WE'LL SOON BE LAUNCHING OUR FLYING THE FLAMINGO CAMPAIGN ASSOCIATED WITH THE DEMO ART. SO WITH THE, IN THE DIFFERENT SEGMENTS OF, UM, PUBLIC ART, THERE ARE A SERIES OF FLAMINGOS STRATEGICALLY PLACED. SO FOLKS WILL GO OUT, COLLECT THE NUMBER OF FLAMINGOS, THEN RETURN TO THE VISIT GARLAND OFFICE, SHARE THE NUMBER OF FLAMINGOS THAT THEY FOUND. AND JUST TO KIND OF BRING YOU UP TO SPEED, WE DID PRESENT TO COUNCIL, UM, IN THE LAST FEW WEEKS. AND AGAIN, THIS IS AN INITIATIVE LED BY AN INTERDEPARTMENTAL TEAM OF SEVERAL DIFFERENT FOCUS AREAS ACROSS THE CITY. BUT NEXT, ALL THESE FOLKS IS, THEY ARE TIED TO KEY ISSUES THAT IMPACT THE DOWNTOWN AREA. UH, SOME OF THE INITIATIVES UP FOR EVALUATION ARE PARKING IN DOWNTOWN, SO REVISITING THE 2018 KIMLEY HORN PARKING STUDY AND INFRASTRUCTURE ASSESSMENT. AND, UH, FOLLOWING THROUGH WITH SOME OF THE RECOMMENDATIONS THAT WERE MADE IN THAT STUDY, LOOKING AT THE POTENTIAL OF A UTILITY CORRIDOR. SO THIS IS JUST, UH, REALLY TAKING A LOOK AT WHERE THE GDC STANDS IN REGARDS TO FUTURE DEVELOPMENT THAT IS ANTICIPATED IN DOWNTOWN. AND ENSURING ANYTHING THAT IS OVERHEAD REMAINS UNDERGROUND, NOT ONLY FOR AESTHETIC PURPOSES, BUT TO, TO REALLY CREATE SOME STABILITY FOR THOSE UTILITIES, THE USE OF WIDER SIDEWALKS. SO THIS IS TALKING ABOUT THE ADDED REAL ESTATE THAT COMES ONLINE ONCE EACH STREET SCAPE SEGMENT IS IMPROVED, AND HOW THAT SPACE WILL BE USED. AND THEN SHARED WAY SERVICES. UM, SO THIS IS REALLY FOCUSING ON, UM, TRYING TO KEEP THINGS AESTHETICALLY PLEASING THROUGHOUT THE DISTRICT. I'VE USED AN EXAMPLE HERE OF A DUMP STORM. SURE. AND THEY'VE REALLY WITHSTOOD THE, THE TEST OF TIME TO DATE, IF YOU WILL. AND I'D SAY THAT THE MOST SUBSTANTIAL, UM, STEP FORWARD WE'RE TAKING IN REGARDS TO THESE UPDATES IS MOVING FORWARD WITH PHASE TWO OF A PILOT PROGRAM, AND THAT WE'LL BE APPROACHING, UM, FOLKS IN DOWNTOWN AND TRYING TO CONSOLIDATE SERVICES AS MUCH AS POSSIBLE. AND THEN, UM, PAINTING THE DUMPSTERS AS WELL, AN UPDATE ON OUR PARK PRO PROGRAM. SO THIS IS THE PARTNERSHIP, UM, BETWEEN THE CITY DOWNTOWN STAKEHOLDERS AND THE MULTI-FAMILY, UM, TENANTS IN THE PARKING GARAGES IN DOWNTOWN. RIGHT NOW, WE'RE FOCUSING ON THE, THE GARAGE RIGHT HERE BEHIND YOU AT CITY HALL. AND TO DATE, WE HAVE 48 PERMITS ISSUED AND SEVEN BUSINESSES IN DOWNTOWN PARTICIPATING. THIS IS, YOU KNOW, INTENDED TO TAKE PARK OR PARKED VEHICLES OFF OF THE STREET AS FAR AS WHAT I LIKE TO CALL ROCKSTAR PARKING FOR CUSTOMERS AND PULL EMPLOYEES AND WHATNOT INTO, UM, THE GARAGE WHENEVER POSSIBLE. WELL, THAT'S A, THAT'S A PUBLIC GARAGE IN, I MEAN, YES, SIR. ANYBODY CAN GO PARK THERE. SO, UM, IT VARIES BY LEVEL. YOU CAN PARK THERE, ANYONE CAN PARK THERE ON NIGHTS AND WEEKENDS FOR SURE. SO REALLY SPEAKING TO THIS PROGRAM SUCCESS, THE FISCAL CAPACITY OF THE INITIAL PROGRAM HAS BEEN REACHED. SO THAT IS OVER. THAT'S $500,000 OF PUBLIC FUNDING COMMITTED TO REINVESTMENT IN DOWNTOWN, WITH A TOTAL INVESTMENT PROPOSED OF