[Mayoral Proclamations, Recognitions, and Announcements]

GOOD EVENING, EVERYONE BEFORE WE GET GOING. WE DO HAVE SOME RECOGNITIONS FOR THIS EVENING AND FIRST UP IS NATIONALLY INTERN DAY. CHRISTINE, IF YOU LIKE. COME FORWARD. ALL OF OUR INTERNS. YOU'RE. THERE'S A LOT OF THEM. YEAH. YOU CAN JUST KIND OF COME ON IN. VERY GOOD. WE ARE HERE FOR NATIONAL INTERN DAY AND WE'RE GOING TO RECOGNIZE SOME OF OUR SUMMER INTERNS HERE AT THE CITY. INTERNSHIPS ARE AN EXCELLENT WAY TO GAIN REAL WORLD PROFESSIONAL EXPERIENCE THROUGH MEANINGFUL OPPORTUNITIES. INTERNSHIPS ARE A PATHWAY TO LEARNING AND OFTEN CREATE A PIPELINE FOR FUTURE EMPLOYMENT. CONTENT. THE CITY OF GARLAND ESTABLISHED THE STUDENT AMBASSADOR PROGRAM IN 2019 TO ATTRACT AND RECRUIT QUALIFIED INTERNS EVERY YEAR IN CONJUNCTION WITH THOUSANDS OF EMPLOYERS ACROSS THE COUNTRY. THE CITY ALSO RECOGNIZES AND CELEBRATES NATIONAL INTERN DAY. IT IS CELEBRATED EACH JULY. SINCE 2017 IT SERVES AS AN OPPORTUNITY FOR EMPLOYERS TO COMMEMORATE AND THANK THEIR HARD WORKING IN TURNS. AND HAS INSPIRED INVESTMENTS IN INTERNSHIP PROGRAMS AND INTERNS THEMSELVES, BUT ALSO PLANTS, SEEDS OF EDUCATION, PROFESSIONAL DEVELOPMENT AND SERVICE. SO NOW THEREFORE, I SKALA MAKE MAYOR OF THE CITY OF GROWING ALONG. CITY COUNCIL DO HEREBY PROCLAIM JULY 28TH INTERNATIONAL OR NATIONAL INTERN DAY AND KRISTEN. PRESENT THIS TO YOU, AND YOU CAN INTRODUCE YOURSELF AND ALL OF THESE. THANK YOU, MAYOR. THANK YOU ACTUALLY WANTED TO TELL YOU A LITTLE BIT ABOUT OUR PROGRAM.

SO AS THE MAYOR MENTIONED SINCE 2 2019 SOMEWHERE NOW IN OUR SECOND YEAR BECAUSE OF COVID, THE STUDENT AMBASSADOR INTERNSHIP PROGRAM WAS LAUNCHED IN SUPPORT OF THE CITY MANAGER STRATEGIC INITIATIVE, FUTURE FOCUSED CITY ORGANIZATION. THIS YEAR. 33 STUDENTS WERE SELECTED FROM OVER 200 APPLICANTS, UH AND PLACED IN ADMINISTRATIVE SUPPORT AND SKILLED TRADES. POSITIONS THROUGHOUT THE CITY ARE INTERNSHIPS ARE PAID, AND WE HAVE MANY MANY QUALIFIED INTERNS TO CHOOSE FROM, SO THAT IS A GREAT TESTAMENT TO OUR PROGRAM. OF ALL THE APPLICANTS WE RECEIVED OVER 60% WERE COLLEGE GRADUATE OR UNDERGRADUATE LEVEL STUDENTS. IN ADDITION TO INTERNSHIPS, THE CITY HIRES MORE THAN 150 STUDENTS EACH YEAR TO SUPPORT SEASONAL PARKS, RECREATION, AQUATICS AND FIREWALL GOLF PROGRAMS. WE ALSO PARTNER WITH GSD AND PROJECTS SEARCH TO PROVIDE WORKPLACE LEARNING OPPORTUNITIES FOR STUDENTS WITH DISABILITIES. OUR HOPE IS THAT THIS EARLY EXPOSURE WILL SPARK AN INTEREST IN PUBLIC SERVICE AND CREATE A PIPELINE FOR FUTURE CAREER OPPORTUNITIES . HIT HIT AGAIN. SO THANK YOU TO MIRROR AND COUNSEL FOR SUPPORTING THIS PROGRAM. THE FUNDING FOR THIS PROGRAM IS A TESTAMENT TO OUR CITY COUNCIL AND CITY MANAGER. AND I JUST WANT TO THANK ALL OF OUR STUDENTS AND THEIR FAMILY

