THE LAST, THE LAST LOT IS ACTUALLY GOING TO BE A MODEL HOME FOR PHASE TWO.

UH, SO THAT SHOULD BE PULLED SHORTLY.

YOU LOOK AT 286 LOTS IN PHASE ONE.

A LOT OF THOSE CAME OUT OF RIVER SET.

SO, UM, I'M SURE WE'RE GOING TO EAT INTO THAT 304 LOTS IN PHASE TWO PRETTY QUICK.

UM, BEFORE MOVING ON, WE HAVE OUR NEXT MEETING COOK.

I'M NOT SURE IF WE TALKED ABOUT THIS LAST MEETING OR NOT, BUT THERE'S ACTUALLY A PHASE THREE OF RIVER SET, WHICH IS THIS SMALL RED PIECE UP AT THE NORTH SECTION, RIGHT ALONG BUCKINGHAM.

UM, THIS WAS PLANNED COMMERCIAL.

UH, THIS WAS GOING TO BE MAYBE A COFFEE SHOP, SMALL STRIP CENTER.

UM, THEY REALLY HAVEN'T TAKEN IT AND GOTTEN ANY BITES ON THAT.

AND SO, UH, COUNCIL APPROVED TRANSITIONING THOSE TO SINGLE FAMILY LOTS, UH, WHICH THEY'LL DEVELOP, UH, HERE SHORTLY AND START BUILDING ON THOSE AS WELL.

SO YOU DID APPRISE US OF THAT.

I CAN REMEMBER WHERE THAT, WHERE THAT WAS IN THE WORKS, BUT, UH, THAT GOT APPROVED.

AND THEY'RE MOVING AHEAD WITH THAT.

TELL ME, AND WE HAD ANY EXPERIENCE YET WITH THE APPRAISAL DISTRICT IN TERMS OF THE APPRAISED VALUE OF THE PROPERTIES AND REJECTED.

UM, SO AT LEAST LAST YEAR APPRAISALS, WHICH FOLKS ARE PAYING THEIR TAXES NOW, RIGHT.

UM, ON THOSE APPRAISALS, UM, THAT WE WERE AHEAD OF SCHEDULE IN TERMS OF THE VALUES AND WHAT WE ESTIMATED, UM, COMING OUT OF RIVER SET, UH, PRICES HAVE GONE UP A LOT, VALUES HAVE GONE UP A LOT.

SO WE'RE GENERALLY AHEAD OF SCHEDULE IN TERMS OF WHAT THE TIFF HAD PROJECTED FOR VALUES.

UM, WE'LL GET A BETTER IDEA PROBABLY APRIL, APRIL, OR MAY OF THIS YEAR.

SOME PRO ACTUALLY PROBABLY AT OUR NEXT MEETING, WE'LL HAVE A FEEL FOR WHAT THE PRELIMINARY VALUES ARE LOOKING, LOOKING AT FOR NEXT YEAR, THE END OF THE MONTH, LATE FEBRUARY 1ST, RIGHT? YEAH.

SO, UM, AND THEN THEY, OF COURSE WILL START ASSIGNING VALUES TO THE NEW DEVELOPMENT.

I, THIS IS REALLY WHERE WE'LL START TO SEE A LOT OF VALUE IN AND, UM, TIF MONEY COMING INTO THE TIF.

SO YEAH, WE FEEL GOOD ABOUT WHERE WE'RE AT, FOR SURE.

WE WERE PRETTY CONSERVATIVE WITH OUR ESTIMATES, REFRESH MY MEMORY.

UH, THE, THOSE UNITS BEING BUILT IN THERE.

IS THAT MORE IN A SENIOR LEVEL COUPLES OR HOW MANY OF YOUR FAMILY, UH, THERE'S KIND OF A MIX.

UH, BUT DO YOU ALSO GOT TOWN HOMES? YOU HAVE, YOU KNOW, LARGER SINGLE FAMILY HOMES FOR MORE OF YOUR FAMILIES.

UM, SO IT'S, IT'S KIND OF A MIX REALLY.

UH, IF YOU'RE, I WAS WONDERING WHAT, WHAT IS THE, WHAT IS THE MAKEUP LOOK LIKE OF THE, OF THE HOMEOWNER SHIP THERE? IS IT OLDER, RETIRED, OR IS IT FAMILIES WITH, SO FROM MY STANDPOINT IN HOUSES THAT I'VE SHOWN IN THAT AREA, IT IS ALL OVER THE BOARD.

