AND THIS IS A TEST TO SEE IF HE CAN REMEMBER THAT FAR BACK.

WHAT IF I GIVE IT TO ME? OH, HE HE'S GOTTEN SOME CHANGES.

ARE THERE ANY CORRECTIONS OR ADDITIONS? I DIDN'T SEE ANYTHING.

ANYBODY ELSE SEE ANYTHING? IF NOT, DO I HEAR A MOTION THAT WE ACCEPT THE MINUTES AS PRESENTED AND IT'S PRESENTED SECOND, GO AHEAD AND SECOND IT ALL IN FAVOR.

SAY AYE.

AYE.

OH, IT'S LIKE SAYING THE NEXT ITEM ON HERE IS THE INTRODUCTION OF PROMOTED SENIOR LIBRARIAN, PUBLIC SERVICES AND OUTREACH.

WHO'S GOING TO DO THAT.

AND SHE HAS EXPERIENCE IN EDUCATION AND CHILDREN'S SERVICES AS WELL AS OUTREACH AND NETWORKING WITH COMMUNITY ORGANIZATIONS.

AND ANYTHING ELSE THAT YOU WANT TO SAY ABOUT? UM, I'M VERY, I'M VERY HAPPY TO HAVE BEEN PROMOTED, VERY EXCITED ABOUT THE NEW OUTREACH PART OF THE POSITION.

I KNOW THAT THAT'S SOMETHING NEW AND I'M EXCITED TO WORK WITH GISP AND OTHER CITY DEPARTMENTS.

AND, UM, WE'VE GOT A LOT COMING UP IN THE NEXT COUPLE OF MONTHS AND THEN WE'LL SEE WHERE, WHERE ELSE YOU CAN GO.

OKAY.

WE LOVE HER LAUGH, HIS QUIETEST PERSON.

IT'S OKAY.

IT'S HAPPY.

SO IT'S GOOD.

YEAH.

WELL THANK YOU FOR COMING.

THANK YOU.

THANK YOU MORE.

OKAY.

AND NOW WE NEED THE INTRODUCTION ON THE PROMOTED ADULT SERVICES LIBRARY, GARRETT NEWMAN.

UH, JARED HAD BEEN WORKING FOR US FOR A BRIEF TIME.

UM, HE BEGAN, UM, AS A PART-TIME LIBRARIAN PART-TIME WEEKEND LIBRARIAN AND WHEN A POSITION OPENED UP FOR FULL-TIME, HE WAS ONE OF THE, UH, PEOPLE THAT APPLIED FOR IT.

AND WE SELECTED HIM.

UH, JARED HAS A BACHELOR OF ARTS DEGREE IN LATIN AMERICAN LITERATURE AND CULTURE FROM THE OHIO STATE UNIVERSITY.

I FOLLOW FOOTBALL.

I KNOW, UM, AND HIS MASTER OF LIBRARY AND INFORMATION SCIENCE DEGREE FROM KENT STATE UNIVERSITY IN KENT, OHIO.

HE PREVIOUSLY WORKED AT THE BEXLEY PUBLIC LIBRARY IN BEXLEY, OHIO, AND THE COLUMBUS COLLEGE OF ART AND DESIGN.

SO HE, WHEN AS A PART-TIME LIBRARIAN, HE WAS WORKING WITH TEEN PROGRAMS AND HE WAS ONE OF THE LEAD ACTORS.

IF ALL WATCHED THE SPANISH TELE NOVELLA, UH, HE, I'M SORRY, I FORGOT YOUR NAME ON WHAT'S YOUR MOM.

RAMEAU HOW COULD I FORGET THAT RAMON WITH YOUR MOTHER AND WITHOUT THE MUSTACHE? SO, UH, WE'RE VERY HAPPY TO HAVE JARED WORKING FOR US.

FULL-TIME AND HE IS AT OUR SOUTH GARLAND BRANCH LIBRARY ACTUALLY MOVED.

DID WE, DO WE JUST WAIT AS A WITNESS? IT'S YOU'RE NOT KIDDING.

WHAT DAY IS IT ANYTHING YOU WANT TO TALK ABOUT? IT'S REALLY NICE TO MEET ALL OF YOU.

UM, I'M PRETTY EXCITED ABOUT THE PROMOTION.

UH, WHEN I MOVED HERE FROM OHIO, EVERYONE WAS VERY WELCOMING.

[00:05:02]

I'M HAPPY TO, DID YOU BRING THE SNOW CAME FREE OF CHANGE, RIGHT? WE DO NOT WANT YOUR WEATHER.

THANK YOU.

THANK YOU.

OKAY.

THE TEXAS MUNICIPAL LIBRARY DIRECTORS ASSOCIATION AWARD, THAT IS ME.

I AM PROUD TO ANNOUNCE THAT WE HAVE RECEIVED FOR THE 17TH CONSECUTIVE YEAR, THE TML DA AWARD FOR EXCELLENCE OF ACHIEVEMENT IN LIBRARIES, UH, FOR TWO, 2020 2021.

UM, I'LL JUST READ THE ACHIEVEMENT OF EXCELLENCE AND LIBRARY AWARD AS GIVEN ANNUALLY IN LIBRARIES THAT DEMONSTRATE CONSISTENT EXCELLENCE AND OUTSTANDING CONTRIBUTIONS TO PUBLIC LIBRARY SERVICES WITHIN THEIR COMMUNITIES.

IN 2021, THERE ARE 565 PUBLIC LIBRARIES IN TEXAS AND ONLY 59 OF THEM EARNED THIS YEAR'S AWARD.

VERY EXCITED AGAIN, UH, SOMETHING THAT WAS STARTED WHEN CLARA WAS HERE.

AND, UH, AND I'M HAPPY TO SAY THAT, UH, WE RECEIVED THAT AGAIN.

WE HAVE, UH, SOME STAFF WHO WORK ON THAT EVERY YEAR.

THEY DO A REALLY GOOD JOB AND, UH, VERY PROUD OF THEM.

I THINK EMILY, THIERS EMILY HERE, JESSICA RANSOM, JARED.

AND, UM, THEN OF COURSE, CRYSTAL AND ME, CRYSTAL, CRYSTAL DOES A VERY GOOD JOB WITH THE INITIAL PROOFREADING.

AND THEN SINCE UP TO ME FOR ANY QUESTIONS OR ANYTHING LIKE THAT, AND, AND IT'S, UH, IT IS A TEAM EFFORT, UH, BECAUSE IT'S A LOT OF WORK THAT GOES INTO IT.

LYNN, WOULD YOU EXPLAIN JUST A LITTLE BIT OF THAT FOR OUR NEW PEOPLE? WHAT, UH, THE, THE TA, UH, TML DA, UM, IS FROM THE TEXAS MUNICIPAL LIBRARY DIRECTORS, UM, AND ORGANIZATION, AND THEY HAVE THE AWARD AND FOR EACH LIBRARY THAT PARTICIPATES, THERE ARE, YOU HAVE TO SUBMIT A, NOW IT'S A DIGITAL BINDER, BUT IT USED TO BE AN ACTUAL BINDER THAT WAS ABOUT THIS THICK, UH, AND YOU HAVE TO COVER THE FOLLOWING 10 SERVICE AREAS, UH, SERVICES TO UNDERSERVED POPULATIONS, THROUGH OUTREACH, SPECIAL PROGRAMS, COLLABORATIONS WITH OTHER LIBRARIES OR ORGANIZATIONS, SPECIAL CLASSES, ET CETERA.

YOU HAVE TO PROVIDE AN ENHANCED SERVICE TO THE PUBLIC DURING THE PAST YEAR, EITHER THROUGH AN INCREASE, INCREASE IN SERVICE OR A CHANGE IN THE TYPE OF SERVICE, UH, PROVIDE CURRENT MARKETING MATERIALS, HIGHLIGHTING BASIC SERVICES AND PUBLICITY ABOUT SPECIFIC PROGRAMS PROVIDE CULTURAL TOPICAL AND EDUCATIONAL PROGRAM FOR ADULTS AND FAMILIES PROVIDE LITERACY SUPPORT FOR ALL AGES CONDUCT A SUMMER READING PROGRAM FOR YOUTH TEEN AND OR ADULT INVEST IN COLLABORATIVE EFFORTS WITH COMMUNITY ORGANIZATIONS, SUPPORT, WORKFORCE DEVELOPMENT, SUPPORT, DIGITAL INCLUSION BY PROVIDING PUBLIC INTERNET ACCESS, DIGITAL LITERACY TRAINING AND OFFERING LIBRARY SERVICES ONLINE AND ESTABLISHED PROFESSIONAL STAFF TRAINING TO INCLUDE TRAINING OPPORTUNITIES FOR STAFF AT ALL LEVELS.

AND THEN WHAT WE DO AT THE END OF THE YEAR, WELL, WHAT WE DO ACTUALLY, AS SOON AS WE FINISH ONE YEAR, WE START ON THE OTHER, WE START COLLECTING THESE THINGS SO THAT AT THE END OF THE YEAR, THEY CAN ALL BE GATHERED TOGETHER.

BUT FOR THE PROGRAMS, UH, THAT WE DO ANY TOPICS, ANY AREAS THAT THEY FIT IN, WE HAVE FOLDERS THAT WE PUT THAT INFORMATION IN, SO THEY CAN JUST BE GATHERED.

AND THEN YOU, YOU WRITE ABOUT WHAT YOU DID THAT YEAR.

SO YOU HAVE THE EXAMPLES AND THEN THERE'S, UM, A NARRATIVE THAT GOES WITH IT.

AND WE WE'VE DONE THIS EVERY YEAR FOR 17 YEARS.

WE'VE, WE'VE HAD SOMETHING IN EACH ONE OF THESE CATEGORIES.

SOMETIMES IT'S AN EXISTING PROGRAM THAT WE HAVE EXPANDED ON, AND SOMETIMES IT'S A BRAND NEW PROGRAM, BUT IN HAVING THESE 10 SERVICE AREAS, IT, IT GIVES US ROOM TO GROW.

BECAUSE EVEN IF IT IS SOMETHING WE, UH, AN AREA THAT WE'VE DONE BEFORE, WE CAN USUALLY FIND SOMETHING NEW AND WE'RE ALWAYS LIKE REACHING OUT.

WE ARE WITH HAVING, UM, MORGAN, WE'VE BEEN DOING OUTREACH, BUT HAVING MORGAN ON BOARD, UH, GIVES US AN OPPORTUNITY TO DO THAT EVEN TO REACH MORE PEOPLE, TO DO IT MORE SUCCESSFULLY.

SO, UM, WE'VE GOT A LOT OF GOOD PEOPLE ON STAFF.

THEY'RE EXCITED TO WORK TOGETHER.

THEY'RE EXCITED FOR NEW THINGS.

SO I THINK EACH YEAR

[00:10:02]

I DON'T SEE US NOT WINNING THIS FOR QUITE A LONG TIME.

