SO THERE HAS BEEN, UM, UH, A, UH, FACILITY [00:05:01] THERE AND THEY ARE REQUESTING TO UPDATE A METERING, UH, HOUSE AND FACILITY FOR THAT LARGE LINE. SO YOU CAN IMAGINE IT'S A LARGE APPARATUS. UM, THEY APPROACHED THE CITY, UH, THROUGH MR. CONCERTA, WHAT THE OPTIONS WERE SEVERAL WERE LOOKED AT, WHAT SEEMED TO BE SETTLED ON IS IN YOUR PACKET THERE. AND THERE WAS AN APPRAISAL FOR THAT PARCEL IS APPROXIMATELY, UH, A ONE-THIRD, UH, UH, ACRE PIECE OF LAND WITHIN LOU HUFF. IF YOU COME INTO THE MAIN DRIVEWAY OF THE PARK BETWEEN THE BASEBALL FIELD AND THE OPEN FIELD OVER THE BRIDGE, AND YOU LOOK STRAIGHT AHEAD AT G P AND L YOU'LL SEE A LITTLE CIRCULAR PIECE OF GRASS IN AN, IN AN OLDER BRICK BUILDING AND A DRAINAGE DITCH. THAT'S THE PARCEL IN QUESTION THAT THEY WOULD LIKE TO OBTAIN A PERMANENT UTILITY EASEMENT FOR THE PURPOSE OF UPDATING AND REBUILDING THEIR METERING FACILITY? UM, NOT AN UNUSUAL REQUEST. IT JUST HAPPENS TO BE THAT'S WHERE THE LINE IS. UM, THERE IS NO, IT'S NOT THE TYPE OF FACILITY THAT YOU COULD PROVIDE REMOTELY. IT LITERALLY HAS TO STRADDLE OR BE ADJACENT TO THE LINE ITSELF. UM, THE ALTERNATIVES THAT WERE LOOKED AT WERE AT OTHER PLACES IN THE PARK, UH, WE DID NOT FEEL THAT THOSE WERE APPROPRIATE. THEY LOOKED AT PLACES RIGHT UP AGAINST 66. DIDN'T FEEL LIKE OUR BEST FRONT DOOR OPTION WHEN YOU'RE COMING INTO TOWN. SO THE PARCEL THEY SETTLED ON IS THE ONE I DESCRIBED, UH, THE APPRAISAL WAS PROVIDED BY THEM. AND IT WAS ALSO LOOKED AT BY OUR ENGINEERING FOLKS AND SAME COMMENSURATE WITH WHAT THEY SEE IN THE EASEMENT MARKET. UH, THEY WOULD, UH, THEY WOULD, UH, PURCHASE THAT EASEMENT IN THE AMOUNT OF, I BELIEVE $26,450. THAT WAS VERY GOOD. MR. KUCHERA WAS THERE AND HE DID A GREAT JOB. YOU JUST GO AHEAD AND GO AHEAD AND CORRECT. YOU HAVE ANY PLACE YOU WOULD LIE NOW, AND I'LL JUST, I'LL JUST ADD THAT. THE REASON FOR THIS PARTICULAR, UH, IT'S, IT'S KIND OF AN INTERESTING, UH, AREA, UM, WHERE TEXAS, AS ANDY MENTIONED, PROVIDES US WITH THE WATER, YOU KNOW, FOR OUR WATER SYSTEM. AND WE HAVE, UH, FIVE EXISTING DELIVERY POINTS THAT COME INTO THIS TO THE CITY. UH, THE UNIQUE THING ABOUT OUR LAVON PUMP STATION IS THAT IT CAN PUMP, IF YOU, IF YOU LOOK AT THE CITY AND KIND OF DIVIDED DIAGONALLY, WE HAVE A WEST PRESSURE PLANE AND AN EAST PRESSURE PLANE. SO OUR LAVON PUMP STATION CAN ACTUALLY, IF WE'RE GET INTO A BIND WITH ONE OF OUR OTHER PUMP STATIONS, WE CAN PUMP FROM THAT STATION TO EITHER SIDE OF THE CITY. SO WE HAVE A LOT OF REDUNDANCY IN THAT AREA. UM, AND ONE OF THE UNIQUE THINGS ABOUT THIS PARTICULAR SITE IS THERE IS ONE METERING STATION THERE. AND TO DO THIS WORK, THEY WOULD HAVE TO SHUT DOWN THE CYST, THIS A METERING STATION PROBABLY EIGHT MONTHS, PROBABLY POTENTIALLY I GUESS, A YEAR. SO WE WOULD