THE TIME IS SEVEN OH THREE

[Parks and Recreation Board Meeting on March 2, 2022]

[00:00:02]

AND A CALL THE MEETING TO ORDER.

THIS IS THE MEETING OF THE GARLAND PARKS AND RECREATION BOARD FOR MARCH 2ND, 2022.

FIRST ITEM ON THE AGENDA IS APPROVAL OF THE MINUTES.

SO I HAVE ONE QUESTION ON THAT AND ON THE TUCKER VILLE PARK PLAN FOR THE TENNIS CENTER, WHERE YOU NEED A RECOMMENDATION FROM THE BOARD ON THAT.

IT'S OKAY.

YEAH, I'D HAVE TO GO.

UH, AT THIS POINT, SINCE COUNCIL HAS APPROVED IT TO GO FORWARD, I THINK IT'S OKAY.

OKAY.

WELL, I JUST WANT TO THANK YOU.

IT WAS JUST A VERBAL BRIEFING.

OKAY.

INSTEAD OF AN ACTION ITEM.

OKAY.

ALL RIGHT.

OKAY.

DO I HAVE A MOTION TO APPROVE THE MINUTES APPROVED THE MINUTES? OKAY.

JERRY CARTER MOVES OF SECOND SECOND FROM JONATHAN FERGUSON.

IS THERE ANY DISCUSSION? OKAY.

ALL IN FAVOR, SAY AYE.

AYE.

ANY OPPOSED? THE MOTION CARRIES NEXT ITEM.

UH, VERBAL BRIEFINGS PARKS FOUNDATION.

I DON'T THINK WE HAVE ANYBODY FROM THE PARKS FOUNDATION HERE.

OKAY.

I KNOW KENNY HAS BEEN AT A QUESTION.

THE QUESTION ON THAT CHAIRMAN.

UM, WE REALLY HAVEN'T HEARD ANYTHING ON THAT.

I DON'T BELIEVE QUITE A WHILE NOW.

SO CHAIRMAN FORMER, OUR FIRST CHAIRMAN, THAT'S NOW PLANNING COMMISSION MAY NOW BE HEADED TOWARDS COUNSELING.

UH, WE NEED TO, WE NEED TO LOOK AT THE MAKEUP OF THAT COMMITTEE.

OKAY.

I WILL, I WILL TALK TO HIM.

OKAY.

WELL, IT'S NOT, IT'S TECHNICALLY NOT A SUBCOMMITTEE OF THE, BECAUSE IT'S A, IT'S A PRIVATE ENTITY, SO IT'S REALLY, UM, IT'S JUST A REPORT ITEM FROM IT'S ESSENTIALLY, UH, A RESIDENT, AN OUTSIDE GROUP.

EXACTLY.

UM, SO THAT, THAT BASICALLY IS JUST A, KIND OF A COURTESY SPOT HOLDER FOR THEM TO GIVE UPDATES ON THEIR VOLUNTEER EFFORTS FOR THE FOUNDATION SINCE IT'S CAN'T AND IS NOT TECHNICALLY CONNECTED TO THE CITY.

DO THEY STILL, UH, DO THEY HAVE ANY GOALS AS FAR AS FUNDS? I KNOW AT ONE POINT THEY DID A, WELL WE'LL TALK TO THEM AND WE'LL ASK THEM TO COME BACK AND GIVE US AN UPDATE NEXT MONTH.

VERY ONE ON THAT COMMITTEE WAS ON, THAT WAS ON THE BOARD HERE.

IS THAT CORRECT? YES.

RIGHT THERE, THERE IS.

THEY OPEN THEIR SPACES, OPEN THERE FOR OTHER PEOPLE.

THEY WOULD LOVE, THEY WOULD LOVE TO HAVE BETWEEN RUNNING FOR COUNCIL AND KENYA BEING AN OUT OF THE COUNTRY, YOU KNOW, TAKING CARE OF HER MOTHER, YOU KNOW, I THINK THEY JUST BEEN, YEAH, THAT'S WHAT I WAS WANTING TO SAY KENYA.

THE LAST TIME THEY DID PROVIDE A REPORT AND SHE MENTIONED THAT SHE WAS, YOU'LL GET WITH ANDY, TALK ABOUT POWERPOINT AND COME BACK AND DO A PRESENTATION, BUT WITH KENYON BE OUT FOR THE LAST COUPLE OF MONTHS.

UH, AND THAT'S CORRECT.

SHE WAS WANTING TO CONSULT WITH US ON A DONATION CATALOG TYPE OF A PROJECT.

THAT'S JUST THE COUNTY.

I FIGURED SOMETHING MAY HAVE BEEN GOING ON.

I JUST WANT TO.

OKAY.

VERY GOOD.

OKAY.

NEXT ITEM.

SOMETHING ABOUT A GOLD MEDAL AWARD.

SO IF YOU HAVEN'T HEARD, UM, WE, WE, UH, APPLIED FOR AND WERE AWARDED THE POPULATION CLASS TO, UH, TEXAS GOLD METAL AWARD.

THAT IS THAT RIGHT THERE.

THAT IT'S ABOUT AN EIGHT POUND STONE, UM, THAT RECOGNIZES THE, THE CITY OF GARLAND, UH, FOR ITS PARKS AND RECREATION, UH, DEPARTMENTS, UH, EXCELLENCE.

AND IT THERE'S A LOT OF CATEGORIES THAT GO WITH THAT.

AND, YOU KNOW, THE, DOES THE BOND PROGRAM HELP WITH THAT? OF COURSE, BUT IT ALSO ASKS IT'S ABOUT 15, 16 QUESTIONS THAT, UH, ASKED ABOUT, UM, MARKETING EVENTS, UM, ANYTHING UNIQUE AND INNOVATIVE OTHER AWARDS.

SO IT'S AN OPPORTUNITY TO REALLY SHOWCASE WHAT THE CITY HAS DONE.

AND I THINK WHAT'S COOL ABOUT IT IS, IS IT'S A REALLY, TRULY A TEAM ACCOLADE, UM, TO THE POINT WHERE, AND I MENTIONED THE COUNCIL THE OTHER NIGHT, YOU KNOW, A LOT OF THE OTHER DEPARTMENTS DON'T GET RECOGNITION WITH THAT HELP WITH THESE HUGE PROJECTS THAT ARE BEHIND THE SCENES.

YOU'VE GOT, YOU KNOW, THE PMO OFFICE, PUBLIC MEDIA RELATIONS, YOU'VE GOT PURCHASING, YOU'VE GOT ENGINEERING, ALL THESE FOLKS PITCH IN, UM, YOU KNOW, AND THEN WE'VE GOT ALL THOSE FINE FOLKS THAT WERE THERE AT COLLEGE STATION TWO WEEKS AGO, THURSDAY TO, UM, TO BE THERE, TO RECEIVE THE AWARD.

AND IT'S A, IT'S A

[00:05:01]

GREAT, GREAT HONOR FOR THE TEAM AND FOR THE CITY.

AND THERE WE AREN'T CITY COUNCIL THE OTHER NIGHT.

SO I'M REALLY GLAD THAT A LOT OF OUR STAFF CAME TO, CAME TO PARTICIPATE, UH, AT THE CITY COUNCIL MEETING AND GET A CHANCE TO STAND IN THE, IN THE SPOTLIGHT A LITTLE BIT, BECAUSE I TELL YOU, YOU TAKE ONE, ONE PERSON OUT OF THE EQUATION AND IT JUST DOESN'T GO THE SAME.

SO IT'S JUST BEEN A REAL DELIGHT TO WORK WITH THE STAFF AND, AND, AND THE PARK BOARD AND COUNCIL AND THE WHOLE, THE WHOLE KITTEN CABOODLE HAS JUST BEEN A GREAT EXPERIENCE.

SO, UM, KEITH PUT TOGETHER, THIS WILL BE EVEN BETTER.

WE DON'T, WE DON'T NEED TO RELIVE THAT.

YEAH.

GREAT.

NOT THAT WE EVER WON ANYTHING LIKE THAT, BUT NO, SIR, NOT THAT I COULD FIND IN THE RECORDS.

