IT,

[00:00:01]

THE TIME IS 7 0 1.

[Parks and Recreation Board Meeting on September 7, 2022]

AND THIS IS THE, UH, SEPTEMBER MEETING OF THE, UH, PARKS AND RECREATION BOARD.

WE HAVE A NEW MEMBER, BOBBY BRADLEY.

WELCOME.

SO WE LOOK FORWARD TO GETTING TO KNOW YOU AND PUTTING YOU TO WORK HERE.

SO, UM, LOOKING OKAY.

AM I BREAKING MY OWN RULE? THE, UH, UH, ED WE'D LIKE YOU FOR YOU TO COME UP AND SIT IN THE HOT SEAT UP HERE? HOT SEAT, BUNCH OF QUESTIONS.

YEAH.

IF YOU HAVE ANY QUESTIONS, ASK ED.

SO TONIGHT WE HAVE THE GREAT FORTUNE OF HAVING, UH, ED SEGER, WHO WAS ON THE BOARD FOR MANY, MANY YEARS AND, UH, YOU KNOW, ALWAYS BROUGHT HIS WISDOM TO THE, UH, TABLE AND SPOKE UP WHEN, UH, WE NEEDED TO KIND OF HEAR THE WAY THINGS WERE.

AND, UH, SO I JUST WANTED FOR MYSELF, JUST WANNA SAY THANK YOU VERY MUCH FOR ALL YOUR YEARS OF SERVICE AND, UH, YOU KNOW, EVERYTHING YOU TAUGHT ME WHEN I WAS A NEWBIE IN THIS, UH, POSITION.

MARGARET, YOU WANNA SAY ANYTHING? I GUESS I'M MARGARET.

ARE YOU, YOU WERE MOLLY.

I MEAN, MOLLY, I ONLY KNOW IF MOLLY ALL THESE YEARS YOU'VE BEEN HOLDING OUT.

WELL, I THINK I PROCEEDED YOU ON THE, ON THE BOARD BY A COUPLE MONTHS.

SO, UM, 19 YEARS AGO.

SO I, UM, I, UH, CHERISH YOUR FRIENDSHIP AND YOUR WISDOM AND THANK YOU FOR YOUR SERVICE, UH, TO THE CITY.

HOPE YOU'RE NOT DONE JUST THIS TRANSITIONING OFF OF THIS PARTICULAR BOARD.

WE KNOW HOW TO FIND YOU.

MR. CARTER.

UM, ONE QUESTION OKAY.

I'LL MAKE SEVERAL STATEMENTS THEN.

IT WAS, YOU SAID IT WAS LIKE 16 YEARS, 17 YEARS.

YOU'RE ON BOARD 17.

YEAH, 16, 17.

HAVE YOU GOT, HAVE YOU GOT ANY MEMORABLE MOMENTS THAT YOU CAN SHARE WITH THE PUBLIC, UH, MIKE OWN, UH, BUT IN YOUR, IN YOUR TIME, WHAT, TELL US ABOUT THINGS THAT MAY HAVE BEEN ACCOMPLISHED DURING THAT TIME? WELL, THE FIRST, UM, 15 YEARS WERE FRUSTRATED BECAUSE WE WANTED TO DO ALL THESE PROJECTS, GET ALL THIS STUFF THAT WAS DETERIORATING UP TO CODE, AND WE HAD NO BUDGET.

SO WE HAD THIS LIST OF EVERYTHING THAT WE WANTED TO GET DONE AND THE YEAR WAS GONNA GET DONE IN.

AND ALL WE DID EVERY YEAR WAS ADD ANOTHER YEAR TO WHEN THAT WOULD BE COMPLETED UNTIL THE BOND PROGRAM 2019 BOND PROGRAM, THE 2019.

YEAH.

WE WERE TRYING TO GET THINGS DONE FROM THE, UH, 2019 96 BOND PROGRAM, BUT WE NEVER HAD THE MONEY TO, TO DO DO IT.

SO WHEN THE 2019 BOND PROGRAM CAME IN, WHAT A BLESSING FOR THE CITY OF GARLAND AND THE PARKS AND RECREATION DEPARTMENT, UH, AND THEN WE DID THE 10 YEAR STRATEGIC PLAN, WHICH WAS VERY IMPORTANT.

AND I ENCOURAGE YOU TO LOOK AT THAT CUZ THE CITY COUNCIL APPROVED IT.

SO EVERYTHING IN THERE HAS BEEN APPROVED TO, TO GO FORWARD AND THEN THE EXCELLENT LEADERSHIP FROM ANDY AND THE STAFF.

AND WHEN WE DID THE TOUR A COUPLE MONTHS AGO, I COULD NOT BELIEVE ALL THE ACTIVITY THAT'S TAKEN PLACE AND WILL BE TAKING A PLACE THAT HAS NEVER TAKEN PLACE BEFORE, DURING MY 15 YEARS BEFORE THE LAST TWO YEARS.

SO, UH, IT'S AN EXCITING TIME TO BE ON THE PARK BOARD.

IT'S A BUSY TIME, BUT THE CITIZENS OF GARLAND AND YOU'RE GONNA BE ABLE TO PRO PROUD TO SAY, YES, WE'RE NOW UP WITH RICHARDSON AND PLANO IN THE FACILITIES THAT WE'RE PUTTING IN THE RECONSTRUCTION OF THE RECREATION CENTER, THE REMODEL OF THE RECREATION CENTER, UM, AND ALL OF THE PLAYGROUND EQUIPMENT THAT'S BEEN PUT IN FOR FAMILIES TO, TO ENJOY AND, AND THE SENIOR CITIZENS, UH, BEING AS WELL UPGRADED.

SO, UH, THAT'S KIND OF MY THREE MINUTE AND JUST, JUST RIGHT QUICKLY.

WE, UH, I GO BACK WITH WHEN I WAS GROWING UP HERE IN GARLAND AND MY DAD WAS INVOLVED IN THE PARKS, UH, THINGS AND, AND UH, CECIL WINNERS.

I REMEMBER, I REMEMBER AS A KID GOING INTO HIS OFFICE AND, AND WHEN DAD WOULD COME IN, HE SAID, AND HE SAID, CARTER, YOU UNDERSTAND, I GET THE LAST DOLLAR IN THE BARREL AND PRETTY WELL THAT WHEN YOU LOOK AT THE BOND ELECTIONS, I'VE SERVED ON FIVE OF THE LAST SIX BOND ELECTIONS AND PARKS WAS GENERALLY DOWN HERE THIS

[00:05:01]

TIME.

IT WAS RIGHT UP THERE NEXT TO THE TOP AND MOLLY AND I BOTH SERVED ON THAT, ON THAT GROUP THAT, UH, PUT THAT TOGETHER.

AND, AND DAVID AND WE, WE, WE REALLY ENJOYED BEING ABLE TO LOOK AT ALL OF THE THINGS WE NEEDED AND SEEING THAT THERE WAS A CHANCE THAT THERE COULD BE THE MONEY THIS TIME.

AND, UM, PARKS GOT PROBABLY MORE MONEY THAN WHEN WE'VE HAD, SINCE WE HAD A CITY OF GARLAND.

AND IT, IT WAS FUN TO DO THAT.

AND, AND TO GO TO EXACTLY WHAT YOU SAY, WE NEVER HAD ANY MONEY TO DO THINGS IN, IN A GROUP.

WE COULD ONLY DO PIECEMEAL AND THERE'S NO MORE PIECEMEAL.

NOW, NOW IT'S NOW IT'S HAVING FUN.

AND WE APPRECIATE ALL THE TIME THAT YOU SPENT HERE LABORING THROUGH THOSE TIMES WHEN WE HAD SO MANY NEEDS THAT WE COULDN'T ADDRESS, BUT NOW WE'RE, NOW WE'RE STARTING TO DO THAT.

WE WOULD BUY A LOT OF DUCT TAPE TO TRY SOME THINGS GOING.

UH, THANKS AGAIN TO JERRY AND MOLLY AND DAVID, BECAUSE BEING ON THE, UH, BOND COMMITTEE, WE HAD THREE VOICES FOR PARKS AND RECREATION, AND WE EXCEEDED ANYTHING THAT I THOUGHT WE WOULD GET OUT OF THAT BOND PROGRAM.

SO CONGRATULATIONS AND GOOD JOB FOR THAT.

WELL, THANK YOU, SIR.

SO THANK YOU VERY MUCH, DAVID.

I APPRECIATE THE, UH, OPPORTUNITY TO SAY GOODBYE AND, UH, BE SURE AND USE, YOU HAVE A LOT OF POWER IN HERE CUZ EACH COUNCIL MEMBER APPOINTED YOU.

SO KEEP IN CONTACT WITH THEM.

AND WHEN WE NEED SOMETHING, REACH OUT TO 'EM, HEY, WE'RE IN A SITUATION, WE NEED THIS TO PASS AT THE COUNCIL MEETING.

AND WHEN YOU START TALKING TO YOUR COUNCIL, PEOPLE, THEY LISTEN TO YOU AND THEY VOTE FOR YOU.

SO DON'T FORGET TO USE THE POWER THAT YOU HAVE WITH THEM.

AND IF I COULD ADD TO THAT, I, I THINK, YOU KNOW, YOU YOU'VE SAID IT EXACTLY RIGHT? AND WE, YOU KNOW, APPRECIATE YOUR SERVICE THAT I'VE MADE A NOTE.

YOU STARTED, UH, YOU WERE APPOINTED IN JANUARY OF 2006.

UM, AND THAT SOUNDED LIKE A LONG, FRUSTRATING TIME.

BUT AS THE, THE PASSION OF, OF RESIDENTS TO SHAPE THEIR COMMUNITY MAKES THE DIFFERENCE.

AND IT DOESN'T HAPPEN OVERNIGHT TYPICALLY.

AND IT SOMETIMES TAKES THIS LONGER, LONGER.

AND SO I JUST WANTED TO MAKE SURE YOU WERE PROPERLY RECOGNIZED TONIGHT AS WELL FOR THE TIME AND THE SERVICE YOU PUT IN.

UH, AND BECAUSE THE PAYS NOT THAT GOOD, THE MEALS ARE MEALS ARE PRETTY GOOD, BUT THE, THE PAYS NOT SO MUCH, BUT I THINK, YOU KNOW, IT, IT MUST FEEL GOOD TO SEE SOME OF THOSE WISHLIST ITEMS GET DONE, UH, AT THIS POINT IN TIME.

AND, AND, AND IT, AND IT IS ALL ABOUT THE CITIZENS MAKING THESE KIND OF THINGS HAPPEN.

AND IT, IT TAKES A WHILE, BUT WELL, YOU'VE ARRIVED.

AND TO YOU, UH, YOUR EXPERIENCE IN BRINGING IN THE STAFF MEMBERS THAT YOU HAVE IS GONNA GO A LONG WAYS TO MAKING SURE EVERYTHING IS DONE THAT NEEDS TO GET DONE.

AND THE TOUR THAT WE HAVE WAS JUST OUTSTANDING SKATE PARK, DOG PARKS .