ACTUALLY BE WITHOUT SERVICE FOR THE LAVON PUMP STATION WITHOUT THIS, UH, PARTICULAR EASEMENT TO GET THIS METER VAULT PUT IN THERE. ONCE THEY PUT THIS NEW VAULT IN WITH THE NEW METER, THEY WILL ACTUALLY KEEP THE OLD METER. SO WE'LL HAVE REDUNDANCY AS FAR AS THE METER GOES. SO WE CAN USE EITHER ONE IF WE, IF WE NEED TO IN THE FUTURE. SO THAT'S WHY IT'S IMPORTANT THAT WE DID IT THIS WAY. SO MAKE SURE WE KEEP OUR LAVONNE PUMP SECTION. IT'LL BE SHUT DOWN FOR A MINOR THINGS HERE AND THERE, BUT WE CAN'T AFFORD BEING SHUT DOWN FOR A YEAR FOR THIS PUMP STATION. AND ADDITIONALLY, THE REASON THAT THAT THIS IS BEFORE PARK BOARD IS OBVIOUSLY IT'S ON PARK PROPERTY. UM, AND COUNCIL ULTIMATELY HAS TO APPROVE ALL LAND ACQUISITIONS, UH, IN EITHER DIRECTION PURCHASE OR, OR GRANTING OF EASEMENTS. UH, AND MR. KUCHERA JUST WANTED TO MAKE SURE THAT PARK BOARD WAS IN THE LOOP AND HAD ANY QUESTIONS THAT NEED TO BE ANSWERED ANY CONCERNS AND COULD ULTIMATELY RECOMMEND A COUNCIL, HOWEVER, THE BOARD SEES FIT. UM, UH, WE'VE GONE TO SEVERAL, UM, TENNIS CENTER LOCATIONS THROUGHOUT THE METROPLEX AND, UM, YOU KNOW, DID A LOT OF ANALYSES AND, AND, UM, MET WITH A LOT OF THOSE TENNIS FOLKS, UH, AT THOSE OTHER FACILITIES TO TALK THROUGH THEIR FACILITIES, YOU KNOW, SOME OF THE OPERATIONAL CHALLENGES THAT THEY, THAT THEY FACE. AND, UH, SOME OF THE DESIGNS THAT, UH, THEY CAME UP WITH FOR THOSE FACILITIES TO SEE HOW BEST TO MAKE, UH, OUR FACILITY. UH, OBVIOUSLY WE ARE STARTING FROM SCRATCH AND, UM, WE CAN LEARN FROM A LOT OF THE SAME, UH, A LOT OF THE MISTAKES THAT THE OTHERS HAVE MADE, UH, OR AT LEAST, YOU KNOW, SOME OF THE LESSONS THAT THEY'VE LEARNED ALONG THE WAY. SO W WITH, WITH EVERY INTENTION TO MAKE THIS THE BEST FACILITY, PROGRAMMATICALLY AND, AND FUNCTIONALLY AS, AS WE CAN. UM, SO IN, IN THAT TIMEFRAME, WE, WE WENT THROUGH, UM, A PRETTY RIGOROUS, UM, SITE VISIT, UM, EXCURSION AND, AND, UH, WE HAVE A PRETTY LONG REPORT THAT JUST KIND OF OUTLINES ALL THE FINDINGS THAT WE HAD, UH, THROUGH THAT, THROUGH THAT PROCESS. UH, WE'VE GONE THROUGH SEVERAL, UM, DESIGNED ITERATIONS, UH, CHARRETTES, UH, WHERE WE MEET AND DISCUSS, UH, WHAT THE PROGRAMMATIC ASPECTS AND NEEDS ARE OF OUR COMMUNITY. AND, UM, YOU KNOW, WE FACTORED IN, YOU KNOW, OBVIOUSLY THERE'S TENNIS NEEDS, THERE'S PICKLEBALL NEEDS THERE'S, UM, YOU KNOW, NEEDS OF, UM, OBVIOUSLY INFRASTRUCTURE NEEDS THAT HAPPENED WITH, WITH, UH, DEVELOPING NEW SITES. AND SO, UM, ALL THOSE, UH, KIND OF COME, CAME TOGETHER INTO WHAT WE'RE PRESENTING WITH PRESENTING TO YOU TONIGHT. UM, YOU KNOW, AS, AS WE, AS STAFF, UH, I'LL LOOK AT THIS TOGETHER AND, UM, YOU KNOW, IT'S NOT JUST OUR DESIGN AND DEVELOPMENT STAFF. WE TALKED TO RECREATION, STAFF ENGINEERING, STAFF PLANNING, AND SO ALL THESE, UH, DIFFERENT