I STILL WORRY THOUGH, EVERY YEAR I'M LIKE, OH, HOW MANY OTHER LIBRARIES HAVE THIS KIND OF TRACK RECORD? THAT'S A GOOD QUESTION.

I THINK THE LARGER ONES ARE PRETTY MUCH THERE.

THEY'RE CONSISTENT TO THE ONES THAT APPLY.

UM, I THINK SOME OF THE SMALLER ONES MAY HAVE DIFFICULTY HITTING ALL 10 SERVICE AREAS.

UM, BUT IT IS A, IT ACTUALLY SURPRISES ME THAT IT'S NOT A LARGER NUMBER THAT I DON'T KNOW IF IT'S THAT THEY DON'T APPLY FOR IT, OR IF THEY APPLY AND DON'T GET IT.

I'M SURE THERE ARE SOME THAT APPLY AND DON'T GET IT, BUT I BET YOU PEOPLE LIBRARIES READING THAT, THAT IT SEEMS OVERWHELMING.

IT CAN, IT'S A LOT OF STUFF IT IS, BUT WE'RE KIND OF, WE KIND OF HAVE IT DOWN TO A SCIENCE NOW A LITTLE BIT.

I THINK DON'T QUOTE ME ON IT.

BUT THREE YEARS AGO WE WERE 1 32, SO JUST A FEW LESS, BUT YEAH, AND WE DO GET, UH, A DIGITAL BADGE THAT WE CAN PUT ON OUR WEBSITE AND, UH, WELL, YEAH, THE PLAQUE THAT WE, THAT'S, WHAT WE'VE BEEN GETTING, THE ADDED THE DIGITAL BADGE OF THING LAST YEAR, YEAR BEFORE LAST, AND WE CAN PUT IT, UH, IN MARKETING AND USE IT FOR THAT TO LET PEOPLE KNOW THAT WE, WHAT WE ARE, UH, WHAT WE'VE BEEN DOING AND, AND WHAT WE BRING TO THE CITY OF GARLAND.

IT'S A BIG, VERY BIG HONOR.

NOW WILL'S GOING TO TALK ABOUT STAFFING AND HE CAN TELL ABOUT THE PEOPLE THAT HAVE WAS, OH, LIBRARY, STAFFING IS NEXT.

THAT'S THE NEXT THING.

ALL RIGHT.

UM, AS YOU KIND OF HEARD, WE NOW HAVE SOME VACANCIES, UH, IN THE LIBRARY AND SEVERAL KEY POSITIONS, UH, WANTED TO TELL YOU ABOUT, UH, CENTRAL LIBRARY MANAGER, MADIGAN MIRZA RESIGNED HER POSITION, I BELIEVE IN LATE JANUARY.

SO WE HAVE AN OPEN MANAGER POSITION AT THE CENTRAL LIBRARY.

UH, CHILDREN'S LIBRARIAN MORGAN BLACKBURN WAS PROMOTED TO SENIOR LIBRARIAN.

SO WE NOW HAVE AN OPEN CHILDREN'S LIBRARY AND POSITION AT THE SOUTH GARLAND BRANCH LIBRARY AND CHILDREN'S LIBRARY.

AND THIS ALL HAPPENED AT ONCE.

UH, KATIE CASTELLE GOT A NEW JOB IN APRIL, TEXAS.

UH, SO WE HAVE AN OPEN, UH, CHILDREN'S LIBRARY AND POSITION AT CENTRAL JARED NEWMAN, WHO YOU MET, UH, WAS PROMOTED TO FULL-TIME LIBRARIAN.

SO HE HAD LEFT HIS PART-TIME POSITION.

AND, UH, WE NOW HAVE A COUPLE OF PART-TIME POSITIONS OPEN, AND WE HAVE, UH, UH, TWO OPEN LIBRARY ASSISTANT PROGRAM, UH, POSITIONS AS WELL.

SO WE HAD TO MOVE SOME STAFF AROUND TO ADDRESS SOME OF OUR OPERATIONAL NEEDS.

UM, RIGHT NOW, UH, THE SOUTH GARLAND BRANCH, UH, UH, NEIGHBORHOOD BRANCH MANAGER, HEATHER COLSON HAS MOVED TO CENTRAL AND SHE'S MANAGING, UH, AS THE ACTING CENTRAL LIBRARY MANAGER, UH, NEIGHBORHOOD BRANCH MANAGER, KATIE MILLS, WHO IS AT WALNUT CREEK IS NOW MANAGING THE SOUTH GARLAND BRANCH MANAGER, UH, UH, POSITION, UH, LOCATION AS THE, UH, ACTING MANAGER THERE.

UM, WHAT WE'VE DECIDED TO DO AT WALNUT.

UH, WE HAVE STAFF WHO SOMETIMES THE LIBRARIANS ARE INTERESTED IN WHAT IT'S LIKE TO BE A MANAGER.

SO WE, UH, WE'VE DONE THIS IN THE PAST AND WE'VE HAD SOME PRETTY GOOD SUCCESS AS WE ROTATE STAFF IN, UH, IN FOUR WEEK INCREMENTS AT, UH, AT WALNUT CREEK, OR WE'VE DONE IT AT NORTH, UH, AS WELL BEFORE, UH, UH, TO GIVE THEM A CHANCE TO SEE WHAT IT'S LIKE TO BE A MANAGER AND TO KIND OF GET THE, GET THE WHOLE EXPERIENCE OF, OF WHAT IT'S LIKE TO BE A MANAGER, BUT THE STAFF THERE IS REALLY GOOD.

THEY CAN HELP THEM, HELP THEM GET THROUGH THAT.

SO RIGHT NOW, UM, KELLY PAGE, WHO'S THE CHILDREN'S LIBRARY AND AT WALNUT CREEK IS THE ACTING MANAGER.

AND THEN, UH, NEXT WEEK, UH, UH, THAT WILL BE THE END OF KELLY'S, UH, FOUR WEEKS.

AND THEN, UH, MILLIE AND CHARI, UH, FROM I SAY THAT, RIGHT? YES.

FROM THE SOUTH GARLAND, SHE'S A ADULT LIBRARIAN AT THE SOUTH GARLAND BRANCH LIBRARY.

SHE'S GOING TO GO MOVE OVER, UH, UH, TO WALNUT CREEK AND SHE'S GOING TO TRY HER HAND AT MANAGING FOR, UH, FOR FOUR WEEKS THERE.

SO THOSE ARE KIND OF THE MAJOR MOVES THAT, THAT ARE GOING ON, UH, IN THE SYSTEM.

SO WE'RE A LITTLE BIT KIND OF MOVING THINGS AROUND A LITTLE BIT.

THE GOOD NEWS IS THAT WE HAVE, UH, WE HAVE ASSEMBLED THE HIRING TEAMS, RIGHT? YES.

AND KATHLEEN, WE HAVE TWO CHILDREN'S LIBRARIANS THAT WE'RE TRYING TO HIRE.

UH, I BELIEVE WE ARE IN THE INTERVIEW PROCESS WITH THOSE ARE PRETTY CLEAR THAT VIDEO

[00:15:01]

INTERVIEWS, THE VIDEO INTERVIEWS FOR THOSE, UH, WE HAVE, UH, TWO PART-TIME LIBRARIAN POSITIONS.

I THINK WE'VE BEEN SCREENING APPLICATIONS FOR THOSE.

AND THEN WE HAVE TO BE LIBRARY, ASSISTANT POSITIONS, INTERVIEWS, VIDEO INTERVIEWS.

SO THAT'S KIND OF THE VERY FIRST PART OF OUR INTERVIEW PROCESS.

SO WE'RE TRYING TO GET, UH, TRYING TO MOVE AND GET, GET THOSE POSITIONS FILLED.

UH, OBVIOUSLY, UM, YOU KNOW, WE HAVE TO STRETCH OUT A LITTLE BIT, UH, WITH, UH, SOME OF OUR MANAGERS POSITIONS, UH, WE'RE LOOKING AT THE CENTRAL LIBRARY AT POSTING THE CENTRAL LIBRARY MANAGER POSITION BEFORE TOO LONG.

WE'RE KIND OF EVALUATING AND EVALUATING THAT, UH, THAT JOB DESCRIPTION AND GOING THROUGH THE PROCESS THERE, YOU ALSO HAD THE ACCOUNTS PAYABLE.

OH, I FORGOTTEN ABOUT THAT.

YES.

UM, UM, I KNOW, I KNOW I JUST DIDN'T HAVE IT LISTED, UH, CORY'S OLD POSITION OUT ACCOUNTS PAYABLE, UH, WHICH WORKS IN THE ADMIN OFFICE.

UH, WE ARE WORKING ON, UH, HIRING THAT POSITION.

I BELIEVE WE'RE REVIEWING, UH, APPLICATIONS AND GETTING PRETTY CLOSE TO STARTING THE INTERVIEW PROCESS FOR THAT ONE AS WELL.

HE GOES SOMEWHERE ELSE IN THE CITY.

HE DIDN'T GO IN, HE WENT TO FRISCO, UM, UH, HE LIVES IN FRISCO NOW, UM, AN IT JOB, RIGHT? UH, OH, IT WAS SOMETHING ENGINEER, LIKE A WEB ENGINEER KIND OF THING, OR A DATA ENGINEER, SOMETHING TO DO WITH, IT WAS A GOOD STEP, I THINK, A GOOD STEP UP POSITION FOR HIM.

SO IT WAS A GOOD OPPORTUNITY FOR HIM.

THIS IS KATIE MILLS POSITION ONE, THAT'S GOING TO MOVE IN FOUR WEEKS OR IS SHE GOING TO BE DOWN THERE? SHE'S GOING TO STAY AT SOUTH UNTIL WE HIRE THE CENTRAL LINE.

I, AS FAR AS I KNOW, UH, AT THIS POINT UNTIL WE HIRED THE CENTRAL LIBRARY MANAGER, THAT'S AT THIS POINT.

SO, UH, THAT'S, THAT'S THE INTENTION, I BELIEVE LIKE FRUIT BASKET TURNOVER.

YEAH.

YEAH.

JUST REARRANGING THINGS A LITTLE BIT.

THAT'S THE KIND OF THE WAY IT WORKS.

SOMETIMES YOU HIRE, YOU GET GOOD PEOPLE AND THEN YOU PROMOTE PEOPLE AND, UH, AND THAT ALWAYS LEAVES, LEAVES YOU ANOTHER OPENING.

SO IT'S ANOTHER OPPORTUNITY FOR, FOR SOMEONE ELSE.

SO, UH, WE HAVE HIGH VOLUMES OF APPLICATIONS, INTERESTINGLY ENOUGH, WITH THE CHILDREN'S, UH, LIBRARIAN, WHICH IS THE ONE THAT I AM THE HIRING MANAGER OF, UH, I AM VERY HAPPY TO SEE A NUMBER, THE NUMBER THAT WE'RE GETTING WITH THE APPLICANTS FOR THAT, UH, BECAUSE IT HAS BEEN, UH, CHALLENGING.

YEAH.

