THE FIRST HALF OF HER CAREER WAS SPENT IN BROADCAST NEWS IF YOU DIDN'T KNOW THAT, WORKING AS AN AWARD WINNING NEWS DIRECTOR AND PRODUCER AT TV STATIONS ACROSS TEXAS AND IN ALABAMA, BUT ALL ROADS HAVE LED BACK TO GARLAND FOR DOROTHY IN 2002. SHE WAS MADE THE MOVE FROM TV NEWS TO MUNICIPAL COMMUNICATIONS, STARTING AS THE CITY'S FIRST EVER PUBLIC INFORMATION OFFICER. THROUGHOUT THE LAST 20 YEARS, HER ROLE HAS EVOLVED FROM WORKING SOLO TO BECOMING THE PUBLIC AND MEDIA RELATIONS DIRECTOR LEADING A TALENTED AND CREATIVE TEAM OF COMMUNICATORS WHO'S EXPRESSED GOAL IS TO TELL [00:10:02] GARLANDS STORY DAY IN AND DAY OUT, AND THEY HAVE DONE IT SO WELL. NOW THAT IS INCLUDED BUILDING OUT GARLAND SOCIAL MEDIA PRESENCE, CREATING AND LAUNCHING AT LEAST FOUR CITYWIDE WEBSITES, MAYBE FIVE, DEVELOPING A SOPHISTICATED VIDEO PRODUCTION TEAM AND MANAGING THE CONTENT AND PRODUCTION OF THE GARLAND CITY PRESS AND AS A TESTAMENT TO THE QUALITY OF WORK THAT DOROTHY HAS PRODUCED OVER THE LAST TWO DECADES AND HER TEAM THEY HAVE BEEN HONORED. AS A RECIPIENT OF MORE THAN 100 AWARDS FROM STATE AND NATIONAL ORGANIZATIONS FOR COMMUNICATIONS AND MARKETING ACTIVITIES. SOMETHING THAT I DO WANT TO POINT OUT THAT NAPA HAS BEEN A PARTNER WITH THE CITY OF GARLAND IN OUR FLEET DEPARTMENT FOR SEVERAL YEARS, AND THAT IS SOMETHING THAT IS VERY POPULAR AMONGST MUNICIPALITIES AND OTHER GOVERNMENTAL ENTITIES UTILIZING AND OUTSOURCED, UH, PART MAINTENANCE GROUP. WE HAVE SEEN THIS IN SEVERAL CITIES AND THEN AS AN EXAMPLE, UH, GARY AND I WILL BE TAG TEAMING THIS THIS PRESENTATION, BUT IN 2003 WHEN THE CITY FIRST MADE THIS MOVE, THERE WERE A HANDFUL OF CITIES IN THE METROPLEX THAT HAD THIS SERVICE AND NOW IT'S VERY COMMON FOR THIS TO BE SEEN THROUGH THROUGHOUT MOST OF THE MUNICIPALITIES AND ACTUALLY FROM MY PREVIOUS CITY THAT I HAVE COME FROM IN ODESSA. WE UTILIZE THE NAPA CONTRACT AS WELL, AND IT'S ESSENTIALLY A MIRROR IMAGE OF THE CONTRACT THAT WE HAD THERE AS WELL. SO HAD EXTENSIVE EXPERIENCE WITH THIS WITH THIS AGREEMENT AND THE OPERATIONS WITH THAT, BUT WE WILL GO THROUGH THIS POWER POINT, AND WE'LL BE HAPPY TO ANSWER ANY QUESTIONS FOLLOWING THE POWER. POINT OF, OR IF THERE ANY DURING THE PRESENTATION AS WELL, SO WITH THAT, I'LL TURN IT OVER TO GARY. GOOD EVENING, MAYOR AND COUNCIL. SINCE THE NAVY WERE ON THE COUNCIL WHEN THIS IS THE FIRST AWARDED MIGHT BE HELPFUL TO HAVE A LITTLE BACKGROUND ON THIS CONTRACT. SO IN 2003, THE CITY COUNCIL AUTHORIZED THE OUTSOURCING OF THE FLEET PARKS DIVISION, AND SUBSEQUENTLY WE EXECUTED A CONTRACT IN 2004. AND THEN IN 2013 WERE RENEGOTIATED. THAT CONTRACT ACTUALLY GET A BETTER GUARANTEED MAXIMUM PRICE BASED ON A SCALABLE SPEND VOLUME PER MONTH. SO THE CONTRACT WAS CAPPED IT, UH, 10% WE ACTUALLY LOWERED THAT TO 7% IN CERTAIN CATEGORIES BASED ON THE VOLUME OF SPEND. NOW. THE PURPOSE OF DOING THE INTEGRATED SUPPLY WAS MAINLY INCREASED AVAILABILITY OF PARTS AT THE TIME WE HAD A PARTS INVENTORY OF ABOUT 350,000 