STAFF MEMBERS THAT REPRESENT ALL THE MAJOR ASPECTS OF OUR CITY OPERATIONS, UH, HAVE HAD MANAGED TO REVIEW THIS IN SOME FORM OR FASHION AND GET US TO THE CONCEPT PLAN. UM, HAVING SAID THAT, UM, WE HAVE ALSO MET WITH A USTA, UH, UNITED STATES TENNIS ASSOCIATION, UM, AND, UH, THAT'S THE RIGHT ACRONYM, RIGHT. THE UNITED STATES. OKAY. UM, AND SO, UM, IN THAT PROCESS, YOU KNOW, WE'VE DISCUSSED WITH THEM, YOU KNOW, WHAT KIND OF NEEDS THEY SEE, UH, FROM THEIR ORGANIZATIONAL STANDPOINT. UM, SO THAT WHEN WE DO ULTIMATELY, UH, WANT TO BRING IN TOURNAMENTS TO THIS FACILITY, WE HAVE THOSE THINGS ON THEIR CHECKLIST, YOU KNOW, MARKED OFF SO THAT WE MARKET OUR, OUR NEW FACILITY THE BEST WAY POSSIBLE FOR, UH, WHAT WE INTENDED AND IT'S USED TO BE, WHICH IS A REGIONAL FACILITY FOR OUR COMMUNITY. AND SO, UH, THIS IS, UH, POTENTIALLY A, A LARGE ECONOMIC DRIVER. IT'S A LARGE, UH, ATTRACTION FOR OUR COMMUNITY. AND SO, UM, WE HAD A REALLY GREAT, UM, A FEW MEETINGS WITH THEM AND DISCUSSIONS WITH THEM ABOUT WHAT, WHAT THEY'RE LOOKING FOR AND, AND LIKE WAS MENTIONED, UH, IN OUR COMMITTEE MEETING, WE'RE LOOKING FOR, UM, APPLYING TO A GRANT, UH, TO HELP US WITH, UM, OTHER ASPECTS OF OPERATIONAL AND MAINTENANCE ASPECTS FOR OTHER COURTS THAT ARE POTENTIALLY GOING TO BE USED, UH, IN PLACE OF THESE, THESE NEW COURTS. AND SO, UM, WHAT DOES THAT MEAN? SO, UH, THE GRANT HAS LIMITS, [00:20:01] YOU KNOW, IT'S NOT A SIX FIGURE SEVEN FIGURE GRANT, THE ONES THAT ARE IN THIS PLAN. SO, UM, AS DISCUSSED IN THE PAST, YOU KNOW, THE NEW TENNIS CENTER IS GOING TO, UM, TAKE UP, TAKE OVER A LOT OF THE USAGE THAT IS CURRENTLY OFFERED A JACK COLEMAN, UH, TENNIS CENTER AND RICK GOLDEN PARK. AND SO THOSE COURTS IN RECODE AND PARK AT JACK COLEMAN TENNIS CENTER, UM, THEY, THEY NEED SOME HELP. AND SO ONE OF THE THINGS THAT WE'LL BE LEANING ON USTA FOR IS WE'LL BE APPLYING TO A GRANT TO HELP US RECONDITION THOSE CORDS, RESURFACE THEM, UH, GET THEM TO A LEVEL THAT MIGHT BE ABLE TO, UM, POTENTIALLY OFFER UP A, A, ANOTHER USE OR JUST EXTEND THE EXISTING USE THAT IT CURRENTLY HAS. AND SO, UM, YOU KNOW, THOSE ARE DISCUSSIONS THAT WE'RE JUST HAVING, WE HAVEN'T FINALIZED ANY APPLICATIONS YET, SO WE'RE NOT REALLY IN A POSITION TO REPORT BACK ANY NEWS UNTIL WE MADE THAT APPLICATION. THERE'S A, WHAT LOOKS TO BE AN EXISTING, UH, CREEK THAT IS GOING THROUGH THERE. AND IT'S REALLY, REALLY NEAT. UM, SO IT WORKED OUT REALLY GREAT, UH, FOR US IN THAT AREA, ITEM SIX IS THE CLUBHOUSE, UH, AT 373,780 SQUARE FEET. IT IS A, IT IS A REALLY GOOD SPACE TO BE A MULTIFUNCTIONAL, UH, MULTI-USE VENUE, UM, AND A SIZED FOR THESE 12 COURTS. UM, ANYBODY ELSE IN THE COMMUNITY TO COME PARK, WALK, RUN, AND RECREATED THIS FACILITY AS WELL. UM, ITEM 13 IS, UH, ESSENTIALLY OUR TENNIS