AND IF PEOPLE AREN'T ABLE TO PARTICIPATE IN THE PARK BOARD MEETINGS, I THINK THAT THEY SHOULD, UM, GO AHEAD AND TENDER THEIR RESIGNATION.

YOU CAN UNDERSTAND THEIR SPECIAL CIRCUMSTANCES LIKE KENYA'S HAD WITH MOTHER EXTREMELY ILL, BUT IT'S BEEN, UH, IT'S BEEN DISAPPOINTING NOT TO SEE A FULL, A FULL BOARD HERE MEETING, ESPECIALLY WITH THE, IF IT'S NOT SERIOUS ENOUGH TO YOU TO GET OVER $150 MILLION TO HAVE COMMENTS ON, THEN YOU REALLY, REALLY SHOULDN'T BE HERE.

AND I'M SORRY, BUT THAT'S, THAT'S THE WAY I FEEL.

AND I FEEL LIKE WE'VE GOT SO MANY THINGS THAT ARE GOING ON THAT, UH, IF WE COULD GET A CHANCE TO HAVE ALL OF THE MEMBERS HERE NEXT TIME, WE CAN MAYBE SAY, WE'RE GOING TO HAVE A PHOTO OP AND SEE IF WE CAN GET EVERYONE HERE FOR THAT.

IT WAS LIKE A WEEKEND LATER, A WEEK LATER.

SO I WAS SENT AN EMAIL TO OUR MISSING MEMBERS AND JUST, AND IT WOULD BE APPROPRIATE JUST TO, JUST TO SAY, YOU KNOW, IF YOU CAN'T, THE CITIZENS OF GARLAND DESERVE BETTER THAN US NOT SHOWING UP.

IF IT'S, IF YOU CAN'T SHOW UP FOR TWO HOURS AND YOU KNOW, ONCE A MONTH, UH, IT EVIDENTLY IS NOT VERY IMPORTANT TO YOU OR YOU MAY HAVE OTHER OBLIGATIONS.

AND NOW WE'VE KIND OF TAKE A FEW HIGHLIGHTS TO SHARE WITH YOU TONIGHT.

UH, THIS SLIDE SHOWS SOME PROGRESS GOING ON IN THE PARK.

UH, WE'RE AT, WE'RE DOING THINGS EVERY DAY, MAKING PROGRESS EVERY DAY.

AND, UH, RIGHT NOW WE'RE STILL IN THE MIDST OF THINGS.

ONE, UH, ABOUT TO START PHASE TWO IN THE COMING WEEKS.

THE SKATE PARK IS, UH, FOR THE MOST PART, UH, FINISHED AND WE'RE DOING WORK AROUND THE SKATE PARK, INCLUDING SHADE, SHELTERS, IRRIGATION, AND LANDSCAPING AND THINGS LIKE THAT.

SO, UM, WE'RE LOOKING FORWARD TO GETTING THOSE, UM, COMPLETE THIS YEAR AND UH, HOPEFULLY GET PHASE TWO COMPLETED NEXT YEAR.

SO ONCE WE GET PHASE ONE COMPLETED, WELL WE, UM, GO AHEAD AND OPEN UP THE SKATE PARK.

THAT'S CORRECT.

WE'LL HAVE A LIKELY A RIBBON CUTTING EVENT.

AND UH, YEAH.

IS THAT IN THE FOURTH QUARTER OF 2020 THAT WE'RE LOOKING AT, UH, END OF SUMMER IS WHAT WE'RE SHOOTING FOR? SO THAT'D BE THIRD QUARTER.

IS THAT ONLY THE, UH, THE ESCAPE PART, WHEREAS INCLUDED THE BALL DOWN IN THIS THEY'RE IN PHASE ONE, BASICALLY EVERYTHING NORTH OF THE TENNIS COURTS IS PHASE ONE.

SO THE BALL FIELD, THE FOOD TRUCK PARK, THE TRAIL, A SKATE PARK.

SO YEAH, ALL THAT, THE RESTAURANT BUILDING SHADE PAVILION NEXT TO IT, ALL THAT WOULD BE PART OF PHASE ONE.

