GOOD EVENING, AND WELCOME TO THE FEBRUARY 15, 2022 REGULAR MEETING OF THE GARLAND CITY COUNCIL. IT IS THE CUSTOM AND TRADITION OF THIS CITY COUNCIL TO BEGIN OUR MEETINGS WITH AN INVOCATION AND THE PLEDGE OF ALLEGIANCE PRIOR TO BEGINNING.

THIS IS LED BY ONE OF OUR COUNCIL MEMBERS.

IS THERE ANYONE WHO WOULD LIKE TO SPEAK ON THAT ITEM THIS EVENING? SEEING, NONE. WE WILL CLOSE THE PUBLIC HEARING AND MOVE TO ITEM NINE, CONSIDER AN ORDINANCE ADOPTING THE 2022 CAPITAL IMPROVEMENT PROGRAM.

COUNCIL, AS WE HAVE DISCUSSED, THE THE THE ITEM BEFORE US IS HAS BEEN AMENDED AND WE HAVE ALL BEEN IN AGREEMENT WITH THE AMENDMENTS TO THE CIP BILL.

AND ALLISON GETS TO CARRY THAT NOTEBOOK AROUND FOR A COUPLE OF MORE HOURS AND BEFORE SHE MOVES BACK TO THE REGULAR BUDGET NOTEBOOK, I BELIEVE COUNCIL MEMBER SMITH WAS HAS AN AMENDMENT THAT HE WAS CONSIDERING LAST NIGHT.

THANK YOU, MAYOR. I MENTIONED LAST NIGHT I WOULD HAVE AN AMENDMENT THIS EVENING AND I'M READY TO PRESENT THAT NOW FOR A VERY, VERY QUICK PREAMBLE.

MY DISTRICT HAS REPEATEDLY REACHED OUT TO ME AND SAID NO TO TRAFFIC ROUNDABOUTS JUST IN GENERAL, SO I WOULD VERY MUCH APPRECIATE THE OPPORTUNITY TO VOTE ON THIS AMENDMENT TONIGHT SO THAT I CAN SUPPORT THE MAIN MOTION.

I MOVED TO AMEND THE MOTION ON THE FLOOR TO APPROVE THE ORDINANCE AS PRESENTED, BUT WITH AN AMENDMENT TO SUBSTITUTE THE PLANNED ROUNDABOUTS FOR TRADITIONAL INTERSECTIONS IN BOTH THE HOLFORD ROAD SEGMENT B PROJECT AND THE BRAND ROAD STATE HIGHWAY 190 TO MOREFIELD PROJECT AND GREENING THE CITY MANAGER THE AUTHORITY TO APPROVE ADDITIONAL EXPENDITURES, IF ANY NECESSARY, TO ACCOMPLISH THE INTENT OF THIS AMENDMENT.

ALSO, YOU'VE HEARD THE AMENDMENT BASED ON THE ROUNDABOUTS.

IS THERE A SECOND? NO, SORRY.

WE'VE BEEN DOING THE CIP FOR A WHILE NOW AND WE'VE NOT DISCUSSED THIS.

AND NOW WE'RE RIGHT AT THE TIME OF THE VOTE.

IS THIS A DECISION THAT HAS TO BE MADE NOW OR CAN WE MOVE FORWARD WITH THE CIP AND HAVE SOME OTHER DISCUSSION, WHETHER THAT GOES TO A COMMITTEE OR OR SOME OTHER THING ABOUT THE DESIGN OF THESE WHATEVER ELEMENTS IT IS THAT INCLUDE THE ROUNDABOUTS? I THINK MR. BRADFORD HAS INFORMATION ON THAT.

COUNCILMAN AUBIN, THE NEXT TIME COUNCIL WOULD HAVE AN OPPORTUNITY TO WEIGH IN ON THIS IS WHEN YOU'RE APPROVING THE CONSTRUCTION CONTRACTS FOR THOSE PARTICULAR ROADWAY PROJECTS.

SO THE THE DESIGN, THE ELEMENTS OF THE ROUNDABOUT COULD BE DISCUSSED AT THAT POINT.

WHERE COUNCIL COULD CREATE I MEAN, IN OTHER WORDS, THIS IS NOT THE FINAL OPPORTUNITY.

IF WE DON'T MAKE A DECISION ON THIS TONIGHT, IF WE SAY JUST APPROVE AS IS, WE CAN STILL COME BACK AND CHANGE THESE DESIGNS EITHER AT THE TIME OF SOMETHING COMES BACK OR SOME OTHER ITEM GETS BROUGHT TO COUNCIL TO DISCUSS.

WHAT I'D RECOMMEND IS IS THAT WE PUT THESE ITEMS ON A FUTURE WORK SESSION AGENDA SO THAT THEY CAN BE COMPLETELY VETTED IN THAT WAY.

