COUNCIL. I AM VERY HAPPY.

I'M GOING TO STOP FOR JUST A SECOND AND SAY IT IS VERY RARE, ALMOST EXCEPTIONALLY RARE THAT WE HAVE THIS MANY PEOPLE IN ATTENDANCE AT A COUNCIL MEETING.

IT IS VERY NICE TO SEE ALL OF YOUR FACES THIS EVENING.

AND IT IS THE CUSTOM AND TRADITION OF THIS COUNCIL TO HAVE AN INVOCATION AND RECITAL OF THE PLEDGE OF ALLEGIANCE PRIOR TO OUR MEETING, LED BY ONE OF OUR COUNCIL MEMBERS.

YOU ARE NOT REQUIRED TO PARTICIPATE AND YOUR CHOICE WILL NOT AFFECT OUR DECISIONS HERE THIS EVENING AND TONIGHT WE WILL BE LED BY MAYOR PRO TEM HEDRICK FROM DISTRICT SEVEN.

GOD OF PEACE AND JUSTICE, WE PRAY FOR THE PEOPLE OF THE WORLD TODAY.

WE PRAY FOR PEACE AND THE LAYING DOWN OF WEAPONS.

WE PRAY FOR ALL THOSE WHO FEAR FOR TOMORROW THAT YOUR SPIRIT OF COMFORT WOULD DRAW NEAR TO THEM. WE PRAY FOR THOSE WITH POWER OVER WAR OR PEACE, FOR WISDOM, DISCERNMENT AND COMPASSION TO GUIDE THEIR DECISIONS.

ABOVE ALL, WE PRAY THAT ALL OF YOUR PRECIOUS CHILDREN AT RISK AND IN FEAR THAT YOU WOULD HOLD AND PROTECT THEM.

AND I THINK SHE KNOWS THE SIZE OF DOGS THAT I LIKE.

AND I THINK SHE'S WELL ON HER WAY TO ANOTHER ONE.

IF YOU CAN TELL US ABOUT IT? SURE. WELL, ONE I WOULD LIKE TO TO THANK THE MAYOR, COUNCIL, CITY ADMINISTRATION AND OUR LIBRARY BOARD THAT'S HERE THAT WITHOUT YOUR SUPPORT, WE WOULD NEVER BE ABLE TO DO ALL OF THE AMAZING THINGS THAT WE'RE ABLE TO DO AT THE LIBRARY.

BUT MOST ARE, I THINK, FIRST AND FOREMOST, THIS IS A TESTAMENT TO ALL OF THE AMAZING HARD WORK AND CREATIVITY THAT ALL OF OUR LIBRARY STAFF WHO PART ARE HERE TONIGHT, WE'RE ACTUALLY ALL FOUR LIBRARIES ARE OPEN TONIGHT.

[LAUGHTER] THERE ARE PEOPLE MINDING THE STORE, BUT THEY ARE A CREATIVE, ENERGETIC AND AMAZING BUNCH OF PEOPLE WHO ARE ABLE TO BRING SOMETIMES CRITICAL EDUCATIONAL AND ALWAYS FUN SERVICES AND PROGRAMS TO OUR COMMUNITY.

MONA AND TEAM CREW.

ON FEBRUARY 4TH, 2022 THE CITY OF GARLAND'S COMMUNITY DEVELOPMENT DEPARTMENT RECEIVED A CERTIFICATE OF DISTINCTION AWARD FROM THE NATIONAL COMMUNITY DEVELOPMENT ASSOCIATION FOR OUR VETERANS DAY HOME DEDICATION PROJECT THAT WAS COMPLETED IN NOVEMBER OF 2021.

THE VETERANS DAY HOME DEDICATION PROJECT UTILIZED HOME INFILL GRANT FUNDING TO PURCHASE, AND RENOVATE A HOME PROVIDED FOR A HOMELESS, LOW INCOME VETERAN WITH NO MORTGAGE, NO MORTGAGE.

IT WAS A FANTASTIC EVENT AND CERTAINLY WORTHY OF AN AWARD.

MONA. IF YOU WANT TO TAKE A PICTURE AND THEN YOU CAN EXPLAIN TO US WHAT IT IS.

THANK YOU, MAYOR. FIRST OFF, I WANT TO JUST ECHO WHAT KAREN SAID AND THANK THE CITY COUNCIL AND CITY ADMINISTRATION AND EVERYONE FOR GIVING OUR DEPARTMENT THE OPPORTUNITY TO SERVE PEOPLE IN OUR COMMUNITY.

WE FEEL HONORED TO HELP EVERYONE AND THESE GRANT FUNDS ALLOW US TO DO THAT.