I ALREADY STARTED THE DIRT DIRT WORK ON THE BALTIMORE.

IT'S BEEN ABOUT A MONTH SINCE I'VE BEEN THERE.

THEY'D ALREADY STARTED WORK.

AND SO I'M STANDING ON THE ACTUAL TRAIL SEGMENT LOOKING DOWN INTO DUCK CREEK AND UM, THIS PERSON IS BRINGING, UH, CONCRETE INTO FILL ONE OF THE PIERS FOR THE BOARDWALK ON AS PART OF THE TRAIL.

SO I'M COMING IN ONE HOPPER AT A TIME TO FILL UP THESE, UH, THESE PEERS.

SO THERE'S EQUIPMENT IN THE CREEK, YOU KNOW, TRYING TO GET PEERS DRILLED.

YOU CAN SEE THE PERSON IN THE BACK AND DRILLING PIERS AND ABOUT TO FILL THIS PIER.

SO, UM, IT'S, IT'S PAINSTAKING WORK, YOU KNOW, IN THE BOTTOM OF THE CREEK.

AND SO WE'RE AT THE MERCY OF NATURE AND MOTHER NATURE, YOU KNOW, MOST DAYS AND, UH, DOING OUR BEST TO MAKE GOOD PROGRESS WHEN WE HAVE GOOD DRY DAYS.

AND SO, UM, YEAH, THIS IS JUST A REALLY GOOD EXAMPLE OF SOME REALLY HARD-WORKING, UH, PEOPLE PUTTING ALL THESE PROJECTS TOGETHER.

THIS IS ON, SO THIS IS JUST SOUTH OF MILLER BRIDGE ON THE RECODE AND SIDE.

I MEAN, THEY'RE BOTH RECODING SIDE ON BOTH SIDES OF THE CREEK IS RECODE AND PARK, BUT THIS IS ON THE EAST SIDE OF THE CREEK.

YES, IT DOES THAT.

BUT THE BOARDWALK ABOUT WHAT LANE? YES.

SO WHERE, WHERE IS GOING, WHERE IT GOES UNDERNEATH THE BRIDGE IS WITHIN THE HUNDRED YEAR FLOOD PLAIN.

BUT ONCE WE GET TO A CERTAIN POINT, THE, THE BOARDWALK IS STILL WITHIN THE A HUNDRED YEAR FLOOD PLAIN, BUT IT GETS US OUT OF IT AS SOON AS WE CAN.

AND THEN IT PICKS UP WITH SOLID CONCRETE AFTER THAT.

SO UNFORTUNATELY THE A HUNDRED YEAR FLOOD PLAIN IS PRETTY LARGE FOR DUCK CREEK.

AND SO, UM, UNFORTUNATELY IT CAUSES MORE OPERATIONS AND MAINTENANCE COSTS TO GET, YOU KNOW, CLEAN UP CLEAN UPS DONE AFTER A BIG RAIN EVENT.

BUT, UM, FOR THE OTHER NON, YOU KNOW, FLOODING

PARTS OF THE YEAR, THIS IS A MAJOR CONNECTION FOR PEOPLE TO GET SAFELY ACROSS.

DID YOU TAKE THAT PICTURE BEFORE IT RAINED TODAY OR ARE THEY, THAT WAS RIGHT AS IT WAS STARTING.

SO IT COULD BE A LOT MORE.

UH, SO THIS IS AS YOU KNOW, THE LIST OF WHERE WE ARE ON THE PLAYGROUND REPLACEMENT PROGRAM, WE HAVE 25 LOCATIONS THAT WE'RE, UH, REPLACING AS PART OF THE BOND PROGRAM.

UH, RIGHT NOW WE HAVE THE GROUP ONE IS DONE AND GROUP TWO, WE HAVE COMMON PARK FINISHED, PV PARK FINISHED, AND THEN WINTERS SOFTBALL COMPLEX IS FINISHED.

IT'S JUST NOT HIGHLIGHTED ON THIS SLIDE.

UM, ALAMO PARK, WE'RE STILL WORKING THROUGH GETTING THAT COMPLETED, UH, SAME WITH METAL CREEK BRANCH, UH, BETSY ROSS AND INDEPENDENCE.

