SOME OF THIS INFORMATION MAY FEEL LIKE A BIT OF A REPEAT TO SOME OF YOU, BUT I THOUGHT GIVEN IT'S A NEW YEAR, WE HAVE SOME NEW MEMBERS ON THE BOARD.

WE'D, UM, JUST RUN THROUGH EVERYTHING THAT'S UNDERWAY.

SO IN OUR, UM, MANAGED DISTRICT SERVICES, UH, JUST TO SHARE, YOU KNOW, THE, THROUGHOUT THE COURSE OF CONSTRUCTION, THE DOWNTOWN DEVELOPMENT OFFICE HAS FACILITATED SEVERAL ACTIVATION INITIATIVES TO REALLY ENCOURAGE FOOT TRAFFIC AND ENGAGEMENT OVER THE LAST YEAR.

SO THIS, UM, DEMONST, THIS MAP DEMONSTRATES A, A SIGNIFICANT AREA OF IMPACT THROUGH OUR DEMO ART CAMPAIGN.

THIS INITIATIVE WAS, UH, A, A COLLABORATION WITH LOCAL ARTISTS, GOLDEN LASSETER, WHO HAS ALSO FACILITATED OUR COMMUNITY MURALS

OVER AT 5 0 6 R OVER THE LAST SEVERAL YEARS TO, UM, TAKE THE OPPORTUNITY OF CON UH, CONSTRUCTION AND THAT SIDEWALKS WOULD BE, UH, DEMOLISHED IN, IN MAKING WAY FOR IMPROVEMENTS.

AND SO RATHER THAN, UM, NOT HAVING FUN AT ALL, WE DECIDED TO TAKE IT TO THE STREETS OR TO THE SIDEWALKS RATHER, AND HE WENT OUT AND PUT HIS TOUCH ON SEVERAL BLOCKS OF DOWNTOWN AND THE, THE SURROUNDING STREET SKATES.

SO WE COMPLETED THAT LAST INSTALLATION IN NOVEMBER.

UM, AND, YOU KNOW, I THINK THESE PICTURES SHOW A GREAT REPRESENTATION OF, OF TAKING AN ADVANTAGE OF A NOT SO BRIGHT SITUATION AND MAKING IT QUITE CHEERFUL, UM, IN PARTNERSHIP OR IN SUPPORT OF THAT INITIATIVE, RATHER.

WE ALSO LAUNCHED, LAUNCHED OUR FIND THE FLAMINGOS CAMPAIGN.

SO THROUGHOUT THESE SEVERAL BLOCKS OF PAINTED SIDEWALKS, THERE WERE HIDDEN FLAMINGOS FOR, UM, FOLKS TO COME OUT AND FIND, CAPTURE PICTURES OF AND COME BACK TO THE, UM, VISIT GARLAND OFFICE AND, UH, DEMONSTRATE THAT THEY FOUND THE FLAMINGOS AND THEN RECEIVED GREAT DOWNTOWN GARLAND BRANDED SWAG CARRYING ON WITH OUR SMALL BUSINESS SPOTLIGHT SERIES.

AGAIN, THIS IS AN IDEA THAT CAME DIRECTLY FROM THIS BOARD, UM, DURING THE PANDEMIC, AND WE'VE EXTENDED IT ON THROUGH THE CONSTRUCTION PROJECT AS WELL, WHERE WE ARE WORKING WITH LOCAL, LOCAL BUSINESSES THROUGHOUT DOWNTOWN TO CAPTURE THEIR STORY, THEIR BEHIND THE SCENES NARRATIVE, AND PUT TOGETHER A, UM, COMPELLING VIDEO AND THEN SHARING THAT ON SOCIAL MEDIA ACROSS ALL OF OUR NETWORKS AND HOPEFULLY ACROSS THEIRS AS WELL.

TO DATE, WE HAVE HAD 17 PARTICIPANTS, UM, SINCE THE BEGINNING OF CONSTRUCTION.

AND OUR LATEST RELEASE WAS THE TAVERN ON THE SQUARE PIECE.

UM, FEATURED HERE, SMALL BUSINESS SATURDAY WAS A GREAT SUCCESS THIS YEAR.

