I HAVE WITH ME, MAYOR PRO TEMPTED WHEN HETRICK AND COUNCIL MEMBER ED MOORE, ALONG WITH ASSISTANT CITY MANAGER, JUD REQ A HOST OF OTHER LUMINARIES, AND LET'S GET RIGHT TO IT. FIRST ITEM ON THE AGENDA IS APPROVAL OF THE FEBRUARY 15TH, 2022 MEETING MINUTES. HAVE Y'ALL HAD A CHANCE TO LOOK AT IT. I HAVE A MOTION AND SECOND, ALL THOSE IN FAVOR. AYE. AYE. AND WITH THAT, THE MINUTES ARE APPROVED. UH, THE ONLY OTHER ITEM, WELL, ITEM TWO IS DISCUSS THE PROCESS AND PRINCIPLES FOR RESTRICTING ON STREET PARKING. THIS WAS AN ITEM THAT WAS PUT INTO COMMITTEE BY, UM, DEPUTY MAYOR PRO TEM, BJ WILLIAMS, IF I RECALL CORRECTLY, LUKEY. OKAY. SO I'VE NEVER ACTUALLY, UH, WE'VE NEVER HAD A WRITTEN ANYTHING WRITTEN ON THIS. SO I HAD TO KIND OF COME UP WITH THIS. UM, WE HAVE HAD A PROCEDURE FOR A LONG TIME, BUT IT'S NOT WRITTEN DOWN. SO I HAD TO PUT DOWN WHAT'S WHAT WE'VE BEEN DOING FOR THE LAST 20 OR 30 YEARS. SO, UM, SO WHAT I'VE COME UP WITH IS THE, AS THE SEVEN PRINCIPLES OF PARKING, I ACTUALLY DIDN'T SET OUT TO COME UP WITH SEVEN, BUT THAT'S JUST WHAT, WHAT ENDED UP AS, SO IT WORKED OUT, UM, THIS IS WHAT THEY ARE, UH, AND I'LL EXPLAIN WHAT EACH ONE OF THESE ARE, BUT NO SHRINKAGE, LEAST RESTRICTIVE PROTECT, PROTECT HOME, FRONTAGE, UNIQUE SOLUTION, ADEQUATE PARKING FOR PROPERTY FOR NEIGHBORHOOD AND BALANCED. OKAY. SO NO SHRINKAGE. THAT JUST MEANS THAT, UM, THE CARS AREN'T GOING TO DISAPPEAR, THEY'RE GOING TO GO SOMEWHERE. SO WHEN WE LOOK AT A PARKING PROBLEM, WE LOOK AT IT AND GO, OKAY, IF WE BAN PARKING HERE, WHERE ARE THEY GOING TO GO? BECAUSE THEY'RE NOT, YOU KNOW, TYPICALLY THEY'RE NOT GOING TO LEAVE THE AREA THEY'RE, THEY'RE GOING TO, THEY'RE GOING TO FIND SOMEWHERE ELSE TO PARK NEARBY. SO WE WANT TO MAKE SURE THAT IF WE BAN PARKING IN ONE PLACE, IT DOESN'T CREATE AN EVEN WORSE PROBLEM, UM, WHERE THEY MOVED TO LEAST RESTRICTIVE. THAT'S, THAT'S ESSENTIALLY SAYING THAT WE WANT TO, UH, ONLY BAN AS MUCH PARKING AS IS ABSOLUTELY NECESSARY AND NO MORE SO THAT, UH, BECAUSE IN A LOT OF THINGS WE DO, WE, WE ALWAYS END UP WITH UNINTENDED CONSEQUENCES. IF WE TRY TO DO TOO BIG OF AN AREA, THEN THAT'S JUST EVEN MORE POTENTIAL FOR MORE UNINTENDED CONSEQUENCES. SO WE TRY TO KEEP THE, THE PARKING RESTRICTIONS AS SMALL AS POSSIBLE TO AVOID THAT, UH, HOME FRONTAGE. SO MOST PEOPLE ME INCLUDED AND PROBABLY EVERYBODY HERE FEELS LIKE, YOU KNOW, THAT SPACE IN FRONT OF MY HOUSE. I HAVE SOME KIND OF RIGHT TO, AND, AND THAT'S, UH, YOU KNOW, I GET FIRST DIBS ON THAT SPACE AND I KIND OF HAVE SOME SAY OVER WHAT HAPPENS THERE. UM, IF MY NEIGHBOR PARKED IN FRONT OF MY HOUSE FOR, YOU KNOW, FIVE YEARS, THAT WOULD NOT MAKE ME VERY HAPPY. AND MOST PEOPLE WOULDN'T, WOULDN'T BE OKAY WITH THAT. SO, UM, IT KIND OF TRANSLATES INTO, YOU KNOW, IF, IF, IF