[00:05:06]

MEMBERS THAT CAME OUT TONIGHT, SO JUST DEFINITELY A ROUND OF APPLAUSE FOR THEM.

YOUR APPLICATIONS. VERY GOOD. THESE ARE PAID POSITIONS, AND I'M GUESSING THE INTERNS PROBABLY MAKE MORE THAN WE DO, RIGHT. MATTER OF FACT, I'M CERTAIN OF IT. I'M CERTAIN I AM CERTAIN THAT THE INTERNS MAKE MORE THAN WE DO PROBABLY COMBINED. UM BUT THANK YOU TO ALL OF YOU FOR YOUR WORK THIS SUMMER, AND NEXT, WE HAVE GARLAND WATER UTILITIES. COME ON, WES COME DOWN AND WE'VE GOTE HERE TO CELEBRATE 100 YEARS OF GARLAND WATER UTILITIES.

ABSOLUTELY. JUST SOME QUICK FACTS. WE HAVE IN THE CITY 72,280 WATER METERS. 65,733 WASTEWATER CONNECTIONS. AND 8871 FIRE HYDRANTS. YES, I'M SURE YOU YOU'VE CALCULATED COUNTED. ALL OF THOSE REGISTERED THEM EVERY ONE OF THEM. GOOD GOOD. I KNOW THESE TERMS. I KNOW THESE NUMBERS ARE ACCURATE, THEN. WELL, WE ARE HERE IN HONOR OF THE CITY OF GARLAND WATER UTILITIES 1/100 ANNIVERSARY. THE CITY OF GARLAND ESTABLISHED WATER AND WASTEWATER SERVICES IN 1922 WITH THE PASSAGE OF $100,000 IN BONDS. GOOD JOB $100,000 IN BARS JUST TO GIVE YOU SOME REFERENCE IN 2019. WE PASSED A BOND PACKAGE HERE. THAT WAS $427 MILLION. SO IN BICYCLE , CREATE A 75,000 GALLON WATER TOWER AT AVENUE A AND FIFTH STREET. THE CITY OF GARLAND BUILT ITS FIRST WASTEWATER TREATMENT PLANT ALONG RALLIED CREEK OUTSIDE THE CITY LIMITS IN 1952 AND THEN IN 1952 AFTER DRILLING OUR FIFTH WATER WELL, THE CITY OF GARLAND, NEW CONTINUED DEPENDENCE ON GROUNDWATER COULD NOT SUSTAIN THE GROWTH THAT THE CITY WAS EXPERIENCING, AND THE RESIDENTS OVERWHELMINGLY VOTED IN 1953 TO JOIN THE NEWLY FORMED NORTH TEXAS MUNICIPAL WATER DISTRICT, ALONG WITH NINE OTHER CITIES. AND WHERE IS THE CITY OF GARLAND WAS FIRST TO RECEIVE WATER FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT IN 1956 AND ITS NEWLY CONSTRUCTED PUMP STATION ON WALLACE DRIVE. AND THE CITY OF GARLAND CONSTRUCTED ITS SECOND WASTEWATER TREATMENT PLANT ALONG DUCK CREEK IN 1962, BECOMING A REGIONAL PLANT AT TREATED WASTEWATER FROM THE CITY OF CITY OF MESQUITE AS WELL. AND BOTH WASTEWATER TREATMENT PLANTS HAVE WON NUMEROUS COUNTLESS PERFORMANCES, SAFETY AWARDS FROM STATE AND FEDERAL ORGANIZATIONS AND BOTH THE WATER AND WASTEWATER TREATMENT DEPARTMENTS CONTINUE TO STRIVE FOR EXCELLENCE WHILE PROVIDING POTABLE WATER AND WASTEWATER COLLECTION AND TREATMENT SERVICES. AND I SHOULD SAY WE ARE WE DO EVERYTHING WE ARE THE COMPLETE WATER PICTURE EVERYTHING. AND SO WHEREAS, AS THE MAYOR AND CITY COUNCIL WISH TO RECOGNIZE AND THE FORESIGHT OF THE CITY OF GARLAND COMMUNITY LEADERS HAD 100 YEARS AGO AND TO CONGRATULATE CITY OF GARLAND WATER UTILITIES FOR THEIR 1/100 ANNIVERSARY CELEBRATION AND SERVING THE RESIDENTS OF GARLAND ANOTHER POOR I SCOTLAND MADE MAYOR THE CITY OF GARLAND ALONG WITH THE CITY COUNCIL. DO YOU HEREBY CONVEY THE SPECIAL RECOGNITION UPON GARLAND CITY WATER IN WASTEWATER TREATMENT DEPARTMENTS ON THIS DAY IN JULY, 2022 WES. I WOULD LIKE TO PRESENT YOU THIS AND I'M GUESSING YOU WOULD LIKE TO SHARE SOME INFORMATION ABOUT WHAT YOU GUYS DO, AND ABSOLUTELY PEOPLE THAT YOU BROUGHT WITH YOU FABULOUS PEOPLE. YES. THANK YOU, MAYOR. APPRECIATE THAT, UM, JUST ONE THING REAL QUICK. THAT IS TRUE. ALL THOSE NUMBERS ARE TRUE. BUT IT ALSO LIKE TO ADD THAT WE HAVE 1000 MILES OF WATER LINES AND 1000 MILES OF SEWER LINES, RUNNING ALL UNDER OUR FEET THROUGHOUT THE CITY. SO WE'VE COME QUITE A LONG WAY FROM 1922 FROM JUST WATER TANK AND WATER. WELL SO, UM A LOT OF THAT WE WOULDN'T BE HERE TODAY WITHOUT SUPPORT SUPPORT IS ONE OF THE BIGGEST THINGS THAT WE RELY ON IT. I'D LIKE TO TAKE THIS OPPORTUNITY TO THANK THE MAYOR AND COUNCIL MEMBERS FOR OTHER SUPPORT THROUGHOUT THE YEARS. AND ALSO ALL THE PAST

[00:10:01]