WE, THE LAST TWO THAT WE HIRED, IT WAS VERY FEW THAT THAT APPLIED AND THIS ONE, WE'RE NOT ONLY GETTING A, WE HAD A GOOD SELECTION, UH, BUT WE HAD, I MEAN, IT WASN'T LIKE OVERWHELMING.

IT WAS, UH, IT WAS EIGHT, I WANNA SAY, UH, WHICH IS A VERY NICE NUMBER, UH, TO, TO CHOOSE FROM.

BUT WE ALSO HAVE THE ONES THAT WE HAVE A COUPLE OF THEM THAT SPEAK SPANISH, AND WE'RE ALWAYS LOOKING FOR THAT.

SO I'M, I'M REALLY LOOKING FORWARD IN THAT AND TO SEEM WHAT WE GET LIKE WITH THE VIDEO INTERVIEW, UH, WHICH IS A SCREENING, THERE'S JUST A FEW QUESTIONS AND YOU GET TO SEE THEM AND, UH, SEE HOW THEY ANSWER AND JUST KIND OF GET A FEEL FOR THEM.

AND THEN FROM THAT, THEY DO A WRITTEN EXERCISE, WHICH TELLS US CAN THEY WRITE, AND THEN WE DO THE ACTUAL SIT DOWN INTERVIEW.

AND WE ALSO HAVE, WE HAVE CERT PAGE AND SHELVER PAGE POSITIONS OPEN TOO.

SO THEY'RE JUST, IT'S EVERYWHERE AT ALL LEVELS IN, I LOOK OVER ALL OF THEM.

THEY, THEY EACH, IT'S ANOTHER THING THAT WE'RE DOING.

WE ARE SPREADING OUT THE HIRING TWO MORE PEOPLE.

IT WAS VERY CENTRALIZED, WHICH MADE IT DIFFICULT TO TRY AND GET THROUGH ALL OF THEM.

AND IN THAT TIME THAT YOU ARE, UM, TRYING TO GO FROM ONE POSITION TO ANOTHER, YOU HAVE THE CHANCE OF LOSING INTERESTED PEOPLES.

SO THIS DOES TWO THINGS.

IT GETS THROUGH THE, THE NUMBER OF PEOPLE, THE APPLICANTS FASTER.

THE SECOND THING IS THAT WE ARE GIVING SKILLS AND EXPERIENCES TO SOME OF OUR OTHER STAFF MEMBERS.

AND I THINK THAT'S REALLY GOOD FOR THEM.

SOME OF THEM IT IS, THIS IS THEIR FIRST TIME.

SO I'M TRYING TO HELP THEM NAVIGATE ALL OF THAT AS IS SABRINA WITH THE SOFTWARE THAT THE CITY USES.

AND,

[00:20:01]

UM, IT'S SURPRISING, DEFINITELY NERVE WRACKING YOUR FIRST TIME BEING ON A, BEING THE HIRING PERSON TOO, TO NERVE WRACKING AS BEING THE CANDIDATE SOMETIMES.

AND WE HAVE A VERY SPECIFIC WAY OF ONCE WE DO INTERVIEWS, PUTTING THE HIRING PACKET TOGETHER, AND WE'VE ACTUALLY BEEN, UH, GOTTEN GOOD FEEDBACK FROM HR THAT THEY'RE REALLY LIKE EVERYTHING THAT WE PUT TOGETHER.

THEY KNOW THAT SHOULD A CHALLENGE COME UP FROM ANYBODY THAT IT'S VERY EASY TO GO THROUGH WITH WHAT WE HAVE AND SEE THAT WHAT WE BASED IT ON.

AND, YOU KNOW, THE REASONS ARE VERY DEAF, DEFINITE WE'VE SPELLED EVERYTHING OUT, IT'S, IT'S ALL TOGETHER.

AND SO THAT'S ONE OF THE THINGS THAT AS A HIRING MANAGER, EACH, EACH PERSON THAT IS A HIRING MANAGER HAS TO KEEP UP WITH THAT HAS TO PUT THAT TOGETHER AND TURN THAT IN.

SO TRANSLATION WE'RE REALLY GOOD.

LIBRARIANS ARE VERY THOROUGH ABOUT THINGS.

OH, THAT'S GOOD.

OKAY.

WINTER WEATHER UPDATE.

WE HOPE WE DON'T HAVE WELL, YEAH.

YES.

I'LL I'LL SECOND THAT, UM, JUST QUICKLY, UM, AS YOU KNOW, WE HAD A WEATHER WINTER WEATHER EVENT, UM, THE CITY MANAGER CLOSED ALL PUBLIC FACILITIES, UH, CITY FACILITIES ON THURSDAY, FEBRUARY 3RD AND FRIDAY, FEBRUARY 4TH.

SO, UM, NONE OF THE LIBRARIES WERE OPEN DURING THAT TIME.

UM, THE MAIN THING THAT THINGS THAT WE DID, WE CANCELED ALL OF OUR FACE-TO-FACE PROGRAMS STARTING WEDNESDAY OR THURSDAY.

AND, UH, UNTIL SUNDAY WE DID OFFER A VARIETY OF VIRTUAL PROGRAMS, UH, SO THAT IF YOU WERE STUCK AT HOME AND YOU NEEDED SOME PROGRAMMING, YOU COULD FIND SOME PROGRAMMING, UH, ON OUR WEBSITE.

UM, WE OPENED BACK UP FULLY ON SATURDAY.

UM, EVERYTHING, UH, WENT WELL, AS FAR AS I KNOW, UH, HEARD ANYTHING DIFFERENT.

UH, WE REALLY OWE A BIG GRA DEBT OF GRATITUDE TO THE PARKS DEPARTMENT.

UH, THEY TAKE CARE OF ALL OF OUR SIDEWALKS AND MAKE SURE THAT THEY'RE, UH, THEY'RE CLEARED AND, AND SANDED.

AND THEN THE STREETS DEPARTMENT CAME THROUGH WITH THEIR BIG SANDING TRUCKS AND DID OUR PARKING LOTS AND GOT US READY FOR, UH, FOR SATURDAY FOR EVERYTHING THAT HADN'T MELTED.

SO, UM, IT SEEMS, I WAS JUST GOING TO SAY, WE ALSO DID, UM, EVEN THOUGH WE DON'T CHARGE FINES THAT ARE STILL MAY BE PEOPLE FOR WHATEVER REASON, FEEL THE NEED THAT IF THEIR BOOK IS DUE DURING THAT THURSDAY OR FRIDAY, THAT THEY MIGHT TRY TO COME OUT AND DROP IT IN THE BIN BECAUSE THAT'S BEEN OUR EXPERIENCE.

IT DOESN'T MAKE SENSE, BUT THEY DO.

SO WE ALSO, UH, MADE ANYTHING THAT WAS DUE ORIGINALLY DUE THURSDAY OR FRIDAY, WE MADE IT ACTUALLY, SIR, THURSDAY, FRIDAY OR SATURDAY, WE MADE IT DUE TODAY.

SO HOPEFULLY IF ANYBODY SAW THE AIR HEADED BOOK DO THAT, THEY JUST HELD ONTO IT TILL TODAY.

YEAH.

SO, UM, I'LL BE HONEST WITH YOU AFTER LAST YEAR, THIS ONE WAS A LITTLE BIT BORING COMPARED TO LAST YEAR.

I KNOW I'M GOING TO KNOCK ON SOME WOOD OR SOMETHING SOMEWHERE, BUT IT WAS VERY ANTICLIMACTIC BECAUSE I WAS GEARED UP FOR ANOTHER BIG STORM AND, AND CANCELING THE, THE EMERGENCY PHONE CALLS.

THE MEETING STARTED OUT AND IT WAS THREE, THREE TIMES A DAY.

THEN IT WENT TO TWO TIMES A DAY, THEN THEY JUST STARTED THAT WAS CANCELED THEM AND NOBODY HAD ANYTHING.

I THINK THE OTHER PART IS, IS THAT WE LEARNED A LOT DURING THE, UH, EVENT LAST YEAR, WE LEARNED HOW TO DEAL WITH THINGS AND THE CITY.

I JUST, I'M VERY IMPRESSED WITH HOW ALL THE DEPARTMENTS IN THE CITY WORK TOGETHER AND WHAT THEY DO FOR THE CITIZENS.

UH, IT'S JUST, UH, JUST AMAZING TO HEAR KIND OF THE INNER WORKINGS OF, OF HOW, HOW THEY GET IT DONE AND JUST, UM, JUST VERY IMPRESSED, UH, HEARING THAT AND WHAT THEY DO.

SO I'M, UH, I'M HAPPY TO REPORT THAT IT WASN'T AS IMPACTFUL AS IT WAS LAST YEAR.

AND WE'RE HAPPY ABOUT THAT.

GOOD.

OKAY.

THE CAPITAL IMPROVEMENT PLAN UPDATE.

OKAY.

UM, THIS IS, UH, KAREN AND BECKY'S, UH, UM, CAPITAL IMPROVEMENT PROGRAM, POWERPOINT, UH, FOR, UH, THEIR PRESENTATION.

I BELIEVE IT WAS JANUARY 29TH, SATURDAY THAT SATURDAY, I THINK THAT WAS, I THINK IT WAS THE 29TH.

SO I'M GOING TO, UH, TRY TO GET THROUGH IT AND, UH, AND KIND OF HIT THE HIGH POINTS OF WHAT THEY HAD SAID ABOUT OUR, OUR CIP, OUR PROPOSED CIP FOR, UH, UH, FOR 2022, THE FISCAL YEAR.

[00:25:02]

SO, UH, WE'LL START OUT WITH THE WALNUT CREEK BRANCH LIBRARY PROJECT.

UM, AS YOU REMEMBER, UH, RE WE'RE RELOCATING, UH, THE CURRENT LIBRARY TO THE HOLLABAUGH REC CENTER SITE.

UH, THE PROJECT IS FUNDED BY OUR 2019 BOND, UH, UH, FOR RELOCATION AND EXPANSION OF THE LIBRARY.

AND WE ALSO HAVE RECEIVED, UH, 20, 21 ARPA FUNDS, UH, WHICH IS AMERICAN RESCUE PLAN ACT FUNDING FOR THIS OUTDOOR CREATIVES SPACE.

CAN YOU SEE MY, OH YES.

THE CONNECTING PLAZA RIGHT HERE.

WE'LL BE, UH, WE'LL, UH, WE'LL USE ARPA FUNDS.

UH, THIS SLIDE KIND OF ALSO GIVES YOU AN ORIENTATION OF WHERE THE LIBRARY WILL BE.

THE CURRENT REC CENTER IS OVER HERE.

THERE'S GOING TO BE A GIANT NEW GYM, UH, BEHIND THE REC CENTER.

AND THEN THIS IS WHAT WE'RE LOOKING AT, UH, UH, FOR THE LIBRARY SPACE.

IS EVERYTHING IN BLACK, IN THE LIBRARY, BUILDING EVERYTHING IN BLACK OVER HERE? YES.

