GOOD EVENING.

THIS IS

[00:00:01]

THE, UH,

[Parks and Recreation Board Meeting on November 2, 2022.]

NOVEMBER 2ND, UH, 2022 MEETING OF THE GARLAND PARKS AND RECREATION BOARD.

I'D LIKE TO CALL THE MEETING TO ORDER AT THIS TIME.

UH, FIRST ITEM ON THE AGENDA WILL BE THE APPROVAL OF THE MINUTES OF THE OCTOBER MEETING.

THE CHAIR WOULD ENTERTAIN A MOTION TO APPROVE.

THIS IS DAVID PARRISH.

I MAKE A MOTION TO APPROVE.

SECOND.

SECOND BY MOLLY BIER.

WE HAVE A MOTION AND A SECOND.

DAVID AND MOLLY, DO WE HAVE ANY DISCUSSION? HEARING NONE.

ALL THOSE IN FAVOR SAY AYE.

AYE.

AYE.

ALL THOSE OPPOSED? LIKEWISE.

MOTION PASSES, .

OKAY.

WE'LL GO TO ITEM TWO, ITEMS FOR INDIVIDUAL CONSIDERATION, THE RECREATION SUPERVISOR REPORT.

ALL RIGHT.

GOOD EVENING.

UM, SO WE STARTED, UH, I THINK NOT LAST MONTH, BUT IN SEPTEMBER.

I GUESS THAT WAS, UH, WITH THE RECREATION SUPERVISORY REPORT.

SO TONIGHT, UH, WE HAVE ERIC ANDERSON.

HE IS THE RECREATION SUPERVISOR OVER AT BRADFIELD RECREATION CENTER.

HELLO, UH, LIKE SHE SAID, I'M ERICA ANDERSON.

I'VE BEEN WITH THE CITY FOR 14 YEARS.

I'VE WORKED FROM, I WAS STARTED AS HER RE SPEC BACK IN THE 2008, AND THEN MOVED UP TO ATHLETICS AND AQUATICS SPECIAL EVENTS FOR A FEW MINUTES.

AND THEN NOW I'VE BEEN OVER AT, UH, BRADFIELD FOR ABOUT FIVE YEARS NOW.

UH, COUPLE THINGS THAT WE GOT GOING ON.

I DON'T KNOW WHAT I DID.

THAT'S GOOD.

THERE WE GO.

AH, GOOD.

SO WE HAVE SEVERAL DIFFERENT PROGRAMS THAT GO ON HERE AT BRADFIELD.

UM, WE'VE STARTED A NEW, WELL, IT'S NOT NEW, BUT PLANET KIDS OR FRIDAY NIGHT LIVE.

IT'S BEEN MEETING FOR THE LAST, SINCE THE WEEK AFTER SEPTEMBER.

LABOR DAY.

IT STARTED OUT PRETTY SLOW.

WE HAD ABOUT 15 KIDS.

WE'VE GROWN TO ABOUT 40 TO 45 KIDS.

THEY HAVE BEEN AMAZING, UH, EVERY FRIDAY NIGHT FOR, YOU KNOW, SCHOOL-AGED KIDS THAT ARE SIX TO 12 YEARS OLD.

THEY DO DIFFERENT ACTIVITIES, DIFFERENT FUN NIGHTS.

MM-HMM.

.

UH, WE ALSO HAVE A REALLY BIG BASKETBALL PROGRAM OVER AT BRADFIELD.

SO THIS IS COACH ELLIS, UH, WITH SOME OF HIS KIDS.

WE HAVE A BEGINNER BASKETBALL CLASS, A BASKETBALL SKILLS TUNEUP, AN MVP BASKETBALL TRAINING.

UH, HE'S ALSO BEEN RUNNING CAMPS FOR US.

AND WE STARTED A MVP, SMALL FRY BASKETBALL LEAGUE, WHICH WAS AGES, UH, SIX AND UNDER AND EIGHT AND UNDER.

UH, WE'RE EXTENDING THAT TO, UH, EIGHT OR 10 AND UNDER, AND 12 AND UNDER.

UH, THEY MEET FOR 30 MINUTES.

THEY DO, YOU KNOW, BASIC SKILLS, AND THEN THEY DO A 30 MINUTE SCRIMMAGE WITH THE OTHER TEAM.

AND IT'S A, YOU KNOW, THEY'RE DONE AFTER THAT.

UH, IT'S BEEN A VERY SUCCESSFUL PROGRAM.

FIRST TIME WE DID IT, WE HAD ABOUT 15 KIDS.

NOW WE'RE UP TO ABOUT 45, AND WE'RE HOPING TO GROW SOME MORE FROM THERE.

AND THEN WE'RE ALSO THE CAMPS, UH, CAMP LOCATION.

SO WE HAVE STARS DAY CAMP, WHICH IS OUR, UH, CBD G GRANT FUNDED PROGRAM.

UH, IT'S FOR LOW INCOME FAMILIES.

UH, THIS LAST YEAR WE HAD ABOUT 70 KIDS AT OUR CAMP, UH, DURING THE SUMMER.

THEY MEET EVERY WEEK FOR, UH, EIGHT WEEKS.

WE ALSO STARTED AT THANKSGIVING CAMP, UH, RIGHT AFTER I STARTED THERE.

WE'VE GOT, YOU KNOW, ABOUT 20 KIDS THAT COME TO THAT, UH, CHRISTMAS BREAK CAMPS, AND THEN A SPRING BREAK CAMP.

WE TRY TO TAKE THE KIDS ON A COUPLE OF FIELD TRIPS, UH, HAVE, YOU KNOW, SPECIAL DAYS AND ACTIVITIES.

AND THE KIDS LOVE IT.

AND OUR COUNSELORS ARE AMAZING.

UH, ALSO THIS LAST WEEK, WE WERE THE HOST SITE FOR THE GARLAND'S GRAVEYARD.

THIS STARTED IN 2017, UH, WITH THE RAIN, IT WAS A LITTLE SLOW THIS YEAR.

WE HAD ABOUT 700 PEOPLE THAT CAME THROUGH THE AC, YOU KNOW, THE HAUNTED HOUSE.

UH, THE, AS YOU CAN SEE, WE HAVE SOME REALLY NICE PROPS THAT THE PARKS, UH, DEPARTMENT IS BUILT FOR US.

LIKE THE ABC BLOCKS, THE OLD FRONT PORCH.

UH, WE BASICALLY TURNED THE, UH, JIM BRADFIELD INTO A HAUNTED HOUSE MAZE.

AND WE JUST ASKED FOR TWO CAN FOOD, FOOD ITEMS PER PERSON AS A DONATION, AND WE DE DONATE ALL THOSE TO, UH, THE RED CROSS, OR NO, THE SALVATION ARMY HERE IN GARLAND.

OOPS.

UH, SOME OTHER THINGS THAT I WAS MENTIONING OR THAT I NEED TO MENTION, UM, BRAD FIELD'S ONE OF THE SMALLEST REC CENTERS IN THE CITY OF GARLAND.

UH, BUT WE ARE VERY STRONG.

ONE OF THE BETTER.

UH, THIS LAST YEAR, FOR EXAMPLE, WE HAD A BUDGET OF 31,000 IN RESERVATIONS.

WE BROUGHT IN OVER

[00:05:01]

53,000.

WE, UM, HAVE WORKED WITH A CHURCH THAT RENTS EVERY SUNDAY FROM US.

THEY RENT ALL THREE ROOMS FOR ABOUT THREE HOURS EVERY SUNDAY.

AND THEY HAVE BEEN AMAZING HO, YOU KNOW, GUESTS IN OUR PLACE.

UH, SOME ADDITIONAL RESPONSIBILITIES THAT I HAVE AS A SUPERVISOR.

I'M THE OUTDOOR EDUCATION SUPERVISOR, SO I'M, I TEACH ARCHERY AT BRADFIELD.

I ALSO HOLD ALL THE CERTIFICATIONS THROUGH TEXAS PARKS AND WILDLIFE, AND I CAN CERTIFY OTHER STAFF OR PEOPLE TO BE INSTRUCTORS AS WELL.

UM, SOME ADDITIONS THAT I'M LOOKING TO DO IS A FORTNITE.

SO I MIGHT BE GETTING WITH MR. PARRISH ABOUT THAT.

UH, IT'S SOMETHING THAT, YOU KNOW, ONE OF THE POPULAR VIDEO GAMES IS FORTNITE, BUT INSTEAD OF SITTING THERE PLAYING A VIDEO GAME, UH, BUILD LIKE ACTUAL FORTS IN THE PARK AND, YOU KNOW, HAVE LIKE A WATER BALLOON CONTEST OR, YOU KNOW, FIGHT AGAINST THE KIDS.

SO I THINK THAT'D BE FUN.

UH, WE'RE LOOKING AT SOME KAYAK AND CANOE EXPEDITIONS.

UH, WE PARTNERING WITH TEXAS PARKS AND WILDLIFE AND POSSIBLY LOOKING TO START TEACHING LIKE HUNTERS EDUCATION OR DIFFERENT ACTIVITIES LIKE THAT.

UH, SOME CHALLENGES THAT WE HAVE OVER AT BRADFIELD, LIKE I SAID EARLIER, WE'RE ONE OF THE, WE ARE THE SMALLEST REC CENTER, BUT WE CONS, YOU KNOW, CONSISTENTLY BRING IN, UH, WE'RE USUALLY NUMBER ONE OR NUMBER TWO IN REVENUE OUT OF ALL THE REC CENTERS.

UM, WE WERE NOT INCLUDED IN THE 2019 BOND PACKAGE.

I KNOW.

SHOCKING.

I DON'T KNOW IF YOU'VE HEARD THAT, BUT I'VE BEEN PRETTY VOCAL WITH MISS DELI UP HERE WHERE YOUR TIME WILL COME, I'M ASSUMING.

BUT, UH, WE DO HAVE SOME FOUNDATION ISSUES IN OUR BASKETBALL GYM.

UH, WE WERE FORTUNATE ENOUGH TO HAVE A FOUNDATION STUDY THAT, UM, COMING TO ADDRESS SOME OF THOSE, YOU KNOW, ISSUES THAT WE GOT.

THEY CAME BACK WITH SEVERAL DIFFERENT OPTIONS.

AND RIGHT NOW I THINK IT'S IN, IT'S A REQUEST FOR C I P N.

WELL, AT LEAST IT'S ON OUR LIST.

IT'S ON THE LIST.

SO HOPEFULLY SOME OTHER ISSUES.

UH, WE HAVE VERY LITTLE STORAGE.

SO LIKE THIS LAST WEEKEND, WE DIDN'T HAVE A WHOLE LOT GOING ON CUZ WE HAD ALL THE PROPS FROM THE HAUNTED HOUSE OVER THERE.

UM, CLASSROOMS SPACE, WE ONLY HAVE ONE CLASSROOM.