COUNCIL MEMBERS AND PAST MAYORS THAT HAVE YOU KNOW LEAD WENT TO SUPPORT. UM ALSO, I'D LIKE TO THANK THE CITIZENS BECAUSE YOU KNOW, WITH ALL THESE INFRASTRUCTURE PROJECTS, THE SIDE EFFECT IS CONSTRUCTION. SO THERE IS A LOT OF DIRT MOVING A LOT OF ORANGE CONES A LOT OF THINGS OUT THERE THAT WE TRY TO GET IN AS SOON AS WE CAN GET OUT AS SOON AS QUICK AS WE CAN, BUT WE APPRECIATE YOUR PATIENCE AND YOUR SUPPORT AS WELL. AND FINALLY, I'D LIKE TO THANK OUR GARLAND WATER UTILITY STAFF, WHICH, AS YOU CAN SEE, I HAVE SOME MEMBERS HERE WITH ME TONIGHT. UH, FABULOUS LOOKING GROUP. THESE GUYS ARE AWESOME. THEY THESE FOLKS RIGHT HERE WORK . 24 7 365 DAYS A YEAR TO MAKE SURE THE SYSTEM IS WORKING PROPERLY BETWEEN DISPATCH AND OUR TREATMENT SYSTEMS. THE PIPELINES, THE WATERSIDE, THE WASTEWATER SIDE, SO THEY DO A FANTASTIC JOB, AND USUALLY THEY'RE SMILING ABOUT IT TO SEE USUALLY HAVE SMILES ON THAT, EVEN AT 105 DEGREES OUTSIDE, THERE'S STILL SMILING. SORT OF SO YEAH. SO WITH THAT, I JUST WANT TO SAY THANK YOU FOR ALL YOUR SUPPORT. WE'VE ACCOMPLISHED QUITE A FEW THINGS AND 100 YEARS . I'M REALLY PROUD OF OUR STAFF. I'M PROUD OF WHAT WE'VE ACCOMPLISHED. AND WE'RE LOOKING FORWARD TO ANOTHER 100 YEARS. I MEAN, I WON'T BE HERE. BUT YOU KNOW, I'M NOT SURE ABOUT THAT. I DON'T THINK SO. SO THANK YOU FOR SUPPORT. I APPRECIATE IT. THANK YOU VERY MUCH, RIGHT ? WE REALLY SHOULD HAVE A REQUIREMENT THAT IF YOU RECEIVE A RECOGNITION, YOU SHOULD HAVE TO STAY FOR THE MEETING. I THINK THAT'S ONLY FAIR. ALL RIGHT.

[Consent Agenda]

WITH ALL OF THAT BEHIND US NOW WE WILL GO AHEAD AND GET INTO OUR AGENDA FOR THE EVENING. THE FIRST ITEM ON OUR AGENDA IS OUR CONSENT AGENDA. ALL ITEMS UNDER THIS SECTION ARE RECOMMENDED FOR APPROVAL BY A SINGLE MOTION OF COUNCIL WITHOUT DISCUSSION. WE HAVE ONE SPEAKER TONIGHT. OKAY VERY GOOD. UNDER ITEM.