I DON'T KNOW KEITH KEITH BEEN OUR HISTORIAN MOSTLY BECAUSE HE'S BEEN HERE FOREVER, BUT HE DOESN'T REMEMBER ANYTHING LIKE THAT.

PREVIN TRIPE RAVAGING.

SO WE'VE GOT A LITTLE ANIMOTO, UM, THING THAT WE PUT TOGETHER TO KIND OF GO THROUGH WITH SOME PHOTOS.

SO I'D SAY PRETTY MUCH IT'S A TIME WHENEVER YOU WOULD CELEBRATE WITH I'M OVER HERE WATCHING A GREAT VIDEO GUYS.

SOUNDS GOOD.

WE HAVE LIKE THE SAME PICTURE HERE.

IS THIS UP THERE? WHEN YOU'RE TALKING ABOUT DELAY IS SHOWING RIGHT HERE, DO WE NEED, I'LL COME UP THERE.

I ACTUALLY TURNED THIS TO, AND IT IS SHARING.

SO LET ME, AM I SUPPOSED TO PUSH SOMETHING HERE? THAT'S LIKE ON A DUAL SCREEN? NO, IT'S SAYING THAT IT'S NOT A DUAL SCREEN, BUT IT'S TRAINING.

YEAH.

SO LIKE YOU DELAY BY THAT AGAIN.

I DIDN'T KNOW.

I WASN'T LOOKING BEHIND ME.

IT'S A TIME WHENEVER YOU WOULD CELEBRATE IT WITH FUN COLORS, A BEAT MUSIC, NO SAD IN THE MORNING.

IT'S TIME TO CELEBRATE THE PASSING, LOOKING AT YOUR ASS PAIN.

ONE OF THE TOURNAMENTS

[00:10:42]

SO THAT VIDEO WAS INCLUDED.

THE LINK WE HAD SEVERAL WERE INCLUDED IN LINKS WERE ACTUALLY IN THE APPLICATION.

SO VERONICA MALDONADO IS OUR MARKETING PERSON WITH CVB, PUT THIS TOGETHER.

IT'S KIND OF COBBLED TOGETHER, ALL OF THOSE INDIVIDUAL, UM, MARKETING PIECES THAT WE DID.

AND, AND MOST OF THEM WERE WITH THE HELP OF PMR, UM, IN, IN CONSEQUENTLY, THOSE ACTUALLY SOME OF THOSE ARE ONES, SOME SEPARATE AWARDS KIND OF IN THAT MARKETING AND MEDIA WORLD.

UM, NOW THEY STOLE OUR THUNDER LAST NIGHT.

WE, WE ARE TUESDAY NIGHT, LAST NIGHT.

SO WE, UH, GOT THERE AND PMR WAS GETTING RECOGNIZED FOR SOMETHING CALLED AN EMMY.

THERE'S A LITTLE GOLD TROPHY SITTING THERE.

SO IT WAS KIND OF LIKE, SO YEAH, OURS IS HEAVIER.

SO, SO ANYWAY, THAT'S, UH, THAT'S WHAT WE'VE BEEN DOING.

COOL.

IS THIS VIDEO AVAILABLE? IS IT LIKE ONLINE? I CAN FORWARD THAT.

I DON'T KNOW.

YEAH.

IT, YOU KNOW, AND THAT'S A GREAT QUESTION.

WE HAVEN'T GOTTEN TO THAT POINT.

WE JUST KIND OF CATCHING OUR BREATH AND I THINK NOW THE NEXT STEP IS TO INCORPORATE THE GOLD MEDAL IN OUR NEXT ROUND OF MARKETING.

UM, SO I THINK WE'LL, THAT'S A GREAT SUGGESTION THAT WE CAN, WHETHER IT'S THAT ONE OR A SHORTER VERSION, WE DO THAT.

AND THEN WE'LL START KIND OF ROLLING INTO OUR RECOGNITION OF THE AWARD AND OTHER MARKETING PIECES IN OUR PRINTED MATERIAL AND DIGITAL MATERIAL, THAT KIND OF THING.

SO, SO I WANTED TO SEND IT TO STEPHANIE AND HER PARENTS.

YEAH.

BECAUSE THAT COLLECTIONS ROOM FIELD GOT HER A REAL JOB.

SO THAT'S COOL.

SEE, THAT'S THE WHOLE, OH, THAT'S FANTASTIC.

THAT'S WHY WE'D LIKE TO DO THOSE KINDS OF PROJECTS.

THAT'S GREAT.

SO EVERYBODY SHOULD HAVE THEIR GOLD METAL LAPEL PINS WHERE THOSE PROUDLY, BECAUSE THAT'S A, WOULD IT BE ALL RIGHT? UM, FOR KEITH TO SEND THAT OUT AND LINK OUT TO US OR WE GET HIT, JUST HAVE THAT.

CAUSE THERE'S SOME MEETINGS WITH DIFFERENT GROUPS OF PEOPLE MIGHT BE NICE NASTY TO LET THEM SEE THAT WE'LL DO I LIKE THE NAYSAYERS AND BRING THINGS LIKE THAT OUT AND SAY, NOW SAY THAT, YOU KNOW, AND THAT'S, WHAT'S GREAT ABOUT THIS.

IT FEELS GOOD, BUT WE CAN'T STOP THIS, YOU KNOW, THIS FIRST STEP STILL GOING.

SO WE'VE GOT MANY YEARS AHEAD OF US, OF, OF, UH, A LOT OF GREAT WORK AND HOPEFULLY SOME MORE GOLD MEDALS IN OUR FUTURE.

EXCELLENT.

UM, ANYTHING ELSE ON THAT? OKAY.

NEXT ITEM, FUTURE AGENDA ITEMS DISCUSSION.

SO THE ONE THING I DID WANT TO BRING UP, UH, WE COULD, AND WE MAY NOT BE ABLE TO DO IT TONIGHT, BUT IT'D BE NICE TO MAYBE PICK SOME DAYS WE COULD DO A PARK TOUR.

AND THEN IF SO, IF WE WANT TO EMAIL EACH OTHER SCHEDULES AND WE'LL FIGURE IT OUT AND THEN PUT TOGETHER SOME OPTIONS AND MAYBE DO A, UM, WHAT DO THEY CALL THAT KEITH, NOT A DOODLE POLL, BUT WHERE EVERYBODY CAN PICK WHATEVER CALENDAR APPOINTMENTS THEY GOT IT, IT IS A DOODLE POLL, THAT KIND OF THING.

YEAH.

THERE'S A COUPLE OF MORE LIKE IT.

SO, UM, BUT I WOULD LIKE TO ANOTHER, EVERYBODY ELSE HAS KIND OF, UH, NOW THAT THE WEATHER'S BACK TO DECENT, WE CAN GET OUTSIDE AND LET US KNOW KIND OF WHAT YOU'D LIKE TO SEE.

YOU KNOW, WE CAN GO OUT TO SOME OF THE PREMIER PARKS AND SOME OF THE SMALLER PARKS.

IT'S KIND OF WHATEVER YOU GUYS WANT TO SEE.

AND WHEN YOU'RE IN YOUR DISTRICTS OR JUST WHATEVER FLOATS YOUR BOAT WHAT'S BEEN DONE, OR MAYBE ONE THAT IS COMING, HE'S ALREADY, ALREADY IN THE PROCESS YET WE'D HAVE AN EXPECTATION OF WHAT'S GOING TO HAPPEN THEN.

YEAH.

THERE'S A LOT OF PLAYGROUNDS IN PROGRESS.

RICK ODIN'S IN PROGRESS.

ZIAD HELPED ME OUT WITH SOME OTHERS THAT MIGHT BE, UM, WELL IN CENTRAL TOO.

I MEAN, THERE'S, THERE'S, THERE'S A LOT GOING ON IN VARIOUS PHASES AT CENTRAL, SOME COMPLETED IN DEMOLITION PHASE, THOSE KINDS OF THINGS.

SO WE'VE GOT SEVERAL THINGS THAT WE COULD JUST A MATTER OF TIME AND WHEN, AND THOSE WOULD BE GOOD TO SEE AND THEN SMALLER ONES LIKE, UM, THE BRIDGES, THE TWO BURGERS, UM, YEAH, I MEAN, THERE'S MOSTLY PARKING LOTS.

