HEY,

[Parks and Recreation Board Meeting on June 1, 2022.]

IT IS JUNE THE FIRST, AND THIS IS THE MONTHLY MEETING OF THE PARKS AND RECREATION BOARD.

FIRST ITEM APPROVAL OF THE MINUTES OF A MOTION FROM MOLLY, BISHOP.

I SUCK IT THE SECOND FROM DAVID MOREHEAD AND ANY DISCUSSION ALL IN FAVOR, SAY AYE.

AYE.

ANYBODY OPPOSED? THE MOTION CARRIES NEXT ITEM.

CONSIDER RESCHEDULING OR CANCELING JULY 20, 22 REGULAR PARKS AND RECREATION BOARD MEETING.

OKAY.

SO IS, DOES ANYBODY HAVE ANY REASON WHY WE MIGHT NEED TO MEET OR RESCHEDULE? NO.

OKAY.

DO I HAVE A MOTION TO CANCEL THE MEETING AND THE CANCEL A MEETING ON THE 1ST OF JULY DUE TO RIGHT JULY? OKAY.

I GAVE A MOTION FROM MOLLY.

DO I HAVE A SECOND? SECOND? IS THAT A SECOND FROM JASON MCGARRY DISCUSSION? IS THERE ANY DISCUSSION? OH, THERE MAY BE.

THERE MAY BE, UH, WE ALREADY HAD PICKED A DATE OF JULY.

THE SIXTH IS POSSIBILITY FOR THAT.

I BELIEVE HAVING THAT MEETING ON THAT FIRST WEDNESDAY, I HAVE IT ON MY CALENDAR.

I DIDN'T KNOW IF WE'D DECIDED ON THAT OR NOT, BUT THAT'S WHERE WE'RE DECIDED RIGHT NOW.

YEAH, WELL, WE HADN'T DECIDED WHETHER IT COULD BE ON JULY THE SIXTH.

YEAH.

SO ANYWAY, UM, WELL WE'RE, WE'RE REALLY HAVING TROUBLE GETTING, GETTING PEOPLE HERE TO THE MEETING AND THE DECISIONS, REGARDLESS OF GIVEN US AN OPPORTUNITY THAT NORTHERN PARK BOARD HAS EVER HAD IN THE HISTORY OF THIS CITY.

AND IF PEOPLE AREN'T ABLE TO PARTICIPATE IN THE PARK BOARD MEETINGS, I THINK THAT THEY SHOULD, UM, GO AHEAD AND TENDER THEIR RESIGNATION.

YOU CAN UNDERSTAND THEIR SPECIAL CIRCUMSTANCES LIKE KENYA'S HAD WITH MOTHER EXTREMELY ILL, BUT IT'S BEEN, UH, IT'S BEEN DISAPPOINTING NOT TO SEE A FULL, A FULL BOARD HERE MEETING, ESPECIALLY WITH THE, IF IT'S NOT SERIOUS ENOUGH TO YOU TO GET OVER $150 MILLION TO HAVE COMMENTS ON, THEN YOU REALLY, REALLY SHOULDN'T BE HERE.

AND I'M SORRY, BUT THAT'S, THAT'S THE WAY I FEEL.

AND I FEEL LIKE WE'VE GOT SO MANY THINGS THAT ARE GOING ON THAT, UH, IF WE COULD GET A CHANCE TO HAVE ALL OF THE MEMBERS HERE NEXT TIME, WE CAN MAYBE SAY, WE'RE GOING TO HAVE A PHOTO OP AND SEE IF WE CAN GET EVERYONE HERE FOR THAT.

AND, UH, I JUST, UH, I DON'T THINK WE NEED TO BE SKIPPING MEETINGS.

I THINK WE NEED TO BE WORKING HARDER AND THAT'S JUST MY HUMBLE OPINION.

THANK YOU, MR. CHAIRMAN, JUST A QUESTION TO STAFF.

IS THERE ANYTHING PRESSING THAT WE NEED TO TAKE ACTION ON OR GET UPDATED ON FOR THIS IN THE TIMEFRAME? THAT'S TWO DIFFERENT QUESTIONS.

LET'S ASK YOU IF THERE'S ANYTHING PRESSING AND IF THERE'S ANYTHING WE NEED TO BE UPDATED ON, WE THINK THAT SURELY THERE'S JOBS EVERYWHERE THAT WE NEED TO BE UPDATED ON.

I MEAN, LIKE WE'VE DONE IN THE PAST TWO LOBBIES, WE WILL STILL PUT OUT A MEMO TO THE BOARD ON ANYTHING THAT'S PRESSING FOR JULY.

SO IT'S JUST BECAUSE OF HOLIDAYS.

THAT'S A REALLY BUSY TIME FOR LOTS OF PEOPLE.

WHEN'S THE LAST TIME YOU REMEMBER THE PARK BOARD MEETING IN JULY? IT'S BEEN AWHILE.

I DON'T REMEMBER IT TWO YEARS AGO, BUT THAT WAS A SPECIALTY LAST YEAR.

I THINK IT HAPPENED LAST YEAR.

CAUSE THERE WAS SOME ACTION ITEMS THAT NEEDED TO BE COVERED AND WE CALL A SPECIAL MEETING THAT WAS NOT ON THE REGULAR SCHEDULE.

IT WAS LIKE A WEEKEND LATER, A WEEK LATER.

SO I WAS SENT AN EMAIL TO OUR MISSING MEMBERS AND JUST, AND IT WOULD BE APPROPRIATE JUST TO, JUST TO SAY, YOU KNOW, IF YOU CAN'T, THE CITIZENS OF GARLAND DESERVE BETTER THAN US NOT SHOWING UP.

IF IT'S, IF YOU CAN'T SHOW UP FOR TWO HOURS AND YOU KNOW, ONCE A MONTH, UH, IT EVIDENTLY IS NOT VERY IMPORTANT TO YOU OR YOU MAY HAVE OTHER OBLIGATIONS.

AND IF YOU HAVE OTHER OBLIGATIONS DURING THAT TIME, THEN THAT'S A REASON WHY YOU WOULD NEED TO HAVE SOMEONE ELSE TO COME IN AND PARTICIPATE.

AND THAT MEANS MORE THAN FILLING A SEAT.

ALL RIGHT, NOTED.

THANK YOU, SIR.

OKAY.

ANY OTHER DISCUSSION? OKAY.

WE HAVE A MOTION TO CANCEL THE MEETING IN JULY, ALL IN FAVOR, SAY AYE.

AYE.

AYE.

ALL OPPOSED.

AYE, HARRY, 1, 1, 1, OPPOSED THE MOTION CARRIES.

THANK YOU.

VERBAL BRIEFINGS, CAPITAL IMPROVEMENT PROGRAM REVIEW UPDATE.

[00:05:05]

I'M HERE TO UPDATE YOU ON PROGRESS ON SOME OF THE CIP PROJECTS THAT ARE HAPPENING AROUND THE CITY ONGOING ON OBVIOUSLY.

AND NOW WE'VE KIND OF TAKE A FEW HIGHLIGHTS TO SHARE WITH YOU TONIGHT.

UH, THIS SLIDE SHOWS SOME PROGRESS GOING ON IN THE PARK.

UH, WE'RE AT, WE'RE DOING THINGS EVERY DAY, MAKING PROGRESS EVERY DAY.

AND, UH, RIGHT NOW WE'RE STILL IN THE MIDST OF THINGS.

ONE, UH, ABOUT TO START PHASE TWO IN THE COMING WEEKS.

AND SO, UM, WE'RE LOOKING FORWARD TO THAT AND TRY THE OTHER ONE.

THIS IS ME.

THIS ONE.

HERE WE GO.

ALL RIGHT.

SORRY ABOUT THAT.

OKAY.

UM, I KNOW FOR SURE.

OKAY.

SO WE'RE WELL UNDERWAY AT RECODE AND WE, UM, ARE IN PHASE ONE RIGHT NOW ABOUT TO START PHASE TWO.

SO WE'LL HAVE BOTH PHASES, UM, GOING ON CONCURRENTLY AND, UM, WE'RE HOPING TO GET PHASE ONE COMPLETED BY THE END OF THE SUMMER.

UH, WE'RE MAKING REALLY GOOD PROGRESS RIGHT NOW WITH, UH, UH, THE TRAILS AND THE BASEBALL FIELD.

THE SKATE PARK IS, UH, FOR THE MOST PART, UH, FINISHED AND WE'RE DOING WORK AROUND THE SKATE PARK, INCLUDING SHADE, SHELTERS, IRRIGATION, AND LANDSCAPING AND THINGS LIKE THAT.

SO, UM, WE'RE LOOKING FORWARD TO GETTING THOSE, UM, COMPLETE THIS YEAR AND UH, HOPEFULLY GET PHASE TWO COMPLETED NEXT YEAR.

SO ONCE WE GET PHASE ONE COMPLETED, WELL WE, UM, GO AHEAD AND OPEN UP THE SKATE PARK.

THAT'S CORRECT.

YEAH.

WE'LL HAVE A LIKELY A RIBBON CUTTING EVENT.

AND UH, YEAH.

IS THAT IN THE FOURTH QUARTER OF 2020 THAT WE'RE LOOKING AT, UH, END OF SUMMER IS WHAT WE'RE SHOOTING FOR? SO THAT'D BE THIRD QUARTER.

IS THAT ONLY THE, UH, THE ESCAPE PART, WHEREAS INCLUDED THE BALL DOWN IN THIS THEY'RE IN PHASE ONE, BASICALLY EVERYTHING NORTH OF THE TENNIS COURTS IS PHASE ONE.

SO THE BALL FIELD, THE FOOD TRUCK PARK, THE TRAIL, A SKATE PARK.

SO YEAH, ALL THAT, THE RESTAURANT BUILDING SHADE PAVILION NEXT TO IT, ALL THAT WOULD BE PART OF PHASE ONE.

I ALREADY STARTED THE DIRT DIRT WORK ON THE BALTIMORE.

IT'S BEEN ABOUT A MONTH SINCE I'VE BEEN THERE.

THEY'D ALREADY STARTED WORK.

THAT'S RIGHT.

YEAH.

MAKING GREAT PROGRESS THERE.

I WANTED TO SHARE A VIDEO OF SOME FOOTAGE I TOOK TODAY.

UM, SO THIS IS UNDER MILLER ROAD AND THIS IS PART OF THE TRAIL THAT'S BEING BUILT.

AND SO I'M STANDING ON THE ACTUAL TRAIL SEGMENT LOOKING DOWN INTO DUCK CREEK AND UM, THIS PERSON IS BRINGING, UH, CONCRETE INTO FILL ONE OF THE PIERS FOR THE BOARDWALK ON AS PART OF THE TRAIL.

SO I'M COMING IN ONE HOPPER AT A TIME TO FILL UP THESE, UH, THESE PEERS.

SO THERE'S EQUIPMENT IN THE CREEK, YOU KNOW, TRYING TO GET PEERS DRILLED.

YOU CAN SEE THE PERSON IN THE BACK AND DRILLING PIERS AND ABOUT TO FILL THIS PIER.

