NOW WE HAVE THE FIRST ITEM IS AN UPDATE ON THE STATE HIGHWAY ONE 90 PRESIDENT GEORGE BUSH TURNPIKE EXTENSION TO MS. OWENS. ALL RIGHT, WELL, GOOD EVENING, EVERYONE. I'M BACK IN JUNE OF THIS YEAR, ACTUALLY JUNE 16TH TO BE EXACT, UH, C STAFF CITY MANAGER'S OFFICE, AS WELL AS COUNCIL MEMBERS, COUNCIL MEMBER MOORE. WE MET WITH NTTA TO RECEIVE AN UPDATE ON THE CONTINUING EAST BRANCH EXTENSION. SO WHAT I'M GOING TO PROVIDE THIS AFTERNOON IS JUST BASICALLY, UM, A RECAP OF THE INFORMATION THAT WE RECEIVED FROM NTTA ON THAT PARTICULAR DURING THAT PARTICULAR MEETING, UM, I WILL IN FULL DISCLOSURE TELL YOU THAT THIS MAP WAS BORROWED FROM THE PRESENTATION THAT NTTA GAVE. UM, IF YOU RECALL, THIS IS AN APPROXIMATELY 12 MILE PROJECT AND ITS LIMITS ARE LOCATED BETWEEN H 30 IN GARLAND AND INTERSTATE HIGHWAY 20 AND SUNNYVALE, WHICH BASICALLY STATES AS A RESULT OF THAT. IT TRANSVERSES, UM, GARLAND THE CITY OF DALLAS SUNNYVALE AS WELL AS MESQUITE. AND IT CROSSES, UH, BETWEEN DALLAS COUNTY AND KAUFMAN COUNTIES. THERE ARE THREE MULTILEVEL INTERCHANGES PLAN FOR THIS AT INTERSTATE HIGHWAY 30, AS WELL AS US 80 AND INTERSTATE HIGHWAY 20. AND THIS IS INCLUDED IN THE MOBILITY 2045 UPDATE. UM, YOU'LL NOTICE ON, CAN YOU SEE THAT IT'S NOT SHOWING OKAY, BUT YOU'LL NOTICE ON THE, UH, MAP THAT THERE ARE TWO ALIGNMENTS THAT ARE SHOWN, YOU'LL SEE THE GREEN ALIGNMENT, WHICH IS, UM, I THINK IT'S ALTERNATIVE. YES. THE GREEN ALIGNMENT IS ALTERNATIVE TO THE BLUE IS JUST AN OPTION FOR ALTERNATIVE ONE NTTA HAS STAYED AT BASICALLY THAT THEY HAVE NOT MADE A DECISION ON WHICH ALTERNATIVE THEY WILL GO WITH, BUT IF YOU WERE, UM, IF YOU WERE INVOLVED IN THIS PROCESS EARLY ON, YOU'LL RECALL THAT THERE WERE ACTUALLY THREE OPTIONS AT THAT TIME AND THEY HAVE NARROWED IT DOWN TO THESE TWO. HOWEVER, THEY ANTICIPATE THAT, UM, THE ANTICIPATE THAT THE DECISION OR THE FINAL ALTERNATIVE WILL BE DETERMINED BETWEEN THESE, THESE TWO OF THE THREE THAT WERE PRESENTED INITIALLY. SO AS OF THIS MOMENT, THEY ARE IN THE ENVIRONMENTAL PLAN. THEY'RE WORKING ON THE ENVIRONMENTAL PLAN. AS I STATED, THEY'RE ASSESSING THE CURRENT ALIGNMENT ALTERNATIVES. THEIR FUTURE PLANS ARE TO HOLD MEETINGS WITH CITIES AND OTHER STAKEHOLDERS. THEY'RE GOING TO BE EVALUATING THE PROJECT ALIGNMENTS. AND THEN THEIR INTENT IS TO MODIFY THE ALIGNMENTS BASED ON CURRENT DEVELOPMENT AND PROJECTED CHANGES THAT HAVE OCCURRED, OR THAT ARE GOING TO BE OCCURRING IN THE FUTURE. THEY PLAN TO CONDUCT PUBLIC MEETINGS AND PUBLIC HEARINGS. UM, THIS ENTIRE PROCESS JUST FOR THE ENVIRONMENTAL APPROVAL IS ANTICIPATED TO TAKE APPROXIMATELY