WE CAN HAVE SOME NICE CONCRETE, SO WE CAN, YOU GUYS SEND US A LIST OF WHAT YOU'D LIKE, AND THEN WE WILL DO A DOODLE POLL OF WHO'S AVAILABLE.

[00:15:01]

WHEN, SO JUST AT A FIRST GLANCE THAT WE THINKING A WEEKDAY A WEEKEND DURING THE DAY DURING PARK BOARD TIME, I THINK THEY LIKE SAVINGS IS IN TWO WEEKS.

UM, SO THAT MIGHT HELP A LITTLE BIT DURING THE WEEK.

I DON'T KNOW THE QUESTION, THE BUILDING NEXT TO GRANGER THE ANNEX, IS THAT ONE GOING TO BE FIXED? NO, IT'S RIGHT NOW WE, WE RAN INTO SOME, THE, THE BUDGET BUZZSAW.

SO WE ASKED FOR SOME ADDITIONAL FUNDING IN THE CIP AND ACTUALLY GOT IT.

UM, AND SO THAT'S A LITTLE OVER $2 MILLION PROJECT NOW.

AND SO WE'RE IN THE PROCESS TO REFURBISH THAT EXISTING ONE, BECAUSE I KNOW THERE WAS BUILDING ONE BACK WHERE THE VOLLEYBALL COURT RESTROOMS, RIGHT? NO, NOTHING IN THE BUDGET FOR THAT.

BUT WE, WE ARE WORKING WITH, THERE IS A CONTRACTOR THAT WE ARE NEGOTIATING WITH FINAL PRICE ON RIGHT NOW.

SO WE'RE IN THE PROCESS OF THAT.

AND ONCE WE GET A CONTRACT AND WE'LL GIVE A NOTICE TO PROCEED AND GET THAT ONE GOING AND YOU STAY IN THAT FUCK RANGERS $2 MILLION, BUT Y'ALL RUN INTO A LOT OF ISSUES WITH THE COST OF PRICING.

IS THAT REALLY GOING TO, IT HASN'T HALTED ANY YET, BUT WE DID ASK FOR IN THE CIP, WE, WE, I THINK THE TIMING WAS LUCKY FOR US.

WE ASKED FOR QUITE A BIT TO MAKE WHOLE, SOME OF THE PROJECTS WERE ALREADY COMMITTED AND WE'RE IN PROCESS.

AND ONCE THE INFLATION AND THE COST ESCALATIONS WERE STARTING TO GET REALIZED, UH, WE, WE SAW A REPORT, UH, ON ANOTHER PROJECT THAT WERE IN EARLY DESIGN THAT, UH, INFLATION IS LOOKING AT TWO AND A HALF, TWO AND A HALF PERCENT A MONTH.

AND SO OVER SIX MONTHS, IT'S A 15, 14, 15%, UM, HIT ON THE BUDGET.

AND SO WHAT DID THE SQUARED, WHAT 5 MILLION.

EXACTLY.

YEP.

AND SO WE'VE BEEN FORTUNATE.

WE, YOU KNOW, BUT AGAIN, IT'S JUST THE, THE NATURE OF WHERE WE ARE RIGHT NOW.

THERE'S JUST SO MANY FACTORS AFFECTING SUPPLY CHAINS AND COST ESCALATIONS AND DEMAND IS HIGH.

SCARCITY IS HIGH.

I MEAN, IT'S JUST, IT'S JUST A TOUGH TIME.

OKAY.

SO THERE'S THE TENDENCY INTENTION OF THIS TO REVIEW THE ITEMS THAT ARE ON THIS.

AGAIN, IF YOU SEE SOME THINGS ON THERE THAT WE'D LIKE TO PULL, CAUSE KEITH HAD, AND YVONNE HAD DONE A GOOD JOB OF KEEPING TRACK OF THINGS.

IF YOU'D LIKE TO PULL SOME THINGS OFF OF THERE AND WE'LL START TO KIND OF SPRINKLE THOSE ALONG THE FUTURE AGENDAS IN THE NEAR, NEAR FUTURE.

UM, WE CAN DO THAT.

SO, UM, FEEL FREE TO SPEAK UP AND LET US KNOW YOUR, I OBSERVED KIND OF WHAT YOU CALL THE, THE ISSUE DOES YOUR, YOU KNOW, THEY KIND OF CAME UP AND IT MAY HAVE GONE AWAY BY NOW HAS GONE AWAY.

OR THEY'RE JUST ITEMS THAT, YOU KNOW, WHEN THE TIME IS RIGHT.

YOU KNOW, YOU GUYS WILL BRING IT TO US BECAUSE IT'S THERE THE TIMES.

RIGHT, RIGHT.

AT TALKING ABOUT IT AND THINKING ABOUT IT.

I THINK YOU'RE CORRECT.

YOU KNOW, POLICY-RELATED STUFF.

THOSE ARE, THOSE ARE THINGS THAT WE CAN LOOK AT AND TACKLE.

THEY'LL TAKE SOME TIME, UM, YOU KNOW, DO A LITTLE RESEARCH AHEAD OF TIME, BRING YOU WHAT, THE WAY IT IS.

TALK THROUGH THE ISSUES, TAKE IT THROUGH THE SUB APPROPRIATE SUB COMMITTEES.

UM, A LOT OF THESE MIGHT FALL UNDER ANOTHER TYPE OF MORE DETAILED UPDATE REPORT.

UM, WE COULD DO THAT TOO.

WE COULD, WE COULD ALL RETREATS.

YEAH.

THAT WAS ONE THAT WAS BROUGHT UP SOMETIME AGO, UM, THAT WE PUT BACK ON THE LIST.

IF WE, IF WE'D LIKE TO DO THAT ONE, WHAT I THOUGHT MIGHT BE WORTH OUR TIME IN THAT ENDEAVOR WOULD BE, SO WE'VE TAKEN ALL THE MASTER PLANS THREE OR FOUR OF THEM AND BROKEN THOSE DOWN INTO SOMETHING WE CAN MANAGE.

SO THOSE ARE YEAR MASTER PLANS, BUT IT'S VERY DIFFICULT TO DIGEST THAT.

SO WE TOOK THOSE AND PUT THEM IN STRATEGIC INITIATIVES AND THEN WE USE THE NUMBERING SYSTEM THAT'S IN THE MASTER PLAN.

AND SO THOSE STRATEGIC INITIATIVES ARE NOW BROKEN UP INTO THAT ONE TO THREE YEAR WINDOW.

AND THEN IN THAT, WHEN YOU GET TO THE ONE-YEAR WINDOW, WE DO AN ANNUAL WORK PLAN.

SO WHAT MIGHT BE BENEFICIAL IS IN MAYBE TOWARDS THE END OF THIS YEAR, BEFORE THE NEXT BUDGET PROCESS, WE CAN SIT DOWN AND LOOK AT THOSE STRATEGIC INITIATIVES, DISCUSS THEM, MAYBE REPRIORITIZE THEM, SHUFFLE SOME THINGS AROUND, BUT THERE WE WERE BASICALLY JUST TRYING TO TAKE THOSE MASTER PLANS AND MAKE THEM MANAGEABLE, YOU KNOW, EATING THE ELEPHANT ONE BITE AT A TIME.

UM, SO THOSE, THOSE KINDS OF DISCUSSIONS, I THINK WE COULD PUT ON AN AGENDA FOR A HALF A DAY AND, AND SEE WHERE IT GOES.

BUT IF WE COULD HAVE LIKE A HALF A DAY RETREAT AND WE ALL HAVE A GOOD CHANCE OF GETTING VERY HIGH TURNOUT FOR THAT.

AND THEN THE SECOND HALF OF THAT DAY AFTER MEETING, YEAH.

WE CAN PLAY, GO PLAY DISC GOLF.

IT'S DOMINOES WE CAN, WHEN WE CAN DO OUR TOUR, THEN WE WOULD HAVE, WE WOULD HAVE A GROUP TO GET THEM.

UM, OR, OR WE COULD DO BOTH.

WE COULD DO TWO TOURS.