SO, UM, IT'S, IT'S PAINSTAKING WORK, YOU KNOW, IN THE BOTTOM OF THE CREEK.

AND SO WE'RE AT THE MERCY OF NATURE AND MOTHER NATURE, YOU KNOW, MOST DAYS AND, UH, DOING OUR BEST TO MAKE GOOD PROGRESS WHEN WE HAVE GOOD DRY DAYS.

AND SO, UM, YEAH, THIS IS JUST A REALLY GOOD EXAMPLE OF SOME REALLY HARD-WORKING, UH, PEOPLE PUTTING ALL THESE PROJECTS TOGETHER.

THIS IS ON, SO THIS IS JUST SOUTH OF MILLER BRIDGE ON THE RECODE AND SIDE.

I MEAN, THEY'RE BOTH RECODING SIDE ON BOTH SIDES OF THE CREEK IS RECODE AND PARK, BUT THIS IS ON THE EAST SIDE OF THE CREEK.

YES, IT DOES THAT.

BUT THE BOARDWALK ABOUT WHAT LANE? YES.

SO WHERE, WHERE IS GOING, WHERE IT GOES UNDERNEATH THE BRIDGE IS WITHIN THE HUNDRED YEAR FLOOD PLAIN.

BUT ONCE WE GET TO A CERTAIN POINT, THE, THE BOARDWALK IS STILL WITHIN THE A HUNDRED YEAR FLOOD PLAIN, BUT IT GETS US OUT OF IT AS SOON AS WE CAN.

AND THEN IT PICKS UP WITH SOLID CONCRETE AFTER THAT.

SO UNFORTUNATELY THE A HUNDRED YEAR FLOOD PLAIN IS PRETTY LARGE FOR DUCK CREEK.

AND SO, UM, UNFORTUNATELY IT CAUSES MORE OPERATIONS AND MAINTENANCE COSTS TO GET, YOU KNOW, CLEAN UP CLEAN UPS DONE AFTER A BIG RAIN EVENT.

BUT, UM, FOR THE OTHER NON, YOU KNOW, FLOODING

[00:10:01]

PARTS OF THE YEAR, THIS IS A MAJOR CONNECTION FOR PEOPLE TO GET SAFELY ACROSS.

DID YOU TAKE THAT PICTURE BEFORE IT RAINED TODAY OR ARE THEY, THAT WAS RIGHT AS IT WAS STARTING.

OKAY.

SO IT COULD BE A LOT MORE.

YEAH.

UH, SO THIS IS AS YOU KNOW, THE LIST OF WHERE WE ARE ON THE PLAYGROUND REPLACEMENT PROGRAM, WE HAVE 25 LOCATIONS THAT WE'RE, UH, REPLACING AS PART OF THE BOND PROGRAM.

UH, RIGHT NOW WE HAVE THE GROUP ONE IS DONE AND GROUP TWO, WE HAVE COMMON PARK FINISHED, PV PARK FINISHED, AND THEN WINTERS SOFTBALL COMPLEX IS FINISHED.

IT'S JUST NOT HIGHLIGHTED ON THIS SLIDE.

UM, ALAMO PARK, WE'RE STILL WORKING THROUGH GETTING THAT COMPLETED, UH, SAME WITH METAL CREEK BRANCH, UH, BETSY ROSS AND INDEPENDENCE.

SO ALL OF THOSE OTHER LOCATIONS ARE CURRENTLY UNDER CONSTRUCTION AND WE'RE HOPING TO GET THOSE DONE, UM, PROBABLY IN THE NEXT MONTH OR SO.

SO WE'RE MAKING GOOD PROGRESS ON THOSE AND GROUP THREE, WE SHOULD BE STARTING.

UM, SOMETIME IN JULY, I BELIEVE WE'RE GOING TO COUNCIL IN JUNE, UM, FOR THEIR APPROVAL ON GROUP THREE HERE, JUST SOME PHOTOS OF WHAT YOU'RE, WHAT YOU'RE SEEING OUT THERE IN THE, IN THE, IN THE GARLAND AREA.

SO AS YOU, AS YOU CAN SEE ALL THESE PLAYGROUNDS, THEY LOOK THEY'RE ALL UNIQUE AND TYPE AND THEME.

AND, UM, WHEN YOU GO TO VISIT EACH ONE, YOU CAN HAVE A COMPLETELY DIFFERENT EXPERIENCE AT EACH LOCATION.

THIS IS WHAT WE TRIED TO ACCOMPLISH DURING THE DESIGN PHASE, AS WE TALKED ABOUT.

AND, UH, SOME PLACES HAVE FITNESS COURSES, SOME ARE TRADITIONAL, SOME ARE THEMED AS YOU KNOW, THERE'S THE LINE, THE DORFMAN PARK.

SO REALLY LOTS OF GREAT STUFF GOING ON.

AND LUCKILY WE HAVE A REALLY PHENOMENAL CONTRACTOR PUTTING IT ALL TOGETHER FOR US.

CAN YOU TELL ME WHAT'S HAPPENING AT THE MEADOW CREEK BRANCH PART? WHAT AM I LOOKING AT? UM, WELL, THAT'S JUST AN ACTIVE CONSTRUCTION SITE.

SO AS YOU CAN IMAGINE, WHEN YOU WENT THERE, THERE'S DEMOLITION AND THEIR SITE WORK, YOU KNOW, MOVING ALL THE DIRT WHERE IT NEEDS TO BE, UH, GETTING THE CONCRETE PLACED, RETAINING WALLS SET.

SO IT KIND OF ALL TAKES THE SHAPE, YOU KNOW, AS YOU START TO FORM THE SOIL AROUND IT, FORM THE EARTH AROUND IT.

AND THEN ONCE WE GET TO THE POINT WHERE WE, I MEAN, THAT'S JUST AN ACTIVE CONSTRUCTION SITE AND IT'S JUST, UH, JUST, UH IT'S UM, YEAH, IT'S NOT A FINISHED PRODUCT YET.

AND SO ONCE WE GET TO THAT POINT, IT SHOULD BE PRETTY CLOSE.

UM, YOU KNOW, WE'LL HAVE A FINISHED PRODUCT, LIKE OVERLAY THE TWO.

YEAH.

YEAH.

WHAT'S COOL.

IS THAT THEY'RE TAKING, UM, DRONE FOOTAGE OF ALL OF THESE LOCATIONS.

SO IT'S REALLY COOL TO GET THAT PERSPECTIVE THAT YOU WOULDN'T NORMALLY GET WHILE YOU'RE ON THE GROUND.

YOU'RE GOING TO HAVE INDEPENDENCE AND METTA CREEK BRANCH COMING ONLINE ABOUT THE SAME TIME.

MAYBE IF THEY'RE, UH, MEDICAL IS PROBABLY AHEAD.

YEAH.

THEY MET A GRAVES AHEAD OF INDEPENDENCE.

THEY HADN'T REALLY MADE THAT MUCH PROGRESS.

THAT INDEPENDENCE JUST YET.

THAT'S THE LAST ONE IN GROUP TWO, UH, IN MEDICAL WEEK, WE'VE ALREADY, UM, MADE SOME PRETTY GOOD HEADWAY ON MEDICALLY IT'S A LITTLE BIT DIFFERENT BECAUSE IT HAS A LOT OF RETAINING WALLS AND LARGE BOULDERS AND SOME NATURE PLAYS.

SO IT'S JUST ON A DIFFERENT TIMELINE TO AN INDEPENDENCE WHERE UTILIZING THE SLOPE, THAT'S PART OF THAT PARK AS INCORPORATING SOME REALLY COOL CLIMBING ELEMENTS ON THAT SLOPE.

SO IT'LL JUST BE UNIQUE IN ITS OWN WAY.

UH, MOVING ON TO TRAILS, THIS IS A LIST OF THE TRAILS THAT ARE ACTIVELY, UM, GOING ON.

SO, UH, PUT TOGETHER THIS IMAGE TO KIND OF SHOW WHERE THOSE PROJECTS ARE DISTRIBUTED AROUND THE CITY.

AND, UM, YEAH, SO SOME OF THOSE ARE, UM, UP NORTH BISBEE TRAILS IS THROUGH A TRANSMISSION EASEMENT GOING AVENUE UNDER PASS.

UH, WE'LL CONNECT THE EXISTING TRAILS THAT ARE IN SPRING CREEK, UNDERNEATH GARLAND AVENUE, WHICH IS GOING TO BE REALLY GREAT TO GET THAT ONE DONE, UH, NAME IT, FOREST CONNECTION UP THERE ON THE TOP.

ALSO WE'LL CONNECT OUR EXISTING TRAIL THAT JUST COMPLETED, YOU KNOW, A YEAR AND A HALF AGO, TWO YEARS AGO NOW MAYBE, UM, TO NAMING FOREST BOULEVARD, WHICH IS GOING TO BE PART OF AN ENGINEERING PROJECT THAT HAS A TRAIL ON IT.

AND THEN ONCE THE BRAND ROAD PROJECT STARTS, THIS WILL CONNECT WITH THAT AND GO NORTH TO RICHARDSON OR TO MUIRFIELD FOR NOW.

UM, SOME GREAT CONNECTIVITY OPPORTUNITIES UP THERE, UM, DOWN IN THE CENTRAL PART.

SO DUCK CREEK CENTRAL TRAIL, WE BROKE IT UP INTO THREE SEGMENTS BECAUSE THAT'S HOW WE'RE ORGANIZING IT WITH DALLAS COUNTY.

ESSENTIALLY WHAT WE'RE DOING IS CONNECTING, UH, AVENUE F ON THE NORTH SIDE OF CENTRAL ALL THE WAY TO THE SOUTH SIDE OF RECODE AND PARK TO BRIAR WOOD ALL ALONG THE EAST SIDE OF DUCK CREEK.

AND THEN WE'LL HAVE THE CENTRAL PARK LOOP TRAIL THAT WILL COMPLETE THE CIRCUIT WITHIN CENTRAL PARK.

SO WE'LL UTILIZE THE DUCK CREEK CENTRAL TRAIL AS PART OF THAT.

AND THEN

[00:15:01]

SOME OF THE SEGMENTS THAT WE POURED WITH THE ROADWAY IMPROVEMENT PROJECT THAT WE DID ON AVENUE H YEAH.

SO YOU'RE WORKING ON SEVEN, WELL, SEVEN, THE DUCK CREEK AUDUBON CONNECTION, DOES IT, THESE ARE ALL TYING INTO EXISTING TRAILS, RIGHT? SO CAN YOU GO FROM THERE TO THIS DUCK CREEK CENTRAL TRAIL? UH, SO YES.

UH, SO THE, THE AUDUBON CONNECTION IS GOING TO CONNECT THE DUCK CREEK TRAIL TO THE INTERIOR PART OF AUDUBON PARK.

SO IT'LL CROSS DUCK CREEK AND GET, AND GET AWAY TO, UM, COMPLETE THAT DUCK CREEK LOOP THAT IS CURRENTLY IN THE GREEN BELT.