AND SO CONGRATULATIONS AND, UH, GOOD LUCK.

THANK YOU, SIR.

YOU WANT A PICTURE? DO A QUICK PICTURE.

YEAH, WE LIKE, YOU CAN DO IT UP HERE.

YOU WANT STAND UP BEHIND US OF US OR LET'S JUST STAND UP HERE, DO IT RIGHT HERE.

CAM GET HERE.

AND THE BOSS AND LONG UP THE CHAIRS, JUST KIND OF, YEAH, SLIDE THIS THIS WAY.

NO ROOM FOR THE WHOLE BOARD OR JUST HERE.

YOU WANT WHATEVER YOU WANT.

WHY, WHY DON'T WE ALL TRY TO SQUEEZE IN THAT WAY? WE'VE GOT A GOOD REPRESENTATION OF BOARD MAKEUP.

I'LL TELL YOU WHAT YOU GUYS MOVE TO THE FRONT.

IT'S GONNA TAKE A WIDE STEP FORWARD.

YEP.

LET'S DO THAT SHORT FOLKS UP HERE.

I'M SHORT.

I GOTTA STAND UP.

THERE YOU GO.

STAND IN BETWEEN US.

YEAH.

MELISSA'S AT HOME DURING SOME OF THOSE MIDNIGHT MEETINGS.

GOT, GOT US ALL IN, BUT SQUEEZE IN KIND OF BLADE TO THE SIDE.

KEEP, KEEP, KEEP 1, 2, 3, HOLD ON.

LET'S DO ANOTHER AND ONE MORE TIME.

DO PICTURE.

THANK YOU.

HEATHER.

MINE HAS MOUSE, EARS AND WIZARDS ONLY ONE, ONE DAY A MONTH, RIGHT? THAT'S RIGHT.

THAT'S HOW THEY ROPE YOU.

IT'S LIKE, AND THIS ONE WAS HERE.

THAT ONE WENT THERE.

THIS ONE GOES THERE AND THIS ONE GOES IN HERE.

YEAH.

AND HE HAS, WE HEAR FROM THE MAYOR GOING, SOMEBODY MESSED WITH MY CHAIR.

PRETTY GOOD.

WE MAY HAVE CHANGED.

OKAY.

ONTO THE AGENDA.

FIRST ITEM IS APPROVAL OF THE MINUTES.

I HOPE EVERYBODY READ.

'EM.

UH,

[00:10:01]

DO WE HAVE A MOTION, MR. CHAIRMAN? I MOVE APPROVAL OF THE MINUTES OF THE AUGUST 3RD, 2022 MEETING OF THE BARLAND PARK BOARD.

WE HAVE A MOTION BY JERRY CARTER.

I SECOND THAT SECOND BY MOLLY.

BISHOP GOT YOUR NAME RIGHT THIS TIME.

OKAY.

AND DISCUSSION AFTER SO MANY YEARS AFTER SO MANY YEARS.

OKAY.

ALL IN FAVORS.

SAY AYE.

AYE.

AYE.

EVERY ANYBODY OPPOS.

OKAY.

THE MOTION CARRIES NEXT, UH, ITEMS FOR IN, IN INDIVIDUAL CONSIDERATION, CONSIDER FEE EXEMPT STATUS REQUEST FOR NEGRO BUSINESS AND PROFESSIONAL WOMEN'S CLUB, INC.

DELETE.

HELLO? NO, NOT YET.

SHE'S SO EXCITED.

OKAY.

YES.

SO WE HAD A PRE-MEETING UM, REGARDING THIS IS A FEE EXEMPTION REQUEST.

AND SO FOR THOSE OF YOU THAT ARE NEW, I WILL GO OVER THAT INFORMATION.

BUT THE PROCESS, IF SOMEBODY WOULD LIKE TO USE THE RECREATION CENTER, UM, AND REQUEST A FEE EXEMPTION, THEY HAVE TO BE A, UM, NON-PROFIT CIVIC, CULTURAL OR SERVICE GROUP BASED WITHIN THE CITY LIMITS OF GARLAND WITH THE MAJORITY OF THE GARLAND RESIDENTS AS MEMBERS.

AND THEY MUST ALLOW ALL GARLAND RESIDENTS TO BE MEMBERS.

UH, THEY COULD ALSO BE A NONPROFIT SERVICE ORGANIZATION PROVIDING A COMMUNITY SERVICE TO THE GARLAND RESIDENTS.

AND THE PROCESS THAT THEY MUST GO THROUGH IS THEY HAVE TO PUT A LETTER OF REQUEST INTO ME.

THEY HAVE TO PROVIDE ME WITH, UM, THEIR BYLAWS, NONPROFIT PROOF OF NONPROFIT BOARD MEMBERS WITH THEIR ADDRESSES, IF APPLICABLE.

AND THEN I PREPARE THAT AGENDA ITEM AND BRING IT TO THE PARK BOARD FOR YOUR CONSIDERATION.

SO, UM, THIS IS A GROUP, UM, SPOKE TO THE PRESIDENT.

UH, YESTERDAY THEY DO SOME DIFFERENT, UH, SERVICE TYPE PROGRAMS. THEY ARE ADOPTING A FAMILY FOR CHRISTMAS THIS YEAR.

THEY, UM, DO SOME FUNDRAISING SO THAT THEY CAN AWARD, UM, SCHOLARSHIPS FOR HIGH SCHOOL STUDENTS.

UH, THEY GAVE OUT, I THINK IT WAS NINE OR 11 LAST YEAR, $500 SCHOLARSHIPS.

SO THAT'S PRETTY AMAZING THAT THEY'RE GIVING BACK TO THE COMMUNITY.

UM, SO THIS IS THEIR REQUEST.

UH, THEY HAVE TO BE ABLE TO USE THE ROOM BASED ON AVAILABILITY.

THEY CAN'T JUST, YOU KNOW, KICK ONE OF OUR PROGRAMS OUT OR ONE OF OUR RESERVATIONS OUT.

AND, UM, THEY HAVE TO MAKE THAT RESERVATION DURING OUR NORMAL OPERATING HOURS.

SO WE'RE NOT GOING TO OPEN ON A TIME THAT WE ARE NOT NORMALLY OPEN FOR THEM TO COME IN AND HAVE THEIR MEETINGS.

UM, AND I'M FREE TO ANSWER ANY QUESTIONS OR COMMENTS.

UH, I WAS GONNA MAKE A MOTION UNLESS SOMEBODY HAD SOME QUESTIONS.

OKAY.

SO WE HAVE A MOTION.

WHAT'S THE MOTION.

WELL, DOES ANYBODY HAVE A QUESTION FIRST? NO.

YEAH.

I LIKE TO MAKE A MOTION TO APPROVE, MAKE A MOTION TO REQUEST BY RON.

OKAY.

DO I HAVE A SECOND, SECOND THE MOTION A SECOND BY JERRY CARTER.

OKAY.

IS THERE ANY DISCUSSIONS, ANY QUESTIONS FOR DELETE? OKAY.

IS THERE SOMEBODY FROM THE ORGANIZATION HERE? NO.

MA'AM THAT WANTS TO SPEAK.

OKAY.

BOBBY, WHAT, WHAT YOU GOT, WHAT ARE, WHAT ARE TYPICAL FEES, RENTAL FEES FOR THOSE ROOMS THAT THEY WOULD BE USING? IT'S BASED ON THE SIZE AND IT'S BASED ON CURRENTLY, WHETHER IT'S MONDAY THROUGH THURSDAY OR WHAT WE CALL WEEKEND.

UM, SO, UM, ANYWHERE BETWEEN 45 TO $75 AN HOUR, DEPEND UPON WHAT ROOM THEY'RE GETTING.

THANK YOU.

MM-HMM UM, SOMETHING THAT MIGHT BE HELPFUL FOR YOU TO KNOW IS HOW MANY ORGANIZATIONS WE DON'T HAVE THAT MANY THAT HAVE THIS EXEMPTION.

DO WE, WELL, I HAVE AN ONGOING LIST BECAUSE ONCE YOU'RE IN, YOU'RE IN .

UM, AND THERE'S UM, BUT I CAN'T TELL YOU OFF THE TOP OF MY HEAD, IF I WAS MAKING A GUESS, I THINK IT'S 60, 70 THAT OVER THE COURSE OF SEVERAL DECADES, BUT I WOULD HAVE TO GO BACK THROUGH AND LOOK AT THAT.

ANY, ANY THOUGHT TO PUTTING A TIME LIMIT ON THAT? THAT IS SOMETHING, YEAH.

THAT THAT'S THE DISCUSSION WE HAD PREVIOUSLY.

MM-HMM AND IT'S BEEN TABLED TO DO WE HAVE TIME TO WORK ON IT MORE.

OKAY.

MR. CARTER, UM, THIS, IN THIS REQUEST, IT, UM, ASKED FOR STATUS TO USE CITY OF GARLAND RECREATION CENTERS.

AND SO THAT MEANS THAT THEY COULD BE MOVING AROUND FROM ONE PLACE TO ANOTHER.

CORRECT.

OKAY.

AND HAVE THEY GIVEN YOU ANY IDEA WHETHER THEY NEED IT ONCE A MONTH, TWICE A MONTH, 15 TIMES A MONTH? WELL, EVEN IF THEY NEEDED IT 15 TIMES A MONTH, WE ARE ONLY GOING TO ALLOW THEM ONCE A MONTH BECAUSE THAT'S IN THE, UM, OUR, OUR RULES AND POLICIES IN REGARDS TO THEM, IF THEY ARE APPROVED WHAT THEY'RE ALLOWED TO DO.

OKAY.

SO THEY, THEY HAVE ONCE A MONTH THEN.

CORRECT.

AND THAT'S FINE.

NOW ALSO THEY HAVE, UM, IN THEIR, IN THE BYLAWS, THE NATIONAL BYLAWS, THE ABILITY TO HAVE SUBGROUPS, UH, THEY COULD COME IN AND WOULD THAT

[00:15:01]

SUBGROUPS MEANING OF THEM FOR SOME SPECIAL OCCASION, LIKE A BOARD OF DIRECTORS OR SOMETHING LIKE THAT, WOULD, WOULD THEY BE ABLE TO COME IN WITH THIS WAIVER APPLY TO THE SUBGROUPS OR WOULD IT BE THAT ONE TIME A MONTH? IT'S APPLYING TO THE GARLAND CHAPTER.

SO IF THE GARLAND CHAPTER, I SUPPOSE, IS HOSTING THAT EVENT, THEN, UM, THEY'RE MAKING THAT RESERVATION.

THEY CAN HAVE THEIR EVENT, THEY CAN HAVE THEIR EVENT OR THEY OKAY.

HAVE THEIR, HAVE THEIR, ANOTHER MEETING MEETING.

MM-HMM SO, BUT IS IT, ARE WE LIMITING THEM TO THE ONE TIME A MONTH AND YES.

ACCORDING.

OKAY.

YES.

REGARDLESS.