THREE YEARS. UM, I WOULD LIKE TO NOTE THAT STAFF DOES HAVE EVERY INTENTION OF BEING ACTIVELY PLUGGED INTO THIS OVERALL DESIGN PROCESS. WE ARE GOING TO BE DEVELOPING WISHLIST, UM, AND WE'LL BE SHARING THAT WITH NTTA. AND OUR SPECIFIC FOCUS IS DEFINITELY GOING TO BE ON THE HARBOR POINT AREA. WE KNOW THAT THERE HAVE BEEN SOME CHALLENGES IN THAT AREA, AND WE WILL BE LOOKING AT THAT VERY CLOSELY TO GIVE THEM AN IDEA OF WHAT OUR EXPECTATIONS ARE FOR THIS EXTENSION COMING THROUGH THAT AREA. AND THAT REALLY COMPLETES THE INFORMATION THAT WE RECEIVED FROM NTTA. UM, I THINK MY FOCUS REALLY WAS ABOUT, YOU KNOW, WHERE WE ARE RIGHT NOW AND KIND OF WHAT THE PLAN IS MOVING FORWARD AND THE FACT THAT IT WILL BE AT LEAST ANOTHER THREE YEARS BEFORE THEY'RE EVEN, YOU KNOW, TO A POINT WHERE WE'RE GOING TO BE APPROACHING DESIGN. WE WANNA LOOK AT HOW IT'S GOING TO AFFECT OUR NEIGHBORHOODS HOUSE CAN AFFECT OUR PARKS, WHAT OUR EGRESS IS GOING TO BE. ABSOLUTELY. YEAH. THOSE ARE MY CONCERNS. I HAD TO ADD A LITTLE BIT TO WHAT CRYSTAL SAID. UM, THE, SO THEY'RE KIND OF UP WHERE THE GARLAND SECTION OF THIS IS OUT. UM, ONE FACTOR WAS THAT IN THE TORNADO OF 2015, YOU'LL RECALL THAT, UH, AN APARTMENT COMPLEX GOT LEVELED, UM, IT'S RIGHT IN THE PATH OF THIS ALIGNMENT AND THEY REBUILT IT BACK THEN. WE, WE TRIED NOT TO GET IT REBUILT, BUT THEY WENT AHEAD AND REBUILT IT. SO, UH, THERE'S THAT COMPLEX AND THE NUMBER OF HOMES THAT ARE GOING TO BE IN THE PATH OF THIS. AND SO JUST CAUTION THE, UH, THE, THE COMMITTEE AND THE COUNCIL, AS WE MOVE FORWARD WITH THIS, WE GOTTA BE SENSITIVE ABOUT HOW THIS IS GOING TO IMPACT THE HOMES THAT ARE ON THE GROUND NOW AND NEIGHBORHOODS AND THAT SORT OF THING. UM, SO THAT'S, I THINK THAT'S WHY THIS IS REAL HIGH LEVEL FROM NTTA. UH, THE OTHER IS THAT, UH, WINDSURF BAY PARK, UM, HAS, AND I DON'T REMEMBER WHAT THE WIDTH WAS. THERE'S A, MAYBE A HUNDRED FOOT, 120 FOOT, UM, 120 FOOT, UM, TRANSPORTATION CORRIDOR THAT WAS RESERVED ON THE FAR WESTERN PART OF, OF WINDSURF BAY PARK, UH, SPECIFICALLY FOR THIS. AND SO THIS ALIGNMENT IS WITHIN THAT, WITHIN THAT BOUNDARY. UH, ANYTHING OF COURSE WE DO WITH WINDSURF BAY PARK, UM, IS GOING TO REQUIRE THE VOTE OF THE CITIZENS TO REMOVE IT, REMOVE IT AS A PARK, IF WE EVEN GO DOWN THAT ROAD. SO, UH, WHAT WE'VE DONE INTERNALLY IS FORMED A KIND OF A STAFF COMMITTEE TO, UH, START DIVING INTO OUR WISHLIST. THE CRYSTAL TALKED ABOUT, UM, WHICH IS GOING TO BE FRONTAGE ROADS. IT'S GOING TO BE, UH, INTERCHANGES ACCESS, ACCESS POINTS, UM, FLY OVER RAMPS. WHAT'S THE PREFERRED OPTIONS FOR THAT. SO IT'S, IT'S AN EXCITING