THIS IS INSIDE THE LIBRARY BUILDING GIVES YOU A, UH, KIND OF, UH, NOW IT MAY NOT END UP LOOKING EXACTLY LIKE THIS, BUT THIS IS A MEETING ROOM AND THIS IS THE GIANT GRANT KIND OF HALLWAY, LIKE MIDDLE, UM, DIFFERENT PARTS.

SO THEY'RE STARTING TO PIECE TOGETHER WHAT THE LIBRARY IS GOING TO LOOK LIKE, UH, BOTH INTERIOR AND, AND, UH, ON THE EXTERIOR AS WELL.

SO, UM, YOU CAN SEE THE GENERAL LAYOUT.

UH, CURRENTLY WE'RE ABOUT 75% COMPLETE WITH THE SCHEMATIC DESIGN AND, UH, WORK BEGAN IN 2021.

AND THE PROJECT IS PROPOSED TO BE COMPLETED IN 2023.

SO THIS SLIDE IS FOR MONITORIZATIONS AND UPGRADE THE UPGRADE PROJECT FOR THE NORTH GARLAND BRANCH LIBRARY.

UH, THE PROJECT IS FUNDED WITH, UH, ARPA FUNDS, THE AMERICAN RESCUE ACT, UH, FUNDS AND SCHEDULED TO BEGIN IN 2023 TOTAL COST OF THIS, THE UPGRADES, UH, FOR, UH, NORTH GARLAND IS EXPECTED TO BE ABOUT $850,000.

UH, THE FOCUS ON THIS PROJECT, UH, IS GOING TO BE UPGRADING TECHNOLOGY FOR THE PUBLIC.

UM, SO WE'LL GET AUDIO VISUAL, UH, AND TELECOMMUNICATION TECHNOLOGY AND OUR STUDY ROOMS. UH, WILL WE WANT TO PROVIDE LAPTOPS FOR, UH, FOR CHECKOUT, IF YOU'VE GONE TO SOUTH, UH, WE HAVE A LAPTOP KIOSK AT SOUTH WHERE YOU CAN, UH, SWIPE YOUR LIBRARY CARD OR SCAN YOUR LIBRARY CARD, AND YOU CAN CHECK OUT A LAPTOPS HAVE BEEN VERY POPULAR.

UH, AND SO WE WOULD LIKE TO OFFER THAT AT THE, UH, AT THE NORTH BRANCH.

AND WE'D ALSO LIKE TO INSTALL A SUB DIVIDABLE WALL.

IF YOU'VE BEEN IN THE NORTH GARLAND MEETING ROOM, IT'S A BIG ROOM AND WE'D LIKE TO PUT IN A SUB DIVIDABLE WALL.

SO THE, SO THE ROOM COULD BE USED BY TWO GROUPS AT THE, AT THE SAME TIME, UH, ALSO, UH, HOPE TO GET SOME MOBILE SHELVING FOR TEENS AND, UH, FOR, UH, FOR CHILDREN, THE MOBILE SHELVING GIVES US A CHANCE.

WE HAVE A LIMITED FLOOR PLAN.

SO THE MOBILE CH UH, UH, SHELVING WE CAN MOVE OUR SHELVING AROUND AND WE CAN MAKE A BIGGER SPACE IN THE MIDDLE OF THE FLOOR.

SO IT GIVES US A CHANCE TO BE MORE FLEXIBLE, UH, WITH, WITH OUR SPACE AT NORTH.

AND THEN FINALLY WE HOPE TO REPLACE THAT SIGN, THAT, UH, THE OUTDOOR SIGN, UH, THAT IS A NEON SIGN, AND WE HAVE A HARD TIME, OR THE CITY HAS A HARD TIME KEEPING IT UP.

SO YOU'LL GO BY THERE AND IT WILL, HALF OF IT WILL BE ON, AND THEN, UH, THEY FIX IT AND THEN THE OTHER HALF BREAKS.

SO, UH, ONE OF THE, ONE OF THE BIG THINGS THAT WE WANT TO DO IS REPLACE THAT SIGN IF WE CAN.

OKAY.

ANYBODY HAVE ANY QUESTIONS ABOUT THAT OUT THE NORTH GARLAND BRANCH? WHAT IS THAT A PICTURE OF ON OUR RIGHT? OKAY.

THIS RIGHT HERE.

YEAH, THAT IS THE LAPTOP KIOSK.

THAT'S THE DISPENSER.

SO YOU CAN SEE ALL THE LAPTOPS GO IN THERE.

THIS IS WHEN IT VERY FIRST CAME YET.

IT'S STILL ON THE PART OF THE CRATE THAT WE WERE USING, BUT IT'S BEEN REALLY POPULAR, UH, AT SOUTH, ESPECIALLY FOR, UH, PARENTS.

UH, THEY WANT TO WATCH THEIR CHILDREN AND THE CHILDREN'S AREA, BUT THEY STILL WANT TO BE ON THE COMPUTER.

SO THEY CHECK OUT A LAPTOP AND THEY CAN GO WATCH THEIR CHILDREN AND STILL, UH, INSTILL, YOU KNOW, UH, UH, BE ABLE TO USE THE COMPUTER AND GET ON THE INTERNET AND DO, DO OTHER THINGS.

ALL RIGHT, SO THIS 1 0 4.

UM, SO THIS ONE SLIDE IS ABOUT THE LIBRARY WITHOUT WALLS.

SO, UH, SOME MODERNIZATION

[00:30:01]

AND UPGRADE, UH, AND PURCHASE AND INSTALLATION OF TWO LIBRARY KIOSK.

UM, THIS WILL BE DONE WITH THE CDBG FUNDS, UH, THAT'S COMMUNITY DEVELOPMENT BLOCK, GRANT FUNDS, UM, KIOSK NUMBER ONE LOCATION.

I THINK KAREN HAS MENTIONED IT BEFORE.

WE'LL BE AT LONGWIN PARK, THAT'S IN DISTRICT FIVE.

UM, THE INSTALLATION WILL TAKE PLACE AFTER THE PARK IMPROVEMENT IMPROVEMENTS ARE COMPLETED.

SO THEY'RE THERE.

UH, I BELIEVE THEY'RE TAKING OUT A SWIMMING POOL, PUTTING IN A SPLASH PAD.

THEY'RE DOING ALL KINDS OF NICE THINGS OVER THERE.

AS SOON AS THAT, UH, IS ALL DONE, WE'LL PURCHASE A KIOSK AND WE HAVE A PAD THAT WE'RE GOING TO, UH, TO PUT IT, UH, TO PUT IT ON AT THE PARK.

AND THE REASON WHY WE'RE WAITING UNTIL THE END, UH, THE GRANT REQUIREMENTS REQUIRE THAT WE HAVE TO MAINTAIN A SEPARATE SCOPE FROM THE, UH, FROM THE CONSTRUCTION THAT'S GOING ON IN THE PARK.

SO AS SOON AS THE PARK CONSTRUCTION IS DONE, THEN WE CAN INSTALL THE KIOSK AT LONG WHEN, UH, KIOSK TWO LOCATION IS VERY NEAR US.

UH, IT IS IN DOWNTOWN IN THE CITY HALL, UH, AREA.

IT'S GOING TO BE ON THE SOUTHWEST CORNER.

IT'S KIND OF NOT QUITE ON THE CORNER, BUT IT'S NEAR THE SOUTHWEST CORNER OF THE CITY HALL PARKING LOT, UH, NEAR THE CORNER OF FIFTH STREET AND STATES.

UM, SO THIS KIOSK IS GOING TO COINCIDE THE INSTALLATION OF IT IS GOING TO COINCIDE WITH A CENTRAL, UH, CENTRAL LIBRARY RENOVATION PROJECT.

SO WHEN WE START DOING THE CENTRAL PROJECT, AS YOU KNOW, CENTRAL IS GOING TO CLOSE DOWN PROBABLY FOR ABOUT A YEAR.

SO IF WE INSTALL THE KIOSK ABOUT THE SAME TIME, UH, PATRONS WILL STILL HAVE A PLACE TO PICK UP THEIR BOOKS, PICK UP THEIR HOLDS, UH, VIA THE KIOSKS WHILE THE CENTRAL LIBRARY IS CLOSED.

SO, UM, WE, UH, WE BOTH, WE HOPE TO HAVE BOTH KIOSKS INSTALLED BY THE END OF 2022.

SO THE END OF THIS YEAR, WHEN YOU HAVE THE, UH, UPDATING IT'S AT THE CENTRAL LIBRARY, YOU'RE NOT GOING TO HAVE IT LOOKS AT SOME OTHER PLACE WHERE THE LIBRARY BOOKS, WHERE PEOPLE CAN.

I THINK WE'RE STILL TRYING TO FIND A PLACE TO, UH, HAVE A FOOTPRINT, UH, UH, DOWNTOWN, UH, HERE, I SEE THIS TAKING THE PLACE ON IT.

IT WON'T TAKE COMPLETE, UH, COMPLETELY TAKE THE PLACE OF IT, BUT WE, WE STILL HOPE TO HAVE A FOOTPRINT DOWNTOWN.

THAT'S STILL DETERMINED.

I THINK THEY'RE STILL TRYING TO WORK OUT WHAT, WHAT OUR FOOTPRINT'S GONNA BE, BUT WE'D, WE'D LIKE TO KEEP OUR SERVICES AND, UH, YOU KNOW, ESPECIALLY COMPUTER ACCESS TO THOSE SORTS OF THINGS, UH, AVAILABLE DOWNTOWN, UH, EVEN WHILE THE CONSTRUCTION, ANY OTHER QUESTIONS ABOUT, UH, THE KIOSK? ALL RIGHT, NOW WE GET TO CENTRAL LIBRARY PROJECTS.

UM, THIS IS KIND OF A LITTLE MORE COMPLEX, UM, BECAUSE, UH, THE CENTRAL LIBRARY CONSTRUCTION INCLUDES THE SCOPE FROM THREE PROJECTS.

UM, THE 2019, UH, LIBRARY SAVE A LIFE AND SAFETY UPGRADES.

AND REMEMBER THAT THERE WERE TWO SCOPES TO THAT.

THERE WAS A SCOPE A WHICH WE COMPLETED, UM, IN 2020 SCOPE A FOR LIFE AND SAFETY.

THAT WAS WHERE WE UPGRADED THE RESTROOMS AT CENTRAL.

WE MADE THOSE RESTROOMS THAT ARE IN THE REAR OR THE, UH, NORTH PART OF THE BUILDING.

WE MADE THOSE ADA COMPLIANT.

WE, UH, WE READ DID THE STAFF RESTROOMS, UH, NEAR THE ADMIN OFFICE.

THEY WERE NOT ADA COMPLIANT TOO.

SO WE MADE SURE THAT THOSE WERE, THERE WERE SOME PAINTING.

AND THEN ANOTHER BIG PART OF IT WHERE THE TWO EXIT STAIRWELLS FROM, FROM THE LOWER LEVEL OF THE LIBRARY, THEY WEREN'T, UH, THEY WEREN'T UP TO CODE.

