UM, COUNSEL, WE'RE HERE AGAIN TO THAT.

WE'RE DOING THINGS A LITTLE DIFFERENTLY THAN THAT BECAUSE NOT ONLY ARE WE GOING OVER THE FUNDING PROPOSAL FOR THE UPCOMING 2223 GRANT PROGRAM YEAR, UM, I ALSO WANTED TO GIVE YOU AN ACCOMPLISHMENT REPORT FOR WHAT WE'VE DONE TO DATE, UM, FOR 21 AND 22, I DON'T THINK THAT WE'VE EVER DONE THAT TO COUNCIL.

AND I THINK IT'S TIME THAT WE GO AHEAD AND SHOWCASE SOME OF THE ACCOMPLISHMENTS THAT WE'VE DONE.

UM, WE HAVE OUR HUD GRANTS THAT ARE COMING UP AND TODAY I GOT WHERE WE'LL ACTUALLY FRIDAY THE 13TH, HUD WENT AHEAD AND PUT THEIR ALLOCATIONS FOR THEIR NEW UPCOMING GRANTS OUT, WHICH IS ABOUT THREE MONTHS EARLY.

SO I'M HAPPY TO TELL YOU THAT, UM, WE HAVE ACTUAL DOLLARS IN THIS PRESENTATION.

WE'RE NOT VOTING ON ESTIMATED DOLLARS AND SOME OF THE ADJUSTMENTS HAD TO BE MADE TO THE PRESENTATION THAT WAS HERE LAST, UM, LAST COUNCIL SESSION.

SO I'VE DONE THAT, UH, WE'RE HERE TO NOT FOR THEIR INITIAL ALLOCATION DISCUSSION.

OUR SECOND ALLOCATION DISCUSSION IS SCHEDULED FOR JUNE 6TH AND OUR FINAL ALLOCATION APPROVAL IS SCHEDULED FOR REGULAR SESSION ON JUNE 7TH.

AND AS YOU CAN SEE ON THE PRESENTATION, THE ESTIMATED WHAT WENT TO COUNCIL IN THE BEGINNING.

AND SINCE I HAVE ACTUAL NUMBERS, I PUT ALL THOSE IN RED.

SO FOR CDBG, WE DID GET, UM, A LITTLE BIT LESS MONEY ALLOCATED FROM HUD THAN WE GOT.

LAST YEAR, WE HAD HAD ALLOCATED 41,000 5, 78, LESS THAN WE GOT LAST YEAR.

SO I ADJUSTED THE FIGURES.

I ADJUSTED ALL THE CATEGORIES, UM, AND THAT WILL BE REFLECTED IN THIS PRESENTATION.

ANY QUESTIONS YOU'RE GOOD.

UM, AS FAR AS ACCOMPLISHMENTS FOR PUBLIC SERVICES THIS YEAR, UM, SO FAR THIS YEAR, UM, WE'VE BEEN WORKING WITH 12 NONPROFITS THAT COUNCIL APPROVED FOR CDBG PUBLIC SERVICES LAST YEAR.

UM, WE HAVE THE BOXING GYM, THE ELDERLY YARD CARE PROGRAM, THE STARS PROGRAM, ACHIEVEMENT CENTER, OR COUNSELING INSTITUTE, HOPE CLINIC, HOPE STORE, NEW BEGINNING MEALS ON WHEELS, SALVATION ARMY, THE GARLAND SENIOR OMBUDSMAN RISK DURATION CHURCH IN TRANSCEND WORKFORCE.

SO FOR OUR COUNCIL, I WANTED TO LET YOU KNOW THAT AS OF MAY, WE'VE ASSISTED 2054 RESIDENTS WITH SERVICES THROUGH THE CDBG PUBLIC SERVICES.

SO WE'RE ONLY HALFWAY THROUGH.

SO I ANTICIPATE BY THE END OF THE YEAR, THIS HAS THE POTENTIAL TO DOUBLE NOW FOR THE 2223 PUBLIC SERVICE CATEGORY.

THIS IS WHERE THE ADJUSTMENTS HAVE BEEN MADE FROM HUD.

THEY GAVE US LESS MONEY.

SO I HAD TO ADJUST DOWN AND THEN WE HAD ONE OF THE SUB RECIPIENTS

PULLED OUT.

THEY WITHDREW THEIR APPLICATION.

SO I HAD TO ADJUST THERE AS A STARTING POINT AND COUNCIL CAN DO WHAT THEY NEED TO DO ON THIS.

BUT AS A POINT OF DISCUSSION, I JUST SPLIT EVERYTHING EVENLY.