OVER 1.5 MILLION. GIVEN THAT IT'S A 50 50 MATCHING GRANT. AND THAT HAS ACTUALLY ENABLED SOME PROJECTS TO DO MORE THAN WHAT THEY'VE SPECIFICALLY APPLIED FOR AS FAR AS IN PARTNERSHIP THROUGH THE PROGRAM. I'D ALSO LIKE TO SHARE THAT THE F Y 23 REQUEST FOR ADDITIONAL PROGRAM FUNDING WAS APPROVED. AND WE'LL SPEAK TO THAT A BIT MORE HERE, UM, SOON REGARD REGARDING THE F Y 23 BUDGET AS A WHOLE, JUST, UH, THE SAME TABLE YOU'VE SEEN BEFORE, A RUNNING TAB OF OUR PROJECTS TO DATE. WE'RE PARTICIPATING BUSINESSES STAY OPEN LATE ON THE THIRD THURSDAY OF THE MONTH AND PROVIDE COMPLIMENTARY BEVERAGES TO SHOPPERS BAND TOGETHER ON THE SQUARE. LET'S SEE. SO WE MET LAST JULY. THIS IS A, A WONDERFUL OPPORTUNITY TO TRY TO, UH, FIND THE SILVER LINING THROUGH CONSTRUCTION AND REALLY CAPITALIZE ON THE, UM, THE CREATIVE SPIRIT OF THE COMMUNITY THROUGH THE PERFORMING ARTS AND, AND JUST THROUGH LIVE MUSIC, WE HAD SEVERAL BUSINESSES PARTICIPATE IN WHAT WE CALLED OUR BAND TOGETHER BUNDLES, WHERE THEY CREATED A SPECIAL ITEM, NOT NECESSARILY DISCOUNTED, JUST MORE A SPECIAL MARKETING APPROACH THAT WAS IN SYNC WITH THE CONCERT SERIES. UH, WE HELD OUR FAIR, FAIR FIX OF THE YEAR CONTEST. YOU'LL SEE OUR DISTINGUISHED PANEL OF JUDGES HAD A REALLY [00:15:01] HARD TIME PICKING OUT THEIR FAVORITE SWEET AND SAVORY FIX FOR THE YEAR, BUT THEY, THEY MADE IT HAPPEN. SMALL BUSINESS SATURDAY IS MORE YOUR KICKOFF EVENT FOR A MONTH LONG OF HOLIDAY THEMED PROGRAMMING IN DOWNTOWN. AND IT'S DEFINITELY NOT SOMETHING ONLY LED BY THE DOWNTOWN DEVELOPMENT OFFICE. MORE SO AT THE TABLE YOU HAVE YOUR, UM, CULTURAL ARTS DEPARTMENT, UH, THE MUSEUM, AND THEN OUR LOCAL MERCHANTS ASSOCIATION, UH, G D B, UH, IT'S JUST REALLY A MONTH LONG OPPORTUNITY FOR PEOPLE TO COME AND ENJOY, YOU KNOW, HISTORIC DOWNTOWN THROUGH THE HOLIDAY SEASON. AS FAR AS, UM, THE DDO LED INITIATIVES, YOU HAVE SMALL BUSINESS SATURDAY, AND THEN WE'LL HOST OUR, UM, HOLIDAY STOREFRONT CONTEST AGAIN, WHICH WAS A GREAT SUCCESS LAST YEAR AS WELL. SO AS FAR AS THE PUBLIC ART PROJECT, UH, AREA, WE DON'T HAVE A, A HUGE UPDATE THERE OTHER THAN TYING BACK TO THE OUT OF THE BOX DUMPSTER BEAUTIFICATION PROGRAM THAT I REFERENCED IT THROUGH THE HOUSEKEEPING INITIATIVE. SOME OF THEM ARE RIGHT ON THE EDGE OF THE CURRENT TIFF BOUNDARIES. SO I'LL USE THE EXAMPLE OF THE DRAPER PROJECT DOWN AT NORTH GARLAND AVENUE AT THE END OF MAIN STREET THAT IS JUST OUTSIDE OF THE TIFF BOUNDARIES. IT'S A VERY LARGE MIXED USE, MULTI-FAMILY PROJECT. [00:35:01] UM, THEY'RE WORKING ON PHASE ONE RIGHT NOW, WHICH IS GONNA BE A COUPLE HUNDRED, UM, APARTMENT UNITS. UH, PHASE TWO IS ACTUALLY GONNA BE RENOVATING THE CHASE TOWER, UH, FOR, UH, RESIDENTIAL USES FOR, UM, BASICALLY LOFT UNITS. UM, THEY'RE GOING THROUGH AN EXTENSIVE HISTORIC TAX CREDIT PROCESS TO QUALIFY THAT PROJECT FOR, UH, SOME STATE ASSISTANCE AND IN THROUGH TAX CREDITS. UH, BUT IT'S LIKELY THAT PROJECT, THAT PHASE TWO WHERE THEY'RE RENOVATING THE