UH, YOU HAVE TO BE ABLE THOSE, THOSE STAIRWELLS, UH, IF THERE WERE A FIRE, THEY HAVE TO BE ABLE TO HOLD OUT, UH, ANY TYPE OF FIRE FOR AN HOUR.

SO THEY HAVE TO BE RATED.

UH, SO PART OF WHAT THEY DID WAS MADE THOSE TWO EXIT STAIRWELLS, UH, THAT WAS PART OF, UH, OF SCOPE, A SCOPE B, HELLO, HOW ARE YOU DOING? COME ON IN.

HI, WHAT'S YOUR FAVORITE? SO WE'RE GOING THROUGH THE CIP PRESENTATION THAT, UH, KAREN AND, AND, UH, BECKY GAVE, UH, JUST RECENTLY, UH, FOR, UH, FOR THE CIP.

SO SCOPE B, UM, WAS POSTPONED IN 2019.

AND I'LL GIVE YOU MORE ON THAT LATER ABOUT WHY IT WAS POSTPONED, BUT SCOPE B HAD TO DO WITH EVERYTHING ABOVE THE CEILING, UH, PUTTING IN FIRE SPRINKLERS, UH, PUTTING IN A NEW CEILING

[00:35:01]

GRID, PUTTING IN LIGHTING, UH, PUTTING IN A NEW DUCT SYSTEM, ALL OF THAT TYPE OF STUFF, BUT THAT WAS POSTPONED.

AND THE COUNCIL THAT WAS BY, UH, FROM THE COUNCIL, THE, UH, ANOTHER, UH, BIT OF, UH, MONEY, UH, HAS TO DO WITH FACILITIES UPGRADES.

THESE ARE SMALL ITEMS. UH, THEY WERE POSTPONED IN 2019 AS WELL.

SO THE REASON THESE WERE POSTPONED WAS THAT WE KNEW THAT THERE WAS GOING TO BE, UH, WE WERE, WE HAD PASSED THE BOND.

SO THE IDEA WAS IS THAT WE WERE GOING TO PUT THESE, THESE PROJECTS ALL TOGETHER.

SO IF WE'RE GOING TO CLOSE DOWN THE CENTRAL LIBRARY, WHY NOT DO ALL THE PROJECTS AT THE SAME TIME? UH, THAT WOULD MAKE A LOT MORE SENSE, DID THAT.

AND THEN OBVIOUSLY THE MODERNIZATION AND UPGRADES, UH, FOR THE CENTRAL LIBRARY, FROM THE 2019, UH, UM, UH, BOND PROGRAM.

SO IF WE PUT ALL THE PROJECTS TOGETHER, IT WOULD REDUCE THE SERVICE INTERRUPTIONS, UH, WOULD TAKE ADVANTAGE OF OUR GRANT FUNDS THAT WE'VE GOTTEN, UH, WE WANT TO IMPROVE THEIR ELECTRICITY.

HAVE YOU EVER BEEN TO THE CENTRAL LIBRARY? IT WAS BUILT IN THE EARLY 1970S, AND NOBODY COULD CONCEIVE OF, WOW, THEY NEED ELECTRICAL OUTLETS FOR ALL THESE LAPTOPS.

THEY, NOBODY WOULD'VE THOUGHT ABOUT THAT BACK THEN.

SO WE'RE KIND OF STUCK WITH OUR OLD FOOTPRINT, SO WE NEED, UH, WE NEED A LITTLE UPGRADE FOR THAT.

UM, THE SCHEDULING ALL THESE TOGETHER AWFUL ALSO AFFORDED US THE ABILITY TO LOOK AT THE CENTRAL LIBRARY AS A WHOLE, INSTEAD OF, OH, WE'RE GOING TO DO THIS LITTLE PART, THIS LITTLE PART.

WE CAN LOOK AT THE WHOLE, THE WHOLE PROJECT AND MAYBE, UH, KIND OF HAVE A BETTER CONCEPTION ON WHAT, WHAT WE REALLY WOULD LIKE TO DO.

UM, SO, UM, WE'RE HOPING THAT WITH THE REDESIGN, UM, THIS, UH, WE'LL MEET, UH, WE'LL BE ABLE TO REDESIGN THE WHOLE LIBRARY INSTEAD OF, INSTEAD OF JUST LITTLE PARTS OF IT AS WE GO.

UH, CONSTRUCTION IS PROPOSED TO BEGIN IN LATE 2022 FOR THE CENTRAL LIBRARY AND FINISHED IN 2023.

ALRIGHT.

ANY QUESTIONS? THERE'S A FEW SLIDES ABOUT THE CENTRAL LIBRARY, SO, OKAY.

UM, FOR THIS ONE, UH, CENTRAL LIBRARY RENOVATION IS OVERALL TIED TO THE LIBRARIES MASTER PLAN THAT WAS APPROVED BY COUNCIL IN FEBRUARY, 2021.

UH, AS YOU REMEMBER, IF, IF YOU'VE READ, I SEE ONE, UH, MASTERPLAN, RIGHT, RIGHT OVER THERE.

UM, UM, SOME OF THE KEY OBJECTIVES WERE TO, UM, TO RESPOND TO PUBLIC AMENITY REQUESTS, UH, CAPTURED IN THAT WE HAD A RESIDENTIAL SURVEY.

UH, ONE OF THE BIG THINGS THAT TAKEAWAYS IS THAT PEOPLE WANTED OUTDOOR SPACE AND OUTDOOR PROGRAMMING AREAS.

SO, UH, WE WANTED TO INCREASE THE VISIBILITY AND IMPROVE ACCESSIBILITY OF THE CENTRAL LIBRARY.

IF YOU GO BY THE CENTRAL LIBRARY, IT DOES HAVE SOME BIG WINDOWS, BUT A LOT OF MODERN LIBRARIES YOU CAN SEE INSIDE THEM.

SO PEOPLE WANT TO COME INSIDE, THEY SEE THE, SEE WHAT'S GOING ON.

SO WE'RE WANTING TO, TO IMPROVE THAT AND THEN ALSO IMPROVE THE ACCESSIBILITY, UM, IF YOU'VE EVER BEEN.

AND I'LL TALK ABOUT THIS A LITTLE IN A LITTLE WHILE.

UH, OUR HANDICAP PARKING SPOTS ARE ON THE WEST SIDE OF THE LIBRARY, AND YOU HAVE TO WALK ALL THE WAY AROUND, UH, TO THE SOUTH SIDE OF THE LIBRARY AND SO DIFFERENT THINGS THAT WE COULD DO TO IMPROVE THAT, AND THEN, UH, IMPROVE THE ACCESS AND FLEXIBILITY OF OUR, OUR BIG MEETING ROOM.

WE HAVE THAT BIG MEETING ROOM IT'S ON THE KIND OF NORTHEAST SIDE OF THE LIBRARY, AND I'LL SHOW YOU ANOTHER SLIDE AND JUST A BIT, BUT IT'S, UM, TO GET TO THAT MEETING ROOM, IT'S QUITE A HIKE IF YOU'RE IN THE WEST PARKING LOT AND HAVE TO GO ALL THE WAY AROUND AND THEN GO ALL THE WAY THROUGH THE LIBRARY TO GET THERE.

SO THAT'S KIND OF, UH, SOME OF THE THINGS THAT WE'RE, WE'RE INTERESTED IN DOING.

OKAY.

SO ANOTHER BIT ABOUT THE CENTRAL LIBRARY, UH, THE CURRENT REDESIGN AT CENTRAL INCLUDES A NEW OUTDOOR READING AREA AND OUTDOOR PROGRAMMING SPACES.

AND AS I SAID, UH, ONE OF THE OUTDOOR PROGRAM SPACES WHERE THE NUMBER ONE REQUESTED ADDITION TO LIBRARY FACILITIES WHEN GARLAND RESIDENTS WERE SURVEYED, AND THIS WAS EVEN BEFORE THE PANDEMIC.

SO, UH, THAT'S ONE OF THE THINGS THAT WE WANT TO DO, AND YOU CAN SEE A LISTING OF SOME OF THE THINGS THAT, THAT WE MAY WANT TO DO, UH, IN THOSE OUT OUTDOOR REDESIGN AREAS AT CENTRAL AND PICTURES.

I DON'T SEE OUR OUTDOOR SINK.

IT IS.

IT'S VERY COOL THOUGH, TO HAVE AN OUTDOOR SINK.

ALL RIGHT.

SO THIS, UH, THE CURRENT REDESIGN, UH, FOR THE CENTRAL LIBRARY ALSO INCLUDES, UH, IN NEW INDOOR PROGRAMMING AREAS.

FOR, FOR INSTANCE, WE WANT TO INCLUDE A MAKERSPACE, UH, MAKERSPACES HAVE 3D PRINTERS, SEWING AND EMBROIDERY MACHINES, PLOTTERS LASER CUTTERS, HEAT PRESSES, AND EVEN

[00:40:01]

A RECORDING STUDIO.

THESE ARE ALL THINGS THAT, UH, MOST PATRONS OR A LOT OF PATRONS EITHER DON'T HAVE, OR CAN'T AFFORD, SO THEY CAN COME TO THE LIBRARY AND THEY CAN USE THESE, THESE TYPE OF MACHINES AND BE CREATIVE AND DO ALL SORTS OF THINGS.

UM, WE ALSO WANT TO, UH, TO HAVE A MEETING ROOM THAT HAS A SUBDIVIDING, UH, AREA IN IT SO THAT WE CAN HAVE A GIANT MEETING ROOM, BUT WE CAN DIVIDE IT.

AND TWO, SO THAT THERE ARE TWO MEETING ROOMS, SO WE CAN GET MORE COMMUNITY GROUPS IN AND MORE PROGRAMMING, UH, UH, DONE WHEN WE NEED TO, UM, WE PLAN TO HAVE CLASSROOMS AND A BUSINESS INCUBATOR CLASSROOM.

AND THEN PROBABLY THE COOLEST PART TO ME IS A NEW CHILDREN'S AREA DESIGNED FOR JUST, JUST FOR CHILDREN.

THAT'S KIND OF ONE OF OUR BIG THINGS THAT WE'RE INTERESTED IN DOING.

AND THEN WE'RE GOING TO HAVE, ARE JUST LIKE WE WERE TALKING ABOUT WITH NORTH, WE WOULD HAVE STUDY ROOMS WITH ALL THE LATEST TECHNOLOGY FOR REMOTE LEARNING.

TELEMEDICINE HAS BECOME A BIG THING.

SO YOU CAN GO INTO A STUDY ROOM AND YOU COULD DO YOUR TELEMEDICINE THERE, OR VIDEO CONFERENCING, OR DO A JOB INTERVIEW, THAT SORT OF THING.