UM, I DON'T BELIEVE THAT THERE IS A RENTAL CLAUSE IN THERE SAYING THAT LANDLORDS CANNOT OWN THEM.

SO THERE ARE A MIX OF RENTAL, SINGLE FAMILY, AND THE DEMOGRAPHICS ARE ALL OVER THE BOARD.

UM, YEAH, IT'S, IT'S A DIVERSE AREA, SO YUP.

IT IS A HELPS WITH, YOU KNOW, HAVING DIFFERENT UNIT SIZES.

UM, IT'S KIND OF APPEALING TO DIFFERENT AGE GROUPS, THAT SORT OF THING.

I DIDN'T KNOW IF YOU'D SEEN ANY HISTORICAL DATA ON THE SALES, BUT NOW YOU'VE PROBABLY SEEN MORE THAN WHAT WE'VE GOT.

SO WE HAVE THE ABILITY TO ACCESS BLUE COLLAR, WHITE COLLAR, UM, AND THAT SORT OF DEMOGRAPHIC IT'S INTERESTING THAT THAT AREA IS REALLY PULLING IN A LOT OF BLUE COLLAR WORKERS.

UM, BUT AGAIN, YOU KNOW, DRIVING THROUGH THE NEIGHBORHOOD, IT IS, UH, IT'S JUST A MIX.

YEAH.

IT'S UM, AND NOW IRONICALLY, WE'RE GETTING A TON OF PHONE CALLS WITH REAL ESTATE AGENTS SAYING, CAN WE DISPUTE OUR TAXES? NO, YOU KNOW, THE COMPS ARE HIGHER THAN WHAT YOU PAID.

YOU DON'T WANT IT, YOU DON'T WANT TO DISPUTE RIGHT NOW.

WELL, I MEAN, THAT WAS A REAL PART OF THE ORIGINAL CONCEPT WAS TO PROVIDE HOMES THAT WOULD FIT THE DOCTOR LEVEL.

UH, AND, AND THERE ARE, YEAH, IT'S SOME, SOME OF THESE LOTS, LIKE IF YOU LOOK IN THE LIGHTER YELLOW SECTION, THE BIGGER LOTS ON THE CORNER, UM, I KNOW SOMEONE WHO OWNS ONE OF THOSE THAT IS AN EXECUTIVE THAT WAS A VERY HIGH LOT PREMIUM, UM, THE HOUSES THEY PUT ON THERE 3,800 SQUARE FEET ON ONE OF THOSE CORNERS, A HUGE TWO-STORY FIVE BEDROOM, THREE BATH.

AND, BUT THEN YOU GO INTO SOME OF THEM AND THEY'RE, YOU KNOW, THREE BEDROOM, TWO BATH, 13, 1500 SQUARE FOOT HOME.

SO THERE'S A GREAT MIX.

I'VE BEEN BY THERE SEVERAL TIMES, IT STARTED TO PULL DOWN AND I DON'T NEED TO NAIL MY TIRED.

WHEN IS THE SHILOH ROAD, A BOND IMPROVEMENT REPAIR WORKS ON A START AND HOW DO WE ANTICIPATE IT AFFECTING THE SO, UM, THERE'S SEVERAL DIFFERENT SEGMENTS OF SHILOH AND DIFFERENT PHASES, UH, THAT THE CONSTRUCTION OF THE SEGMENT FROM 6 35 TO KINGSLEY, WHICH HAS BEEN UNDER CONSTRUCTION FOR A COUPLE OF YEARS NOW, UH, THAT'S JUST ABOUT DONE.

THEY'RE LIKE 99.9% FINISHED.

UH, AND THEN WE ARE CURRENTLY IN DESIGN FOR THE SECTION FROM KINGSLEY TO, UH, MILLER, SORRY, I FORGOT THE ROAD KINGSLEY TO MILLER.

THAT'S GOING TO BE THE NEXT SEGMENT.

UH, THAT'S ALREADY FUNDED.

UM, IT'S UNDER DESIGN.

I WANT TO SAY CONSTRUCTION IS GOING TO START, UM, LATE 20, 20 TO EARLY 23.

