DALLAS COUNTY HAS THEIR OWN LEVEL OF RISK ASSESSMENT. THEY ACTUALLY HAVE A PUBLIC HEALTH BOARD THAT MEETS REGULARLY TO MAKE THAT DETERMINATION. UM THE BOARD WAS SUPPOSED TO BE TUESDAY AND THEY MOVED IT UP OVER THE WEEKEND. I THINK THEY MET FRIDAY NIGHT OVER THE WEEKEND AND THEY DID RAISE THE LEVEL INTO THE ORANGE LEVEL , WHICH IS AN EXTREME LEVEL. UM SO THE BASIC EXTREME LEVEL IS JUST TO BE EXTREMELY CAUTIOUS AND BE AWARE OF YOUR SURROUNDINGS TO AVOID EXTREMELY CROWDED AREAS. UM IF YOU CAN'T AVOID THAT CROWDED AREA TO WEAR MASKS IF YOU CAN'T SOCIALLY DISTANCE, UM AND, UM YEAH. UM AND THEN ANY QUESTION AND ANSWERS THAT YOU GUYS MIGHT HAVE SO, AS YOU KNOW, MOST OF YOU GUYS HAVE HEARD THIS, UH, THIS BRIEFING BEFORE, BUT I THINK THERE'S SOME NEW FACES HERE IN THE CROWD. BUT THE GLOBE UNION, UM, FACILITY OPERATED FROM THE FIFTIES. UP UNTIL THE MID NINETIES. UM THEY PRODUCED LEAD ACID BATTERIES. YOU KNOW THOSE FOR YOUR CARS OR YOUR BOATS? WHAT HAVE YOU, UM AND THEY WERE ONE OF THE NATION'S LARGEST MANUFACTURERS OF THOSE LEAD ACID BATTERIES. AND THE GARLAND LOCATION WAS JUST ONE OF MANY. MANY OF THOSE LOCATIONS AROUND THE COUNTRY. SO THE. T C Q OR AS IT WAS KNOWN BACK THEN THE TEXAS AIR CONTROL BOARD THE DEPARTMENT OF STATE HEALTH SERVICES, EPA, UM, YOU KNOW WE HAD DIFFERENT ASSESSMENTS AND, UM, FOLLOW UPS WITH THIS FACILITY ALL THE WAY BACK UP UNTIL I THINK IT WAS 1973 IS WHEN WE FIRST STARTED. UM THE WE LOOKED AT, UM THERE WAS A LOT OF AIR COMPLAINTS. UM AND AT THE TIME WHEN THE FACILITY WAS OPERATING, AND UNDER THE GUIDELINES THAT WERE IN PLACE AT THAT TIME THERE WAS THERE WAS REALLY NO VIOLATIONS, RIGHT? UM, BUT WHAT HAPPENED IS IN 2019 WE CONDUCTED WITH CALLED A PRELIMINARY ASSESSMENT. UM WE WANT TO DETERMINE WHETHER THIS SITE WOULD FALL WITHIN THE NATIONAL PRIORITIES LIST, WHICH IS THE MOST CONTAMINATED SITES IN THE COUNTRY. UM SO WE DID NOT . WE DID NOT OBSERVE ANY EVIDENCE OF RESIDUAL CONTAMINATION IN THE FACILITY OR IN THAT PARKING LOT. UM BUT WE NEEDED TO KNOW THERE WAS MORE INFORMATION THAT WE NEEDED TO FIGURE OUT