOME, SOME OF THESE LOTS, LIKE IF YOU LOOK IN THE LIGHTER YELLOW SECTION, THE BIGGER LOTS ON THE CORNER, UM, I KNOW SOMEONE WHO OWNS ONE OF THOSE THAT IS AN EXECUTIVE THAT WAS A VERY HIGH LOT PREMIUM, UM, THE HOUSES THEY PUT ON THERE 3,800 SQUARE FEET ON ONE OF THOSE CORNERS, A HUGE TWO-STORY FIVE BEDROOM, THREE BATH.

AND, BUT THEN YOU GO INTO SOME OF THEM AND THEY'RE, YOU KNOW, THREE BEDROOM, TWO BATH, 13, 1500 SQUARE FOOT HOME.

SO THERE'S A GREAT MIX.

I'VE BEEN BY THERE SEVERAL TIMES, IT STARTED TO PULL DOWN AND I DON'T NEED TO NAIL MY TIRED.

WHEN IS THE SHILOH ROAD, A BOND IMPROVEMENT REPAIR WORKS ON A START AND HOW DO WE ANTICIPATE IT AFFECTING THE SO, UM, THERE'S SEVERAL DIFFERENT SEGMENTS OF SHILOH AND DIFFERENT PHASES, UH, THAT THE CONSTRUCTION OF THE SEGMENT FROM 6 35 TO KINGSLEY, WHICH HAS BEEN UNDER CONSTRUCTION FOR A COUPLE OF YEARS NOW, UH, THAT'S JUST ABOUT DONE.

THEY'RE LIKE 99.9% FINISHED.

UH, AND THEN WE ARE CURRENTLY IN DESIGN FOR THE SECTION FROM KINGSLEY TO, UH, MILLER, SORRY, I FORGOT THE ROAD KINGSLEY TO MILLER.

THAT'S GOING TO BE THE NEXT SEGMENT.

UH, THAT'S ALREADY FUNDED.

UM, IT'S UNDER DESIGN.

I WANT TO SAY CONSTRUCTION IS GOING TO START, UM, LATE 20, 20 TO EARLY 23.

UH, AND THEN THE SEGMENT FROM MILLER TO FOREST AND THEN FOREST NORTH INTO THE MEDICAL DISTRICT, THE FURTHEST REALLY PLANNED SEGMENT AT THIS POINT AND AT WESTWOOD, WHICH IS THE NORTH END OF THE MEDICAL DISTRICT.

UH, SO NOTHING WILL GO ALL THE WAY UP TO BUCKINGHAM AT THIS POINT.

UM, AND EVEN THE, THE FURTHEST NORTH SEGMENT FROM FOREST TO WESTWOOD, UH, PROBABLY I'M GONNA SAY FIVE TO SEVEN YEARS OUT.

UM, SO GETTING UP INTO BUCKINGHAM, PROBABLY LOOKING CLOSER TO 10 YEARS NOW THAT COULD CHANGE WITH FUNDING AND ANOTHER BOND PACKAGE COMES OUT, THAT SORT OF THING.

BUT, UM, IT'LL, IT'LL BE SOME TIME BEFORE WE GET UP HERE AND REALLY THE, THE, THE TRAFFIC COUNTS ARE DRIVING THAT.

SO THE, YOU KNOW, THE FOUR LANE SEGMENTS, UM, FROM FOREST TO MILLER AND KINGSLEY REAL HEAVY TRAFFIC, AND THAT'S WHERE WE'RE STARTING THE IMPROVEMENTS DOWN THERE, BUT WE'LL BE FINISHED WITH RIVERSIDE HOPEFULLY BEFORE THE OH YEAH, DEFINITELY.

YEP.

YEAH.

YEAH.

THAT WOULD BE A MESS TO HAVE IT ALL UNDER.

I'M GOING TO WORK ON THE ASSUMPTION THAT THE SECTIONS OF SHILOH ROAD FROM

[00:10:01]

MILLER TO KINGSLEY ON NORTH, WE'LL PROBABLY MOVE A LOT FASTER THAN THE WHOLE 6 35 THINGS.

OH, FOR SURE.

HOPEFULLY.

YEAH.

YEP.

MOST FOR THE MOST PART.

UM, THERE'S SOME EXCEPTION, BUT, UH, WE HAVE ENOUGH RIGHT.

OF WAY TO WIDEN, UM, IN THE MEDIAN.

SO IT ACTUALLY UP IN THIS SEGMENT OF SHILOH, WHEN WE DO GET THERE, WE'RE NOT GROWING THE STREET OUTWARD, WE'RE ACTUALLY IMPROVING IT INWARD BECAUSE THERE'S WIDE MEDIANS THERE.

AND SO IT'S EASIER TO WIDEN LESS, LESS TIME TO CONSTRUCT AND THAT SORT OF THING WE WERE THOUGHT OF THAT WAS, YEAH.

SO IT WAS TRANSPORTATION PLANNERS.