YOU COULD DO A COUPLE OF THOSE TOGETHER BECAUSE THERE'S A LOT OF STUFF TO SEE.

SO MAYBE

[00:20:01]

A TOUR SOON AFTER, YOU KNOW, WHILE IT'S WARM, BUT NOT HOT AND SEE SOME CONSTRUCTION IN PROGRESS AND THEN PICK A TIME TO DO THE RETREAT WHEN WE CAN REALLY SIT DOWN AND LOOK AT OUR STRATEGIC INITIATIVES.

CAUSE THERE WAS A BUNCH DELETE.

HOW MANY IS ON YOUR LIST? 90? SHE CAN'T COUNT THIS LITERALLY LIKE 92 ITEMS ON AS THIS, THIS SOUNDS LIKE THIS IS SOMETHING FOR, UH, YVONNE TO SEND US ONE OF HER FAMOUS NOTES AND SAY, OKAY GUYS, HERE ARE YOUR OPTIONS.

START STARTING MAKING SOME CHOICES.

ABSOLUTELY.

THIS IS WHAT I SUGGEST SUGGESTED YOU HAVE MORE SUGGESTIONS.

YOU HAVE HIM DO THIS ANOTHER WAY.

LOOK, I'M OUT TO EVERYBODY AT THE SAME TIME, PLEASE RETURN WITHIN FIVE DAYS OR SEVEN DAYS.

SOMETHING LIKE THAT.

THAT, I MEAN, THAT'S ONE OF THE THINGS I DON'T KNOW THIS YEAR I HAVE TWO OR THREE OTHER THINGS.

WOULD YOU LIKE TO GO AHEAD AND SHARE THOSE? YES, YES.

I WOULD ASK THEM AT THE END.

OKAY.

AND THE FIRST ONE AND THE FIRST ONE, THIS IS, IS THIS WHAT YOU'RE TALKING ABOUT, ANDY, WITH THE THINGS THAT YOU'VE DONE? OKAY.

WELL THIS WAS, THIS WAS SITTING OUT THERE IN FRONT OF US AT THE LAST MEETING AND THE CHAIRMAN FAILED TO EVEN BRING THIS UP THAT WE HAD THIS YEAR.

SO, UM, UH, NOT OUR, NOT OUR CURRENT CHAIRMAN, BUT THIS PERSON WHO WAS CHAIRING THAT MEETING AND CHAIRMAN AND TRAINING CHAIRMAN.

AND THANK YOU.

UM, IS THERE ANYTHING ELSE THAT YOU'D LIKE TO ADD TO WHAT YOU JUST SAID ABOUT THIS OR, UM, THIS IS A PIECE THAT WE NEED TO STUDY, UH, CAUSE WE HAD, WHEN YOU FIRST CAME IN A MUCH THINNER THING, YOU KNOW? SO ANOTHER THING TO LOOK AT IN THAT REGARD IS, AND IT'S, IT'S THE KIND OF THE PART WE DON'T DISCUSS A WHOLE LOT BECAUSE IT'S FUTURE IT'S LONG-TERM, BUT THERE'S SOME LONG-TERM GOALS IN THERE.

AND SO YES, WE'RE DILIGENTLY WORKING ON THE MONEY PROVIDED FOR THE IMMEDIATE NEEDS, BUT THERE'LL BE A POINT WHERE, YOU KNOW, WE WERE GIVEN SEVEN YEARS TO DO THE, TO DO THE BOND PROGRAM OVER A COUPLE OF YEARS INTO IT.

SO WE'LL BE AT THE END OF IT BEFORE, YOU KNOW IT AND BE LOOKING FOR PRIORITIZING THE NEXT LIST OF LONG-TERM PROJECTS.

SO THAT MIGHT BE WORTH THE DISCUSSION OF, AND I THINK WE STRONGLY BELIEVE IN THE COMPONENT OF THAT MASTER PLAN IS, IS, IS THE EQUITY AND THE ACCESS ISSUES.

IT DOES A GREAT JOB OF SAYING HERE'S WHERE PEOPLE DON'T HAVE THINGS THAT THEY NEED.

AND SO THEN WE START LOOKING AT STRATEGIES AND WAYS AND, OR JUST KEEPING OUR EYES PEELED FOR OPPORTUNITIES THAT MAY COME FROM THE OUTSIDE AND THAT A FEW, A FEW POP UP HERE AND THERE, OKAY, THIS DEVELOPER'S DOING SOMETHING LIKE THE ONE AT MILLER ROAD.

UM, WE'VE GOT AN OPPORTUNITY THERE AND WE HAVE COBBLED TOGETHER SOME PARCELS.

SO THOSE KINDS OF THINGS THAT REALLY UNDERSTANDING WHERE, WHERE THE FUTURE PRIORITIES LIE OR ARE IN THAT MASTER PLAN.

AND THIS MAY NOT BE AN ACCURATE STATEMENT, BUT IT FEELS LIKE THAT WE'VE NEVER SEEN ENOUGH OF THE BIG PICTURE, NOT JUST HERE NOW, BUT IN THE CITIZENS TO KNOW WHERE WE, WHERE WE WERE TRYING TO GO WITH AND WHAT WE WERE TRYING TO ACCOMPLISH AND WHAT WE'RE DOING AT THIS PHASE, WHICH IS TIME GETTING US READY FOR ANOTHER, ANOTHER PHASE.

AND THAT'S, THAT'S NOT, THAT'S NOT TOO TECHNICALLY DIFFICULT BECAUSE WHEN YOU GET OUT HERE AS CONCEPTS, UH, AND, UH, I THINK YOUR BOARD WOULD BE A MUCH BETTER BOARD, A MUCH MORE ENGAGED BOARD.

UH, IF WE HAD SOME IDEA OF WHY YOU'RE GETTING ALL THAT RIGHT HERE.

BUT I THINK THAT, I THINK WE HAVE, I THINK WE HAVE, WE HAVE A NOTION.

YEAH.

SO ANYWAY, THAT'S, UH, THAT'S WHY I BROUGHT THESE TWO WITH US BECAUSE, UH, I FAILED TO MENTION THAT THE LAST TIME.

AND SO HAVE YOU GOT COPIES HERE FOR THE FUTURE HERE TONIGHT? OH, YOU GOT ONE? I SAID, OKAY.

SO THEN ON THAT, BACK THROUGH WITH THAT ONE.

OKAY.

UM, AS PART OF IT AS PART OF A GROUP WHO IS TRYING TO HAVE A GET TOGETHER WITH, UH, MATURE PEOPLE, UH, FROM HIGH SCHOOL, ARE YOU LOOKING AT ME? YOU'RE NOT QUITE THERE YET.

ANYWAY, UH, WE WERE TRYING TO FIND A PLACE WHERE WE COULD HAVE A, UH, RECEPTION FOR 50, 60 PEOPLE CASUAL, A CASUAL THING.

AND OF COURSE THEY NEEDED A LITTLE BIT OF ALCOHOL TO GO ALONG WITH THAT GUESS WHERE WE FOUND A PLACE WHERE WE COULD HAVE A BEAUTIFUL FACILITY TO DO THIS.

AND THEY ALREADY HAD THE PROGRAM IN PLACE AND EVERYTHING, UH, CITY OF RALLY AT, AT THEIR REC CENTER, ALCOHOL AND ALCOHOL, AND THAT THEY'VE GOT THE PROGRAM DOWN.

YOU HAVE TO HAVE A POLICE OFFICER, YOU HAD TO PAY MORE, YOU KNOW, THEY, THEY, UH, THE LADIES WENT OUT THERE AND THEY WERE TRULY IMPRESSED.

THEY HAD GONE THROUGH WHAT WE HAD HERE IN GARLAND, AND WE COULDN'T FIND THAT PEACE WELL, AS WE'RE BUILDING THESE NEW REC CENTERS, UH, IN WITH, UH, PROVIDING A LOT MORE OPPORTUNITIES, THOSE OPPORTUNITIES

[00:25:01]

ARE GOING TO TEND TO COME AT NIGHT.

SO WHEN THEY'RE GOING TO TEND TO COME AT NIGHT, WELL, OKAY.