UH, THIS WAS DEFINITELY, UM, A PROJECT THAT HUNTER WILLIAMS OVER HERE, IF YOU'RE NOT FAMILIAR WITH HIM QUITE YET, UM, TOOK THE LEAD ON AND MADE AGAIN A GREAT SUCCESS.

SO THIS IS CELEBRATING SMALL BUSINESS ON THAT FIRST SATURDAY AFTER THANKSGIVING FOLLOWING BLACK FRIDAY RATHER, AND REALLY ENCOURAGING PEOPLE TO SHIFT THEIR MINDSET, UM, IF IT IS IN THE WRONG PLACE, AND FOCUS IT AND ON DOWNTOWN FOR THE HOLIDAY SHOPPING SEASON.

SO THIS YEAR'S EVENT, WE, UM, FACILITATED A $10 GIFT, IF YOU WILL, OR A VOUCHER TO PARTICIPATE IN BUSINESSES.

UM, IT WAS ALMOST LIKE A SCRATCH OFF LOTTERY TICKET.

SO WHEN FOLKS SHOWED UP AND, UM, RECEIVED THEIR FREE CUP OF POT CHOCOLATE AND THEIR FREE DOWNTOWN ORNAMENT AT CHECK-IN, THEY'VE THEN GOT THIS LOTTERY TICKET.

AND WHEN THEY SCRATCHED OFF THE LOTTERY TICKET, IT WAS A $10 VOUCHER TO ONE OF THE PARTICIPATING BUSINESSES.

WE HAD, UM, A GREAT REACH, UH, AS FAR AS MEDIA COVERAGE THROUGH THIS EVENT.

I FEEL THAT THE, UM, CREATIVE, UH, EVENT ITSELF FOR SMALL BUSINESS SATURDAY, IN CONJUNCTION WITH THE PROJECT THAT'S CURRENTLY UNDERWAY, REALLY POSITIONED US TO BE A GREAT STORY FOR, FOR LOCAL NEWS COVERAGE.

AND THROUGH ALL OF OUR EFFORTS, WE REACHED AN AUDIENCE OF OVER 1.8 MILLION PEOPLE, UM, THROUGH THAT CAMPAIGN.

AND HUNTER GAVE SEVERAL INTERVIEWS ON THE RADIO, EVEN ON THE NEWS AS WELL, UM, PRE THE EVENT.

AND WE HAD EXTENSIVE, UH, NEWS COVERAGE THAT DAY.

I INTRODUCED, UM, OUR DOWNTOWN CORE TEAM, OR THE, THE, UM, THE ORGANIZATION OF IT RATHER AT OUR LAST MEETING.

AND JUST KIND OF WANTED TO GIVE YOU A BRIEF UPDATE THERE.

AS I SHARED BACK IN OCTOBER, WE ARE CURRENTLY THIS DOWNTOWN CORE TEAM, WHICH IS AN INTERDEPARTMENTAL TEAM, UM, OF, UH, OR OF THE CITY ORGANIZATION.

WE ARE FOCUSING IN ON DOWNTOWN POLICIES AND ORDINANCES.

UH, WE'D LIKE TO REFER TO IT AS DOWNTOWN HOUSEKEEPING, IF YOU WILL.

SO THIS IS AN INITIATIVE TO ENSURE THAT GIVEN THE EXTENSIVE INVESTMENT UNDERWAY IN DOWNTOWN, THAT WE ARE PROTECTING THAT PUBLIC INVESTMENT, UM, AND, UH, ENSURING THAT WE HAVE ALL OF THE, OUR ORDINANCES IN, IN PLACE TO ESTABLISH A STRONG, THRIVING ECONOMIC DISTRICT IN THE HEART OF THE CITY.

SO WE ARE EVALUATING THE USE OF WIDER SIDEWALKS, GIVEN THAT SEVERAL OR ALL OF OUR BUSINESSES IMMEDIATELY ADJACENT TO THE FOYER WILL NOW HAVE, IN SOME CASES, TWICE THE WIDTH OF SIDEWALK THAT THEY DID PRIOR TO CONSTRUCTION.

AND JUST ESTABLISHING THE APPROACH TO HOW THAT SPACE IS USED, GIVEN THAT, UH, IT'S THE USE OF PUBLIC RIGHT OF WAY IN MOST CASES.