SOMETIMES THEY KNOW WHAT THEY'RE DOING SOMETIMES, SOMETIMES.

ALL RIGHT.

YEP.

UH, ANY OTHER QUESTIONS ON RIVERSIDE? LET ME FLIP OVER TO THE MEDICAL DISTRICT.

UM, SO FEW, I THINK I MENTIONED LAST TIME WE HAVE A, UH, IMPLEMENTATION TEAM THAT WE'VE PUT TOGETHER THAT IS TAKING THE, THE ACTION ITEMS OUT OF THE MEDICAL DISTRICT PLAN AND IMPLEMENTING THEM, UH, WE CONTINUE TO MEET.

UM, SO ONE OF THE THINGS THAT, UH, THE PLAN RECOMMENDED AND THAT WE STARTED WITH WAS LOOKING AT PEDESTRIAN, AND THIS GOES BACK TO ACTUALLY AN AN OH FOUR BOND PROJECT WAS CREATING PEDESTRIAN CONNECTION BETWEEN THE MEDICAL DISTRICT AND BOTH DART STATIONS.

UH, WE HAVE FUNDING FOR IT, AND WE STARTED TO GET SOME ESTIMATES FOR THOSE, FOR THOSE IMPROVEMENTS PRIMARILY TO WALNUT.

AND WE REALIZED THAT, OH MY GOSH, UH, WE DON'T HAVE ENOUGH MONEY TO REALLY DO ANYTHING.

THE, THE, THE BOND PROJECT THAT HAS MONEY LEFT IN IT, UH, ONLY HAS ABOUT A MILLION DOLLARS AND THAT DOESN'T GET YOU VERY FAR WHEN IT COMES TO LONG CONNECTIONS.

SO AS WE'VE WORKED WITH, UH, YOU KNOW, TRYING TO FIGURE OUT HOW DO WE GET THE MOST BANG FOR OUR BUCK OUT OF THE, THE MONEY THAT WE'VE GOT NOW, UH, 980,000, IT'S ABOUT A MILLION DOLLARS.

UM, AND SO WE'VE REALLY STARTED TO FOCUS IN, AND I'LL SHARE SOME STUFF THAT I SHARED WITH THE COUNCIL LAST SATURDAY AT OUR CIP PLANNING SESSION, WE STARTED LOOKING AT, UM, WHAT CAN WE DO INTERNAL TO THE DISTRICT TO BEAUTIFY IT, MAKE IT MORE WALKABLE? UM, JUST REALLY, I KIND OF GIVE IT THE EXAMPLE OF, YOU KNOW, HOW DO WE DO AN EXTREME MAKE-OVER MEDICAL DISTRICT EDITION? UM, AND SO THAT'S WHAT WE'RE GOING TO DO WITH THIS MONEY.

UH, THIS IS NOT TIF MONEY.

THIS IS SEPARATE.

WE'RE NOT TOUCHING THE TIF MONEY YET.

THAT'S IN THERE ACCUMULATING.

THIS IS OH, FOUR BOND MONEY THAT'S LEFTOVER FROM, FROM PROJECTS.

HOW CAN WE GET OUR, THE MOST BANG FOR OUR BUCK? AND SO, UH, WE'RE WORKING WITH A, UH, A LANDSCAPE ARCHITECT TO JUST GO IN AND GIVE US SOME IDEAS WHERE WE CAN, WHERE WE CAN DO SIDEWALK IMPROVEMENTS.

WHERE COULD WE DO SOME PUBLIC ART MURALS AND DISPLAYS? UM, SOME OF THE IDEAS THAT WE'VE THROWN AROUND HERE ARE, UM, IMPROVING THE PAVING SURFACE, DO SOME SIGNAGE TREATMENTS, DO SOME LANDSCAPING, REALLY KIND OF LOW COST, BUT HIGH IMPACT IMPROVEMENTS, UM, TO HELP CAUSE WHAT, WHAT THE, WHAT THE DEVELOPERS TELLING US THAT THE DEVELOPERS PER VARIAN, THEY OWN THESE, UM, ON THIS MAP, IT'S NUMBER 10 AND NUMBER 47, THEY OWN THESE TWO BIG MEDICAL OFFICE THINGS ON CLARA BARTON.

UH, THEY'RE NOT LEASED UP AND THEY'RE SAYING, GOSH, PEOPLE DRIVING HERE AND IT'S JUST, IT DOESN'T LOOK GREAT.

I MEAN, IT LOOKS OKAY.

WE'VE GOT SOME GOOD TREES AND IT'S, THERE'S SOME, SOME LANDSCAPING AND SIGNAGE AND THINGS, BUT, UH, THEY'RE SAYING, YOU KNOW, IT DOESN'T FEEL LIKE A MEDICAL DISTRICT.

WHAT CAN WE DO TO IMPROVE SORT OF THE FRONT DOOR LOOK OF THE MEDICAL DISTRICT? AND SO THAT'S WHERE WE'RE FOCUSING OUR EFFORTS, UH, SIDEWALK IMPROVEMENTS, SIGNAGE, AND WAYFINDING LANDSCAPING, PUBLIC ART.