SO THE NET DIFFERENCE THAT WAS ADDED TO EACH PUBLIC SERVICE APPLICANT IS 5,000 7, 83 33 EACH FROM WHAT WAS ALLOCATED LAST WORK SESSION.

AND COUNCIL JUST BRIEFLY, UM, I SPOKE WITH, UH, REPRESENTATIVES FROM THE ACHIEVEMENT CENTER OVER THE WEEKEND.

AND AS OF MAY 25TH, THEY ARE CEASING OPERATIONS COMPLETELY.

SO THAT IS WHY THEY HAD TO WITHDRAW FROM, UH, FROM THE PROGRAM THIS YEAR.

UH, BUT YES, THEY ARE.

THEY ARE CEASING OPERATIONS, UH, VERY SOON COUNCILOR RIVERA.

SO WHAT HAPPENED TO THE 58,800? IT WAS SPLIT BETWEEN IT WAS SPLIT BETWEEN THE REMAINING NINE APPLICATIONS.

JUST EVENLY.

UM, GOING BACK TO CURRENT ACCOMPLISHMENTS, UM, WE HAVE OUR HOUSING PROGRAMS THAT OUR DEPARTMENT, IT MA ADMINISTERS.

WE HAVE THE MINOR REPAIR PROGRAM, THE SINGLE FAMILY REHAB PROGRAM AND THE GREAT HOMES PROGRAM.

UM, TODAY WE HAVE 24 FAMILIES THAT HAVE BEEN ASSISTED WITH THESE MAJOR REHAB PROGRAMS, 14 WITH THE MINOR REPAIR EIGHT WITH SINGLE FAMILY REHAB AND TWO WITH GREAT HOMES.

IN ADDITION TO THE GRANT FUNDING, OUR DEPARTMENTS HELP 26 HOMEOWNERS, UM, IN PARTNERSHIP WITH GHF.

SO WE'RE EXCITED ABOUT THAT BECAUSE WE, WE GOT TO HELP 26 PEOPLE OVER AND ABOVE WHAT CDBG PAID FOR WITH, THROUGH G HFC.

SO WE'RE ONLY HALFWAY THROUGH, UM, I EXPECT THESE NUMBERS TO CLIMB BY THE END OF THE YEAR.

JUST SOME EXAMPLES OF WHAT OUR PROGRAMS DO THROUGH OUR, UM, MINOR REPAIR, THE GFC PROGRAM AND THE SINGLE FAMILY REHAB PROGRAM.

WE CAN DO ELECTRICAL.

WE DO M H VAC.

WE DO PLUMBING.

UM, OF COURSE WE CAN FIX A ROOF IF THERE'S A HOLE LIKE THAT IN IT, BUT WE DO ROOF REPLACEMENT.

UM, WE CAN DO SUBSTANTIAL REPAIRS AND GFC HAS BEEN VERY GOOD IN TAKING CARE OF, UM, ACTIVITIES THAT OUR GRANT WOULD NOT TAKE CARE OF.

SO WE'RE NOT OVERLAPPING SERVICES BETWEEN US.

SO PRETTY MUCH ANYONE THAT HAS A HOME IN GARLAND, IF THEY'RE ELIGIBLE, WE CAN ASSIST THEM WITH SOME PROGRAM AS LONG AS WE HAVE MONEY.

NEXT EXAMPLE IS OUR GREAT HOMES PROGRAM.

THIS IS OUR RECENT HOUSE THAT WE DID AT 2209 SHARON.

UM, WE BOUGHT THIS HOUSE, UM, AS YOU CAN SEE, THE BOTTOM LEFT PICTURE IS WHAT IT LOOKED LIKE WHEN WE BOUGHT IT IN THE LIVING ROOM.

WE WENT THROUGH THE WHOLE HOUSE.

WE REDID THE ENTIRE HOUSE, BROUGHT EVERYTHING UP TO CODE, ADDED A NEW FENCE, THE FENCE BACKS UP TO KINGSLEY.

SO WE PUT A REALLY NICE FENCE THAT EVERYBODY CAN SEE FROM KINGSLEY, UM, AND WENT THROUGH THE ENTIRE HOUSE AND WE SOLD THE HOUSE IN A WEEKEND.

WE HAD 30 CONTRACTS ON IT FROM FRIDAY TO MONDAY.

AND THE WAY WE SELL THOSE HOMES IS WE JUST DO LOTTERIES.

THAT'S THE ONLY WAY THAT'S A FAIR WAY TO DO IT AT THIS POINT IN TIME, WHEN WE GET SO MANY CONTRACTS, WE PULL PULL NUMBERS.