THAT PUTS THE OPTION OF, YOU KNOW, HAVING LIQUOR SERVED THERE, IF YOU CAN, BECAUSE WE KNOW THAT WE CAN GET THAT, UH, HERE AT THE ATRIUM AND THOSE SAME, BUT THE SMALL GROUP CAN'T AFFORD THAT.

AND THAT'S WHAT, THAT'S WHAT WE WERE FINDING IN A HURRY.

UH, AND SO I WOULD LIKE FOR US TO TAKE A LOOK AT WHAT IT MIGHT TAKE FOR US TO GET THERE.

AND I JUST HAPPENED TO HAVE ONE, A CITY RAIL IT'S, UH, UH, JUST LIQUOR LICENSE PIECES THAT YOU MIGHT WANT FOR REFERENCE.

IF YOU HAVE SOMEONE SITTING HERE THAT PROBABLY KNOWS A LOT ABOUT THAT.

OKAY.

COME ON GUYS.

NOW THAT THE PROCESS, THE PROCESS, BECAUSE WE REALLY COULDN'T, WE COULDN'T FIND ANYTHING HERE THAT WE COULD WORK WITH.

OKAY.

YOU DO HAVE, WE DID HAVE SOME REALLY NICE PLACES, BUT THERE'S TOO MUCH.

SO FOR A SMALLER GROUP.

SO NOW THEY GO ALONG WITH IT AND IT COMES BACK TO SOMETHING THAT WE, THAT I'VE TALKED ABOUT EARLIER.

AND THAT'S THE STREETSCAPES AND THE EXTERIOR LIGHTING.

THAT WAS ONE OF THE PIECES THAT, THAT, YOU KNOW, IF WE COULD, OKAY.

DO WITHOUT THE LIQUOR, THEN AUDUBON WENT AWAY, BUT THEY SAID, IT'S JUST, IT'S TOO DARK.

YOU KNOW, IT'S NOT, IT'S, IT'S NOT INVITING.

IN FACT IT ALMOST FEELS DANGEROUS WHEN YOU GET OUT THERE INTO THE PARKING LOT.

IF WE COULD, IF WE COULD HAVE IT ON THE PARKING LOT FOR THE SOFTBALL COMPLEX, IT'D BE QUITE, WE HAVE PLENTY OF LIGHT THERE, BUT YOU GOT NEW LIGHTS IN THE PARKING LOT AT THE SOFTBALL AND OH YEAH, IT'S PHENOMENAL.

AND THEN IN THE OTHER PARKING LOT, WE'LL HAVE THE SAME WHEN IT'S DONE OVER BY SURFACES.

IT WAS THE BEST I'VE EVER SEEN WHEN YOU GET UP TO WHEN YOU GET UP TO THE REC CENTER AND AUTOBON, I MEAN, YOU GOT TO GO THROUGH BLACK.

I MEAN, NOT DARK.

I MEAN, IT GOES WITH ALL THE TREES AND THE LEAVES AND EVERYTHING IS BLACK.

AND SO ANYWAY, AS A, AS A PART OF BRINGING ON THE NEW REC CENTERS, I WOULD HOPE THAT WE WOULD TRY TO DO, TO BRING IN THE LIGHTING, THE STREETSCAPES, WHICH WAS SO IMPORTANT OVER TRAPS.

I MEAN, THAT WAS ONE OF THE THINGS THEY TALKED ABOUT IS THAT AROUND THE BUILDINGS, WHAT THEY WERE DOING, AS WELL AS IN THE BUILDINGS AND THIS, THIS JUST SHOWED UP.

AND I MEAN, IT JUMPED UP IN BUSINESS RIGHT HERE.

UH, WHEN WE DID THIS, THEN WE WOULD BE PROUD TO GO OVER TO RALLY ED AND HAVE THAT AS A LITTLE MEETING OVER THERE.

THEY, THEY, IT'S SOMETHING THAT YOU MUST DO ALL THE TIME.

THAT'S A VERY COMMON, IT'S PRETTY COMMON, PRETTY COMMON THING.

IS IT A PROBLEM? THEY DEAL WITH THE PAPERWORK THEY'VE GOTTEN, THEY'VE GOT A PROCESS.

THAT IS WHY I GOT ONE OF THEM, BUT IF YOU GET A HALF, SO YOU CAN JUST KIND OF SEE WHERE THEY GENERALLY GO.

THEY MAY HAVE DONE THAT, THAT WE DID IT.

WE HAD THE SAME, SAME PROCESS.

SO I'LL, I'LL ADDRESS THAT A LITTLE BIT AND WE'LL BE HAPPY TO LOOK AT IT AND REVISIT IT.

UM, PARTICULARLY IN LIGHT OF THE NEW, NEW, UH, RENOVATIONS AND REC CENTER, IT, IT'S GENERALLY A LOCAL POLICY DECISION OF WHAT THE, WHAT THE, THE PRESIDED PRESIDING COUNCIL VALUE SYSTEM IS AT THE TIME.

I'LL PUT IT THAT WAY.

SOME, SOME CITIES ABSOLUTELY ARE NOT IN FAVOR OF ALCOHOL AND CITY PROPERTIES.

SOME DON'T MIND AT SOME FIND A BALANCE.

UM, IT, THEY ARE NOT PROBLEM-FREE, BUT I'M NOT SAYING THAT THEY'RE PROBLEMATIC AUTOMATICALLY BECAUSE OF ALCOHOL.

UM, YOU MUST HAVE A POLICE OFFICER THERE.

UM, BUT EVEN THAT'S NOT NECESSARILY A, UM, A MAGIC REMEDY EITHER, BUT WE'D BE HAPPY TO CERTAINLY LOOK AT IT.

CAUSE I THINK WITHIN THE, YOU KNOW, AGAIN, THE NEW BUILDINGS AND THE NEW RENOVATIONS, UM, IT MIGHT BE, UH, YOU KNOW, UH, A MARKET OPPORTUNITY, BUT WE'LL CERTAINLY LOOK AT IT TOP TO BOTTOM.

THAT IS EXACTLY WHAT I SEE IT IS FOR US.

ANDY IS A MARKET OPPORTUNITY FOR US TO PROVIDE A FACILITY AT A LOWER COST AND PEOPLE WOULD GET OTHER PLACES.

I MEAN, THEY, WHEN IT'S SPECIFIED BY THE POLICE OFFER $50 AN HOUR, YOU DON'T WANT ME THERE? NO, DON'T, DON'T COME TO THIS.

RIGHT.

OKAY.

SO ANYWAY, AND I DIDN'T DO ANY, I DIDN'T HAVE ANYTHING TO DO.

IT DIDN'T SAY ANYTHING ABOUT IT.

WHEN THE GIRLS CAME BACK, THEY SAID THEY, WHAT THEY'D DONE.

OKAY.

OKAY.

UM, LET'S SAY THE LIQUOR, LASSENS THE SPEED, UH, THE STREETSCAPES AND NEXT TO YOUR LIGHTING AT THE REC CENTERS, UH, APART BOARD SOC TOURS, UH, YOU'VE GOT THAT, THE PARKS MANUAL, YOU GOT THAT INTERPRETER, YOU GOT THAT.

AND THAT'S ALL OF MY NOTES FOR THAT PARTICULAR ONE.

AND THAT'S THE MOST NOTES I HAVE FOR THE REST OF THE NIGHT.

SORRY.

I WOULD LIKE TO ADD ONE OTHER THING.

THAT'S VERBAL BRIEFINGS.

THIS IS REALLY GOOD.

YOU GUYS ASKED DANNY JABAL HOW YOU'RE, HOW YOU'RE GETTING INFORMATION OUT.

GREATLY APPRECIATE IT.

OKAY.

SO ANYBODY ELSE WANT TO COMMENT ON THE PENDING ITEMS? LIKE I SAY, I THINK A LOT OF THEM ARE JUST REGULAR BRIEFING ITEMS. JUST HAPPEN TO BE IMPORTANT AT THE TIME, YOU KNOW, JUST TO ONE BOARD MEMBER OR ANOTHER.

AND, UM, YOU KNOW, DEFINITELY WANT THE PARK TOUR AND THE RETREAT.