OKAY.

MM-HMM UH, WE HAD A PRETTY GOOD DISCUSSION ABOUT THIS BEFOREHAND.

WE'RE JUST TRYING TO GET A CLARIFICATION OF RULES THAT WE REALLY HAVEN'T THOUGHT ABOUT IN A LONG TIME, BUT THANK YOU FOR THE PRESENTATION.

MM-HMM SO FAR AS WE KNOW, WE'VE NEVER HAD ANYBODY ABUSE THE PRIVILEGE, RIGHT? TO MY KNOWLEDGE, NO.

OR IF WE BECAME AWARE OF IT, WE TOOK CARE OF THAT.

OKAY.

DID YOU HAVE SOMETHING OKAY, MOLLY, BISHOP, UH, CAN I ASK A QUESTION TO JERRY SINCE YOU WERE IN THE COMMITTEE MEETING? IS THERE ANYTHING THAT WE'RE NOT TALKING ABOUT? IS THERE ANYTHING ELSE THAT YOU TALKED ABOUT IN THE COMMITTEE THAT WE SHOULD BE AWARE OF? THAT THAT'S A GOOD QUESTION, MOLLY.

UH, WE DID HAVE A PRETTY GOOD DISCUSSION AND THE REASON WE HAD DISCUSSION IS CAUSE WE REALLY HADN'T HAD A DISCUSSION ABOUT IT IN QUITE A WHILE.

SO POLICIES, PROCEDURES ABLE TO KIND OF MORE INFORMALLY GO THROUGH THE THINGS, UH, THE GOOD THING ABOUT IT WAS DE LEE HAD ANSWERS FOR EVERY, EVERYTHING THAT WE ASKED AND IF SHE DIDN'T, UH, ANDY DID.

AND SO, UM, WE COULDN'T SEE THAT THERE WERE ANY PROBLEMS IN DOING THIS BECAUSE THIS WAS PRETTY WELL FITS IN WITH WHAT WE'VE APPROVED FOR SO MANY.

BUT WHAT WE DID THINK ABOUT IS THE POSSIBILITY OF MAYBE THAT WE NEED TO TAKE A LOOK AT WHAT WE'RE DOING AND, AND MAKE SURE IN THE FUTURE, THIS IS NOT FOR RIGHT NOW.

THIS IS JUST FOR US STUDY DURING THE YEAR THAT WOULD COME BACK, COME BACK TO US.

AND WE TAKE A LOOK AT WHETHER THE, WHAT WE'RE DOING IS, IS WORKING WELL, OR IF IT'S CREATING PROBLEMS. THANK YOU.

OKAY.

ANYTHING ELSE? SHALL WE READY FOR A VOTE ALL IN FAVOR? I HAVE ONE QUESTION.

YES, SIR.

OKAY.

UM, NOW THIS IS A LOCAL CHAPTER OF A NATIONAL ORGANIZATION, RIGHT? AM, AM I CORRECT THAT WE HAVE ALLOWED THIS FEE WAIVER FOR OTHER LOCAL CHAPTERS OF NATIONAL ORGANIZATIONS? YES.

OKAY.

SO WE ALREADY HAVE ESTABLISHED THAT PRECEDENT, CORRECT.

OKAY.

THANK YOU.

OKAY.

ALL READY FOR A VOTE? ALL IN FAVOR, SAY AYE.

AYE.

ANYBODY POSED THE MOTION CARRIES.

OKAY.

NEXT UP.

VERBAL BRIEFINGS, RECREATION SUPERVISOR REPORT.

SO OUR NORTH REGION DIRECTOR, HEATHER LAMBERT.

YES.

SO IN THE PAST, UM, SOME OF YOU MAY REMEMBER, WE HAVE BROUGHT IN SOME DIFFERENT SPORT ORGANIZATIONS TO COME IN AND TALK WITH YOU ALL TO GIVE YOU AN UPDATE JUST OF WHAT'S GOING ON.

SO, UH, WHAT I'D LIKE TO DO OVER THE NEXT, UM, YEAR IS BRING IN MY SUPERVISORS THAT I HAVE AT THE REC CENTERS, THE SENIOR CENTERS, ATHLETICS AND AQUATICS.

UM, THAT WAY YOU ALL CAN GET TO KNOW SOME OF THE MORE FRONTLINE STAFF AND, UM, JUST ALL ABOUT THEIR JOBS, UM, AND LEARN MORE ABOUT EACH OF THEM AND THEIR PROGRAMS. SO TONIGHT WE'RE STARTING OFF WITH HEATHER AND SHE'S NOT NERVOUS AT ALL TO BE HERE, BUT, UM, SHE IS THE CENTER SUPERVISOR AT HOLFORD AND SHE HAS BEEN WITH THIS DEPARTMENT FOR OVER 23 YEARS.

CAN I GET IT RIGHT? OKAY.

AND SHE STARTED OFF AS PART-TIMER.

SO, UM, I'M GONNA GIVE THE MIC TO HER.

BE NICE.

IS YOUR MIC ON IT'S GREEN.

OKAY.

WE'RE GOOD TO GO.

AND THEN I'LL SWITCH THIS WHEN YOU NEED IT.

OKAY.

OKAY.

HELLO.

I AM HEATHER LAMBERT.

UM, I AM A CTRS, WHICH IS A CERTIFIED THERAPEUTIC RECREATION SPECIALIST.

OH, HERE THEY COME.

AND I'M ALSO A CERTIFIED PARKS AND RECREATION PROFESSIONAL.

UM, UH, LIKE DULE SAID, I HAVE BEEN WITH THE CITY OF GARLAND SINCE I WAS IN COLLEGE.

UM, I STARTED AS A PART-TIMER AT HOLFORD IN 1998 AND I BECAME FULL-TIME IN 2000 AND MOST OF MY CAREER HAS BEEN AT HOLFORD RECREATION CENTER.

UM, ABOUT THREE OF THOSE YEARS I SPENT AT OTN AND GRANGER, BUT THE REST OF IT HAS BEEN AT HOLFORD.

SO HOLFORD IS MY HOME AWAY FROM HOME.

IT'S MY PRIDE AND JOY.

UM, WE ARE SO VERY SUPER EXCITED ABOUT OUR RENOVATION OR RECONSTRUCTION, I GUESS YOU WOULD CALL IT.

IT'S NOT REALLY RENOVATION.

UM, WE ARE GETTING PREPARED TO BE DONE.

OUR FACILITY'S GONNA CLOSE ON SEPTEMBER 30TH.

SO WE ARE IN THE PROCESS OF CLEANING OUT AND GETTING RID OF SOME STUFF AND PACKING OTHER STUFF UP AND ALL OF OUR PROGRAMS HAVE BEEN MOVED OR PAUSED.

UM, SO WE'VE GOT A COUPLE OF PROGRAMS THAT HAVE MOVED TO OTHER REC CENTERS.

THE REST

[00:20:01]

OF OUR, UH, INSTRUCTORS HAVE CHOSEN TO JUST PAUSE UNTIL WE COME BACK WITH OUR NEW FACILITY.

UM, THE, UM, DESIGN AND DEVELOPMENT STAGE OF THIS HAS BEEN FANTASTIC.

WE'RE SO EXCITED ABOUT WHAT HOLFORD IS GONNA BE, WHAT IT'S GONNA DO FOR OUR NEIGHBORHOOD.

UM, THE SERVICES THAT WE'RE GOING TO BE ABLE TO PROVIDE FOR OUR RESIDENTS THAT WE CURRENTLY CANNOT.

UM, IT'S BEEN REALLY HARD BEING A REC CENTER WITHOUT A FITNESS ROOM.

WE'RE SUPER EXCITED ABOUT THE FACT THAT WE ARE GONNA HAVE THAT FITNESS ROOM AND OUR ELEVATED WALKING TRACK.

HOLFORD PARK IS USED SO MUCH FOR PEOPLE WALKING AROUND OUR PARK.

AND AS WE ALL KNOW, BASED ON THIS SUMMER, IF THINGS GET SUPER HOT, IT'S NOT POSSIBLE.

WE HAVE A LOT OF ELDERLY PEOPLE THAT USE OUR PARK, HAVING THIS NEW INDOOR ELEVATED WALKING TRACK, WHERE THEY CAN COME IN AND STILL GET THEIR EXERCISE IN IS GONNA BE JUST EXTRAORDINARY.

UM, IF IT GETS TOO COLD WHERE A PLACE THAT THEY CAN GO.

SO WE'RE REALLY EXCITED ABOUT THAT.

UM, OKAY.

NEXT.

OH, I DIDN'T KNOW IF YOU WANTED ME TO, UM, YEAH, SO SEPTEMBER 30TH WILL BE OUT AND, UM, I WILL BE RELOCATING TO OTN RECREATION CENTER.

UM, MY BUILDING ATTENDANT WILL BE COMING WITH ME TO OTN AND MY PROGRAMMER WILL BE GOING TO BRADFIELD.

UM, PART OF MY JOB IS OBVIOUSLY THE THERAPEUTIC RECREATION, AS I SAID, I AM A CTS.

UM, THAT'S ACTUALLY WHAT I WENT TO SCHOOL FOR AND HAS.

SO TR HAS ALWAYS BEEN A PART OF MY JOB, UH, FOR A WHILE.

I WAS THE THERAPEUTIC RECREATION COORDINATOR AND AS I'VE CHANGED AND MOVED UP AND, AND GROWN, UM, I'VE JUST KIND OF KEPT THAT AS PART OF MY, MY JOB BECAUSE IT'S A PASSION.

UM, I ABSOLUTELY ADORE MY THERAPEUTIC RECREATION GROUP CAN'T LIVE WITHOUT THEM.

UM, WE DO WE'VE C OBVIOUSLY, UM, HIT US PRETTY HARD.

UM, I'M DEALING WITH A POPULATION THAT TENDS TO HAVE MORE MEDICAL ISSUES.

SO WE HAD TO TAKE A REALLY LONG BREAK AND IT WAS BIZARRE BECAUSE THAT WAS THE LONGEST I HAVE GONE WITHOUT SEEING THIS GROUP OF PEOPLE IN 20 YEARS.

UM, BUT WHEN WE FELT IT WAS SAFE, WE CAME BACK WITH OUR STAND AT HOLFORD.

SO WE KIND OF TOOK OUR COMMUNITY OUTINGS AND JUST BROUGHT THEM INTO HOLFORD BECAUSE IT WAS AN ENVIRONMENT WE COULD CONTROL.

UM, SO WE PROVIDED THEM ALL OF THE SAME KIND OF, UM, OPPORTUNITIES JUST INSIDE HOLFORD INSTEAD OF OUTSIDE OF HOLFORD.

SO WE PLAY MOVIES, WE DO DINNERS, WE DO FUN, UM, ACTIVITIES.

UH, IN NOVEMBER, WE'VE GOT SOMEBODY COMING IN TO DO MAGIC.

UH, THEY'RE GONNA HAVE A MAGIC SHOW AND LEARN HOW TO DO MAGIC TRICKS AND WE'VE DONE PAINTING.

