UH, WE HAVE REALLY JUST TWO THINGS TO DO.

UH, THIS EVENING, WE ARE HERE TO, UH, CANVAS THE RESULTS OF THE JUNE 18TH, 2022

[1.a. Consider an ordinance canvassing the results of a Runoff Election for the purpose of electing a Council Member to District 5 of the City of Garland, Texas; declaring the results of that election; and providing an effective date.]

RUNOFF ELECTION.

SO THE FIRST ITEM ON OUR AGENDA, ITEM ONE, A CONSIDER AN ORDINANCE CANVASING THE RESULTS OF THE RUNOFF ELECTION FOR THE PURPOSE OF ELECTING A COUNCIL MEMBER TO DISTRICT FIVE OF THE CITY OF GARLAND, TEXAS DECLARING THE RESULTS OF THAT ELECTION AND PROVIDING AN EFFECTIVE DATE COUNCIL MEMBER ALBAN.

THANK YOU, MAYOR.

I MOVE THAT.

WE APPROVE AN ORDINANCE CANVASSING THE RESULTS OF THE ELECTION HAVING BEEN HELD DULY HELD AND DULY NOTICED ON JUNE 18TH, 2022.

AND IN THAT ELECTION, UH, DECLARING MARGARET A LOCKED AS A WINNER WITH 273 OF THE 431 VOTES.

SECOND, I HAVE A MOTION BY COUNCILMAN ROBINSON, SECOND BY COUNCIL MEMBER BEER TO APPROVE THE CANVASSING OF THE ELECTION RESULTS.

ANY FURTHER DISCUSSION, MADAM SECRETARY, IF YOU BEAR THE VOTE FOR US, PLEASE COUNSEL, AND I WILL TELL YOU, I AM NOT GETTING THE, IF YOU COULD DISPLAY THE VOTE FOR US PLEASE, AND THAT IS APPROVED UNANIMOUSLY.

ALL RIGHT, NOW WE HAVE SOME OTHER STUFF TO DO.

[1.b. Conduct the swearing in of Council Member for District 5]

SO THIS IS SORT OF A TWO-PART PROCESS.

UM, WE ARE, WE HAVE A COUNCIL MEMBER LEAVING WHO IS TERMING OUT AND A NEW COUNCIL MEMBER COMING IN, UH, TO TAKE HIS PLACE.

OBVIOUSLY THAT COUNCIL MEMBER IS RICH ALVIN, AND I WILL TELL YOU, UM, RICH WANTS TO COME ON DOWN AND BRING ALL YOUR STUFF THERE WAS, THERE WAS NO NICE WAY TO SAY THAT BECAUSE YOU DON'T UNDERSTAND.

I'VE BEEN SITTING NEXT TO RICH FOR THREE YEARS.

I'VE BEEN SITTING ON THIS COUNCIL WITH HIM FOR SIX YEARS, AND I WILL TELL YOU, HE ALWAYS HAS LOTS OF STUFF.

UM, HE, YES, AND IT'S, IT'S POOR IS POOR MUG, BUT, UH, YOU KNOW, I HAVE, I HAVE SERVED, UH, SIX YEARS WITH RICH, UH, ON THIS COUNCIL.

AND I WILL TELL YOU, UH, I HAVE, I HAVE SERVED WITH A LOT OF COUNCIL MEMBERS, UM, AT THIS POINT.

UM, AND I WILL TELL YOU THAT RICH, UH, IS, IS ONE OF THE HARDEST FIGHTERS, UH, STRONGEST ADVOCATES I HAVE EVER SERVED WITH, UH, DISTRICT FIVE, UH, YOU KNOW, RICHES, YOU KNOW, IF YOU LOOK, UH, SHORT TERM THE, HOW HE ADVOCATED FOR, UH, THE IMPROVEMENTS AT RECODE AND PARK, UH, WHICH ARE THIS CLOSE TO BEING DONE ALMOST BEFORE HE LEFT OFFICE, BUT THIS CLOSE, UH, NEW HOUSING IN DISTRICT FIVE TRANSPORTATION INFRASTRUCTURE, AND EVENTUALLY, UH, WHAT I THINK IS GOING TO BE SOME FANTASTIC ECONOMIC DEVELOPMENT, UH, FOR THE CITY, UH, IN THE REDEVELOPMENT OF THE OLD HYPERMARKET SIDE AND, AND RICH, UH, RICH HAS STOOD UP AND HE HAS FOUGHT FOR ALL THOSE THINGS.