SO WE WANT TO SET UP OUR NEW STUDY ROOMS WITH, WITH THAT TYPE OF TECHNOLOGY, ANY QUESTIONS IT'S REALLY COMING INTO THE 21ST CENTURY, WE'RE TRYING, WE'RE WORKING AT IT, WE'RE GOING TO GET THEIR HANDS ON STUFF.

YES.

I THINK THE, THE MAKER-SPACE IS REALLY A GREAT IDEA.

IT'S JUST AMAZING TO SEE, YOU KNOW, UH, ALL THE DIFFERENT TYPES OF CLASSES AND ALL THE DIFFERENT THINGS THAT YOU CAN, YOU CAN DO AND THOSE THOSE AREAS.

SO WE HAVE, YOU KNOW, WE, WE OFFER A LOT OF CRAFT PROGRAMS AND THAT SORT OF THING TOO.

SO THAT WOULD BE SOME GOOD SPACES FOR, FOR THOSE, THOSE SORTS OF PROGRAMS AS WELL.

OKAY.

SO THIS ONE, UM, WE WERE TALKING ABOUT IMPROVING THE ACCESSIBILITY AND INTERIOR USABILITY, UH, OF THE, OF WHAT WE HAVE ON THE MAIN LEVEL.

SO THE BLUE BOX, UH, ILLUSTRATES WHERE THE ENTRANCE TO THE CENTRAL LIBRARY IS NOW.

SO THIS IS THE SOUTH PART OF THE BUILDING.

THIS IS THE WEST PARKING LOT NORTH PART OF THE BUILDING.

WE WANT THEM, UH, THE PROPOSAL IS TO MOVE OUR ENTRANCE TO THE WEST SIDE OF THE BUILDING WHILE STILL KEEPING A, AN ENTRANCE.

THAT'S GOING TO BE SOMEWHAT ON THE CORNER HERE, UH, SO THAT WE STILL HAVE ACCESSIBILITY, UH, FROM THE AUSTIN STREET.

UM, SO WE WOULD HAVE MOVE OUR ENTRANCE, UH, UH, TO, UH, TO THAT WEST SIDE.

UM, UM, UM, THE MAJORITY, AS WE SAID, THE MAJORITY OF OUR PARKING IS ON THAT SIDE, INCLUDING OUR HANDICAP PARKING.

SO THAT WOULD MAKE IT A LOT EASIER.

UM, THERE'S ALSO, AT LEAST IN THIS PLAN, THERE'S A VEHICULAR DROP-OFF, SO YOU'RE DRIVING ALONG AND IF YOU WANT TO DROP SOMEBODY OFF AND THERE'S A DRIVE IN A DROP OFF HERE SO THAT YOU COULD DROP DROP PEOPLE OFF THERE.

THE YELLOW BOX IS OUR CURRENT SPACE WHERE OUR MEETING ROOM IS OUR NORTH PROGRAM ROOM IS, AND THE IDEA FOR HERE TO IMPROVE ACCESSIBILITY IS TO MOVE THAT TO THE VERY, IF THIS IS WHERE THE ENTRANCE IS TO MOVE THAT TO THE FRONT OF THE BUILDING.

UM, AS I SAID, WE HAVE A LOT OF PROGRAMMING BACK THERE AND WITH THE, UH, WITH THE ENTRANCE OVER HERE, UH, TYPICALLY ESPECIALLY WE HAVE HANDICAP PARKING OVER HERE, UH, AND PARKING, UH, OVER HERE, YOU WOULD HAVE TO WALK ALL THE WAY, SORRY, ALL THE WAY THROUGH, UH, TO THE FRONT ENTRANCE OVER HERE, AND THEN ALL THE WAY TO THE BACK OF THE BUILDING TO GET TO OUR MEETING SPACE.

SO WE'RE HOPING TO MOVE THAT UP TO THE FRONT OF THE BUILDING.

ALSO, YOU KNOW, WE'RE, WE'RE HOPING TO HAVE MORE COMMUNITY COMMUNITY GROUPS USE THAT, THAT SPACE AND, AND, UH, AND OFFER THAT IN, IN A MORE VISIBLE AREA.

LEMME SEE.

SO ON THIS, UH, THE SCOPE ADDITION, SO THE MONEY THAT WE'RE ASKING FOR IN THE CIP FOR THIS IS AN ADDITIONAL $500,000 TO, UH, FOR THIS PART OF THE CIP, ANY QUESTIONS, EVERYTHING FROM, FOR THE ADULTS IT'S MOVING UP AND EVERYTHING FOR THE CHILDREN'S MOVING TO THE BASE, RIGHT? THE MAIN FLOOR IS GOING TO BE TURNED INTO AN ADULT SPACE.

NOW WE WILL PROBABLY HAVE A TEEN AREA, BUT IT'S MAINLY GOING TO BE AN ADULT SPACE.

ALL THE ADULT COLLECTIONS ARE GOING TO MOVE UPSTAIRS.

AND THEN WE'LL TALK A LITTLE BIT ABOUT THE, UH, THE LOWER LEVEL, BUT YOU'RE EXACTLY RIGHT.

THE, THE BIG EXCITING THING IS THAT WE WANT TO CREATE A CHILDREN'S SPACE.

THAT'S JUST FOR CHILDREN AND CHILDREN'S PARENTS DOWNSTAIRS.

IT'S VERY SECURE TO BE A LOT MORE SECURE.

UH, AND THEN WE, WE HAVE SOME REALLY GOOD IDEAS OF HOW TO MAKE IT A FESTIVE

[00:45:01]

AND A GREAT PLACE FOR KIDS TO GO TO A KIND OF A DESK, UH, DESTINATION FOR KIDS, UH, AT THE CENTRAL LIBRARY.

HOW LONG HAS IT BEEN SINCE THE CHILDREN'S AREA WAS LAST RENOVATED? IT WAS 2000, I SHOULD KNOW, BECAUSE I WAS KIND OF 2011.

AND, UM, I THINK YOU'RE RIGHT IS 2010, 2011.

UM, ALL OF THE GRAPHICS, THE, THE JUNGLE GRAPHICS THAT WAS ADDED IN, UH, 2010, 11, AND I THINK CHILDREN'S HAS ALWAYS BEEN OVER THERE, BUT IT WAS KIND OF, THEY PUT THAT KIND OF DIAGONAL WALL THERE TO KIND OF BLOCK IT OFF A LITTLE BIT, BUT IT STILL HAS PROBLEMS BECAUSE IT HAS A LOT OF WAYS TO GET INTO THE CHILDREN'S AREA.

WHEREAS IF WE MOVED IT DOWNSTAIRS, YOU HAVE TO GO DOWN THOSE STAIRS.

SO WE KNOW WHO'S, WHO'S GOING DOWN THERE AND WE CAN KIND OF CONTROL IT A LITTLE BIT BETTER.

UH, SO THAT'S, THAT'S THE WHOLE IDEA WITH THAT, BUT, UM, YEAH, AND THAT WAS ONLY A PARTIAL RENOVATION TO, UH, WE STILL HAVE ALL THE SAME SHELVINGS, STILL HAVE ALL THE SAME CARPETING.

UM, SO, UH, WE GOT A LITTLE PAIN AND WE GOT SOME, UH, SOME GRAPHICS, UH, THERE, I MEAN, IT WAS, IT WAS A NEEDED UPGRADE AND CHILDREN'S STILL LOVE IT.

THERE'S A LITTLE JEEP THERE.

THEY STILL GO AND LOOK OUT THE WINDOW AT THE JEEP.

IT'S VERY FUN, VERY FUN TO WATCH, BUT, UH, WE'RE HOPING TO HAVE A WHOLE FLOOR OF THAT.

SO THAT, THAT'S WHAT WE'RE LOOKING FOR THERE.

OKAY.

SO THE MAIN LEVEL, UH, SCOPE, CORRECTION AND SUPPLY CHAIN FUNDS, THEY'RE GOING TO BE REQUESTED FOR THIS CIP.

UM, ORIGINALLY WE'RE GOING TO REUSE AND RETROFIT THE SHELVING AND FURNISHINGS, UH, FOR ALMOST ALL THE RENOVATED RENOVATED SPACES ON THE UPPER LEVEL, BUT OUR ARCHITECT TELLS US, OR HAS ADVISED US THAT WE SHOULDN'T DO THAT, THAT IT'S ACTUALLY MORE EXPENSIVE TO, UH, TO RE UH, REFURBISH FURNITURE AND TO GET IT BACK UP, UH, TO, TO A NEW CAR RE UH, RE UPHOLSTER IT'S CHEAPER ACTUALLY TO PURCHASE, UH, THE PURCHASE MATERIALS.

SO BASED ON THE FEEDBACK FROM OUR ARCHITECT AND WHERE THE CURRENT SUPPLY CHAIN ISSUES, UH, WE BELIEVE A SCOPE CORRECTION OF 1.2, $5 MILLION IS NEEDED TO ADEQUATELY FUND, UH, FFNE, WHICH IS FURNITURE, FIXTURES, AND EQUIPMENT ON THE MAIN.

SO WE LIKE EVERYBODY ELSE HAVE EXPERIENCED SUPPLY CHAIN ISSUES.

UH, WE'VE EXPERIENCED ESCALATION AND COSTS, UH, THOSE SORTS OF THINGS.

SO WE'RE ASKING NOW TO TRY TO GET, UH, TO GET TO WHERE WE WANT TO GO.

WE'LL NEED A 1.2, UH, 1.2, $1,250,000 ON THE MAIN LEVEL OF THE CENTRAL LIBRARY.

WHERE'S THAT MONEY GONNA COME FROM FROM THE, THE CIP, THE, UH, THAT'S, THAT'S, WHAT, WHAT WE'RE AT THE, THE PRESENTATION IS BASICALLY A PRESENTATION TO THE COUNCIL ASKING FOR THESE FUNDS, UH, TO BE ADDED, UH, TO THE, TO THE PROJECT.

SO FOR, UM, FOR THE LOWER LEVEL, UM, AGAIN, UH, THE MOST, ONE OF THE MOST EXCITING PARTS OF, OF THE PROJECT IS MOVING THE CHILDREN'S AREA TO THE LOWER LEVEL.

UM, THE SCOPE, CORRECTION AND FFE, AGAIN, FURNITURES FIXTURES AND EQUIPMENT FOR THE LOWER LEVEL IS APPROXIMATELY $650,000 THAT WE'RE ASKING FOR.

SO AGAIN, I THINK THE FFNE IS PARTLY, UM, WHEN WE DID THE BOND PROJECT, I DIDN'T, I'M NOT CERTAIN THAT THE GODFREYS HAD INCLUDED ENOUGH IN THE FURNITURE PART OF IT.

FURNITURE IS VERY EXPENSIVE, UH, AND FIXTURES ARE VERY EXPENSIVE.

SO WE'RE TRYING, WE'RE TRYING TO KIND OF GET UP TO WHERE WE NEED TO GO TO GET, UH, TO, TO GET THIS PROJECT GOING BY ASKING, UH, ASKING THIS OF THE COUNCIL.