OPPORTUNITY, UH, DEFINITELY A LONG RANGE OPPORTUNITY, BUT WE'VE GOT TO START ASSEMBLING OUR, OUR WISHLIST NOW TO, TO PREPARE FOR THAT. SO, UH, ALL THAT'S IN THE WORKS. OKAY. UH, PART OF THE REASONING IS, AS WE'VE BEEN TALKING ABOUT THIS, WE'VE ALSO BEEN TALKING ABOUT, UM, STREET HUMPS. THERE'S, THERE'S A LOT OF OTHER ITEMS THAT THE CAT THAT THE COMMITTEE HAS BEEN ADDRESSING OVER THE LAST FEW YEARS, AS WELL AS NOT JUST THE DRAINAGE PARTICIPATION AND THE FLOOD-PRONE PROPERTIES, BUT THERE ARE A NUMBER OF ITEMS TOO. SO I THINK THAT'S PART OF THE REASON THAT IT'S TAKEN. SO TO THE POINT WHERE, WHERE WE ARE NOW. SO, BUT EACH, WHEN THE KID, WHEN THE COMMITTEE CAME IN, MET THE FIRST TIME, IT WAS ACTUALLY THE DAY AFTER THIS, THIS PARTICULAR ITEM WAS, WAS SIGNED AND THE COMMITTEE WANTED US TO COME BACK AND EDUCATE THEM ON A LOT OF OUR DRAINAGE ON A LOT OF OUR DRAINAGE PROGRAMS. SO WHAT WE DID OVER THE NEXT TWO TO THREE MONTHS AFTER THAT WAS WE EXPLAINED THE DIFFERENT CATEGORIES OF DRAINAGE PRO PROGRAMS THAT THE CITY HAS. AND YOU CAN SEE THEM HERE LISTED. THERE WAS A LOCAL FLOODING PROGRAMS, CATEGORY CODE A, WHICH HAS WATER IN THE HOUSE DUE TO LOCALIZE FLOODING, WHICH IS NON CREEK. THESE ARE AREAS OF GARLAND WHERE EMBEDDED WITH THE STORM SEWER SYSTEM WAS A LITTLE BIT UNDER SIZE. SOME HOUSES MAY HAVE BEEN FLOODING OR DRAINAGE, AN AREA THAT WAS BUILT IN THE FORTIES OR FIFTIES OF, UH, SOME HOMES THAT WERE, WERE JUST IN A DRAINAGE PATHWAY. UM, AND WE'VE ALLEVIATED MANY OF THOSE SINCE THE 1990S, ALL THE WAY UP UNTIL THE TWO THOUSANDS, WE'VE ELIMINATED A NUMBER OF THEM. SOME OF THEM ARE TOO HARD TO DO AND HAVE BECOME LARGER CIP PROJECTS. UM, HENCE THE PARK MONT PROJECT THAT WE'VE COMPLETED IN A NUMBER OF THE OTHERS THAT ARE ACTUALLY ON THE 2019 BOND PROGRAM. THERE'S THE M CODE B, WHICH ARE THE EROSION ISSUES ALONG THE CREEKS AND STREAMS, WHICH, UM, TRANSITIONED INTO THE, WHAT WE'RE HERE TO DISCUSS TODAY. UM, AND THEN CODE C AND CODE E BOTH WERE BASICALLY CONTINUE WITH YOUR PROGRAM AS IS, UH, AND THAT'S WHAT THE CA THE WAS REPORTED BACK TO THE COUNCIL. NOW WE'RE DOWN TO THE CODE B EROSION ISSUES AND THE ROSA PARTICIPATION PROGRAM AND THE FLOOD-PRONE PROPERTIES BY UP THE TIM COMMITTEE REPORTED BACK ON JUNE 20TH. AND THEN JUST LAST MONTH, THE, ON THE EROSION PARTICIPATION PROGRAM THAT, UM, TO RECOMMEND AN EROSION STUDY OF ALL CREEKS IN GARLAND, UM, GIVING YOU A LITTLE OF BRIEF HISTORY ON THIS, THERE ARE 93 MILES OF CREEKS AND STREAMS IN GARLAND OF THOSE 93 MILES, NINE MILES ARE CURRENTLY PAVED THAT WERE PAID BACK IN THE SEVENTIES AND EIGHTIES