IT IS THE CUSTOM AND TRADITION OF THIS COUNCIL TO START OUR MEETINGS WITH A PRAYER AND A PLEDGE LED BY ONE OF OUR COUNCIL MEMBERS, YOU ARE NOT REQUIRED TO PARTICIPATE IN YOUR DECISION IF YOU CHOOSE. NOT TO PARTICIPATE WILL NOT HAVE ANY IMPACT ON THE DECISIONS WE MAKE HERE THIS EVENING. TONIGHT WE WILL BE LED BY COUNCIL MEMBER HEADRICK FROM DISTRICT SEVEN, SIR. THANK YOU, MR MAYOR. AND ARE AMATEURS IN THE CATEGORIES OF THEIR COMPETITION. THE FIRST ACTS. A COMPETITION WAS HELD IN 1978 IN PORTLAND, OREGON. THE PROGRAM RECEIVES SUPPORT FROM SCHOOLS, COMMUNITY ORGANIZATIONS , CHURCHES, FOUNDATIONS AND ALSO PRIVATE ORGANIZATIONS OR CORPORATIONS. AXA PROJECTS ARE REPRESENTED IN THE HUMANITIES, SCIENCE, VISUAL AND PERFORMING ARTS, BUSINESS, CULINARY ARTS AND CULINARY ARTS. PARTICIPANTS DEVELOP NEW SKILLS AND ABILITIES . OUR YOUNG PEOPLE WENT UP AND STOOD BY THE BRONZE MEDAL, AND THEY ALL AT SOME POINT JUST LIKE THEY DO IT IN OLYMPICS RAISED THEIR HANDS WITH THAT MEDAL AROUND THE NEXT UP. IT'S A WONDERFUL EXPERIENCE . SO THANK YOU SO MUCH. ALSO PARTICIPATING. UH. FOR AXL WE HAD FROM BOOKER T. WASHINGTON HIGH SCHOOL FOR THE PERFORMING ARTS SANAA FAIRLY. IT'S HARD. ADDITIONALLY THE GROUP ANNUALLY PARTICIPATES IN THE MLK PARADE AND YOUTH EXTRAVAGANZA, THE BLACK HISTORY PROGRAM FOR THE COMMUNITY HEALTH FAIR AND BACK TO SCHOOL KICKOFF. MEMBERS HAVE ALSO VOLUNTEERED AT THE NORTH DALLAS FOOD BANK. PHYSICAL YEAR AS YOU'RE WELL AWARE OF THE PREPARATION OF THIS YEAR'S BUDGET TOOK PLACE AND ENVIRONMENT, UM, AND ECONOMIC ENVIRONMENT OF SKYROCKETING INFLATION AND LOOMING PROSPECTS OF RECESSION. DESPITE THIS GROWING ECONOMIC UNCERTAINTY, THE CITY OF GARLANDS REVENUE BASED SAUCE VERY HEALTHY INCREASES IN THE CURRENT YEAR.

GARLAND'S PROPERTY TAX BASE REACHED $21 BILLION IN 2022 ASTONISHING INCREASE OF OVER THREE BILLION OR 16% OVER LAST YEAR. THIS IS THE LARGEST INCREASE IN GARLANDS HISTORY.

NEW CONSTRUCTION CONTRIBUTED IMPRESSIVE 264 MILLION TO THAT INCREASE, AND WAS THE FIFTH HIGHEST IN GARLANDS HISTORY. WHILE THE TAX BASE SAW RECORD BREAKING GROWTH, PROPERTY TAX REVENUES INCREASED BY MODEST 2.6 MILLION, OR 3.7% DUE TO REVENUE CAPS IMPOSED BY SENATE BILL TWO.