AND THE PICTURE THAT'S ON THE POWERPOINT IS FROM OUR HALLOWEEN PARTY LAST YEAR.

UM, SO THAT'S A HUGE PART OF MY JOB.

UM, THE OTHER THING THAT I DO IS MARKETING.

I WORK ON THE WEBSITE.

I WORK ON OUR SOCIAL MEDIA AND I PUT TOGETHER THE PLAY GUIDE, UM, THAT OBVIOUSLY IS, UM, A LARGE PORTION OF MY JOB.

IT TAKES UP A LOT OF TIME.

UM, BUT, UH, I LOVE IT.

IT'S THE CREATIVE SIDE OF ME THAT GETS TO COME OUT, UH, DOING THE PLAY GUIDE AND ALL THE SOCIAL MEDIA STUFF.

I MAKE ALL OF OUR, UH, SPECIAL EVENT POSTERS, FLYERS, ALL OF THAT KIND OF GOOD STUFF.

AND THEN ANOTHER BIG PART OF MY JOB CURRENTLY IS THAT I AM THE NORTH REGION DIRECTOR FOR THE TEXAS RECREATION AND PARK SOCIETY.

UM, I'M ACTUALLY ON MY SECOND YEAR AND, UH, NOMINATIONS HAVE GONE OUT AND VOTING WILL BE COMING UP FOR THE NEXT TWO YEARS AND I AM RUNNING FOR ANOTHER TWO YEARS.

SO, UM, I'M LIKELY TO CONTINUE DOING THIS, UH, FOR ANOTHER TWO YEARS.

AND, UM, AS SUCH, I'M JUST VERY INVOLVED IN EVERYTHING THAT'S GOING ON THROUGH THE TRAP STATE OFFICE AND, UM, HOSTING THE STUFF THAT WE DO HERE IN THE NORTH REGION.

UH, THE NORTH REGION IS THE LARGEST REGION OF TRAPS BY A LOT.

UM, I THINK WE ARE AT LIKE 980 MEMBERS AND THE NEXT CLOSEST IS LIKE 400.

SO WE MAKE UP A, A VERY LARGE PORTION OF, OF THE TEXAS RECREATION AND PARK SOCIETY.

UM, THE UPCOMING EVENTS FOR THE NORTH REGION, UH, OCTOBER 13TH IS GONNA BE OUR PARKS, MAINTENANCE RODEO.

UM, MATT WILL TELL YOU THAT OUR GUYS ALWAYS PARTICIPATE IN THAT IT'S GONNA BE HOSTED IN IRVING AT THE IRVING SOCCER COMPLEX.

UM, IF YOU HAPPEN TO HAVE THAT DAY AVAILABLE, THAT IS A LOT OF FUN TO COME OUT AND WATCH.

UM, THE GUYS GET TO DO SOME FUN STUFF WITH THEIR EQUIPMENT AND USE THEIR KNOWLEDGE IN A MUCH SAFER, FUN, JUST ENJOYABLE WAY BACKPACK, BLOWERS.

THEY DO BACKING OF TRUCKS AND TRAILERS.

AND, UM, SOMETIMES THEY GET TO USE SOME REALLY BIG EQUIPMENT TO LIKE PICK EGGS UP OFF OF A CONE AND MOVE IT TO ANOTHER CONE.

I MEAN, IT'S, IT'S REALLY COOL.

SO IF YOU GUYS HAVE THAT OPPORTUNITY, UM, AGAIN, THAT'S OCTOBER 13TH AND IT'S AN EARLY MORNING ONE, SO THEY, THEY, THEY TYPICALLY START ABOUT 8:00 AM AND GO TILL ABOUT 1:00 PM.

UM, THE NORTH GOLF TOURNAMENT IS AT THE COWBOYS GOLF CLUB.

IF YOU'RE A GOLFER AND YOU'D LIKE THE COWBOYS, THEN THAT'S THE PLACE FOR YOU TO BE, IT'S GONNA BE OCTOBER 21ST.

UM, AND THEN OUR CONFERENCE AND SOCIAL WILL BE NOVEMBER 3RD AT THE IRVING CONVENTION CENTER

[00:25:01]

THIS YEAR.

UM, AGAIN, GREAT OPPORTUNITY TO COME OUT AND NETWORK, UM, LEARNING OPPORTUNITIES, TALKING TO VENDORS THAT PROVIDE US WITH A LOT OF REALLY GREAT SERVICES.

UM, SO IF YOU GUYS ARE AVAILABLE, WE'D LOVE TO HAVE YOU JOIN US.

UM, AND THEN LAST BUT NOT LEAST AS THE NORTH REGION DIRECTOR, I WAS PULLED INTO THE 2023 N RPA ANNUAL CONFERENCE, WHICH IS GOING TO BE HOSTED IN DALLAS.

UM, SO OUR NEXT YEAR IS GOING TO BE VERY BUSY AND EXCITING.

UM, THE TRAP STATE CONFERENCE WILL BE IN FRISCO IN THE SPRING, AND THEN, UH, N RPA NATIONAL CONFERENCE WILL BE IN DALLAS IN OCTOBER.

SO, UM, I AM PART OF THE LOCAL HOST COMMITTEE.

SO I AM CHARGING THE OFFSITE INSTITUTES AND LEISURE TOURS, UM, THAT WILL BE TAKING PLACE DURING THAT CONFERENCE IN DALLAS.

UM, SO IT'S A PRETTY BIG UNDERTAKING, BUT WE'RE EXCITED AND HAVE A GREAT TEAM PUT TOGETHER.

AND, UM, DALLAS IS REALLY, REALLY EXCITED.

I BELIEVE THEY'RE ANTICIPATING ABOUT 10,000 PEOPLE.

SO, UM, WOW.

UH, BUT THAT WOULD ALSO BE JUST AN AWESOME LOCAL OPPORTUNITY TO SEE OUTSIDE OF JUST WHAT HAPPENS IN TEXAS.

UM, IF YOU GUYS HAVE THAT OPPORTUNITY AND THAT'S KIND OF ME IN A NUTSHELL, ANY QUESTIONS JERRY CARTER, YOU NEVER WOULD'VE THOUGHT , I'M, I'M KIND OF EMBARRASSED TO ASK THIS QUESTION, UH, BEING GONE ALL THESE YEARS, BUT, UM, WHO WAS THE HOR REC CENTER NAME FOR? HIS NAME IS WILLIAM HOLFORD.

AND HE WAS A NEWSPAPER MAN.

I'M NOT SURE THAT I COULD REGURGITATE THE WHOLE STORY FOR YOU, BUT IF YOU'D LIKE, I CAN, UH, EMAIL YOU.

OKAY.

YOU YOU'RE ON THE RIGHT VERSION.

I THINK HE WAS THE FIRST EDITOR OF FIRST GARLAND NEWSPAPER.

YEAH, HE WAS, HE WAS A NEWSPAPER MAN.

OKAY.

AND I JUST WANNA MAKE SURE THAT WAS THE ONE.

YES.

OKAY.

YES, THAT IS HIM.

UH, THE FACILITY WAS, UH, FIRST OPENED IN 1968.

UH, IT WAS OPENED WITHOUT GYMNASIUMS AND THEN OVER THE NEXT COUPLE OF YEARS, THEY ADDED FIRST GYM AND THEN THE SECOND GYM.

SO, AND THEN IT'S, THAT'S THE BUILDING THAT WE HAVE TODAY.

OKAY.

SEEING HOW YOU'VE BEEN THERE 20 SOME ODD YEARS DID NOT, AND I'VE BEEN IN GARLAND 70 SOME ODD YEARS AND, AND DIDN'T KNOW THAT HAVE WE EVER, EVER, I WAS WONDERING IF THIS WILL BE FOR ANDY AND YOU, AND YOU, UH, HAVE WE EVER THOUGHT ABOUT PUTTING A, A PLAQUE TO TELL PEOPLE WHY THIS WAS NAMED FOR THIS PERSON? WHAT DID, WHAT DID THEY DO, UH, FOR THIS CITY? I THINK AS, AS FACILITIES HAVE BEEN RENOVATED AND STUFF, THAT'S, THAT'S BEEN KIND OF PART OF, OF THE STUFF THAT'S BEEN ADDED, HASN'T IT, OR TO WHEN WE, WE ADDED SOME BUDGET, WHICH I'LL SHOW YOU HERE IN A LITTLE BIT, WE ADDED SOME BUDGET IN THE, UH, LANDMARK MUSEUM, UH, SO THAT THEY COULD CONTINUE THE, THE INTERPRETIVE SIGNAGE, WHETHER IT'S A RECREATION FACILITY AND THERE'S ACTUALLY SOME OTHER NON PARKS AND REC FACILITIES THAT HAVE GOTTEN SOME SIGNAGE THAT KIND OF TALK ABOUT THE NAMESAKES OF A LOT OF THESE BUILDINGS.

SO, UM, I'M SURE THAT THAT'S SOMETHING THAT WE COULD MAKE HAPPEN ON THIS FACILITY AS WELL.

AND THAT JUST SEEMED AGAIN, THAT JUST CAME UP.

I'M SITTING THERE LOOKING AT THAT AND, UH, UH, I'D BUILT A HOME FOR PROBABLY A GREAT GRANDCHILD OF HALFORD MANY, MANY YEARS AGO.

AND, BUT I DIDN'T KNOW ENOUGH TO ASK HIM, YOU KNOW, WHAT, WHAT, WHAT WAS YOUR HERITAGE HERE IN GARMENT? DIDN'T ASK BACK THEN.

AND I THINK THAT'S BECOMING MORE AND MORE IMPORTANT, ESPECIALLY AS WE'RE SEEING IN THE, IN THE, THE NEWLY DEVELOPED CITIES WHERE THEY HAVE, THEY HAVE MORE SOURCES OF, OF FUNDING THAN WE'VE EVER HAD IN THE PAST, BUT WE, WE NOW CAN MAYBE MAKE UP, MAKE UP FOR SOME OF THOSE THINGS.

UM, ONE LAST PIECE YOU'RE, YOU'RE, YOU'RE, CO-LOCATING WITH, UH, ANOTHER LITTLE ENTITY THAT MAY OF, UH, OF VALUE TO YOU THERE AT THE HALFORD REC CENTER, UH, RIGHT OUTSIDE YOUR DOOR.

IS THAT NOT CORRECT? THE POOL? OH, YES.

THAT, THAT IS TRUE.

IT'S NOT MY, IT'S NOT MY BABY.

IT'S GONNA BE SAM'S BABY, BUT YEAH, NO, ACTUALLY, UM, OUR WHOLE LITTLE COMPLEX RIGHT THERE IS JUST GONNA BE ABSOLUTELY INCREDIBLE.

UM, I, AND AGAIN, THE POOL HAS NEEDED THIS UPGRADE FOR A REALLY LONG TIME.

AND IT, I THINK THAT THE NEIGHBORHOOD IS GOING TO RESPOND GREATLY TO THE NEW FEATURES THAT, THAT POOL'S GONNA HAVE.