BEFORE WE GO ANY FURTHER DOWN DESIGN OR ALIGNMENT, WE CAN GET THIS ISSUE RESOLVED.

AND THAT WOULD BE MY PREFERENCE COUNSEL IS LET'S HAVE A FULL DISCUSSION OF THE ISSUES ASSOCIATED WITH THESE TYPES OF INTERSECTION DESIGNS.

MAYOR, IF THERE IS A LEGITIMATE OPPORTUNITY FOR A FULL AND ROBUST DISCUSSION ABOUT THESE ELEMENTS, I WOULD BE HAPPY TO REMOVE THIS OR TO PULL THIS AMENDMENT WITH IF THERE ARE NO OBJECTIONS. HOWEVER, I DID SUBMIT THIS IN MY LIST OF QUESTIONS AFTER THE FIRST CIP MEETING. THE COUNCIL DID RECEIVE A COPY OF THOSE QUESTIONS, AND SO COUNCIL HAS HAD THE OPPORTUNITY TO WEIGH IN PRIOR TO THIS.

BUT IF YOU AND MR. BRADFORD BELIEVE THAT WE'LL HAVE A REAL OPPORTUNITY TO INFLUENCE DESIGN AT A LATER STAGE AND THERE ARE NO OBJECTIONS, I WILL WITHDRAW THE AMENDMENT.

SIR, I KNOW THIS COUNCIL PRETTY WELL AND ROBUST IS A FAIRLY COMMON OCCURRENCE HERE, SO I FEEL PRETTY CONFIDENT IN THAT.

AND SOMETIMES MY FAULT, I GET IT.

BUT WHAT'S IT GOING TO SAY THAT IF THERE ARE NO OBJECTIONS, I WITHDRAW THE AMENDMENT.

MONTCLAIR ELEMENTARY SCHOOL IS THE NEIGHBORHOOD SETTING AND IS BORDERED BY HEAVILY TRAVELED RESIDENTIAL STREETS ON TWO SIDES AND RESIDENTIAL ALLEYS WITH MOSTLY REAR ENTRY GARAGES. ON THE OTHER, ON THE OTHER EITHER SIDE.

IN RECENT YEARS, THE SCHOOL HAS GROWN AND TRAFFIC HAS STEADILY GOTTEN WORSE.

WE ARE NOW AT A POINT WHERE THE SITUATION'S TRAFFIC HAZARD FOR DRIVERS AND A SAFETY ISSUE FOR OUR SCHOOL CHILDREN.

PEOPLE ARE PARKING CURBSIDE IN ALLEYS, BLOCKING FIRE HYDRANTS TO NAME A FEW.

BJ WILLIAMS HAPPENED TO BE IN THE NEIGHBORHOOD AND A WHILE AGO AND PERSONALLY WITNESSED A CAR PARKED IN THE MIDDLE OF THE STREET ON BROADMOOR WITH NO DRIVER AND A VEHICLE.

HE QUESTIONED WHAT WAS JUST GOING ON AT THE SCHOOL, AND I EXPLAINED TO HIM WHAT I KNEW ABOUT IT. I HAVE SPOKEN TO THE PRINCIPAL AT LEAST ON THREE DIFFERENT OCCASIONS, AND ASK HER ON A SOLUTION FOR THIS.

AND SHE SAID, CALL THE POLICE.

THEN I SPOKE TO THE SRO SRO AND RECEIVED THE SAME ANSWER.

I CALLED, HE ASKED. THESE SECURITY WAS TOLD TO CALL THE POLICE ON THIS ISSUE, SO I CALLED THE POLICE AND I WAS TOLD TO TALK TO THE MARSHAL.

I CALLED THE MARSHAL'S OFFICE, HE SAID, CALL THE POLICE DEPARTMENT TRAFFIC.

BUT THEY WILL TELL YOU THE CHILDREN BEHAVE AS CHILDREN AND THERE'S ALWAYS A CHANCE OF AN ACCIDENT. SINCE TRAFFIC'S MOVING IN SO MANY DIRECTIONS, ONE OF THE CRIMEWATCH MEMBERS TALKED TO CITY MANAGER BRADFORD AND I APPRECIATE HIS INPUT ABOUT THE PROBLEM.

HE WAS IN TOUCH WITH BRYAN CHIEF BRYAN AND THE POLICE DEPARTMENT CHIEF BRYAN WAS QUICK TO SEND OUT TWO MOTORCYCLE OFFICERS YESTERDAY TO ASSESS THE SITUATION.

THEY DID AN EXCELLENT JOB OF KEEPING TRAFFIC MOVING AND OF COURSE, THEY CAN'T BE AVAILABLE EVERY DAY, PLUS THE FACT THAT THE OFFICERS PRESENCE DOESN'T ADDRESS THE REAL ISSUE OF TOO MANY VEHICLES INTO LITTLE SPACE.