IF YOU MAY APPROACH HIM WAVES, I WANT TO JUST ONE QUESTION, I'M CURIOSITY, MORE THAN ANYTHING.

SO WE, WE SELL THE HOMES BASED ON THE LOTTERIES.

DOES THE MARKET VALUE HAVE ANY IMPACT AT ALL IN THIS PROCESS? HUD ONLY ALLOWS US TO SELL THE HOME FOR WHAT WE HAVE, WHAT DID IT APPRAISES FOR? OKAY.

SO I CAN'T SELL IT FOR MORE THAN APPRAISAL.

AND IN MOST CASES I DISCOUNT IT A BIT JUST FOR THE CLIENT.

UM, WE DID FINANCE THIS HOME, SO WE GET SOME LONG-TERM REVENUE ON IT BECAUSE THE CITY'S FINANCING IT FOR THE CLIENT TO GET INTO IT.

UM, IT WAS A SINGLE FAMILY WITH TWO CHILDREN, A SINGLE MOM WITH TWO CHILDREN THAT PURCHASED THIS ONE.

SO WE ARE KEPT BY HUD REGULATIONS, RIGHT? YES, SIR.

UM, THIS ONE IS THE PROJECT AT THE HARMONY HOUSE ON TWO 15 SOUTHWOOD COUNCIL RECENTLY.

UM, THIS YEAR ALLOWED US TO TAKE THIS HOUSE.

WE'RE GOING TO RECONVERT IT TO SINGLE FAMILY HOUSING.

UM, IT'S GOING TO BE A SUBSTANTIAL REHAB INSIDE.

WE'RE GOING TO PRETTY MUCH TAKE IT ALL THE WAY DOWN TO THE STUDS AND, AND REDO EVERYTHING UP TO CODE WITH CURRENT VALUE.

AND THEN WE'LL SELL THIS TO AN ELIGIBLE FAMILY.

SO WE'RE EXCITED TO GET THIS BACK.

UM, IT WAS ORIGINALLY PURCHASED WITH CDBG BACK IN THE NINETIES.

SO IT'S GOING TO BE RETURNED TO A SINGLE FAMILY RESIDENCE WHEN WE'RE THROUGH.

HOPEFULLY THIS IS GOING TO BE AROUND THE FIRST OF NEXT YEAR OR THE END OF THIS YEAR.

I'M PUTTING JASON ON THE SPOT AT THIS POINT.

UM, SOME MORE CURRENT ACCOMPLISHMENTS.

UH, WE HA WE COUNCIL HAS FUNDED THE CODE ENFORCEMENT DEPARTMENT AND THAT DEPARTMENT, UM, CAN PROVIDE SERVICES IN LOW-INCOME AREAS WITH CDBG FUNDING.

WE HAVE THE LIBRARY KIOSK AND PARK IMPROVEMENT PROGRAM.

THAT'S THE COUNCIL FUNDED.

UM, THEY'RE GOING TO DO TWO LIBRARY KIOSK UNITS, AND THEN ONE PARK IS CURRENTLY BEING RENOVATED WITH THE FOOD SAUL COURT.

AND THEN THE PARKLAND HEALTH CARE CLINIC WAS FUNDED WITH CDBG.

GOOD NEWS ON THAT.

UM, THEY SAID THAT THEY HAD STARTED CONSTRUCTION AS OF MAY.

AND I DID GO BY AND VERIFY THEY HAVE EVERYONE MOVED OUT.

THEY HAVE A SIGN ON IT SAYING CONSTRUCTION STARTED.

SO HOPEFULLY THIS IS GOING TO BE, UM, BY SEPTEMBER, THEY'RE TELLING ME IT'S GOING TO BE COMPLETED BY SEPTEMBER, JUST SOME PICTURES OF THE ACCOMPLISHMENTS ON THE CITY SPONSORED PROJECT.

AND LIKE I SAID, THE PARKLAND HEALTH CLINIC, THE TWO PARKS THAT ARE FUNDED IN THE LIBRARY KIOSK.

AND THE ONLY THING I COULD FIND FOR CODE WAS A HOUSE THAT NEEDS MOWING.

SO, UH, AND WHAT WE'RE REQUESTING FOR 2223 CITY PROJECT FUNDING, PART OF THIS IS GOING TO BE UNDER DISCUSSION AT YOUR WORKSHOP.

I BELIEVE IT'S THIS WEEKEND.

UM, SO THAT'S THE GREAT HOME HOUSING INITIATIVE.