UH, AND THEN THE SEGMENT FROM MILLER TO FOREST AND THEN FOREST NORTH INTO THE MEDICAL DISTRICT, THE FURTHEST REALLY PLANNED SEGMENT AT THIS POINT AND AT WESTWOOD, WHICH IS THE NORTH END OF THE MEDICAL DISTRICT.

UH, SO NOTHING WILL GO ALL THE WAY UP TO BUCKINGHAM AT THIS POINT.

UM, AND EVEN THE, THE FURTHEST NORTH SEGMENT FROM FOREST TO WESTWOOD, UH, PROBABLY I'M GONNA SAY FIVE TO SEVEN YEARS OUT.

UM, SO GETTING UP INTO BUCKINGHAM, PROBABLY LOOKING CLOSER TO 10 YEARS NOW THAT COULD CHANGE WITH FUNDING AND ANOTHER BOND PACKAGE COMES OUT, THAT SORT OF THING.

BUT, UM, IT'LL, IT'LL BE SOME TIME BEFORE WE GET UP HERE AND REALLY THE, THE, THE TRAFFIC COUNTS ARE DRIVING THAT.

SO THE, YOU KNOW, THE FOUR LANE SEGMENTS, UM, FROM FOREST TO MILLER AND KINGSLEY REAL HEAVY TRAFFIC, AND THAT'S WHERE WE'RE STARTING THE IMPROVEMENTS DOWN THERE, BUT WE'LL BE FINISHED WITH RIVERSIDE HOPEFULLY BEFORE THE OH YEAH, DEFINITELY.

AND SO IT'S EASIER TO WIDEN LESS, LESS TIME TO CONSTRUCT AND THAT SORT OF THING WE WERE THOUGHT OF THAT WAS, YEAH.

SO IT WAS TRANSPORTATION PLANNERS.

SOMETIMES THEY KNOW WHAT THEY'RE DOING SOMETIMES, SOMETIMES.

UM, SO ONE OF THE THINGS THAT, UH, THE PLAN RECOMMENDED AND THAT WE STARTED WITH WAS LOOKING AT PEDESTRIAN, AND THIS GOES BACK TO ACTUALLY AN AN OH FOUR BOND PROJECT WAS CREATING PEDESTRIAN CONNECTION BETWEEN THE MEDICAL DISTRICT AND BOTH DART STATIONS.

UH, WE HAVE FUNDING FOR IT, AND WE STARTED TO GET SOME ESTIMATES FOR THOSE, FOR THOSE IMPROVEMENTS PRIMARILY TO WALNUT.

AND WE REALIZED THAT, OH MY GOSH, UH, WE DON'T HAVE ENOUGH MONEY TO REALLY DO ANYTHING.

THE, THE, THE BOND PROJECT THAT HAS MONEY LEFT IN IT, UH, ONLY HAS ABOUT A MILLION DOLLARS AND THAT DOESN'T GET YOU VERY FAR WHEN IT COMES TO LONG CONNECTIONS.

SO AS WE'VE WORKED WITH, UH, YOU KNOW, TRYING TO FIGURE OUT HOW DO WE GET THE MOST BANG FOR OUR BUCK OUT OF THE, THE MONEY THAT WE'VE GOT NOW, UH, 980,000, IT'S ABOUT A MILLION DOLLARS.

UM, AND SO WE'VE REALLY STARTED TO FOCUS IN, AND I'LL SHARE SOME STUFF THAT I SHARED WITH THE COUNCIL LAST SATURDAY AT OUR CIP PLANNING SESSION, WE STARTED LOOKING AT, UM, WHAT CAN WE DO INTERNAL TO THE DISTRICT TO BEAUTIFY IT, MAKE IT MORE WALKABLE? UM, JUST REALLY, I KIND OF GIVE IT THE EXAMPLE OF, YOU KNOW, HOW DO WE DO AN EXTREME MAKE-OVER MEDICAL DISTRICT EDITION? UM, AND SO THAT'S WHAT WE'RE GOING TO DO WITH THIS MONEY.

WE'RE NOT TOUCHING THE TIF MONEY YET.

