IT IS THE CUSTOM AND TRADITION OF THIS CITY COUNCIL TO START OUR MEETINGS WITH AN INDICATION AND UH, PLEDGE OF ALLEGIANCE LED BY ONE OF OUR COUNCIL MEMBERS. UH IF YOU CHOOSE TO PARTICIPATE WITH US, THAT IS CERTAINLY YOUR DECISION . AND IF YOU CHOOSE NOT TO YOUR DECISION WILL NOT HAVE ANY IMPACT ON THE DECISIONS THAT WE MAKE HERE TONIGHT. TONIGHT WE WILL BE LED BY DEPUTY MAYOR PRO TIM SMITH. THANK YOU, SIR. PLEASE JOIN ME IN PRAYER AND PLEDGE. GARLAND IS A PROGRAM WHERE THROUGH OUR CHAMBER OF COMMERCE WHERE YOU CAN GO THROUGH AND YOU CAN LEARN EVERYTHING ABOUT THE CITY OF GARLAND AND HOW THE CITY OF GARLAND FUNCTIONS AND ALL THE THINGS THAT GO ON. SO UH, THIS IS CLASS 42 ON THEIR SCHEDULE.

TODAY IS CITY DAY, SO THEY SPEND TIME WITH LOTS OF CITY DEPARTMENTS CAN OF SEEING SORT OF BEHIND THE SCENES ON HOW SOME OF THESE THINGS WORK. SO CLASS 42. RESIDENTS NEIGHBORHOOD GROUPS AND NEIGHBORHOOD GROUPS SUBMIT APPLICATIONS AND NOMINATIONS FOR THEIR NEIGHBORS OR THEIR NEIGHBORHOOD TO BE RECOGNIZED.

THE AWARDS INCLUDE NEIGHBORHOOD NEWSLETTER WHO'S WHO IN GARLAND NEIGHBORHOODS AND GARLAND NEIGHBORHOOD OF THE YEAR. AND THE WINNERS WERE ANNOUNCED AT OUR PRE SUMMIT MIXER, OUR NEIGHBORHOOD SUMMIT THAT WE HAD BACK IN NOVEMBER, AND WE HAVE ACKNOWLEDGED THOSE FOLKS THERE THAT NIGHT AND WE WANTED TO BRING THEM FORWARD FOR EVERYONE TO SEE AND MEET AND HEAR FROM THEM. NEGATIVE IMPACT, SIR AND. THAT CERTAINLY IS THE CASE WITH YOU. YOU HAD SOMETHING GOING ON IN YOUR NEIGHBORHOOD THAT WAS IN THERE WAS IMPACTING THE ENTIRE NEIGHBORHOOD. AND RATHER THAN JUST COMPLAIN ABOUT IT, RATHER THAN JUST GET UPSET ABOUT IT. YOU DECIDED TO DO SOMETHING ABOUT IT, AND THAT WAS GET YOUR NEIGHBORS TOGETHER AND WORK YOUR WAY THROUGH IT. YES, SIR. UM, WE'RE WORK FAIRLY. NEW NEIGHBORHOOD IF IT'S SUNNY. INDICATION I MOVED INTO MY HOUSE ABOUT FOUR YEARS AGO, AND NOT ALL THE HOUSES HAD YET BEEN BUILT IN THE COMMUNITY, SO WE'RE ONLY ABOUT 60 SOME HOUSES. THE WORLD FACED WITH SOME UNIQUE ISSUES, GIVEN OUR LOCATION IN GARLAND UM, BASICALLY WE WERE IN THE DOUBLE DIGITS OF VARIOUS CRIME EVENTS. AND GIVEN THE FOLKS THAT WERE IN OUR COMMUNITY . WE HAVE A LOT OF RETIRED FOLKS , PEOPLE FROM ALL OVER THE WORLD. I MEAN, LITERALLY, EVERY CONTINENT IS REPRESENTED IN OUR LITTLE COMMUNITY. A LOT OF THESE FOLKS. ARE NOT AWARE OF WHAT IS AVAILABLE TO THEM. SO AS A 28 YEAR, AIR FORCE ENLISTED AND OFFICER BASICALLY TOOK CHARGE OA LOT BETTER. I STARTED THE PROCESS IN JANUARY 2019 WITH COUNCILMAN NICKERSON JERRY NICKERSON, WHO WAS AWESOME, BUT AGAIN. I RECOGNIZED HIM EARLIER AT OUR OTHER MEETING, THE COUNCILMAN MORE HIS LIKE I SAID HE'S NOT ONLY FILLED THE SHOES THAT COUNCILMAN NICKERSON LEFT. BUT HE'S GONE UP A FEW SIZES, SO I APPRECIATE EVERYTHING YOU'VE