IT DID REDUCE SOME BECAUSE OF THE CDBG DOLLARS THAT WE REDUCED.

SO NOW INSTEAD OF 7 67 AT 7 44 87, THAT, THAT YOU GUYS ARE GOING TO DISCUSS THIS WEEKEND.

UM, I DIDN'T HEAR ANYTHING ABOUT DISCUSSION ON THE CODE, WHICH IS LEVEL FUNDING AT TWO 50 AND THE GARLAND HOME REPAIR PROGRAM.

UM, IT'S JUST A COMBINATION OF THE MINOR HOME AND THE SINGLE FAMILY REHAB.

IT'S THE SAME FUNDING WE GOT LAST YEAR FOR THAT.

UM, OUR ADMIN FUNDED DID GO DOWN A LITTLE BIT BASED ON THE PERCENTAGES I HAD TO REDUCE, BUT NOT MUCH.

SO, UM, ALL THESE NUMBERS ARE CURRENT.

SO YOU GUYS, AREN'T APPROVING ESTIMATES AT THIS POINT, WHICH IS A GOOD THING.

AND IN TOTAL FOR CDBG SO FAR, THIS YEAR, WE'VE ASSISTED 2081 PERSONS DIRECTLY WITH SERVICES.

AND WE HAVE FOUR CITY SPONSORED PROJECTS THAT ARE UNDERWAY.

THAT'LL PROVIDE A CITYWIDE BENEFIT.

WE CDBG, AND THESE ARE PROGRAMS THAT COUNCIL APPROVED LAST YEAR.

SO, UM, WE'RE DOING SOME GOOD IN THE CITY WITH, WITH THESE GRANT DOLLARS.

NOW WE MOVE ON TO OUR HOME INFILL PROGRAM.

UM, FOR 2122, OUR ACCOMPLISHMENTS ARE, ARE GOOD FOR SO FAR.

THIS YEAR, WE HAVE FIVE SINGLE FAMILY HOMES UNDER CONSTRUCTION THAT OUR DEPARTMENT IS MANAGING IN HOUSE.

UH, WE HAVE FIVE SINGLE FAMILY UNITS THAT WE'RE WORKING IN PARTNERSHIP WITH HABITAT FOR HUMANITY.

AND WE, MAN, WE PROVIDE THE FUNDING PART OF THE FUNDING FOR THAT.

WE PROVIDE THE APPROVAL FOR THE APPLICANTS AND WE PROVIDE SOME CLOSING DOCUMENTS FOR THAT.

AND THEN WE'RE ALSO WORKING WITH GFC AND WE HAVE SIX SINGLE FAMILY UNITS UNDERWAY WITH THEM.

SO IN TOTAL, THIS, OUR DEPARTMENT HAS 16 PROJECTS UNDER THE HOME HOME AND FILL AND CHFC PROGRAM THAT WE'RE WORKING ON THAT WILL PROVIDE FAMILIES NEW HOMES.

JUST AN EXAMPLE OF SOME OF THE TYPES OF HOMES WE BUILT.

UM, IF YOU'RE GOING DOWN GLENBROOK, YOU CAN SAY THIS ONE ON THE CORNER, THIS PROPERTY WAS DONE THROUGH THE HOME INFIELD PROGRAM.

IT WAS PROVIDED TO A DISABLED VETERAN AND HIS FAMILY, AND ACTUALLY HIS SON IS DISABLED AS WELL.

SO, UM, THIS PROJECT HAS BEEN VERY BENEFICIAL TO THEIR FAMILY.

THE NEXT ONE IS MY FAVORITE ONE THIS YEAR.

UM, THE HOME INFIELD PROJECT, AS MANY OF YOU KNOW, WE WERE ABLE TO GIVE A VETERAN, A HOME MORTGAGE FREE, UM, IN NOVEMBER.

AND SHE IS, I WANT TO REPORT.

SHE'S DOING VERY WELL.

SHE HAS HER FULL-TIME JOB WITH THE BOX SPRINGS POLICE DEPARTMENT.

SHE DID GRADUATE FROM THE ACADEMY.

SO SHE'S ACTIVELY WORKING.

WE SEE HER EVERY MONTH, SHE BRINGS IN A CHECK FOR HER TAXES AND INSURANCE, AND SHE'S STILL VERY GRATEFUL.

SHE AWARE OF OUR LATERAL TRANSFER PROGRAM PASSED AWAY TWO YEARS.

SHE IS AWARE, YES, SHE IS AWARE OF THAT WHEN SHE COMES IN EVERY, EVERY MONTH, WHEN I SEE HER WITH HER TAX CHECK, COME IN, SHE COMES BACK AND TALKS TO US.