TOWERS, GONNA NEED SOME ADDITIONAL FUNDING IN TERMS OF INCENTIVES TO, TO CLOSE A GAP AND MAKE THAT PROJECT VIABLE. IT'S A VERY EXCITING PROJECT, BUT, UM, IT'S GOTTA BE VIABLE FROM A FINANCIAL STANDPOINT FOR THEM TO MOVE AHEAD. SO, UH, WE'VE HAD SOME EARLY TALKS, UH, WITH THEM ABOUT WHAT THAT LOOKS LIKE. THEY'RE KIND OF FOCUSING ON PHASE ONE RIGHT NOW, BUT REALISTICALLY, AS SOON AS THAT'S FINISHED, THEY WANNA JUMP OVER AND, AND RENOVATE THAT TOWER FOR SOME ADDITIONAL UNITS. UH, SO, UH, THAT'S A PROJECT AGAIN, THAT'S JUST OUTSIDE THE TIF BOUNDARIES, BUT WILL BE COMING ONLINE OVER THE NEXT FEW YEARS. AND, UM, DEPENDING ON WHAT THE BOARD DECIDES, WHAT THE COUNCIL DECIDES COULD BE INCORPORATED INTO THE TIFF, UH, TO CAPTURE SOME ADDITIONAL VALUE, BUT ALSO HELP ENCOURAGE SOME ADDITIONAL GROWTH. UM, A FEW OTHER, A FEW OTHER PROJECTS THAT ARE IN THE WORKS, AGAIN, SOME OF THEM IN THE TIF CURRENT BOUNDARIES, SOME OF 'EM RIGHT ON THE EDGE. UM, THE CITY'S BEEN, UH, ASSEMBLING SMALL PARCELS ALONG STATE STREET, JUST EAST OF DOWNTOWN ACROSS THE TRACKS BETWEEN THIRD AND FIRST. UM, THERE'S A POTENTIAL FOR A REDEVELOPMENT PROJECT THERE. UM, OUR PLANNING DEPARTMENT HAS A CURRENT, UH, PENDING MULTIFAMILY PROJECT, UH, APPLICATION, UH, FOR, UH, IT'S BETWEEN AVENUE D AND AVENUE F ALONG SIXTH STREET. UM, SO JUST SOUTH OF THE CURRENT TIFF BOUNDARIES, UH, THAT'S GONNA ADD, YOU KNOW, FIVE, $10 MILLION WORTH OF VALUE AND SOME ADDITIONAL, UH, RESIDENTIAL LIVING DOWNTOWN. UM, AGAIN, ONE OF THE REASONS I BRING UP THAT PROJECT IS THAT, UH, FOR THEM TO TIE INTO OUR, OUR STORM SEWER SYSTEM, UH, THERE'S SOME UPGRADES THAT ARE NEEDED TO ACTUALLY ON THE CITY'S SIDE TO MAKE THAT PROJECT HAPPEN. AND SO, UH, WHAT YOU SEE, AGAIN, THAT'S THE, I'M SURE HAPPENED ON SOME PAST PROJECTS IS THAT THERE'S INVESTMENTS NEEDED ON THE CITY'S PART TO MAKE REDEVELOPMENT AND DEVELOPMENT OPPORTUNITIES HAPPEN. AND SO THAT'S ONE OF THE PURPOSES OF A TIFF IS TO FUND THOSE IMPROVEMENTS AND, AND MAKE IT HAPPEN. SO, UM, UH, THE, YOU MIGHT BE FAMILIAR WITH THE, WE CALL 'EM THE ONION SHEDS, BUT THEY ACTUALLY HELD COTTON UP ON WALNUT STREET ACROSS FROM THE DART STATION ON THE NORTH SIDE OF WALNUT. UM, THAT PROPERTY, WE'VE ACTUALLY HAD SOME VERY PRODUCTIVE CONVERSATIONS WITH THE PROPERTY OWNERS ABOUT THAT PROPERTY AND, AND ARE LOOKING TO TARGET THAT FOR REDEVELOPMENT. AGAIN, THAT'S, THAT'S A PROJECT THAT'S LIKELY GONNA NEED SOME, UH, INFRASTRUCTURE IMPROVEMENTS FOR, IN ORDER FOR IT TO HAPPEN. UH, AND I BELIEVE THAT PROPERTY IS EITHER RIGHT IN THE TIFF OR RIGHT ON THE, IS IT IN THE TIFF? I THINK IT MIGHT BE IN IT. I I THINK THAT PROPERTY'S IN THE TIFF. BUT ANYWAYS, WHAT I'M, THE POINT OF ALL THAT IS THAT THERE'S A LOT OF PENDING PROJECTS AND A LOT OF THESE HAVE JUST SURFACED OVER THE LAST THREE, FOUR MONTHS AS OPPORTUNITIES THAT WILL LIKELY HAPPEN WITHIN A 10 YEAR PERIOD, UH, THAT NEED SOME HELP, SOME ASSISTANCE TO MAKE THEM HAPPEN AND MAKE THEM POSSIBLE.