UH, WE'RE ALSO EVALUATING SHARED WASTE SERVICES FOR THE DISTRICT, AND THIS PILOT PROGRAM HAS LAUNCHED WITH THE INITIATIVE OF TAKING EACH BLOCK IN DOWNTOWN DOWN TO A SINGLE CONTAINER AND ENSURING THAT, OR, UH, EXCUSE ME, DISTRIBUTING, UH, UM, EQUAL ACCESS TO ALL THE BUSINESSES ON THE BLOCK.

AND WHEN WE TAKE THE BLOCK DOWN TO ONE CONTAINER, WE WILL THEN PAINT THE BOXES WE HAVE WITH OUR OUT-OF-THE BOX PROGRAM, UM, IN

YEARS PAST.

SO AT THIS POINT, WE ARE TARGETING, UH, SEVERAL BOX, SEVERAL CONTAINERS TO BE PAINTED LATER THIS YEAR.

I'LL GIVE A BIT MORE DETAIL ON THAT HERE IN A BIT.

WE'RE ALSO EVALUATING PARKING IN DOWNTOWN AND OUR PARKING ORDINANCES.

SO THAT IS CONSIDERING THE FOOTPRINT OF ALL THE TIMED STALLS THROUGHOUT THE DISTRICT, WHETHER OR NOT THE THREE HOUR TIMEFRAME IS ADEQUATE, SHOULD IT BE MORE, SHOULD IT BE LESS, AND THEN ALSO EVALUATING A UTILITY CORRIDOR.

AND THIS IS JUST REALLY TO BE PREPARED FOR THE FUTURE AND ENSURE THAT ANY FUTURE DEVELOPMENT KEEPS UTILITIES WHERE THEY SHOULD BE.

UM, AND IF THERE'S THE OPPORTUNITY TO TAKE THEM UNDERGROUND, WE GOOD.

WE'VE ALSO LAUNCHED OUR PARK PROGRAM, UH, A QUICK UPDATE THERE.

WE HAVE APPROXIMATELY 50 PARTICIPANTS TO DATE, AND THIS IS THAT INVITATION TO OUR DOWNTOWN BUSINESSES AND THEIR EMPLOYEES TO PARK IN THE CITY HALL PARKING GARAGE IN AN EFFORT TO ENSURE THAT WE HAVE THAT, UM, ROCKSTAR PARKING, IF YOU WILL, AVAILABLE FOR CUSTOMERS AND PATRONS OF THE DISTRICT.

WE WILL BE LAUNCHING OUR NEXT ROUND OF INVITATIONS TO THAT, UH, CAMPAIGN THIS COMING WEEK IN PREPARATION FOR OUR NEXT SHIFT, UH, OR TRANSITION RATHER, IN CONSTRUCTION TEAM.

DOWNTOWN IS OUR CONCIERGE SERVICES PROGRAM, AND IN THE PAST IT HAS BEEN, UM, IF YOU WILL, A STANDALONE INITIATIVE.

AND OVER THE LAST SEVERAL MONTHS, WE EVALUATED OUR IMPACT AS FAR AS ENGAGEMENT AVERAGES PER SHIFT AND MADE THE DETERMINATION TO SYNC THIS, UH, INITIATIVE UP WITH EXISTING EVENTS.

AND THAT HAS PROVED TO BE QUITE SUCCESSFUL.

SO WE ARE, UH, HAVING, WE HAVE THE OPPORTUNITY TO ENGAGE WITH MORE FOLKS AND REALLY GET THE WORD OUT ABOUT THE PROJECT THAT'S UNDERWAY, SHARED DETAIL SHOULD ANYONE HAVE QUESTION.

AND, UM, REALLY, UH, JUST LOCK IN ON THE MESSAGE THAT DOWNTOWN IS STILL OPEN FOR BUSINESS.

MOVING ON TO OUR REVITALIZATION PROGRAM AND OUR PROGRESS REPORT FOR PER THE BOARD'S REQUEST.

UM, I, I'D SAY MAYBE TWO MEETINGS AGO, WE'LL MOVING FORWARD, HAVE A STANDING UPDATE ON THE SUCCESS OF THE PROGRAM.