MY NEIGHBOR WANTS TO BAN PARKING IN FRONT OF MY HOUSE, YOU KNOW, THAT'S, I HAVE A PROBLEM WITH THAT TOO. AND THAT'S, UH, WE, WE TRY TO AVOID THAT AT ALL COSTS. I MEAN, THERE ARE SOME CASES WHERE, UH, YOU CAN'T AVOID THAT. IT, IT ENDS UP, YOU KNOW, THERE'S, THAT THAT'S ENDS UP BEING THE BEST THING FOR EVERYONE, BUT, UM, WE TRY TO TRY TO REALLY, REALLY NOT DO THAT. UM, AND I, I WILL SAY THAT THE TIMES WE HAVE DONE THAT THE WEEK WE GET THE CALLS, THE QUICKEST AND THE LOUDEST AND THE, AND, AND THE MOST PERSISTENT, AND THEY TEND TO NOT, NOT GO AWAY BECAUSE THEY, UH, LIKE I SAID, THEY, THEY HAVE SOME OWNERSHIP THERE. SO, UM, IF WE DO HAVE TO D BANNED PARKING IN FRONT OF SOMEONE'S HOUSE, UH, WE TRIED TO, UM, PUT THE SIGNS ON THE PROPERTY LINES, TRY TO AVOID PUTTING THE SIGNS DIRECTLY IN FRONT OF THEIR HOUSE. UM, THAT'S, THAT'S, YOU KNOW, JUST, AND WE DON'T REALLY TRY TO DO THAT WITH ALL SIGNS. WE TRY NOT TO PUT THEM IN DIRECTLY IN FRONT OF PEOPLE'S HOUSES. UM, AS I'M GOING THROUGH THESE, THESE ARE ALL THE PRINCIPLES THAT WE USE, THE, THE PRINCIPLES WE USE FOR ANY, ANY SITUATION OR ALL THE SAME, BUT THE, BUT THE SOLUTION FOR EVERY LOCATION IS GOING TO BE UNIQUE. SO RECOGNIZING THAT, YOU KNOW, JUST BECAUSE WE DO, UH, UH, SOLVE THIS PROBLEM OVER HERE AND THIS WAY, WE'RE NOT GONNA APPLY THAT EXACT SAME SOLUTION TO THIS PROBLEM OVER HERE. SO, UM, WE TRY TO, WE TRY TO EXPLAIN THAT TO THE CITIZENS, BECAUSE THEY SAY, WELL, YOU DID THAT OVER HERE. WHY CAN'T YOU DO THAT HERE? AND IT'S LIKE, WELL, THAT WAS A LITTLE DIFFERENT SITUATION, BUT HERE'S THE PRINCIPLES THAT WE'RE GOING BY, THAT WE'RE USING THERE. AND THEY'RE CONSISTENT WITH WHAT WE'RE DOING OVER HERE. UM, ADEQUATE PARKING. WE WANT TO MAKE SURE THAT EACH, EACH RESIDENT RESIDENTIAL PROPERTY HAS, UM, AN ADEQUATE NUMBER OF PARKING SPACES FOR, FOR THEM. TYPICALLY, IF THEY HAVE A GARAGE, [00:05:01] YOU KNOW, THEY'LL HAVE ONE OR TWO SPACES, THEY'LL HAVE ONE OR TWO SPACES IN A DRIVEWAY, AND GENERALLY YOU NEED ANOTHER ONE OR TWO SPACES ON THIS, ON, YOU KNOW, ON NEARBY FOR, YOU KNOW, IF YOU HAVE TEENAGERS, IF YOU HAVE SPECIAL EVENTS, IF YOU HAVE, UM, YOU KNOW, WE HAVE A SUPER BOWL PARTY OR SOMETHING LIKE THAT, THEN YOU'RE GOING TO HAVE, UM, YOU KNOW, ONE TO TWO SPACES IS TYPICALLY ENOUGH FOR, FOR A, UM, A RESIDENCE. AND WE ALSO WANT TO HAVE THAT TO BE WITHIN A REASONABLE WALKING DISTANCE TO, TO THE PROPERTY. UM, SIMILARLY, UH, ADEQUATE PARKING FOR THE NEIGHBORHOOD AS A WHOLE. UM, IF WE ONLY HAVE ENOUGH PARKING FOR JUST, JUST THE RESIDENTS TO PARK THERE, AND SOMEONE HAS A SUPERBOWL PARTY, THEN ALL OF A SUDDEN YOU DON'T HAVE ENOUGH. NOW, NOT EVERYBODY HAS A PARTY AT THE SAME TIME. NOT EVERYBODY HAS A SUPERBOWL PARTY AT THE SAME TIME. AND SO, YOU KNOW, JUST