SO LIKE, IF YOU STARTED AT SAY, IF YOU WERE TO DOING A 5K, IT'S STARTING FROM THE AUDUBON PARK, LIKE THE PICNIC SHELTER DOWN THERE, THE NEAR THE CREEK, AND YOU GO ALL THE WAY UP THE LEFT SIDE OR THE WEST SIDE OF DUCK CREEK, AND YOU GO DOWN THAT CROSSING AND YOU COME ALL THE WAY BACK DOWN.

THE ONLY WAY TO COMPLETE THAT LOOP IS TO GET ON OATS AND COME UP ON THAT SIDE BRIDGE AND MAKE THAT CONNECTION BACK UNDERNEATH.

BUT THIS WAY YOU'LL BE ABLE TO GO PAST OATS TO BILL CODY.

AND THEN ONCE YOU GET TO BILL CODY, YOU CAN GO ACROSS THE CREEK AND INTO AUTOBON OFF STREET.

SO YOU DON'T HAVE TO BE ON THE STREET AT ALL.

I'VE BEEN WORKING ON THAT A AWHILE.

OKAY.

THANK YOU.

YES, SIR.

I JUST WAITED.

I WAS LOOKING AT DATA WHEN YOU FIRST STARTED.

SO BRIAN, COULDN'T GO TWO DIRECTIONS.

ARE YOU WORKING ON ALL OF THESE NOW AND, AND ARE ANY OF THESE COMPLETED THIS DAY? WE'RE WORKING ON ALL OF THEM NOW.

UH, WE'RE IN DESIGN ON A MAJORITY OF THEM, THE ONES THAT ARE UNDER CONSTRUCTION ARE THE BOB TOWN, A SIDE PATH THAT LEADS FROM RAUL, THAT ROAD DOWN BOB TOWN.

AND THEN IT GOES UP TO WATERHOUSE ALL THE WAY TO ROAN PASS, UH, THE HIGH SCHOOL.

OKAY.

AND THEN, UH, THE, THE GARMENT AVENUE UNDERPAID ACTUALLY HAD A COUPLE OF RIDGES AT WALNUT.

WE HAVE A BRIDGE WHERE WE, WE HAVE A PAY OFF POINT OF THAT DIRECTION TOO.

WE'RE JUST GETTING UNDER THE GARLAND ROAD RAGE.

SO TH THE GARLAND AVENUE UNDERPASS IS JUST ON GARLAND AVENUE UP IN YOUR NAME AND FOREST BOULEVARD, RIGHT BY ACADEMY STARTED COMING FROM TRAIL TO TRAIL.

EXACTLY.

YEAH, IT'LL BE UNDER THE BRIDGE ON THE ABUTMENT.

SO, UM, AND HOW MANY HOMELESS GUYS, HOW MANY OF THE, HOW MANY OF THE TRIALS EXTENSIONS HERE WE HAVE THAT ARE GOING ACTUALLY UNDER BRIDGES? SO THE DUCK CREEK CENTRAL IS CAUSE THAT'S GOING UNDERNEATH MILLER ROAD AND GLENBROOK AND THE KCS RAILROAD LINE.

UH, YOU'VE GOT A GARLAND AVENUE IN THEIR PAST.

UH, YOU'VE GOT NAME AND FOREST CONNECTION, WHICH WILL GO UNDERNEATH NAME AND SCHOOL ROAD RIGHT NEAR, UH, SPRING CREEK.

UM, THE ONE DOWN SOUTH IS, YEAH, THE, UH, DUCK CREEK SOUTH EXTENSION GOES UNDERNEATH BELTLINE.

WE'LL CONNECT IN WITH MS. GATE ON THEIR TRAIL, GO UNDER BELTLINE AND GO UP TO AVALON PARK.

UM, DON, YOU CAN RIDE YOUR ELECTRIC BIKE UP HERE AND AVALON AVALON PARK.

I JUST WENT THROUGH THERE THE OTHER DAY WORK HAS BEEN DONE AND IT'S WONDERFUL, BUT, UH, WE ALSO HAVE A NEW DEVELOPMENT COMING.

THE STREET NOW CONTINUES OFF OF, UH, GUTHRIE AND GOES ALL THE WAY AROUND TO THE LINES ROAD.

AND I DROVE AROUND THAT NOW, OH MY GOSH, THIS THING HAS BEEN BACK THERE WITH VIRTUALLY ABANDONED FOR ALL THESE YEARS.

NOW, IT'S GOING TO BECOME A PHENOMENAL, PHENOMENAL ATTRIBUTE FOR, FOR THAT PART OF TOWN.

AND THOSE RESIDENTS WILL BE ABLE TO GET ON THE TRAIL AT AVALON PARK AND RIDE ALL THE WAY UP TO LONG WIND OFF THE OFF STREET.

VERY GOOD.

AND ONE LAST QUESTION ON THESE UNDER THE BRIDGE TRIALS, ARE WE MAKING THEM VIRTUALLY INDESTRUCTIBLE? SO YOU WON'T HAVE TO REPLACE TOO MANY TIMES, HOW ARE YOU DOING THAT SO THAT THEY WON'T WASH OUT, BUT IT REALLY COMES ONE OF THE BIGGEST.

SO, I MEAN, THEY'RE SOLID CONCRETE WITH DEEP FOOTERS.

UM, SOLID RETAINING WALLS WAS SPREAD FOOTERS.

AND THE RAILINGS THAT WE USE ARE, UM, HORIZONTAL TO BRAILLE AND GALVANIZED, UH, WHEREVER WE CAN.

AND WE TRY TO DO IT IN SO THAT THEY'RE SPACED THE RIGHT WAY AND ALLOW WATER FLOW TO GO THROUGH THEM.

A LOT OF TIMES DEBRIS DOES GET CAUGHT ON THEM, UNFORTUNATELY.

AND SO IT'S KIND OF A MAINTENANCE ISSUE.

UM, BUT THAT'S ONE OF THE COSTS OF HAVING THIS KIND OF SYSTEM IN PLACE.

AND, YOU KNOW, WHEN THE CREEKS DO FLOOD AND THEY DEPOSIT ALL THE SEDIMENT, IT DOES REQUIRE, YOU KNOW, MACHINES TO COME IN WITH BUCKETS AND SCOOP OUT ALL THAT DEBRIS AND MAKE IT CLEAN AGAIN.

SO ARE THESE ROYALS OR A HEAVIER, HEAVIER GAUGE, OR YOU'RE GOING TO TREAT LOGS, IT'S THICK AND THEY'RE ALL SET IN DEEP FOOTERS.

AND SO THEY'RE THICK WALLED STEEL GALVANIZED, AND, UH,

[00:20:01]

THAT'S, THAT'S REALLY ALL YOU CAN DO.

SO ON THE NAMUS AND FOREST CONNECTION, YOU SAY IT'S GOING TO GO FROM WINNERS ALONG THAT UTILITY EASEMENT.

AND THEN UNDERNEATH NAMING FORCE, I GUESS THERE ARE THEY ELEVATING, IT SEEMS LIKE PRETTY LOW THERE.

SO AT THE NAME OF FORCE CONNECTION, WE'LL DO YOU KNOW WHERE THE THREE OAKS CONNECTION IS TO THE CURRENT SPRING CREEK TRAIL? IT COMES INTO THAT NEIGHBORHOOD, THAT CONNECTION WE CREATED IN SUCH A WAY THAT ALLOWS FOR A FUTURE EXTENSION IS GOING TO GO UP NORTH CROSS SPRING CREEK, HOOK UP WITH THE TRAIL AND HALF PARK, AND THEN GO NORTHEAST TOWARDS NAME AND SCHOOL ROAD.

I DO THAT THROUGH THE UTILITY EASEMENT.

IT'S NOT GOING TO CUT THROUGH THE FOREST.

IT'S NOT GOING TO CUT THROUGH THE FOREST.

IT'S, IT'S ACTUALLY, UM, PART OF IT WILL BE IN THAT EASEMENT, BUT SO THE WAY THAT THAT NEIGHBORHOOD WAS DEVELOPED AT THE TIME THAT, UM, THAT'S RIGHT THERE ON RANGER DRIVE AND, UH, NAMED FOREST, THAT AREA BEHIND THEIR NEIGHBORHOOD HAS BEEN, UM, BASICALLY CUT OUT TO BE A FLOODPLAIN RESERVOIR, OR LIKE THEY CALL IT, UH, UH, I CAN'T REMEMBER WHAT THEY CALL IT FROM.

AND THERE'S AN ENGINEERING TERM FOR IT THAT ALLOWS FOR WHEN SPRING CREEK DOES FLOOD.

IT'S LIKE A HOLDING AREA FOR, FOR THE FLOODWATERS.

IT'S A RETENTION BASIN.

AND SO, UM, WHAT THEY DID AT THE TIME WAS THAT THEY ALLOWED A PEDESTRIAN AND BICYCLE EASEMENT THROUGH THERE, THROUGH THAT WHOLE AREA.

SO WE'RE TRYING TO EXPLORE HOW TO GET THROUGH THERE, CAUSE THERE'S, THERE ARE SOME GREAT DIFFERENCES AND, UM, PROXIMITY TO RESIDENCES.

SO WE NEED TO WORK THROUGH ALL THAT.

BUT IF WE CAN'T FIND A SOLUTION, WE'LL END UP IN THE TRANSMISSION EASEMENT, WHICH IS NOT AS IDEAL BECAUSE THERE'S MORE TRAIL AND, UH, A SMALL CROSSING TO, TO CONTEND WITH.

BUT THE GOAL IS TO GET A TRAIL THROUGH THAT DETENTION EASEMENT AND GET UP THROUGH THAT, TO NAME AND BOULEVARD.

AND THEN WITH THE NAME AND SCHOOL ROAD PROJECT, THAT'S THEN ENGINEERING PROJECT, UM, YOU KNOW, THEY'RE ELEVATING NAME AND SCHOOL ROAD THROUGH THERE, AND IT'S GOING TO BE A MUCH HIGHER THAN IT IS NOW.

AND WITH THE NEW BRIDGE THAT'S COMING IN, UH, WE ENSURED THAT THEY WERE GOING TO DESIGN THE ABUTMENT ON THE WEST SIDE OF THE CREEK IN SUCH A WAY THAT ALLOWS FOR THAT NOTCH WAY TO GET OUR TRAIL IN THROUGH THERE.

AND SO WE WORKED OUT WITH THEM THAT THERE'S NO ISSUE WITH THE FLOOD PLAIN.

IN FACT, IT HELPED THEIR HYDROLOGY BECAUSE WE'RE TAKING LESS EARTH, YOU KNOW, OR TAKING MORE EARTH OUT OF THAT AREA FOR MORE WATER TO MOVE THROUGH.

SO YES, SIR.

UM, I'M PRESERVING WHAT WE'RE LOOKING IN IN YELLOW, UH, ON HERE IS THIS THE PROPOSED OR EXISTING TRIALS, UH, THE YELLOW MARKER.