WE ALSO HAVE A GAME ROOM AND WITH ALL THE OTHER CENTERS THAT ARE CLOSED AND NOW ALL THE OTHER POOLS THAT ARE CLOSED, THIS NEXT SUMMER'S GONNA BE A CHALLENGE BECAUSE WE'RE GONNA HAVE THE ONLY OPEN POOL.

PLUS WE HAVE STARS DAY CAMP AND WE HAVE LIMITED PARKING, BIG PARK, BUT LIMITED PARKING.

SO IT'S GONNA BE INTERESTING.

, WHAT SIZE GYM DO YOU HAVE? I BELIEVE IT'S RIGHT AROUND 5,000 SQUARE FEET.

IS THAT LIKE ONE, IT'S JUST A, IT'S NOT EVEN A FULL OFFICIAL SIZE BASKETBALL COURT.

NO, BUT I THINK IT'S ACTUALLY A FEW MORE SQUARE FEET, BUT YEAH, IT'S A MIDDLE SCHOOL SIZE.

YEAH.

BUT THE POOL IS BIGGER THAN AN OLYMPIC, ISN'T IT? UH, IT'S AN OLYMPIC SIZE POOL, 12 FOOT DEEP.

IT'S A GOOD SIZE POOL.

SO WITH ALL THE SWIM LESSONS, THEY'LL BE ABLE TO ACCOMMODATE.

I'M SURE THEY'VE DONE AMAZING OVER IN THE AQUATICS DEPARTMENT.

I CAN.

YOU'RE SLEEPING, UH, I KNOW YOU GUYS DO SOMETHING AT SPRING BREAK, RIGHT? SPRING BREAK CAMP.

YES, SIR.

DO YOU ALSO PIGGYBACK ON THOSE OTHER DATES WHEN THE SCHOOL'S OUT FOR A WEEK? I, THEY CALL IT INTERCESSION ALL BREAK.

THEY'RE NOT DOING INTERCESSION THIS YEAR.

WE'VE FIRST TRIED DOING A FEW INTERCESSION CAMPS AND WE NEVER, WE ONLY HAVE ONE OR TWO KIDS SIGN UP.

OH, OKAY.

UH, SO WE TRIED TO STAY TO THE, LIKE THE FALL BREAK, THE SPRING BREAK, THINGS LIKE THAT.

WE DIDN'T DO A FALL BREAK CAMP THIS YEAR.

WE ONLY HAD MAYBE TWO KIDS THAT WERE INTERESTED.

BUT TYPICALLY, THANKSGIVING, CHRISTMAS, SPRING BREAK ARE THE BIG ONES OUTSIDE OF SUMMER.

THERE'S A LOT OF KIDS IN THAT NEIGHBORHOOD.

YES, SIR.

I USED TO MENTOR THE OVER AT SELLERS AND, UH, THOSE JUNIOR HIGH KIDS, THEY'RE, THEY'RE A CHALLENGER MIDDLE SCHOOL KIDS, BUT THEY LOVE BASKETBALL.

YES, SIR.

SO YOU, IN ORDER TO GET 'EM TO, YOU HAVE TO PROMISE BASKETBALL AT THE END.

YOU COULDN'T LET 'EM DO BASKETBALL FIRST OR YOU'D NEVER GET TO THE STUDY .

I COMPLETELY UNDERSTAND.

UH, I, ONE THING THAT I DIDN'T MENTION AFTER, YOU KNOW, DURING THE PANDEMIC WHEN WE HAD TO SHUT DOWN EVERYTHING, UH, WE USED TO HAVE KIDS PROBABLY 30 TO 50 KIDS EVERY DAY COMING FROM SELLERS IN THE ELEMENTARY SCHOOLS.

BUT IT'S, YOU KNOW, FOR THE LAST YEAR IT'S BEEN REAL SLOW GETTING THE KIDS TO COME BACK AND NOW THEY'RE STARTING TO COME BACK.

IS THAT BECAUSE OF THE PANDEMIC? YOU KIND OF BROKE THAT ROUTINE? I BELIEVE SO.

DO Y'ALL HAVE A WORKOUT ROOM? NO, SIR.

YOU GUYS DO.

WE DO NEED TO DO SOME WORK THERE.

OKAY.

IF, IF

[00:10:01]

YOU HAD THE CHANCE TO MAKE THE REQUEST BESIDES THE FOUNDATION REPAIR, WHAT WOULD, WHAT WOULD BE THE ONE THING THAT YOU'D LIKE TO HAVE, UH, MOST? THAT'S A REALLY GOOD QUESTION.

ANOTHER JIM, ANOTHER THAT COULD POSSIBLY HAPPEN.

GYM, FITNESS ROOM.

SOMETHING TO THAT EFFECT.

MULTIPURPOSE ROOM.

YEAH.

MM-HMM.

BASICALLY HOLFORD MORE, MORE, IT'S MILES A LITTLE BIT BIGGER.

RIGHT.

? UM, I DON'T KNOW WHETHER YOU KNEW THE NUMBERS THAT WERE STARTED WITH ON THE, ON THE BOND ELECTION, BUT WE HAD TO CUT ABOUT 60% OF THE, THE NUMBERS OUT TO GET TO THE PHENOMENAL ELECTION THAT WE HAD.

I COMPLETELY UNDERSTAND.

I'M JUST LIKE GIVING DALIA A HARD TIME.

DIDN'T WE START WITH 300 MILLION? SO, UM, NO, Y'ALL STARTED, WE STARTED WITH I THINK MORE THAN THAT ON MORE THAN 300 MILLION.

500.

IT'S A GOOD TOPIC.

YEAH.

I THINK IT WAS HALF A HALF A BILLION WAS IT? OKAY.

BUT BRADFIELD RECREATION CENTER AND BRADFIELD POOL ARE THE ONLY FACILITIES IN THE RECREATION DIVISION THAT ARE NOT SEEING SOME SORT OF WORK RENOVATION PROJECT IN THE 2019 BOND.

SO, AND IN FAIRNESS, I THINK WE WERE THE LAST TO BE RENOVATED, SO MM-HMM.

.

SO NOW YOU SAY THAT , I KNEW IF WE STAYED HERE LONG ENOUGH.

OKAY.

WELL, WELL, THANKS.

ARE THERE ANY OTHER QUESTIONS? IT LOOKS LIKE THEY RENAMED THE CENTER FOR YOU AND MY SHEET SAYS THE ERIC ANDERSON BRADFIELD WROTE RECREATION CENTER.

ALL RIGHT.

I GOT A NEW SPONSOR, , WHERE THEY GET ALL THAT MONEY.

DO YOU, UH, DO YOU EVER GO OVER TO SELLERS? WE DO.

WE'VE GONE OVER, WE'VE WORKED WITH, UH, I CAN'T REMEMBER HER NAME AT THE MOMENT.

OFFICER JOHNSON.

THERE WE GO.

YEAH, THEY HAVE, UH, ALL NEW STAFF AND A LOT OF NEW TEACHERS.

MY SON WORKS THERE.

HE'S A, UH, I DON'T KNOW WHAT YOU CALL IT, PERSON THAT TEACHES AND TEACHERS PART-TIME ASSISTANT PRINCIPAL.

I DON'T KNOW WHAT IT'S CALLED.

.

YOU GO OVER THERE.

OKAY.

YEAH, I'LL TELL HIM YOU SENT ME.

DON'T .

WELL DELETE.

IS THAT, DOES THAT HANDLE EVERYTHING? IF YOU DON'T HAVE ANY OTHER QUESTIONS, ERIC, THANK YOU FOR THANK YOU FOR BEING HERE TONIGHT.

WE'RE, WE'RE TRYING TO DO THIS WITH, UH, GET SOME OTHER PART OF THE PARK SYSTEM, UH, AT EACH OF OUR MEETINGS.

UH, AND IF WE KEEP DOING THIS AT THE RATE WE'RE DOING IT, YOU KNOW, IN ABOUT 23, 21, WE'LL, UH, WE'LL HAVE GONE ALL THE WAY THROUGH 'EM, I THINK WELL, OKAY.

I'D LOVE TO COME BACK.

SO, THANK YOU, SIR.

ALL RIGHT.

THANK YOU, ERIC.

ALL RIGHT.

UM, COUPLE THINGS THAT I FAILED TO MENTION IN, IN THE BEGINNING.

FIRST OFF, WE, WE DO HAVE A QUORUM TO HAVE THE MEETING, AND SECONDLY, I WOULD LIKE TO THANK FORMER CHAIRMAN PARISH FOR INCLUDING ME IN THE DISCUSSIONS AS WE WERE PREPARING FOR THE MEETINGS, UH, OVER THE YEAR.

HE WAS A, HE WAS A, HE WAS A VERY GOOD MENTOR, JUST AS I EXPECTED.

AND SO, UH, SO THANK YOU, SIR.

WE DO APPRECIATE THAT.

I FIGURE THE MORE THE MERRIER.

WELL, AND, AND, AND TO GO ALONG WITH THAT, ANYTHING I DO WRONG, YOU TAUGHT ME.

SO , I TAKE FULL RESPONSE.

OKAY.

UH, PARKS FOUNDATION UPDATE.

WE HAD A BRIEF MEETING EARLIER, , WHERE WE WERE TALKING ABOUT IDEAS.

UM, BE IT, UH, HAVE RESTAURANTS HOST A NIGHT WHERE YOU GET A PERCENTAGE TOWARDS THE PARKS, UH, FOUNDATION OR WHATEVER, OR JUST THROWING OUT SOME IDEAS, I THINK WITH THE BONDS AND, UH, PART OF THE COMMITTEE, UM, BEING IN MEXICO AND ANOTHER PART MOVING TO, UM, CITY COUNCIL.

THEY KINDA, UH, BEEN ON THE BACK IRON, YOU KNOW, HAVEN'T REALLY BEEN WORKING ON MUCH, BUT, UM, SOUNDS LIKE THEY'RE INTERESTED IN.

WE ADDED A NEW BOARD MEMBER, JASON AGUIAR.

COOL.

WHERE IS HE TONIGHT? .

MR. CHAIRMAN, IF I CAN MAKE A QUICK, UH, ANNOUNCEMENT TO YOU SHOULD BE HEARING FROM FIRST WALL OLD CRIME WATCH.

UH, THEY WOULD LIKE TO DONATE A BENCH TO DORFMAN PARK, AND I HAVE SET THEM UP WITH YOUR CONTACT INFORMATION AND I CAN FOLLOW BACK UP WITH THEM AND CONNECT THEM WITH WHOEVER.

AND THEN ALSO FIRST LUTHERAN UNITED METHODIST, I THINK IS THE RIGHT CHURCH IS LOOKING TO DONATE A BENCH TO AVALON PARK.

AND SO I'M GONNA CONNECT THAT CONTACT PERSON, UH, WITH THE FOUNDATION AS WELL.

SO TWO BENCHES, LIKE IF I COULD REAL QUICK, I CAN ADD TO THAT.

THERE IS A EVEN MORE RECENT UPDATE.

THEY DID MAKE CONTACT, SO WE APPRECIATE YOU PASSING THAT ALONG.