UM, AND, UH, YOU KNOW, AND ESPECIALLY, UH, STANDING UP FOR HEALTH AND SAFETY DURING THE PANDEMIC, UM, ABOVE AND BEYOND, UM, AND IN A STRANGE WAY, I AM GOING TO MISS HIM, BUT ACTUALLY I WILL MISS HIM.

UH, I WILL MISS HIS INPUT, UM, AND, AND HIS ACTIONS.

IT SEEMS LIKE IT WAS LIKE THAT JUST TOOK THAT .

AND NOW I'M GOING TO TURN THIS PODIUM OVER TO YOU ONE LAST TIME.

ONE LAST TIME, KNOW I FIRST GOT ON COUNCIL.

IT WAS SAID THAT I WANTED TO BE HERE, SO I COULD SPEAK FOR MORE THAN THREE MINUTES.

SO THIS IS MY LAST CHANCE TO TAKE ADVANTAGE OF THAT.

UM, UH, DAN, IF COULD YOU PUT, OKAY.

UM, THE PICTURE FROM MAY 16TH, 2016 AT MY SWEARING IN WITH MY DAUGHTERS BY MY SIDE, UM, COULD YOU GUYS COME UP HERE? THEY HAVE GROWN HAVING AND GET THEM ALL, EVERYBODY IN ORDER 20, WHO WAS STOPPED 20, WHO WAS A NINE AND IS NOW 15 BUA, WHO IS NOW WHAT? 13.

SO SHE WAS SEVEN ELLIE WHO IS 12 WAS SIX IN GENEVIEVE WAS FOUR IS NOW 10.

SO WHEN I GET SWORN IN MY OLDEST WAS NINE AND AS I COME OFF, MY YOUNGEST IS 10.

UM, ANYWAY, UH, YOU GUYS CAN GO.

UM, SO BACK THEN, THIS LAST DAY, HIS COUNCILMAN FOR DISTRICT FIVE SEEMED SO VERY FAR AWAY AND THEN BAM IT'S HERE.

UM, MY SERVICE WOULD NOT HAVE BEEN POSSIBLE WITHOUT THE SUPPORT OF MY GIRLS.

AND SO 20 BILA, ELLIE AND GENEVIEVE.

UM, THEY HAVE CHANGED SO MUCH AS YOU CAN SEE, UH, IN SIX YEARS IN, SO HAS GARLAND IN THAT TIME, UH, THINGS WERE A LITTLE BIT ROUGH.

IN 2016, OUR STREETS WERE DECAYING.

THE 2004 BOND PROGRAM WAS STALLED.

WE HAD LOST RAYTHEON TO RICHARDSON, PARKS AND HIGHWAYS WERE TIRED AND OUTMODED.

AND THEN OUR COMMUNITY WAS VISITED BY TERRORISTS.

THANK GOD FOR THE GARLAND POLICE DEPARTMENT FLOODING THANK GOD FOR THE GARLON FIRE DEPARTMENT AND A CHRISTMAS TORNADO, AND REALLY THANK GOD FOR ALL OF OUR EMPLOYEES AND ALL OF OUR COMMUNITY.

UH, THE COLLECTIVE PSYCHE OF GARLAND HAD BEEN BATTERED BY ALL OF THIS, HAD THE SUNSET IN GARLAND, LIKE SO MANY FIRST RING SUBURBS IN AMERICA.

HOW DARK IS THE DARKNESS BEFORE DAWN? HOWEVER, THE GREATEST ASSET OF ANY ORGANIZATION OR COMMUNITY, OUR PEOPLE, THE RESIDENTS, STAFF, AND COUNCIL WERE THE LIGHT AND PATH TO DAWN OUR PEOPLE, A CITY AFTER ALL IS NOTHING MORE THAN A COLLECTION OF FOLKS WORKING, LIVING, SERVING IN PURSUIT OF A COMMON IDEA.

