UM, IN THE LAST COUPLE OF YEARS, J HFC HAS HIRED AN AMAZING STAFF. WE'VE DEVELOPED A STRONG VOLUNTEER BOARD OF DIRECTORS. UM I'M VERY EXCITED ABOUT THE PROGRESS THAT WE'VE MADE AND SOME OF THE THINGS EXCITING THINGS THAT WE HAVE LAID OUT IN THE NEAR FUTURE AND IT WOULD BE MY HONOR TO SERVE ANOTHER TERM IN THE CITY OF GARLAND. UM YOU KNOW, WE ARE REALLY FOCUSED ON GIVING BACK TO THE COMMUNITY IN TERMS OF HELPING LOCAL ORGANIZATIONS THAT HELP THE LOCAL COMMUNITY. PARTNERING WITH DEVELOPERS TO CONTINUE TO GROW AFFORDABLE HOUSING IN THE CITY OF GARLAND, I THINK SPECIFICALLY SENIOR HOUSING THERE SEEMS TO BE A MAJOR SHORTAGE FOR FIRST SENIOR LIVING FACILITIES IN THE CITY OF GARLAND, UM AND JUST CONTINUING TO BE A PART OF THE COMMUNITY IN ANY WAY THAT WE CAN I THINK OUR CURRENT VISION IS WHERE I SEE US GOING HERE IN THE NEAR FUTURE. HE WORKED FOR THE CITY FOR 29 YEARS, ENDING HIS CAREER AS A AS AN ASSISTANT CITY MANAGER, AND IT WAS MAYOR FOR SIX YEARS, SO THAT PRETTY MUCH THROUGH THE DOOR WIDE OPEN AS FAR AS FACILITIES TO CONSIDER. HE AND I DISCUSSED, UH, HE AND I DISCUSSED A LOT OF FACILITIES, UM, CURRENT FACILITIES AND FUTURE FACILITIES THAT WE'RE WORKING ON. UM, AND WE DETERMINED THAT THE BEST FIT WOULD BE THE MAIN STREET MUNICIPAL BUILDING. UM, OBVIOUSLY, OVER TIME. AH. HE HAD DONE A LOT OF WORK IN THAT FACILITY. SO AH, I THINK MOVING FORWARD. UM. I THINK MOVING FORWARD WE SHOULD CONSIDER FORMALLY CONSIDER RENAMING THAT FACILITY, THE RONALD E. JONES MAIN STREET MUNICIPAL BUILDING.

UM, I KNOW THAT'S. QUITE A MOUTHFUL OF TITLE. UM, BUT MARY JONES WAS AGAIN IT IS VERY APPRECIATIVE THAT WE WOULD EVEN CONSIDER IT. SO. THAT'S WHAT I HAVE. AH WE HAD SOME SOME UNEXPECTED MAINTENANCE TO HAPPEN AND A DROUGHT THAT HAPPENED THIS SUMMER. AND IN BOTH OF THOSE CASES, THE CITY OF GARLAND HAS BEEN A VERY GOOD AT GETTING OUT OF THE WORD TO YOUR RESIDENTS TO HELP WITH GETTING WATER CONSERVATION MESSAGING OUT SO THAT WE CAN ALL MAKE THE BEST USE OF WATER THAT SAYS WITH THE PRESSURES TO RESOURCE THAT IT IS

SO THANKS TO THE CITY STAFF AND TO COUNCIL AND MAYOR FOR SHARING THE MESSAGE WHEN IT WAS REALLY CRITICAL TO CONSERVE SUCH THAT WE CAN ENSURE PUBLIC HEALTH AND SAFETY DURING A TIME OF TIME OF CRUNCH, SO ANYWAY. THANK YOU ALL FOR THAT. AS WE AS WE KIND OF TALKED THROUGH THE PRESENTATION , I WAS GOING TO PROVIDE AN OVERVIEW OF THE DISTRICT AS A WHOLE. BILLY IS GOING TO TALK US THROUGH THE MATH, MAJOR CAPITAL IMPROVEMENT PROGRAM EFFORTS IN THE WATER SYSTEM, AND THEN I'LL WRAP UP WITH A STRATEGIC FINANCIAL PLANS. ON THE WHOLE NORTH TEXAS MUNICIPAL WATER DISTRICT IS A REGIONAL PROVIDER OF WATER, WASTEWATER AND SOLID WASTE SERVICES. WE SERVE UP TO 80 COMMUNITIES ON ANY GIVEN DAY AND THIS PAST FALL WITH THE RELEASE OF THE MOST CURRENT CENSUS DATA, WE ACTUALLY TOPPED TWO MILLION PEOPLE SERVED WITH DRINKING WATER. WE'VE GOT A VERY LARGE SERVICE AREA THAT TOUCHES 10 DIFFERENT COUNTIES. AND COVERS ABOUT 2200 SQUARE MILES.