AND WITH THE PRETTY SMALL INVENTORY LIKE THAT, WHAT WE EXPERIENCED WERE A LOT OF STOCK OUTS, SO WE HAD A BACKLOG OF EQUIPMENT. IT REALLY SLOWED DOWN THE CYCLE TIME ON GETTING THE EQUIPMENT BACK INTO CIRCULATION FOR THE CITY DEPARTMENTS, AND SO WE DECIDED TO PARTNER WITH SOMEONE IF IT WAS AN EXPERT IN THE FIELD OF PARKS MANAGEMENT, SUCH AS NAPA. AND IN DOING SO, WE ACTUALLY INCREASED OUR INVENTORY OF AVAILABILITY TO ONE MILLION AND INVENTORY SO THAT INCREASED OUR PARTS AVAILABILITY FROM 40% TO 90% LET'S SAY VERY GOOD. FEEL RIGHT FOR THE PART. SO OBVIOUSLY IF YOU HAVE 90% OF THE PARTS AVAILABLE WHEN YOU NEED IT, THEN YOU REPAIR TIME IS MUCH SHORTER. AND ANOTHER BYPRODUCT OF THIS WAS WE HAD ABOUT 250 INVOICES ON A MONTHLY BASIS WITH DIFFERENT VENDORS WHO ARE SOURCING PARTS FROM SO SOURCING PARTIAL ONE VENDOR. WE CONSOLIDATED THOSE INVOICES INTO ONE PARTS INVOICE AND ONE OPERATIONS INVOICE SO GREATLY STREAMLINE THE OPERATIONS FROM THE AP STANDPOINT. I'M NOT HERE TO DO A COMMERCIAL FOR NAPA, BUT THERE ARE ADDITIONAL BENEFITS AGAIN. THE MAIN PURPOSE WASN'T TO SAVE A DOLLAR ON A FILTER IS REALLY ABOUT THE PARTS AVAILABILITY, SO WE HAVE ACCESS TO OVER 400 SIMILAR OPERATIONS LIKE OURS, THE INTEGRATED BUSINESS SOLUTIONS SO WE HAVE ACCESS TO NOT ONLY OUR INVENTORY, BUT THEIR INVENTORY AS WELL AND PLUS A NETWORK OF 6000 STORES NATIONWIDE. AND 1300 0 E. O. E. M AND AFTERMARKET SUPPLIERS. WE REALLY RELAXING BENEFIT FROM THIS DURING THE COVID SHUTDOWNS BECAUSE SUPPLY CHAIN ISSUES WERE AS BAD AS THEY ARE NOW. THERE'S SO MUCH WORSE THAN, BUT EVEN DURING THIS TIME WITH THE NETWORK AND RESOURCES WE HAVE AVAILABLE, WE WERE ABLE TO CONTINUE TO REPAIR THE FLEET AND TIMELY MANNER AND GET THE EQUIPMENT BACK INTO SERVICE FOR THE CITIZENS OF GARLAND. AND THE WARRANTY IS ANOTHER ISSUE THAT IS VERY TIME CONSUMING IF YOU'VE EVER HAD TO WARRANTY APART. I DON'T KNOW IF YOU HAVE OR NOT. IT CAN BE VERY TIME CONSUMING. SO NAPA OWNS THAT PROCESS, SO IF WE HAVE AN ISSUE WITH THE PART WE PASS IT OFF TO THEM, BECAUSE AT THAT POINT THEY OWN THE PART AND THEY OWN THE PROBLEM. WE CAN GO BACK TO WHAT WE DO BEST, WHICH IS REPAIRING THE EQUIPMENT. AND ALSO WE HAVE A FULLY INTEGRATED SOFTWARE SYSTEM WITH THE NAPA. THE INTEGRATED INTO OUR ASSET WORKS. WE HAVE [00:25:03] FULL VISIBILITY WITH THE WORK ORDER SYSTEM WITH THE INVENTORY WITH THE INVOICING, AND THERE'S A COMPLETE AUDIT TRAIL. SO WE HAVE A COMPLETE INTEGRATION WITH THEIR SYSTEM, WHICH IS REALLY FREED UP OUR RESOURCES. AND AGAIN, THE KEY PERFORMANCE INDICATORS. THE 90% CYCLE TIME ON THE PARTS IS INCREDIBLE, AND WE HAVE THE 24 7 EMERGENCY BACKUP SERVICE AS WELL FROM THEM. WE USE THE SOURCE, WELL COOPERATIVE PERSON AGREEMENT IS A VERY ROBUST CONTRACT HAS BEEN COMPETITIVELY ON A NATIONAL BASIS, LIKE RECEIVED SEVERAL RESPONSES TO THE RFP AND WE REMEMBER SOURCE WELLS WERE FORTUNATE TO HAVE ACCESS TO ALL THEIR CONTRACTS ABOUT 400 CONTRACTS THAT THEY'VE BEEN NATIONALLY AND, UH, NAPA