YOU HAVE THE GREEN PIECES IN THERE.

UH, NUMBER NINE, UH, DOWN THERE LIKE RECOVERED GREENVILLE TRAIL IS THAT SECTION ATTACHING TO ANYTHING TO THE SOUTH OR TO THE NORTH AT THIS POINT IN TIME, WHEREAS THIS IN PREPARATION FOR, SO THESE SEGMENTS THAT WE'RE, WE'RE MOVING FORWARD WITH THESE PROJECTS WHERE WE'RE GEARED TO, TO PUT PIECES OF THE PLAN TOGETHER WITH, WITH PROJECTS THAT WE HAVE FUNDED CURRENTLY.

SO THAT IN PARTICULAR IS A PIGGYBACK ON AN ENGINEERING PROJECT.

THAT'S IMPROVING CHOW ROAD.

SO THEY'RE PUTTING ASIDE PATH ON ROAD TO ALSO, UM, GETTING GAINED SOME EFFICIENCIES WITH TEX DOTS PROJECT THAT'S IMPROVING BECAUSE THEY'RE GOING TO BE REDOING THE BASS PRO UM, INTERCHANGE AT , WHICH WILL INCLUDE ALL THE STREET BICYCLE CONNECTIONS.

THEY'RE GOING TO MATCH UP WITH ENGINEERING PROJECT ON SHAW ROAD THERE.

AND WE'RE MATCHING UP WITH THAT TRAIL TO COME DOWN HERE AND MAKE THIS CONNECTION TO AN EXISTING PARKING LOT ALONG OUR PARK.

THIS IS, THIS IS ABSOLUTELY FANTASTIC.

IT SEEMS THAT OVER TIME, OF COURSE WE NEVER HAVE MONEY.

YOU CAN ONLY GET THE LAST DOLLAR IN THE BARREL LIKE BARKS HAS GOT, I CAN TELL YOU BACK INTO THE FIFTIES.

UH, IT'S NOT THAT WAY NOW THAT YOU GUYS, YOU GUYS ARE WORKING WITH EVERYONE ELSE, SO THAT YOU'RE COORDINATING THINGS SO THAT YOU'RE, UH, YOU KNOW, TARA HOUSE, YOU'RE BUILDING BASES THAT WE'LL, UM, WE'LL WORK IN WITH THE OTHER FOLKS.

AND I, HOW MUCH LIKE YOUR SISTER AROUND JOHN PAUL JONES, JUST A SECOND.

DID I HAVE, UH, JUST ON THERE WHERE, UH, GEORGE BUSH CROSSES ON JOHN PAUL JONES, WE'VE, WE'VE CLEANED UP THE SHORELINE ALL THE WAY BACK UP TO THE EDGE OF WHERE EVERYBODY THAT WE NOW HAVE A PLACE FOR PEOPLE TO COME FROM ALL OVER THE UNITED STATES AND BE IN BEING IN THE CITY OF GARLAND.

AND THAT'S THE ONE PLACE THAT WE'VE NOT DONE CLEANUP NOW.

OKAY.

WHEN THIS ABOUT MAYBE WHAT THREE OR 400 FEET THERE TO GET FROM THE END OF JOHN PAUL JONES, TO WHERE, WHERE WE GET TO THE GEORGE BUSH, MY

[00:25:01]

THOUGHT AND MY THOUGHT IS THAT YOU'RE DOING EXACTLY THIS WITH OTHER PEOPLE.

UM, DONE THIS IN THE CITY BEFORE IS, IS TO WORK WITH BUSINESSES, TO DO SOMETHING THAT IS MUTUALLY BENEFICIAL TO SEE IF YOU COULDN'T, UH, PROVIDE, UH, THE ABILITY FOR THEM, THE PEOPLE IN THE, IN THE, IN THE RICK, UH, THE MOBILE HOME MOTORHOME, UH, PARK THERE TO WORK WITH THE CITY OF GARLAND TO HELP PROVIDE FUNDING, TO GIVE THEM SOMETHING THAT'S BETTER FOR THEM, AND CERTAINLY BETTER FOR US, BECAUSE RIGHT NOW WE'RE DOING JUST ABOUT WHAT WE DO ALONG ALL ALONG IN THE SOUTH PART OF TOWN.

AND THAT IS THAT WE LET THE WEEDS GROW.

AND WHEN PEOPLE COME TO GARLAND WHERE THEY GOT PLENTY OF WEEDS, UH, I MEAN, HOW HAVE WE, UH, YOU KNOW, ALONG YOUR LBJ IN CENTERVILLE, IN THAT AREA THAT I'VE COMPLAINED ABOUT FOR YEARS AND YEARS, BUT HERE'S A CHANCE TO GET A JOINT VENTURE, WHICH YOU GUYS ARE GOOD.

AND I DON'T KNOW IF ANYONE'S EVER APPROACHED A PROCESS.

I'VE TALKED TO ANDY ABOUT CLEANING UP THE REST OF IT, BECAUSE HERE YOU HAD PEOPLE COMING FROM ALL OVER THE NATION AND IT'S CLEAR ALL THE WAY DOWN EXCEPT TO WHERE ALL THOSE PEOPLE ARE GOING TO BE LOOKING AT DELAY SOUNDS LIKE.

SO W WE'VE ACTUALLY CLEANED THAT AREA UP QUITE A BIT.

UH, WE DO NEED TO GET IN THERE AND SPRAY THE WEEDS OUT, AND IT NEEDS A LITTLE BIT MORE LEVELING.

AND AS WE HAVE TIME TO BE ABLE TO DO THAT, USUALLY WE GET, UH, A LITTLE BIT OF TIME IN THE WINTER WHEN IT'S NOT SOGGY AND WET AND YOU CAN'T GET DOWN THERE.

AND SO THERE ARE PLANS TO CONTINUE TO IMPROVE THAT AREA.

AND THEN I KNOW THAT ZIAD WILL EVENTUALLY GET TO, YOU KNOW, PARKS AND WILDLIFE FUNDING FOR IMPROVEMENTS AT JOHN PAUL JONES IS PART OF RCAP PACKAGE, BUT THAT'S GOT OTHER STORIES TO IT THAT COVE RIGHT THERE.

WE'VE CLEANED OUT SINCE I'VE BEEN HERE FOUR TIMES.

AND THAT IS AN AREA RIGHT THERE WHERE THE CREEK CHANNEL COMES THROUGH THE LAKE AND THAT'S WHERE EVERYTHING DEPOSITS.

AND SO THAT IS A LARGER ISSUE THAT WILL HAVE TO BE ADDRESSED AT SOME POINT, BUT THAT'S NO MATTER WHAT WE DO THERE, IT WILL ALWAYS CAPTURE DEBRIS DOWN IN THAT AREA.

YOU CAN HAVE SOMEBODY THERE 24 HOURS PULLING STUFF OUT, CAUSE WE'VE DONE IT.

WE'VE BEEN THERE FOR A FULL DAY.

EXCAVATORS PULLED OUT THREE 30, TOP 30 YARD DUMPSTERS OUT OF THERE, UH, CAME BACK A WEEK LATER.

AND IT WASN'T LIKE WE'D EVEN BEEN THERE BECAUSE OF HOW THAT THE CURRENT THAT RUNS THROUGH THAT LAKE.

AND I UNDERSTAND THAT.

AND YOU'RE EXACTLY RIGHT WHEN THE WATER COMES THROUGH THERE.

UM, BUT UP ON THE DRY LAND RIGHT THERE NOW OPEN FOR BUSINESS.

YES, THEY ARE.

NOW HAVE WE NOW HAVE PEOPLE COMING IN AND THEIR FIRST IMPRESSION OF GARLAND IS, WELL, WE DON'T DO MUCH HERE.

WHY DID YOU SEE IT BEFORE WE CLEANED IT UP? AND IT'S ACTUALLY COME QUITE A LONG WAYS NOW I, I AGREE THAT THERE'S MORE WORK TO BE DONE.

YOU'RE EXACTLY RIGHT.

UM, BUT WE DID DO A REALLY, THERE WAS HALF A HOUSE SITTING BACK THERE.

LITERALLY THERE USED TO BE AN OLD HOUSE DOWN THERE.

AND WHEN WE WENT IN THERE AND CLEANED IT UP, WE LIKE, OH, WHEN WE HAD TO GET STORMWATER TO COME IN AND HELP US PULL SOME THAT HOUSE OUT AND MOST OF THE FOUNDATION.

SO WE'VE COME A LONG WAYS.

YES.

IS THERE MORE TO DO THERE AND DO WE NEED TO CLEAN UP TO, TO BE GOOD PARTNERS, UH, WITH THAT NEIGHBOR? WE SURE DO, BUT JUST LETTING YOU KNOW, WE'VE WE HAVE DONE QUITE A BIT.

I KNEW YOU'D BEEN THERE AND I WAS GOING TO SUGGEST THAT MAYBE THAT, THAT THE, UH, THE DIRECT CENTER PLACE WITH, WITH, WITH US, OKAY.

AND THIS, THIS OTHER PEOPLE'S MONEY, WE ALWAYS LIKED OTHER PEOPLE'S MONEY.

AND I WOULDN'T BE WILLING TO MAJOR THAT.

THEY WOULDN'T BE ABLE TO DO THIS.

AND OF COURSE, THE NEXT THING YOU DO IS YOU ALWAYS GO OUT THERE AND YOU BUILD UP, BUILD A LITTLE, UH, WATER, UH, A LITTLE, LITTLE WALL OUT THERE TO DIVERT THAT WATER OUT AND BACK INTO THE LAKE.

BUT THAT'S ANOTHER STORY.

SO ANYWAY, THERE'S A WAY TO USE OTHER PEOPLE'S MONEY AND YOU GUYS ARE DOING A GREAT JOB WITH IT.

DON'T MISS THIS.

THEY'RE COMING TO GARLAND AND NOT SEEING THE GARDENS WE WANTED TO SEE.

YES, SIR.

THANK YOU.

ALL RIGHT.

MOVING PAST TRAILS, UH, WE'RE INTO PARK ROADS.

UH, WE HAVE SEVERAL PARK ROADS THAT ARE UNDER CONSTRUCTION.

UM, GRAND CENTRAL PARK GRANGER IS NEARING COMPLETION.

UM, AND WE HAVE, UH, THE TWO PARKING LOTS IN DUCK CREEK.

THE ONE AND THE GREENBELT AREA IS ALREADY DONE.

THE ONE IN ON NEAR THE PLAYGROUND IS CURRENTLY UNDER CONSTRUCTION, NEARING COMPLETION.

UH, COLLIN PARK IS JUST ABOUT DONE.

AND SO, UH, WE'RE JUST TYING UP LOOSE ENDS THERE.

A CONTRACTOR JUST STARTED AT TINSLEY, UH, GETTING, UH, THE ASPHALT REMOVED AND, UH, STARTING DIRT DIRT WORK OVER THERE.

AND THEN EMORY WILL BE IN A FEW WEEKS.

SO WE'RE TRYING TO GET AS MUCH GOING AS WE CAN AT THE SAME TIME.