UM, AND THEN OF COURSE THAT APPLIES TO THE PRIVATE COMMERCIAL BUSINESSES ALONG WALNUT AS WELL.

UH, WE'VE CONTACTED ALL THOSE BUSINESS OWNERS, UH, WE'RE WORKING WITH THEM ON SOME FACADE IMPROVEMENTS, UH, AND SOME LANDSCAPING IMPROVEMENTS FOR THEIR PROPERTY AS WELL, UM, USING THIS MONEY AND OTHER ECONOMIC DEVELOPMENT DOLLARS.

UH, AND SO I THINK OUR GOAL IS BY THE END OF 22, TO REALLY HAVE THIS MEDICAL DISTRICT LOOKING SHINY AND NEW AS MUCH AS WE CAN WITH THE MONEY WE'VE GOT, UM, THAT WAY THAT, THAT MONEY BECOMES A CATALYST TO HELP FILL THE VACANT SPACES THAT ARE THERE, UM, SORT OF INCREASE THE FOOT TRAFFIC AND HELP HELP THE RETAIL AND COMMERCIAL BUSINESSES OUT.

AND THEN EVENTUALLY, UM, THAT WILL HELP GET US INTO BUILDING MORE BUILDINGS TO FILL UP AND WORKING WITH OUR MEDICAL DISTRICT OR OUR MEDICAL DEVELOPER.

WE THINK WE CAN GET THERE.

SO AGAIN, JUST SHOWING A FEW EXAMPLES OF SOME OF THE, SOME OF THE TYPES OF IMPROVEMENTS THAT WE'RE LOOKING AT WITH THIS ROUGHLY

[00:15:01]

A MILLION DOLLARS THAT WE'VE GOT.

UM, SO THAT'S, THAT'S KIND OF THE HOPE.

I WANT TO SHARE THAT WITH Y'ALL AGAIN, IT'S NOT COMING OUT OF THE TIF FUND, BUT IT'S GOING TO HELP GENERATE ECONOMIC ACTIVITY IN THE MEDICAL DISTRICT.

AND, UH, WE NOW HAVE A, UM, ONE OF THE THINGS THAT'S HELPING US MOVE A LOT OF PROJECTS FORWARD NOW IS THAT OUR ECONOMIC DEVELOPMENT STAFF IS FULLY STAFFED.

UH, AS YOU KNOW, WE HIRED A NEW DIRECTOR THIS PAST YEAR.

UH, WE HAD THREE VACANCIES THAT HAD SAT THERE FOR REALLY A COUPLE OF YEARS.

UH, WE'VE GOT THOSE FIELDS NOW WITH SOME REALLY GREAT STAFF, ONE PERSON IN STRICTLY DEDICATED TO THE MEDICAL DISTRICT.

WHO'S WORKING WITH THE, THE PROPERTY OWNERS, THE DEVELOPER, AND HELPING TO PUSH FORWARD SOME OF THESE INITIATIVES.

SO, UH, REALLY IN THE NEXT SIX TO 12 MONTHS, WE'RE GOING TO SEE SOME REAL SIGNIFICANT CHANGES IN THE DISTRICT.

AND, UM, EVENTUALLY IT'D BE GREAT.

I THINK FOR THE BOARD TO GET OUT THERE WHEN WE HAVE DONE SOME OF THESE IMPROVEMENTS, MAYBE WE CAN GO DO A WALKING TOUR, UM, MAYBE DINNER OUT THERE, KIND OF SEE WHAT IT'S LIKE.

UM, AND, UH, IF YOU GUYS ARE INTERESTED IN THAT, WE CAN CERTAINLY PLAN THAT OUT SOMETIME IN THE FUTURE.

MAYBE NOT APRIL, BUT MAYBE THE JULY MEETING MORE SUNLIGHT THAN TO YES.

AND A LITTLE WARMER, WARMER.

IS THERE ANY DIGITAL SIGNAGE IN, IN THAT SCHEME OF THINGS YOU'RE TALKING? UH, WE HAVEN'T GOTTEN THAT FAR.

THERE'S YEAH, THERE POTENTIALLY WE COULD DO THAT.

UM, THE OTHER THING IS BRANDING FOR THE DISTRICT, RIGHT? SO WE WORKED WITH THE, WE, WE HAVE A BRAND FOR IT.

UH, VALOROUS HEALTH PARK IS WHAT IT'S CALLED.

UM, BUT THERE'S EXISTING VA MEDICAL DISTRICT SIGNAGE OUT THERE FOR THE VA.

UH, WE GOT PERMISSION FROM THEM LAST WEEK TO PARTNER WITH US AND CREATE KIND OF COHESIVE SIGNAGE VERSUS THEM JUST HAVING THEIR OWN STUFF.

AND THEN WE HAVE OUR OWN STUFF.