IS JUST ONE OF THOSE CONTRACTS WERE UTILIZED, BUT THEY'RE VERY WELL KNOWN ORGANIZATION. AND UH, AS FAR AS THE REQUEST FOR PROPOSAL , THEY GO THROUGH THE SAME PROCESS AS ANYONE ELSE WOULD, AS FAR AS THE ADVERTISING AND ALL THE LEGAL REQUIREMENTS AND THE CURRENT CONTRACT WAS AWARDED IN 2020, AND IT HAS AN EXPIRATION OF 2024. BUT THEY DO HAVE TWO OPTIONAL ONE YEAR RENEWAL'S, WHICH SHOULD GET US THROUGH 2026 ON THE CURRENT CONTRACT. PRIOR TO THE CONTRACT EXPIRATION, THEY WILL GO OUT FOR ANOTHER RFP TOWARD ANOTHER CONTRACT. AT THAT TIME, IT MAY BE NAP IT MAYBE ANOTHER VENDOR IS GOING TO BE BASED ON WHOEVER PROVIDES THE BEST VALUE TO THE MEMBERS. SOME OF THE THINGS THEY LOOK FOR, AND THEIR PROPOSAL EVALUATIONS AS THE MAIN CATEGORY WAS THE PRIZE . YOU WANT TO MAKE SURE WE HAD COMPETITIVE PRICING, BUT ONE OF THE AVAILABILITY TO THE SERVICE AGREEMENTS NATIONALLY BECAUSE AGAIN WE'RE NOT LIMITED TO THE STORE DOWN THE STREET. WE HAVE NATIONAL ACCESS TO THESE THESE PARTS AND AGAIN, THE WARRANTY AND THE INTEGRATION WITH THE SOFTWARE WAS REALLY KEY, BECAUSE THERE'S A LOT OF INVESTMENT THAT GOES INTO THAT. THESE ARE BUILT TO US AT COST. ON THE FRONT END. I'LL GET INTO THE PROFIT IN A IN A SECOND AND THE OPERATIONAL COSTS AS WELL. SO THE COST OF THEM RUNNING OUR FACILITY, THE SALARIES AND BENEFITS. THESE ARE BUILT TO THE CITY AT COST AS WELL AND WHAT WE PAY IS A GUARANTEED NET PROFIT BASED ON THE MOUNTAINS SPEND THAT WE DO ON A MONTHLY BASIS. SO IT GOES FROM 7% IF WE SPEND THE MILLION OR GREATER PER MONTH AND DOWN TO THE CABIN 10% IF WE'RE SPENDING BETWEEN $1 AND $250,000, SO AGAIN, SCALABLE BASED ON THE AMOUNT OF SPIN, WHICH IS A MUCH BETTER CONTRACT THAN WHAT WE HAD PREVIOUSLY, AND IT'S ACTUALLY BETTER THAN THE CONTRACT THAT SOURCE WILL HAD NEGOTIATED BETTER TERMS. AND JUST FOR A FULL TRANSPARENCY ON THOSE HARD TO SEE THIS, BUT AS A FILL PHILIP MENTIONED YOU HAD A COPY OF THIS LAST NIGHT. BUT THIS IS A DETAILED INVOICE. THERE'S FULL TRANSPARENCY ON THE COST, WHETHER IT'S UH YOU KNOW, THE SALARIES ARE OUTLINED THE BENEFITS ARE OUTLINED NAPA'S COST FOR TAXES ON INVENTORIES OUTLINED, SO IT'S VERY DETAILED AND AGAIN. WE HAVE FULL TRANSPARENCY AND VISIBILITY THROUGH THEIR SYSTEM WITH THESE INVOICES. AS FAR AS EXPENDITURES WE HAVE SPENT ABOUT 3.1 MILLION LAST YEAR, AND THIS IS A LINE ITEM IN THE BUDGET APPROVED IN THE BUDGET PROCESS. THEIR NET PROFIT WAS 295,000, WHICH IS JUST UNDER THE 10% AND THE OPERATIONAL COST WAS 427,000 AGAIN BUILD AT THEIR ACTUAL COST. AND THIS IS A PRINTOUT FROM OUR FLEET MANAGEMENT SYSTEM THAT AGAIN TIES INTO THE NAPA SYSTEM, SO IT JUST SHOWS THAT HISTORICALLY WE DO TRACK THE PARTS AVAILABILITY TO MAKE SURE THEY ARE PERFORMING AND IF IT AIN'T ANY ANY TIME IF THEY PERFORM BELOW THAT 85% OF THE CONTRACT CALLS FOR IF THEY FALL BELOW THAT THERE'S ACTUALLY A LIKE A PENALTY CLAUSE THAT WE REDUCE THEIR PROFIT MARGIN, SO THEY'RE VERY INCENTIVIZED TO PROVIDE THE PARTS YOU NEED AT THE RIGHT TIME.