RESIDENTS DEMANDED MORE SERVICES, MORE AMENITIES AND MORE INVESTMENT.

AND SO IN 2016, COUNCIL DID INDEED SET UPON THE VESSEL OF STATE AND BEGAN TO ROW ROW SMARTER ROW, HARDER SALE.

WHEN POSSIBLE IN DRAGGED THE BOAT ACROSS ROCKY SHOALS, WHEN NECESSARY COUNCIL ENCOURAGED STAFF TO RAISE THEIR OWN SITES, THE HORIZONS DO BEST, DO THE BEST YOU CAN WITH LESS BECAME DO THE BEST, THINK BIG AND TELL US WHAT YOU NEED FOR RESOURCES TO MAKE IT HAPPEN.

MY INAUGURAL SPEECH IN 2016 CLOSED WITH ISAIAH 58, 12, YOUR PEOPLE WILL REBUILD THE ANCIENT RUINS AND WILL RAISE UP THE AGE OLD FOUNDATIONS.

YOU WILL BE CALLED REPAIRER OF BROKEN WALLS, RESTORER OF STREETS WITH DWELLINGS, YOU RESIDENTS, STAFF, AND COUNCIL HAVE EARNED THAT TITLE, REPAIRERS AND RESTORERS.

THERE REMAINS MUCH WORK TO BE DONE, BUT THE ARC OF GARLAND FEELS QUITE DIFFERENT.

NOW, SIX YEARS LATER, COUNCIL MEMBERS GET MORE COMPLAINTS ABOUT STREET RECONSTRUCTIONS AND STREET FAILURES.

WE HAVE BEEN PULLING THE 2019 BOND PROGRAM OUT OF THE GROUND WITH BOTH HANDS, WITH REMARKABLE SPEED AND QUALITY.

WE HAVE NEW HIGHWAYS AND ARTERIES ON THE HORIZON.

OUR PARKS PROGRAM

IS TRANSFORMING TIRED SPACES INTO DELIGHTFUL PLACES TO GATHER IN PLAY.

OUR NEIGHBORHOODS ARE VIBRANT.

WE ARE ON THE PATH TO BECOMING THE NEXT LIVE MUSIC MECCA.

WE SERVE THE ANIMALS IN OUR CARE WITH DIGNITY AND LOVE.

PEOPLE WANT TO WORK HERE AND LIVE HERE.

IT HAS BEEN MY PRIVILEGE TO BE AS LIN MANUEL MIRANDA WROTE IN THE ROOM WHERE IT HAPPENS AS WE BENT THIS ARC TO VIBRANCY AND PROSPERITY.

MY INVOLVEMENT WAS AT TIMES CATALYTIC INSTRUMENTAL COLLABORATIVE, BUT NO COUNCIL MEMBER GETS ANYTHING DONE WITHOUT FOUR OTHER VOTES.

AND THE TIRELESS WORK OF OUR STAFF TO OUR BRILLIANT AND PROFESSIONAL STAFF INTO THIS WONDERFUL COUNCIL AND THE COUNCIL IS PROCEEDING IT.

YOU MADE MY GOOD IDEAS BETTER AND MY BAD IDEAS OF FLEETING MEMORY.

AND THERE WERE NO SHORTAGE OF THOSE.

WE ARE STRONG BECAUSE WE ARE STRONG TOGETHER.

I SERVED, UH, 33 YEARS FOR THE GARLAND FIRE DEPARTMENT.

UM, THE LAST THIRD OF THAT CAREER, I HAD A POSITION OF LEADERSHIP IN THE GARLAND FIREFIGHTERS ASSOCIATION TO NOT, I'M ONLY SPEAKING FOR DAVID RIGS AND NO OTHER ORGANIZATION OR NO OTHER INDIVIDUALS.