NEW WORLD.

THAT IS, THEY DID MAKE CONTACT AND SO WE STAFF HAD A, A MEETING JUST LAST WEEK, LATE LAST WEEK, UM, WITH A FEW OF THE PARK FOUNDATION MEMBERS TO DISCUSS HOW THAT MIGHT WORK.

UM, SO WHAT WE'RE GONNA

[00:15:01]

LOOK AT IS, UM, SOME OPTIONS ON HOW TO DO THAT.

WE'RE, WE'RE NOT QUITE THERE YET.

A LOT OF TIMES, UM, IT MIGHT BE NECESSARY, UH, TO SEE A POLICY AND POSSIBLY A GIFT AND DONATION TYPE CATALOG.

ONE OF THE ISSUES IS, IS, IS LOTS OF FOLKS HAVE GREAT INTENTIONS AND GOOD WILL, UM, AND WANT TO DONATE THINGS THAT MAY OR MAY NOT FIT THE COMMERCIAL USE LEVEL OF A PARK SYSTEM.

UH, WHETHER IT BE BENCHES OR PLAYGROUND EQUIPMENT OR, OR GAMES.

YOU SEE A LOT OF GAME TABLES WANTING TO BE DONATED FOR REC CENTERS AND SENIOR CENTERS.

UM, SO WE HAVE TO BE CAREFUL TO ACCEPT THINGS THAT ARE ADDING VALUE, NOT SOME SORT OF MAINTENANCE ISSUE OR SAFETY ISSUE OR WHATEVER.

UM, SO WE WERE LOOKING AT SOME OPTIONS FOR DORFMAN.

UM, THEY DO HAVE SOME BENCHES OUT THERE.

THEY'RE BRAND NEW SINCE THAT PARK WAS JUST, OR JUST UPDATED WITH PLAYGROUND EQUIPMENT AND BENCHES.

AND I BELIEVE IT'S GOT ONE PICNIC TABLE AS WELL.

SO WE, WE WOULD LOOK AT SOME OTHER CREATIVE WAYS TO, UM, RECEIVE THOSE TYPES OF GIFTS AND DONATIONS.

SO WE'RE IN THE EARLY STAGE OF THAT.

IT'S PROBABLY A PROJECT THAT WE'LL NEED TO ACCELERATE TO HAVE SOME TYPE OF, UH, CATALOG THAT, IF NOTHING ELSE, GIVES PEOPLE IDEAS.

SO SOMETHING THAT PEOPLE MIGHT OVERLOOK IS THAT, YOU KNOW, DEPENDING ON THEIR DOLLAR VALUE THAT THEY WANNA DONATE ANYWHERE FROM, YOU KNOW, SUPPLIES, YOU SEE A LOT OF NEEDS FOR SUPPLIES, WHETHER IT'S YOUTH CAMPS, AQUATICS, SENIOR CENTER SUPPLIES IS A BIG DEAL.

YOU KNOW, SOME OF THOSE, UH, CRAFT ACTIVITIES ARE KIND OF EXPENSIVE, POTTERY, THOSE KIND OF THINGS.

SO THERE'S ALL KINDS OF WAYS FOR PEOPLE TO, TO DONATE.

SO IF WE HAVE THE CATALOG AVAILABLE, THE FOUNDATION COULD HELP KIND OF PERPETUATE THAT, THAT INFORMATION, UH, OUT TO THE PUBLIC.

WHEN THERE ARE PARK FOUNDATIONS AROUND THE STATE THAT DO HAVE CATALOGS, CAN WE BUILD WORK THAT THEY'VE ALREADY DONE? I HAVE AN OLD ONE THAT I'VE CREATED SOME TIME AGO, AND THEY'RE REAL, IT'D BE SIMPLE ENOUGH TO DO IT.

I THINK ONE THING THAT WE MIGHT CONSIDER, UM, IS A POLICY IN THAT IT MAY BE AT A, AT A DEPARTMENTAL LEVEL.

THAT WAY PARK BOARD HAS AN OPPORTUNITY TO RESEARCH AND CONTRIBUTE TO THAT POLICY SO THAT IT'S, IT ADDRESSES ALL THE DIFFERENT ANGLES.

SO YES, WE COULD, WE COULD DO THAT.

YEAH.

I MEAN, EVEN THE OTHER OPERATIONS UNDER YOUR UMBRELLA YEP.

CAN, MIGHT NEED SOME THINGS OR BENEFIT FROM SOMETHING LIKE THIS.

ABSOLUTELY.

UM, A COUPLE OF QUESTIONS ABOUT THE, ABOUT THE FOUNDATION.

UM, FIRST, ARE THERE MEMBERS OF THE FOUNDATION BOARD THAT ARE, UH, THAT ARE NOT ON THE PARK BOARD? YES.

SO IF YOU GO TO THE WEBSITE, I SAW HOLLY WESTBURY AND SHEILA RAINS LISTED.

I SAW A COUPLE PEOPLE.

I, YOU KNOW, I KNOW HOLLY, HOLLY WESTBURY, DAPHNE STANLEY, DAPHNE, SHEILA RAINS, KENYA, OT, MYSELF, AND JASON AGUIAR.

AND DO WE HAVE, DO WE HAVE A CHAIRMAN FOR THE, FOR THIS FOUNDATION COMMITTEE AT THIS TIME? OH, AND I FAILED TO MENTION OUR CHAIRMAN, UH, MARGARET.

I'M SORRY, MARGARET LUCK.

AND SHE'S STILL CHAIRING THAT PRESIDENT CHAIR CURRENT, WHATEVER.

UH, YES.

PRESIDENT.

OKAY.

PRESIDENT.

OKAY.

AND THEN, UH, THE OTHER PIECE OF THIS IS, UH, THE PARK BOARD REALLY ONLY HEARS REPORTS FROM, FROM THIS GROUP.

UM, HOW, HOW DO WE INTERSECT WITH THEM? AND, AND THEY'RE NOT DIRECT, THEY'RE NOT UNDER THE PARK BOARD, KIND OF GIVE, GIVE US AN ALL HOW THAT, HOW OUR RELATIONSHIP EXISTS.

CORRECT.

THANK YOU FOR ASKING THAT QUESTION.

IT'S AN IMPORTANT DISTINCTION.

AND GENERALLY, UH, JUST FOR THE PUBLIC TOO, IS THE, IT IS A COMPLETELY SEPARATE 5 0 1 C3 ENTITY.

IT IS NOT A CITY FUNCTION IS NOT A CITY ENTITY.

IT'S NOT A SUBSET OR SUBCOMMITTEE OF THE PARK BOARD.

THEY ARE COMPLETELY DIFFERENT.

IT JUST SO HAPPENS THAT, UM, THAT THE, THE, THE PASSION AND THE INTEREST FOR THAT JUST HAPPENS TO INTERSECT WITH SERVICE ON THE PARK ADVISORY BOARD.

SO, UM, THOSE FUNCTIONS, UH, CAN RUN IN PARALLEL, BUT, BUT DO NOT HAVE ANYTHING TO DO WITH EACH OTHER.

SO THE ACTIVITIES OF THE FOUNDATION, UM, CAN GO IN ANY DIRECTION THAT THEY CHOOSE.

AND IF THAT DIRECTION INVOLVES DONATING THINGS BACK TO THE CITY, UH, OR PARTICIPATING IN ANY WAY, THOSE ARE, THOSE ARE CONSIDERED JUST LIKE ANY OUTSIDE, UH, ENTITY.

UH, WHETHER IT BE 5 0 1 C THREE OR OTHERWISE.

THE INITIAL IMP PETTUS TO DO WAS CAME FROM THE PARK DIRECTOR, THE EXECUTIVE PARKS AND RECREATION BOARD AND CULTURAL ARTS DIRECTOR.

AND, UM, WE'VE GONE FROM THERE.

AND IT'S, IT'S, YOU KNOW, IT TAKES A WHILE TO DO THAT, BUT IT'S THINGS THAT YOU CAN DO AS AN ENTITY THAT YOU CAN'T DO AS A CITY ENTITY.

MM-HMM.

HMM.

.

AND THEN THERE'S REALLY, THERE'S REALLY NOT A STAFF PERSON THAT, THAT, UH, IS TO BE ASSISTING YOU

[00:20:01]

ON A, AS PART OF THEIR JOB.

JOB.

UH, OUR ORGANIZATIONAL FEES AS FAR AS IF YOU'RE CONTRIBUTING SOMETHING ARE REALLY LOW, WE HAVE, UM, WEB SERVICE FEES THAT WE HAVE TO PAY TO KEEP THAT UP.

BUT OTHER THAN THAT, THERE IS NO EMPLOYEE STAFFING PAYROLL OR ANY OF THAT SORT OF FEE THAT'S THERE.

SO NO, THERE IS NO INTERFACE WITH THE CITY, IF THAT'S WHAT YOU'RE ASKING, EXCEPT FOR ANDY, WHO'S BEEN VERY GRACIOUS TO HELP US.

MM-HMM.

.

OKAY.

YOU HAVE A BANK ACCOUNT? WE HAVE, YES.

IS THERE MONEY IN IT? THERE IS NOT MUCH .

UM, OKAY.

I, I WILL STATE THAT I AM A MEMBER AND I, BUT THE, THE NAME, I, IT WAS MY UNDERSTANDING THAT WE WERE, THAT THE MEETING LAST WEEK WAS TO TRY TO GET THAT TOGETHER SO WE COULD PRINT IT IN AT THIS MEETING.

BUT I AM NOT ONE OF THOSE PRESENTERS, AND I WASN'T ONE OF ABLE TO BE AT THAT MEETING.

I, I TRIED BY ZOOM, BUT IT, IT WAS A FAIL ON MY END.

UM, SO I'M NOT THE BEST PERSON TO REPORT ON THAT, BUT I CAN GET THAT INFORMATION TO YOU.

MM-HMM.

OR, OR POSSIBLY, UH, I KNOW IT STARTED OUT THERE A YEAR AND A HALF, TWO YEARS AGO NOW, SOMETHING LIKE THAT.

IS THAT ABOUT RYAN I REMEMBER STARTED ME, BUT THEN WE HAVEN'T, WE HAVEN'T HEARD ANYTHING.

AND, UH, AND, AND I, AND I KNOW THAT MARGARET WAS, UM, THE PERSON THAT WAS IN CHARGE OF THAT, AND THEN SHE WENT ON TO COUNCIL.

I DIDN'T KNOW WHETHER SHE STAYED IN THAT POSITION OR NOT.

AND I KNOW SHE HAD THE ENTHUSIASM.

SHE DID.

SHE STAYED.

UM, AND KENYA'S BEEN AWESOME.

SHE'S BEEN IN MEXICO, BUT SHE'S BEEN AWESOME THROUGH TO, YOU KNOW, THE WONDERS OF ZOOM.

WE CAN HAVE A MEETING AND, AND SHE SEEMS TO BE DOWN THERE THINKING ABOUT THINGS AND HOW THEY'RE ORGANIZING AND SHE'S KEEPING CURRENT ON OUR FILINGS.