WITH CONCRETE PAVING. A FEW [00:20:01] OF THE OTHER CHANNELS HAVE, UM, SOME GRASS CREED OR THE MODULAR BLOCKS IN THEM AND THAT TYPE OF THING, BUT THERE ARE NINE MILES THAT HAVE BEEN PAVED. THERE'S AN ESTIMATED TWO MILES THAT HAVE BEEN ARMORED EITHER WITH GABIONS ARE RAT BAG WALLS, OR SOME SORT OF MODULAR BLOCK WALL. AND THEN THERE'S APPROXIMATELY 16 MILES THAT ARE LOCATED WITHIN GREENBELTS L LONG RALLIES, DUCK AND SPRING CREEKS. SO THAT LEAVES APPROXIMATELY 66 MILES THAT ARE STILL NATURAL STATE STREAMS AND CREEKS IN GARLAND. SO YOU DO THE MATH MULTIPLY BY TWO YOU'RE OVER, WHAT IS IT, 132 MILES OF CREEK BANK, IF YOU COUNT BOTH SIDES OF THE CREEKS. SO GOING OUT AND ACTUALLY, AND THIS IS WHAT THE TIM COMMITTEE HAD DISCUSSED BEFORE. WE CAN'T JUST BEGIN. ARMORING ALL THE BANKS OF 66 MILES OF BANKS. THERE'S OUR 132 MILES OF BANKS. YOU, YOU, YOU RUN INTO A PROBLEM THAT THERE'S JUST NOT FEASIBLE. THERE'S NO, THERE'S NOT ENOUGH MONEY IN THE WORLD TO PUT IT THAT. AND THERE ARE SOME AREAS GETTING WORSE. AND IF SO, DO THEY NEED TO ADDRESS THEM? AND MOST OF IT IS THAT THEY ADDRESS IT. THE CITY OF RICHARDSON IS JUST THEIR OWN INFRASTRUCTURE. IF THEIR OWN INFRASTRUCTURE IS THREATENED, WHETHER IT'S A ROADWAY, WHETHER IT'S A WASTEWATER MAIN, WHETHER IT'S, UH, MAYBE AN ALLEY OR, OR EVEN ONE OF THEIR FACILITIES, UH, THEY'LL ADDRESS IT. UM, AS FAR AS PARTICIPATION WITH PROPERTY OWNERS IN EROSION, ALONG PRIVATE PROPERTY, THEY DO NOT PARTICIPATE IN THOSE PROJECTS, BUT THEY DO DOCUMENT WHERE THERE ARE PROBLEMS IN THEIR STUDIES. SO, UM, THE COMMITTEE RECOMMENDED PROCEEDING WITH THE EROSION STUDY, UM, IN, IN DOING THAT, THEY RECOMMENDED THAT MONEY BE SET ASIDE IN THE DRAINAGE PARTICIPATION FUNDS IN THE 2023 CIP, THIS WAS PRESENTED TO THE COUNCIL. AND AT THAT MEETING, THE COUNCIL AGREED AT THAT WORK SESSION WITH THIS, WITH PROCEEDING. SO STAFF'S NEXT STEPS FOR THE EROSION PARTICIPATION PROGRAM. ENGINEERING WILL WORK WITH AN ENGINEERING CONSULTANT TO SOLICIT A PROPOSAL FOR THE EROSION STUDY. ENGINEERING WILL ALSO INCLUDE THE FUNDING FOR THE EROSION STUDY AS, AS COUNCIL WANTED, UM, IN THE DRAINAGE PARTICIPATION PROGRAM FOR THE 23 CIP AND TO BE APPROVED BY COUNCIL AFTER ADOPTION OF THE 23 CIP ENGINEERING WILL ACTUALLY IMPLEMENT AND MANAGE THE EROSION STUDY PROJECT. AND THEN I WILL COME BACK AND UPDATE THE TIM COMMITTEE AS WE PROCEED WITH THE PROGRESS ON THAT STUDY. IT'S A VERY LONG LENGTHY DOCUMENT. AND I ENCOURAGE YOU IF YOU, IF, IF YOU SUFFER FROM INSOMNIA TWO MINUTES WITH THIS AND YOU'LL BE ASLEEP, PROBABLY. SO IT, IT A VERY LENGTHY DETAILED MANUAL AND