UH, I, IN PART OF THE TO-DO FOR THE BOARD THAT, YOU KNOW,

[00:30:01]

I THINK ANYTHING WE CAN DO TO HELP MAKE THE PROCESS, YOU KNOW, HELP THE PARKS DO ITS JOB.

IT'S WHAT WE'RE INTERESTED IN BEING PART OF.

ABSOLUTELY.

I THINK WE HAVE, I THINK WE HAVE A TOTALLY DIFFERENT PRODUCT TO PROMOTE OUT OF THE NEW REC CENTERS, COMPARED TO WHAT WE GET OUT OF THE OUT OF THE EXISTING REC CENTERS.

THEY WERE, THEY WERE JUST, YOU KNOW, STARK STARK TO THE, TO THE USE.

BUT NOW, NOW WE'RE REALLY DOING SOME BEAUTIFUL WORK.

EVERY CHANCE WE GET TO LET THE PEOPLE AT GARLAND USE THESE THINGS OR SEE THESE THINGS AND KNOW WHAT'S GOING ON IN GARLAND, IT'S JUST, IT'S GREAT FOR GARDEN.

ABSOLUTELY.

YOU KNOW, SOME OF THE THINGS LIKE TREE MITIGATION AND THE GPL TREE PLAN ARE KIND OF BEYOND OR SOME OF OUR SCOPE, RIGHT.

WELL, I THINK THE TREE ORDINANCE MAY COME FULL CIRCLE IT, A COUPLE OF THINGS KIND OF MAY HAVE SIDELINE COUNCIL'S DESIRE TO EXPLORE THE TREE MITIGATION.

UM, BUT I THINK IT'LL COME BACK AROUND.

YES.

THE G P AND L FOR SURE.

THAT'S ONE OF THOSE THAT DID W A WE DON'T HAVE ANY BEARING ON IT AND B THERE'S REALLY NOT A WAY TO CHANGE IT.

IT IS WHAT IT IS WHEN YOU, WHEN YOU UNFORTUNATELY, PLANT TREES UNDER POWER LINES, UH, KEEPING THE LIGHTS ON TAKES PRECEDENCE OVER THE OVER, AND THEY DO A GOOD JOB OF PROPERLY PRINTING THEM THE WAY THEY CAN.

THEY JUST END UP LOOKING LIKE AN ALPHABET LETTER.

SO EXACTLY, EXACTLY.

ODDLY ENOUGH, THAT'S THE CORRECT WAY TO DO IT, BUT THE CORRECT WAY TO AVOID IT IS DON'T PLANT A TREE UNDER IT, BUT WE CAN'T DO ANYTHING.

WE CAN'T DO ANYTHING ABOUT IT ONCE IT'S DONE.

SO THE PROPER WAY TO AVOID IT HERE, IT'S NOT BRINGING IT UP BECAUSE IT'S NOT PART OF WHAT I'M NOT GOOD AT NOT BRINGING IT BACK.

AND AS FAR AS TREE SIGNS, WE'D LOVE TO DO THAT AT SPRING CREEK.

UH, WHAT ELSE, WHERE DO WE STAND ON THE DONATION PROCESS POLICY? UH, HAVEN'T HAD ANY PROGRESS ON THAT.

THAT MIGHT BE ONE THAT WE LOOK AT.

UM, ONCE WE START LOOKING AT THE GIFT, IT'S REALLY A GIFT CATALOG AND DONATION POLICY, AND THAT'LL BE SOMETHING WE KIND OF CONFER WITH THE LEGAL TEAM AND, AND IT JUST SOMETHING THAT WE CAN PUT TOGETHER, SHOULDN'T BE TOO DIFFICULT.

THAT WAY WE CAN ADVERTISE THINGS.

BUT WHAT THE POINT OF THAT IS, IS THAT YOU END UP, I THINK WE'VE ALL, PROBABLY GOT SOME STORIES IN THE PAST WHERE SOMEBODY GOOD INTENTIONS TO DONATE SOMETHING TO THE CITY ENDS UP BEING PROBLEMATIC.

THEY DON'T REALIZE THAT THE STANDARDS OF PLAYGROUNDS OR TREE PLANNING OR, YOU KNOW, WE DON'T WANT TO TAKE THINGS THAT DON'T MATCH THE ADOPTED, YOU KNOW, SITE FURNISHINGS OR BENCHES.

AND IT'S GREAT WHEN PEOPLE WANT TO DONATE BENCHES, BUT WHEN YOU TELL THEM HOW MUCH THEY REALLY COST, THEY'RE LIKE, OOH, I DIDN'T KNOW.

THAT'S NOT WHAT I HAD IN MIND.

RIGHT? YEAH.

YEAH.

PEOPLE THINK THEY KNOW WHAT A PLAYGROUND COST, BECAUSE THEY BOUGHT PUT ONE IN THEIR BACKYARD.

EXACTLY.

AND THAT'D BE AN ENTRY LEVEL CONTRIBUTION, BUT IT MIGHT BE A LITTLE STEP UP PERCENT OR YOU SEE THOSE WITH A LOT OF IT, A LOT OF THE PARKS THAT WE'RE GETTING TO GO TO GRANDSON IN THIS REC BASEBALL, I'M SEEING THE LOSS AND IT'S AMAZING WHAT THEY'VE DONE THE SUMMER.

AND MANY TIMES THEY DON'T SEEM TO BE THINGS THAT WOULD BE OVERLY COMPLICATED OR EXPENSIVE.

THEY'RE NOT CHEAP.

THEY'RE NOT CHEAP HERE.

ANYWAY, JUST A PIECE OF A PIECE OF I'M GETTING OKAY.

AND THE CDBG FUNDING UPDATE.

DOES ANYBODY REMEMBER WHAT THAT WAS? I DO NOT.

I KNOW THE ONLY THING I CAN THINK IT'S RELATED TO BUILDING FOR US THAT IT'S A FOOTBALL COURTS AND THAT'S HAPPENING.

SO THERE'S YOUR UPDATE.

YEAH.

DO YOU REMEMBER KATIE? OH, THAT'S RIGHT.

FOR, FOR STARS.

CAMP.

THAT'S RIGHT.

BUT THAT'S AN ONGOING, WE APPLY FOR IT EVERY YEAR AND IT'S KIND OF, IT'S, IT'S NOW BECOMING JUST AN OPERATIONAL, ONGOING PROCESS TO KEEP THAT CAMP GOING.

THAT'S THE PROBLEM WHEN YOU DON'T TELL US, WE KNOW SOME OF THESE HAVE BEEN YEAH.

WHICH IS, WHICH IS HAPPENING.

THAT THAT SHOULD ACTUALLY GO OUT TO BID HERE SHORTLY.

YEAH.

UM, SO, SO SOME OF THOSE THINGS WE CAN PROBABLY JUST X OFF THIS, THE, WHERE DO WE STAND ON BUNKER HILL? DID WE SELL THAT PIECE WE'VE BEEN AUTHORIZED TO AND IT'S, UM, UH, I DON'T BELIEVE IT TECHNICALLY HAS YET.

I THINK THAT THERE'S, YOU KNOW, AS THE CITY SEES ANY DEVELOPMENT OPPORTUNITIES UP THERE, THAT'S THE PIECE THAT THE CITY CAN OPT TO CONTRIBUTE TO ANY TYPE OF DEVELOPMENT, BUT I'M NOT AWARE OF ANY PARTICULAR TRANSACTION AT THIS POINT.

I THINK THERE'S BEEN SEVERAL.

AND I THINK IT'S BEEN, IT'S BEEN THIS EVOLVING PROCESS THAT, AND YOU'VE GOT SEVERAL PARCELS THERE THAT NEED TO BE ASSEMBLED FROM SEVERAL

[00:35:01]

OWNERS.

SO I DON'T REALLY KNOW WHERE ALL THAT STANDS OUT.

THOSE TYPES OF THINGS TEND TO BE IN EXECUTIVE SESSION LEVEL THAT I'M NOT PRIVY TO.

OKAY.

ON PARK, NAMING AND STUFF.

YOU KNOW, WE WERE TALKING ABOUT TOQUERVILLE LAST WEEK, LAST MONTH.