HAVING A LITTLE EXTRA SPACE, YOU KNOW, IN DIFFERENT PLACES IS, IS ENOUGH TO MAKE SURE YOU'VE GOT THAT TAKEN CARE OF. AND LASTLY, UM, BALANCED IS, IS REALLY LOOKING AT LONG-TERM VERSUS SHORT-TERM, UM, PROBLEMS AND NEEDS. UM, THIS IS TYPICALLY AROUND SCHOOLS, UM, YOU KNOW, SCHOOL TRAFFIC ISSUES AND PARKING ISSUES TEND TO BE, UH, A FIVE MINUTE OR A 15 MINUTE, YOU KNOW, REALLY INTENSE. IT'S A, IT'S A REAL INTENSE PROBLEM, BUT IT'S FOR A VERY SHORT AMOUNT OF TIME. AND SO WHAT YOU WOULD DO THERE, PARKING RESTRICTIONS YOU MIGHT WANT FOR THAT FIVE MINUTE PROBLEM THAT TO SOLVE THAT ARE GOING TO BE TOO DRACONIAN FOR ALL OF THE REST OF THE TIME THAT, THAT THOSE, THAT, THAT, YOU KNOW, THAT STREET IS NO CARS ON IT. SO WE TRY TO BALANCE THOSE TWO THINGS AND REALLY LOOK AT THE LOOK AT THE BIG PICTURE OF, OF WHAT'S, UH, WHAT'S IN THE BEST INTEREST OVERALL. SO THAT'S THE SEVEN PRINCIPLES. UM, I'LL RUN THROUGH THE PROCESS THAT WE GO THROUGH THAT WE, YOU KNOW, W THIS IS KIND OF WHAT WE'VE DONE FOR, AS LONG AS I'VE BEEN HERE, I'M A CITIZEN AND HOA BOARD, UH, UH, COUNCILMAN, A, A, ANOTHER DEPARTMENT MAY COME TO US AND SAY, HEY, WE'VE GOT A PARKING PROBLEM HERE. AND WE WANT, WE WANT TO, WE'D LIKE TO BAN PARKING. WELL, WE USUALLY STEP BACK FOR FIRST AND SAY, OKAY, WHAT'S, WHAT'S THE PROBLEM. YOU KNOW, WHAT'S GOING ON THERE THAT YOU FEEL LIKE YOU NEED A PARKING RESTRICTION AND WE'LL GO OUT AND INVESTIGATE. WE'LL MAKE SOME OBSERVATIONS IN THE FIELD. WE'LL, UH, COLLECT SOME DATA. YOU KNOW, HOW, WHEN IS THE PARKING HAPPENING? WE MIGHT DO SOME TRAFFIC COUNTS, UM, DO SOME PARKING COUNTS, YOU KNOW, HOW MANY PEOPLE ARE REALLY PARKING, WHERE ARE THEY PARKING? UM, AND WE MIGHT, WE'LL, WE'LL TRY TO DISCUSS WITH, WITH OTHER RESIDENTS IN THE AREA, AND ALSO OTHER DEPARTMENTS, IF SOMEONE'S COMPLAINING ABOUT, YOU KNOW, A FIRETRUCK BEING ABLE TO GO DOWN THE STREET, THEN WE'LL GO TALK TO THE FIRE DEPARTMENT, SAY, HAVE YOU HAD ANY PROBLEMS WITH, YOU KNOW, GETTING DOWN THIS STREET, UM, AFTER THAT WE'LL, WE'LL REVIEW THEM. AND THEN WE'LL REVIEW THEM WITH THE, WITH THE PERSON THAT REQUESTED THAT. AND WE'LL TRY TO COME TO SOME TYPE OF A COLLABORATIVE EFFORT TO DETERMINE, YOU KNOW, WHAT'S, WHAT'S THE MOST APPROPRIATE, YOU KNOW, LEAST RESTRICTIVE PARKING THAT WE CAN DO. THAT'S GONNA ADDRESS THE ISSUE AFTER THAT AT FOR, FOR PROBLEMS THAT ARE, IF WE JUST NEED TO BAN PARKING FOR A HUNDRED FEET OR LESS, WE CAN GO TO, UH, WE CAN DO THAT. UH, THE CITY MANAGER CAN SIGN A MEMO, BASICALLY THE BAND'S PARKING FOR LESS THAN A HUNDRED FEET. UM, THAT'S A MUCH MORE EXPEDIENT WAY TO DO IT. IT'S ALSO, UM, ALSO ALLOWS US TO ADJUST, UM, A LITTLE QUICKER AS THINGS, YOU KNOW, WE'LL TRY THAT IF THAT WORKS, THEN THE GREAT WE'RE DONE, IF IT'S NOT, AND WE