UM, THEY'RE ON BOARD WITH COMING TOGETHER AND ACTUALLY DOING IT TOGETHER.

SO I KNOW IT MAY EVEN IN A RESIDENT, IF YOU GET, I HAD A DOCTOR THAT MOVED AND SO I HAD TO FIND THE BUILDING HE WAS IN.

AND SO SOMETIMES IT'S HARD EVEN FOR LOCALS THAT HAVE LIVED HERE ALL THEIR LIVES.

THAT'S TRUE.

AND WHERE A PARTICULAR DOCTOR IS BECAUSE THOSE BUILDINGS ARE, I MEAN, THEY'RE JUST BIG BOXES WITH A LITTLE BIT ABOUT IDENTIFICATION ON THEM.

SO YEAH.

YEAH.

I, YOU KNOW, PERHAPS WE COULD HOW THAT MONEY, YOU COULD EVEN HELP THE OWNERS TO CREATE.

YEAH.

AND THAT'S, AGAIN WITH THE, WITH THE COMMERCIAL BUSINESSES OUT THERE, THE RESTAURANTS, ESPECIALLY, UM, YOU KNOW, SOME ARE MORE BUSY THAN OTHERS, BUT, UH, THEY, YOU KNOW, THEY NEED HELP WITH FACADE IMPROVEMENTS AND SIGNAGE AND, UM, THAT WON'T COME OUT OF THIS BUCKET, BUT WE HAVE OTHER 2019 BOND MONEY FOR ECONOMIC DEVELOPMENT THAT WILL HELP WITH FACADE IMPROVEMENTS AND SIGNAGE AND LANDSCAPING.

SO, YEAH, THE PLANNING FOR THE DISTRICT, UH, STILL PRETTY MUCH, UH, ALONG WITH THE BA PLANS, UM, AS FAR AS THE FUTURE, UM, I'VE HEARD THEY'RE GOING TO REASSIGN A LOT OF, UH, THEIR CLIENTS TO THE GROUND FACILITY.

UM, WILL THAT CREATE, UH, HAVE AN IMPACT ON ANY FUTURE PLANNING? IT WILL.

AND ACTUALLY LET ME, UM, WE REQUEST WHEN WE MET WITH THE VA LAST WEEK, WE REQUESTED KIND OF AN UPDATE ON HOW MUCH SPACE ARE YOU USING? HOW MANY ARE EMPLOYEES ARE ON SITE? HOW MANY PATIENTS ARE YOU SEEING? I'VE ACTUALLY STARTED THE PROCESS OF REASSIGNING FOR AMBULATORY CARE.

SO I WAS GOING TO READ, READ THOSE STATS TO YOU JUST CAUSE IT IT'LL GIVE YOU A GOOD SENSE FOR, UM, KIND OF WHAT YOU'RE TALKING ABOUT.

UM, UH, LET ME PULL THAT UP.

OKAY.

HERE WE GO.

SO, UH, THEY ARE CURRENTLY ABOUT TO, THEY'RE UP TO ABOUT 200 EMPLOYEES, TOTAL ONSITE, UH, SERVING 300 PATIENTS DAILY.

UH, EVENTUALLY THEY HOPE TO HAVE 600 PEOPLE ON STAFF.

THAT'S THEIR KIND OF STAFFING UP PLAN, WHICH IS SIGNIFICANT WHEN YOU THINK ABOUT, WELL, THEY'RE GOING TO EAT LUNCH SOMEWHERE OR THEY'RE GOING EAT DINNER SOMEWHERE.

UM, AT THE MOMENT THE VA'S USING ABOUT 20% OF THE TOTAL SQUARE FOOTAGE OF THE FACILITY.

UM, AND THESE ARE THE SERVICES THEY'RE PROVIDING THERE.

SO THEY'VE GOT PRIMARY CARE, WHICH IS, UH, THEY HAVE SEVEN PRIMARY CARE TEAMS. UH, THEY DO REHAB AND PHYSICAL THERAPY WITH, UH, THEY HAVE FIVE, UH, PHYSICAL THERAPISTS ON SITE, UH, COMMUNITY CARE.

SO THIS IS LIKE, UH, SOCIAL WORK, SUPPORT, NUTRITION SUPPORT.

UM, THEY HAVE A WOMEN'S CARE UNIT AND THEY HAVE ANCILLARY SUPPORT FOR ALL THE SERVICES.

SO, UM, DIAGNOSTIC TESTING PATHOLOGY, UM, THOSE TYPES OF USES AS WELL.

UM, THERE ARE PLANS

[00:20:01]

TO MOVE 25 LONG-TERM CARE HOSPICE BEDS TO GARLAND THIS SUMMER, UH, THAT WAS SUPPOSED TO HAPPEN EARLIER.

THEY KIND OF DELAYED IT BECAUSE OF COVID.