UM, AS WE SHARED AT OUR LAST MEETING, THE INITIAL ROUND OF FUNDING THAT FISCAL CAPACITY HAD BEEN MET, SO THAT WAS $500,000 OF PUBLIC FUNDING COMMITTED, UH, TO IMPROVING DOWNTOWN PROPERTIES.

AND OUR FY 23 REQUEST FOR ADDITIONAL PROGRAM FUNDING HAS BEEN APPROVED.

SO TO DATE, THIS PROGRAM HAS FACILITATED OVER 1.5 MILLION OF INVESTMENT IN DOWNTOWN.

AND THIS CHART JUST REPRESENTS THE, THE SEVEN PROJECTS THAT, UH, THE, THE BREAKDOWN OF THOSE SEVEN PROJECTS THUS FAR ARE THREE PROJECTS CURRENTLY UNDERWAY, GIVEN THAT THEY HAVE NOT, UM, CLOSED OUT IN REGARDS TO THEIR REIMBURSEMENT, UH, LATHAM BAKERY, UH, THE, THE PROPERTY, THE BUSINESS HAS BEEN A GREAT SUCCESS SINCE THE DAY IT LAUNCHED.

IF YOU HAVE NOT BEEN TO LAKE AND BAKERY, I HAD LIKE RECOMMEND YOU DO, WE WILL BE PROCESSING THAT REIMBURSE OR SUBMITTING THAT REIMBURSEMENT RATHER THIS WEEK.

AND THEN I'D LIKE TO SHARE DETAILS ON 500 MAIN STREET.

SO THIS PROJECT IS NOW TRANSITIONING TO AN ECONOMIC DEVELOPMENT AGREEMENT, AND WHILE WE ARE HAPPY THAT THE REVITALIZATION PROGRAM SOMEWHAT STARTED THE CONVERSATION AROUND THIS INITIATIVE, WERE EVEN HAPPIER THAT ECONOMIC DEVELOPMENT IS ABLE TO MAKE THAT PROJECT A REALITY.

AND THAT, THAT THOSE FUNDS ARE THEN REDISTRIBUTED BACK TO THE PROGRAM PROJECT POOL AND WILL BE ABLE TO USE ELSEWHERE IN DOWNTOWN TO REDEVELOP PROPERTIES.

SO MOVING FORWARD, WE'LL EXCLUDE THIS PROPERTY FROM OUR UPDATE.

I JUST WANTED TO SHARE THAT WITH THE BOARD.

AND THEN 5 0 7 WEST STATE STREET.

THIS PROJECT IS CLOSE TO WRAPPING UP .

UM, THIS WAS, UH, A GREAT INITIATIVE TO ADD A UPPER DECK TO THE OUTDOOR PATIO SPACE OF INTRINSIC, PROVIDE SHADE FOR, UM, PATRONS AS THEY ENJOY LIVE MUSIC, UH, GREAT FOOD OUTDOORS, AND THEN ALSO ADDING A SPRINKLER SYSTEM TO THE SPACE AS WELL.

MOVING ON TO ENHANCED SQUARE PROGRAMMING.

AND AS YOU'VE HEARD ME REFER TO THIS IN THE PAST, THIS IS OUR FUN BUCKET WHERE WE HAVE ALL THE FUN .

SO, THURSDAY, THIRD THURSDAY IS OUR EXTENDED HOURS CAMPAIGN IN DOWNTOWN.

THIS IS JUST, UH, WORKING WITH OUR BUSINESS, PARTICIPATING BUSINESSES ON THE THIRD THURSDAY OF THE MONTH TO KEEP THEIR DOORS OPEN A BIT LONGER, INVITE CUSTOMERS IN TO, TO STAY A WHILE.

UM, AND IT HAS, HAS BEEN STEADILY SUCCESSFUL IN, UH, DECEMBER.

SO THE DOWNTOWN GARLAND FOR CHRISTMAS CAMPAIGN WAS REALLY, UM, FOCUSED ON SHARING A, A COLLABORATIVE COLLECTIVE STORY OF EVERYTHING THAT ONE COULD DO IN DOWNTOWN OVER THE HOLIDAYS, WHETHER IT BE SOMETHING THAT THE MUSEUM WAS, YOU KNOW, HOSTING THE CULTURAL ARTS CENTER, THE G DDO INITIATIVES.

WE JUST WANTED TO HAVE THAT, UM, THAT COLLABORATIVE NARRATIVE.