AND I KNOW SAM'S GONNA DO A FANTASTIC JOB WITH, WITH RUNNING THAT I KNOW NOTHING ABOUT AQUATICS, I'VE NEVER TOUCHED AQUATICS, UM, BUT JUST THE IDEA OF HOW THE POOL AND THE REC CENTER AND HOW ALL OF THAT'S GONNA PULL EVERYBODY TOGETHER, VERY CONNECTED.

UM, WE'RE HOPING, WE'RE HOPING TO REALLY, YOU KNOW, LIKE KIND OF CO CO-PROGRAM AND STUFF, AND, AND REALLY WORK TOGETHER TO, TO MAKE THOSE TWO, TWO SPOTS REALLY WORK.

SO I DIDN'T TELL HER TO SAY THAT WORD THIS IS, THIS IS ALL ABOUT ACCIDENT, THAT THIS IS HAPPENING, THE CONNECTIVITY THAT, AND THAT'S ONE OF THE THINGS WE'RE TRYING TO DO IS, AND IN THE REDEVELOPMENT OF THE PARKS IS TRYING TO MAKE PEOPLE AVAILABLE MULTIPLE USES FOR PEOPLE OVER AVAILABLE, UH, AS THEY COME INTO A PARK, AS OPPOSED TO ONE OVER HERE AND ONE DOWN

[00:30:01]

THERE AND ONE BACK HERE.

BUT THAT WAS PART OF THE PIECEMEAL THING THAT WE WERE TALKING ABOUT WITH ED THAT YOU JUST, THEY JUST WASN'T MONEY TO DO IT ANY OTHER WAY.

YOU CAN ONLY DO CERTAIN THING.

YOU DO IT, DID IT AT THAT POINT IN TIME.

ALSO, UM, THIS IS SITTING, THIS IS SITTING PRETTY HIGH.

UH, THE REC CENTER SITTING PRETTY HIGH IN RELATION TO WHAT'S IN THE REST OF THE, UH, PARK.

I, I DO BELIEVE NOT MONSTROUSLY, BUT UP HIGH.

AND IT LOOKS LIKE TO ME, THERE'S THAT HAVING THAT, UH, TRACK UP THERE ON THE SECOND FLOOR.

AND I SEE WINDOWS LOOKING LIKE ALL THE WAY AROUND THAT IS THAT'S GONNA BE SOME WONDERFUL VIEWS OF PEOPLE BEING ABLE TO SEE WHAT'S GOING ON IN THE PARKING, WHAT, WHAT ELSE THEY MAY WANT TO DO.

ABSOLUTELY.

AND THE CURRENT HOLFORD.

UM, AGAIN, I, I LOVE MY BUILDING.

I'M, I'M, IT'S BITTERSWEET.

I'M REALLY EXCITED FOR THIS NEW BUILDING.

I'M A LITTLE SAD TO SEE MY OLD BUILDING GO, UM, IS A CINDER BLOCK SQUARE WITH VERY FEW WINDOWS.

UM, SO I'M REALLY EXCITED ABOUT US HAVING A NATURAL LIGHT SITUATION HAPPENING BECAUSE WE DO NOT HAVE THAT RIGHT NOW.

SO I JUST, I JUST THINK YOU'RE GONNA HAVE ALL THE OPPORTUNITIES YOU COULD EVER WISH FOR.

IT'S GONNA BE AMAZING.

WE CERTAINLY HOPE SO.

THANK YOU, MAN.

SO YOU'RE TAKING A, UH, THERAPEUTIC RECREATION TO AUTOBON WITH YOU FOR IT IS, UM, IT'S GOING FROM STAYING AT HOLFORD TO STAYING AT AUTOBON.

VERY GOOD.

THEY'RE CLOSE TO MY HEART TOO.

AND I'M LOOKING FORWARD TO THE, TO THE WALKING DRAG.

SINCE I WALK OVER THERE AS HEATHER KNOWS, YOU NEVER KNOW THIS ONE I'M GONNA DROP IN, JUST POP IN, SAY HI.

SO, ALL RIGHT.

ANY MORE QUESTIONS FOR HEATHER? GOOD JOB, HEATHER.

THANK YOU.

YES.

THANK YOU VERY MUCH.

THANKS GUYS.

THANK YOU.

YOU DID GREAT.

THANK YOU.

UH, CITY MANAGERS, 20 22, 20 23 PROPOSED BUDGET.

EITHER YOU GONNA DRIVE THE POWERPOINT WHILE I'D NARRATE.

OKAY.

SO THIS IS THE, UM, BUDGET THAT WAS APPROVED BY COUNCIL LAST NIGHT.

UM, THAT SEEMS LIKE WE'RE ALWAYS IN THE BUDGET PROCESS.

SO AS SOON AS WE'RE DONE WITH THIS, THIS IS THE GENERAL FUND CAPITAL.

THAT'S THE JOB BUDGET PROCESS.

WE GO RIGHT INTO THE CIP PROCESS TOWARDS THE END OF THE YEAR.

SO WE GET A LITTLE BIT OF A BREATHER, BUT NOT MY MUCH.

SO LET'S JUST SAY SO FOR, UH, BOBBY'S BENEFIT CIP P IS THE CAPITAL BUDGET.

THAT'S THE BUILDING THINGS.

THIS BUDGET IS THE OPERATIONS AND MAINTENANCE STUFF.

YEP.

SO THEY, RATHER THAN DOING THE CITY, IT'S THE BUDGET'S SO LARGE, THEY SPLIT IT UP FOR THAT REASON JUST TO MAKE IT KIND OF PALATABLE.

SO IT'S A LOT TO DO ALL AT ONCE.

SO I'M GONNA GO THROUGH SOME OF THESE KIND OF QUICKLY, THERE'LL BE A LOT THAT ARE, THAT ARE DIRECTLY RELATED TO PARKS AND RECREATION.

AND THERE'LL BE SOME THAT ARE KIND OF RELATED, BUT, BUT IN A DIFFERENT DEPARTMENT, THAT'S NOT TECHNICALLY WITH THE PARK BOARD, BUT PART OF WHAT WE DO NONETHELESS.

SO I'LL LET YOU KIND OF RATCHET THROUGH 'EM AND I'LL, UH, I WON'T BELABOR A WHOLE LOT OF THIS HERE, BUT, UH, MIGHT BE, AND I YOU'VE GOT THIS IN THE PACKET.

CORRECT.

ALL.

OKAY.

SO MR. BRADLEY CAN GO THROUGH THESE.

SO THE PARK BOARD, UH, APPROVED SOME OF THESE, UH, FEE CHANGES.

THEY'RE PRETTY MINOR.

YEAH.

THE, THE MAIN IDEA WAS TO SIMPLIFY, UM, THE FEES A LITTLE BIT, UM, AND, AND, AND VERY SMALL INCREASES, UM, ON THE WEEKEND.

SO IN, SO I WON'T GO THROUGH EACH ONE, EVERY ONE OF THESE, BUT YOU CAN LOOK THROUGH THERE THAT WAS APPROVED.

SAME THING HERE, THIS, SO CARVER WAS ADDED BECAUSE THERE, THERE, THERE WASN'T A FEE FOR CARVER IN THE ORDINANCE.

SO ONCE THAT RENOVATION WAS DONE, THREE OR FOUR YEARS AGO, IT'S SUCH A, SUCH A GREAT, UH, INTERIOR OF THAT BUILDING THAT, UH, WE DISCOVERED THAT PEOPLE WOULD LIKE TO USE THAT FACILITY AND, AND IT'S TAKEN OFF.

SO IT'S, IT'S A MUCH SMALLER BUILDING.

I DON'T KNOW IF YOU'VE BEEN IN CARVER OR NOT, BUT IT'S, IT'S A GREAT FACILITY, A LITTLE SMALLER THAN THE OTHER, BUT, UM, SERVES A COMMUNITY, UH, UM, WITH A LOT OF, LOT OF GREAT PROGRAMS AND EVENTS.

A BIG KITCHEN DOES HAS A PHENOMENAL KITCHEN.

UH, THE ATRIUM, WE, WE DID A COUPLE OF, UH, THINGS HERE.

THESE ARE, THESE ARE PRICE INCREASES.

UH, BASICALLY FOR THE WEEKENDS, THE, THE WEEKDAYS ARE, ARE GONNA STAY THE SAME, BUT FOR THE MOST PART THIS FRIDAY, SATURDAY, SUNDAY, UM, IT, IT IS A HIGHLY, UH, UH, UTILIZED BUILDING A LOT OF DEMAND.

SO WE FELT LIKE THIS WAS STILL, STILL ONE OF THE BEST DEALS, UM, OUT THERE.

BUT, YOU KNOW, WE'RE NOT TRYING TO KEEP UP WITH THE MARKET, BUT WE DON'T WANNA GET LEFT BEHIND EITHER.

UM, SO SOME OF THE REQUESTS THAT WE HAVE, YOU KNOW, YOU CAN IMAGINE THIS YEAR HAS BEEN A PRETTY INTERESTING CHALLENGE.

SO WE HAD THE COVID IMPACT THAT NO ONE COULD PREDICT HAD AN UNBELIEVABLE IMPACT ON INFLATION AND IT HASN'T STOPPED YET.

SO NOT ONLY WERE WE TRYING TO DEAL WITH INFLATION, UH, THAT WE DIDN'T ANTICIPATE, WE WERE ALSO TRYING TO PLAN FOR ALL OF THE NEW FACILITIES THAT WE ARE, HAVE BUILT OUR BUILDING AND WILL BUILD IN THE NEXT TWO OR THREE YEARS.

SO A LOT OF THESE THINGS ARE TO RESPOND TO THE ADDITIONAL WORKLOAD, UM, AND AS WELL AS TRYING TO FIND

[00:35:01]

OUT, YOU KNOW, WE, WE CAN'T DELIVER THE SAME SERVICE WITH THE SAME DOLLAR AMOUNT.

FOR EXAMPLE, FERTILIZER, I THINK WENT UP NEARLY 40, 50%.

UM, SO WE HAD TO GET KIND OF CREATIVE THERE.

CHLORINE WAS OUTRAGEOUSLY, UM, INCREASED.

SO, UH, WE ADDED SOME RIGHT AWAY MOWING CONTRACTS.

WHAT, THIS IS SIGNIFICANT THAT I'LL PARK ON THAT IDEA HERE FOR A MINUTE.

SO ONE OF THE OTHER THINGS THAT'S THAT WE'VE DIS DISCOVERED, UM, WE DID A STUDY OF WHEN THE PARK BOARD AND COUNCIL ADOPTED WHAT WE CALL THE OPERATIONAL MAINTENANCE STANDARDS.

I'LL MAKE SURE YOU HAVE A COPY OF THAT.

IT DEFINES THE, THE LOOK AND THE FEEL FOR, OR THE, THE, THE MAINTENANCE STANDARDS THAT ALL OF THE PARKS SHOULD HAVE.