UM, THEY HAD, THEY WERE USING, THEY HAD SOME COVID BEDS, UH, SO THAT MAY STILL ADJUST BASED ON WHAT HAPPENS WITH THE PANDEMIC.

UM, AND THEN THEY'VE, THEY HAVE A NEED FOR CERTAIN MORE SURGICAL BEDS AND UNITS, BUT AGAIN, THAT'S, THEY'VE HAD TO DELAY THAT AS WELL.

UM, BUT THAT'S KIND OF ON THERE.

THEY DON'T HAVE A TIMEFRAME FOR ADDING, UH, SURGICAL BEDS, BUT, UM, THAT'S IN PROCESS.

SO AGAIN, 200 KIND OF THE KEY POINTS, 200 EMPLOYEES, 300 PATIENTS DAILY, UH, WHICH THEY HOPE TO RAMP UP TO ABOUT 600 STAFF ONSITE EVENTUALLY.

SO YOU DRIVE BY THERE AND IT DOESN'T LOOK LIKE A LOT'S GOING ON, BUT, UM, THERE IS, THERE'S QUITE A BIT GOING ON MOVING THE MAIN ENTRANCE AROUND ON THE WESTERN.

THEY DID VISIBLY FROM WALNUT UNLESS YOU AND T-SLOT DRIVE AROUND THERE.

YEAH.

YEAH.

SO YOU DON'T REALLY SEE A LOT COMING AND GOING, MR. BARRY, IF I MAY, THOSE ARE EXCELLENT, UH, QUOTES THAT YOU JUST GAVE US A FEW, FEW MINUTES AGO, YOU KNOW, THE PERCENTAGE OF USAGE OF THE BUILDING.

CAUSE I GET THAT LIKE IN A BULLET POINT EMAIL, I CAN EMAIL OUT TO Y'ALL AND THIS IS THE REASON WHY EVERY QUARTER I MEET WITH MY APPOINTED COUNCILMAN ED MOORE, ALL OF HIS APPOINTEES, WE MEET QUARTERLY.

AND I BASICALLY TAKE THE INFORMATION THAT YOU GUYS GAVE, GIVE US, AND I PUT IT IN THE POWERPOINT SLIDE AND THAT'S NOT PRESENTED TO THE, THE, THE OTHER, UH, BOARD MEMBERS THAT HE APPOINTS.

SO I'M USING LONG STORY SHORT, THE INFORMATION THAT'S CONVEYED THAT YOU CONVEYED TO US.

I USE THAT AS A SNAPSHOT, A BRIEFING SNAPSHOT TO, TO, UH, TO ADD MORE.

PERFECT.

YEAH.

I'LL SEND THE POWERPOINT PRESENTATION TO Y'ALL TOO.

UH, THOSE QUOTES, THOSE FIGURES, CAUSE A LOT OF PEOPLE CONCERNING CITIZENS WOULD LOVE TO KNOW THE USAGE OF THE BUILDING.

WHAT IS THE PLANS FOR THE DISTRICT FUTURE PLANS AND WHAT'S HOW MANY, WHAT'S THE CAPACITY USAGE OF THE BUILDING AND ALL OF THOSE ITEMS THAT YOU JUST QUOTED ARE EXCELLENT NUMBERS THAT WE SHOULD BE COMMUNICATING TO OUR, TO OUR CITIZENS ABOUT WHAT'S GOING ON AT THE DISTRICT.

YEP.

SO WE'LL DO I APPRECIATE THAT CLARIFICATION? YOU SAID 300 A DAY.

DO THEY, ARE THEY SERVICING SEVEN DAYS A WEEK OR SICK OF FIVE UNITS? I'M NOT SURE ON THE MULTIPLY THAT'S 6,000 PEOPLE A MONTH ON A 20 DAY.

YEAH.

YEAH.

UH, I'M GUESSING THAT'S BUSINESS DAY, BUT, AND THEY DON'T, THEY DON'T HAVE EMERGENT CARE YET.

SO I WOULD THINK THAT IT'S MAINLY MONDAY THROUGH FRIDAY AT THAT POINT, UNLESS THEY HAVE A, YOU KNOW, SATURDAY CLINIC OR SATURDAY APPOINTMENTS, BUT YEAH, I'LL, I'LL FIND OUT AND IF WE GET INFORMATION, I'LL INCLUDE THAT IN THERE TOO.

THAT WOULD BE INTERESTING TO KNOW.

WELL, HOW MANY, CAUSE I KNOW THE VA IN DALLAS, THEY GOT A TON OF PEOPLE GOING THROUGH THERE AND DOING THIS EVERY DAY.

HOW'S HOW'S THAT BRINGS UP THIS POINT.

HOW MANY WHAT'S THE TRAFFIC FLOW THROUGH THE DOORS CURRENTLY RIGHT NOW? IS IT, IS IT, UH, I KNOW IT'S BEEN ON TELEVISION ABOUT, IS BEING OPEN.

W I KNOW IT'S, COVID PEOPLE ARE BEING VERY, VERY CAUTIOUS.