UH, BILL CODY WILL COME AFTER THAT.

AND THEN CENTRAL PARK, UH, BASEBALL PARKING LOT WILL BE, UH, COMING.

UH, WE'RE, WE'RE HOLDING AROUND THE SCHEDULE OF THE SPORTS LEAGUE.

SO WE'RE TRYING TO AIM FOR MID OCTOBER TO STARTED.

UM, AND THEN, UH, WE HAVE THE PARKING LOTS THAT, UM, OR A PARKING LOT AT JOHN PAUL JONES PARK AND CHOW BOAT RAMP, AND THEN GATEWOOD PAVILION, GALA PAVILION IS ACTUALLY CURRENTLY BIDDING AT THE MOMENT.

AND SO WE'RE HOPING FOR SOME, UH, UH, SOME GOOD BIDS, SO WE CAN GET THAT ONE GOING HERE PRETTY SOON.

SO WE'LL

[00:30:01]

BE UNDER CONSTRUCTION WITH GATEWOOD, UH, PROBABLY SOMEWHERE IN THE TIMEFRAME OF SEPTEMBER.

IS THAT NEAR THE EXISTING PAVILION OR AM I IN THE RIGHT PLACE? YES, WE'RE GOING TO BE RENOVATING THE PAVILION, PAINTING IT, DOING LIGHTING, DOING SOME IMPROVEMENTS TO THE ROOF.

UM, AND THEN A LOT OF THE WORK IS HAPPENING IN THE PARKING LOT TO GET THAT ONE REDONE, CREATE AN ACCESSIBLE ROUTE FROM THE PARKING LOT TO THE, TO THE PAVILION, UH, THAT REQUIRES A RETAINING WALL KIND OF IN THE MIDDLE OF THE PARKING LOT, JUST TO MAKE SURE THAT CAUSE RIGHT NOW IT'S, IT'S REALLY A STEEP SLOPE AND IT'S NOT AN ACCESSIBLE ROUTE.

SO WE'RE GOING TO CORRECT THAT.

AND WE'RE GOING TO ADD A PERMANENT RESTROOM ALONG THE EXISTING TRAIL.

UM, R IS THE CHOCTAW BOAT RAMP IN CONNECTED WITH JOHN PAUL JONES PARK? YES, IT IS.

AND SO, UM, WHAT, WHAT WE'RE DOING NOW IS TRYING TO FIGURE OUT THE, THE OVERALL SCOPE OF THE PROJECT.

AND AS MATT MENTIONED EARLIER, WE'RE WORKING WITH TEXAS PARKS AND WILDLIFE.

SO UNFORTUNATELY THEY'RE, THEY'RE SLIGHTLY DELAYED ON THEIR PROGRESS AND WHICH WE HAVEN'T BEEN ABLE TO START DESIGN.

SO WE'VE SET OUT, UH, BASICALLY, UH, A LIST OF PROGRAM ELEMENTS THAT WE WANT TO INCLUDE AS PART OF OUR PROJECT AND PARKING LOT AT CHOP BOAT RAMP.

AND THEN IF THERE'S, IF THERE'S A WAY TO DO MORE IN JOHN PAUL JONES PARK, FOR THOSE ADDITIONAL PARKING LOTS, THAT'S KIND OF WHERE OUR DESIRE, UH, EXTENDS TO, BUT BASED ON OUR TIMING AND WHAT OUR BUDGET ALLOWS, UM, WE WON'T BE ABLE TO FIND THAT OUT UNTIL ONCE WE GET, ONCE WE GET INTO DESIGN.

THANK YOU.

I WAS JUST TRYING TO CLARIFY, I WAS JUST OUT THERE RECENTLY AND I SAW, I GUESS THE CHANNEL THAT YOU'RE TALKING ABOUT AND I SAW A BOAT RAMP AND IT LOOKED LIKE THEY WERE TOGETHER, BUT SOMETIMES THIS MAP AND WHAT I SEE, ISN'T ALWAYS IN THE SAME, UH, YEAH, THE MAIN GOAL OF, OF THAT IS TO, IS TO REDO THE BOAT RAMP, UH, PUTTING THE COURTESY DOCK, UH, ADDRESS THIS DESTABILIZED SHORELINE THAT'S IN THERE.

THAT'S BASICALLY EATING AWAY AT THE BOAT RAMP, PARKING LOT, CONNECT IN WITH THE EXISTING SHORELINE WALL THAT WAS JUST BUILT AS PART OF THOSE APARTMENT COMPLEXES.

UM, AND THEN THERE ARE SEVERAL OTHER AMENITIES.

UM, SO, YOU KNOW, PARKING WILL BE PART OF THAT.

PERMANENT RESTROOM WILL BE PART OF THAT.

CAUSE THAT ONE IS NON-FUNCTIONING, IT'S, THERE'S A LOT OF ISSUES WITH THAT INFRASTRUCTURE RELATED.

UM, BUT UNTIL WE GET GOING WITH TEXAS PARKS AND WILDLIFE, AND UNFORTUNATELY IT JUST TAKES A LONG TIME WITH THEM.

UM, IT JUST, WE WON'T BE ABLE TO GET STARTED ON DESIGN UNTIL WE GET THEIR AUTHORIZATION TO PROCEED.

UH, ANOTHER QUESTION ON THAT ARE WE INCREASING THE NUMBER OF RAMPS THERE, UH, FOR BOATS WIDENING OUT THE AREA FOR BUXTON.

I MEAN, COME OUT OF THE WAR.

THE GOAL IS TO STILL HAVE ONE RAMP.

WE JUST HAVEN'T GOTTEN INTO DETAILED DESIGN ON HOW BIG IT'S GOING TO BE.

UH, AT LEAST AT LEAST ANOTHER BOAT WITH MAYBE TWO WOULD BE HELPFUL WHEN IT GETS INTO, GETS INTO DIFFICULT TIMES.

AND, UH, AND THEN, AND THEN WITH THAT NATURALLY THEN COMES THE NEED FOR PARKING.

ARE WE GOING TO ADD FAIRLY SIGNIFICANTLY TO THE PARKING SPACES OUT THERE? CAUSE THERE'S TIMES THAT IT'S TIME FOR THEIR USE IT USING OUR FACILITIES TO THE FULLEST.

WHAT DON'T WE HATE THAT? UM, I WISH WE COULD, WE'RE KIND OF RESTRICTED BY OUR SPACE IN THAT AREA BECAUSE YOU KNOW, THAT PARKING LOT, BASICALLY IT TAKES UP THAT WHOLE AREA BEFORE IT STARTS TO TURN AND IT NARROWS DOWN A LITTLE BIT AND THERE'S SOME REALLY LARGE CYPRESS TREE, BALD CYPRESS TREES IN THERE.

SO WE CAN RECONFIGURE IT AS BEST AS WE CAN AND TRY TO ADDRESS SOME EFFICIENCIES IN CIRCULATION AND ALL THAT TO TRY TO MAXIMIZE PARKING.

BUT I DON'T ANTICIPATE A HUGE INCREASE IN PARKING SPACES.

EVERY SPACE YOU CAN GIVE US THERE WOULD BE APPRECIATED BECAUSE THAT'S, I MEAN, IT'S BEEN A PROBLEM FOR 25 YEARS.

MAYBE YOU CAN GET UBER WITH A TRAILER TO DROP YOU OFF AND YOU CAN HAVE YOUR BAG OF TRUSS IN THE WATER.

YOU GOT IT.

YOU GUYS HAVE HEARD OF YOU'RE DOING IT.

WONDERFUL.

THE THINGS THAT YOU'RE DOING, YOU'RE NOT JUST BRINGING UP THINGS THAT HAVE BEEN PERSONALLY EXPERIENCED FROM USING SOME OF THESE.

AND WE DON'T HAVE, WE WOULD HAVE PLENTY OF PLACES IF THE GUYS WOULD PREPARE THEIR BOATS BEFOREHAND, WHICH YOU HAD USED TO HAVE SIGNS, HOPEFULLY YOU STILL DO THIS, THIS ARC OVER HERE, PARALLEL PARK, GET YOUR BOAT READY TO TAKE IT OVER AND PUT IT IN THE WATER.

BUT IT SEEMS LIKE THERE'S ALWAYS AT LEAST ONE, ANYTIME YOU'RE THERE, THIS GOT TO GO OVER AND SERVICE THEIR BOAT AND WASH IT AND ALL THAT BEFORE THEY CAN PUT IT IN THE WATER, IT SEEMS LIKE IT GETS PEOPLE ARE DISSATISFIED WITH THE EXPERIENCE, CHANGED PEOPLE.

YEAH.

THEY GET THEIR MONEY BACK ON.

UM, WHAT HAPPENS, YOU KNOW, WHEREAS WE, YOU KNOW, WE PUT IN A CERTAIN AMOUNT OF MONEY TO TEXAS PARKS AND WILDLIFE AND, YOU KNOW, AS

[00:35:01]

THE COST OF THINGS GO UP, IS THERE ANY RECOURSE TO, YOU KNOW, GET MORE MONEY IN TO THE GRANT? UH, THAT'S A GOOD QUESTION.

UM, I ACTUALLY HAVEN'T ADDRESSED THAT YET AND TRYING TO UNDERSTAND BETTER FROM WHAT I UNDERSTAND FROM TEXAS PARKS AND WILDLIFE IS, UM, YOU KNOW, THE, THE LIST OF APPROVED AMENITIES NEED TO BE, YOU KNOW, PART OF THE DISCUSSION AS PART OF THE PROJECT, BUT, YOU KNOW, IT TAKES A LONG TIME TO APPROVE FUNDING.

SO THERE HAS TO BE A DISCUSSION ABOUT WHAT HAPPENS, WHAT ELEMENTS GET, YOU KNOW, DOWN OFF THE LIST ONCE WE FIGURE OUT OUR BUDGET.

BUT HONESTLY, I DON'T KNOW ENOUGH ABOUT THAT.

ANDY MIGHT BE ABLE TO BETTER SPEAK TO THAT WITH HIS EXPERIENCE.

UM, BUT I WOULD, I WOULD IMAGINE THAT, UH, SCOPE WOULD BE ADJUSTED VERSUS FUNDS ADDED AND NOW THEY HAVE A LOCAL OFFICE.

WOULD THAT BE A GOOD STARTING PLACE? UH, WE'RE IN CONTACT WITH THE PEOPLE THAT ARE WE'RE IN DIRECT CONTACT WITH THE RIGHT PEOPLE.

IT'S JUST THE, THE, NO, YOU JUST CAN'T MOVE THEIR PROCESS ALONG.

IT SEEMS TO BE REALLY SLOW.

AND BETWEEN THE TIME THEY MAKE THE DECISION AND THE CONSTRUCTION STARTS, YEAH.

IT'S ACTUALLY THE FEDERAL GOVERNMENT AND THAT'S, THAT'S KIND OF, UM, DRIVING THAT TIMELINE AT THIS POINT IN TIME.

YEAH.