THE NATIONAL COMMUNITY DEVELOPMENT ASSOCIATION IS OUR NATIONAL ASSOCIATION THAT COVERS, THAT'S AN ADVOCACY FOR FEDERAL GRANT PROGRAMS. AND EVERY YEAR, TWICE A YEAR, THEY HAVE AN OPEN COMPETITION FOR DIFFERENT CITIES ON A NATIONAL LEVEL TO SUBMIT PROJECTS THAT THEY'VE DONE.

AND THEY'RE GRADED BASED ON THE AMOUNT OF GRANT FUNDS THAT ARE SPENT, HOW THE GRANT FUNDS THAT ARE SPENT, AND HOW THE IMPACT ON THE COMMUNITY WAS PERCEIVED.

SO THIS YEAR, GARLAND WON IT FOR THE VETERANS DAY EVENT.

WE PURCHASED A HOME, WE REDID THE HOME, AND THEN WE WERE ABLE TO PROVIDE A VETERAN WHO IS GRADUATED FROM THE POLICE ACADEMY IS GOING TO BE A PUBLIC SERVANT, A HOME MORTGAGE FREE, SO SHE CAN HAVE A HAND UP AND BE A GREAT MEMBER OF GARLAND.

AND SHE IS SO EXCITED AND SO THANKFUL TO EVERYBODY FOR IT.

I WANT TO THANK MY TEAM BECAUSE WITHOUT MY TEAM, NONE OF THIS WOULD BE POSSIBLE.

EVERYONE HERE IS AN IMPORTANT PART TO HELP ALL THESE PROJECTS GO THROUGH, AND THIS IS JUST ONE OF MANY THAT WE HOPE TO DO IN THE FUTURE.

SO THANK YOU, EVERYBODY.

FIRE DEPARTMENT FIRE SERVICE CHIEF LEE AND ALL.

TONIGHT WE HAVE THREE OF OUR FIREFIGHTERS WITH US.

THIS IS IN RECOGNITION OF THEIR EFFORTS AND EXCELLENCE AND BRAVERY SHOWN AT A STRUCTURE FIRE ON FEBRUARY 15, 2021.

NOW, I SHOULD PREFACE THAT WITH, IF YOU ALL REMEMBER, FEBRUARY 15, 2021, THERE WAS A LOT GOING ON. WE WE WERE IN THE MIDDLE OF A MAJOR ICE STORM, POWER OUTAGES.

THERE WAS A LOT HAPPENING.

WHEN THE CREW RISKED THEIR OWN SAFETY TO RESCUE A VICTIM TRAPPED IN A HOUSE THAT WAS ON FIRE. THE MERITORIOUS CONDUCT COMMITTEE OF THE GARLAND FIRE DEPARTMENT HONORED THE AWARDS OF THEIR OUTSTANDING AND HEROIC CONDUCT THIS LAST DECEMBER 2021.

AND I WILL LET CHIEF LEE TAKE IT FROM HERE.

A LITTLE BACKGROUND FOR YOU ON THIS EVENT.

THERE WERE THIS WAS THE SECOND HOUSE FIRE OF THE NIGHT.

CREWS WERE EXTREMELY BUSY, 24TH CALL OF THE SHIFT, SOMETHING LIKE THAT.

THE CREW HAD BEEN GOING ALL DAY LONG, NONSTOP, AS ALL OF OUR CREWS DID.

THEIR FIRST ALARM DISTRICT WHERE THEY WERE, THE FIRST FIRE TRUCKS TO ARRIVE.

THEY ARRIVED TO A HOUSE WITH FIRE BLOWING THROUGH THE ROOF AND THEY WERE NOTIFIED THAT THERE WAS A VICTIM INSIDE.

NORMALLY A HOUSE WITH THE FIRE THROUGH THE ROOF YOU'RE GOING TO GRAB A HOSE LINE AND START FIGHTING FIRE. WITH A KNOWN VICTIM THE CAPTAIN MADE THE DECISION WE'RE GOING ON THE RESCUE MISSION. INSTEAD, THEY ENTERED THE STRUCTURE.

THEY FOUND THEIR VICTIM.

THE VICTIM WAS IN A HOSPITAL BED AND THEY NEEDED ADDITIONAL ASSISTANCE TRYING TO GET THE VICTIM OUT. THE DRIVER TOOK THE ASSIGNMENT, MADE ENTRY WITH THE CAPTAIN AND THIS FIREFIGHTER, AND THEY EXECUTED THAT RESCUE.

NOW, NORMALLY WE WOULD NOW GRAB A HOSE LINE AND START FIGHTING FIRE.

IN THIS EVENT, THE VICTIM SAID, THERE'S SOMEBODY ELSE IN THE HOUSE.

I NEED YOU TO GO GET THEM TOO.