UM, SO IN ORDER TO DO THAT, THERE'S TASKS THAT GO ALONG WITH, WITH MAINTAINING THAT, UM, YOU CAN DIRECTLY ATTRIBUTE THAT THERE'S GONNA BE AN FTE, A FULL-TIME EQUIVALENT, A PERSON HOUR.

THAT'S GONNA GO WITH THAT.

YOU CAN'T SHORTCUT IT.

YOU HAVE DON'T HAVE ENOUGH HOURS, YOUR, YOUR MAINTENANCE LEVEL DROPS.

SO WE DISCOVERED THAT IN ORDER TO MAINTAIN THE PARKS AT THE LEVEL THAT PEOPLE EXPECTED, WE WERE ABOUT EIGHT TO 10 FTE SHORT AND HAVE BEEN FOR QUITE SOME TIME.

SO WE'RE TRYING TO CLOSE THE GAP OF EIGHT TO 10 FTE.

WELL, THERE'S NO WAY IN THE WORLD, NO DEPARTMENT, NO CITY IS GONNA HIRE EIGHT OR 10 FTES IN ONE DEPARTMENT UNLESS YOU'RE POLICE ARE FIRE.

AND EVEN THAT'S A STRUGGLE.

SO WE DECIDED TO STRATEGIZE TO CLOSE IT AT THE GAP.

A COUPLE OF WAYS.

SOME WILL REQUIRE NEW HIRES OUTRIGHT.

UM, SOME WILL BE THROUGH CONTRACT MAINTENANCE AND SOME WILL BE THROUGH SOME EFFICIENCIES.

SO ONE OF THE THINGS IS WE HAVE A, A CREW THAT, THAT, THAT MOWS OUR RIGHT OFS.

WELL, IT MAKES SENSE NOW, FISCALLY, UM, AND FROM A MANPOWER STANDPOINT, CONTRACT OUT THAT RIGHT OF WAY, MOWING, PUT THOSE THREE OR FOUR STAFF BACK INTO THE PARKS, DOING A LITTLE BIT HIGHER LEVEL OF MAINTENANCE IN OTHER AREAS.

IT JUST, IT WAS KIND OF A NO BRAINER, HONESTLY, AND THEN A VARIETY OF OTHER MAINTENANCE THINGS THAT ARE RELATED TO, YOU KNOW, NEW SPLASH, WE'RE GONNA HAVE THREE OR FOUR NEW SPLASH PADS.

UM, THOSE HAVE EXTREMELY STRINGENT STATE REQUIREMENTS, AS EVERYBODY KNOWS FROM WHAT'S BEEN IN THE NEWS.

WE ABSOLUTELY INTEND TO FOLLOW THOSE TO THE LETTER.

UM, SO WE'LL HAVE A DEDICATED, UM, AQUATICS TECHNICIAN JUST FOR SPLASH PADS IN THE DAILY CHECKING AND MAINTENANCE THAT IS REQUIRED.

UH, SAME THING WITH MEDIAN MOWING CONTRACTS.

WE'RE GONNA, WE'VE ADDED SOME FACIL ADDED SOME MEDIANS.

WE'RE TRYING TO KEEP UP THERE.

WE ADDED A JUNETEENTH EVENT THAT WAS EXTREMELY SUCCESSFUL, A REALLY WELL DONE EVENT, BOTH FROM A STAFF STANDPOINT, BUT MORE IMPORTANTLY FOR THIS, THIS WAS REALLY KIND OF DESIGNED AND PUT ON BY THE COMMUNITY.

WE HAD A GREAT COMMITTEE.

UM, IT WENT REALLY SMOOTHLY THIS YEAR.

SO WE'VE DECIDED THAT THAT IS AN ANNUAL EVENT NOW.

UM, SO I, QUICK QUESTION.

YES, SIR.

SO WILL THE RESTROOMS BE DONE BY CONTRACTORS? CORRECT.

SO WE ADDED, WE ADDED, UH, I THINK WE NOW HAVE A TOTAL OF 11 RESTROOMS. WE ADDED THREE OR FOUR NEW ONES.

UM, THAT'S ONE OF THOSE THINGS THAT, THAT I THINK WE, WE ARE GONNA CONTRACT OUT AT LEAST ONE DAY OF SERVICE AND ON PEAK DAYS, IF WE HAVE TO SUPPLEMENT IT WITH STAFF GOING BACK AT THE END OF THE DAY, MAKING SURE IT'S STOCKED AND, AND CLEAN, BUT, UM, WE'VE ADDED ALL THOSE NEW FACILITIES ARE, ARE LARGER AND NICER OBVIOUSLY THAN WHAT WE HAD AND NEED TO BE, UM, KEPT UP SO THAT THAT'S GONNA HELP US ADD AN FTE BACK INTO THE, BACK INTO THE PARK.

I KNOW AT, AT CENTRAL PARK, WE WERE TALKING ABOUT EARLIER ON SATURDAY MORNINGS, PEE FOOTBALL, I THINK STARTS AT LIKE EIGHT O'CLOCK IN THE MORNING.

RIGHT.

AND IF THOSE AREN'T OPENED, THEY JUST PEE EVERYWHERE.

RIGHT.

AND IT'S JUST SO MANY PEOPLE BETWEEN FOOTBALL AND BASEBALL AND THERE'S ONE STALL IN THE MEN'S AND TWO, AND THE LADIES IT'S JUST, IT JUST GETS, AND SO NOW THE FOOTBALL SIDE HAS ACCESS TO ONE DIRECTLY.

ONE, THEY THEY'LL HAVE ONE ON THEIR SIDE, USUALLY WHICHEVER TEAM'S ON THIS END OF THE FIELD GOES TO THE HOUR BATHROOM OR WHATEVER TEAM'S ON THAT END OF THE FIELD GOES TO THAT BATHROOM.

IT'S PRETTY CENTRAL.

NOW BOTH SIDES OF THE FOOTBALL FIELDS SHOULD BE ABLE TO GO, RIGHT.

IT'S RIGHT NEXT, IF YOU'VE SEEN IT'S RIGHT NEXT TO THE, TO THE NEW PLAYGROUND RIGHT THERE AT THE END OF THE PARKING LOT, THERE'S A, OH, IT'S IT'S OVER FROM WHERE THE OLD ONE WAS.

WE TORE THE OLD ONE DOWN AND IT'S JUST SLIGHTLY OVER AT THE END ZONE.

SO THAT ONE'S, THAT ONE'S ACTUALLY MUCH LARGER THAN THE OLD ONE WAS THERE.

SO WE'LL, WE'LL HAVE TO STRATEGIZE WITH THE NEW RESTROOMS ON, ON THE HOURS.

CAUSE IT IS SEVEN DAY A WEEK SERVICE.

NO DOUBT.

YES, SIR.

UM, IT'S DOWN IN AVALON PARK OFF OF GUTHRIE, THERE'S AN INTERESTING, UH, WAY OF HANDLING A RESTROOM FACILITIES.

UH, YOU HAD A, YOU HAD THE PORTABLE PORTABLE BUILDING OUT THERE, BUT, BUT YOU HAD A BUILDING AROUND TO SCREEN IT.

AND TO, AND TO ME THAT WOULD SEEM LIKE A WAY OF ENHANCING THE FACILITIES.

I, I DON'T KNOW, CAUSE THE MAINTENANCE AND ALL THAT, BUT TELL ME, TELL ME ABOUT THAT.

I'D NEVER SEEN THAT BEFORE.

AND I THOUGHT THAT WAS REALLY, YEAH.

NOBODY LIKES TO LOOK AT PORTA POTTIES AND UNFORTUNATELY AS MANY PARKS AS WE HAVE THERE, THERE JUST HAS NEVER BEEN, PROBABLY NEVER WILL BE THE BUDGET TO HAVE ONE IN EVERY SINGLE PARK.

BUT FOR THOSE THAT ARE THERE, THAT, THAT PARTICULAR AMENITY IN THOSE PARK IMPROVEMENTS AND THAT PUBLIC ART THAT'S IN THE UNDERNEATH OF THE PAVILION WAS PAID FOR BY THE NEIGHBORHOOD VITALITY DEPARTMENT,

[00:40:01]

ACTUALLY NOT US.

OH, SO WE'VE PARTNERED WITH THEM NEIGHBORHOOD.

VITALITY'S GOT SOME REALLY NEAT DIRECTION THAT THEY, THAT THEY DO.

SO THEY LOOK AT WAYS TO IMPROVE NEIGHBORHOODS, WHETHER IT'S IMPROVING THEIR ENTRY FEATURES, UM, THERE'S GRANTS THAT THEY HAVE WHERE PEOPLE CAN APPLY TO IMPROVE THEIR OWN PROPERTY.

I MEAN, THERE'S ALL KINDS OF NEAT PROGRAMS TO IMPROVE NEIGHBORHOODS.

AND, AND ONE OF THOSE WAS THAT PARTICULAR PARK.

AND SO THEY'VE PARTICIPATED IN, IN A FEW PROJECTS AND ARE GONNA DO MORE IN THE FUTURE.

SO THAT WAS ONE THAT, THAT WAS AN EASY WAY TO HIDE THAT, YOU KNOW, REALLY UNATTRACTIVE BUT NECESSARY AMENITY IN A WAY THAT IT DIDN'T COST WHAT IT COST TO PUT A BRAND NEW ONE IN.

YEAH.

I DIDN'T SEE ANYTHING NEGATIVE ABOUT THAT AT ALL.

IN FACT, I THOUGHT THAT WAS IT A UNIQUE WAY OF RESOLVING A PROBLEM AND NOT SPENDING THE DOLLARS ANYMORE AND, AND THE NEIGHBORHOOD VITALITY GROUP, HOW DO THEY COORDINATE WITH, WITH PARKS? HOW, HOW DO THEY, HOW DO, HOW DO YOU ALL GET TOGETHER AND TALK ABOUT COMMONALITY, EMAIL, PHONE CALL, HANG OUT, YOU KNOW, WE JUST NEVER KNOW IDEAS POP UP AND WE ARE LIKE, HEY, THAT SOUNDS GREAT.

LET'S HELP OUT.

UM, SO WE, WE ACTUALLY ARE HAVING A LOT MORE, UM, INTERSECTION, UH, WITH THOSE GUYS THAN PROBABLY IN THE PAST, JUST BECAUSE A LOT OF THE NEIGHBORHOODS, WHEN YOU GO TO ASK THEM, WHAT DO YOU WANT TO DONE TO ENHANCE YOUR NEIGHBORHOOD? PARKS POPS UP.

AND SO IF THERE'S A PARK NEARBY, A LOT OF TIMES THEY WANNA SEE THE IMPROVEMENTS GOING THERE.

IF THERE'S NOT A PARK NEARBY, THEY WANT ONE, OR THEY WANT TO DO SOMETHING SIMILAR.

SO IT, IT WAS JUST A NATURAL FIT THAT WHAT THEY DO AND WHAT WE DO ARE TWO SIDES AND SIDE.