UM, NINE 90, IS IT NINE 90 THAT YOU FILE? YEAH.

TO THE IRS? YEAH.

OKAY.

AND THEN ONE, ONE LAST QUESTION.

WOULD IT, UM, WOULD IT BE TOO MUCH OF AN IMPOSITION TO, UH, MAYBE AT OUR NEXT MEETING TO HAVE, UM, A A LITTLE MORE DETAILED REPORT OR, OR I'LL ASK THE DIRECTOR, SHOULD WE, SHOULD WE EVEN ASK FOR SOMETHING LIKE THAT? IN OTHER WORDS, YOU HAVE A, YOU HAVE A BANK OUT, YOU'VE DONE SOMETHING, YOU'VE GOTTEN SOME MONEY IN THERE, THIS, SO WE CAN KIND OF SEE WHAT YOU'RE DOING AND SEE IF THERE'S, SEE IF THERE'S ANYTHING WE CAN HELP YOU AS INDIVIDUALS, UH, AS OPPOSED TO BEING A PARK BOARD.

SO YOU'RE TALKING ABOUT THE DECEMBER MEETING AND, UM, THIS HAS BEEN A VERY BUSY TIME FOR ALL THE PARTIES THAT I'VE JUST MENTIONED DUE TO SOME ACTIVITIES THAT ARE GOING ON NOW.

SO THAT MIGHT BE A REASONABLE TIMEFRAME, AND I WILL, UM, GET BACK TO YOU ON THAT SO THAT THERE WOULD BE SOMEBODY, UH, AT THE DECEMBER MEETING.

UM, I WILL, I WILL SAY NORMALLY THAT THE DECEMBER MEETING IS, HAS BEEN RATHER BRIEF.

SO, UM, YEAH.

AND AS WE PUT TOGETHER THE NEXT AGENDA, MAYBE, MAYBE PERHAPS WE COMMUNICATE OFFLINE AND MAKE SURE THAT WE'RE ALL ON THE SAME PAGE IN TERMS OF THAT REPORT.

THANK YOU, ANDY.

I WAS HOPING YOU'D COMMENT ON THAT.

, WE, WE, WE WANNA STAY, YOU KNOW, WHATEVER'S THE PROPER ETIQUETTE, AND IF WE DON'T KNOW, SOMEBODY'S GOTTA TELL US.

YOU BET.

RIGHT? BUT THANK YOU FOR THE REPORT, MOLLY, AND THANK YOU FOR YOUR INTEREST.

DON, YOU .

OH, MAN.

ANY OTHER, ANY OTHER DISCUSSION? ANY OTHER DISCUSSION ON THE, UH, PARKS FOUNDATION? THANK YOU.

OKAY, ITEM THREE, TO DISCUSS THE ROLES AND DUTIES OF PARKS AND RECREATION BOARD MEMBERS AND STANDING COMMITTEES.

YOU WANT ME TO START WITH THAT ONE? YES, SIR.

OH, THANK YOU.

I KNOW YOU WOULD .

WELL, IT JUST SO HAPPENS THAT PART OF YOUR, PART OF YOUR PACKET FOR, FOR THIS EVENING HAS THE PARKS AND, AND RECREATION BOARD AND TREE BOARD BYLAWS.

AND IN THE BYLAWS, UM, THAT'S SEVERAL PAGES.

UM, THEN I'D, I'D ASK THAT WE GET SOME OF THESE THINGS IN HERE BECAUSE WE, WE HAVE SOME, SOME NEW FOLKS IN WHICH THEY'RE NOT HERE TONIGHT, SO IT DOESN'T DO ANY GOOD TO DISCUSS IT WITH THEM.

UH, BUT, UM, SO IS THAT ANOTHER COMMITTEE? THE TREE BOARD? YOU SAID? THAT'S A GOOD QUESTION.

WHEN DOES A TREE BOARD MEET ? I REALIZE.

OKAY.

OKAY.

WE, WE WERE JUST ABOUT TO GET INTO QUESTIONS, BUT THAT'S OKAY.

GO AHEAD, DON.

OKAY, ANDY, LET'S DO THIS.

SO LET, LET'S START WITH KIND OF THE BROAD PICTURE, AND THEN WE'LL WORK OUR WAY DOWN TO THE SPECIFICS.

UM, IF I, IF YOU COULD INDULGE ME FOR A MOMENT, I, I THINK CHAIRMAN CARTER HAD A GOOD IDEA TO, TO, TO PUT THIS ON THE AGENDA, BECAUSE I THINK PERIODICALLY, YOU KNOW, WE HAVE ORIENTATION OF NEW MEMBERS, AND THEN WE HAVE MEMBERS THAT HAVE BEEN HERE FOR SOME TIME THAT OCCASIONALLY IT HELPS TO KIND OF REFRESH OR REAFFIRM OR MAYBE GO A NEW DIRECTION WHEN IT COMES TO THE, THE ROLES AND THE DUTIES OF, OF, UH, PARKS AND REC ADVISORY BOARD MEMBERS AND THE ASSIGNED SUBCOMMITTEES AND TREE BOARD.

UM, SO I THINK IN DOING THAT FOR TONIGHT, THE IDEA WAS TO, UM, AS, AS ROLES CHANGE AND TAKE OVER A NEW CHAIRPERSON,

[00:25:01]

WE, WE CAN DISCUSS THAT.

AND I THINK I, WE HAD SOME THOUGHTS ON, UM, ON THAT.

BUT THERE'S A FEW THAT ARE KIND OF NON-NEGOTIABLE BECAUSE THEY'RE ALREADY IN THE ORDINANCE.

AND THE ORDINANCE THEREFORE CALLS FOR BYLAWS UNLESS THERE'S ACTION TAKEN TO CHANGE THE BYLAWS.

AND THEN OF COURSE, ANY CHANGES.

THE ORDINANCE REQUIRES COUNSEL ACTION.

NO INDICATION THAT ANY CHANGE IS NECESSARY FOR THAT.

THOSE ARE KIND OF, YOU KNOW, BROAD STROKE, BIG PICTURE, UH, WAYS TO PROCEED IN THIS, IN THIS GOVERNING BO OR THIS ADVISORY BODY.

UM, BUT TO TAKE THAT A STEP FURTHER, WHEN FOLKS WANNA KNOW, HEY, WHAT CAN I DO TO HELP PITCH IN? WHAT'S OUR ROLE? WHAT CAN I DO TO HELP? I HAD A FEW NOTES ON THAT THAT, THAT I THINK WE'VE DISCUSSED BEFORE.

BUT IT'S WORTH REITERATING, UM, IS THAT THE PRIMARY ROLE OF AN ADVISORY, AND PARTICULARLY A CITIZEN ADVISORY BOARD, UM, IS LARGELY BASED AROUND ADVOCACY, WHICH MEANS ADVO ADVOCATING FOR THE DEPARTMENT, THE, THE PROFESSION THAT WE'RE IN, UM, ALL THE THINGS THAT GO WITH THAT.

UM, I THINK IT'S EXTREMELY IMPORTANT TO COMMUNICATE, UH, WITH YOUR, UH, YOUR, UH, CITY COUNCIL MEMBERS THAT WE'RE, THAT I THINK IT'S IMPORTANT THAT YOU GUYS, WITH YOUR COUNCIL MEMBER KNOW WHAT THEIR CONCERNS ARE, THEIR QUESTIONS, THEIR ISSUES, AND VICE VERSA.

THEY, THEY HEAR AND KNOW WHAT YOU HAVE CONCERNS ABOUT.

AND I THINK IT'S IMPORTANT THAT YOU COMMUNICATE WITH THE CITIZENS IN YOUR DISTRICT.

FROM A STAFF PERSPECTIVE.

WE, STRANGELY ENOUGH, LOVE TO HEAR ABOUT ISSUES.

WE WANT TO KNOW ABOUT 'EM, NOT IGNORE THEM.

WE WANT TO ADDRESS 'EM.

UM, SO WE WOULD LOVE TO HEAR, UH, SOME FEEDBACK FROM YOU, FROM YOUR CONSTITUENTS IN YOUR DISTRICT.

AND I THINK THAT COMMUNICATION FLOW, YOU'RE THE CONDUIT RELATED TO PARKS AND REC ISSUES FROM YOUR CITIZENS TO YOUR COUNCIL MEMBERS AND TO THE STAFF.

UM, AND SO I THINK THOSE ARE THE BIGGEST BROAD STROKES.

I THINK ANOTHER IMPORTANT THING IS, UH, AS IT RELATES TO POLICIES AND PROCEDURES, THAT IS A CLEAR CHARGE IN THE ORDINANCE AND THE BYLAWS.

UM, DOING RESEARCH FOR THOSE THINGS IN ADVANCE, BRINGING THOSE, UM, UH, TO THE TABLE FOR DISCUSSION AND IMPLEMENTING, UM, INTO THE ADOPTED POLICIES AND PROCEDURES.

UM, AS A MATTER OF FACT, ONE IDEA JUST OCCURRED TO ME AS WE WERE TALKING ABOUT THE DONATION CATALOG.

THAT MIGHT BE A GREAT OPPORTUNITY FOR AN AD HOC COMMITTEE.

UH, OR IF THERE'S AN APPROPRIATE SUBCOMMITTEE THAT, THAT, THAT WOULD FIT UNDER, UM, HELP ME OUT, KEITH.

UM, PROGRAM POLICY.

YES, THANK YOU.

PROGRAM POLICY, UH, SUBCOMMITTEE MIGHT BE WORTH, UM, UH, DELEGATING, RESEARCHING AND PUTTING TOGETHER A, A DONATION CATALOG FOR THE CITY.

AND THAT IS SOMETHING THAT COULD THEN BE ALSO SHARED WITH ANY OTHER, UH, VOLUNTEER GROUPS AND ANY, ANYONE FOR THAT MATTER.

SO THAT, THOSE ARE KIND OF THE EXAMPLES OF WHAT WE HAD TALKED ABOUT FOR.

SO THE OTHER BE FINDING THE ROLES, FACILITIES AND FINANCE QUESTION BETTER THERE.

I'M SORRY.

I'M JUST SAYING FACILITIES AND FINANCE COMMITTEE MIGHT BE A BETTER FIT FOR SURE.

WHATEVER MONEY THINGS.

SURE.

OKAY.

WHATEVER THE CHAIRS FIT IN THAT APPOINTMENT.

MOLLY KEITH.

I THOUGHT WE HAD THAT ESTABLISHED ON THAT THERE WAS A POLICY FROM THE PARKS DEPARTMENT ON DONATIONS AND GUIDELINES.

LAST THING, I UNDERSTAND THAT WE WAS GOING BE, WE WAS GOING TO COME BACK TO THE BOARD, BUT BECAUSE OF SOME COUNCIL ISSUES, THAT HAS BEEN TABLED.

SO THAT'S SOMETHING THAT, UH, IS STILL ON OUR RADAR TO BE BROUGHT BACK TO THE BOARD, IS THE DONATION POLICY.