SO THEY BAILED BACK OFF INTO THE HOUSE WITHOUT THE PROTECTION OF A HOSE LINE WITH A WELL INVOLVED ATTIC FIRE BLOWING THROUGH THE ROOF, FIRE DROPPING DOWN IN THE KITCHEN AND THE LIVING ROOM AREA TO COMPLETE THE THE INITIAL SEARCH.

THEY DID NOT FIND ANOTHER VICTIM, BUT THEIR HEROIC ACTIONS RESULTED IN ONE LIVE SAVED AND IT'S WORTHY TO BE RECOGNIZED.

SO IN THE FIRE SERVICE, THERE'S SEVERAL AWARDS.

ONE OF THE HIGHEST IS THE FIRE SERVICE COMMENDATION AWARD.

AND WE'RE HAPPY TONIGHT TO PRESENT TO CAPTAIN MICHAEL ARRIAGA, HIS DRIVER, BRANDON ETHRIDGE, AND HIS FIREFIGHTER KRISTEN BREAUX WITH THAT BAR.

THIS IS THE FRONT ENTRY PRODUCT WHERE THE GARAGES WOULD BE FACING THE FRONT AND THEN THE APPLICANT WILL PROVIDE SOME REAR ENTRY TOWNHOUSES AS WELL, WHEREAS THE GARAGES WOULD BE SERVED FROM AN ALLEYWAY.

IT ORIGINALLY WAS KIND OF COMING IN PRIMARILY AS MULTI-FAMILY.

WE ENCOURAGE THEM TO EXPLORE TALENT, INCORPORATING SOME TOWNHOUSES AS WELL, PUBLIC STREETS GET IT TO A LITTLE BIT MORE OF AN URBAN TYPE FASHION AND LAYOUT AND A TRUE MIXED

THE APPLICANT IS MEETING THE COVERED PARKING REQUIREMENT OF THE GDC, BUT SOME OF THE CARPORTS, PARTICULARLY ON THE WEST SIDE OF THE DEVELOPMENT, WILL ENCROACH INTO THE SETBACK, BUT THAT IS TO ENSURE THAT THEY WOULD MEET THE COVERED PARKING REQUIREMENT OF THE GDC.

ANGLED PARKING THE RIGHT OF WAY THE APPLICANT DOES MEET THE ACTUALLY EXCEEDS THE PARKING NUMBERS PER THE GDC FOR THIS OVERALL DEVELOPMENT.

HOWEVER, THAT DOES INCLUDE COUNTING PARKING SPACES THAT THEY WOULD BE PROVIDING ON THE PROPOSED PUBLIC STREET.

SO ANGLED PARKING IN ORDER TO WHICH IS NOT UNCOMMON FOR KIND OF URBAN MORE URBAN STYLE MIXED USE DEVELOPMENTS TO HAVE KIND OF THAT ON STREET PARKING.

DENSITY FOR MULTI-FAMILY THE MAXIMUM PER THE GDC FOR JUST STRAIGHT MULTI-FAMILY DISTRICT IS 18 UNITS PER ACRE.

THE APPLICANT PROPOSES 26 UNITS PER ACRE AND AGAIN THEY WOULD BE INCORPORATING SOME PUBLIC STREETS AND ACHIEVING A MORE URBAN, WALKABLE STYLE OF DEVELOPMENT.

BUT THAT'S AN INTENTIONAL IT KEEPS IT CLOSER TO I-30 AND FURTHER FROM THE SINGLE FAMILY HOMES ON THE SOUTHERN PORTION SOUTHERN AREA FROM THE SITE.

AND WE THEN DECIDED OR PROPOSED TO PUT THE TOWNHOMES ON THE SOUTH SIDE OF THE SITE TO HAVE THE SAME USES NEXT TO EACH OTHER.

AND ALSO WANTED TO POINT OUT THAT THERE IS A 30 FOOT EASEMENT TO THE SOUTH AND WITH A TEN FOOT BUFFER BEHIND THE TOWNHOMES.

SO THERE'S A 40 FOOT BUFFER IN BETWEEN THE EXISTING SINGLE FAMILY HOMES TO THE SOUTH AND THE BACK SIDE OF OUR TOWNHOMES.

AND TO YOUR POINT, THERE ARE ONLY TWO STORY TOWNHOMES.

SO THE VIEW LINE FROM THE EXISTING SINGLE FAMILY TO THE NEW SINGLE FAMILY WILL BE EXTREMELY LIMITED BECAUSE OF THE TREES AND BECAUSE OF THE HEIGHT OF THE TOWNHOMES.

AND I AM ONE OF THE BUSINESSES THAT IS A PROPRIETOR FOR IT.

I AM, FOR ALL INTENTS AND PURPOSES, A HUSTLER, AND I'M HUSTLING THE TRUCKS TO BE ABLE TO PAY FOR AND OFFSET MY BUSINESS COSTS AS A SMALL BUSINESS.