SO ALL OF THOSE OTHER LOCATIONS ARE CURRENTLY UNDER CONSTRUCTION AND WE'RE HOPING TO GET THOSE DONE, UM, PROBABLY IN THE NEXT MONTH OR SO.

SO WE'RE MAKING GOOD PROGRESS ON THOSE AND GROUP THREE, WE SHOULD BE STARTING.

UM, SOMETIME IN JULY, I BELIEVE WE'RE GOING TO COUNCIL IN JUNE, UM, FOR THEIR APPROVAL ON GROUP THREE HERE, JUST SOME PHOTOS OF WHAT YOU'RE, WHAT YOU'RE SEEING OUT THERE IN THE, IN THE, IN THE GARLAND AREA.

SO AS YOU, AS YOU CAN SEE ALL THESE PLAYGROUNDS, THEY LOOK THEY'RE ALL UNIQUE AND TYPE AND THEME.

AND, UM, WHEN YOU GO TO VISIT EACH ONE, YOU CAN HAVE A COMPLETELY DIFFERENT EXPERIENCE AT EACH LOCATION.

THIS IS WHAT WE TRIED TO ACCOMPLISH DURING THE DESIGN PHASE, AS WE TALKED ABOUT.

AND, UH, SOME PLACES HAVE FITNESS COURSES, SOME ARE TRADITIONAL, SOME ARE THEMED AS YOU KNOW, THERE'S THE LINE, THE DORFMAN PARK.

SO REALLY LOTS OF GREAT STUFF GOING ON.

AND LUCKILY WE HAVE A REALLY PHENOMENAL CONTRACTOR PUTTING IT ALL TOGETHER FOR US.

CAN YOU TELL ME WHAT'S HAPPENING AT THE MEADOW CREEK BRANCH PART? WHAT AM I LOOKING AT? UM, WELL, THAT'S JUST AN ACTIVE CONSTRUCTION SITE.

SO AS YOU CAN IMAGINE, WHEN YOU WENT THERE, THERE'S DEMOLITION AND THEIR SITE WORK, YOU KNOW, MOVING ALL THE DIRT WHERE IT NEEDS TO BE, UH, GETTING THE CONCRETE PLACED, RETAINING WALLS SET.

SO IT KIND OF ALL TAKES THE SHAPE, YOU KNOW, AS YOU START TO FORM THE SOIL AROUND IT, FORM THE EARTH AROUND IT.

AND THEN ONCE WE GET TO THE POINT WHERE WE, I MEAN, THAT'S JUST AN ACTIVE CONSTRUCTION SITE AND IT'S JUST, UH, JUST, UH IT'S UM, YEAH, IT'S NOT A FINISHED PRODUCT YET.

AND SO ONCE WE GET TO THAT POINT, IT SHOULD BE PRETTY CLOSE.

UM, YOU KNOW, WE'LL HAVE A FINISHED PRODUCT, LIKE OVERLAY THE TWO.

SO IT'S JUST ON A DIFFERENT TIMELINE TO AN INDEPENDENCE WHERE UTILIZING THE SLOPE, THAT'S PART OF THAT PARK AS INCORPORATING SOME REALLY COOL CLIMBING ELEMENTS ON THAT SLOPE.

SO IT'LL JUST BE UNIQUE IN ITS OWN WAY.

UH, MOVING ON TO TRAILS, THIS IS A LIST OF THE TRAILS THAT ARE ACTIVELY, UM, GOING ON.

SO, UH, PUT TOGETHER THIS IMAGE TO KIND OF SHOW WHERE THOSE PROJECTS ARE DISTRIBUTED AROUND THE CITY.

AND, UM, YEAH, SO SOME OF THOSE ARE, UM, UP NORTH BISBEE TRAILS IS THROUGH A TRANSMISSION EASEMENT GOING AVENUE UNDER PASS.

UH, WE'LL CONNECT THE EXISTING TRAILS THAT ARE IN SPRING CREEK, UNDERNEATH GARLAND AVENUE, WHICH IS GOING TO BE REALLY GREAT TO GET THAT ONE DONE, UH, NAME IT, FOREST CONNECTION UP THERE ON THE TOP.