IF THERE WAS A RISK. SO WE STEPPED OUT FROM THAT A LITTLE BIT AND WHAT WE DID WAS WE CONDUCTED WHAT'S CALLED A SITE INSPECTION. UM WE DID THAT IN 2020, AND THAT WAS IN CONJUNCTION WITH WITH T. C. Q WE SAMPLED, UM SOIL AND SEDIMENT FROM THAT DRAINAGE PATHWAY, WHICH IS STREAM TO SEE FOUR. UM AND WE ANALYZE THAT FOR, UM FOR HEAVY METALS, INCLUDING MERCURY. FOR THOSE YEARS. NOT AWARE THAT THIS IS THE GENERAL SITE LOCATION OF THE FACILITY. THIS IS A SCHEMATIC OF THE OF THE FACILITY BOUNDARIES. UM AND THIS I DON'T KNOW IF YOU SEE MY MOUTH. IS THAT MOUTH SHOW UP THERE? NO. UM, A POINTER. HERE WE GO. THAT POINT HERE IN THIS AREA HERE, UM THERE WAS SOME SURFACE IMPOUNDMENTS WHERE THEY WOULD STORE SOME OF THE BATTERIES. SO JUST TO CITE HISTORY LIKE I MENTIONED THERE WAS A PRELIMINARY ASSESSMENT AND, UM IN 1983, THE DEPARTMENT OF STATE HEALTH SERVICES CONDUCTED CANCER CLUSTERS. UH, ASSESSMENT IN 2018 AT THE REQUEST OF THE CITIZENS OF GARLAND. UM PRELIMINARY ASSESSMENT, LIKE I MENTIONED WAS DONE 2019, THEN 2020. AND THEN THE REMOVAL ASSESSMENT. UM OCCURRING IN BETWEEN, FROM 2020 TO, REALLY, ACTUALLY, IT'S 2022. WHEN WE STARTED THIS, RIGHT, UM I WAS GIVEN THIS SITE. UM IT WAS ABOUT A WEEK BEFORE THE WHOLE WORLD SHUT DOWN FOR THE SPRING BREAK THAT NEVER ENDED, RIGHT? AND SO THEY GAVE THAT TO ME. I BELIEVE IT WAS A WEDNESDAY. UM I THINK FRIDAY THE 13TH WAS WAS WHEN WE ALL WENT HOME. BUT I WAS GIVEN THAT SITE ON WEDNESDAY. I SAW SOME OF THE RESULTS. THEY WERE VERY HIGH, UM, PRETTY ALARMING NUMBERS. FROM THAT SIDE INSPECTION, SO WE WERE ACTIVELY TRYING TO FIGURE OUT HOW TO GET THE WORD OUT. UM, AND FIGURE OUT TO DO SOME MORE ADDITIONAL SAMPLING TO FIGURE OUT HOW BIG THE PROBLEM WAS. UM THEN COVID SHUT EVERYTHING DOWN. UM PEOPLE WERE WORRIED ABOUT ABOUT THAT MORE THAN THEY WERE WORRIED

ABOUT, YOU KNOW, LEAD CONTAMINATION. EVERYONE WAS STAYING HOME. UM AND SO I HAD TO WORK WITH OUR COMMUNITY INVOLVEMENT FOLKS TO TRY TO FIGURE OUT HOW DO WE GET THAT MESSAGE OUT? UM IN THE REMOVAL PROGRAM, WHERE WE POUND THE PAVEMENT. WE MEET WITH LOCALS.