SO I'LL REMIND HER.

SO THIS WAS A REALLY GREAT PROGRAM.

SHE, SO SHE WAS SO NEEDY AND IT WAS LIKE A ONCE IN A LIFETIME PROGRAM THAT WE GOT THIS, THIS YOUNG LADY, A HOUSE AND, UM, SHE'LL GET BACK TO THE COMMUNITY AND SHE'S VERY GRATEFUL.

SO I THANK COUNCIL FOR ALLOWING US TO DO THAT.

AND THAT WAS IN PARTNERSHIP WITH GARLAND HOUSING FINANCE AS WELL.

ANOTHER ONE OF MY FAVORITE PROJECTS IS OUR CASUAL STREET PROJECT.

AND WE HAVE ONE HOUSE THAT'S CURRENTLY ON THE MARKET THAT WILL BE ON THE MARKET TOMORROW, THE RED HOUSE UP IN THE TOP RIGHT HAND CORNER, UM, THAT WILL COMPLETE OUR FIVE PROJECTS THAT WE DID ON THE ONE STREET.

UM, AS YOU CAN SEE, THE HOUSES ARE A LITTLE DIFFERENT, BUT THE SAME.

AND WE TRANSFORM THAT STREET INTO A LITTLE POCKET NEIGHBORHOOD WITH THOSE FIVE HOUSES.

AND THE ONE ON THE CORNER WILL BE GOING TO A LOW-INCOME FAMILY.

SO AGAIN, IN TOTAL, WE HAVE 16 FAMILIES WITH THE OPPORTUNITY TO PURCHASE THEIR HOME THROUGH THE VARIOUS PROGRAMS. OUR DEPARTMENT HAS CURRENT YEAR AND WE LOOK FORWARD TO GETTING MORE HOUSES OUT AND GETTING MORE OPPORTUNITIES FOR FAMILIES NEXT YEAR.

UH, THE HOME INFO PARTNERSHIP GRANT, WE ACTUALLY GOT MORE MONEY ON THIS ONE.

UM, WE GOT THE DIFFERENCE.

WE GOT ABOUT $63,000 ADDITIONAL IN HUD MONEY.

SO I ADJUSTED THE NUMBERS ACCORDINGLY.

IT JUST GIVES US A LITTLE BIT MORE FOR PROJECTS.

THE ONLY THING THAT CHANGED WAS THE ADMIN, THE AMOUNT GOING TO HAVE IT AT HABITAT CHANGED AND THE AVAILABLE FUNDING FOR PROJECTS.

AND WITH THIS FUNDING, WE'RE LOOKING TO WORK WITH THE GREAT HOMES PROGRAM AS WELL, TO DEVELOP THREE TO FOUR HOUSES.

WE HAVE SOME, AND IN MIND, UM, WE JUST HAVEN'T GOTTEN TO THAT POINT YET TO BRING THEM BEFORE COUNCIL, BUT WHEN WE'RE THERE, WE'LL BRING THOSE TO COUNCIL.

AND THERE'S ALSO ANOTHER, UM, PROJECT THAT POSSIBLY WE COULD DO.

UM, WE COULD DO SOME OF THE HARMONY HOUSE PROJECTS.

WE COULD BUILD HOUSES THERE IF WE GOT THE, THE LAND OR WE COULD DO SOMETHING WITH LA LOS BRACES AS FAR AS HOUSING.

SO WE HAVE SEVERAL OPTIONS UNDERWAY FOR THIS PROGRAM.

OUR LAST GRANT IS OUR EMERGENCY SOLUTIONS GRANT.

UM, IT'S A VERY RESTRICTIVE GRANT.

WE CAN ONLY USE IT FOR HOMELESS, HOMELESSNESS PREVENTION AND SHELTERS.

UM, CURRENTLY WE FUND A, UM, NON A SHELTER FOR DOMESTIC VIOLENCE, WOMEN AND CHILDREN.

WE HAVE SOME PROGRAMS OUT FOR RENTAL ASSISTANCE AND WE ALSO FUND A STREET OUTREACH PROGRAM IN CURRENT YEAR AND THE CARES ACT DOLLARS.

WE RECEIVED AN ADDITIONAL 2 MILLION, 6 53 AND CARES ACT, WHICH IS A ONE-TIME ALLOCATION OF FUNDING.

UM, THIS GRANT EXPIRES IN SEPTEMBER 15TH, 2023.

SO RIGHT NOW WE HAVE A LOT OF ESG FUNDING OUT IN THE COMMUNITY.