EIGHT HOLD PUBLIC HEARINGS. WE HAVE A ZONING CASE. IT ACTUALLY HAS TWO PARTS. ITEM EIGHT. A CONSIDER A PLAN DEVELOPMENT DISTRICT AMENDMENT REQUESTS BY SPIRES ENGINEERING TO CONSTRUCT A MULTI FAMILY DEVELOPMENT WITH 344 UNITS. THIS SITE IS LOCATED AT 26 98 PRESIDENT GEORGE BUSH TURNPIKE IN DISTRICT ONE. IT ALSO HAS A SECOND PART TO CONSIDER THE DETAILED PLAN. SAME APPLICANT. SAME ADDRESS, MR CARON. COUNCIL. GOOD EVENING. THIS IS A PROPOSAL TO CONSTRUCT A MULTI FAMILY DEVELOPMENT WITH 344 DWELLING UNITS. THE LOCATION IS 26 98 NORTH PRESIDENT GEORGE BUSH TURNPIKE. THE ACREAGE OF THE SUBJECT. PROPERTY IS ABOUT 13.83 ACRES, AND IT IS ZONED IN P D DISTRICT 18-33, WHICH ALLOWS MULTIFAMILY USE ON THIS TRACK, SO THE USE IS ALLOWED, BUT THE DETAILED PLAN IS REQUIRED THROUGH THE PUBLIC HEARING PROCESS FOR THE P D. HERE IS THE GENERAL LOCATION OF THE SUBJECT PROPERTY, JUST EAST, THE FIRE WHEEL TOWN CENTER AND EAST OF VIRAL PARKWAY. ON THE NORTH SIDE OF GEORGE BUSH AND SHOWING MORE SPECIFICALLY HERE. OF COURSE, THE GEORGE BUSH HIGHWAYS JUST TO THE SOUTH AND FIRE WHEEL PARKWAY IS JUST THE WEST. YOU CAN SEE THE FIREWALL TOWN CENTER FURTHER TO THE WEST. UM, AND IT ISN'T PD 18 33, WHICH AGAIN ALLOWS MULTI FAMILY USE IT IT ENTITLED MULTI FAMILY DEVELOPMENT HERE, SHOWN HIS PD 21-48 AS WELL AS, UM DOWN HERE, WHICH IS IMMEDIATELY TO THE NORTH OF THE SUBJECT PROPERTY AND THEN THIS IS THE LAST OF THE MULTI FAMILY DEVELOPMENTS WITHIN THIS PARTICULAR PD. THE SUBJECT PROPERTY EXCUSE ME THAT THEY CAN'T PROPERTY IMMEDIATELY TO THE WEST, SHOWN HERE AT THE CORNER OF FIRE WHEEL PARKWAY AND GEORGE BUSH IS, UM, SLATED FOR COMMERCIAL AND RETAIL USES. THE CONFERENCE OF PLAN IDENTIFIES THIS AREA'S REGIONAL CENTERS THAT INCLUDES THE FIRE WHEEL TOWN CENTER AND THIS PARTICULAR AREA, INCLUDING THE SUBJECT PROPERTY ESSENTIALLY ALIGNED WITH AREAS OF HIGHER CONCENTRATION OF ACTIVITY AND KIND OF A DESTINATION FOR RESIDENTS AND VISITORS, AND THAT MAY INCLUDE RESIDENTIAL USES. HERE'S SOME PHOTOS OF THE AREA, INCLUDING THE SUBJECT PROPERTY, WHICH IS ACTUALLY RIGHT UP HERE , RIGHT AROUND WHERE THIS EXISTING SIGN IS LOCATED. AND JUST SOME OTHER PHOTOS OF THE AREA. AND HERE'S THE PROPOSED SITE PLAN. THE APPLICANT IS PROPOSING SEVEN TOTAL BUILDINGS THAT INCLUDES A CLUBHOUSE SO SIX MULTI FAMILY BUILDINGS AND ONE CLUBHOUSE. THE MULTI FAMILY BUILDINGS WOULD BE FOUR STORIES IN HEIGHT AND THE CLUBHOUSE WILL BE ONE STORY COMPRISES OF MOSTLY ONE AND TWO BETTER UNITS WITH THE SMALLEST PERCENTAGE OF THREE BEDROOM UNITS. AND, UM. I BELIEVE THE AMENITIES CAN BE SHOWN A LITTLE CLEAR IN THE NEXT EXHIBIT, BUT THE AMENITIES INCLUDE A CLUBHOUSE QUITE A

[00:20:01]