SO IN REGARDS TO DDOS, UH, SPECIFIC CONTRIBUTION TO THAT, WE HOSTED THE FESTIVE VERSION OF THURSDAY, THIRD THURSDAY.

WE ALSO FACILITATED OUR SECOND OR THIRD, OUR THIRD AND OUR THIRD, UH, HOLIDAY STOREFRONT CONTEST, WHERE I'M HAPPY TO SHARE THAT WE HAD 23 BUSINESSES PARTICIPATING AND REACHED AN AUDIENCE OF 16,854 PEOPLE ON FACEBOOK ALONE.

UM, WE ALSO ADDED SOME GREAT, UH, 3D HOLIDAY 3D LIGHT ELEMENTS TO 5 0 6, 5 0 6 ART, AND HAD A CAMPAIGN CAMPAIGN AROUND THAT AS WELL, AND WORKED IN PARTNERSHIP WITH THE URBAN MARKET AS WE HAVE OVER YEARS PAST, UM, IN SPONSORSHIP TO THEIR A HUNDRED ITEM, GIVE GIVEAWAY TO THE FIRST, UH, A HUNDRED ATTENDEES.

AND FOR THE MONTH OF DECEMBER, UM, OBVIOUSLY FOCUSED IN MY POINTS SET FOR THAT ITEM.

I'D ALSO JUST LIKE TO SHARE THAT, BELIEVE IT OR NOT, WE ARE, UM, WELL, AT THE LAST MEETING I GAVE YOU AN UPDATE ON BAND TOGETHER 2022, AND I'LL LET YOU KNOW, WE'RE ALREADY PLANNING FOR BAND TOGETHER 2023 NOW.

PUBLIC ART, UM, AS I STARTED TO SHARE EARLIER, OUR OUT OF THE BOX, UH, DUMPSTER BEAUTIFICATION PROGRAM HAS PROVED TO BE A SUCCESS.

THOSE, UH, DUMPSTERS THAT WERE PAINTED IN 2021, UM, HAVE ACTUALLY REALLY MAINTAINED QUITE WELL WHERE WE WERE, UM, AT FIRST PESSIMISTIC THAT THEY WOULDN'T MAKE IT SIX MONTHS GIVEN THE THE LARGE TRUCKS COMING IN AND, AND DUMPING THE CONTAINER CONTAINERS ON A REGULAR BASIS.

SO THAT CAMPAIGN HAS, OR THAT PILOT PROGRAM WILL NOW, UM, TRANSFORM INTO A MORE ESTABLISHED APPROACH TO PUBLIC ART AND MAKING, UM, BEAUTIFUL THINGS HAPPEN OUT OF A VERY URBAN SITUATION AS FAR AS TRASH IN DOWNTOWN.

SO FROM THE SHARED WASTE SERVICES PROGRAM WHERE WE'RE TAKING ALL THE BLOCKS DOWN TO A SINGLE CONTAINER, WE WILL BE PAINTING THOSE CONTAINERS AT BIG ART DAY ON APRIL 1ST, AND WE CURRENTLY HAVE FIVE IDENTIFIED.

SO THAT WILL BE QUITE THE EVENT, UM, TO SEE THOSE HAPPENING LIVE AND INACTION IN CONJUNCTION WITH BIG ART DAY.

AND THEN I'D LIKE TO SHARE AGAIN THAT WITH THE DOWNTOWN MURAL PROGRAM, THAT FUNDING WAS APPROVED AND FY 23, WE ARE CURRENTLY DEVELOPING THOSE PROGRAM GUIDELINES, IDENTIFYING, UM, TARGET WALLS AND WILL BE COMING FORWARD WITH, UH, THOSE RECOMMENDATIONS, UH, SOON, I'D SAY PROBABLY IN APRIL IS OUR TARGET GOAL HERE, DOWNTOWN AREA IMPROVEMENTS.

AND I'M, AND I'M LOOKING AT THIS 14 BLOCK AREA THAT WE HAVE HERE, THERE ARE SOME EXTRAORDINARY FACILITIES HIDING IN THERE, BUT AT THE SAME TIME, IF WE CAN EXTEND A LITTLE TO AT LEAST EXPAND THE FOOTPRINT, IT MAKES SENSE TO ME.
