THIS IS OUR WHAT WE CALL OUR PRE MEETING OR BRIEFING SESSION AND WE WILL HEAR FROM OUR STAFF, AND IT'S GOING TO BE SHORT. PRE MEETING AND THEN WE WILL ADJOURN AND COME BACK AT SEVEN O'CLOCK FOR THE PUBLIC HEARING PORTION. GO AHEAD, SIR. THANK YOU, MR CHAIRMAN. GOOD EVENING COMMISSIONERS. UM WE'LL START THE PRE MEETING WITH OUR CONSENT AGENDA. ARE THERE ANY QUESTIONS ABOUT ANY ITEMS ON THE CONSENT AGENDA? SEE NONE OKAY? UM COMMISSIONERS HAVE YOU AS YOU MAY HAVE NOTICED, UM ZONING ITEMS. THREE A AND THREE B HAVE BEEN WITHDRAWN BY THE APPLICANTS , SO NO VOTE IS NEEDED ON THOSE PARTICULAR ITEMS. SO WE WILL MOVE ON TO ITEM. THREE C. I WILL GIVE A BRIEF PRESENTATION. THIS IS A REQUEST BY THE APPLICANT TO AMEND AN EXISTING PLAN DEVELOPMENT PD ORDINANCE FOR THE SIERRA SENIOR INDEPENDENT LIVING COMPLEX TO REDUCE THE MINIMUM RESIDENT AGE FROM 60 TO 55 YEARS OF AGE. THE LOCATION IS TOO LOW TO BELTLINE ROAD. AND THE OWNER OF THE UNDERLYING LAND IS G. HFC GARLAND HOUSING FINANCE CORPORATION, THE ACREAGE OF THE EXISTING SITE IS JUST OVER 10 ACRES AND IT IS ZONE WITHIN PLANNED DEVELOPMENT DISTRICT.

0504 HAS APPROVED IN 2005 AND THE PD WAS APPROVED WITH A PARTICULAR CONDITION THAT HAD A MINIMUM AGE. REQUIREMENT OF 60. AND SO AGAIN, THE APPLICANT IS PROPOSING TO, UM MAKE THAT 55, WHICH I SHOULD MENTION THAT THE GDC DEFINITION OF INDEPENDENT LIVING IS 55 YEARS OF AGE, SO THIS REQUEST IS CONSISTENT WITH INDEPENDENT LIVING FACILITIES WITH THE G. D. C. HERE IS THE GENERAL LOCATION OF THE SUBJECT PROPERTY. IN GARLAND, AND HERE'S A MORE SPECIFIC LOCATION MAP, THE EXISTING SENIOR LIVING COMPLEXES OUTLINED HERE IN TEAL. UM ACROSS BELTLINE ROAD TO THE EAST AS A SINGLE FAMILY NEIGHBORHOOD, AS WELL AS A COMMUNITY RETAIL ZONE TRACKED.

TO THE SOUTH IS A NURSING HOMES OWN COMMUNITY OFFICE. TO THE WEST. THIS AREA IS A BIT OLD, BUT THERE IS A NEW, UM ADDITIONAL SENIOR LIVING COMPLEX IMMEDIATELY TO THE WEST FURTHER TO THE SOUTH WEST AS A SINGLE FAMILY NEIGHBORHOODS, SF SEVEN AND FURTHER TO THE NORTH WEST IS A CHURCH. AND WITH THIS REQUEST, IT IS A, UM PD AMENDMENT. ONLY THE APPLICANT IS NOT PROPOSING ANY PHYSICAL CHANGES TO THE SITE EXPANSIONS OR ANYTHING LIKE THAT. THE COMPREHENSIVE PLAN IDENTIFIES THIS SITE AS URBAN NEIGHBORHOODS, WHICH DOES ALIGN WITH HIGHER DENSITY RESIDENTIAL DEVELOPMENT. SO THE EXISTING USE ALIGNED WITH THAT URBAN NEIGHBORHOODS DESIGNATION AND AGAIN AS I MENTIONED THE G D. C S CLASSIFICATION OF SENIOR INDEPENDENT LIVING THE MINIMUM AGE IS 55. SO THE G D C ADOPTION FOLLOWED THE CONFERENCE OF PLANNED ADOPTION. AND SO FROM THAT PERSPECTIVE, THE REQUEST IS ALSO, UM IN ALIANT AND ALIGNMENT WITH THE CONFERENCE OF PLAN.

AMENDMENT ONLY NO OTHER CHANGES ARE PROPOSED IN THE APPROVED DETAILED PLAN. NPD 0504 REMAINS AS IS AND I'LL ADD JUST A LITTLE NARRATIVE FROM THE APPLICANT, THEY WROTE, AND THIS IS IN THE STAFF REPORT AS WELL WITH THE HELP OF HFC. THEY'RE WORKING ON A RECENT VACATION OF THE PROJECT THAT WILL PRESERVE THE AFFORDABILITY OF THE UNITS. DOMINI UM, WHO IS THE NEW OWNER OF THE IMPROVEMENTS ON THE SITE ? THE APARTMENT COMPLEX WILL BE RE REHABILITATING THE COMMUNITY TO PROVIDE UPDATED IN UNIT FINISHES AND APPLIANCES AND UPDATED CLUBHOUSE ENVIRONMENTALLY FRIENDLY AND ENERGY EFFICIENT BUILDING SYSTEM UPGRADES AND UPDATED COMMUNITY LANDSCAPING. STAFF RECOMMENDATIONS. APPROVAL OF THE REQUEST. AND. MR CHAIRMAN, WE MAILED OUT 134 NOTIFICATION LETTERS ON THIS CASE, AND WE RECEIVED ONLY ONE RESPONSE BACK AND THAT WAS IN FAVOR AND THAT