WE MEET WITH THE LOCAL OFFICIALS WHO MEET WITH THE LOCAL LEADERS . THE NEIGHBORHOOD GROUPS. UM WE WERE NOT ALLOWED TO DO THAT. RIGHT. SO UM, WE GENERATED UH. WE TOOK ALL OF OUR THOUGHTS. WE CREATED WHAT'S CALLED A STORY MAP. WE PUT THAT ON THE WEBSITE TO TRY TO GIVE THE RESIDENTS AS MUCH INFORMATION AS POSSIBLE ON WHAT'S GOING ON WITH THE SITE. UM IT'S NOT THE SAME AS GOING AND KNOCKING ON DOORS AND TALKING TO FOLKS, BUT IT WAS THE BEST THAT WE COULD DO AT THE TIME. UM WE SENT OUTSIDE ACCESS AGREEMENTS TO THE TO THE PROPERTIES. THE BORDERS STREAM TO C FOUR. WE SENT THOSE OUT IN JUNE OF 2020. UM I HAD SOME VERY, UH, RESTRICTIONS THAT WERE PUT ON ME BECAUSE E P A DID NOT WANT TO GO OUT AND CONTRIBUTE TO THE TO THE PANDEMIC, RIGHT, SO PEOPLE GOING OUT AND CAUSING THIS PROBLEM? UM, I KID YOU NOT WAS A COUPLE OF DAYS IN THE FIELD. I CONTRACTED COVID AND WE HAD TO SHUT THE WHOLE SITE DOWN. RIGHT. SO, UM. AFTER AFTER A COUPLE OF MONTHS OF, UM OF TALKING TO FOLKS AND SAY, HEY, WE CAN DO THIS. WE CAN DO THIS. WELL YOU KNOW, WE WERE BEING SOCIALLY DISTANT. I DON'T KNOW I COULD HAVE CAUGHT AT THE QUIKTRIP OR AT THE PURPOSE. A PLACE YOU KNOW IT. YOU KNOW, YOU DON'T KNOW WHERE I GOT IT COULD HAVE BEEN CHURCH, WHATEVER. IT WAS HEAVILY HEAVILY ATTENDED THAT BELIEVE WE HAD SOMETHING LIKE THERE WAS LIKE 75 PEOPLE IN THERE IN THE CHAMBERS COUNCIL CHAMBERS AND ABOUT 300 PEOPLE ONLINE. AND I TOOK QUESTIONS FOR ABOUT THREE HOURS. IT WAS PRETTY PRETTY BRUTAL. UM. WE STARTED OUR REMOVAL IN AUGUST. UM WE STARTED AT THE SCHOOL AT PARK WEST ELEMENTARY. UM AND WE COULD ONLY REALLY WORK THERE THAT SCHOOL UM WHEN THE KIDS WERE NOT IN SESSION, RIGHT? WE HAD BIG, HEAVY MACHINERY. THERE WAS AN OPTICS ISSUE. UM AND SO, YOU KNOW, WE HAD FOLKS THAT WERE WEARING, UM UM, YOU KNOW THE PRIVATE COVERALLS AND PEOPLE SAY THEY LOOK LIKE YOU KNOW, MOON SUITS, BUT YOU KNOW IT AND IT WAS IT WAS PRIMARILY TO KEEP OUR FOLKS SAFE FROM FROM NOT ONLY THE LEAD DUST BUT THE VEGETATION THAT WAS THERE. THERE WAS A LOT OF POISON IVY. THERE WAS A LOT OF ISSUES THAT WE DIDN'T WANT FOLKS TO, UM, TO GET EXPOSED TO SO THAT WHILE WE WORKED AFTER SCHOOL HOURS OR ON THE WEEKEND. YOU KNOW THAT TOOK US A FEW MONTHS TO GET THAT COMPLETED, BUT WHEN WE WEREN'T AT THE SCHOOL AFTER OUR AFTER SCHOOL HOURS ON THE WEEKENDS, WE WERE WORKING IN THE NEIGHBORHOOD. UM SO WE ARE. WORK THROUGH THAT IN NOVEMBER, WE STARTED RESTORING. UM SOME OF THE FIRST PROPERTIES . UM RIGHT THERE ADJACENT TO THE SCHOOL. UM WE TOOK A BREAK FOR CHRISTMAS AND CAME BACK IN IN JANUARY. UM WHILE WE WERE DOING THIS, WE FIGURED OUT THAT THERE WAS, UM AND I'LL SHOW YOU HERE IN THIS NEXT SLIDE THAT THAT WE HAD TO STEP OUT A LITTLE BIT RIGHT. AND SO WE DIDN'T REALLY FIND THE CLEAN LINE. HERE WAS THE ORIGINAL STUDY AREA . THE GLOBE UNION SITE WAS RIGHT HERE. WE SAMPLE AS MANY

PROPERTIES AS WE COULD, UM, THAT WOULD GIVE US ACCESS ALONG THERE , BUT WE FOUND A FEW PROPERTIES IN THIS AREA THAT WE'RE SHOWING ELEVATED LEVELS FOR LEAD. UM SO WE SAID, WE STEPPED OUT AND WE SAID LET'S JUST SAMPLE STREAM TO C FOUR. UNTIL IT HITS DUCK CREEK. UM SO WE DID THAT. AND WE NOTICED THAT THAT FAIRLY FAIRLY QUICKLY PASSED, UM, BELIEVE THAT SATURN UM THAT WE FOUND, YOU KNOW, NO MORE LEAD HITS. SO UM, THERE WAS A TINSLEY PARK AREA WAS PROBABLY THE FURTHEST EAST THAT WE CLEANED UP. AND UM, BUT EVERYTHING ELSE DONE THERE WAS SHOWING UP PRETTY CLEAN. BUTTON.