THE STATE WANTS TO GET STARTED AS FAST AS WE DO, UH, AS UNFORTUNATELY IT'S JUST, THERE ARE CERTAIN APPROVALS THAT HAVE TO TAKE PLACE AND SOME OF THOSE ARE, ARE THEY'RE ON THEIR OWN TIMELINES.

THIRD, THEY'RE NOT PRIORITIZING GARLAND'S NEEDS, YOU KNOW, OVER THEIR OVER OTHERS' NEEDS.

AND SO, UM, UNFORTUNATELY WE'RE JUST KIND OF BALLED INTO, YOU KNOW, THEIR PRIORITY LIST.

UM, SO THE NEXT SLIDE IS SHOWING JUST AN EXAMPLE OF THE PARKING LOTS.

THIS ONE ON THE LEFT IS THE DUCK CREEK GREENBELT, UH, PARKING LOT.

THAT'S UNDER CONSTRUCTION.

UM, NOT A WHOLE LOT TO SEE THERE, EXCEPT FOR JUST A BUNCH OF EXPOSED DIRT AND SILT FENCE, UM, ON THE RIGHT IS A NICE, PRETTY NEW PARKING LOT AT CENTRAL PARK GRANGER.

UH, SO THIS IS A REALLY NICE, UH, PARKING LOT, UH, WITH THERE'S GONNA BE A NEW DUMPSTER ENCLOSURE AT THE END.

SO IT'LL BE NICE TO, TO SCREEN THE DUMPSTER, UM, IN THAT LOCATION NOW.

SO NEW LIGHTING, NEW STRIPING, NEW, UH, UH, CURB MEDIUMS THAT MEDIAN ISLANDS.

AND SO, UM, YEAH, ALL NEW SIDEWALK ON ONE SIDE ADA ACCESS HAS BEEN MAINTAINED.

SO WE'RE HAPPY TO GET ONE OFF THE LIST.

THE PARKING LOT AT DUCK CREEK IS JUST IN CONNECTION ALSO WITH THE ROAD WORK THAT THEY'RE DOING THEY'RE ON DUCK CREEK.

I, IT JUST A HAPPY CONVENIENCE.

YEAH.

SO YEAH, THE STREET DEPARTMENT IS ACTUALLY DOING A LOT OF IMPROVEMENTS ALONG DUCK CREEK AND ALONG OATS.

AND SO IT JUST SO HAPPENS THAT WE WERE DOING THESE PROJECTS AT THE SAME TIME.

SO YEAH, BUT WE DO ACTUALLY COORDINATE AHEAD OF TIME AND IT'S ALL WORKING WELL IN TERMS OF GETTING OUR TWO SCOPES OF WORK MATCHED.

IF YOU'RE HEADED NORTHBOUND ON DECK, CREATE JUST BE AWARE, SOME PEOPLE STILL COME ACROSS WHERE THE ROADS CLOSED AND JUST ZOOM ONTO THERE.

IT'S FREE.

YEAH.

I WITNESSED THAT A COUPLE OF TIMES, UH, MOVING ON TO SPORTS FIELDS, WHICH IS, UH, ONE OF OUR PROGRAMS THAT INCLUDES, UH, RESTROOMS, UH, SHADE STRUCTURES.

AND SO, UM, YEAH, WE HAVE LOTS OF RESTROOM ACTIVITY HAPPENING AS MANY OF, YOU KNOW, CENTRAL PARK, UH, BASEBALL IS, IS BUILT AND WE'RE TRYING TO GET THEIR LAST PIECES IN PLACE SO THAT WE CAN GET THAT OCCUPIED AND UNDER, UM, OPERATION, UH, WE'RE WORKING ON HOLFORD PARK RIGHT NOW, GETTING THE WATERLINE IS IN AND THE WASTEWATER LINE IS CURRENTLY ALMOST FINISHED.

AND SO WE'RE LOOKING FORWARD TO GETTING THAT PART DONE.

THEN THEY'LL START ON CONCRETE IN THE NEXT WEEK OR SO.

SO HOPEFULLY, HOPEFULLY IT WILL BE READY.

I'M READY TO TURN OVER AND ABOUT FOUR WEEKS OR SO.

UM, NEXT ON THE LIST OF CENTRAL PARK FOOTBALL, WHICH THAT BUILDING IS BEING DELIVERED IN ABOUT TWO WEEKS AND THAT ONE, THE FOUNDATION'S ALREADY BEEN FORWARD.

WE GOT THAT ONE DONE THIS WEEK.

AND SO THE CENTRAL PARK FOOTBALL CONCESSION BUILDING WILL INCLUDE, UH, A SIDEWALK CONNECTION TO THE PARKING LOT.

AND, UH, IT WILL HAVE A RESTROOMS ON THE BACK OF IT, UH, TO REPLACE THE RESTROOM BUILDINGS THAT ARE CURRENTLY OUT THERE.

SO THOSE WILL BE DEMOLISHED ONCE THE NEW BUILDING COMES IN.

UH, SO IF YOU WERE AWARE, BUT THE, THE OLD, UH, CONCESSION BUILDING THAT WAS UP BY THE FOOTBALL FIELD WAS JUST DEMOLISHED A FEW WEEKS AGO, TOOK UP ONE EXCAVATOR, JUST A LITTLE NUDGE.

AND THEN THE WHOLE THING CAME DOWN LIKE A HOUSE OF CARDS.

SO IT WAS A NEAT TO WATCH, BUT, UM, YEAH, HE YELLED AND GOT 50 YEARS OF USE.

THEY NEED TO BUILD 50 YEARS OF USE.

THAT'S AMAZING.

BUT MR. CARTER, MR. CARTER.

UM, SO YEAH, THERE'S A,

[00:40:01]

THOSE, THE BRADFIELD BRADFIELD PARK RESTROOMS COMING UP, UH, AUDUBON PARK RESTROOMS ALREADY BUILT, AND WE'RE TRYING TO FINALIZE UTILITIES AND PAVING AROUND THAT, AND THAT WILL REPLACE THE CURRENT, UH, RESTAURANT BUILDING THAT'S OUT THERE.

UH, WE ALSO HAVE TWO, UH, RESTROOMS COMING IN AND RECODING ONE AND PHASE ONE WHEN IN PHASE TWO, UM, UH, MOVING INTO SHADE STRUCTURES, WE'RE GOING TO BE REPLACING THE, UH, THE LARGE FRAME THAT'S OUT THERE RIGHT NOW, THE CARTER SOFTBALL COMPLEX.

WE'RE GOING TO REMOVE THAT, THAT WHOLE ON THE ORANGE JUICER.

WE, UH, UH, YEAH.

UM, SO THAT WILL BE REPLACED WITH A DIFFERENT KIND OF, UM, STYLE OF A SHADE.

AND THEN, UM, PUTTING IN SHADE STRUCTURES THAT THE BLEACHERS AT, UH, BRADFIELD PARK, CENTRAL PARK, UH, HOLFORD AND NORMAN GROVE.

SO THOSE, UM, BASEBALL FIELDS, WE'LL GET SOME SHADE STRUCTURES, UH, ON THOSE BLEACHERS.

LET ME DO IT IN A DIFFERENT COVERING FOR THE SENDER AREA, THE SOFTBALL COMPLEX, IT'S GOING TO BE A COMPLETELY DIFFERENT STYLE, UH, TO MANDARIN.

THEY'RE GOING TO TAKE THE DOME DOWN AND COME UP WITH SOMETHING THAT YOU'D SEE OTHER AREAS PROBABLY, BUT I'M JUST WONDERING IF THEY, TO USE A DIFFERENT COVERING THAT GOES IN THE COVERING SEEM TO BE THE PROBLEM WITH HAVING TO REPLACE THE WAY TOO OFTEN, THAT LASTED LIKE 25 YEARS.

AND THEN AFTERWARDS AS AN, THE DOME SHAPE ITSELF.

I THINK WHAT LED TO A LOT OF THAT, BECAUSE THE WAY THAT IT WAS CONFIGURED DOES DIDN'T ALLOW FOR WIND TO PASS THROUGH IT.

SO, UM, THE FABRIC ITSELF HAS REALLY GREAT QUALITY FABRIC.

I THINK IT WAS JUST THAT THE DESIGN DIDN'T ALLOW FOR IT, ITS LONGEVITY REALLY, BUT THE NEW DESIGN ALLOWS FOR WATER FOR AIR, SORRY, AIR TO MOVE THROUGH.

THEY'RE MORE FREELY AND THEY'RE INDEPENDENT.

UM, THEY CALL THEM SAIL SHADES BASICALLY.

AND SO THERE'LL BE, THERE'LL BE MULTIPLE THAT ARE PART OF MULTIPLE POSTS.

AND, YOU KNOW, SO REPLACEMENT SHOULD BE PRETTY MINIMAL IN TERMS OF, YOU KNOW, IF ONE FAILS AND WE'LL BE ABLE TO DO ONE SECTION INSTEAD OF HAVING TO REPLACE THE WHOLE THING, FOR EXAMPLE.

SO IT SHOULD GIVE US SOME MORE LONGEVITY.

YOU WERE SITTING HERE SEEING HIM.

AND A LOT OF THEM KNEW THE NEWS SPORTS COMPLEX IS GOING UP NORTH ON 75 OR OUT TO THE EAST OR DOWN TO THE SOUTH OR OUT OF THE WEST.

WE'RE REALLY USING THAT A LOT IN IT.

IT MAKES SENSE.

YOU JUST REPLACED THE SALE AND YOU DON'T HAVE TO REPLACE THE WHOLE DARN THING.

RIGHT.

THAT'S FANTASTIC.

YEAH.

SO HERE'S SOME PICTURES OF, UH, HERE'S ONE CENTRAL PARK CONCESSION BUILDING AND STORAGE, AND THEN THE ONE ON THE RIGHT IS THE NEW AUDIT AUDUBON PARK RESTROOM, BASICALLY JUST A TWO UNIT, UM, RESTROOM BUILDING THERE.

KIND OF THE COOL THING ABOUT THE AUDUBON PARK RESTROOM IS IT'S LIKE OFF THE ROAD BEFORE IT WAS BACK IN THERE.

AND IT WAS ALWAYS IF IT WAS WET AT ALL, YOU'RE TAKING HALF THE PARK WITH YOU IN AND OUT OF THERE.

SO A GOOD LOCATION.

GOOD.

UH, SO MOVING ON TO HOLFORD REC CENTER AND AQUATIC FACILITY, THESE ARE JUST SOME RENDERINGS THAT, UM, WE, WE HAVE FROM OUR CONSULTANT, WE'RE IN THE MIDDLE OF DESIGN AND, UM, MAKING REALLY GREAT PROGRESS ON THIS.

AND, UM, WE'RE REALLY EXCITED ABOUT HOW THIS IS SHAPING UP HERE AND, UH, UH, WE SHOULD HAVE, UM, CONSTRUCTION DOCUMENTS, UH, SOMETIME LATER ON THIS YEAR.