I I I YOU HAVE ONE THAT'S WRITTEN THOUGH? I MEAN, I'VE SEEN IT.

YOU HAVE A DRAFT ONE WRITTEN? YES.

IT'S JUST BEEN A COUPLE YEARS IN THE, IT'S BEEN SINCE THE LEASE STARTED.

CAUSE I REMEMBER IT.

WE KEPT ON WANT TO BRING IT AND NEVER WENT TO COUNSEL OR WENT TO PARK BOARD REALLY TO FINALIZE.

SO, OKAY.

WE WANNA VERIFY.

WE'LL COME BACK TO YOU.

THERE'S BEEN ONE IN THE PAST THAT'S BEEN BROUGHT TO THE PARK BOARD, BUT THERE'S CHANGES THAT NEEDS TO BE MODIFIED.

GOTCHA.

SO, SO WE'LL, WE'LL RESEARCH AND THEN DISCUSS AS, AS WE PREPARE AGENDAS, WE'LL DISCUSS THAT WITH THE, WITH THE CHAIRMAN, MAKE SURE THAT'S IN THE APPROPRIATE PLACE WITH THE APPROPRIATE LANGUAGE AND DIRECTION.

OKAY.

AND HOPEFULLY FOR THE DECEMBER MEETING, WE CAN CERTAINLY TRY THAT.

WE CAN TAKE A RUN AT IT.

SURE.

AND I'LL MAKE IT, AT LEAST WE TOOK A SHOT AT IT.

OKAY.

THANK YOU.

THANK YOU, MOLLY.

GOOD.

THANK YOU, KEITH.

THANK YOU.

THANK YOU ANDY.

UM, YOU LIKE ME TO POP BACK IN NOW? YOU SURE.

GOT YOU.

THEN YOU, THEN YOU, THEN YOU GET YOUR BREATH AND GO AGAIN, .

I'M GOOD.

GOOD.

I'M GOOD.

OKAY.

UM, ONE OF THE, ONE OF THE THINGS I WANTED TO TRY TO DO, AND I WISH WE HAD A FULL GROUP HERE, CAUSE I'LL HAVE TO SAY THIS AGAIN, THE NEXT GO AROUND, IS THAT, UM, HAVING BEEN RAISED HERE IN GARLAND ALL THESE YEARS AND HAVING HAD, UH, SOME, A LITTLE BIT OFFSIDE RELATIONSHIPS

[00:30:01]

WITH PARKS DEPARTMENT AND, UH, AND THE THINGS THAT IT'S, UM, THE WAY IT'S BEEN FUNDED IN THE PAST IN OUR BOND ELECTIONS AND WHAT WE, WHAT WE ACCOMPLISHED IN 2019, THAT, THAT THE, THE NINE OF US HAVE BEEN GIVEN AN OPPORTUNITY THAT NO ONE, NO CITIZEN IN THE CITY OF GARLAND HAS EVER HAD THIS OPPORTUNITY BEFORE.

AND NOT ONLY FOR US AS BEING THE ONES THAT ARE REPRESENTING THE CITIZENS IN THIS, UH, STAFF HAS THE OPPORTUNITY THAT THEY MAY NEVER GET AGAIN IN THEIR LIFE.

THIS, THIS IS A LEGACY FOR ALL OF US.

AND I, AND I WOULD WANT US TO THINK ABOUT IT THAT WAY.

AND I WOULD WANT US TO THINK ABOUT IT IN THE WAY WE PREPARE FOR THE MEETINGS THAT WE, THAT WE'VE READ, THE INFORMATION THAT WE'RE GIVEN, THAT WE'RE READY TO, TO COMMENT ON IT.

AND WE, WE, DISCUSSION IS WONDERFUL.

DISCUSSION IS WONDERFUL.

QUESTIONS ARE EVEN BETTER SOMETIMES.

OKAY.

BUT DISCUSSION IS WHAT WE WANT.

BECAUSE IF EVERYBODY SITS HERE AND SAYS NOTHING, THEN THE STAFF TAKES NOTHING OUT OF THIS MEETING.

SO WHY DID, WHY DID WE MEET? WE TAKE NOTHING OUTTA THE MEETING.

SO I HOPE THAT YOU WILL TAKE THE TIME TO LOOK THROUGH THIS, THIS SECTION THAT ANDY'S GIVEN US HERE ON, UM, ON THE PARKS AND RECREATION BOARD AND TREE BOARD BYLAWS.

AND, UH, I KNOW THAT, UH, MR. MOOREHEAD, UH, HAD, UH, HAD LOOKED AT A SECTION OF THIS AND WOULD, WOULD YOU LIKE TO COMMENT ON IT? JUST, JUST COMMENT ON IT RIGHT QUICK.

CAUSE I THINK IT NEEDS TO BE JUST AT LEAST BROUGHT UP FOR PEOPLE TO KNOW THAT YOU'RE READING THESE THINGS.

CUZ HE SENT ME AN EMAIL AND ASKED ME A QUESTION THAT I HAD TO RESEARCH .

WELL, JERRY, IT'S A LITTLE UNFAIR SINCE I SERVED ON THE BOND STUDY COMMITTEE WITH YOU.

AND I REMEMBER ONE TOPIC YOU BROUGHT UP INCESSANTLY HAD TO SOMETHING TO DO WITH, UH, OVERGROWN GRASS ALONG CENTERVILLE AVENUE.

UH, RIGHT THERE, CLOSE TO 6 35, GATEWAY TO THE CITY, THE FACE OF GARLAND.

WELCOME TO GARLAND.

THIS IS WHAT WE LOOK LIKE AND NOT BEING TOO PLEASED ABOUT THAT.

BUT YES, THAT, UM, UH, 25.6, UM, PARAGRAPH THREE REFERRED TO, UH, LANDSCAPING DUTIES OF THE PARKS DEPARTMENT RELATING TO PARKS, UM, GREEN BELT WAYS AS WELL AS MEDIANS AND ENTRYWAY INTO THE CITY.

AND SO, UM, I UNDERSTAND THAT YOU'VE HAD, YOU KNOW, YOU WERE MENTIONING SOMETHING ABOUT LABOR SHORTAGES AND HAVING TO CONTRACT OUT OR SOMETHING OR, OR, SO WHEN IT COMES TO THAT SPECIFIC ISSUE, UM, WE HAVE, UM, BEEN BLESSED WITH SOME RESOURCES IN THE LAST TWO OR THREE YEARS.

AND WE'VE ALSO BEEN BLESSED WITH SOME CHALLENGES, UM, AND OPPORTUNITIES.

SO, UM, BUT I CAN TELL YOU THERE WAS, THERE WAS A HANDFUL OF, OF FOCUS AREAS, UM, FOR THE PARKS DEPARTMENT THAT WE'VE TALKED ABOUT AND, AND COMMITTED TO.

AND INTERESTINGLY ENOUGH, TOP OF THE LIST IS GATEWAYS.

UM, BALL FIELDS IS ONE, AND TURF MANAGEMENT IS ONE.

AND THE FOURTH ONE I'M BLANKING ON AT THE MOMENT.

ENTRYWAYS SAFETY, TURF CYCLES, CONSISTENCY CYCLE CONSISTENCY.

SO CYCLE CONSISTENCY IN THE GATEWAYS.

WERE, WERE TWO SEEMINGLY SUPER SIMPLE AND NO BRAINERS.

G WHIZ, WHY DON'T WE JUST DO THAT? WELL, I CAN'T RECITE TO YOU THE, THE LINEAR MILES AND THESE SQUARE MILES OF, OF PROPERTY THAT WE MAINTAIN.

IT'S SUBSTANTIAL.

AND SO THE RESOURCES IS A DIRECT REFLECTION OF A, A PORTION OF, OF THE ULTIMATE OUTCOME.

THE OTHER IS SOME OTHER, OTHER VARIABLES, TRAINING, KNOWLEDGE, DESIRE, ALL THESE THINGS.

SO THOSE HAVE BEEN A FOCUS AREAS AND I THINK WE'VE MADE SOME, SOME SUBSTANTIAL, UH, LEAPS AND BOUNDS IN THAT AREA.

UM, AND AGAIN, HERE RECENTLY, UM, ONE OF THE THINGS WE'VE DONE TO CLOSE THE FTES NECESSARY TO MAINTAIN THOSE AT THAT LEVEL IS, IS THROUGH THE BUDGET PROCESS EQUIPMENT, CONTRACT LABOR.

SO WE'VE, WE'VE GOTTEN TO THE POINT WHERE IN ORDER TO, WHEN YOU DEAL WITH EBBS AND FLOWS OF YOUR STAFFING, IT HAS EBBS AND FLOWS IN YOUR DELIVERY OF SERVICE.

ONE WAY TO HELP AMELIORATE THAT IS THROUGH CONTRACT LABOR.

SO MEDIANS AND RIGHT OF AWAYS GETS CONTRACTED OUT.

THAT STAFF NOW GOES BACK INTO THE PARK.

SO YOU'RE EXACTLY CORRECT.

YOU, YOU, YOU HONED IN ON A VERY, VERY IMPORTANT PIECE OF, OF WHAT'S IN THERE AS FAR AS THE DUTIES AND EXPECTATIONS.

AND, AND IT, I THINK IT'S A VERY APPROPRIATE ROLE OF THE PARK BOARD TO BRING THOSE THINGS UP TO OUR ATTENTION.

WHETHER WE KNOW ABOUT IT OR NOT, IT'S A GOOD THING AND WE KNOW ABOUT IT.

THAT MEANS WE'RE LOOKING FOR RESOURCES.

UM, IF WE DON'T KNOW ABOUT IT, THANK YOU FOR LETTING US KNOW.

WE'LL ADD IT TO THE MIX.

SO, UM, SEEMINGLY BENIGN, BUT SUPER IMPORTANT.

, THANK YOU DAVID.

AND,

[00:35:01]

AND THANK YOU.

AND, UM, FROM MY, FROM MY ROLE OF BEING HERE IN GARLAND AND BUILDING HOMES THAT WERE DESTINATION HOMES FOR ALL THESE 40 OR 50 YEARS DESTINATION HOMES.

MANY, IT WASN'T YOUR FIRST HOME.

IT WASN'T YOUR SECOND HOME.

IT WAS YOUR LAST HOME.

AND, UH, AND I WOUND UP HAVING TO END THE LAST COUPLE OF DECADES OF MY CAREER BY BUILDING, UH, WHEN PEOPLE WOULD ASK WHERE YOU'RE BUILDING.

AND I SAID, NOT GARLAND, WHY NOT GARLAND? I SAID, BECAUSE I WAS TIRED OF HEARING PEOPLE TALK ABOUT BY THE TIME THEY GOT TO MY HOME, WHICH THEY SAY, THIS IS PRETTY AS GOOD ANYWHERE.

IT'S CHEAPER THAN WE CAN GET ANYWHERE, BUT WE'RE STILL NOT NOT GONNA BUY HERE BECAUSE IT WAS UGLY GETTING TO YOU.