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

AND HE WAS APPOINTED. CITY ATTORNEY BY THIS COUNCIL BACK IN JANUARY OF THIS YEAR, UM AND BRIAN IS OUR ATTORNEY, AND WE GIVE HIM A HARD TIME. BECAUSE HE'S OUR ATTORNEY, BUT HE I WILL TELL YOU, UH, HE GIVES US GREAT ADVICE. HE GIVES US GRADED BY. HE KEEPS US HE SAVES US FROM OURSELVES SOMETIMES, UM, AND KEEPS US KEEPS US FOCUSED. AND SO, WITH ALL OF THAT, SAID BRIAN ENGLAND. CONGRATULATIONS ON 15 YEARS. THANK YOU. I SHOULD MAKE HIM SPEAK, BUT I WON'T. YEAH.

HE HAS HELPED GUIDE THE CITY OF GARLAND ORGANIZATION IN THE COMMUNITY THROUGH MANY CHALLENGES, AND HE HAS USHERED IN TIMES OF GREAT GROWTH AND REINVESTMENT. AH ON JANUARY 17TH ASSISTANT CITY MANAGER JETSON REX WILL ASSUME THE ROLE OF CITY MANAGER. HE WILL BE THE 13TH PERSON. TO HOLD THAT POSITION SINCE IT WAS CREATED IN 1951. CONGRATULATIONS TO YOU, SIR. BRIAN WILL STAY ON AND ASSIST WITH THE TRANSITION, AND HE WILL BECOME CITY MANAGER EMERITUS, WHICH IS A PRETTY SNAPPY TITLE UNTIL HIS RETIREMENT IN MAY. UM I HAVE A RELEASE. I'M NOT GOING TO READ ALL OF IT, BUT I WILL CERTAINLY HIT SOME OF THE HIGH POINTS. BRIAN BEGAN HIS 29 YEAR CAREER WITH THE CITY OF GARLAND IN JANUARY OF 1994. HE SERVED IN SEVERAL ROLES, INCLUDING DIRECTOR OF ORGANIZATIONAL DEVELOPMENT, MANAGING DIRECTOR OF BUDGET RESEARCH AND SENIOR MANAGING DIRECTOR, ASSISTANT CITY MANAGER AND THEN CITY MANAGER AFTER SERVING AS ASSISTANT CITY MANAGER, BRIAN WAS APPOINTED BY THE CITY COUNCIL ON MAY 1ST OF 2015. UM. DURING BRIAN'S TENURE, UM A LOT HAS HAPPENED. BOTH NATURAL AND OTHERWISE WE HAVE HAD WE HAVE HAD A TERRORIST ATTACK. WE HAVE HAD TORNADOES. WE HAVE HAD FLOODS. WE HAD A PANDEMIC. UH, POWER OUTAGE. I'M SURE I'M LEAVING SOMETHING OUT. BUT UH, YOU KNOW, BRIAN HAS LED THIS ORGANIZATION THROUGH ALL OF THOSE THINGS WITH CERTAIN DISTINCTION, AND, YOU KNOW, NOT ALL OF BRIAN'S CAREER IN CITY MANAGEMENT HAS BEEN DISASTER CENTRIC. UNDER HIS MANAGEMENT, GARLAND HAS ENJOYED RECORD SETTING LEVELS OF ECONOMIC DEVELOPMENT, ONGOING REDEVELOPMENT OF THE CITY'S DOWNTOWN CORE. A THREEFOLD EXPANSION IN THE CITY STREET REPAIR PROGRAM. REESTABLISHMENT OF COMMUNITY EVENTS VENUES AS WELL AS THE CREATION OF THE WHERE THE HEART IS CAMPAIGN AND MANY OTHER THINGS, MANY OTHER THINGS THAT DID A LOT OF WHICH ARE IMPROVED, ARE FOCUSED ON