AND SO WE'RE HOPING TO GET EVERYTHING FINALIZED WITH THAT, UH, TO GET, UM, YOU KNOW, OUR BIDS OUT AND ALL THAT, HOPEFULLY BY, UM, SOMETIME BY THE END OF THIS YEAR WITH THE AQUATIC FACILITY WOULD BE CREATED AT THE SAME TIME AS THE REC CENTER AND CONNECTED OH, IN YOUR NECK.

NOW THE NEXT SLIDE IS HOLLOWELL REC CENTER AND SAYS, Y'ALL KNOW THAT I'M ALL ABOUT PARK WILL NOW HAVE THE NEW EXPANDED REC CENTER AND THE LIBRARY AS PART OF THAT OPEN SPACE ON THE WEST SIDE OF HOLLABACK PARK.

UM, SO YEAH, THE, THE IMAGE THAT YOU SEE ON THE, ON THE TOP, RIGHT? UH, THE, THE TWO SEGMENTS THAT YOU SEE ON THE BOTTOM, THE TWO MASSES ARE THE EXISTING COMPLEX, EVERYTHING THAT YOU SEE ON TOP AND LIKE THIS, UH, BEIGE COLOR, ORANGE COLOR BLUE IS ALL THE NEW EXPANSION.

SO YOU'LL SEE THE NEW GYM, A NEW MULTIPURPOSE ROOM AND, UH, THIS ROOM NEXT TO IT.

UM, WHAT IS THAT NEXT TO THAT BLUE AREA RIGHT IN HERE? IS THAT THE EXERCISE OKAY.

FITNESS ROOM.

AND SO WE'RE, WE'RE KIND OF ON AN EARLIER TIMEFRAME THAN, THAN HOLFORD ON THIS.

W WE'RE HOPEFULLY GONNA GET THAT ONE TO BID PRETTY SOON.

UH, I THINK WE'RE TRYING TO WRAP UP, UM, OUR FINAL, UH, CONSTRUCTION DOCUMENT SET NOW.

AND, UM, JUST FYI, JUST IF YOU HAVE

[00:45:01]

DRIVEN BY A HOLLOW BALL PARK AND THEN NOTICE SOME CONSTRUCTION ACTIVITY, WE'VE BEEN RELOCATING THE WASTEWATER LINE THAT'S, UM, IN THE PARK CURRENTLY WAS IN CONFLICT WITH THE NEW GYM.

AND SO WE WENT AHEAD AND PREEMPTED MOVING REROUTING THAT, UM, JUST TO GET IT OUT OF THE WAY BEFORE THIS CONSTRUCTION STARTED.

SO WE SHOULD BE WRAPPING UP WITH THAT IN THE NEXT WEEK OR TWO, WE CHANGED, WE CHANGED THE ENTRANCE TO THIS ONE TO GO OFF TO THE SIDE, WE'RE GOING TO GO, WE'RE GOING TO SEE THE OTHER PIECES COMING OFF TO THE LEFT OF THIS, THE LIBRARY, OR IS IT NO, NO, IT'S NOT COMING THROUGH US.

UH, HOW'S THAT COMING UP AT VERY WELL, THEY'RE ACTUALLY PRETTY FAR ALONG ON THEIR, THEIR, UM, THEIR DESIGN AS WELL.

SO THEY'RE GOING TO FOLLOW A VERY SIMILAR TIMELINE.

UM, THERE, MY UNDERSTANDING IS THAT THEIR CONSTRUCTION TIMELINE IS GOING TO PARALLEL OUR, SO THE WHOLE SITE WILL BE UNDER CONSTRUCTION AT THE SAME TIME.

ALL THAT AGAIN, RIGHT GUYS, JUST RIGHT.

YEAH.

WE'RE, WE'RE DOING A LOT OF COORDINATION WITH A LOT OF DIFFERENT DEPARTMENTS.

UH, THIS IMAGE IS WATSON PARK.

AND SO, UM, THIS IS ALSO, UH, FINALIZED IN DESIGN, UH, IS GOING TO INCLUDE, UH, UH, FOOTBALL COURT, UM, UH, PLAYGROUND SPLASH PAD, A NEW PARKING LOT, UH, RECONDITIONING OF THE SOCCER FIELDS, SOME, SOME WALKING PATHS.

SO WE'RE REALLY EXCITED ABOUT THIS ONE.

THIS ONE SHOULD BE STARTING CONSTRUCTION, UH, LATER ON THIS YEAR, I BELIEVE.

I'M SORRY.

WHERE IS WATSON WATSON PARK? DISTRICT SIX.

AND THAT'S OVER NEAR LIKE A QUARTER MILE NORTH OF YALE.

YEAH.

RIGHT OFF OF YALE.

YEAH.

IT'S ON LAWLER.

YEAH.

YEAH.

OR SO IT'S THE, IT'S THE, UH, HALF WHITE LAWN, YOU KNOW, HALF A MILE AWAY AND FROM BETWEEN JUPITER AND PLANET ROAD BETWEEN THE WALNUT AND VACUUM.

SO IT OCCUPIES THAT CENTER.

THAT'S WHERE VERY GOOD AND PUSHING FOR PUSHING FOR PUSHING BOARD.

AND WON'T SHUT UP ABOUT, I WANT TO HEAR THERE'S A GOOD FLOW BY FOOT AND BICYCLE BETWEEN HOLIDAY BALL LIBRARY.

WE HAVE THESE FANTASTIC FORTHCOMING INDOOR CANNABIS TO WATER WATSON, WHICH WILL BE THIS GREAT, WONDERFUL FACILITY.

I WANT TO MAKE SURE THERE'S A GOOD FLOW OPPORTUNITY FOR WHAT AND BICYCLE BETWEEN THOSE TWO.

SO CURRENTLY THE WAY THAT WE HAVE, UM, THE BICYCLE CONNECTIVITY HAPPENING BETWEEN THOSE IS THROUGH AN ON-STREET FACILITY.

UNFORTUNATELY THERE'S NOT A GOOD WAY TO GET AN OFF STREET FACILITY BETWEEN THOSE TWO.

UH, SO IT'S PART OF OUR ON-STREET NETWORK TO GO UP YALE.

UM, AND THAT'S REALLY THE BEST WE CAN DO IN TERMS OF WHAT WE HAVE TO WORK WITH WITH OUR RIGHT AWAY AND, AND ANY OTHER IMPROVEMENTS THAT ARE GOING ON.

SO, UM, AND THEN I HAVEN'T CHECKED OFF HAND, UM, BUT I'M PRETTY SURE THAT THERE'S SIDEWALKS ALL THE WAY ALONG HILL, UH, BETWEEN, BETWEEN THOSE TWO LOCATIONS BETWEEN WALNUT AND LAWLER.

UM, I CAN CONFIRM THAT, BUT, UM, I'M PRETTY SURE THERE ARE CONTIGUOUS SIDEWALKS BETWEEN THOSE TWO LOCATIONS.

UM, BUT IN TERMS OF BICYCLE NETWORK, IT'S, IT'S ON OUR, IT'S ON OUR, UM, OUR MASTER PLAN TO PUT THAT IN, UH, IN TERMS OF A SHARED, A SHARED LANE ON YALE, WHICH WOULD ALSO CONNECT WITH THE YALE BICYCLE LANES AND RICHARDSON TO PROVIDE A CONTINUOUS FLOW.

CORRECT.

EVEN THOUGH THEY'RE NOT REAL DOG LEGS, POWER, UH, I THINK IT'S ON A BUCKINGHAM.

YEAH.

UM, I MET FORGOT TO MENTION PERMANENT RESTROOM ALONG WITH EVERYTHING ELSE GOING ON HERE.

SO I CAN'T LEAVE THAT ONE OUT.

WE'RE STILL WAITING ON THAT NAME FROM PARKS AND WILDLIFE.

YES WE ARE.

AND SO WE, WE MAY SAME ISSUE AND WE CAN'T START ON CONSTRUCTION UNTIL WE GET THEIR FEEDBACK.

AND SO WE FINISHED DESIGN BECAUSE THAT WAS ON THIS ONE, BECAUSE IT WAS A, UH, CITY-FUNDED DESIGN EFFORT ON JOHN PAUL JONES IS SOMEWHAT DIFFERENT BECAUSE THEY'RE CONTRIBUTING TO DESIGN FUNDS.

SO IT'S A LITTLE BIT DIFFERENT ON THIS ONE, BUT, UM, AND THAT TIMELINE MAY AFFECT WHETHER OR NOT WE CAN GET STARTED ON CONSTRUCTION THIS YEAR.

UH, WE'RE HOPING WE CAN, BECAUSE THERE'S A LOT OF OTHER THINGS TIED TO TIED TO THIS PROJECT, BUT, UH, THE SOONER WE CAN, THE BETTER, UM, BUT YOU KNOW, WE'RE KIND OF WAITING ON, UM, WAITING ON THEM ON THIS NUMBER 11 IS LIKE A WILDFLOWER WHILE NATURE MEADOW OR SOMETHING.

IT IS NATIVE GRASS, PRAIRIE MEADOW.

YEAH.

WE'LL PUT IN SOME NATIVE GRASSES AND FORBES AND THINGS LIKE THAT.

UH,

[00:50:01]

PARK CREST ELEMENTARY, YOU GOT THIS HUGE, MASSIVE PLANTS AND THEY'RE REBUILDING THE WHOLE GARDEN, UM, MOVING ON TO A LONG WIND PARK.

UH, SO THIS IS ANOTHER LOCATION WHERE WE'RE DOING MULTIPLE THINGS, SPLASH PAD, UM, THE PLAYGROUND AND OR PERMANENT RESTROOM BUILDING.

AND EVENTUALLY THERE'LL BE A LIBRARY KIOSK THAT COMES INTO THIS LOCATION AS WELL.

SO IS A REALLY NEAT SHOT CAUSE THIS WILL BE THE ENTRANCE.

THIS IS THE LIBRARY KIOSK ON THE RIGHT WHERE THE SHADE SHELTER.

THIS IS A REALLY COOL PIECE OF ART.

WE'RE COORDINATING WITH THE OPPOSITE NEIGHBORHOOD VITALITY WHO WAS, UM, UH, CONTRACTING WITH A LOCAL ARTIST IN THE PECAN GROVE NEIGHBORHOOD, UH, TO, UH, WHO'S BEEN COMMISSIONED TO PUT TOGETHER THIS SCULPTURE THAT WILL GO AT THE FRONT OF THE SPLASH PAD.

SO IT'S REALLY COOL.

UH, THERE'LL BE THE LIBRARY, KIOSK, THE SCULPTURE, AND THEN THE PERMANENT RESTROOM BUILDING ON THE SIDE, KIND OF FLANKING, YOU KNOW, THIS ENTRY, UM, ENTRYWAY INTO THE SPLASH PAD, WHICH WILL HAVE SHADE AND PICNIC, UH, OR SEATING AND, AND, UM, YOU KNOW, SHADE SHELTERS ALONG WITH A REALLY LARGE SPLASH PAD.

QUICK QUESTION IS THIS CORNER OF LYNBROOK AND CENTER, CORRECT.