AND I MEAN, AND, AND I TRULY HAVE HAD THAT OVER AND OVER AGAIN, UH, IN THINGS.

AND SO EVEN THOUGH THERE MAY NOT BE FUNDING OR A WAY TO DO THIS RIGHT AT THIS POINT IN TIME, UH, I, WE, WE PICKED, UH, CORRIDOR AND THE BOND ELECTION, IS IT, UH, FIRST STREET? FIRST STREET TO PUT IN SEVERAL, UH, MILLION DOLLARS, UH, FOR, UH, WORK ON, ON FIRST STREET, UH, IN IN BEAUTIFICATION PROJECTS.

BEAUTIFICATION PROJECTS, YES.

AND I THINK THERE WAS SOME, EVEN FOR GARLAND ROAD, IF I'M RIGHT, MOLLY, I DON'T KNOW.

THIS'S BEEN, WE'VE BEEN A LONG WAY SINCE THEN.

YEAH.

THIS IS THE WRONG NIGHT TO ASK ME ON THAT.

BUT OFF THIS, OFF THE CUFF, BUT I, I THOUGHT IT WAS BROADWAY, NOT FIRST STREET, BUT, UM, NOT IN THE BOND PROGRAM.

THERE'S SOME OTHER FUNDING FOR BOTH FOR 78 AND FOR FIRST, UM, FIRST STREET.

OKAY.

UM, SOME CHALLENGES THAT GO ALONG WITH THAT, THAT, THAT, THAT, TO KEEP THAT FROM HITTING THE GROUND, UM, DISCUSSION FOR ANOTHER AGENDA TOPIC.

BUT ESSENTIALLY THOSE ARE, ARE ONE OF THOSE PROJECTS IS IN THE WORKS.

ONE OF THOSE IS ENTIRELY DEPENDENT ON THE RAILROAD'S PERMISSION.

UM, CARLIN ROAD, IS IT ONE OF THOSE THAT CAN'T BE DONE? SO WE NEED TO TALK TO 'EM A LITTLE MORE, MORE , IF IT'S IMPOSSIBLE, THAT JUST TAKES ANOTHER WEEK OR TWO.

SORRY, SORRY, SORRY, SORRY, SORRY, SORRY, SORRY.

SAME COMMENT.

UM, UM, THE, THE PURPOSE OF THIS DISCUSSION IS TO DISCUSS THINGS THAT, TO BRING, BRING TO TIMELINE.

AND YOU TAKE, YOU TAKE CENTERVILLE ROAD AND WE JUST, WE TALK ABOUT LBJ.

I'VE WORKED WITH COUNCILMEN ON THAT.

WE'VE WORKED WITH THE PEOPLE OVER, UH, THAT TURNS RESPONSIBLE FOR THE MOWING AND MAINTAINING THE RIGHT OF WAY OUT THERE.

AND THEY'VE JUST SAID, WELL, WE HAVE OUR HANDS TIED AND WE'RE ONLY SUPPOSED TO MOW IT THREE TIMES A YEAR.

AND I SAID, WELL, WHAT YEAR ARE YOU EVER GONNA MOW IT? THREE TIMES? YOU KNOW, DON WAS TALKING ABOUT WEEDS UP THE CHEST HIGH IN THE AREAS.

WELL GO GO TO LBJ AND CENTERVILLE ANYTIME IN THE LAST 25 YEARS.

AND, AND YOU COULD, YOU SAW THE WEEDS BEFORE YOU GOT TO EVERYTHING ELSE.

UH, AND SO, UH, THAT, AND THEN CENTERVILLE BEING A MAIN CORRIDOR COMING IN FROM ANYBODY THAT COMES IN FROM DALLAS, THE FIRST WAY TO COME FROM EAST AND GET AND GET TO FIRE WHEEL AND TO GET TO GEORGE BUSH.

I CAN TELL YOU, LIVING OFF OF CENTERVILLE ROAD IS NOW CENTERVILLE ROAD.

THE TRAFFIC'S JUST GONE CRAZY THERE.

AND WE HAVE, WE HAVE AREAS WHERE WE HAVE TREES THAT, UH, IF WE GET PAST MILLER ROAD, BETWEEN MILLER AND FIRE WHEEL, WE HAVE AN AREA THAT COULD BE A BEAUTIFUL, UH, AREA WITH TREES AND THINGS THAT PEOPLE COULD SEE.

UH, BUT THE TREES COME ALL THE WAY OUT TO THE EDGE OF THE CARS.

UH, AND YOU KNOW, WITH, AND I DON'T KNOW IF THIS IS POSSIBLE, YOU GOTTA START SOMEWHERE.

YOU, YOU COME BACK 50 FEET INSIDE THERE AND YOU, YOU P PRUNE UP THE TREES.

SO YOU HAVE A LITTLE BIT OF VISIBILITY IN THIS PLACE.

AND SO ANYWAY, BEAUTIFICATION OF CENTERVILLE ROAD HOPEFULLY WOULD COME ALONG.

OKAY.

UM, A DISCUSSION ABOUT SOMETHING.

OKAY.

HOW THAT GOT STARTED.

BUT IT DID, UM, WELL, AS IT AS IT RELATES TO ROLES AND DUTIES AND RESPONSIBILITIES OF THE, THE PARK PARK BOARD, THAT'S, THAT'S A CLEARLY DEFINED ROLE AND APPROPRIATE FUNCTION OF THE PARK BOARD.

OH, I, I WAS HOPE YOU WOULD SEE THAT WITHOUT ME HAVING TO SAY IT.

.

THANK YOU SIR.

WELL, I FIND IT VERY INTUITIVE.

STAY, STAY ON THE AGENDA.

STAY ON THE AGENDA.

AH, STAY CLOSE.

STAY CLOSE.

OKAY.

AND ANYWAY, BACK TO BACK TO THE ROLES OF THE, OF THE PARK BOARD, UM, MEMBERS AND THE RESPONSIBILITIES.

THE, THE PRIMARY RESPONSIBILITY IS WE SHOULD BE VERY, WE SHOULD BE REALLY HONORED THAT WE WERE SELECTED TO BE HERE.

AND, AND I HOPE THAT WE, I HOPE THAT OUR EFFORTS REFLECT WHAT CONFIDENCE THAT OUR COUNCILPERSON OR MAYOR HAD AND US TO PUT US HERE.

OKAY.

AND THEN, I DON'T KNOW WHY THIS, THIS ONE'S FOR PAST CHAIRMAN DAVID.

DID, DID, DID ANDY GREET YOU WITH ONE OF THESE 38 PAGE THINGS ABOUT WHAT WE'RE SUPPOSED TO DO? I DON'T BELIEVE I'VE EVER SEEN THAT.

I HAD A QUESTION ON THAT ORIENTATION TOO, CUZ I WAS LIKE, MAYBE I NEED A REORIENTATION ORIENTATION.

WE WILL MAKE A COPY OF THE ORIENTATION PACKET.

IT IS QUITE SIZABLE.

DIGITAL'S FINE OF ME.

YEAH.

CLIFF NOTES .

IS THAT, IS THAT THIS THAT'S CORRECT.

I MEAN, WE SHOULD ALL HAVE THIS.

EVERYONE SHOULD HAVE ONE.

WE'VE BEEN DOING THAT FOR A WHILE.

JONATHAN, OR NOPE, JASON, BOBBY, ONE ON

[00:40:01]

THE BOARD.

YOU SHOULD GET A COPY.

ALWAYS GET ONE RIGHT BEFORE YOU FIRST MEETING.

OKAY.

AHEAD OF TIME.

AND A AND AN INVITATION FOR ME TO TOUR THE PARKS UNTIL YOU'RE TIRED OF TOURING.

, YOU GOT ONE.

YOU'VE BEEN ON THE BOARD FOR A WHILE.

YEAH.

THAT, THAT WOULD I DON'T HAVE ONE.

TRUE.

WELL, WE WILL MAKE THAT HAPPEN.

YOU DON'T HAVE THAT ONE, MOLLY.

I, I DON'T KNOW HOW LONG THAT PRACTICE HAS BEEN IN PLACE.

IT PREDATES ME AND IT'S A VERY GOOD, VERY GOOD PRACTICE.

UH, BUT WE WILL ABSOLUTELY MAKE THAT HAPPEN.

A LOT OF GOOD INFORMATION IN THERE.

OKAY.

SOME OF IT'S OUTDATED, I THINK.

OH, DAVID, YES SIR.

HAVE IT ALL HIGHLIGHT.

I HAVE A QUESTION AND IT MIGHT BE A LITTLE, UH, ANCILLARY TO WHAT ALL, UH, MORE RELATED TO OR SOME EARLIER CONVERSATIONS.

AND WHEN I WAS FIRST SELECTED TO, UM, JOIN THIS ILLUSTRIOUS GROUP, UM, ONE THING I RECALL BEING INFORMED OF IS IN TERMS OF THE, UH, TREE BOARD, THAT MEMBERSHIP ON THE PARKS AND RECREATION BOARD WAS AUTOMATIC INCLUSION ONTO THIS TREE BOARD.

AND I'VE NEVER REALLY BEEN CLEAR AS TO WHAT IS THIS TREE BOARD, YOU KNOW, SO THE TREE BOARD, IT, THE PARKS BOARD IS THE TREE BOARD.

THAT'S THE WAY IT'S SET UP.

AND THE PARKS, UH, CHAIR IS THE CHAIR, THE TREE BOARD.

AND BASICALLY THEY MEET, MEET, YOU KNOW, ONE TIME A YEAR IN ORDER TO APPROVE THE URBAN FORESTRY PLAN.

I THINK IT STARTED IN 2008.

I RAN ACROSS THE PLAQUE CUZ I WAS AN ORIGINAL, UH, UH, FOUNDING MEMBER.

RIGHT.

IT'S A AND I'M GONNA LET MATT, SINCE HE'S THE KEEPER OF ALL THINGS TREES, EXPLAIN IT AND, AND UPDATE US ON THE NEXT MEETING AND WHAT'S GONNA BE INVOLVED IN THAT NEXT MEETING.

BUT CLIFF NOTE'S VERSION IS, IT'S, IT'S A NECESSARY, UM, REQUIREMENT FOR, WELL I GUESS THAT'S REDUNDANT, ISN'T IT? IT IS A NECESSARY REQUIREMENT FOR TREE CITY USA.

RIGHT.

UM, WITH THAT, I'LL LET MATT DO A MUCH BETTER AND LESS REDUNDANT JOB OF EXPLAINING IT A HUNDRED PERCENT.

SO, UH, TO BE CONSIDERED FOR TREE CITY USA, WHICH THIS'LL BE GARLAND WILL BE GOING ON, I THINK 17 YEARS CONSECUTIVE AS TREE CITY USA AFTER THIS YEAR.

ONE OF THE REQUIREMENTS FROM THE NATIONAL HARBOR DAY FOUNDATION IS THAT YOU HAVE A TREE BOARD.