W DID WE SEE IT LIKE A GRADUAL INCREASE IN TRAFFIC GOING THROUGH THE DOORS SINCE, SINCE IT, SINCE IT'S OPEN? UM, GOOD QUESTION.

UH, I THINK WHEN THEY GAVE US THIS UPDATE BEFORE THEY WERE, THEY WERE CLOSER TO ABOUT 200 PATIENTS A DAY, SO THERE'S BEEN QUITE A BIT OF INCREASE, UM, NOT IN THE SQUARE FOOTAGE USE, BUT JUST THE FOOT TRAFFIC COMING FROM THE FACILITY.

UM, THAT'S THE LAST DATA POINT THAT WE KIND OF HAVE ON THAT.

YEAH.

THAT'S A GOOD INFORMATION TO HAVE FROM THIS TIME TO THIS TIME MONITORING THE TRAFFIC FLOW.

YEAH.

IS IT BECAUSE OF WORD OF MOUTH OR WHAT? I'M JUST CURIOUS, WHAT'S DRIVING.

THEY'RE ACTUALLY NOW REASSIGNING.

CAUSE MY BROKER IS NOW ASSIGNED TO THAT HOSPITAL.

HE WAS ASSIGNED TO DALLAS BEFORE, BUT HIS PROXIMITY, HE LIVES AT KUWAIT AND ARAPAHOE.

SO THEY'RE ACTUALLY SAYING, YOU KNOW, FOR YOUR PHYSICAL THERAPY, YOU GO HERE, UM, THEY'RE MOVING ACCORDING TO HIM AND WHAT THEY WERE TOLD, THEY ARE MOVING PEOPLE THAT ARE YOUR EVERYDAY CARE VERSUS YOUR LONG-TERM CARE.

SO THEY HAVE EVERYDAY NORMAL LIKE YOU AND I GO TO THE DOCTOR THAT'S WHO THEY'RE SENDING THEIR, UM, AND THEN IF THEY GO TO PHYSICAL THERAPY AND THEY CAN ACCOMMODATE THE MIRROR WITH WHAT WE HAVE NOW, THAT'S, WHO'S COMING HERE, THEY'RE PHASING PEOPLE IN NOT TO OVERWHELM THEMSELVES.

SO GOOD QUESTION.

UH, LONG-TERM UH, THE COORDINATION WITH THE DARK PEOPLE WILL BE THERE ALSO FOR BUS ROUTES AND WHATEVER ELSE, THE CASE THOUGH, WE HAVE ANY PEOPLE

[00:25:01]

GOING TO THE VA THAT DON'T HAVE A CARD OR CAN'T DRIVE.

UM, YEAH.

SO, UM, A COUPLE OF, WELL, THAT WAS ONE OF THE ACTION ITEMS IN THE IMPLEMENTATION PLAN WAS, UH, CREATING, UH, SOME KIND OF CIRCULATION ROUTE, YOU KNOW, DIRECTLY FROM THE DART STATIONS TO THE MEDICAL DISTRICT.

UM, SO WE, WE GOT WITH DART, UH, THEY REFERRED US TO SOME, UM, PRIVATE PARTNERS AND CONTRACTORS.

THEY HAVE THAT, THAT COULD PROVIDE THAT SERVICE, UH, REALLY NOT COST-EFFECTIVE YET.

UM, IT'S WE GOT THE ESTIMATES ABOUT A MILLION DOLLARS A YEAR, UH, TO RUN SORT OF A WEEKDAY SHUTTLE OR A WEEKDAY SHUTTLE FROM THE STATIONS THERE.

UM, SO, YOU KNOW, WE'RE NOT IN A POSITION TO BE ABLE TO DO THAT YET, BUT AT LEAST IT GIVES US A TARGET TO WORK TOWARD.

UM, OF COURSE THERE ARE, THERE ARE DART STATION, DART, BUS STATIONS, YOU KNOW, RIGHT IN FRONT OF THE VA.

UH, AND SO THERE IS A, THERE IS A WAY TO GET FROM THE, THE LIGHT RAIL STATIONS TO, UH, TO THE MEDICAL DISTRICTS A LITTLE BIT ROUNDABOUT, NOT, NOT AS DIRECT AS A SHUTTLE WOULD BE.

UH, BUT I THINK AS YOU KNOW, PATIENTS INCREASED TRAMP TRAFFIC INCREASES, UM, IN THE DISTRICT, UH, DART DART SAID, LOOK, WE'RE GOING TO MONITOR THIS.

AND EVENTUALLY WE'LL, YOU KNOW, WE'LL PROBABLY UP, UP OUR ROUTES TO, AND FROM THE VA SIMILAR TO WHAT YOU SEE AT THE, AT THE DALLAS VA NEW DART, UM, PLATFORM THAT WENT ONLINE ON THE 25TH, 25TH, IT WAS A MONDAY, UM, IT CLEANED UP SOME OF THOSE ROUTES.