LARGE CLUBHOUSE AT 9000, PLUS SQUARE FEET, SWIMMING POOL DOG PARK AND DOG WASH. AND OUTDOOR KITCHEN AND SHADED STRUCTURES AND OTHER OPEN GREEN SPACE LEISURE AREAS FOR RESIDENTS. AND ACCESS WILL BE FROM FIREWALL PARKWAY. AND HERE'S THE LANDSCAPE PLAN. LANDSCAPE LANDSCAPING COMPLIES WITH THE GDC REGULATIONS. THERE IS ONE DEVIATION, WHICH WE'LL GET TO IN A LITTLE BIT PERTAINING TO LANDSCAPING. UM AND SEE SOME OF THE AMENITIES HERE. THE CLUBHOUSE IS ACTUALLY LOCATED IN THIS BUILDING OVER HERE. THERE'S A SWIMMING POOL AREA, THE DOG PARK AND DOG WASH AREA OVER HERE FURTHER TO THE EAST. AND THE EXISTING SIGN. UM THAT I POINTED OUT THE FIRE WHEEL SIGN UP THEIR LONG GEORGE BUSH IS KIND OF CARVED OUT OF THIS AREA HERE. SO THE APPLICANTS WORKING AROUND THAT TRACKED AND HERE THE BUILDING OF ELEVATIONS. THEY COMPLY WITH THE GDC REGULATIONS , INCLUDING BUILDING DESIGN AS WELL AS HEIGHT. ACTUALLY HEIGHT IS ABOUT 52 FT. AND EIGHT INCHES , HOWEVER, THAT IS PERMISSIBLE IN THIS PARTICULAR PD. AGAIN FOUR STORIES AND HEIGHTS AND TUCK UNDER GARAGES. AND HERE, THE CLUBHOUSE ELEVATIONS. THE APPLICANT IS PROPOSED REQUESTING JUST TO DEVIATIONS OF THE FIRST IS REGARDING COVERED PARKING AS A REMINDER OF THE GDC. REQUIRES 50% OF PARKING SPACES TO BE COVERED, WHETHER THAT'S THROUGH GARAGES OR CARPORTS. THIS IS ACTUALLY A PHYSICAL CONSTRAINT, WHICH IS THE REASON THE APPLICANT IS REQUESTING THIS DEVIATION THEIR THEIR EASEMENTS, INCLUDING G, P AND L AND OTHER UTILITY EASEMENTS, AS WELL AS A SIGN VISIBILITY IS MEANT FROM AROUND THAT SIGN THAT PRECLUDE THE CONSTRUCTION OF CARPORT SO THE APPLICANT IS PROPOSING WHILE AT THE PLANE COMMISSION. THEY PROPOSED ABOUT 20% OF THE PARKING SPACES TO BE COVERED. THEY HAVE SINCE ADDED 10 ADDITIONAL COVERED PARKING SPACES. SO NOW IT'S ABOUT 22% THAT THEY'RE PROPOSING TO BE COVERED. THE GARAGES AND CARPORTS. AND THE. SECOND DEVIATION IS REGARDING A LANDSCAPE BUFFER. THE GDC REQUIRES LANDSCAPE BUFFER ALONG THE