WE PROVIDE DRINKING WATER THROUGH SIX WATER TREATMENT PLANTS, FOUR OF WHICH ARE AT ARE WILDLY COMPLEX. JUST UP THE ROAD . WE ALSO PROVIDE WASTEWATER AND SOLID WASTE SERVICES. HOWEVER THE CITY OF GARLAND HAS YOUR OWN FACILITIES FOR THOSE SERVICES. NEXT SLIDE. WE WERE FORMED BACK IN THE 19 FIFTIES, WHEN THE 10 ORIGINAL MEMBER CITIES CAME TOGETHER. THE CITY OF GARLAND WAS ONE OF THOSE CITIES THAT WAS ORIGINAL MEMBER CITY AND SAW THAT THERE WAS TREMENDOUS GROWTH COMING BACK AT THE TIME. WHEN WE WERE FORMED. I THINK GARLAND WAS AROUND 10,000 PEOPLE AND NOW IS UPWARDS OF 250,000. AND SO GARLAND, ALONG WITH NINE OTHER CITIES, APPROACH THE STATE LEGISLATURE AND THEY ARE QUOTED AS SAYING. WE DECIDED WE WERE ALL IN THIS TOGETHER. WE COULDN'T DO IT SEPARATELY. AND SO THERE WAS AN UNDERSTANDING THAT IN ORDER TO PROVIDE FOR THE GROWTH THAT WAS COMING THAT WATER WAS AN ESSENTIAL COMPONENT OF THAT. AND THE GROUP FORMED, UH, CAME TOGETHER APPROACH THE LEGISLATURE INFORMED NORTH TEXAS MUNICIPAL WATER DISTRICT. WE BEGAN DELIVERING WATER IN THE FIFTIES AND IN THE DECADES THAT FOLLOWED AT THE REQUEST OF OTHER MEMBER CITIES TOOK ON WASTEWATER SERVICES IN SOLID WASTE SERVICES. WE WERE FORMED AT A TIME WHEN OUR VISION WAS REGIONAL SERVICE THROUGH UNITY MEETING OUR REGIONS NEEDS TODAY AND TOMORROW THAT VISION STILL HOLDS TRUE TODAY, AND AS WE LOOK AT THE WORK THAT WE DO WE LOOK TO LIVE OUT THAT VISION STATEMENT. WE DO THAT THROUGH ACCOMPLISHING FOUR DIFFERENT GOALS AROUND SERVICE, STEWARDSHIP, PARTNERSHIP AND PEOPLE SERVICES REALLY ABOUT PROVIDING SUPERIOR SERVICES BOTH TODAY AND TOMORROW. STEWARDSHIP AROUND RESPONSIBLY MANAGING PUBLIC RESOURCES WITH RESPONSIVENESS, EFFECTIVENESS AND EFFICIENCY AND PARTNERSHIPS , SUCH AS THE PARTNERSHIP THAT WE'VE GOT WITH THE CITY ARE MEMBER CITIES AS WELL AS CUSTOMER CITIES AND OTHER PERIOD TILL IT EAS AND OTHER STAKEHOLDERS AND IT ALL HAPPENS THROUGH PEOPLE AND SO GO FOR IS AROUND PEOPLE BUILDING A TALENTED, COMPETENT AND COMMITTED TEAM. THERE ARE SO MANY WONDERFUL STORIES THAT WE COULD SHARE ABOUT NORTH TEXAS MUNICIPAL WATER DISTRICT. THIS IS A QUICK SNAPSHOT OF A FEW OF THOSE IF YOU HAVE NOT HAD AN OPPORTUNITY TO VISIT OUR WETLANDS OR THE JOHN BUNKER SANDS WETLAND CENTER DOWN IN CEDARVILLE THAT'S PICTURED ON THE TOP LEFT ENCOURAGE YOU TO DO SO. DIRECTOR GORDON SERVES ON THE BOARD OF DIRECTORS FOR THE EDUCATIONAL OUTREACH COMPONENT OF THAT, WHICH WAS JUST THIS YEAR AWARDED THE 2022 LEAD. UPHOLD CONSERVATION AWARD, WHICH IS THE MOST PRESTIGIOUS LAND STEWARDSHIP AWARD IN THE STATE OF TEXAS. SO THERE'S REALLY SOME FANTASTIC THINGS THAT HAPPENED DOWN AT THE WETLAND CENTER. AND ENCOURAGE YOU TO GET OUT THERE. IF YOU HAVE AN OPPORTUNITY THAT IS AN EDUCATION CENTER THAT WAS FORMED WHEN WE CONSTRUCTED A THE LARGEST MAN MADE WETLANDS AND THE UNITED STATES FOR PROVIDING DRINKING WATER, SO WE'VE GOT AN 1800 ACRE WETLANDS THAT ACTUALLY POLISHES RETURN FLOWS OUT OF THE TRINITY RIVER BEFORE IT MOVES THEM BACK UP TO LIVE ON LAKE AS ADDITIONAL DRINKING WATER SUPPLY . UM EACH DOG BROUGHT INTO THE PARK MUST BE WEARING ITS CURRENT RABIES TAG, BUT WE DID REMOVE TO BE STERILIZED OVER THE AGE OF SIX MONTHS, AND ALL DOGS MUST BE STERILIZED TO RESIDE IN THE CITY OF GARLAND AGAIN. THIS IS SOMETHING THAT'S HARD TO CHECK AND CHART TO REALLY ENFORCE. AND SO AGAIN, ONE OF THOSE RULES THAT JUST REALLY DIDN'T MAKE SENSE TO BE ON THAT. BUT IT DOES.