ANY QUESTIONS ABOUT THE LOWER LEVEL, IS IT FOOTAGE WISE AS BIG AS THE FIRST LEVEL? THE LOWER LEVEL IS ABOUT 17,000 SQUARE FEET, BUT WE PROBABLY WON'T USE ALL OF THAT.

SO, UM, I THINK THE CHILDREN'S AREA WILL BE A LITTLE BIT BIGGER ON THE LOWER LEVEL THAN WHERE THE FOOTPRINT THAT IT HAS ON THE UPPER LEVEL.

THE UPPER LEVEL, UH, IS, IS I WOULD SAY ALMOST, I WOULD THINK ABOUT TWICE AS BIG AS THE LOWER LEVEL, 59,000 MINUS 17.

YEAH.

SO, BUT SOME OF IT WILL PROBABLY

[00:50:01]

USE OFFICES STORAGE AND THOSE SORTS OF THINGS, BUT IT SHOULD BE A HEALTHY, UH, HEALTHY, UH, INCREASE IN SQUARE FOOTAGE FOR, UH, FOR THE CHILDREN'S AREA.

PLUS AGAIN, IT'S KIND OF CONTAINED IN THAT LOWER AREA, SO WE'LL BE ABLE TO, WE'LL BE ABLE TO DO, DO THAT AS WELL.

ANY OTHER QUESTIONS? OKAY.

WHOOPS.

SO NOW WE GET TO CENTRAL, UH, CENTRAL LIBRARY, LIFE AND SAFETY, AND WE KIND OF TALKED ABOUT THAT EARLIER.

THE ESCALATIONS AND COST CORRECTION FOR, FOR THIS ONE IS ABOUT 1 MILLION, $100,000, UH, AS, UH, THAT'S THE ESTIMATION, REMEMBER, UH, SCOPE A WAS COMPLETED IN 2020, SCOPE B, UH, W WITH ALL OF THE ABOVE CEILING WORK, THAT SORT OF STUFF WAS UNDERFUNDED IN 2018.

SO THE COUNCIL APPROVED US POSTPONING SCOPE B UNTIL 2019 AND 2019 TO COORDINATE WITH THE BOND PROGRAM.

SO NOW TO GET, UH, THE MONEY NEEDED, UH, TO DO SCOPEY OR WE'RE REQUESTING, UH, THAT AMOUNT OF MONEY FOR, UH, FOR THAT WORK THAT WE'RE TALKING ABOUT THERE.

SO WHAT'S THE TOTAL ESCALATION COST, CORRECT? YEAH.

IT'S ONE OF THE LAST SLIDES OFF, WAIT, WAIT.

YES.

YES.

ALL RIGHT.

WE'RE GETTING REALLY CLOSE.

SO, UM, SO RIGHT NOW, UM, JUST TO KIND OF GIVE YOU A PROJECT STATUS FOR WHERE THE CENTRAL LIBRARY, UH, UM, CENTRAL LIBRARY PROJECT IS WE'RE ABOUT 90% COMPLETE WITH THE SCHEMATIC DESIGN.

UH, ONCE WE COMPLETE A SCHEMATIC DESIGN, WE'LL GO INTO THE DETAILED DESIGN WORK, UH, AND BIDDING, UH, WE HOPE WILL TAKE PLACE IN 2022.

AND CONSTRUCTION BEGAN IN EARLY 2023.

THE PRELIMINARY DESIGN WAS OVER BUDGET REQUIRING ADDITIONAL SCOPE AND BUDGET EVALUATION.

THE PROJECT PLAN ALSO HAD TO BE ADJUSTED AROUND ELECTRICAL AND GRANT FUNDING CONSTRAINTS.

THE DESIGN PROCESS WILL RESUME ONCE A DECISION IS MADE BY THE COUNCIL REGARDING THE ADDITIONAL FUNDING THAT HAS BEEN REQUESTED.

UM, BASICALLY THE SCOPE CORRECTIONS FOR THE CENTRAL LIBRARY ADDRESSED FURNISHINGS AND TECHNOLOGY THAT WERE UNDERFUNDED FOR WHICH SOME SUPPLY CHAIN ISSUES ARE ALSO ANTICIPATED.

OKAY, NOW WE GET TO THE PARK.

SO, UH, THIS IS A RECAP OF, UM, OF WHAT IS BEING REQUESTED.

UM, YOU CAN SEE, UH, FOR, UH, CENTRAL LIFE AND SAFETY, UH, THE REQUEST IS FOR $1.1 MILLION FOR SCOPE CORRECTION, AND THE PROJECT WAS UNDERFUNDED IN 2019 PLUS THERE'S ESCALATION OF COSTS ASSOCIATED WITH THE LAST SEVERAL YEARS, UM, HAVING GONE THROUGH, AND THEN A 1.9 MILLION FOR MODERNIZATION UPGRADES FOR THE CENTRAL LIBRARY.

AGAIN, THIS IS A SCOPE CORRECTION AND FOR FFNE, UH, FOR FURNITURE FIXTURES, UH, AND SUPPLY CHAIN, UH, PROBLEMS THAT ARE ANTICIPATED, AND THEN, UH, UH, 500,000 FOR THE SCOPE EDITION OF RELOCATING THE ENTRANCE.

SO THE REQUESTS THAT, UH, KAREN PUT FORTH IS FOUR, THREE, 3 MILLION, $487,000 IS THE NEW REQUESTS, UH, FOR THAT.

SO THAT'S UNDER CONSIDERATION BY THE COUNCIL.

I'M NOT AN ARCHITECT OR A BUILDER, BUT IT LOOKS LIKE WHO DID THE ESTIMATES AT THE FIRST SHOULD HAVE KNOWN THEY NEEDED TO UPDATE THEM? YOU KNOW, I THINK THAT'S HAPPENING AND IT, WASN'T NOT OUR, YOU KNOW, WE'RE NOT ESTIMATORS.

SO, UH, BUT I THINK THAT'S HAPPENING WITH SOME OTHER PROJECTS TOO.

I THINK IT'S, UM, IT'S, IT'S INEVITABLE, RIGHT? YES.

SO, UH, THIS IS JUST A SLIDE ABOUT THE UPDATE, UH, JUST KIND OF WHERE WE'RE AT WITH THE BOND PROJECT SCHEDULE.

UM, WE'RE TALKED ABOUT THE WALNUT CREEK RANCH LIBRARY.

WE'VE ALREADY STARTED WORK ON THAT.

AND THEN, UH, UH, WE'RE IN THE SCHEMATIC DESIGN PHASE, AND WE HOPE TO FINISH THAT ONE IN 2020 FOR THE CENTRAL LIBRARY.

UH, WE HOPE TO START AT THE, UH, WE'VE ALREADY STARTED, OBVIOUSLY WE'VE ALREADY DONE SOME SCHEMATIC DESIGN.

WE ALREADY HAVE KIND OF A CONCEPTION OF WHAT WE WOULD LIKE.

WE'RE KIND OF WAITING TO SEE HOW THE, THAT THE CIP FUNDS GO.

AND THEN, UH,

[00:55:01]

WE HOPE TO START THAT, UM, THE ACTUAL CONSTRUCTION AT THE END OF, OR EARLY PART OF 2023 AND BE FINISHED, UH, WITHIN A YEAR FOR THE CENTRAL LIBRARY UPGRADES.

UM, WE ALSO TALKED A LITTLE BIT ABOUT NORTH AND NORTH AND SOUTH ARE KIND OF ON THE SAME TRAJECTORY, UH, FOR WHEN THEY WILL START.

AND WHEN THEY WILL FINISH, START IN 2023, FINISHED IN 2025.

AND THEN WE ALSO TALKED A BIT ABOUT THE LIBRARY KIOSK, WHICH WE EXPECT TO INSTALL AT THE END OF THIS YEAR, 2022.

AND THEN THIS IS A SLIDE WITH A SUMMARY OF WHAT, UH, IF EVERYTHING WERE, UH, PROPOSED WHERE WE'RE PAST WHAT WE WOULD BE SPENDING IN CIP MONEY FOR THIS YEAR, UH, 2022 AND ANY QUESTIONS THEY HAVE ANY PROBLEM DURING THAT, THOSE ICKY DAYS WHERE THE TEMPERATURE GOT DONE WITH THE WALNUT CREEK ONE, THEY ALWAYS HAD THE S WHAT IS IT? THE NORTH EXIT EMERGENCY EXIT WAS A PLACE FOR THE HOMELESS.

YEAH.

THE MANAGER TAKE, KATIE'S BEEN REALLY GOOD ABOUT, UM, SHE, AS A MATTER OF FACT, I SAW SOMETHING THE OTHER DAY, SHE HAD A, SHE LEFT A LITTLE MANUAL FOR, FOR THE STAFF THAT'S GOING OVER THERE TO MANAGE.

AND SHE'S LIKE, WELL, I DRIVE IN EVERY DAY IN THE BACK BACK THERE JUST TO MAKE SURE WHAT'S TO SEE WHAT'S GOING ON BACK THERE.

SO SHE KEEPS HER PRETTY GOOD EYE ON IT.

AND THEN WE HAVE, UH, THE POLICE HAVE THE HOMELESS LIAISON, OR, UH, AND IF WE SEE THAT PEOPLE ARE, ARE KIND OF GATHERING THERE, WE KIND OF CONTACT THEM.

THEY TRIED TO WORK WITH THEM AND FIND THEM RESOURCES THAT, THAT PARKING LOT WHEN THEY LEAVE, THAT HELPS.

YES.

THAT HAS CHANGED THAT DYNAMIC A LOT.

UH, THOSE APARTMENTS ACROSS THE STREET, UH, PEOPLE WERE PARKING IN THE PARKING LOT.

AND, UH, I THANKS TO COUNCILMAN VIERRA.

UM, WE WERE ABLE TO GET, UH, AND, AND FACILITIES.

THEY WERE THE ONES THAT INSTALLED IT.

UH, WE WERE ABLE TO GET THOSE GATES AND THE STAFF CLOSE THOSE GATES AT NIGHT.

AND THEN, UM, NEW LIGHTING.

YEAH.

WE HAVE A NEW LIGHTING THERE AS WELL.

SO WE WERE HAVING SOME BIG PROBLEMS. THERE WAS A LOT OF OVERFLOW FROM THE, UH, FROM THE APARTMENTS ACROSS THE STREET.

PEOPLE WERE JUST PARKING THERE BECAUSE THEY KNEW THEY COULD.

AND, UH, SO SINCE WE'VE INSTALLED THE GATES, THAT'S, THAT'S PRETTY MUCH, IT SEEMS TO BE A VERY NICE STAFF OVER THERE.

YES.

VERY GOOD.

VERY, VERY GREAT.

OH, GOOD.

I'M GLAD TO HEAR THAT.

YES, THERE ARE.

I'LL MAKE SURE I RELAY THAT TO THEM.

THEY LIKE, THEY LIKE TO HEAR STUFF LIKE THAT.

SO, NO, NO, THEY'RE, THEY'RE A GOOD GROUP OVER THERE.