AND CENTERVILLE, WHAT WOULD BE YOUR VIEW FROM CENTERVILLE, WHICH ONE OF THESE WOULD MOST CLOSELY REPRESENT THAT, UM, LIKELY YOU'LL SEE THE PLAYGROUND FIRST.

SO THIS'LL PROBABLY BE MORE LIKELY YOUR PERSPECTIVE ON THE TOP RIGHT IMAGE.

WE HAD THE 24 ELDERS, THERE WERE APPROXIMATELY BE IN THE LOCATION WHERE THAT OLD AND ANTIQUATED, ANTIQUATED, ANTIQUATED SWIMMING.

SO THE SPLASH PAD WILL TAKE THE SAME AREA AS THE SWIMMING POOL W WHAT A FANTASTIC CHANGE OTHER THAN THE BULL HAS BEEN AND CHECKED FOR A LONG TIME.

AND THIS IS A WONDERFUL USE FOR THAT AREA AND THIS, AND THEN THE, THE BIG, UH, OWL.

THAT'S A BIGGER PICTURE OF THE PLAYGROUND AREA ON THE LEFT IS WHAT THAT SHOT.

AND WHEN, WHEN DO YOU THINK THIS COULD GET TO CONSTRUCTION? UH, WE'RE HOPING TO GET THIS ONE UNDER CONSTRUCTION.

UM, I DON'T HAVE THE SCHEDULE IN FRONT OF ME, BUT I BELIEVE IT'S, I THINK WE'RE, WE'RE DOING EMBRY FIRST IN TERMS OF THE SPLASH PAD.

AND ONCE WE GET DONE WITH EMBRY, WE'LL MOVE INTO LAWN WHEN, AND THEN WE'LL GO INTO WATSON.

SO WATSON I MISSPOKE WILL LIKELY BE, UH, TOWARDS THE SECOND HALF OF NEXT YEAR, ONCE WE GET PAST, CAUSE WE'RE SEQUENCING IT IN TERMS OF THE SPLASH PADS WITH EVERYTHING ELSE, EMBRY LAWN WIND THAN WATSON.

SO THAT WILL PROVIDE US A LITTLE BIT OF TIME WITH THE TEXAS PARKS AND WILDLIFE TO, YOU KNOW, GET THEIR FEEDBACK.

AND SO, UH, LAWN, WHEN WE'RE, WE'RE HOPING TO DO, PROBABLY THINK WE'RE TRYING TO FINISH EMBRY BY THE END OF THE YEAR.

AND SO LAWN WILL BE FIRST PART OF 2023.

IT'S GOT TO BE ONE OR REVIEWED, COMPLETED THE TRIAL ACROSS A DUCK CREEK THERE WITH THE BIG BRIDGE BESIDE CENTERVILLE, WHICH LOOKS REALLY NICE.

WE STARTED GETTING A GOOD STREETSCAPE OUT THERE AND, UH, I MEAN, IT'S, IT'S NEVER BEEN MUCH OF ANYTHING, AND WE ALL UNDERSTAND THERE NEVER WAS FUNDING FOR MUCH OF ANYTHING, BUT THIS IS GONNA, THIS IS BE JUST AMAZING.

GO, WE'RE GOING, SQUEEZING ALL THE WEEKEND OUT OF IT, ALL THE FUN WE CAN.

AND SO THIS IS AN IMAGE OF THE EMBRY PARK SPLASH PAD.

UM, THIS AT EMORY PARK, IT IS, IS ONLY A SPLASH PRIDE.

WE'RE NOT, WE'RE NOT REPLACING THE PLAYGROUND, WHICH IS GOING TO BE RIGHT NEXT TO IT.

UH, SO THIS IS A GOOD SHOT OF WHERE THE PARKING LOT IS IN THE BOTTOM LEFT HAND CORNER.

THIS IS THE END OF THE PARKING LOT AT EMBRYO.

THIS IS THE EXISTING PLAYGROUND.

SO THE SPLASH PAD IS GOING TO GO ON THIS SIDE.

UM, JUST BASICALLY EXTENDING OUT INTO THAT OPEN FIELD, UH, TOWARDS THE SCHOOL ON THE, ON THE SCHOOL SIDE FEELS RECREATION CENTER.

AND SO, UM, THIS WILL ALSO HAVE A PERMANENT RESTAURANT BUILDING AND HAVE A SEAT WALL AND SOME, SOME SPRAY ELEMENTS.

SO THIS IS ONE OF THE PARKING LOT, SO WE ARE GOING TO BE REPLACING.

AND SO, UM, YOU KNOW, WE'LL BE DOING THE PARKING LOT FIRST IN THIS SITUATION.

AND SO, UM, ONCE THE PARKING LOT IS FINISHED, YOU KNOW, WE'LL LEAVE IT, UM, WITHOUT STRIPING AND WITHOUT WHEELS STOPS SO THAT WE CAN DO THE CONSTRUCTION ON THIS AND THEN BRING THOSE PEOPLE BACK IN TO DO THE RE STRIPING CLEANING UP AND ALL THAT.

SO, UH, DOING OUR BEST TO COORDINATE ALL THESE DIFFERENT PROJECTS TOGETHER.

THERE'S JUST SO MANY THINGS HAPPENING AT DIFF AT THE SAME SITES, LIKE IN SO MANY INSTANCES.

UM, SO WE'RE DOING OUR BEST TO SEQUENCE AS BEST AS WE CAN TO, TO PRESERVE WHAT WE ARE PUTTING IN REPLACING THE EXISTING PARKING LOT.

AND WE, WE INITIALLY INTENDED TO DO IT AFTER THE SPLASH PAD, BUT IT JUST DIDN'T HAPPEN THAT WAY.

SO WE'RE JUST GOING TO TAKE MEASURES TO MAKE SURE THAT, YOU KNOW, THE PARKING LOT IS STILL IN GOOD SHAPE.

UM, WE JUST OPENED UP

[00:55:01]

GAIL FIELDS.

IT'S COMPLETE REDO FROM THAT 2004 BOND ELECTION FINALLY.

UH, WHAT ABOUT THREE OR FOUR MONTHS AGO? RIGHT.

AND WE WON'T BE AFFECTING THE PARKING SPACES DIRECTLY IN FRONT OF THE REC CENTER.

UM, BASICALLY ALL THAT IS ALL EXISTING CONCRETE.

WE'RE ONLY REPLACING THE PORTION THAT'S ASPHALT, THAT'S ON THE BACKSIDE OF THE PARKING LOT AND THE END.

RIGHT, EXACTLY.

WOW.

OKAY.

UH, HERE'S A CONCEPT PLAN OF MONTGOMERY PARK, WHICH IS GONNA INCLUDE THE PLAYGROUND, UH, IMPROVEMENTS IN ADDITION TO THE, UM, THE STAGE AND THE ARTS PERFORMING, UM, AREA THAT WE GOT AS THANKS TO THE TIF TIF DISTRICT AND TIFF BOARD.

UM, WE'LL BE GETTING, UM, A PERMANENT RESTROOM IN HERE AND, UH, RECONDITIONING THE SOCCER FIELD, UM, IN THAT AREA TO MAKE IT MORE PLAYABLE BECAUSE RIGHT NOW IT DOESN'T REALLY, UM, KEEP ITS TURF VERY WELL.

IT GETS VERY COMPACTED.

SO IT'S GOING TO BE RECONDITIONED AND, UM, AND MADE, UH, BETTER TO PLAY ON.

UM, FUN FACT ABOUT THE SIDEWALK IS THAT IT WAS REPLACED THROUGH AN ENGINEERING PROJECT THAT, UM, ESTABLISHED AN ADA ROUTE ACCESSIBLE ROUTE ALL THE WAY FROM FOREST JUPITER DART STATION, ALL THE WAY TO THE NEW VA HOSPITAL.

SO THAT SIDEWALK THAT, UM, WAS PART OF THAT PROJECT CAME THROUGH MONTGOMERY.

SO WE GOT A NEW SIDEWALK OUT OF, OUT OF THAT EFFORT.

UH, THIS IS AN IMAGE, A CONCEPT IMAGE THAT WE GOT FROM OUR, UM, AQUATICS MASTER PLAN THAT SHOWS, UM, SOME OF THE, UH, POTENTIAL ELEMENTS THAT WE'LL GET AS PART OF THE SURFING SWIM.

AND SO RIGHT NOW WE'RE WORKING TO, UM, GET OUR CONSULTANT ON BOARD, ESTABLISHING A FEE AND PROPOSAL FROM THEM, UM, TO TRY TO GET DESIGN STARTED AS SOON AS POSSIBLE.

IT IS.

YEAH.

UM, A COMMON COMMON TERMS, AND THEN WE'VE GOT THE, WE'VE GOT THE SOFTBALL, SOFTBALL COMPLEX THERE, AND, UM, VISITED WITH ARNIE OUT THERE.

THEY'RE IN LIKE 18 TOURNAMENTS THERE THIS YEAR.

AND, UM, AS I PLAYED SOFTBALL THERE FROM THE EIGHTIES THROUGH THE EARLY TWO THOUSANDS AND NEVER ONE SINGLE SOLITARY TIME, DID I EVER HEAR ANYBODY SAY THAT WE HAD THIS WONDERFUL FACILITY, RIGHT NEXT DOOR, PEOPLE COMING IN FROM MID TIMES ALL OVER THE STATE AND LUNCH ONCE OR TWICE ALL OVER THE UNITED STATES, UH, IN THE SOFTBALL COMPLEX IN THOSE EARLY DAYS AND CONNECTIVITY RIGHT NOW SERVE TO SWIM IS HIDDEN.

NOBODY KNOWS IT'S THERE.

I MEAN, PEOPLE WOULD DRIVE BY THERE, UH, EVERY DAY AND THEY WOULD NEVER KNOW THE SURFACE SWIM WAS IN THERE, BUT IT HAS A SIGN, BUT DOESN'T HAVE THE LIGHTS ON YOU.

IT WAS NOT, IT'S NOT WORKING NOW, BUT WE NEED TO HAVE THE VISIBILITY TO SOME DEGREE, EVEN IF IT'S A BIG BOARD UP THERE WHERE THEY'RE, YOU KNOW, A LITTLE COMPUTERIZED THING THAT WE GET, WE COULD HAVE OUT THERE SO THAT PEOPLE COULD KNOW.

AND THEN WE NEED THE COORDINATION BETWEEN, UH, THE FOLKS RUNNING THE SOFTBALL COMPLEX, BECAUSE I MEAN, PEOPLE PLAYING SOFTBALL, NO SERVICE FOR A YOUNG BACK IN THOSE DAYS STILL ARE MOST OF US.

AND THEY HAVE YOUNG KIDS.

AND THEN WHAT A WONDERFUL THING FOR THE, OR THE SPOUSE TO BE THE MAN GOING OVER THERE WITH THE KIDS OR THE MEN ARE PLAYING THE WOMEN AND THEIR KIDS COULD GO OVER THERE.

AND IT'S JUST NOT EVER IN TOTAL THE PEOPLE