ONCE THAT SEPTEMBER NEXT YEAR HITS, IT'S GOING TO BE DRASTICALLY CUT SO FAR THIS YEAR, WE HAVE A TOTAL OF 284 PERSONS THAT WERE FACING HOMELESSNESS THAT HAVE BEEN ASSISTED THROUGH THESE ESG PROGRAMS. SO OUR GRANTS ARE WORKING.

IT'S JUST TAKING A WHILE TO GET THIS MONEY OUT TO THE PEOPLE THAT NEED AS FAR AS RENTAL ASSISTANCE.

AND AT OUR LAST MEETING COUNCIL ASKED TO, UM, DO THE SAME AS WE DID WITH PUBLIC SERVICES HAVE AVERAGES OUT.

UM, WE HAD SEVERAL PEOPLE WHO APPLIED FOR OUR ESG THIS YEAR, WHICH IS NOT NORMAL.

SO COUNCIL GOT TO DECIDE WHO THEY WANTED TO FUND, AND WE DID GET A LITTLE BIT LESS MONEY THIS YEAR.

WE GOT ABOUT AROUND $7,000, LESS FROM HUD.

SO BASED ON THE AVERAGES THAT I GOT BACK FROM EVERYONE, THESE ARE, THIS IS HOW THE FUNDING, UM, PLAYED OUT FOR THE ESG FUNDING FOR HOPE STORE.

NEW BEGINNING.

THE AVERAGE WAS 62,847, AND THAT'S FOR THEIR SHELTER FOR METRO RELIEF, THE STREET OUTREACH PROGRAM, IT SHOWS 40 2006 42.

UM, THERE WAS A NEW STREET OUTREACH, UM, APPLICANT HELEN'S PROJECT THAT, UM, PLAYED OUT TO BE 5,000 6, 25 UNDER RAPID REHOUSING.

UM, HOPE STORE NEW BEGINNING WILL RECEIVE, OR IS PROPOSED TO RECEIVE $43,902.

AND UNDER ONE ROOF IS PROPOSED TO RECEIVE 18,003 90 AS ZEROED OUT THE DATA COLLECTION.

UM, SIMPLY BECAUSE METRO RELIEF SAID THAT THEY WOULD TAKE CARE OF THE COSTS FOR US.

SO THE CITY DOESN'T HAVE TO PAY ANYTHING.

SO I ZERO THAT AMOUNT OUT AND THAT HELPS SINCE WE'RE GETTING LESS MONEY.

AND THE AD MAN AMOUNT WENT DOWN TO 13, 995 FROM 14 1, 1 5.

UM, I'LL GIVE A BRIEF INTRODUCTION AND THEN MR. LOOKY WILL, UH, PROVIDE SOME INFORMATION AS WELL.

SO, UM, AS COUNCIL KNOWS, ONE OF THE PRIORITIES WE HAVE IS TO REDEVELOP OLDER PARTS OF GARLAND THAT NEED, UM, ECONOMIC DEVELOPMENT AND OTHER OPPORTUNITIES.

UH, THERE'S A NUMBER OF THOSE THROUGHOUT OUR COMMUNITY AND, AND SOME OF THEM ARE MORE RIPE THAN OTHERS.

AND I ALWAYS TELL MY TEAM THAT THERE'S, THERE'S REALLY THREE THINGS YOU NEED FOR A SUCCESSFUL REDEVELOPMENT PROJECT.

THE FIRST IS A PLAN.

THE SECOND IS A DEVELOPER AND THE THIRD IS FUNDING.

AND, UH, TONIGHT WE ARE SORT OF INTRODUCING YOU TO AN AGREEMENT THAT'S GOING TO HELP TACKLE AT LEAST A FUNDING PORTION OF, OF A REDEVELOPMENT OPPORTUNITY ALONG SOUTH GARLAND AVENUE, UH, IN 6 35.

SO WE'RE EXCITED FOR THAT.

UM, THERE IS, UH, THERE'S A LOT HAPPENING ALONG THE 6 35 CORRIDOR, AS YOU KNOW, AND, UH, THIS AREA IN PARTICULAR, UM, THE CITY HAS RE RECENTLY PURCHASED SOME LAND AND, AND WE HAVE A DEVELOPMENT PARTNER IN DART AND WE'RE EXCITED FOR THINGS TO MOVE FORWARD.

SO, UM, PAUL'S GOING TO PROVIDE SOME ADDITIONAL DETAIL.