UM, AS I TOOK A LEADERSHIP ROLE IN THE GARLAND FIRE, UH, ASSOCIATION, UH, WE HAD A LIST OF GOALS AND OBJECTIVES, AND ONE OF THOSE AND THE MOST PRESSING ONE, UH, WAS TO SECURE A SECURE RETIREMENT FOR THE CIVIL SERVANTS THAT SERVE THE CITIZENS OF GARLAND POLICE OFFICERS IN THE GARLAND PD FIREFIGHTERS AND THE GARLAND FIRE

DEPARTMENT.

UM, I INITIATED MY ADVOCACY THROUGH CITY ADMINISTRATION, NOT THE CURRENT CITY MANAGER, BUT A DIFFERENT ONE DIFFERENT COUNCIL MEMBERS, DIFFERENT CITY STAFF, UH, AND DOORS WERE CLOSED.

AND WE DID NOT GET TO MOVE FORWARD WITH THAT AGENDA.

THAT WAS A HIGH PRIORITY.

AT THAT POINT IN TIME, I REALIZED THAT POSITIVE CHANGE IN CITY GOVERNANCE IS VERY MUCH LIKE GEOLOGY.

IT TAKES TIME AND PRESSURE.

I WAS CONSISTENT AND PERSEVERED ASIDE AND OUT.

UH, I WOULD LIKE TO COMPLIMENT THE CURRENT CITY ADMINISTRATION, SIR, UH, CURRENT COUNSEL ON THE BOND ELECTION AND IMPLEMENTING THOSE THINGS TO MAKE TREMENDOUS POSITIVE CHANGE FOR THE AREA, THE CITIZENS, THE WORKERS HERE, UH, IT'S QUITE A FASTER PACE THAN IT WAS YEARS AGO.

SO MY, UH, COMPLIMENTS TO STAFF AND COUNCIL ON THAT.

UM, BUT THINGS CHANGED AFTER TIME AND PRESSURE AND DIFFERENT COUNCIL AND DIFFERENT ADMINISTRATION.

AND I CAME HERE TONIGHT AFTER ENDING A VACATION, DROVE UP HERE FROM EAST TEXAS TO COMPLIMENT COUNCILMAN ALBAN.

UH, I DO NOT PERSONALLY BELIEVE THAT WE WOULD HAVE EVER IMPLEMENTED THE RETIREMENT STABILITY BENEFIT.

AND I'M NOT GOING TO GO INTO AN EXPLANATION.

I'M SURE MR. BRADFORD WOULD APPRECIATE THAT BECAUSE HE'S HEARD IT PLENTY OF TIMES AND OTHER COUNCIL MEMBERS, AND YOU WILL ALWAYS SEE IT IN YOUR BUDGET FOR THE NEXT FEW YEARS UNTIL IT'S FULLY IMPLEMENTED, BUT I DIDN'T WANT TO TAKE MY PERSONAL TIME TO NOT ONLY THINK COUNCILMAN ALBAN FOR UNDERSTANDING THE NEED.

AND I'M SURE HE HEARD ME SAY, I AM NOT GOING TO EVER ADVOCATE FOR SOMETHING THAT IS SOMETHING GOOD FOR THE GARLAND POLICE OFFICERS IN GARLAND FIREFIGHTERS THAT I DO NOT BELIEVE IN MY HEART OF HEARTS.

THAT WOULD BE GOOD FOR THE CITIZENS OF GARLAND.

AND I HOPE I NEVER DID.

UH, I BELIEVE IF YOU PROVIDE AN ADEQUATE RETIREMENT FOR THE POLICE OFFICERS THAT SERVE THE CITY AND THE FIREFIGHTERS YOU'RE PROVIDING THE SERVICE TO THE CITIZENS, I DON'T HAVE A TIMER AND I DON'T SEE ONE RUNNING, BUT THAT'S BASICALLY WHAT I CAME UP HERE TO SAY.

AND THANK YOU FOR YOUR SERVICE AND MOST, ESPECIALLY LISTEN TO YOUR CITIZENS, LISTEN TO YOUR EMPLOYEES AND KEEP THE GOOD WORK UP TO PROVIDE A GOOD PLACE TO LIVE, WORK, AND PLAY IN THE CITY OF GARLAND.