THERE'S A LITTLE MORE DIRECT ROUTE NOW, BUT THEY ARE STILL PRETTY OUT THERE, BUT YEP.

YEP.

YEAH.

IN FACT, THEY, YEAH, THERE WAS A LOT OF CHANGES I WOULD NOT HAVE WORKED, WANTED TO WORK FOR DART ON MONDAY.

NO.

UM, DID YOU HAVE ANYTHING ELSE THAT YOU WANTED TO GET IN THERE? OH, THAT WAS, THAT WAS KIND OF IT.

I HAVE A REALLY OFF THE WALL QUESTION.

SURE.

UM, WE'RE CURRENTLY AS A CITY DOING AWAY WITH THE RIGHT OF WAY FOR ELECTRIC THROUGH THE NEIGHBORHOOD, BY JACKSON AND BEAVER, AND WE'RE MOVING THE THAT'S AT THE 30,000 KILOVOLT LINES OUT ONTO JUPITER AND THEN COMING EAST ON WALNUT.

WILL THAT HAVE ANY EFFECT ON SIDEWALKS? IS THERE ANY MONEY IN THERE THAT COULD PRETTY UP THOSE SIDEWALKS IN THAT AREA? GREAT QUESTION.

UM, IS THAT RUNS RIGHT THERE TO THE CORNER OF WALNUT AND SHILOH.

UH, LET ME LOOK INTO THAT.

I KNOW I'M SOMEWHAT FAMILIAR WITH THAT PROJECT AND I, I, LET ME AMAZING HOW QUICK THEY'VE MOVED ALONG WITH THAT.

YEAH.

THAT'S IN LIGHT OF THE DISCUSSION WE WERE HAVING ABOUT TRIAL, ABOUT THE TRAVEL FOR VA, FOR THE VETERANS.

UH, IT'S MINOR IT DOESN'T THE VETERANS GET A STIPEND FOR TRAVEL EXPENSES WHEN THEY TRAVEL HALF THE VIDEO.

SO IT'S NOT BEYOND ROUNDNESS TO LOOK AT THAT BEING OF A SELF FUNDING.

IF, IF THE VETERANS ARE BEING GIVEN STIPENDS FOR TRAVEL, THEN THEY CAN AFFORD TO, TO PAY A STIPEND, A SMALL STIPEND FOR THEM.

YEAH.

THAT'S A GOOD POINT.

YEAH.

RIGHT.

SO I MEAN, IF IT COSTS TWO BUCKS TO RIDE FROM THIS STATION TO VA AND BACK, UH, IT'S NOT, IT'S NOT REALLY, UH, IT'S NOT OUT OF THE REALM OF POSSIBILITY.

I MEAN, AND IT'S NOT A FINANCIAL BURDEN ON THEIR OWN.

THE VA THE VETERAN EITHER, OR THE CITY COULD BE, UH, COULD BE IN REIMBURSED, UH, DIRECT REIMBURSEMENT TO THE CITY PER YEAH.

AT LEAST LOST MITIGATION.

YEAH.

WE'LL LOOK INTO THAT.

'CAUSE I PRINTED CAUSE MY HAIR, HE, WE VISITED, HE GOES TO THE VA EVERY THURSDAY AND HE'S MENTIONED HE GETS A SMALL STIPEND FOR GOING OVER THERE, RIDING THE TRAIN OVER THERE AND BACK, WHICH IS FINANCIALLY AS STRAIGHT DIDN'T COST THAT MUCH FOR HIM TO RIDE, BUT REIMBURSE FOR HIM FOR MORE THAN THE ACTUAL COST.

AND WE DON'T TAKE ANY MORE MONEY FROM THE VETERANS THEY HAVE ALREADY GIVEN, GIVEN US SO MUCH, BUT FROM A FINANCIAL AND A JUSTIFICATION STANDPOINT, THERE'S SOME REASONING FACTOR THERE, FIGURING OUT THE COST AND EFFECTIVENESS.

GOOD.

ANYTHING ELSE ON THAT ONE? COOL.

SWEET.

I LIKE IT.

SO NEXT ON THE AGENDA WOULD BE FUTURE MEETING DATES THAT ONE'S KIND OF UP TO US.

DOES ANYBODY HAVE ANYTHING ON HER BUSY SOCIAL CALENDAR FOR APRIL 20TH YET? I HAVEN'T LOOKED OUT.

YEAH.

IS THAT A WEDNESDAY AT SIX O'CLOCK? I THINK SO.

[00:30:01]

I THINK IT IS EASTER.

EASTER IS THE 15TH, I THINK.

YEAH.

EASTERN 15TH.

SO WE'RE, WE'RE SAFE THERE.

PUT ON THE CALENDAR AND IF WE NEED TO CANCEL THAT, WE NEED TO CANCEL OR MOVE.

WE'LL DO LIKE WE DID WITH THIS ONE.

CAUSE IT STARTED OFF.

YEAH.

GREAT JOB CHAIR.