UH, AND IT'S MOST, USUALLY, MOST CITIES DO DESIGNATE THEIR PARKS AND RECREATION BOARD AS TO SERVE IN THAT CAPACITY AS THE TREE BOARD.

UH, ROLES AND RESPONSIBILITIES OF THAT TREE BOARD VARY FROM CITY TO CITY.

UH, WITHIN THE CITY OF GARLAND, THEIR MAIN RESPONSIBILITY IS TO, UH, OVERSEE IN, UH, THE ANNUAL URBAN FORESTRY PLAN, UH, SUPPORT TREE PLANTING EFFORTS SUPPORT THE AOR DAY, WHICH, UH, IS THIS SATURDAY AND IS IN YOUR PACKET AND YOU ALL ARE INVITED.

UH, IT'S GONNA START AT NINE O'CLOCK IN AUDUBON PARK ON THE BACKSIDE OF CARTER SOFTBALL COMPLEX.

AND WE HAVE 150 VOLUNTEERS TO PLANT 30 TREES AND GIVE AWAY TREES AND PICK UP THE PARK AND PAINT PICNIC TABLES AND DO ALL KINDS OF FUN CLEANUP STUFF ON SATURDAY.

SO YOU'RE ALL INVITED TO THAT.

I'M, UH, 9:00 AM 9:00 AM I'M SORRY I MISSED YOU.

UH, AND THE MAYOR WILL BE THERE TO READ OUR PROCLAMATION, WHICH IS ANOTHER, UH, PIECE TO BE INTRU CITY USA.

UH, TO HAVE A, AN OFFICIAL PROCLAMATION FROM THE CITY RECOGNIZING A DAY AS ARBOR DAY WITHIN THE CITY, UH, YOU HAVE TO SPEND $2 PER CAPITA ON TREE RELATED, UH, ISSUES.

AND YOU HAVE TO HAVE A TREE CARE PRESERVATION ORDINANCE, WHICH WE DO.

WE HAVE A, WE HAVE OUR TREE MITIGATION ORDINANCE AND THEN WE ACTUALLY HAVE A PUBLIC TREE ORDINANCE WITHIN OUR PARKS BOARD OF CODE OF ORDINANCES.

AND SO ALL OF THOSE THINGS TOGETHER PUT TOGETHER IN OUR, ALLOW US TO BE A, CONTINUE TO BE A TRUE CITY USA.

AND, UH, GO AHEAD.

WELL, I WAS GONNA SAY, CAN YOU ALSO UPDATE 'EM ON THE LATEST WITH THE ORDINANCE UPDATE AND THE NEXT MEETINGS AND WHAT WE'LL TALK ABOUT ON THE, SO IT'S GONNA BE A, A BUSY END OF THE YEAR AND FIRST AND START OF THE YEAR FOR, FOR THIS PARTICULAR GROUP.

AND WE HAVE AN URBAN FORESTRY SUBCOMMITTEE TOO, AS PART OF THIS THAT THEN REPORTS TO THE TREE BOARD AND, AND FULL BOARD.

UM, BUT WE'LL BE GIVING A BRIEFING AT THE DECEMBER MEETING ON UPDATES TO THE ORDINANCE.

UM, WHEN WE HAD THE MEETING HERE WITH COUNCIL MEMBER SMITH.

THOSE WERE CURRENTLY REVIEWING THOSE WITH OUR PLANNING DEPARTMENT JUST TO MAKE SURE THAT, YOU KNOW, THEY'RE OKAY WITH A LOT OF THESE CHANGES.

UH, AND THEN WE'LL BE PRESENTING THEM TO YOU AND LOOKING FOR A RECOMMENDATION THEN TO BE ABLE TO TAKE THOSE ON A COUNCIL.

AND THEN IN JANUARY, UM, I'LL BE GOING OVER, UH, WHAT WE DID THIS PAST YEAR AND THEN PRESENTING A PRETTY LENGTHY, UH, URBAN FORESTRY, UM, PLAN.

NOT JUST FOR NEXT YEAR, BUT WHAT A PLAN THAT I WOULD LIKE, LIKE TO PUT TOGETHER FOR THE NEXT 10 YEARS.

UM, THERE'S SOME MAJOR FEDERAL FUNDING THAT IS COMING DOWN AS PART OF THE, UM, THROUGH THE, THE NATIONAL OFFICE OF THE UNITED STATES FOREST SERVICE THAT HAS REALLY, REALLY, REALLY BIG DOLLARS ATTACHED TO IT.

AND I WANNA MAKE SURE THAT WE'RE SET UP TO CAPITALIZE ON THAT.

SO WE'LL BE BRIEFING ON ON THAT AND WHAT THE PLAN IS FOR THERE, UH, IN JANUARY SO THAT WE CAN MAKE A RECOMMENDATION.

CUZ THERE WILL BE SOME DOLLARS THAT I WOULD LIKE TO REQUEST OUT OF OUR TREE MITIGATION FUND SO THAT WE CAN BE READY TO CAPITALIZE ON THOSE DOLLARS.

AND

[00:45:01]

SO THAT'LL BE COMING TO YOU IN JANUARY.

TREE QUESTION? YES SIR.

UM, ARE YOU SATURDAY YOU PLANTING TREES JUST AT CARTER? UH, WE'RE YOU, WERE PLANTING TREES ON THE WALKING PATH TO WE, WE'VE PUT IN SOME NEW PICNIC UH, PADS AND WE'RE GONNA PUT SOME NEW PICNIC TABLES OUT THERE AND WE'RE GONNA PLANT TREES.

THAT'S WHAT THOSE ARE.

WE'RE GONNA PLANT SOME TREES AROUND THOSE, THOSE PICNIC TABLES AND TO START TO SHADE THAT WALKING PATH BACK THERE.

UM, SO THAT'LL BE THE FIRST PLANTING OF, OF A COUPLE BACK THERE.

AND THEN WE'RE ALSO, THAT'S ALSO THE DAY OF OUR TREE GIVEAWAY AND WE'LL BE GIVING AWAY THE TREES THAT WERE PART OF THE GP AND L TREE POWER GIVEAWAY.

I'VE HAD A, A COUPLE OF PEOPLE ASK ME THE OTHER NIGHT, THE TREES OVER THERE AT CENTRAL PARK BY THE NEW PARKING LOT THAT HAVE BANDS AROUND THEM.

ARE THOSE TREES COMING DOWN? UH, ALL OF THOSE TREES HAVE ALREADY BEEN REMOVED.

OH.

SINCE, YEAH.

SO DID YESTERDAY OR TODAY.

UH, THE ONES THAT HAD ORANGE FLAGGING WERE REMOVED ABOUT A MONTH AGO.

IS THERE OTHER TRAYS THAT HAVE BANDING ON 'EM? YES, THERE'S THREE RIGHT BY THE AND THEY LOOK HALF DEAD.

THEY'RE BY THE DOG PARK.

NO, NO, NO.

BY THE, WHERE THE NEW PARKING LOT'S GOING.

CAUSE I DON'T THINK THERE WERE ANY TREES SUPPOSED TO COME UP AS PART OF THE NEW PARKING LOT.

SO I, THERE'S BANDS AROUND THE BOTTOM OF THEM.

I WILL DOUBLE CHECK FIRST THING IN THE MORNING.

OKAY.

SO WE'RE PLANTING TREES IN THE SOUTH AND WE'RE TAKING 'EM DOWN IN THE MIDDLE.

WELL THE TREES THAT WE TOOK DOWN THERE NEEDED TO COME.

YEAH.

AND TO BE HONEST, A COUPLE OF THOSE OTHER ONES AT CENTRAL BY THE PARKING LOT WOULDN'T HURT TO COME DOWN EITHER.

AND THIS WOULD BE A GOOD TIME IF WE COULD PLANT A FEW THERE.

CAUSE WE'RE REALLY NOT OUT THERE UNTIL JANUARY, FEBRUARY.

WELL, THAT'S PART OF THE JANUARY, UM, UH, UH, BRIEFING THAT I'LL BE GIVING YOU IS AN OVERALL PLAN, UM, OF WHAT WE'RE GONNA DO WITH TREE PLANTING OVER HOPEFULLY THE NEXT 10 YEARS.

WE NEED TO BRING ANYTHING SATURDAY.

UH, SHOVELS.

UH, NO.

IF YOU WANT TO COME AND YOU WANT TO GET DIRTY AND HELP VOLUNTEER, PLEASE DO.

WE'LL HAVE ALL THE EQUIPMENT THAT YOU NEED AND BOOTS PUT YOU TO WORK.

YEAH.

RAIN FRIDAY, BOOTS, BOOTS.

AND WE USUALLY LIKE YOU TO WEAR LONG PANTS, BUT YOU KNOW, I HAVE A WAIVER FOR YOU TO SIGN DON .

OH MAN.

I HAD A QUESTION.

WAY BACK DOWN THERE SOMEWHERE.

UM, OH, WHERE, WHERE WILL YOU BE PLANTING THE TREES IN THE TRAILER? YOU GONNA START IT LIKE, UH, COMING OUT OF SURF AND SWIM AND AUDUBON THROUGH THE, THROUGH THAT AREA? OR ARE YOU GOING TO THE OTHER END OR? NO, WE'RE GONNA START ON THE, THE LOOP.

THAT SMALL LITTLE LOOP THAT'S DIRECTLY, UM, BEHIND, UH, THE, THE OUTFIELD FENCE.

AND UH, FORGIVE ME, I SHOULD KNOW WHAT FIELD THAT IS, BUT I DON'T, I THINK IT'S BLUE.

THE STREET THAT, THE STREET THAT'S BACK THERE, THE TRAIL LOOP THAT YEAH.

BACK BY THE SUBSTATION THAT'S BACK THERE.

THAT'S KIND OF BEHIND THERE.

GOING BACK TO THE RIGHT AND GOING ALONG ALONG THE, UH, BACK OF THE SOFTBALL FIELDS AND GOING OVER TOWARDS SOCCER.

THE CRICKET.

YEP.

ALL THE WAY BACK BY THE CRICKET AND FIELDS.

OKAY.

YEP.

OKAY.

YES SIR.

THAT'D BE A GREAT PLACE FOR HIM.

THERE'S NOTHING OUT THERE.

NOTHING OUT THERE EXCEPT FOR THAT WHOLE OTHER PART OF THAT TRAIL IS NICE AND SHADED UNTIL YOU GET THERE.

AND THEN IT'S THE, THE BLARING HEAT.

SO 30 TREES IS A, A SIZABLE THING.

THE LAST TIME WE DID THAT THERE WE PLANTED A TREE AND I'M NOT SURE IT MADE IT SO PRETTY.

THAT TREE'S ALWAYS TOUGH.

.