COMPLEX PARKING, UH, WE'RE UTILIZING, WE HAVE SO MUCH INFRASTRUCTURE SPEND IN THIS ENTRY ROAD. ONE OF THE THINGS THAT MOST OF THE COMPLEX HAS SAID IS THAT THEY WISHED THEY'D PROGRAM IN FUTURE GROWTH. UM, SO THIS AUXILIARY BUILDING IS REALLY, AS WE EXPAND OUT, WE DON'T EXPECT THE 3,780 SQUARE FOOT CLUBHOUSE TO BE ENOUGH FOR TWICE AS MANY COURTS. SO THIS IS ALLOWING US TO GROW INTO A SPACE AND PROGRAM IT ACCORDINGLY. UM, ITEM 12 IS THE COVERED TENNIS COURTS. SO THAT IS ON THE FAR EAST SIDE. THESE WILL BE, UM, COVERED. IT WAS AGAIN, ONE OF THOSE THINGS THAT WE HEARD AS YOU BEGIN TO GET ALL SEASON PLAY, UH, IT'S SOMETHING THAT, THAT IS A GOOD AD, UM, GROUPS OF THREE THAT'S PRIMARILY TARGETED TOWARDS LEAGUE PLAY, UH, AND, AND COLLEGIATE PLAYERS, YOU CAN JUMP UP TO SIX. AND IT JUST MADE SENSE THAT THERE'S PLENTY OF SPACE HERE THAT NOT ONLY CAN IT SERVE AS A GREAT TENNIS FACILITY FOR THE CITY, BUT IT CAN ALSO SERVE THAT NEIGHBORHOOD PARK FACILITY PURPOSE, UH, NEAR THESE HOMES. SO HENCE THE FUTURE OF POSSIBLE PLAYGROUNDS AND GREAT PLAY STRUCTURES, PARKING TO ACCOMMODATE THAT. AND I DON'T KNOW ANYBODY THAT DOESN'T LIKE A TRAIL LOOP, NO MATTER WHERE IT IS. AND SO THAT TRAIL LOOP, IF YOU'RE NOT A TENNIS PLAYER IS STILL AVAILABLE TO USE, UH, OUTSIDE THE FENCE AREA. UH, YOU CAN SEE THE CONNECTIONS THERE TO THE VARIOUS NEIGHBORHOODS FOR THAT TRAIL LOOP. AND I MEAN, THAT'S WHAT WE ENDED UP HOLDING. BASICALLY OUR ENTIRE SITE VISIT WAS UP ON THIS DECK AND IT WAS LIKE, MAN, WOULDN'T IT BE GREAT TO BE ABLE TO DO SOMETHING LIKE THIS? WELL, IT WAS COST PROHIBITIVE JUST BECAUSE ELEVATORS ARE SO VERY EXPENSIVE AND THE COST OF VERTICAL CONSTRUCTION. UM, SO WHAT WE ENDED UP DOING IS WE WANTED TO HAVE THAT PATIO LOOK. SO WE, WE DEPRESSED THAT CENTER COURT, UM, SUCH THAT YOU CAN STILL OVERLOOK AND SEE THE MAJORITY OF THE COMPLEX, UM, AND STILL HAVE THAT FEELING OF A REALLY COOL PATIO AREA THAT'S OVERLOOKING THE COMPLEX, UM, ITEM THREE IS THAT TERRACE SPECTATOR SEATING THAT WE SAW ON THE FIRST SLIDE, THE TURF WHERE YOU CAN HAVE JUST A REALLY GREAT CONGREGATION AREA FOR AS THE CENTER COURT, THAT'S DEPRESSED BRINGING BACK UP TO FIVE AND KIND OF THE ACT GRADE TENNIS FACILITY, ITEM SIX IS THAT AUXILIARY BUILDING THAT WE DISCUSSED. SO FOR THAT PAVILION, YOU KNOW, SO IT'S FACING WEST I'M ON FOR, SO FOR THE PAVILION NOW IS FACING WEST, YOU'RE GOING TO MEET EAS FOR SOME KIND OF SHADE STRUCTURE OR SOMETHING. YOU SEE THE ENTRY OF THE BATHROOMS AND THE BACKSIDE OF THE CHECK-IN, UH, EXTERIOR CONCEPTUAL RENDERINGS. WE IMMEDIATELY WENT, SOUGHT THOSE OUT, HAD APPOINTMENTS, WENT TO THOSE OPERATORS, UH, AND THEN DID A DETAILED REPORT OF ALL THAT FEEDBACK. AND SO THAT'S JUST AN ONGOING PROCESS THAT I THINK MAKES FOR A MORE SUCCESSFUL PROJECT.