THE ONLY THING I REQUEST IS BULLET POINTS.

UPDATES.

JUST LIKE WHAT YOU QUOTED TONIGHT.

SO WHEN I MEET EVERY QUARTER OF MY, WHAT MY CITY COUNCILMAN, I CAN GIVE HIM A SNAPSHOT OF HOW THINGS ARE PROGRESSING ON, ON THE BOARD.

THAT'S YEAH.

THAT'S IT RIGHT.

YOU GOT IT.

THANK YOU.

YEAH.

ANYBODY HAVE ANYTHING ELSE? I HAVE NOTHING.

I THINK WE HAD AND WE DISCUSSED MAYBE THIS IS ANOTHER COMMITTEE WHERE WE MEET ONCE A QUARTER AND THE OTHER ONES WE DO VIRTUAL.

SO, BUT THAT'S THREE MONTHS FROM NOW.

SO TOO EARLY TO, WELL, WE CAN DECIDE THEN BESIDE THAT THEN.

WELL, THE, I WILL SAY, UH, OUR ABILITY TO, UH, THE ABILITY FOR THIS BOARD TO MEET VIRTUALLY, UH, IS NOT POSSIBLE.

THE GOVERNOR KIND OF GOT RID OF GOT RID OF THAT.

YEAH, YEAH.

THAT WENT AWAY SEPTEMBER 1ST OF LAST YEAR, I THINK WAS THE DAY.

UM, SO WE'LL BE IN PERSON AS IT, IS IT ALL? IS IT ALL BOARDS? YEAH.

ANY, ANY PUBLIC ENTITY, UH, ANY, IT HAS TO MEET IN PERSON SCHOOL, BOARD, CITY COUNCIL.

IT'S A STATE MANDATE BASICALLY.

SO WHAT HAPPENED IS AT THE BEGINNING OF THE PANDEMIC, THE GOVERNOR RELAXED, THE PUBLIC MEETING RULES TO ALLOW BOARDS, COMMISSIONS, COUNCILS TO MEET VIRTUALLY.

AND THAT EXPIRED SEPTEMBER 1ST OF LAST YEAR.

SO NOW THE, THE COUNCIL STILL HAS THE ABILITY TO JUST FOR THE COUNCIL.

AND THIS HAPPENED SATURDAY FOR, UM, IF, IF THERE'S ONE OR TWO MEMBERS THAT HAVE COVID OR OTHERWISE CAN'T BE IN PERSON, THEY CAN REMOTELY ATTEND THE MEETING.

AND WE DID THAT WITH A COUPLE OF OUR COUNCIL MEMBERS SATURDAY FOR OUR, OUR WORK SESSION.

BUT SO IF YOU, YOU KNOW, IF THERE IS A, UH, IF THERE'S A CASE THAT WE ABSOLUTELY HAVE TO MEET AND SOMEBODY'S SICK FOR WHATEVER REASON OR CAN'T ATTEND, WE COULD POTENTIALLY ZOOM THEM IN.

UM, BUT, UH, THAT'S, WE'D HAVE TO MEET IN THE COUNCIL CHAMBERS TO DO THAT ANYWAY.

IT'S LOGISTICALLY KIND OF DIFFICULT, BUT IT IS POSSIBLE.

YEAH.

YEAH.

ANYTHING ELSE? IS THIS, IS THIS FROM THE, UH, OH, I WAS GOING TO MENTION THAT.

YEAH.

SORRY.

UH, SO THE GARLAND GUIDE, WHICH THE CHAMBER PUTS OUT EVERY YEAR, UM, AND THIS IS AVAILABLE ON THEIR WEBSITE NOW AND THEN PRINTED COPIES TO ALL OF GARLAND RESIDENTS NEXT WEEK.

UH THERE'S THE WHOLE, UH, THE WHOLE THING TALKS ABOUT, THERE'S A BIG THING ON THE MEDICAL DISTRICT.

AND SO THERE'S AN ARTICLE IN THERE KIND OF TALKS ABOUT THE PLANS.

YOU GUYS WILL BE FAMILIAR WITH EVERYTHING THAT'S IN THERE, BUT, UM, IT'S KIND OF THE FRONT PAGE STORY, UM, ABOUT THE MEDICAL DISTRICT.

SO THE THOUGHT WE'D SHARE IT.

THIS IS A VIRTUAL PART OF THE, THEY SENT IT OUT AND I THOUGHT IT WAS VERY, UH, VERY, UH, AND LIGHTENING.

YEAH, IT IS.

THERE'S SOME GOOD, YOU KNOW, GOOD INFORMATION IN THERE AND, UH, WILL HELP US JUST BUILD AWARENESS FOR THE DISTRICT.

AND IT'S GOOD.

THAT'S IT.

ALL RIGHT.

WELL THEN AT SIX THIRTY FIVE, I'LL CALL US ADJOURNED.

SECOND.

THANK YOU.

YOU HAVE A BUSINESS CARD.

I DO.