NEED TO MAKE SOME OTHER ADJUSTMENTS, THAT'LL, IT'S EASIER TO DO THAT. THEN, THEN TO GO THROUGH THE PROCESS OF GOING THROUGH COUNCIL AND CAUSE THAT IT TAKES A MONTH AND IT JUST, IT JUST MAKES, IT TAKES A LONG TIME TO, TO MAKE ALL THAT HAPPEN. UM, AFTER, AFTER THAT'S DONE, WE INSTALL THE SIGNS AND, AND THE MARSHALL'S OFFICE, UH, ENFORCES THEM. UM, THERE'S A FEW THINGS I WANT TO MENTION. AND THEN, THEN I'M DONE THE, UH, THERE'S A FEW STATUTORY RESTRICTIONS THAT ARE JUST THERE WITHOUT US PUTTING ANY PARTNER RESTRICTIONS ON HE CAN'T PARK WITHIN 30 FEET OF A STOP SIGN, A YIELD SIGN, OR A TRAFFIC SIGNAL, UH, WITHIN 20 FEET OF A CROSSWALK, 15 FEET OF A FIRE HYDRANT, UM, OBVIOUSLY WITHIN A HANDICAP SPACE, A LOADING ZONE, AND THEN GARLAND HAS A FEW, UM, OTHER JUST BLANKET RESTRICTIONS, NO OVERNIGHT COMMERCIAL PARKING AND ALSO, UH, NO PARKING WITHIN 30 FEET OF AN INTERSECTION. SO THAT'S WHAT I'VE GOT. AND, UH, I'LL, I'LL TURN IT BACK OVER TO YOU TO ANY QUESTIONS OR COMMENTS OR UNBALANCED. DAN SAYS YOU HAVE YOU EVER, OKAY, GREAT JOB. WONDERFUL. I REALLY LIKE WHAT YOU'VE DONE WITH THIS. IT SEEMED TO DOES, [00:10:01] UH, ONE OF THE THINGS THAT I WAS THINKING ABOUT AS HE WAS GOING THROUGH, IT SEEMED THAT WE WERE LOOKING AT TRYING TO DO SOMETHING THAT WAS CONSISTENT. AND IT SOUNDS LIKE YOU'VE ALREADY SAID THAT NO, IT'S GOING TO BE LOCALIZED. AND THAT IS EACH INDIVIDUAL SITUATION IS GOING TO PERTAIN UNTO ITSELF. THAT'S HOW WE'RE GOING TO BE DEALING WITH YOU, THAT WHAT I'M HEARING, RIGHT. AND THE CONSISTENCY THOUGH, WILL COME WITH THE PRINCIPLES THAT WE APPLY TO EACH SITUATION. YEAH, I AGREE. IF YOU LOOK AT WHAT WE JUST PASSED AND COUNCIL MEETING, THE LAST MEETING, ONE WAS AN INDUSTRIAL AREA. THE OTHER WAS A RESIDENTIAL NEIGHBORHOOD. I MEAN, THOSE ARE VASTLY DIFFERENT PARKING USES THAT REQUIRE DIFFERENT SOLUTIONS. ONE WAS NARROW STREETS, 24 FOOT WITH, AND THE OTHER WAS A WIDE OPEN INDUSTRIAL AREA WHERE 18 WHEELER PARKING WAS THE ISSUE. SO I DON'T THINK YOU CAN COME UP WITH A POLICY THAT WOULD BE GENERAL ENOUGH VIET SPECIFIC TO HANDLE THOSE VARIOUS SITUATIONS. SO I'M FINE WITH THESE PRINCIPLES. AND I THINK IT'S LEAVING IT UP TO THE PROFESSIONALS TO, I LIKE THIS, SEEING THIS PROCESS THAT THEY'RE WORKING WITH, THE PERSON WHO CONTACTED THEM AT THE SAME TIME THAT I THINK IT'S A GREAT PROCESS. UM, I'M PRETTY MUCH FINE WITH THE, I AGREE WITH, WITH YOU DOING ON THE, IS THERE WITH THOUSANDS OF LANE MILES IN THE STREETS, AND THAT MEANS THOUSANDS OF PARKING MILES AS WELL, PROBABLY. AND, UM, THEY'RE VERY DIFFICULT. EVERY EVERYONE IS DIFFERENT. EVERY STREET IS DIFFERENT, EVERY CIRCUMSTANCE IS DIFFERENT. UM, AND, AND KIND OF, UM, I, I DO AGREE THOUGH, PARTICULARLY WITH WHAT YOU, WHAT WAS UP EARLY IN THE PRESENTATION THAT