GEORGE BUSH FRONTAGE WITH A NUMBER OF CANOPY, TREES AND SHRUBS. THE REASON FOR THIS DEVIATION IS ACTUALLY THAT SIGN THAT I MENTIONED EARLIER. THERE'S A SIGN VISIBILITY EASEMENT THAT THE BENEFICIARIES OF THAT SIGN PUT IN PLACE SOME TIME AGO. SO IT PRECLUDES THE PLANTING OF CANOPY TREES OF CERTAIN HEIGHT. UM HOWEVER, THE APPLICANT IS PROPOSING 100 AND 15 SMALL ORNAMENTAL TREES AND 709 SHRUBS WITH THEIR EXCEEDING THE MINIMUM REQUIRED SHRUBS AND ORNAMENTAL TREE AMOUNTS SO AGAIN THAT IS DUE TO A SITE VISIBILITY ISSUE. STAFF'S RECOMMENDATIONS. APPROVAL OF THE REQUEST AND THE PLAN COMMISSION RECOMMEND APPROVAL AS WELL. THAT WAS WHAT THE 6 TO 0 VOTE. BUT THE PLAN COMMISSION ALSO RECOMMENDED THE APPLICANT WORK WITH STAFF ON ADDITIONAL CANOPY SHADE FOR THE PARKING LOTS. THERE WAS SOME DISCUSSION AND SOME CONCERN ABOUT THE SHADE OF THE PARKING AREA BEING PROVIDED. SO SINCE THE PLANE COMMISSION MEETING. AS I MENTIONED, THE APPLICANT HAS REVISED THE SITE PLAN TO ADD 10 , ADDITIONAL CARPORT PARKING SPACES, AND IN ADDITION TO THAT, ACTUALLY, I'LL JUST GO AHEAD AND JUMP OVER TO THE APPLICANT PROVIDED THIS JUST TODAY KIND OF A SHADING PLAN OR SHADING STUDIES. SO TO SPEAK. SO ESSENTIALLY WHAT THIS IS SHOWING ALL THAT THE APPLICANT SPEAK MORE TO IT, BUT MY UNDERSTANDING IS WHAT THIS IS SHOWING IS BETWEEN THE COVERAGE SPACES PROVIDED AS WELL AS THE SHADE THAT THE TREES WILL PROVIDE. IT ESSENTIALLY MEETS THE INTENT OF THE 50% REQUIREMENT. GOOD. AND SO WITH THAT MAYOR, WE SENT OUT 33 NOTIFICATION LETTERS ON THIS CASE, AND WE RECEIVED ONLY ONE RESPONSE AND THAT WAS AGAINST THE REQUEST. BE GLAD TO ANSWER ANY QUESTIONS. YEAH. AND WAS THAT ONE IN OR OUT OF THE NOTIFICATION? THAT WAS WITHIN THE NOTIFICATION AREA, OKAY? VERY GOOD. ANY QUESTIONS FOR STAFF ON THE SIDE OF EXCUSE ME. I SEE NONE. THANK YOU, MADAM SECRETARY. WE HAVE THE APPLICANT NASH THOMAS. IF YOU COME FORWARD , WE'LL HAVE BEEN GIVE US YOUR NAME AND ADDRESS FOR THE RECORD.

