CUSTOMER SERVICE DISCONNECTED THE UTILITY SERVICE AFTER THEY FOUND THAT THE CUSTOMER WAS DECEASED AND HER BROTHER WAS LIVING IN THE PROPERTY WITHOUT PROPER DOCUMENTATION.

ON APRIL 26TH, 2022, THE GARLAND HOME HOMELESS TASK FORCE RECEIVED A COMPLAINT THAT THERE WERE PEOPLE LIVING IN THE BACKYARD.

UPON INVESTIGATION, THEY FOUND ONE MAN SLEEPING IN THE BACKYARD.

THEY ALSO DISCOVERED THAT THE MAIN DWELLING WAS OCCUPIED AND DID NOT HAVE UTILITY SERVICE.

ON APRIL 28TH, 2022, CODE COMPLIANCE ISSUED NOTICE THAT IT IS ILLEGAL TO LIVE IN A HOUSE WITHOUT ACTIVE UTILITY SERVICE AND ALSO FROM PROPER STORAGE AND HIGH GRASS.

ON MAY 17TH, 2022, COCO COMPLIANCE STAFF ISSUED MUNICIPAL COURT CITATIONS TO JAMES MICHAEL DRURY FOR OCCUPYING A HOUSE WITHOUT UTILITY SERVICE AND FOR IMPROPER STORAGE.

AUGUST 3RD, 2022, THE TASK FORCE MET WITH MR. DRURY TO DISCUSS GETTING UTILITY SERVICE.

HE SAID HE HAD NOT BEEN ABLE TO TURN ON, TURN THEM ON BECAUSE THE HOUSE WAS NOT IN HIS NAME.

ON AUGUST 11TH, 2022, BUILDING INSPECTIONS CONDUCTED A COURTESY INSPECTION TO, TO DETERMINE IF IT WAS SAFE TO REINSTATE ELECTRICAL AND WATER SERVICE TO THE PROPERTY.

ALSO, ON AUGUST 11TH, 2022, THE TASK FORCE LEARNED THAT MR. JURY DID NOT HAVE A BIRTH CERTIFICATE, STATE ID OR SOCIAL SECURITY CARDS.

THEY BEGAN TAKING STEPS TO HELP HIM OBTAIN ALL OF THESE DOCUMENTS.

ON AUGUST 17TH, 2022, THE TASK FORCE ARRANGED FOR MR. JURY TO MEET WITH A SOCIAL WORKER THROUGH THE VETERANS ADMINISTRATION ON AUGUST 22ND, 2022, DUE TO CONTINUING UNSAFE UNSANITARY CONDITIONS OF THE HOME, COCO COMPLIANCE STAFF PRESENTED MR. MICHAEL DRURY WITH AN ORDER TO VACATE IN PERSON AT THE RESIDENCE.

THESE ARE THE COMMENTS FROM THE COURTESY INSPECTION CONDUCTED BY THE BUILDING INSPECTIONS DEPARTMENT.

UH, THE ITEMS HIGHLIGHTED AND READ ARE THE MAJOR CONCERNS.

IT, IT SAYS THE HOME DID NOT APPEAR TO BE IN TERRIBLE SHAPE, BUT FIRST WALK AROUND AS VINYL SIDING HAS BEEN ADDED TO SOME PO AT SOME POINT IN THE PAST.

THE HOUSE HAS A CONCRETE PERIMETER FOUNDATION, AND THE INTERIOR PORTION IS PURE AND BEAM.

THE CONCRETE FOUNDATION DID NOT SHOW NOTICEABLE SIGNS OF DAMAGE.

THE ROOFING MATERIAL IS WOODEN SHAKE WITH NOTICEABLE SIGNS OF DETERIORATION AND ROT.

A LAYER OF COMPOSITE SHINGLES HAS BEEN ADDED, BUT THESE ARE NOT IN GOOD CONDITION AND MANY PLACES APPEAR TO HAVE BEEN PATCHED UPON ENTERING THE HOME.

THE RESIDENT POINTED OUT MANY LOCATIONS WHERE THE FLOOR JOISTS WERE UNSTABLE OR MISSING.

AND ON THE FOLLOWING SLIDES, I'LL SHOW YOU THE LOCATIONS OF THOSE, UH, DAMAGED SECTIONS.

THE BATHROOM FLOOR NEAR THE EXTERIOR WALL HAD DETERIORATED TO THE POINT THE GROUND COULD BE SEEN THROUGH A HOLE APPROXIMATELY TWO FEET BY TWO FEET.

THE CONCRETE FRONT PORCH WAS NOT ATTACHED TO THE HOUSE AND HAS TILTED BACK TOWARD THE HOME, ALLOWING WATER TO ENTER THROUGH THE FRONT DOOR.

THIS HAS CAUSED ROTTEN DECAY.

WOOD FRAME WINDOWS HAVE SEVERE DECAY.

HE ALSO SAYS THAT THE RESIDENT STATES THE TOILET DOUBLE FLUSHES.

THIS LEADS THE, TO THE POTENTIAL AND IMPROPER SLOPE HAS FORMED IN THE SEWER LINE.

ADDITIONALLY, THE RESIDENT STATES THAT SEWER, I BELIEVE THAT'S SEWAGE SPEWS FROM BROKEN PIPES UNDER THE HOUSE.

HE DOES SAY THAT THE ELECTRICAL SYSTEM SEEMS TO BE IN GOOD SHAPE AND IS SERVICEABLE.

WALKING UP THE STAIRS TO THE LOFT AREA AND ACCESS WAS OPEN, ALLOWING HIM TO VIEW THE UNDERSIDE OF THE ROOF.

THE PORTION HE COULD SEE HAD STANDARD ROOF CHOICE WITH SLATS INSTALLED AND A THIN DECKING MATERIAL UNDER THE SHAKE SHAKE SHINGLES.

THAT PORTION APPEARED TO BE IN GOOD SHAPE AND SHOWED NO SIGNS OF ISSUES AT THAT POINT.

HE SAID, AT THIS POINT, I WOULD SAY THE HOUSE IS SALVAGEABLE AND NOT RECOMMEND DEMOLITION.

BUT HAZARDS DO EXIST.

IN MAY OF 2022, STAFF DISCOVERED THE BODY OF THE DECEASED OWNER INSIDE THE HOUSE.

A THOROUGH SEARCH FOR THE NEXT OF KEN WAS CONDUCTED, BUT NONE WERE FOUND.

THE REQUIREMENTS FOR 7 21 STADIUM DRIVE TO COMPLY ARE THAT ALL VIOLATIONS ON THE DEFICIENCY LIST MUST BE CORRECTED.

DWELLING MUST COMPLY WITH ALL MINIMUM HOUSING STANDARDS.

THESE INCLUDE, BUT ARE NOT LIMITED TO.