YOUR PARKING RESTRICTIONS SHOULD KIND OF BE A LAST RESORT IN THAT BECAUSE THE CARS HAVE TO GO SOMEWHERE. AND I THINK WE'RE SEEING THAT NOW. WE'VE SEEN THAT OVER THE LAST FEW YEARS, UH, WITH THE EFFORTS TO RESTRICT PARKING ASSOCIATED WITH KIDS IN SCHOOLS AND STUFF. AND, YOU KNOW, WE'VE HAD A COUPLE OF THOSE, SOME OF THEM, I STILL DON'T UNDERSTAND WHY WE ACTUALLY RESTRICTED THE PARKING AT ALL OTHER THAN MAYBE SOMEBODY COMPLAINED. UM, AND, AND I THINK I, WHAT I'M THINKING OF SPECIFICALLY IS, YOU KNOW, SO WE'VE BEEN, YOU KNOW, WE'VE AFFECTED, WE BANNED PARKING ON 11TH STREET DURING SCHOOL HOURS AND WE'VE BANNED PARKING ON, IS IT AVENUE F WAS THERE IS THAT TO GOD, I THINK IT HAPPENED WHILE YOU WERE HERE THINKING OF HALF PARK WHERE IT'S NEAR NAME IT FOR SCHOOL ALSO THAT IT'S IN THE PARK. YEAH. AND I KNOW WE HAVE ISSUES SOMEWHERE, BUT THERE'S THAT AREA RIGHT NEXT TO GRANGER RECREATION CENTER IS THAT AVENUE F RIGHT THERE. YEAH. IT'S A, IT'S THE HIGH SCHOOL KIDS THAT ARE PARKING THAT THAT'S, THERE'S A LOT OF PROPER PARKING PROBLEMS AROUND GARLAND HIGH SCHOOL, JUST FROM, FROM KIDS PARKING IN THE NEIGHBORHOOD. AND, AND IT, I THINK IT'S NOT SO MUCH THE PARKING THAT PEOPLE HAVE HAVE, IT'S THE PROBLEM. IT'S, IT'S THE KIDS LOITERING AND ALL THE THINGS THAT KIDS DO WHEN THEY'RE HANGING OUT. SO, RIGHT. WELL, I JUST REMEMBER THERE WAS THAT ONE AREA THAT'S LIKE, DUDE HAS A HOUSE AND THEN IT HAS A VACANT FIELD THAT HE OWNS NEXT TO HIS HOUSE. AND WE'VE BEEN PARKING IN FRONT OF THE, I STILL HAVEN'T, I'VE NEVER FIGURED OUT WHY, BUT WE VAN PARKING THERE, YOU KNOW? SO I WOULDN'T MIND A PRINCIPLE OF IT THAT INDICATES THAT IT'S KIND OF A LAST RESORT AND THAT IT'S LIKE, JUST BECAUSE SOMEBODY HAS A COMPLAINT AND THIS IS MY THING, JUST BECAUSE SOMEBODY DOESN'T HAVE A COMPLAINT DOESN'T MEAN THAT WE HAVE A PROBLEM. RIGHT. I MEAN, JUST, I MEAN, YEAH. I MEAN, IT'S, IT'S, IT'S A LITTLE DIFFICULT SOMETIMES. I MEAN, WE CAN'T BE EVERYWHERE ALL THE TIME. SO WE, WE DO RELY ON, ON THE CITIZENS INPUT TO, TO SAY, HEY, WE HAVE A PROBLEM HERE. AND AS LONG AS OUR, OUR GENERAL CONCEPT, I GUESS ON THAT IS IF, IF FOR INSTANCE, I MEAN, I, YOU KNOW, ONE OF THE THINGS I BROUGHT UP WAS IF, IF PEOPLE WANT TO BAN PARKING IN FRONT OF THEIR OWN HOUSE, YOU KNOW, OKAY, IF YOU'RE, IF YOU WANT A BAND PARKING IN FRONT OF YOUR HOUSE, THEN WE'LL DO IT. AND THAT IT'S HAPPENED ONCE OR TWICE, BUT, AND, AND THERE WERE, THERE WERE REASONS FOR IT AND WE CAN GO INTO ALL THAT, BUT IT'S, BUT IT'S, YOU KNOW, IF, IF SOMEONE WANTS TO DO THAT, THEY'RE THE ONES THAT KIND OF HAVE A SAY IN THAT. BUT IF, BUT IF YOUR NEIGHBOR WANTS TO BARK AND PARK BANNED PARKING IN FRONT OF YOUR HOUSE, THEN THAT'S WHERE IT BECOMES A PROBLEM. I MEAN, I GUESS I LOOK AT IT A LITTLE