AND THEN, UM, I KNOW COUNCILMAN ALBAN HAS BEEN INTEGRAL PART OF THIS, UH, OF THE DEVELOPMENT OF THIS, UH, AGREEMENT AS WELL.

SO WE'LL LOOK FORWARD TO HEARING FROM HIM AS WELL.

I, YOU KNOW, I WAS JUST GOING TO GIVE A QUICK BACKGROUND AND KIND OF HOW WE GOT HERE.

WE, UH, BACK WHEN WE, WHEN THE 6 35 PROJECT WAS BEING BID OUT, WE, THERE WAS THREE CONTRACTORS THAT WERE INVITED TO BID ON THE PROJECT.

AND ALL THREE OF THEM SUBMITTED ACTUALLY A VERY SIMILAR, UH, ALTERNATE FOR THE 6 35 INTERCHANGE.

UM, THAT WAS DUE TO THE, THE CONCERN, PROBABLY A JUSTIFIED CONCERN THAT THE KCS, RAILROAD'S NOT THE EASIEST, UM, ENTITY TO DEAL WITH AS WE'VE HAD EXPERIENCED WITH.

AND, UH, THEY'RE, THEY WERE CONCERNED THAT THEY WOULD NOT BE ABLE TO, TO HOLD TO THE SCHEDULE THAT THEY HAD TO HOLD TO.

SO THEY WERE, UM, THEIR, THEIR PLAN WAS TO GO OVER THE RAILROAD INSTEAD OF UNDER IT.

UM, THAT'S VASTLY LESS COMPLICATED.

THE KCS JUST HAS TO, YOU'RE, YOU'RE REALLY DOING NEXT TO NOTHING IN THE RIGHT OF WAY, OTHER THAN JUST GOING OVER THEM.

SO, UM, THAT WAS A WAY TO MITIGATE THAT, THAT CONCERN, UH, WHAT, WHAT IT MEANT FOR US WAS THAT THE INTERCHANGE THERE WAS NOT AS, UM, UH, NOT, NOT WHAT WE HAD HOPED FOR IN SOME WAYS, UH, ALTHOUGH THERE WERE SOME PROBLEMS WITH THE ORIGINAL DESIGN AS WELL.

SO, UM, IN WORKING WITH, UH, TXDOT AND, AND THE RTC AND, AND, AND THE, UH, NTC COG, UH, WE WERE ABLE TO COME UP WITH A, UH, AN ALTERNATIVE DESIGN THAT I THINK WILL, WILL WORK, UM, AND, UH, HAS SOME ADVANTAGES AND SOME DISADVANTAGES, BUT, UH, IN ORDER TO MITIGATE SOME OF THE DISADVANTAGE DISADVANTAGES OF IT, THEY, THE RTC AGREED TO, UH, FORWARD US, UH, $15 MILLION TO, UH, FOR A, FOR A PROJECT IN THIS REGION.

SO, UM, THAT'S KIND OF HOW WE, HOW WE GOT TO THIS POINT.

SO, UM, THIS, THIS IS ESSENTIALLY THE, THE AGREEMENT, THE THREE-PARTY RULE BETWEEN US DART AND THE RTC.

UM, THE RTC REALLY JUST HAS FEDERAL MONIES THAT ARE AVAILABLE TO THEM.

UM, THOSE MONIES, AS YOU CAN IMAGINE, COME WITH THE LOTS OF STRINGS AND RESTRICTIONS THAT LIMIT US IN WHAT WE CAN DO WITH IT.

AND SO IN ORDER TO GIVE US A LITTLE MORE FLEXIBILITY, UM, THEY'RE ENTERING INTO PARTNERSHIP WITH DARREN AND US, UM, SO THAT WE WILL END UP GETTING, UH, UH, LOCAL MONEY FROM, FROM THE DART IN ORDER TO, UH, TO DO SOME OF THE ECONOMIC, ECONOMIC DEVELOPMENT TYPE PROJECTS AND TRANSIT ORIENTED DEVELOPMENT PROJECTS THAT, UH, WE'RE GOING TO BE DOING AND HERE AT THIS, IN THIS AREA.

SO THAT'S, THAT'S WHERE WE ARE.

UM, UH, THE MICHAEL MOORE'S HEAD OF THE RTC WAS,

UM, A FUSE OF, IN HIS THANKS TO THE, TO THE CITY FOR US AGREEING TO THE ALTERNATIVE DIVINE PROPOSAL.