IT'S IN IT'S AND THERE'S A LOT OF INFORMATION IN THERE, BUT EACH ACTIVITY IS WORTH A MAXIMUM NUMBER OF POINTS AND THE POINTS ARE TOTALED. AND THEN A CLASSIFICATION IS DETERMINED BASED ON THE NUMBER OF POINTS. THIS IS THE POINT CLASSIFICATION, UM, RANKING ONE FROM 10, ONE BEING, UM, BASICALLY NUMBER ONE AND 10 BEING 10, AS FAR AS, YOU KNOW, IT'S IN DECLINING ORDER, BUT THE, THE POINT VALUES GO UP. THEN THE CLASS, IT BECOMES LESS, BUT THE HIGHER THE CLASS, THE MORE OF A DISCOUNT THAT YOUR PROPERTY OWNERS GET WHEN THEY'RE PAYING THEIR FLOOD INSURANCE PREMIUMS. SO CURRENTLY GARLAND IS, HAS 1,647 POINTS AS OF 2021. WE'RE WORKING WITH FEMA OR EXCUSE ME, THE, WITH OUR, UM, RISK PROVIDER AND IN SPECIALIST. AND SHE'S TRYING TO HELP US SHAVE OFF SOME MORE POINTS OF OTHER THINGS THAT WE ACTUALLY DO AT THE CITY, BUT HAVE NEVER ACTUALLY REPORTED IT TO GET THE POINTS APPLIED TO OUR NUMBER. SO WE'RE HOPING THAT WE CAN GET FURTHER DOWN TO HOPEFULLY WHERE WE CAN GET INTO THE 2000 OR THE 24 99 RANGE WHERE WE CAN, WE CAN BE MOVED TO IT. WHAT WOULD THEY CALL IT? CLASS SIX, WE'RE CURRENTLY A CLASS SEVEN AND OUR CONSTITUENTS IN GARLAND THAT ALL PAY FLOOD INSURANCE ARE RECEIVING A 15% DISCOUNT ON THEIR FLOOD INSURANCE PREMIUMS BECAUSE THE CITY PARTICIPATES IN THIS PROGRAM. WE'RE HOPING THAT WE CAN PROBABLY GET, NOT THINK WE CAN GET TO A SIX. WE'RE ACTUALLY MEETING WITH OUR ADVISOR ON FRIDAY IN A SKYPE MEETING. SO IT'S, IT WILL BE AN IN-PERSON VISIT THIS TIME AND SHE'S GOING TO SLATE A DAY FOR EACH CITY. SO SHE WOULD LIKE US TO WAIT UNTIL SEPTEMBER. AND SHE SLATING US WITH A NUMBER OF OTHER CITIES THAT TO, TO COME IN AND VISIT WITH US ON OUR, ON OUR CRS AND OUR POINTS. IN THE MEANTIME, WE CAN KEEP GETTING HER INFORMATION TO PULL TOGETHER OF THINGS THAT WE ALREADY DO TO HEART, HOPEFULLY SHAVE SOME POINTS AND ADD POINTS TO THIS. AND SO, UM, HOW WE COMPARE AND I HAD THIS AS A SLIDE LAST TIME, HOW WE COMPARE TO OTHER MUNICIPALITIES IN THE METROPLEX. UM, THERE ARE 11 CITIES THAT HAVE A BETTER CLASSIFICATION THAN GARLAND STATEWIDE HERE IN THE METROPLEX. THERE ARE, ARE FOUR CITIES THAT HAVE, UM, A BETTER RANKING THAN THE S THEN GARLAND, THAT WOULD BE DALLAS GRAND PRAIRIE CARROLLTON, ARLINGTON. UM, AND THIS WAS AS OF, AS OF, UM, EARLY, EARLY THIS YEAR. SO WE DO RANK REALLY WELL. IF WE CAN GET DOWN TO A SIX, WE'LL BE IN THE SAME CATEGORY AS CARROLLTON AND ARLINGTON WITH THEIR PROGRAMS. AND IN SUBSEQUENT YEARS, I KNOW THAT THERE'S SOME MORE THINGS THAT WE WOULD LIKE TO DO, UM, THAT WE NEED, UM, BUILDING INSPECTION TO BE INVOLVED IN AND A FEW OTHER DEPARTMENTS.