DIFFERENTLY, WHICH IS THAT THE STREETS ARE OWNED BY ALL OF THE PEOPLE, ALL OF THE RESIDENTS, EVERYBODY WHO PAYS TAXES, THOSE PUBLIC STREETS. AND I SPENT A LOT OF TIME TELLING PEOPLE THAT THEY CANNOT DETERMINE WHO PARKS IN FRONT OF THEIR HOUSE BECAUSE THEY DON'T IT. AND SO I WOULD, UM, EXCEPT IN EXTRAORDINARY CIRCUMSTANCES, I WOULDN'T LET SOMEBODY BAN PARKING IN FRONT OF THEIR HOUSE. NOW I KNOW WE'VE TALKED ABOUT, YOU KNOW, [00:15:01] MAILBOXES AND IT, AND IT GETS OVER THE TOP IN SOME OF THESE NEIGHBORHOODS. UM, BUT I WOULDN'T LET SOMEBODY SAY, NOBODY CAN PARK IN FRONT OF MY HOUSE, INCLUDING ME, BECAUSE THAT'S NOT, BECAUSE IT GOES BACK TO THE FACT THAT IT'S NOT THEIRS. RIGHT? YOU DON'T OWN, YOU DON'T, YOU DON'T OWN THAT, THAT STRIP OF CURB OR PARKING AREA OR WHATEVER WE CALL IT, WHICH IS WHY IT'S, YOU KNOW, LET ME, LET ME REPHRASE. UH, I MEAN, IN PART OF THE SOLUTION WAS TO BE IN PARKING IN A CERTAIN AREA. IT WAS IN FRONT OF THIS PERSON'S HOUSE, BUT THEY WERE SUPPORTIVE OF IT BECAUSE THEY SAW THE PROBLEM OF RIGHT. AND I GUESS THAT FALLS ON WITH WHAT WE'VE TALKED ABOUT AS WE DO SPEED HUMPS AND OTHER STUFF. AND IF WE'RE MAKING THEM, LIKE, IF SHE CAME, YOU KNOW, HOW ARE WE GOING TO, I RECOGNIZE WE MAY HAVE THOSE ISSUES, BUT I GUESS I STILL, I STILL THINK BACK TO THAT ISSUE ON AVENUE F AND LIKE SOME GUYS, LIKE, I HAVE MORE SYMPATHY FOR SOMEONE WHO SAYS, I DON'T WANT THEM TO PARK IN FRONT OF MY HOUSE AND SOMEBODY WHO'S LIKE, I DON'T WANT THEM TO PARK IN FRONT OF MY VACANT FIELD. SO I DON'T KNOW IN THAT INSTANCE, I THINK IT JUST PUSHED THAT PROBLEM ELSEWHERE AND WILL CONTINUE TO, UNTIL WE ADDRESS THE UNDERLYING ISSUE. BUT DID YOU HA YOU, ARE YOU, UH, YOU LOOK LIKE I WAS ABOUT TO INTERRUPT YOU WITH NO, I DON'T HAVE, UM, I'M FINE WITH IT, WITH THE CURRENT PROCESS. SO I HAVE NOTHING TO ADD TO THAT. I JUST WANT TO CLARIFY. OKAY. I JUST WANT TO CLARIFY, BECAUSE WHAT I THINK I JUST HEARD VERSUS WHAT I THOUGHT, I READ SOUND THAT DIFFERENT. UH, WE'RE NOT, I AGREE THAT THE STREETS ARE PUBLIC, SO WE'RE NOT ADVOCATING THAT, UH, IF A PERSON COMES UP AND SAY, I DON'T WANT TO PARK IT IN FRONT OF MY HOUSE, THAT AFTER WE GO OUT AND TAKE A LOOK TO SEE, AND THERE THERE'S NO REAL REASON FOR IT. WE'RE NOT ADVOCATING THAT THAT PERSON WOULD GET THAT. NO, NO, NO, NO, NO. I, I, I SHOULDN'T HAVE SAID THAT. OKAY. ALL RIGHT. I THINK I DID NOT PUT THAT VERY WELL. AND WHEN WE TRY NOT TO BAN PARKING IN FRONT OF SOMEONE'S HOUSE, UNLESS, YOU KNOW, UNLESS IN CERTAIN CIRCUMSTANCES WHERE THERE'S A TRAFFIC PROBLEM, THERE'S, THERE'S A NEED TO DO THAT. I'VE SEEN SITUATIONS WHERE THERE ARE THE HANDICAPPED PERSON IN THE HOUSE, AND THEY REALLY DO NEED TO HAVE THAT CAR OUT FRONT. AND SO CAN'T NOBODY ELSE PARKED THERE FOR WHATEVER THE REASON