UM, YOU KNOW, ESTIMATES HAD BEEN THAT, UM, COMBINED WITH THE DELAY, BASICALLY, IF WE HAD NOT AGREED TO THIS, WE WERE LOOKING AT POSSIBLY SUBDIVIDING THE PROJECT EVEN FURTHER TO WHAT IT IS TO 6 35 PROJECT, UM, WITH DELAYS AND OTHER COSTS THAT MR. MORRIS HAD ESTIMATED AT ONE POINT COULD HAVE RIGHT, REACHED ABOUT A HUNDRED MILLION DOLLARS.

UM, AND SO AGREEING TO IT, IT, AND IT'S KIND OF QUESTIONABLE, YOU KNOW, IN MANY WAYS, THIS IS A, IT'S A BETTER DESIGN FOR US WITH THE WORD CONCERN, SOME CONCERNS THAT, UM, THAT, THAT THE RTC WANTED TO AMELIORATE BY PROVIDING THIS ADDITIONAL FUNDING, WHICH IS REALLY JUST A PORTRAIT OF THE SAVINGS THAT WAS REALIZED.

UM, BUT IN, IN EITHER EVENT, I, I PARTICULARLY WANT TO THANK STAFF, UH, STAFF HERE AT THE CITY OF GARLAND WORKED VERY, IT, IT'S ACTUALLY A LOT MORE DIFFICULT TO BUILD THIS KIND OF PARTNERSHIP AND MOVE THESE KINDS OF FUNDS AROUND, UM, IN AN UNREAL, IN A WAY THAT ALLOWS US TO USE SOME TOWARDS THE ORIGINAL INTENT.

UM, AND, UH, SO STAFF GET VERY CREATIVE ON THAT.

AND I REALLY APPRECIATE STAFF WORK ON THAT.

I'D LIKE TO PARTICULARLY THINK THANK DART, UM, AND MR. KELLY HERE FOR, FOR THEIR WORK ON THIS, THIS IS, YOU KNOW, THIS IS NOT SOMETHING THAT DART REALLY HAD TO GET INTO THE MIDDLE OF BOOK GLADLY DID, AND GLADLY HELPED RESOLVE THIS ISSUE SO THAT THAT FUNDS COULD MOVE INTO THAT.

I MEAN, YOU KNOW, GETTING YOU, IT, THE RTC IS VERY MUCH A, UM, A VERY COLLABORATIVE GROUP, BUT YOU'RE TALKING ABOUT GETTING 45 PEOPLE FROM ALL OVER THE METROPLEX, UM, TO AGREE ON SOMETHING LIKE THIS.

AND SO IT'S, UM, IT'S REALLY A GREAT THING FOR THE CITY, UH, AND THIS IS GOING TO HELP BE A REAL CATALYST FOR REDEVELOPMENT, UH, IN THAT AREA.

WE REALIZED THAT WE'VE BEEN GETTING A LOT OF URBAN STYLE

AND OTHER TYPE OF MULTI-FAMILY DEVELOPMENTS THAT DON'T QUITE FIT OUR CURRENT ZONING ORDINANCE.

SO IN LOOKING AT THAT, IT'S THE COMMITTEE'S RECOMMENDATION THAT WE MODIFY OR MULTIFAMILY DISTRICT ZONING ORDINANCE, WHERE WE WILL HAVE TWO DIFFERENT TYPES OF MF AND AND THE CHANGES BASICALLY, OR THE DENSITY REQUIREMENTS.

THE MF ONE IS REALLY GEARED MORE TOWARDS A GARDEN STYLE APARTMENT OF 18 UNITS.

AN ACRE MF TWO IS A LITTLE MORE DENSITY UP TO 32 UNITS PER ACRE.

AND THEN FINALLY WE ADDED AN URBAN ZONING DISTRICT FROM OSA FAMILY THAT ALLOWS EVEN MORE DENSITY AND IS COMPARABLE TO SEVERAL OF THE DEVELOPMENTS WE'VE SEEN RECENTLY AND BEEN APPROVED BY THE COUNCIL RATES RECENTLY AS WELL.

ONE THING WE DO REQUEST ON THAT URBAN STYLE IS THAT THE FIRST FLOOR WILL BE, UH, UH, A LAW WILL BE BUILT TO COMMERCIAL CONSTRUCTION STANDARDS WHERE IT MAY BE USED FOR RETAIL USE IN ADDITION, OR A RESIDENTIAL USE.

SO HAVING THAT BUILT IN, WE FEEL LIKE IT WAS A GOOD COMPROMISE THERE.

UM, YOU'LL NOTICE THERE'S ONE IN SECTION FOUR, A REFERENCE TO A MOBILE FOOD TRUCKS, AND THAT'S A SEPARATE ITEM.