HOW CAN WE GET OUR, THE MOST BANG FOR OUR BUCK? AND SO, UH, WE'RE WORKING WITH A, UH, A LANDSCAPE ARCHITECT TO JUST GO IN AND GIVE US SOME IDEAS WHERE WE CAN, WHERE WE CAN DO SIDEWALK IMPROVEMENTS.

WHERE COULD WE DO SOME PUBLIC ART MURALS AND DISPLAYS? UM, SOME OF THE IDEAS THAT WE'VE THROWN AROUND HERE ARE, UM, IMPROVING THE PAVING SURFACE, DO SOME SIGNAGE TREATMENTS, DO SOME LANDSCAPING, REALLY KIND OF LOW COST, BUT HIGH IMPACT IMPROVEMENTS, UM, TO HELP CAUSE WHAT, WHAT THE, WHAT THE DEVELOPERS TELLING US THAT THE DEVELOPERS PER VARIAN, THEY OWN THESE, UM, ON THIS MAP, IT'S NUMBER 10 AND NUMBER 47, THEY OWN THESE TWO BIG MEDICAL OFFICE THINGS ON CLARA BARTON.

UH, THEY'RE NOT LEASED UP AND THEY'RE SAYING, GOSH, PEOPLE DRIVING HERE AND IT'S JUST, IT DOESN'T LOOK GREAT.

I MEAN, IT LOOKS OKAY.

WE'VE GOT SOME GOOD TREES AND IT'S, THERE'S SOME, SOME LANDSCAPING AND SIGNAGE AND THINGS, BUT, UH, THEY'RE SAYING, YOU KNOW, IT DOESN'T FEEL LIKE A MEDICAL DISTRICT.

WHAT CAN WE DO TO IMPROVE SORT OF THE FRONT DOOR LOOK OF THE MEDICAL DISTRICT? AND SO THAT'S WHERE WE'RE FOCUSING OUR EFFORTS, UH, SIDEWALK IMPROVEMENTS, SIGNAGE, AND WAYFINDING LANDSCAPING, PUBLIC ART.

UM, AND THEN OF COURSE THAT APPLIES TO THE PRIVATE COMMERCIAL BUSINESSES ALONG WALNUT AS WELL.

UH, WE'VE CONTACTED ALL THOSE BUSINESS OWNERS, UH, WE'RE WORKING WITH THEM ON SOME FACADE IMPROVEMENTS, UH, AND SOME LANDSCAPING IMPROVEMENTS FOR THEIR PROPERTY AS WELL, UM, USING THIS MONEY AND OTHER ECONOMIC DEVELOPMENT DOLLARS.

UH, AND SO I THINK OUR GOAL IS BY THE END OF 22, TO REALLY HAVE THIS MEDICAL DISTRICT LOOKING SHINY AND NEW AS MUCH AS WE CAN WITH THE MONEY WE'VE GOT, UM, THAT WAY THAT, THAT MONEY BECOMES A CATALYST TO HELP FILL THE VACANT SPACES THAT ARE THERE, UM, SORT OF INCREASE THE FOOT TRAFFIC AND HELP HELP THE RETAIL AND COMMERCIAL BUSINESSES OUT.

AND THEN EVENTUALLY, UM, THAT WILL HELP GET US INTO BUILDING MORE BUILDINGS TO FILL UP AND WORKING WITH OUR MEDICAL DISTRICT OR OUR MEDICAL DEVELOPER.

WE THINK WE CAN GET THERE.

SO AGAIN, JUST SHOWING A FEW EXAMPLES OF SOME OF THE, SOME OF THE TYPES OF IMPROVEMENTS THAT WE'RE LOOKING AT WITH THIS ROUGHLY

UM, SO THAT'S, THAT'S KIND OF THE HOPE.

I WANT TO SHARE THAT WITH Y'ALL AGAIN, IT'S NOT COMING OUT OF THE TIF FUND, BUT IT'S GOING TO HELP GENERATE ECONOMIC ACTIVITY IN THE MEDICAL DISTRICT.

AND, UH, WE NOW HAVE A, UM, ONE OF THE THINGS THAT'S HELPING US MOVE A LOT OF PROJECTS FORWARD NOW IS THAT OUR ECONOMIC DEVELOPMENT STAFF IS FULLY STAFFED.

UH, AS YOU KNOW, WE HIRED A NEW DIRECTOR THIS PAST YEAR.