ALSO WE'LL CONNECT OUR EXISTING TRAIL THAT JUST COMPLETED, YOU KNOW, A YEAR AND A HALF AGO, TWO YEARS AGO NOW MAYBE, UM, TO NAMING FOREST BOULEVARD, WHICH IS GOING TO BE PART OF AN ENGINEERING PROJECT THAT HAS A TRAIL ON IT.

AND THEN ONCE THE BRAND ROAD PROJECT STARTS, THIS WILL CONNECT WITH THAT AND GO NORTH TO RICHARDSON OR TO MUIRFIELD FOR NOW.

UM, SOME GREAT CONNECTIVITY OPPORTUNITIES UP THERE, UM, DOWN IN THE CENTRAL PART.

SO DUCK CREEK CENTRAL TRAIL, WE BROKE IT UP INTO THREE SEGMENTS BECAUSE THAT'S HOW WE'RE ORGANIZING IT WITH DALLAS COUNTY.

ESSENTIALLY WHAT WE'RE DOING IS CONNECTING, UH, AVENUE F ON THE NORTH SIDE OF CENTRAL ALL THE WAY TO THE SOUTH SIDE OF RECODE AND PARK TO BRIAR WOOD ALL ALONG THE EAST SIDE OF DUCK CREEK.

AND THEN WE'LL HAVE THE CENTRAL PARK LOOP TRAIL THAT WILL COMPLETE THE CIRCUIT WITHIN CENTRAL PARK.

SO WE'LL UTILIZE THE DUCK CREEK CENTRAL TRAIL AS PART OF THAT.

AND THEN

SOME OF THE SEGMENTS THAT WE POURED WITH THE ROADWAY IMPROVEMENT PROJECT THAT WE DID ON AVENUE H YEAH.

SO YOU'RE WORKING ON SEVEN, WELL, SEVEN, THE DUCK CREEK AUDUBON CONNECTION, DOES IT, THESE ARE ALL TYING INTO EXISTING TRAILS, RIGHT? SO CAN YOU GO FROM THERE TO THIS DUCK CREEK CENTRAL TRAIL? UH, SO YES.

UH, SO THE, THE AUDUBON CONNECTION IS GOING TO CONNECT THE DUCK CREEK TRAIL TO THE INTERIOR PART OF AUDUBON PARK.

SO IT'LL CROSS DUCK CREEK AND GET, AND GET AWAY TO, UM, COMPLETE THAT DUCK CREEK LOOP THAT IS CURRENTLY IN THE GREEN BELT.

SO LIKE, IF YOU STARTED AT SAY, IF YOU WERE TO DOING A 5K, IT'S STARTING FROM THE AUDUBON PARK, LIKE THE PICNIC SHELTER DOWN THERE, THE NEAR THE CREEK, AND YOU GO ALL THE WAY UP THE LEFT SIDE OR THE WEST SIDE OF DUCK CREEK, AND YOU GO DOWN THAT CROSSING AND YOU COME ALL THE WAY BACK DOWN.

THE ONLY WAY TO COMPLETE THAT LOOP IS TO GET ON OATS AND COME UP ON THAT SIDE BRIDGE AND MAKE THAT CONNECTION BACK UNDERNEATH.

BUT THIS WAY YOU'LL BE ABLE TO GO PAST OATS TO BILL CODY.

AND THEN ONCE YOU GET TO BILL CODY, YOU CAN GO ACROSS THE CREEK AND INTO AUTOBON OFF STREET.

SO YOU DON'T HAVE TO BE ON THE STREET AT ALL.

SO, UM, AND HOW MANY HOMELESS GUYS, HOW MANY OF THE, HOW MANY OF THE TRIALS EXTENSIONS HERE WE HAVE THAT ARE GOING ACTUALLY UNDER BRIDGES? SO THE DUCK CREEK CENTRAL IS CAUSE THAT'S GOING UNDERNEATH MILLER ROAD AND GLENBROOK AND THE KCS RAILROAD LINE.