DO YOU SEE OTHER FACILITIES LIKE THE ONE YOU'VE GOT AT AVALON BEING USED, UH, AS A, AS AT LEAST AN INTERMEDIATE, UH, RESOLUTION OF THE PROBLEM.

YEAH.

I'D LIKE TO HAVE MORE OF THOSE THAT LOOK MUCH NICER.

WELL, THAT I WAS REALLY IMPRESSED WITH JUST A SIMPLE LITTLE THING.

IT WORKS.

GET THE PARKS FOUNDATION TO ADDED TO THE CATALOG.

ABSOLUTELY.

OH, THAT'S RIGHT.

PORT POTTIES.

WE'LL GET PUT THAT RIGHT.

HAD PORT POT SCREEN KIND OF ON THAT NOTE.

I MEAN, WHEN WE WENT TO BABE'S, UH, THEY HAD THAT, UH, MOBILE RESTROOM UNIT BE WORTH CONSIDERING PURCHASING ONE OF THOSE TO LIKE KIND OF OFFSET, LIKE AT HIGH, WHEN, YOU KNOW, YOU GOT FOOTBALL AND BASEBALL GOING ON OR EVENTS AND EVERYTHING BE WORTH CONSIDERING.

YEP.

MM-HMM BUT THAT'S FULLY PLUMBED SOMEHOW.

YEAH.

I MEAN, IT'S, IT'S A WHOLE TRAILER AND EVERYTHING.

YEAH.

THEY'RE PORTABLE.

AND YOU HAVE YOU, THEY HAVE ONBOARD WATER OR YOU CAN PLUG 'EM INTO A WATER SUPPLY.

YOU CAN HOOK 'EM UP TO A GENERATOR OR TO SHORE POWER.

IT JUST DEPENDS ON WHAT THE, WHAT THE EVENT IS.

THEY'RE THEY CAN BE THE SMALL ONES CAN BE 50, 60, 70,000.

THE REALLY NICE ONES CAN BE 200,000 THEY'RE THEY'RE NOT REAL CHEAP.

AND THEY'RE THEY'RE, THEY CAN BE CHALLENGING TO MAINTAIN, BUT BOY, FOR EVENTS, WE TEND TO LIKE TO RENT THOSE, UH, SOMETIMES CUZ THEY ARE MUCH NICER THAN THE PLASTIC MM-HMM PHONE BOOTS USED TO RENT THOSE THE 4TH OF JULY DOWN.

YEAH.

YEP.

YEAH.

THEY'RE NICE.

UM, SO THIS IS ANOTHER, ANOTHER COMPONENT THAT'S REALLY IMPORTANT.

SO WE, WE HAVE TAKEN A CREW LEADER POSITION AND RECLASSIFIED IT FOR A SECOND PARKS MANAGER.

UM, SO RIGHT NOW WE HAVE THE PARKS DIRECTOR, WHICH IS MATT GK SITTING OVER THERE.

HE HAS REPORTING DIRECTLY TO HIM, ONE PARKS MANAGER, UM, WITH ALL OF THE NEW, UM, CONTRACT LABOR THAT'S BEING ADDED.

IT IS NO LONGER FEASIBLE TO EXPECT THE ONE PARKS MANAGER TO MANAGE ALMOST A MILLION DOLLARS IN CONTRACTS AND SEVEN SUPERVISORS.

UM, SO THIS, WHAT WE'RE, WHAT WE'RE GONNA DO IS KIND OF DIVIDE AND CONQUER.

WE'LL HAVE ONE PARKS MANAGER THAT WILL HANDLE ALL OF THE CONTRACTS AND ONE THAT WILL HANDLE ALL OF THE, THE SEVEN SUPERVISORS.

AND I THINK, UM, IT'S ANOTHER GREAT WAY TO, TO UP OUR GAME AND, AND CLOSE THE GAP ON THE FTE WHERE THE, YOU DON'T WANT THAT SUPERVISION TO GET SO THIN THAT THAT THE, THE SUPERVISORS DON'T HAVE THE SUPPORT AND THE RESOURCES THAT THEY NEED.

SO THAT WAS ANOTHER REALLY IMPORTANT FUNDING REQUEST THAT WAS APPROVED.

UH, SOME OTHER ONE TIME EQUIPMENT.

THESE ARE JUST THINGS THAT WE KNOW THAT NEED TO BE REPLACED OR ADDED TO THE EQUIPMENT TO DO OUR JOB.

WE'RE GONNA REPLACE A SENIOR BUS WITH A BRAND NEW BUS.

WE'VE GOT A VARIETY OF, OF THINGS AT THE ATRIUM AND THE, AND THE GRANDVILLE THEATER THAT ARE TIME TO REPLACE LIGHT BOARDS, UH, ARE, ARE AGING AND, UH, SOME SOUND EQUIPMENT, UH, A SCENERY PROJECTOR TOWARDS FOR THE BACK OF THE STAGE.

UH, THE DOWNTOWN EQUIPMENT, THE SQUARE, UH, IS GONNA HAVE SOME UNIQUE AMENITIES AND, AND LANDSCAPING DOWN THERE.

IT'LL HAVE A, A REALLY COOL, UH, PLAZA, UH, LAWN AREA.

WELL, IT'S GONNA GET BEAT TO DEATH WITH FOOT TRAFFIC.

AND SO THE ONE WAY TO HELP MAINTAIN THAT IS MAINTAIN, MAINTAIN IT LIKE A BALL FIELD.

SO YOU, WE WOULD LIKE TO MOW THAT THAT'S A PLX REEL MOWER AND IT'S A SMALL REEL MOWER THAT YOU WOULD MOW PROBABLY TWO TO THREE TIMES A WEEK TO KEEP IT NICE AND DENSE AND SHORT, TO BE ABLE TO HANDLE THAT FOOT TRAFFIC.

THANK YOU FOR EXPLAINING THAT SOUNDS LIKE A WHAT, YEAH, IT'S FANCY WAY OF SAYING IT'S LIKE A GREENS GREENS MOWER FOR, FOR GOLF.

UM, AND THEN THERE'S, THERE'S ABOUT 70 SOME ODD BALLARDS THAT WOULD BE DEPLOYED DEPENDING ON THE LAYOUT OF THIS, OF THE SPECIAL EVENT IN THE STREET.

SO RATHER THAN

[00:45:01]

US RENTING THESE REALLY AWESOME PLASTIC WATER BARRICADES, WE ACTUALLY ARE GONNA HAVE REALLY NICE, ATTRACTIVE METAL BALLARDS THAT GO IN THE GROUND THAT HELP PROVIDE SAFETY FOR THE EVENT IN THE TRAFFIC LANES.

THE DOWNSIDE OF THAT IS, IS EACH OF THOSE IS ABOUT 300 POUNDS.

SO WE NEED A TRAILER AND A PIECE OF EQUIPMENT AND A TOOL THAT GRABS 'EM TAKES 'EM OFF THE TRAILER AND SETS 'EM IN THE HOLE AND PUTS 'EM AWAY, PUTS, PUT OUR TOYS AWAY WHEN WE GO HOME.

UM, BUT THEY'RE REAL DURABLE.

OH YEAH.

THEY'RE CRASH RATED FOR LIKE 30 MILES AN HOUR, 40 MILES AN HOUR OR SOMETHING LIKE THAT.

SO THAT WAY, UM, YOU KNOW, IT, IT, A WAYWARD DRIVER OR SOMEONE WHO'S INTENT TO DO HARM IS GONNA HAVE A TOUGH TIME GETTING THROUGH 'EM.

SO THAT THAT'S IMPORTANT TO US IS THAT SAFETY AT THE, AT OUR EVENTS.

UM, ANOTHER THING, SO A TOP DRESSER, ANOTHER THING.

SO WE WE'VE RENOVATED, UM, PROBABLY HALF OF OUR INFIELDS SOFTBALL AND BASEBALL.

WE'RE WORKING ON THE OTHER HALF BY SPRING.

UM, THAT INFIELD CONDITIONER IS A VERY SPECIFIC BLEND AND ALSO REQUIRES A TOP DRESSING.

SO WHAT THAT IS, IS A MACHINE THAT PULLS BEHIND OUR EQUIPMENT THAT PUTS OUT THIS TOP DRESSING MATERIAL AT A VERY PRECISE EIGHT INCH QUARTER INCH, HALF INCH WHATEVER'S PRESCRIBED FOR THAT PARTICULAR INFIELD.

WE'RE USING THE SAME INFIELD MATERIAL NOW IN OUR RENOVATIONS THAT, UM, IS PUT ON, UH, RANGERS STADIUM INFIELD, UM, ACTUALLY REDUCES OUR RAINOUTS WHEN IT'S INSTALLED CORRECTLY AND MAINTAINED CORRECTLY, IT'LL ACTUALLY REDUCE RAINOUTS.

IT'S PRETTY AMAZING MOBILE SURVEILLANCE TRAILERS, ONGOING SECURITY ISSUES THAT WE WANT TO KEEP AN EYE ON THE, THE RENOVATIONS AT FIELDS REC CENTER.

UM, YOU KNOW, YOU REMEMBER HAS THE SHADE AREA OVER THE BACK PATIO.

WE BUILT THE PATIO AND THE SHADE COVER TO HELP EXTEND THE USABILITY OF THE REC CENTER FOR VERY INEXPENSIVE SQUARE FOOTAGE.

YOU DON'T HAVE THIS AIR CONDITION FOUR OR FIVE, YOU KNOW, FOUR WALL, UH, SITUATION.

WELL, WE DIDN'T HAVE THE BUDGET FOR OFFENSE.

SO IF YOU'RE GONNA RENT IT OUT, YOU NEED TO CONTROL IT.

SO THIS IS JUST A SMALL BUDGET ITEM THAT WE PUT IN TO CLOSE THAT IN AND, AND MAKE THAT A VIABLE RENTAL SPACE.

AND HERE'S WHERE THE INTERPRETIVE SIGNS ARE THAT WE TALKED ABOUT.

IT'S A BLANKET 21,000.

WE CAN USE THAT.

WE HAVE A LOT OF OPPORTUNITIES.

THIS WILL PROBABLY BE AN ONGOING PROGRAM.

UM, WE'RE WORKING ON ONE FOR EXAMPLE RIGHT NOW AT, AT, AT ROSE HILL, ROSE HILL WAS AN OLD SMALL TOWN.

AND AT ONE TIME APPARENTLY THEY HAD A BASEBALL TEAM, SEMI-PRO BASEBALL TEAM.

SO WE'LL HAVE A TWO OR THREE PANEL, INTERPRETIVE SIGNAGE, UH, ROADSIDE EXHIBIT, UM, FOR THAT, UH, NEW DEVELOPMENT THAT'S OVER THERE NOW, UH, TRASH BARRELS.

UM, YES, WE HAVE LIKE A THOUSAND TRASH BARRELS AND APPARENTLY THERE'S A SHORTAGE OF 'EM AND YOU CAN'T GET 'EM.

SO THERE'S A 18 MONTH WAITING PERIOD.