YOU WILL HAVE 10 MINUTES TO MAKE YOUR PRESENTATION OR ANSWER QUESTIONS TO YOU. CERTAINLY THANK YOU. GOOD EVENING COUNCIL . MY NAME IS NASH. THOMAS I'M THE DEVELOPER ADDRESSES 3500 MAPLE AVENUE. SWEET 1600. DALLAS, TEXAS. NOT MUCH MORE TO ADD THAN WHAT MR GAREN'S ALREADY STATED. I THINK YOU DID A FINE JOB. I DID WANT TO TALK ABOUT THE SHADING A BIT AND PRIMARILY WELL, CAN WE PULL UP THAT AGAIN WOULD BE HELPFUL. THE SHOOTING. COME TOGETHER, PROBABLY DO IT

[00:25:04]

RIGHT HERE. I MEAN, THAT IN FULL SCREEN HERE. THANK YOU APPRECIATE IT. SO. WE'RE NOT PROVIDING. WE'RE NOT SEEKING THE REDUCTION SIMPLY TO ESCAPE THE SHADING REQUEST, AND I THINK THAT'S AN IMPORTANT CONSIDERATION HERE. EVERY BOUNDARY LINE OF THIS PROPERTY IS ENCUMBERED BY EASEMENTS OR BUILDING. SO WHERE WE LAND IN TOTAL PARKING IS THAT 50% OF OUR PARKING IS ENCUMBERED BY AN EASEMENT, MEANING ESSENTIALLY EVERYTHING IN THE CENTER IF YOU CAN SEE IN BETWEEN THE TWO LARGE COURTYARDS AND THEN AROUND THE DOG PARK, I CONSIDER THAT TO BE THE CENTRAL AND MOST IMPORTANT AND ACCESSIBLE PARKING FOR THE ENTIRE SITE. ALL OF THAT WOULD HAVE TO BE COVERED IN THE INDUSTRY STANDARD. ULTIMATELY WHEN I'M NOT THE OWNER IS THAT THIS IS ALL GOING TO BE PAID PARKING, SO THE RESULT IS THAT IF WE GO UP TO 50% WE'RE GONNA BE PUTTING A PARKING PREMIUM ON EVERYONE. WITH RENTS WHERE THEY ARE. THAT LEFT A BAD TASTE IN MY MOUTH OUT OF THE GATE, SO WE WANTED TO COMPLY. I THINK WE ONLY NEEDED TO BRING 10 TREES INTO THE SITE PLAN TO GET IT UP TO 50% SHADE CANOPY. ANOTHER CONSIDERATION IS IF WE PUT SHADE IF WE PUT CARPORTS THROUGHOUT THE ENTIRE CENTRAL PORTION OF THE SITE THERE WOULD BE NO LANDSCAPING IN THOSE AREAS. RIGHT? SO THERE'S A BIT OF A TRADE OFF HERE WHERE I THINK LANDSCAPING CAN LEND MORE TO THE SITE WITHOUT DISPERSING ALL OF THE OPEN AND AVAILABLE PARKING TO THE EXTREMES OF THE SITE. UM AS WELL SAID ALONG THE SOUTH PERIMETER. WE HAVE THE BILLBOARD . SO THAT'S ABOUT I THINK 60 OR 70 FT. SOUTH OF THE SITE, SO AGAIN AT, UM WE'RE DOING WHAT WE CAN TO WORK WITH THIS LIGHT. WE CAN'T PUT ANYTHING OVER EIGHT FT IN THERE SO THAT WOULD INCLUDE AND WE CAN PUT NO PHYSICAL STRUCTURES, AND THEY'RE SO WE'RE DOING WHAT WE CAN. I THINK IT'S A REALLY GOOD FAITH EFFORT, SO IT'LL BE 76 CARPORTS. PLUS 50. I'M SORRY. 76 TUCK UNDER GARAGES, PLUS 50 CARPORTS. UM AND I'M HAPPY TO ANSWER ANY QUESTIONS. VERY GOOD. ANY QUESTIONS FOR THE APPLICANT. I SEE NONE. YOU DID A GREAT JOB. THANK YOU ALL. MADAM SECRETARY.