MAY BE, BUT JUST BECAUSE SOMEONE PARKED IN FRONT OF MY HOUSE AND I DON'T LIKE IT, WE WOULD NOT. WE GIVE THAT VERY CAREFUL CONSIDERATION THAT THAT PERSON MAY ACTUALLY GET THAT YOU SAID THAT YOU'RE GOING TO GO OUT ALSO, AND YOU'RE GOING TO LOOK THE SITUATION OVER. RIGHT. AND ONCE YOU LOOK IT OVER, IF IT'S JUST A MATTER OF PEOPLE PARKING IN FRONT OF THAT PERSON'S HOUSE, THEY WOULD NOT NECESSARILY GET A NO PARKING. NO, IT HAS TO BE A PROBLEM. I MEAN, THERE'S GOTTA BE SOME KIND OF AN ISSUE WITH THAT. AND, AND, AND YEAH, AND THE, THE STREET IS A PUBLIC STREET. ANYONE CAN PARK ANYWHERE THEY WANT. RIGHT. SO THAT'S GOOD. YEAH. THANK YOU. UM, ONE THING I WAS GOING TO MENTION PAUL, A SCENARIO THAT WE'VE RUN INTO RECENTLY, WHEN YOU TALK ABOUT GETTING INPUT FROM THE NEIGHBORS, NOT AFFECTING THE NEIGHBORHOODS, UM, YOU END UP WITH, UH, SOMETIMES TALKING TO AN HOA OR SOMETIMES THEY'RE THE ONES MAKING THE REQUEST OR, OR BRINGING UP THE ISSUE. UM, AND SO SOMETIMES WHAT YOU RUN INTO IS, AND I'M SURE YOU GUYS HAVE SEEN IT IN YOUR DISTRICTS. UM, THE HOA DOESN'T ALWAYS REPRESENT THE RESIDENTS IN THE, IN THE, IN THE NEIGHBORHOOD AND VICE VERSA. SOMETIMES THE NEIGHBORS, UH, INDIVIDUALLY DON'T SORT OF REPRESENT THE WHOLE NEIGHBORHOOD EITHER. SO PAUL, IF YOU CAN TALK ABOUT THAT RECENT ISSUE THAT WE HAD WITH THAT, WHERE IT WAS THE HOA MAKING THE REQUEST, BUT WE WEREN'T A HUNDRED PERCENT SURE THEY ACTUALLY REPRESENTED SORT OF THE VOICE OF THE NEIGHBORHOOD. AND SO YOU HAVE TO BALANCE THAT OUT THROUGH THE PROCESS AS WELL. YEAH. IT GETS A LITTLE DICEY. UM, AND THEN WE DID, IT WAS A VERY SPECIFIC, UH, PROBLEM THAT CAME UP LATELY, BUT THERE WAS, UM, THE, THE HOA WAS, WAS VERY ADAMANTLY FOR, THEY WANTED TO BAN PARKING ON LITERALLY ONE SIDE OF EVERY STREET IN THEIR NEIGHBORHOOD. UM, WHICH I THINK IS WHY THE WINDSOR PARK CAME UP IS THERE'S QUITE A FEW QUESTIONS ON THAT BECAUSE IT WAS VERY SIMILAR. UM, BUT IT [00:20:01] WAS, UH, IT WAS, IT WAS A DIFFERENT SITUATION AND DIFFERENT PROBLEMS. AND, UM, BUT THE PROBLEM THEY WERE HAVING UP THERE, THEY HAVE STANDARD 27 FOOT WIDE STREETS. UM, THEY WERE WIDE ENOUGH FOR HIM PERHAPS TO HAVE PARKING ON BOTH SIDES. THEY DIDN'T HAVE THE, ANY OTHER PARKING THAT WAS, THAT WAS THE ONLY PARKING THE HEAD, BUT THE NEIGHBOR HAD THE HOMEOWNERS ASSOCIATION WANTED TO BAN PARKING EXTENSIVELY THROUGHOUT THE NEIGHBORHOOD. AND WE REALLY HAD TO PUSH BACK ON THAT, GO IN THERE AND THEN YOU'RE GOING TO CREATE A LOT OF PROBLEMS FOR A LOT OF PEOPLE. AND SO WE, WE CONVINCED THEM TO GET IT DOWN TO A, YOU KNOW, BANNING PARKING IN A FEW PLACES, SOME OF WHICH WAS IN FRONT OF A COUPLE OF PEOPLE'S HOUSES. UM, AND, AND, UM, OVERALL I THINK IT WORKED, BUT WE, WE DEFINITELY, WHEN WE PUT UP THE SIGNS, WHEN WE BANNED EVEN