SO IS THAT, CAN WE GET A LOOK AT SOME OF THESE THINGS AHEAD OF TIME OR DO WE HAVE TO WAIT TILL LIKE THE FRIDAY BEFORE, UM, HEART BOARD PACKET COMES OUT IN TERMS OF LIKE THE ORDINANCE AND THE OH, OH, WOULD YOU LIKE TO SEE A COPY OF THE ORDINANCE? YEAH, I, WE CAN MAKE, ONCE I HAVE, UM, HAVE RUN THOSE BY, UH, THE APPROPRIATE PEOPLE AND, AND HAVE BRIEFED OUR INTERNAL STAFF, I I, WE CAN MAKE THAT AVAILABLE TO YOU SO YOU HAVE TIME TO REVIEW IT BEFORE RIGHT.

FRIDAY BEFORE THE PACKET.

BEFORE THE NEXT WEEK.

YEAH.

THAT'S NOT A PROBLEM.

THAT'S GOOD REQUEST UHHUH.

OKAY.

CAUSE IT IS PRETTY SUBSTANTIAL.

YEAH.

AND JUST AND TWO AND JUST TWO MORE QUICK THINGS.

THESE WILL BE QUICK.

THERE ARE TWO OR THREE TREES RIGHT UP THERE.

THE ENTRANCE TO THE SOFTBALL COMPLEX, UH, OAK TREES.

MM-HMM.

THAT THE, THAT WE HELP THE GIRL SCOUTS PLANT BACK IN, UH, UH, 1986.

THEY'VE DRAWN UP REALLY WELL, SO LET'S MAKE SURE WE DON'T TAKE THOSE DOWN.

OKAY.

THEY STAYED, THEY MADE IT.

I DON'T TAKE DOWN TREES UNLESS THEY ABSOLUTELY, ABSOLUTELY HAVE.

THAT WAS JUST ONE THEY HAD TO PUT OUT THERE.

UM, SECOND THING, OH, IN, IN THE TREE ORDINANCE, HAVE YOU SEEN, HAVE YOU SEEN THE COUNCIL'S BEEN WORKING ON THE TREE ORDINANCE? I SEEN.

HAVE YOU SEEN WHAT THE COUNCIL'S BEEN WORKING ON OR HAVE THEY NOT? YES, WE ARE, WE ARE WORKING ON THAT.

OR THE COUNCIL AND WITH THIS GROUP AS WELL.

RIGHT.

AND AS WELL AS PLANNING AND ZONING? CORRECT.

OKAY.

RIGHT THEN PLANNING AND ZONING.

GOOD.

IS THIS GONNA, IS THIS, UM, DO WE KNOW YET WHETHER THIS IS GONNA AFFECT WHERE TREES WILL BE ALLOWED TO BE PLACED, UH, NEAR THE, IN, IN THE STREET RIGHT AWAY? UM, UH, WITH NEW, WITH DEVELOPMENTS OR REDEVELOPMENTS? UM, WE HAVE, WE HAVE A WONDERFUL PROGRESS WHERE WE, WHERE WE PLANT TREES RIGHT OUT NEXT TO THE STREET.

SO, AND WE, AND WE LET 'EM GROW UP

[00:50:01]

FOR 25 YEARS AND THEN WE BUTCHER 'EM.

SO THAT, THAT IS A RECOMMENDATION WITHIN THE LANDSCAPE SECTION, WHICH ACTUALLY ISN'T EVEN PART OF THE TREE PRESERVATION SECTION.

AND ONE OF THE THINGS THAT'LL BE MEETING WITH WILL GARRIN ABOUT WITH SOME, UM, SUGGESTIONS ON ALTERNATIVE LANGUAGE THAT YOU CAN USE FOR SCREENING PLANTINGS AND REQUIRED LANDSCAPE PLANTINGS IF IT HAPPENS TO FALL UNDERNEATH A PLANTING, UH, POWER LINE OF HOW YOU CAN REWARD SOME OF THAT STUFF TO LET DEVELOPERS HAVE A WAY TO BE ABLE TO PLANT THOSE TREES IN OTHER LOCATIONS.

WELL THERE IS, THERE IS A WAY, IF YOU GO TO KENSINGTON GARDENS THAT WE BUILT IN, THERE'S LOTS OF, THERE'S LOTS OF WAYS TO DO IT AND IT'S REALLY, YOU CHANGE THE TREE TREE TYPE.

YEAH.

CRAIG MYRTLES OR SOMETHING LIKE THAT AS OPPOSED, OR YOU ALLOW 'EM, PLANT THOSE ON SOME OTHER PLACE AND, AND REPLACE THOSE WITH SOME OTHER TYPE OF SCREENING LANDSCAPING.

THERE'S LOTS OF WAYS TO GET AROUND IT AND IT'S TECHNICALLY A DIFFERENT ORDINANCE.

IT'S NOT IN THIS PARTICULAR ONE THAT WE JUST KNOW IT'S AN ISSUE.

SO IT'LL ACTUALLY END UP IN THE, IN THE GDC RIGHT.

IN OTHER PLACES, BUT A HUNDRED PERCENT.

MM-HMM.

, MOLLY, ARE YOU MAKING APPOINTMENTS TONIGHT? IS THAT WHY WE'RE GOING OVER THIS? WELL, WE'RE, WE'RE GONNA, WE'RE GONNA, WE'RE GONNA LOOK AT THAT BUT GOING OVER THIS IS BECAUSE WE NEED TO, WE NEED TO ALL UNDERSTAND THE RESPONSIBILITIES THAT WE HAVE AND, AND, UH, WE'RE GETTING, WE'RE GETTING PRETTY DEEP INTO THAT.

WE'LL HAVE TO GO, WE'LL GO A LOT FASTER ON OTHER THINGS.

AND I'M SORRY, BUT THERE'S, JUST TO GET THINGS STARTED CUZ YOU DON'T START QUICKLY THE YEARS OVER WITH AND YOU SAY, WELL, I WAS TRYING TO GET THERE.

OKAY.

ANYTHING ELSE? THANK YOU.

ANYTHING ELSE, MATT? NO.

YOU HAVE ANYTHING FOR ME? UH, NO, BUT YOU CAN STAY THERE.

HAVE GOOD COMMENTS RIGHT THERE.

.

I CAN'T SEE YOU OVER THERE.

.

OKAY.

UM, OKAY.

NOW TO DISCUSS THE ROLES AND DUES OF THE PARKS AND RECREATION.

ALL RIGHT.

LET'S, LET'S JUST GET TO WHAT MOLLY WAS ASKING ABOUT.

WE HAVE, UH, THREE COMMITTEES, UH, HERE AND, UH, WE HAVE FACILITIES AND FINANCE POLICIES AND PROGRAM ARE AN URBAN FORESTRY.

AND, UH, AND MOLLY, YOU SHOW UP ON TWO OF THESE THREE, UM, FACILITIES AND FINANCE AND URBAN FORESTRY.

WOULD YOU, WOULD YOU LIKE TO REMAIN THERE? YES.

AND YOU'RE, YOU'RE SHOWN AS CHAIR OF URBAN FORESTRY AND THAT IS THAT NOW THAT'S FOR, THAT'S FOR Y'ALL TO DISCUSS, BUT WE APPRECIATE YOU, APPRECIATE YOU BEING THERE.

TAKE THAT BACK.

I'LL BE GLAD TO TAKE IT.

BUT IF I HAVE TO BE APPOINTED TO THE COMMITTEE.

WELL, WHERE IT SAYS VACANT, IT JUST CHANGED DIDN'T IT TO DAVID PARISH.

OKAY.

WELL ONE, ONE THING WE MIGHT CONSIDER IS, UM, WOULD IT, WOULD IT BE, HAS IT, WOULD IT BE APPROPRIATE TO, UM, ANNOUNCE WHAT IS VACANT AS A RESULT OF CHANGING IN, IN, IN ASSIGNMENTS OR, UH, APPOINTMENTS AND THEN EMAIL THE CHAIRMAN IF THERE'S AN INTEREST IN ANY OF THE OPEN VACANCIES.

WE DO THIS OFFLINE.

I JUST WANTED TO DEFER TO SOMEBODY THAT HAD MORE EXPERIENCE THAN I DID AS SO I DID TALK TO BOBBY BRADLEY ABOUT HIS, HIS INTERESTS AND, UH, AND A COUPLE OTHER FOLKS YOU KNOW ABOUT.

OKAY.

BE IN A CHAIR.

WOULD IT BE OKAY IF, UH, STAFF CREATED A, JUST A LITTLE QUESTIONNAIRE? YOU'D GO ONLINE AND POP, POP, POP, UH, AND PICK WHERE, PICK WHERE YOU'D LIKE TO, WOULD THAT BE OKAY FOR EVERYONE TO MOVE US ALONG FOR THE EVENING? OKAY.

AND THAT'S FINE.

IS THAT, IS THAT OKAY WITH STAFF, ANDY? YES, SIR.

THAT WOULD BE, I THINK THAT WOULD BE HELPFUL.

THAT WAY WE MAKE SURE THAT THOSE THAT AREN'T HERE TONIGHT AND EVERYBODY HAS AN OPPORTUNITY TO THINK ABOUT IT.

WE PUT IT BACK ON THE AGENDA IN DECEMBER FOR THE ACTUAL, UH, UH, SELECTION THAT YOU COMMITTEE SIGNED.

BUT IT GIVES, GIVES AN OPPORTUNITY FOR SOME DIALOGUE BETWEEN NOW AND THEN AND INTEREST TO BE EXPRESSED ON THESE THREE VACANCIES.

THANK YOU.

THANK YOU ALL.

OKAY.

2023.

CAPITAL IMPROVEMENT PROJECT PROCESS.

UH, SO IT'S UNFORTUNATELY KIND OF THE SAME AS, AS AS LAST YEAR.

UH, IT'S IN YOUR PACKET.

IF THERE'S ANY SPECIFIC QUESTIONS RELATED TO SPECIFIC PROJECT, LET ME KNOW.

OTHERWISE, UH, THOSE REQUESTS HAVE BEEN SUBMITTED, UH, TO THE BUDGET AND FINANCE OFFICE AND ARE BEING, UH, REVIEWED AND, AND, AND PROOF.

AND THEN THEY WILL, UH, GO GO INTO THE CITY MANAGER'S OFFICE FOR THE, FOR THEM TO, TO CONSIDER AND START WEIGHING THINGS OUT.

THERE'S NOTHING REALLY NEW TO SPEAK OF.

THESE ARE KIND OF CARRYOVERS AND UPDATES FOR PROJECTS THAT HAVE ALREADY BEEN STARTED.

SO WE UPDATE THE, THE, THE AMOUNT OF MONEY NEEDED FOR THE BALANCE OF THE PROJECT FOR NEXT YEAR.

UH, ANY, ANY DATES THAT NEED TO BE UPDATED FOR COMPLETION AND SO FORTH.

SO ALL OF THOSE ARE IN YOUR, IN YOUR PACKET AND I'LL BE AVAILABLE TO ANSWER ANY QUESTIONS.

IS THAT, SO I HAD A QUESTION.

DOES THE FOUNDATION AT BRADFIELD NEED TO BE IN THIS PART HERE? IT, IT DID NOT MAKE THE CUT.

THE, THE STUDY