I BELIEVE YOU SAID WE ONLY HAD ONE SPEAKER IS THAT WE DO HAVE ANOTHER SPEAKER WIRE. SIR IF YOU GIVE US YOUR NAME AND ADDRESS COUNCIL, MY DIRE 3900 GRAPEVINE MILLS PARKWAY. GREAT BLACK. OUR FAMILY, OF COURSE, OWNS THE PROPERTY TO THE EAST OF THIS, AND I JUST WANTED TO COME AND TELL YOU THAT WE DO SUPPORT THIS DEVELOPMENT AND THINK IT WOULD BE VERY GOOD FOR THE FOR THE CITY. THANK YOU. VERY GOOD. ANY QUESTIONS FOR THE SPEAKER? ALL RIGHT. THANK YOU, SIR. AND IS THERE ANYONE GONNA GO AHEAD AND ASK? I THINK I ALREADY KNOW THE ANSWER. IS THERE ANYONE ELSE WHO WOULD LIKE TO SPEAK ON THIS ITEM? SAYING NO AND CUSTOMER BASS. THANK YOU, MAYOR.

APPRECIATE THE PRESENTATION, LOOKING FORWARD TO HAVING YOU GUYS IN THE NEIGHBORHOOD AND MAYOR MAKE A MOTION TO APPROVE ITEMS. EIGHT A AND B, THE MINIMUM AND THE DETAILED PLAN AS PRESENTED. I HAVE. I HAVE A MOTION BY COUNCIL MEMBER BASS AND A SECOND BY MAYOR PRO TIM MORRIS. TO APPROVE ITEMS EIGHT A. AND B AS PRESENTED. THE PRESIDENT'S CUSSIN. MADAM SECRETARY. IF YOU COMPARE THE VOTE FOR US, PLEASE. AND DISPLAY THE VOTE. AND THAT ITEM PASSES UNANIMOUSLY. THANK YOU. NEXT THAT WAS OUR ONE AND ONLY ZONING CASE FOR THE EVENING. THE NEXT

I DON'T BELIEVE WE HAVE ANY SPEAKERS, NOR DO WE HAVE ANYONE LEFT IN THE CHAMBER. SO I'M ASSUMING THAT NO ONE WANTS TO ADDRESS THE COUNCIL THIS EVENING. AND WITH THAT AT 7 32. WE ARE ADJOURNED. THANK