UH, WE HAD THREE VACANCIES THAT HAD SAT THERE FOR REALLY A COUPLE OF YEARS.

UH, WE'VE GOT THOSE FIELDS NOW WITH SOME REALLY GREAT STAFF, ONE PERSON IN STRICTLY DEDICATED TO THE MEDICAL DISTRICT.

WHO'S WORKING WITH THE, THE PROPERTY OWNERS, THE DEVELOPER, AND HELPING TO PUSH FORWARD SOME OF THESE INITIATIVES.

SO, UH, REALLY IN THE NEXT SIX TO 12 MONTHS, WE'RE GOING TO SEE SOME REAL SIGNIFICANT CHANGES IN THE DISTRICT.

AND, UM, EVENTUALLY IT'D BE GREAT.

I THINK FOR THE BOARD TO GET OUT THERE WHEN WE HAVE DONE SOME OF THESE IMPROVEMENTS, MAYBE WE CAN GO DO A WALKING TOUR, UM, MAYBE DINNER OUT THERE, KIND OF SEE WHAT IT'S LIKE.

UM, AND, UH, IF YOU GUYS ARE INTERESTED IN THAT, WE CAN CERTAINLY PLAN THAT OUT SOMETIME IN THE FUTURE.

MAYBE NOT APRIL, BUT MAYBE THE JULY MEETING MORE SUNLIGHT THAN TO YES.

UM, BUT THERE'S EXISTING VA MEDICAL DISTRICT SIGNAGE OUT THERE FOR THE VA.

UH, WE GOT PERMISSION FROM THEM LAST WEEK TO PARTNER WITH US AND CREATE KIND OF COHESIVE SIGNAGE VERSUS THEM JUST HAVING THEIR OWN STUFF.

AND THEN WE HAVE OUR OWN STUFF.

UM, THEY'RE ON BOARD WITH COMING TOGETHER AND ACTUALLY DOING IT TOGETHER.

SO I KNOW IT MAY EVEN IN A RESIDENT, IF YOU GET, I HAD A DOCTOR THAT MOVED AND SO I HAD TO FIND THE BUILDING HE WAS IN.

UM, AT THE MOMENT THE VA'S USING ABOUT 20% OF THE TOTAL SQUARE FOOTAGE OF THE FACILITY.

UM, AND THESE ARE THE SERVICES THEY'RE PROVIDING THERE.

SO THEY'VE GOT PRIMARY CARE, WHICH IS, UH, THEY HAVE SEVEN PRIMARY CARE TEAMS. UH, THEY DO REHAB AND PHYSICAL THERAPY WITH, UH, THEY HAVE FIVE, UH, PHYSICAL THERAPISTS ON SITE, UH, COMMUNITY CARE.

SO THIS IS LIKE, UH, SOCIAL WORK, SUPPORT, NUTRITION SUPPORT.

UM, THEY HAVE A WOMEN'S CARE UNIT AND THEY HAVE ANCILLARY SUPPORT FOR ALL THE SERVICES.

SO, UM, DIAGNOSTIC TESTING PATHOLOGY, UM, THOSE TYPES OF USES AS WELL.

UM, THERE ARE PLANS

TO MOVE 25 LONG-TERM CARE HOSPICE BEDS TO GARLAND THIS SUMMER, UH, THAT WAS SUPPOSED TO HAPPEN EARLIER.

UM, THEY HAD, THEY WERE USING, THEY HAD SOME COVID BEDS, UH, SO THAT MAY STILL ADJUST BASED ON WHAT HAPPENS WITH THE PANDEMIC.

UM, AND THEN THEY'VE, THEY HAVE A NEED FOR CERTAIN MORE SURGICAL BEDS AND UNITS, BUT AGAIN, THAT'S, THEY'VE HAD TO DELAY THAT AS WELL.

UM, BUT THAT'S KIND OF ON THERE.

THEY DON'T HAVE A TIMEFRAME FOR ADDING, UH, SURGICAL BEDS, BUT, UM, THAT'S IN PROCESS.

SO AGAIN, 200 KIND OF THE KEY POINTS, 200 EMPLOYEES, 300 PATIENTS DAILY, UH, WHICH THEY HOPE TO RAMP UP TO ABOUT 600 STAFF ONSITE EVENTUALLY.