SO, UM, THEY'RE CON ONE SLIDE.

OKAY.

WHAT DO YOU THINK YOUR CHANCES ARE OF GETTING ALL THAT 5,110,000? I WOULD NOT BE ABLE TO.

THIS IS I, IF KAREN WERE HERE, SHE WOULD PROBABLY BE ABLE TO GIVE YOU A BETTER, UM, A BETTER IDEA.

UH, I DIDN'T KNOW WHETHER ANY WORD HAD GOTTEN OUT.

YEAH.

I WILL SAY JUST IN GENERAL FROM WATCHING THE LAST COUNCIL MEETING, UH, THE MAYOR ASKED THE OTHER, ASK THE COUNCIL MEMBERS, UH, WHETHER THEY FELT THE EXTRA, UH, MEETING TO DISCUSS THE, THE CIP BUDGET WAS NECESSARY.

AND HE SAID, IS IT NECESSARY? AND THEN HE PAUSED.

HE SAID, AND IF YOU THINK IT IS WHY, SO IT, THAT KIND OF TOLD ME THAT HE THINKS THAT NOT JUST THIS, OBVIOUSLY ALL OF THE ONES THAT THEY ARE, UH, WITHIN WHAT THEY CAN AFFORD AND THAT THEY ARE LEADING FAVOR FAVORABLY TO THAT, UH, TO PASSING IT AND SPOKE WITH A NEW PERSON THAT'S WORKING FOR THE PUBLIC HEALTH DEPARTMENT.

AND IT'S A GRANT FUNDED POSITION.

SHE SHE'S DOING OUTREACH FOR THEM.

AND, UM, THAT CARVER CENTER IS ONE OF THE ONES THAT IS, UH, SUPPOSED TO GET A BUILDING, WHICH THEY DESPERATELY NEED AS I WENT OVER THERE TO GET MY BOOSTER.

AND THEY'RE JUST ON TOP OF EACH OTHER THERE.

AND WE USED TO HAVE CLASSES THERE, THE FOUR EMPLOYEES, WE WOULD HAVE TRAINING THERE AND IT WAS, IT WAS OLD BEFORE WE DID THAT.

AND THEN NOW THEY'RE USING IT FOR THE, UH, I KNOW THEY USE IT FOR VAX VACCINATIONS.

I THINK THEY USE IT FOR OTHER PUBLIC HEALTH,

[01:00:01]

LIKE TRAINING AND THINGS LIKE THAT.

AND SO IF THEY CAN GET THEIRS, THEY REALLY NEED THAT.

AND THERE ARE A LOT OF SCOPE CORRECTIONS IN THIS BUDGET.

A LOT OF, EXCUSE ME, ESCALATIONS SOME SCOPE, CORRECTION, SOME ESCALATIONS, AND IN FIRE DEPARTMENT BUILDING THEIR NEW, UH, FIRE STATIONS WITH COVID HAS REQUIRED INDIVIDUAL SLEEPING AREAS.

AND WHEREAS ONE, IT WAS BEFORE IT WAS MORE OF A BUNK HOUSE TYPE SITUATION.

BUT WITH COVID, THE CHIEF WAS TALKING ABOUT, UH, THAT A LOT OF THE FIREFIGHTERS, YOU SEE PAP MACHINES AND WHENEVER THEY BREATHE OUT, IT'S EVERYTHING IS GOING OUT.

AND EVERYBODY IN THAT AREA IS BREATHING THAT IN.

AND FOR THAT REASON AND MANY OTHERS, THE NEW, I DON'T KNOW IF THEY'RE RULES, BUT THEY'RE AT LEAST GUIDELINES IS THAT EACH PERSON HAS THEIR OWN SLEEPING AREAS, SLEEPING QUARTERS.

THAT'S JUST ONE EXAMPLE.

SO THERE'S MANY THINGS THAT HAVE TAKEN PLACE BECAUSE OF COVID, UH, BECAUSE OF THE SUPPLY CHAIN, WHICH IS BECAUSE OF COVID.

AND THERE ARE A LOT OF REQUESTS THAT ARE COMING IN LIKE THAT, BUT I REALLY, WHEN THE MAYOR SAID THAT, THAT I TOOK THAT AS A GOOD SIGN, SO GOOD HOPE SO.

RIGHT.

ANY OTHER QUESTIONS? SORRY.

THAT WAS QUITE LONG-WINDED PRESENTATION.

THAT'S GOOD INFORMATION TOO.

OH, AND I, I DID WANT TO SAY ONE THING THE WAY THIS IS PRESENTED, IT'S NOT TRYING TO BURY THE LEAD.

UH, IT'S THE COUNCIL, UH, CITY MANAGER AND THE MAYOR COUNCIL AND CITY MANAGER HAS SPECIFIC, VERY SPECIFIC WAYS.

THEY WANT THE INFORMATION PRESENTED.

AND SO YOU HAVE IT FOR EACH, UH, AREA, AND THEN YOU BRING IT ALL TOGETHER AT THE END.

SO I KNEW THE NUMBER, BUT I WAS GOING TO WAIT ONE MORE SLIDE.

WELL, YOU KNOW, I WAS WONDERING, UM, LIKE IF, IF THEY ONLY GIVE YOU HALF OR THREE FOURTHS, THEN YOU HAVE TO GO THROUGH ALL OF THIS PLANNING AND WE WOULD HAVE TO RE RETRENCH AND KIND OF GET BACK AND FIGURE OUT WHAT WE'RE GOING TO DO.

IF WE DIDN'T, WE DIDN'T GO, WE DIDN'T GET EVERYTHING.

I THINK WE'D HAVE TO DO THE THINGS WE HAVE TO DO, LIKE THE LIFE SAFETY, UM, AND OTHER THINGS WE WOULD HAVE TO, AND WE HAVE TO DO THE LIFE SAFETY.

WE NEED THE SPRINKLING SYSTEM IN THE LIBRARY AND THE CENTRAL LIBRARY ON THE IT'S VERY ODD THAT, UM, YOU CAN TELL, I GUESS THAT THE CENTRAL LIBRARY WAS OPENED IN PHASES.

UH, THE UPPER LEVEL WAS OPEN.

AND THEN I BELIEVE FOR ALMOST FIVE YEARS, THE LOWER LEVEL WAS NOT OPEN.

IT WAS DOWN JUST A BASEMENT.

AND, BUT WHEN THEY OPENED THAT, I THINK THIS, THE CODE WAS THAT YOU HAD TO HAVE SPRINKLER SYSTEM.

SO WE HAVE A SPRINKLER SYSTEM ON THE LOWER LEVEL, BUT WE DON'T HAVE A SPRINKLER SYSTEM ON THE UPPER LEVEL.

SO, UM, THEN YOU THINK ABOUT, OKAY, WE'RE GOING TO INSTALL A SPRINKLER SYSTEM WHERE YOU'RE GOING TO HAVE TO TEAR OUT ALL THE CEILING GRID.

SO YOU'RE GOING TO HAVE TO REPLACE ALL OF THAT.

SO IT JUST KIND OF ALL FITS TOGETHER.

AND THEN IF YOU, AS THE MANAGER OF THE CENTRAL LIBRARY, WHO, UH, WHO WAS CONSTANTLY FIGHTING THE HEAT AND THE COLD THERE, BECAUSE THE DUCT SYSTEM IS VERY ODD AND IT'S BEEN MYSTERIOUS.

YES.

IT'S BEEN ADDED ONTO, UH, SEVERAL TIMES.

SO NOT EVERY THERMOSTAT GOES TO WHERE YOU, OH, YOU WOULD GO OUT, WELL, THIS THERMOSTAT HAS TO GO HERE AND YOU'RE LIKE, WELL, I'M NOT SO SURE THAT HAPPENS.

SO THERE WOULD BE REDOING DUCT WORK AND THAT SORT OF THING.

SO SOME OF THOSE THINGS JUST KIND OF NEED TO BE DONE, ESPECIALLY THE SPRINKLER AND THE FIRE SYSTEM.

OKAY.

THANK YOU.

YES.

MA'AM I GUESS KATHLEEN, YOUR NEXT LIBRARY OF PROGRAMMING AND OUTREACH.

YES.

I WANT TO GO OVER SOME OF THE THINGS THAT WE ALREADY HAVE LINED UP, BUT FIRST I WANTED TO TALK ABOUT JUST A LITTLE BIT ABOUT THE POSITION.

UH, WE'VE HAD A VACANT SENIOR LIBRARIAN OF PUBLIC SERVICES, UH, VACANT FOR A, A SIGNIFICANT TO HOW LONG, I DON'T KNOW.

OH, HOPE IT HAS MESSED UP MY

[01:05:01]

MY YEARS, BUT YOU MIGHT BE RIGHT.

IT MIGHT BE FIVE YEARS.

AND CRYSTAL GARRETT, IF, IF Y'ALL KNOW HER, SHE IS THE, THAT IT WAS ALWAYS, IT'S BEEN TWO POSITIONS AND SHE'S BEEN CARRYING THAT POSITION, UM, AT CENTRAL.

SO WE WANTED TO REPOST THE POSITION AND KAREN WANTED TO EXPAND IT.

AND SO IT'S SENIOR LIBRARIAN, PUBLIC AND OUTREACH SERVICES.

AND SHE WANTED THIS POSITION, NOT ONLY TO HAVE THE, UH, POSSESS THE WORK OF PUBLIC SERVICES BEING IN CHARGE OF THE CENTRAL LIBRARY WHENEVER, UM, WHENEVER THE MANAGER WASN'T AROUND AND BEING THAT LEAD PERSON, BUT ALSO SOMEBODY THAT COULD HELP PROMOTE THE LIBRARIES, MISSIONS, AND GOALS, AND ASSISTING WITH THE DEVELOPMENT, UH, AND IMPLEMENTATION OF INNOVATIVE COMMUNITY SERVICE COMMUNITY, UH, PROGRAMS TO BUILD ON THE MASTER PLAN.

SO WE PUT TOGETHER THE JOB DESCRIPTION AND WE WANTED SOMEBODY THAT HAD, COULD DO THE REGULAR LIBRARY WORK, BUT ALSO WAS, UH, REALLY GOOD WITH PROGRAM PLANNING HAD, WAS COMFORTABLE DOING OUTREACH WITH ALL AGES, NOT JUST CHILDREN'S.

AND I KNOW MORGAN, UH, HAS THE TEACHING BACKGROUND AND, AND, AND WORKED, UH, HAS BEEN A CHILDREN'S LIBRARIAN, BUT SHE'S ALSO IN PREVIOUS POSITIONS HAS WORKED WITH, AND IS VERY COMFORTABLE WORKING OUTREACH WITH ADULT, UH, ORGANIZATIONS TOO.

AND SHE WAS REALLY JUST THE PERFECT PERSON FOR THIS BECAUSE SHE'S VERY EXCITED TO DO THIS.

AND WE WERE TRYING TO GET THE BUILD ON, ON THE INITIATIVES AND