SALES TAX, HOWEVER, ALSO SET RECORD LEVELS FOR GROWTH IN THE CURRENT YEAR IN GREATLY EXCEEDED OUR BUDGET ESTIMATES. SALES TAX IS PROJECTED TO REACH $41 MILLION, AN INCREASE OF 7.5 OR 22% FROM THE CURRENT BUDGET LEVELS. IN TOTAL GENERAL FUND REVENUES FROM ALL SOURCES ARE ANTICIPATED TO REACH 210 MILLION IN THE NEXT FISCAL YEAR, REFLECTING AN INCREASE OF 14 AND 140.5 MILLION OR ALMOST 7.5% OVER LAST YEAR'S APPROVED BUDGET. WHILE THE GENERAL FUNDS REVENUE GROWTH IS IMPRESSIVE, RAPIDLY RISING INFLATION HAS PUT CONSIDERABLE PRESSURE ON ALMOST EVERY CATEGORY OF CITY EXPENDITURE. EMPLOYEE COMPENSATION IN PARTICULAR HAS FALLEN BEHIND RAPIDLY RISING PAY LEVELS IN THE CURRENT JOB MARKET WITH OVER 200 VACANT POSITIONS, THE CITY IS STRUGGLING TO ATTRACT AND RETAIN QUALITY WORKFORCE. OTHER COST PRESSURES ARE COMING FROM THE NEED FOR ADDITIONAL STAFFING AND FIRE AND SIGNIFICANT COST INCREASES FOR TECHNOLOGY BASED ENHANCEMENTS IN THE POLICE DEPARTMENT. IN ADDITION, THE SUCCESSFUL COMPLETION OF BOND PROJECTS COMES WITH THE NEED FOR EXPANDED OPERATING AND MAY AND MAINTENANCE BUDGETS AND FINALLY GIVEN THE CURRENT ECONOMIC UNCERTAINTY, PRUDENT LEVELS OF RESERVES ARE NEEDED TO ENSURE FINANCIAL STABILITY SHOULD CHALLENGES MATERIALIZE OVER THE NEXT FISCAL YEAR. GIVEN THIS BACKDROP, MY BUDGET PRIORITIES AND DEVELOPING THE PROPOSED BUDGET INCLUDED THE FOLLOWING COMPENSATION INCREASES TO STAY COMPETITIVE AND A TIGHT LABOR MARKET. ADDRESS THE IMPACT OF INFLATION ON EXISTING SERVICE LEVELS. PROVIDING NECESSARY FUNDING TO MEET PUBLIC SAFETY NEEDS. INCREASE OPERATIONAL FUNDING FOR COMPLETED BOND PROJECTS AND FINALLY MAINTAIN HIGH LEVELS OF RESERVES TO RESPOND. UNFORESEEN FINANCIAL CHALLENGES. POLICE FUNDING IS INCLUDED FOR BALLISTIC SHIELD PROTECTION TO COVER SIGNIFICANT COST INCREASES FROM BODY WORN CAMERAS AND TASER CARTRIDGES. ALSO INCLUDED IS A FULL YEAR FUNDING FOR ADDITIONAL POSITIONS AND OTHER ASSETS ADDED IN POLICE THIS PAST YEAR. IN JANUARY. THE PROPOSED BUDGET ALSO INCLUDES FUNDING TO SUPPORT MAINTENANCE AND OPERATION COSTS NEEDED TO SUPPORT FACILITIES UNDERWAY AS PART OF THE 2004 AND 2019 BOND PROGRAMS. AND FINALLY

TO MAINTAIN THE ASSIST CITIES ABILITY TO REACT TO UNEXPECTED FINANCIAL SHORTFALLS OR EMERGENCY NEEDS. THE PROPOSED BUDGET INCLUDES AN INTENSE LEVEL OF RESERVES. THE PROPOSED BUDGET IS BASED ON AN AD VALOREM TAX RATE OF 61.67 CENTS. WHICH IS A DECREASE OF A LITTLE OVER FOUR CENTS FROM THE CURRENT YEAR. THIS IS THE SECOND CONSECUTIVE YEAR OF TAX RATE DECREASES. THE COST TO PROVIDE CITY UTILITY SERVICES, HOWEVER, HAS ALSO BEEN SIGNIFICANTLY IMPACTED BY INFLATION. TO COVER THESE INCREASES. THE BUDGET INCLUDES SEVERAL PROPOSED RATE INCREASES.

THE AVERAGE RESIDENTIAL USER WOULD EXPERIENCE MY MONTHLY INCREASES OF $3.43 FOR WATER $2.08 FOR SEWER SERVICE AND $2 FOR TRASH COLLECTION UNDER THE PROPOSED BUDGET. THE PROPOSED COMBINED BUDGET, WHICH INCLUDES THE GENERAL FUND SERVICE, FUND, UTILITY FUNDS, AND ALL OTHER FUNDS TOTALS. $966 MILLION, AN INCREASE OF 149 MILLION FROM LAST YEAR'S APPROVED LEVELS. THE PROPOSED GENERAL FUND BUDGET, WHICH IS PRIMARILY TAX SUPPORTED TOTALS. 214 MILLION, REPRESENTING AN INCREASE OF 14.2. IN CLOSING. I BELIEVE THE 22 23 PROPOSED BUDGET IS A FINANCIALLY SOUND PLAN.