UM, YOU KNOW, WE HAD MADE A RECOMMENDATION ON THE CENTER COURT BEING CALLED THE JACK COLEMAN CENTER TO COURT.

AND I DIDN'T KNOW IF THAT WAS MOVING FORWARD OR IF IT GOT NIXED ALONG THE WAY.

DON'T THINK THAT WENT FORWARD, BUT LET ME DOUBLE CHECK.

OKAY.

UH, NO, WE HAVEN'T PROTECTED.

WE'RE TALKING ABOUT THE COURT.

THERE'S LIKE RIGHT OFF THE MA I'LL NEED TO CHECK.

I DON'T KNOW.

UM, I THOUGHT THAT WAS, THAT DISCUSSION WOULD HAVE BEEN HAD DURING THE BOB DAY NAMING DISCUSSION, UM, BECAUSE, AND I THINK WE EVEN TALKED ABOUT THE RECODE AND IN THE SUB-PARTS AT THE SAME TIME DISCUSSION ABOUT THE CENTER COURT, NAVY TENNIS CENTER, WE TALKED ABOUT THAT, BUT THAT STILL NEEDS TO GO, UH, FORWARD TO COUNCIL FOR A FINAL DETERMINATION ON WHAT THE PREFIX ON THAT.

OH, RIGHT.

WHETHER IT'S MAYOR BOB DAY OR NOT IT'S BOB DAY OR MAYOR BOB DAY.

GOT IT.

YEAH.

THEY'LL HAVE TO CORRECT THAT OR NOT.

YEAH.

WE CAN DO CITIZEN COMMENTS AT THE END.

YEAH.

OKAY.

MAN, WHERE YOU WANTING TO MAKE COMMENTS? OKAY.

WELL, YOU HAVE THE OPPORTUNITY TO MAKE A THREE MINUTE COMMENT.

IF YOU WANT OR CALL OR QUESTION OR ASK, ACTUALLY YOU CAN'T, YOU CAN'T ASK THESE QUESTIONS RIGHT.

LESS THAN STILL ON THE AGENDA.

WELL, THEY CAN, THEY, THEY CAN ASK QUESTIONS IF IT'S ANSWERABLE OR NOT.

OKAY.

IT DEPENDS.

WELL, WE'LL ASK YOU TO THINK ABOUT IT.

ALL RIGHT.

THANK YOU.

WHERE ARE WE ON THIS UNIT WHERE WE WERE TALKING ABOUT THIS LIST, WHICH WAS FUTURE AGENDA ITEM DISCUSSION, SINCE WE BUILT UP SUCH A LONG LIST.

SO I GUESS NOW WE'RE THE MONTHLY REPORTS.

YEAH.

I GUESS WE'RE DONE WITH THAT.

DID ANYBODY ELSE HAVE ANYTHING ELSE TO ADD? YEAH, OF COURSE.

I'M SORRY YOU GET THIS STUFF.

UH, OKAY.

UM, ON HARTFORD RECREATION CENTER AND AQUATIC CENTER, WE SAW THE, THE EARLY, UH, THE EARLY PRELIMINARY SITE PLAN ON THAT.

UM, HOW'S, HOW'S THAT ONE COMING ALONG IN THE MIDDLE OF THE CONCEPT, RIGHT? SO THEY'RE IN THE PROCESS OF, UM, EVALUATING THE FIRST ROUND OF COST ESTIMATES IN THE, WITH THE DD PHASE COST ESTIMATES THAT RIGHT.

THE DESIGN DEVELOPMENT PHASE.

UM, SO ONCE WE, UH, GO THROUGH THAT, WE'LL, WE'LL HAVE SOMETHING TO REPORT PROBABLY A LITTLE MORE USEFUL TO YOU AT THE NEXT MEETING.

I WOULD HOPE SO.

WHAT WE'LL, WE'LL BE KIND OF IN A LULL PERIOD BETWEEN DESIGN DEVELOPMENT KIND OF RECTIFYING ANY, IF THERE'S ANY BUDGET CHALLENGES AT THAT POINT BEFORE THEY MOVE INTO CONSTRUCTION DOCUMENTS, ARE WE GOOD? YEAH.

BEFORE WE GET TO CONSTRUCTION DOCTOR, UH, IS IT COMING ALONG PRETTY WELL WITH WHAT WE SAW IN THAT PRELIMINARY CONCEPT? IT'S PHENOMENAL.

IT IS.

BUT AGAIN, ONCE WE KIND OF DIGEST THAT THEY'RE WORKING ON THE ESTIMATES NOW VERSUS OUR AVAILABLE BUDGET.

AND SO AS SOON AS WE GET THAT AND GO THROUGH IT, AND IT'S A TEDIOUS LINE BY LINE KIND OF THING, UM, WE'LL SEE IF WE'RE ON BUDGET OR NOT.

THIS IS EASY TO, TO YOU TO HAVE DONE IT YEARS AGO.

OKAY.

YOU GOT THE JOHN PAUL JONES PARK, YOU AND I HAD A COUPLE OF CONVERSATIONS, THE RV CENTER COMING IN OUT THERE.

AND I WAS JUST WONDERING, IS I KNOW WE'RE GOING TO DO SHORELINE CLEAN UP ALONG THERE, BUT FROM EVERYTHING I'VE SEEN THAT ENDS AT ABOUT WHERE THAT RV PARK BEGINS, AND THIS MAY BE ANOTHER 300 FEET ACROSS THERE THAT, UM, JUST A SHORELINE CLEANUP WITHOUT ANY PUTTING IN ADDITIONAL THINGS IN THERE DOESN'T SEEM LIKE THEY WOULD HAVE THAT GREAT OF A COST, BUT IT COULD HAVE A, IT COULD HAVE A GOOD RESULT BY THE PEOPLE COMING IN THERE, BEING ABLE TO MORE EASILY USE THE LAKE ACCESS TO THE LIGHT.

AND RIGHT AT THIS POINT IN TIME, PROVIDE THEM WITH NOTHING.

I'D LIKE TO PROVIDE THEM.

SOME PEOPLE GO AHEAD AND DO THAT.

BUT SO WE HAVE CLEANED IT UP.

WE HAVE DONE SOME CLEANUPS.

SO IF YOU LOOK AT THE NOW WHEN YOU GO OUT THERE, THERE'S IMMEDIATELY A FRONT IN FRONT OF THAT.

WE TOOK A LOT OF THE BRAMBLES AND UNDERBRUSH OUT FROM UNDERNEATH THE GOOD TREES AND IT'S 98%

[00:40:01]

DONE.

UM, THEN ONCE WE GET THE, WE STILL HAVEN'T HEARD YET FROM THE TEXAS PARKS AND WILDLIFE ON A CONTRACT FOR THE GRANT, IT'S A LITTLE SLOW BECAUSE IT'S FEDERAL MONEY.

AND THEN WE'LL SEE HOW FAR THE IMPROVEMENTS CAN GO DOWN THERE.

BUT FOR NOW IT'S, IT'S PRETTY CLEAN.

AND WE WERE ACTUALLY MADE AWARE BY PARKS AND WILDLIFE ABOUT ANOTHER POSSIBLE, UH, GRANT OPPORTUNITY THAT WE'RE GOING TO EXPLORE, THAT WE MIGHT BE ABLE TO JUST STRICTLY ALLOCATE TO REPAIR, UH, WELL REPLACEMENT, REALLY OF THE TEE HEAD FISHING PIERS.

THAT WAY MORE, MORE MONEY CAN STAY IN THE OTHER PART OF THE PARK AND SEE HOW FAR WE CAN COME DOWN WITH IT.

BUT THERE HAS BEEN SOME CLEANUP DONE.

UH, MATT AND HIS TEAM DID A GREAT JOB.

UM, AND THEY ALSO GOT OUT INTO THE LAKE AS BEST THEY COULD AND CLEANED UP A LOT OF THOSE, UM, THE RAFT OF TRASH AND, AND DEAD LIMBS.

IT ALL COMES RIGHT BACK THE NEXT BIG RAIN.

SO YOU MIGHT'VE MISSED IT.