THERE'S ONE OUT IN THE MIDDLE OF THE COUNTRY COURSE.

THERE'S ALWAYS ONE IN THE MIDDLE OF THIS CREEK ITSELF TOO.

FORS CREEK ALWAYS.

UH, ANDY.

YES, SIR.

REAL QUICK, GO BACK ON THAT, KEITH, JUST A SECOND.

UM, THE, UM, THE MOBILE SURVEILLANCE TRAILERS ARE THESE THINGS WHERE YOU WOULD HAVE, UH, LIKE THE ELEVATED THINGS, LIKE YOU SAID, YOU SHOT WHEN THESE DON'T HAVE TO BE MANNED BY PEOPLE.

NOW THEY CAN BE MANNED BY CAMERAS.

IS THAT CORRECT? THEY ARE ONLY A CAMERA TRAILER.

THEY'RE NOT THE, WHAT I CALL THE POLICE, THE DEER BLIND.

IT, IT IT'S, IT'S STRICTLY CAMERAS ON A, ON AN EXTEND ON AN EXTENDED POLE IN A TRAILER.

SO, SO IT RECORDS AND IT ACTS AS AN AMAZING DETERRENT.

UM, WHEN PEOPLE HAVE NEFARIOUS INTENT AND THEY'RE PULLING INTO A PARKING AREA FOR WHATEVER REASON THAT THEY DON'T NEED TO BE THERE LICENSE PLATE READER AND, AND, AND RECORDED SURVEILLANCE, IT'S BASICALLY THE SAME EXACT ONE THAT THE POLICE DEPARTMENTS USE.

THEY JUST DON'T HAVE ENOUGH TO GO AROUND AND WE DON'T WANT TO MONOPOLIZE THEM WHERE THEY'VE GOT OTHER HOT SPOTS THEY NEED TO DEAL WITH.

SO WE JUST GOT THEIR SPEC AND WE'LL USE THE SAME ONES THEY HAVE.

AND, AND AT 18,000 YOU'RE ONLY GONNA GET ONE OR 2, 3, 3, I THINK THREE.

OKAY.

ARE THESE BIG ENOUGH WHERE THEY LOOK LIKE A PERSON COULD BE IN THERE, BUT THEY'RE NOT MM-HMM NO, THEY'RE STRICTLY CAMERA.

THEY'RE JUST STRICTLY CAMERA.

NOT STRICTLY CAMERA.

YEP.

THEY GOT LIKE A SOLAR PANEL ON THEM.

RIGHT.

AND, AND IS THERE, ARE THESE CAMERAS, UM, ARE THEY MONITORED REMOTELY? THEY'RE NOT, THEY'RE, THEY'RE, THEY'RE RECORDED AND MEANT TO BE A DETERRENT.

SO THEY DO RECORD AND THEY'RE, AND THERE'S VARYING DEGREES OF SOME WILL HAVE LICENSE PLATE READERS, SOME DON'T WILL YOU, WILL YOU BE ABLE TO, WILL YOU BE ABLE TO DOWNLOAD, DOWNLOAD THAT INFORMATION FROM A CENTRAL CENTRAL LOCATION? WHEREVER THE, YEAH.

I DON'T KNOW EXACTLY HOW THE POLICE DEPARTMENT DOES IT, BUT IT'S A SYSTEM THAT IS THE SAME THAT THEY USE.

SO, SO IT'S NOT A NEW TECHNOLOGY TO 'EM AND THEN ANOTHER, ANOTHER MAJOR THING HERE, THERE HAVE A LOT TO SAY ABOUT THE INTERPRETIVE HISTORY SIGNS.

HAL.

HALLELUJAH.

THANK YOU.

I'M READING YOUR MIND.

OH, THAT'S ABSURD.

STEVE ALL RIGHT.

SO THERE'S A SUMMARY, UH, NOT A BAD YEAR FOR BEING A LEAN YEAR.

UM, AGAIN, COUNCIL AND CITY MANAGEMENT CONTINUE TO SUPPORT THE PARKS INITIATIVES, AND WE ARE EXTREMELY GRATEFUL, UM, AND, AND HOPE, HOPE TO PUT THESE, UH, THESE THINGS TO, TO GOOD USE AND, AND, AND PUBLIC TRUST.

AND WE APPRECIATE THE PUBLIC TRUST IN US WITH THOSE RESOURCES,

[00:50:01]

CUZ IT REALLY IS A LOT OF NEEDS OUT THERE AND WE ARE MOVING AS QUICK AS WE CAN TO GET 'EM ON THE GROUND.

WHAT'S NEXT PERFORMANCE FUND.

SO BOBBY THAT'S WHAT THAT IS, IS IT'S SOME PEOPLE CALL IT ENTERPRISE FUND.

SO YOU GOT THE GENERAL FUND THAT WHATEVER IS SPENT THAT YEAR.

OBVIOUSLY IT GOES AWAY.

THE PERFORMANCE FUND IS A REVOLVING FUND.

UM, SO IT CAN HAVE A POSITIVE OR NEGATIVE GAIN, UH, ON ITS BALANCE FROM YEAR TO YEAR.

SO THAT'S THE TYPE OF FUND AND IT PHILOSOPHICALLY IT'S BEEN USED FOR DIFFERENT THINGS OVER THE YEARS.

NONE OF 'EM ARE RIGHT OR WRONG, GOOD OR BAD.

IT JUST DEPENDS ON WHAT THE NEEDS ARE AT THE TIME.

SO WE'RE TRYING TO STRIKE A BALANCE BETWEEN WE BUILD ALL THESE NEW THINGS.

WE HAVE NO FUNDS TO MAINTAIN 'EM.

SO ONE OF THE THINGS THAT WAS, THAT WAS, UH, FORTUNATELY ADOPTED AND, AND RECEIVED BY THE SPORTS ASSOCIATIONS WAS A, WAS A MODEST PARTICIPANT FEE.

AND THOSE FEES GO INTO THIS PERFORMANCE FUND.

AND THE IDEA IS THAT THE, THAT THEY GO RIGHT BACK INTO THE FIELDS, UM, THAT THOSE, THAT THOSE KIDS AND FAMILIES ARE PAYING TO USE.

SO THAT WAY WE CAN, YOU KNOW, WE, ONE OF THE THINGS I DISCOVERED WHEN I FIRST STARTED HERE, WE HAD, WE HAD, I WON'T SAY WHERE WE HAD A, WE HAD A BALL FIELD THAT HAD SOME BASES ON IT, BEEN THERE A LITTLE TOO LONG.

UM, SO THOSE ARE THE KIND OF THINGS THAT YOU JUST CAN'T CAN'T HAVE IT, YOU GOTTA REPLACE 'EM YOU GOTTA FIND A WAY TO PAY FOR IT.

THOSE FEES GO INTO, YOU KNOW, MODEST THINGS LIKE THAT.

SO, UM, THAT'S WHAT THIS FUND IS USED FOR.

IT'S ALSO ANYTHING THAT'S FEE BASED.

UM, A LOT OF TIMES WE'LL PAY FOR STAFF OUTTA HERE FOR RENTALS THAT, UM, THAT BASICALLY HELP PAY FOR ITSELF.

THAT'S HOW THIS ACCOUNT MANAGES THAT MONEY IN AND OUT.

UM, WE PUT IN SOME ADDITIONAL FUNDS OUT OF THIS ACCOUNT, YOU'LL SEE 65,000 BECAUSE THE GENERAL FUND IS ALWAYS LEAN.

THIS WAS DESIGNED TO TAKE A LITTLE PRESSURE OFF OF THE GENERAL FUND, BUT STILL ALLOWS TO MAINTAIN OUR BALL FIELD.

SO 65,000 WAS ADDED FOR ATHLETIC MAINTENANCE.

UM, SOME OTHER ONE TIME COSTS THAT WILL COME OUT OF THERE.

AND AGAIN, A LOT OF THIS, UH, YOU'LL SEE, THERE IS ATHLETIC FIELD RELATED.

UM, WE WE'VE BEEN FORTUNATE TO RECEIVE A LOT OF GREAT EQUIPMENT THAT IS CUTTING EDGE IN THE TURF BUSINESS.

UM, COULDN'T GET IT ALL AT ONCE.

SO WE'RE DOING THIS IN KIND OF A TWO OR THREE YEAR PROGRAM, UH, TRAILERS TO HELP CARRY ALL THAT, UH, SPRAY RIGS FOR CHEMICAL AND FERTILIZER APPLICATION, ADJUSTABLE GOALS AT GRAINER.

THEN WE, YOU KNOW, WE KNOW THAT WE'RE, WE'RE NEGATIVELY IMPACTING OUR SENIORS TO A CERTAIN DEGREE BY HAVING THEM MOVE FROM THE SENIOR CENTER OVER TO, UH, FIELDS REC CENTER.

SO WE ADDED $18,000 TO MAKE SURE THAT WE WERE ABLE TO DO FREE AND LOW COST THINGS FOR THEM, UH, WHILE THEY'RE PATIENTLY WAITING FOR THE REC SENIOR CENTER TO BE DESIGNED AND REBUILT.

UM, SO WE WANNA MAKE SURE THAT WE CAN ADD ENHANCE THEIR PROGRAMMING.

UM, SO THIS WAS PAID FOR OUT OUTTA HERE, CONCESSION STAND EQUIPMENT.

UH, AGAIN, THAT WAS A VERY TIGHT BUDGET ON THE CIP P SIDE.

SO WE'RE GONNA, UH, PUT IN THE, THE KITCHEN EQUIPMENT, UM, OUT OF THIS BUDGET AND THEN BALLFIELD CHEMICALS THAT ONE, THAT ONE HIT US PRETTY HARD AGAIN FROM THE INFLATIONARY STANDPOINT.

SO LITTLE BIT IN THE GENERAL FUND, LITTLE BIT OUT OF THE PERFORMANCE FUND AND THERE'S THE TOTAL THERE.

YES.

MA'AM.

I DUNNO IF THAT'S A WAY JUST SEGUE INTO THE SENIOR CENTER, UM, JUNE 6TH, UH, PUBLIC INPUT PROCESS.

SO IT'S THAT STILL HASN'T BEEN DECIDED WHERE IT'S MOVING TO, RIGHT? YEAH.

LET ME GIVE, LET ME COME BACK TO THAT AND I, WHEN, WHENEVER, YEAH, NO, BUT THANK YOU FOR IT.

CAUSE IT IS, IT IS IN THE REPORTS, BUT I'M GLAD YOU BROUGHT THAT UP.

I DO HAVE SOME UPDATES FOR YOU.

UM, OKAY.

WHAT'S NEXT.

AFTER THIS ONE, TIFF, WE TOOK TIFF OUT THAT'S T OKAY, GOOD.

ANY MORE QUESTIONS? DOES THE PARKS DEPARTMENT, UM, HAVE ACCESS TO THE HOTEL MOTEL TAXES? THAT IS SO THE, THE CVB IS UNDER OUR UMBRELLA.

UM, EXCUSE ME.

AND SO, UM,