PARKING IN THOSE FEW PLACES WE HEARD FROM ALL THE OTHER NEIGHBORS THAT WE HADN'T HEARD FROM BEFORE THAT WERE ADAMANTLY AGAINST IT. AND DIDN'T THINK THERE WAS ANY PROBLEM, ANY REASON ABANDONED PARKING ANYWHERE. SO, UM, YOU KNOW, WE REALLY HAD TWO FACTIONS WITHIN THE NEIGHBORHOOD IS WHAT IT SEEMED LIKE. I MEAN, IT'S HARD TO KNOW. IT'S ALWAYS HARD TO KNOW WHAT THE SENSE OF THE, OF THE WHOLE NEIGHBORHOOD IS. I MEAN, THERE'S, I MEAN, THAT'S, THAT'S KIND OF THE PUBLIC PROCESS IN A LOT OF WAYS. CAUSE YOU, YOU DON'T, YOU ONLY HEAR FROM THE PEOPLE THAT ARE NOT HAPPY, THE PEOPLE THAT ARE HAPPY WITH THE THINGS, THE WAY THEY ARE, THEY DON'T, YOU DON'T HEAR FROM THEM UNTIL YOU CHANGE SOMETHING. AND SO, UM, IT'S, IT'S ALWAYS DIFFICULT TO, TO WORK THROUGH THAT PROCESS, BUT, UM, AND, AND WE STILL ARE TO A CERTAIN EXTENT. I MEAN, THERE'S, THERE'S STILL SOME PEOPLE THAT AREN'T HAPPY WITH THE WAY THINGS ARE ARE RIGHT NOW. SO, UM, IT'S AN, ANYTIME WE BAN PARKING, ESPECIALLY IN FRONT OF SOMEONE'S HOUSE, THAT'S IT, IT DEFINITELY GETS, UM, IT'S A VERY EMOTIONAL RESPONSE I'M GONNA PUT DELAYED. YEAH, REALLY THE POINT IS THAT WE TRY TO BALANCE ALL INTERESTS IN THIS THING, WHETHER IT'S THE HOA REP, WHETHER THEY REPRESENT THE HOMEOWNERS OR NOT. UM, AND REALLY IT'S, IT'S A BALANCING ACT. AND I THINK THEY'VE DONE A PRETTY GOOD JOB DOING THAT SO FAR. HMM. ALL RIGHT. ANYTHING, ANYTHING ELSE? UM, I, I THINK THE THING I WAS MOST SHOCKED AT IS, IS I THOUGHT ONCE THE MARSHALL STARTED REALLY ENFORCING THE, WE REALLY NEVER ENFORCED THE PARKING BEFORE. I MEAN, VERY SPARSELY. I THOUGHT ONCE WE STARTED ENFORCING IT, WE WOULD GET A LOT OF REQUESTS TO REMOVE PARKING BECAUSE PEOPLE WERE NOT ABLE TO REALLY PARK WHERE THEY KIND OF COULD. UM, IT'S JUST BEEN THE OPPOSITE. WE'VE GOTTEN A LOT MORE REQUESTS IN THE LAST, WHATEVER, TWO OR THREE YEARS. I DON'T KNOW WHEN WE STARTED, WE STARTED TO ENFORCING ALL THE PARKING, BUT, UM, AND THEY ALMOST SEEM TO BE INCREASING. SO I DON'T KNOW IF I COULD GIVE YOU AN, A GOOD AVERAGE RIGHT NOW. I MEAN, THERE'S, IT SEEMS LIKE IT COMES UP PROBABLY, MAYBE ON AVERAGE ONE, ONE ONCE OR TWICE A MONTH. HMM. I, I GUESS I DON'T, I DON'T KNOW. THAT'S JUST A GUESS. SURE. WELL, I WONDER IF MORE PEOPLE, YOU KNOW, AND TRYING TO FIGURE OUT THE EFFECTS OF THE PANDEMIC AND STUFF, IT'S LIKE MAYBE MORE PEOPLE BEING HOME AND MORE CARS IT'S CAUSING MORE REQUESTS BECAUSE PEOPLE SEE THE PARKING ISSUES MORE FREQUENTLY. CAUSE WHEN, WHEN THE WEATHER TURNS WARM IS WHEN WE, OUR REQUEST IN GENERAL START PICKING UP BECAUSE YOU CAN TELL PEOPLE ARE JUST OUT WALKING YOU'RE OUT MORE. SO THEY SEE THINGS MORE THAN THEY REPORT THEM. SO THAT'S, THAT'S PROBABLY TRUE THAT THEY'RE HOME MORE. SO NOW THEY'RE REPORTING IT MORE INTERESTING. UM, MR.