UM, BUT, BUT THE LAND ITSELF WAS, WAS, WAS TIE-DYED UP REALLY NICELY, YOU KNOW, A COUPLE MONTHS PROBABLY SINCE THEY'D TOTALLY FINISHED IT MAT, NOT THAT THEY DID IT THIS WINTER.

THANK YOU FOR THAT.

AND THEN LET'S SEE, I HAVE ONE, UM, ON THE SECOND PAGE TRAILS OR GREENBELTS, THEY HAVE A LOT OF BARK ON THE PIER IMPROVEMENTS.

OKAY.

AVALON PARK IS DEFINITELY A HIDDEN JEWEL.

UM, WHEN IT WENT THROUGH THERE, THERE, THE DAY AFTER WE TALKED ABOUT THIS LAST MEETING AND I'VE BEEN FAMILIAR WITH THAT NEIGHBORHOOD FOR 35 YEARS, NEVER EVEN KNEW DEPARTMENTS THERE.

SO I WENT DOWN IN THERE AND I LOOKED AT WHAT WE HAD ON, WOW.

WE'VE, WE'VE REALLY GOT, UM, MINIMAL, BUT THERE'S GOOD, UH, WORK ON IT.

AND THE THING I WOULD ASK IS THAT WHEN WE'RE COMING UP TO LOOK AT THIS THING, IF WE CAN GET SOME KIND OF AN ENTRY MONUMENT SO THAT PEOPLE WOULD ACTUALLY KNOW IT'S THERE, BECAUSE YOU'VE GOT TO COME OFF A GUTHRIE AND GO DOWN A BLOCK OR TWO, AND THEN TURN WITH, GO PASS HOUSES, TURN LEFT.

AND BEFORE YOU CAN EVEN BEGIN TO SEE THE PARK, AND THEN ALL OF A SUDDEN, YOU JUST BOOM, OPENS UP TO A BEAUTIFUL POTENTIAL PARK FOR THAT AREA, QUICK SUMMARY OF THE, OF THE SIGN PROGRAM.

SO WHEN WE ADOPTED THE NEW SIGN STANDARDS, IF YOU PUT MONUMENTATION WHERE YOU'VE GOT YOUR PRIMARY ENTRY, YOUR SECONDARY, THEN YOU'VE GOT VEHICULAR, WAYFINDERS PEDESTRIAN, WAYFINDERS SO FORTH.

AND SO ON.

WE'RE LOOKING AT ABOUT A TWO, TWO AND A HALF MILLION DOLLAR PROJECT TO DO ALL 63 PARKS THE WAY IT SHOULD BE DONE.

SO WHEN WE HAVE THE OPPORTUNITY IN A PROJECT BUDGET, IF WE CAN FIND THE MONEY TO PUT THE SIGNAGE IN WITH THE PROJECT, WE WILL OTHERWISE THEIR, THEIR CIP BUDGET REQUEST.

AND SO FAR WE HAVEN'T MADE THE CUT ON THOSE.

I THINK EVENTUALLY IT WILL BE OUR TURN IN THAT REGARD, BUT IT MAY BE, IT COULD BE A TEN-YEAR PROGRAM TO PUT THAT MUCH SIGNAGE IN.

SO RIGHT NOW THE BUDGET IS FOR THE FISHING PIER REPLACEMENT, WHICH WILL BE REALLY NICE.

AND THEN THE NEW OUTFALL STRUCTURE, SHOULD THERE BE MONEY LEFT OVER IN THAT PROJECT? THAT'S WHAT WE WOULD LIKE TO DO WITH IT IS PUT THAT TYPE OF SIGNAGE WHEN WE CAN.

SO IT'S HARD TO PROMISE.

WE KNOW IT'S A NEED, BUT IT'S LIKE EVERYTHING ELSE.

SAME THING WITH THE LIGHTING, IT'S ALL ABOUT THE MONEY.

IF THE MONEY'S AVAILABLE, IT'S A DONE DEAL.

BUT SHORT OF THAT, IT'S A STAYS ON THE WISHLIST.

I JUST, THAT PARTICULAR ONE THAT AT THE POINT THAT 40 YEARS AND NEVER REALLY KNEW THAT TODD WAS THERE AND MY ACCOUNTANT, HE AND HIS WIFE, UH, UH, I JUST THINK THERE'S A PLACE OR SOMETHING.

WE CAN'T DO EXACTLY WHAT WE NEED.

AT LEAST SOMETHING THAT LETS PEOPLE KNOW THIS THERE'S, I'M BIG ON INVITING PEOPLE IN WHEREVER IT IS AND BOTTOM END, BUT YOU GOT THEM IN.

YOU'VE GOT TO GET THEM TO SEE, TO KNOW THAT YOU'RE THERE TO NOTICE.

AND SO THAT'S REALLY NICE GUY.

NO.

ANYTHING ELSE? ANY OTHER QUESTIONS I WAS GOING TO SAY ON THE TROUT, LILY WALK IT'S SPRING CREEK FOREST.

THE OTHER DAY, WE HAD 85 ATTENDEES, 85 PEOPLE, SORT OF 15 VOLUNTEERS.

AND, UM, WE HAD THE HELPFUL HONDA FOLKS.

THEY SHOWED UP AND HANDED OUT WATER AND VARIOUS SANTA HAND SANITIZERS AND THINGS THAT ARE USEFUL IN TODAY'S WORLD.

UM, I DO HAVE ONE THING, THE SKATEBOARD.

I KNOW I WAS TALKING TO MATT A LITTLE BIT ABOUT IT.

GET FUNDING FOR THINGS.

YES, NOPE, NO FUNDING FOR A FENCE AROUND THE PERIMETER, THE SKATE PARK OR THE, OR THE PARK MORE CONCERNS AS Y'ALL DO, SHUT THAT DOWN.

IT'S A CHALLENGE.

IT HAS A FENCE AROUND IT NOW

[00:45:02]

AND IT DOESN'T WORK A TEMPORARY FENCE.

IT'S A CHAIN LINK THAT WE REPAIR WEEKLY.

BUT IF IT, YES, IT'D BE ONE OF THOSE THINGS THAT FROM A MANAGEMENT STANDPOINT, IF WE JUST SEE THAT ANOTHER STEP NEEDS TO BE TAKEN, IT'S SOMETHING WE'D LOOK AT.

CAUSE ABSOLUTELY.

OH, WITHOUT A DOUBT, THAT'S SEEN THAT DONE MANY TIMES, IF THEY'RE GOING TO ABUSE IT, THEN YOU GET TO NOT USE IT UNTIL WE GET AROUND TO FIXING IT.

I THINK THE BIG PROBLEM IS THE PEOPLE THAT USE IT ARE DIFFERENT THAN THE PEOPLE THAT ABUSE IT GENERALLY.

YEAH.

SO THEY'RE NOT THE ONES THAT SUFFERED THE, NOT BEING ABLE TO USE IT.

WE HAVE APPROXIMATE TIME FOR THAT SKATE PARK ITSELF HAS DONE, BUT THE REST OF THE PARK AROUND IT IS FAR FROM DONE.

SO IT'S GOING TO TAKE SOME TIME BEFORE WE COULD OPEN AND SAFELY LET PEOPLE IN.

IT'S REALLY GOTTA BE THE COMPLETED PHASE.

ONE PROJECT OF IRRIGATED IN SOD.

IT'S JUST, IT'S GOING TO BE A REAL CHALLENGE IT TO, TO ACCOMMODATE FOLKS COMING IN EARLY.

I DON'T HAVE, I DON'T HAVE AN UPDATED TIMELINE, BUT I'LL LET ME, LET ME GET ONE LETTER BY NO, IT'S A SIGN OF THE TIMES THAT THE EGG SCRAMBLES BACK.

RIGHT.

WE'RE ALLOWED TO DO THAT AGAIN IN ALL ITS GLORY.

OKAY.

ANY OTHER QUESTIONS WOULD YOU LIKE TO ADDRESS THE BOARD? OKAY.

YOU ALWAYS WALK THEM BACK.

THANK YOU VERY MUCH.

OKAY.

UH, WITH REACHING THE END OF THE AGENDA, I HAVE SEVEN 50 AND THIS MEETING IS ADJOURNED.

THANK YOU GUYS.