SO ALL IN ALL IN THE ASSESSMENT , YOU KNOW, WE COLLECTED, UM OVER 2000 SAMPLES. UM, 84 PROPERTIES. UM AND THOSE PROPERTIES. WE SEPARATED INTO GRIDS, RIGHT? SO WE DO LIKE A FRONT YARD BACKYARD. UM AND THEN SMALLER SECTIONS ALONG THAT ALONG THE CREEK. UM WE, UM.

DISTRIBUTED 122 ACCESS AGREEMENTS. 84 CAME BACK, UM SAYING THEY WANTED ACCESS. 10 DENIED US ACCESS. THEY JUST DIDN'T WANT ANY DIDN'T WANT ANY PART OF THE GOVERNMENT. THEY JUST WERE. THEY WERE CONCERNED ABOUT OTHER ISSUES. UM AND THEN , UM, 28 PEOPLE DIDN'T RESPOND.

YOU KNOW, WE ONLY HAD A HANDFUL OF PROPERTIES , YOU KNOW MORE THAN HANDFUL, BUT YOU KNOW TO CLEAN UP BUT AS PEOPLE SAW THE WORK THAT WAS GOING ON, UM, THEY SAID, I REMEMBER GETTING A LETTER RIGHT ? I NEVER RESPONDED. IS IT TOO LATE AND IT WASN'T RIGHT? AND SO WE KEPT WE KEPT ACCEPTING ACCESS AGREEMENTS. UM UP UNTIL, UM, PROBABLY END OF MARCH. RIGHT UM , SO, UM, WE KEPT SIGNING PEOPLE UP. SO. LIKE I SAID IN THE INITIAL STUDY AREA OF THE ACCESS AGREEMENT SENT OUT IN OCTOBER, THERE WAS 34. THEY GAVE US ACCESS 10 DENIED. 32 DIDN'T RESPOND. UM. WE COLLECTED OVER, YOU KNOW, AND THAT INITIAL ASSESSMENT RIGHT? IT WAS 1000 SAMPLES OVER 1000 SAMPLES FROM 34 PROPERTIES. WE USE SOME OF YOUR CITY PARKS TO ESTABLISH A BASELINE FOR NATURALLY OCCURRING METALS IN THE AREA. UM AND THAT PROVED TO BE VERY HELPFUL TO GIVE US AN IDEA OF WHAT WAS WHAT WAS KIND OF A NATURAL, UM, LEVELS IN THE AREA. SO WE EXPANDED THAT LIKE I MENTIONED, UM. ASSESSMENT SAMPLING RESUMED , UM IN SEPTEMBER OF, UM LAST YEAR, WE ADDED 26 ADDITIONAL PROPERTIES 44 ADDITIONAL PROPERTIES. 23 GRANTED ACCESS 6 TO 9 AND THEN 15 DIDN'T RESPOND. UM. WHEN WE DID THE SAMPLING. UM WE HAD FOLKS OUT THERE DOING UTILITY CLEARANCE. UM, THIS IS MORE THAN JUST THE ONE CALL WHERE YOU SAY HEY, WHERE ARE MY WATER LINES? WHERE? MY GAS LINES . UM A LOT OF THESE PROPERTIES NOW HAVE FIBER OPTIC, UM, INTERNET. UM I DON'T KNOW IF YOU'VE SEEN THEM PUT AT YOUR HOUSE, BUT, UH, I'M VERY SHOCKED AT HOW SHALLOW THAT THEY PUT THAT LINE.
